001Check. >> Go. Turn her on. Mine's not a while, doesn't it? Good evening. Sorry, we're having some mic issues. Thank you for being here tonight. I'll call our meeting to order. And the first thing on the agenda is a confirmation to the media and Miss Brandham is out today, but she has confirmed that we did notify the media. I do declare that we have a quorum with all board members present and we will need approval of the agenda. >> I make a motion that we approve tonight's agenda. >> Second. >> Thank you. Any questions or discussions? All in favor of approving the agenda as presented, please say I. >> I. >> Any opposed? All right. And um like I said, I do want to welcome everyone tonight. I'm glad that we have a great audience
002in attendance to recognize Miss Short this evening. And also, if you don't mind, I want to take a moment of silence to um to remember Olivia Sanchez, who we lost in an accident about two weeks ago, I think. So, if you'll if you'll honor me in doing that. Thank you. And our prayers go out to uh Olivia's family still. And I do want to uh do one more thing before we get to our pledge, and that is our tell me something good. So, Miss Kit, I'll start with you. >> I have my car back. You can go. Fantastic. That is great news. >> Um, my wife and I uh took a long weekend and uh went to a marriage retreat and just had an incredible time, but most importantly, I think for me, listening to
003a lot of stories and parents that were dealing with kids, and it just made me realize how blessed I am with my marriage, with a wife that I love and adore. Um, and just realize how valuable our relationship is and how it needs to be cherished and just, you know, lucky to have five kids and that are successful. It's just, you know, sometimes you you get away from that perspective until you get around people that that truly are suffering because I can I can whine and cry with the rest of them, but but just seeing the perspective in the ear just made me realize how much sometimes I take advantage of those circumstances. So it was a really eye opening experience and um just brought a lot of joy in my heart. >> Thank you
004Mr. Jenkins. Mr. Car um my tell me something good is that I did get the pleasure to spend the entire last week traveling with my mom and um it was a blessing um as we had just lost my mother-in-law and so to be able to spend that time with my mom was very nice. All right. I'll take this opportunity to um thank um Miss Short for everything she did and it's an honor to be able to celebrate her this week. So, >> I feel great and that's what I feel good about. >> I was able to celebrate my 41st birthday yesterday. It was very relaxing. So, I'm glad that the Lord has blessed me with another year on the earth. >> Happy birthday. >> I got two. Little Emma Bug and little Luke Duke. Uh,
005I don't know if they're going to put me in early grave or keep me young, but uh, so far it's been fun. >> Thank you. Um, I appreciate everyone that shared a little bit tonight. So, and if you'll now, um, I'm going to let Mr. Bailey introduce his students that are going to lead us in the pledge of allegiance. >> Thank you. We have four students from EB Morris Elementary School who are going to lead us. So, if Riley, Sai, Jonas, and Lily could come up. And I should have said Dr. Bailey. Sorry about that. >> Ice to the flag of the United States of America and to the republic for which it stands. One nation under God. indivisible with liberty and justice for all. >> Thank you so much. You You guys did a
006fantastic job. Thank you, Dr. Bailey. And now, Mr. Jenkins, would you lead us in prayer? >> If you'll bow with me. Our gracious heavenly father, I'm thankful for the opportunity for us to gather here in this place to look over and uh do the work of this school district. We pray your guidance on the things that we need to ponder upon. And mo most importantly, God, I pray for the wisdom so that we can make the decisions that one brings honor and glory to you, but also furthers the work that we need to do here at uh this school district. We're thankful so much for your presence in our lives. Continue to bless this evening. It's your son's name I pray. Amen. >> Amen. >> We now need approval for our minutes for the September
00722nd board meeting. If I could get a motion for that. >> I make a motion to approve the minutes of the September 22nd, 2025 school board meeting. >> Second. >> Thank you. Any questions or discussion? All those in favor of approving the minutes for the September 22nd board meeting, please say I. I any opposed? Motion passes. And now we will call up Dr. Ba Dr. Bailey with his EB Morris Elementary School report. Thank you, Madam Chair, Dr. Penwin, uh school board members, community members. Thank you so much for uh letting me have this honor of uh presenting EB Morris Elementary School report for uh this month. And so if you look on the screen, >> Cole, can we get this one on back here? >> Thank you. So, we're going to start with um our
008school vision or excuse me, our school mission statement and that is I'll just wait for the the screen to come back up. It's the smaller one. No, it's so I want to start with our school's mission statement and that is for all Mustangs. So when we say Mustangs, we mean staff, students, parents, everybody in our school community to show substantial growth in a safe and supportive environment. So everything we do is tied to that mission statement and that goal. So before we talk about where we're going and some some of the goals that we have for the moment, I want to talk about um where we've been in the past. And so our first slide is entitled looking back. And so the 2425 report card rating for our school unfortunately was uh below average and
009that was 40 points. We were just two points away from being average. Um but nonetheless we didn't quite meet our mark and so the um the data that's used for the school report card for 2425 is really from the previous school year's um SC ready assessment data. And so just keep that in mind as we're we're looking at this data. And so last year, and when I say last year, I do mean this past school year, we had a couple of lofty goals because we knew that our kids could move and we needed to really insist that we did the work on our end as adults and that our students did the work on their end as students. And so our first uh goal for last year was to increase by 10% the number of
010students meeting or uh scoring meets or above on the SE Ready ELA assessment. and that's in third through fifth grade. And then we also had the same goal for our students in third through fifth grade with the SC ready math assessment. So pretty lofty goals. Um but we knew that if we if we shoot for the stars and we still land in the sky, that's much better than having just a you know a goal that that we could have reached much much less effortlessly. And so also we wanted to increase our school climate rating from 5.85 85 to 8.0. So that's where we were um this time last year. And so looking forward um we have received internally our data and although it's not um public yet, it's still embargoed. I'm very encouraged by the
011results. I think we're we're going to be very happy with those results. And so, uh, building upon what we've seen thus far from those results, we want to go even further because, um, we saw the number of kids who, uh, passed our state assessment in ELA and math this past school year, but there's still so many more who could. And so, we still got to keep climbing. We can't, um, just assume that um, where we landed is where we're going to stay. And so our school goals for this come for this year right now is that for 80 85% or higher of our staff agree with a statement that the level of teacher and staff morale is high at my school. And so we're having conversations about that every month as a as a school
012faculty. Every reporting period, so that's every interim report and every um nine weeks quarter report, I send out a survey and we talk about morale in our school in terms from the staff's point of view. Also, we're looking for 60% or higher of our students to meet to score me or above on the SC Ready ELA assessment in third through fifth grade this year and 50% for the SC Ready math assessment. And then we also want to ensure that at least 40% of our students score meet or higher on the SE Ready science assessment. So again, those uh ELA and math goals in particular are lofty, but I know that with the staff that we have in place and the kids we have at our school, we can absolutely do it. And so let's talk
013about how we're doing that. Um how do we plan on reaching those goals? So first off, we're using the workshop model in reading and math. And the workshop model really consists of a couple of key components. And so this is for our first through fifth grade classrooms. And so each um lesson starts with a mini lesson, 10 to 15 minutes, and then the majority of that time, whether it be in ELA or math, is spent the with the kids individually working in either small groups by themselves and on a workshop model um and working on skills that they've previously previously been taught or working with the uh the teacher on either the skill address that day or if uh the teacher sees that there is an area where kids could grow even further. um a
014previously taught skill. Also, we're readiness grouping in our first through fifth grade scholarly classrooms. And so, what we've done is we've really tried to group students based on their current readiness level, whether it be um we we did that based on ELA. And so, we did that so that our uh teachers would have um a a less variance in the uh readiness level of students in their classroom. And so we're hoping that gives teachers the ability to really zone in on specific skills. Also, we're using clusters. That's a term you may have heard from other school report card or excuse me, uh, school reports rather. And so clusters, that is something we do each and every week. And we have a topic that we really focus on as teachers and as staff members. And that
015becomes our focus for that week and moving forward. Most of the time that's um instructional. Sometimes it's not as I'll get to here in a minute with Le and me. We also have common planning and feedback loops. We've also taken our 21st century afterchool program and we've really leveraged that for our third grade students who um need additional support with reading. As we know, there is the uh the state law where if students are not a at a particular ability level in reading by the end of third grade, then they could p potentially be held back. And so we really want to focus our 21st century program on helping those students. And so our third grade team, they're two dynamic teachers. Um they are u both co-operating that program. And I'm really excited about the
016results we're going to see from our third grade from that. We also have um some of our monastery students in upper monastery who are actually going to our fifth grade scholarly classrooms for some instruction. We saw that there was an area where they could grow even further if they were exposed to fifth grade specific content in the scholarly classroom. And so we work with some of our monastery parents and those kids really spend the the morning and on up to lunch in those scholarly classrooms getting math um and ELA and then they return back to their monastery classroom. We also have a new curriculum in math. Um it's by the McGraw Hill Company and we're using that. Um we are on our way to using that with Fidelity. It's our first year using it, so
017of course it's not completely um the way we want it, but we're getting there. So, that's our plan for ELA and math. For science, we've included STEM in our related arts rotation. We have a really dynamic STEM teacher. And the goal really in STEM is not only to support um the science standards being taught in class classrooms, particularly fourth grade, but really to make kids get excited and make science come alive and take it from a page and let's put it into a classroom where kids are really excited about what's going on. And we see that. And so if you see some of these pictures, if you go by our STEM classroom, you often see kids just they're they may be a little louder than we're accustomed to. that's okay because they're having a great
018time and they're and it's messy and sometimes learning should be a little loud. It should be messy and so our STEM um classroom in our related arts rotation has really been a benefit to us. Also, we've dedicated a specific room for our fourth grade science lab. So, our fourth graders, that's the only grade that takes the SC ready science test in an elementary school. So, it's so important how well your fourth graders are doing. And so our fourth graders not only get fourth grade instruction in the class classroom for science, not only do they take um the STEM and the related arts rotation, but they also have the fourth grade science lab. So again, we're just trying to make science exciting. You see um all of these great tech companies on TV and in the
019news all the time. They're doing great things with science. We can make it exciting for our kids. Another aspect of our plan um is staff morale and the morale of our students and the morale of our families. One thing that our data has shown is that um our staff morale it it it goes up and down based on what we're doing. Um also our families like there's really an opportunity for us to connect with our families more and be more interactive. And so we've really thought this last year, how can we address this this huge thing which is really it's communication, it's trust, it's climate, it's feel. And one thing that kept uh coming back to us was this national program called Leader in Me. And no national program can just be put into a
020school and it magically happened. You have to tailor it for your specific community, your specific school community. But once we learned about leader and me, we said this really has the potential to impact our school in a positive way. And so, um, just to kind of explain why we're using this, and I say program, and I use that term even though it's really not a program. It's a state of mind. It's a it's a paradigm shift in how we're thinking. Why leader in me? Because it increases student and staff voice. The students that you see here, these are a part of our student lighthouse team. And so we wanted them to greet everyone tonight because we want to empower our students. We want them to give them a voice. We don't want school to happen
021to our students. We want our students to be a part of the school making decision process. Also, it's common language in classrooms. There are seven habits that um our school talks about in each one of the leader and me lessons. So every day they're hearing about one of the seven habits. We have the seven habits displayed throughout our school. It's hard not to be exposed to them whether you're a staff member or a student. It's a studentled model. Eventually, we're going to get to where our assemblies are led by students. Um, it's also proven to work. We have a sister school in our sister district, if I can say sister twice in one sentence. Um, in Clinton, they are four years ahead of us in the leader and me process. And so, we see what
022it looks like on the other end. And so we we are able to have that other school to kind of partner with. And also it builds on conscious discipline which is something that we've really implemented in our classrooms and really trying to get not only students but also us as staff to be conscious of our emotions and how that impacts our interactions with others. So a lot there. Um, I've kind of just given you the iceberg version of it or the tip of the iceberg, but I wanted to kind of go even more in leader and me. It's easy to talk about it, but I wanted to show you what it does. And so, here's one of our uh fifth graders opening the car door. He's a part of our safety patrol. And so, every
023day we have three or four kids um who they help us open car doors. And one of the things that's really been beneficial about it is let's say a staff member for whatever reason is running maybe five minutes late. It's okay because we have a safety uh patrol member out there. We have other staff members out there too, don't get me wrong, but it's really helped us kind of shift some of the things that we do in a school from a staff uh responsibility to the kids. And what's great is once a kid, and I I think I'm speaking for our kids when I say this, once they have that job, they got to get to school, mom, because I got a I got a job to do. And so, it's really put ownership in
024our kids. And so, we have leader in me lessons during morning meetings. We have the morning news show. We have some of our morning news anchors here. And so, every morning, we took uh the pledge, the lunch count, all that. We took it off the PA. And that's done through a Google Meet in the classrooms that's run by our kids. And eventually we want to get to where we're not even really monitoring it. Miss Wilson kind of heads out each morning, but we eventually want where our kids are just doing it. And so we're we're not quite there, but I think we can get there this year. Um our safety patrol, like I mentioned, we have a staff lighthouse team and we also just started our student lighthouse team. Um again, those members are here
025tonight. Here's some Leader in Me action shots. So to the left you see our morning news show um as it's being filmed right now. We film it on a on an iPhone. Uh but we are in the process of getting some camera equipment to really make it feel like a um a news station. That's one of our safety patrol members. Uh that particular young lady, she is one of the inside safety patrol members. So, she helps our little ones get from the front all the way back to the 5K classrooms in the back. And so, we start each day with a daily motto. And um our daily motto is I am the leader of me. I control my emotions, my effort, and my attitude. And we finish every morning news show with that motto. We
026even have it uh displayed on the way to the lunchroom. You can't help but notice it and see it. And so we really want to ingrain in our students and also us y'all that we are in control of our emotions. We're control of our efforts and our attitude. And so one thing that um not only leader and me but just our whole process of trying to improve our school, one thing that we keep coming back to as a leadership team and as a faculty is that it's an old proverb. We've all heard it. If you want to go fast, go alone. But if you want to go far, go together. And so all of our members of our community have to be represented. And how do we do that? We do that by connecting with
027all students. Every student from the student who is the most uh or from the student that's allowed us to the student that's the wallflower. We got to connect with all of them. Connecting with each other as staff members, connecting with all of our parents, and connecting with our community. And so our goal this year is to not only increase our climate, but also increase the the buyin from our parents, from our students, and make um our school a place where every voice in the building matters. Thank you. >> Thank you, Dr. Bailey. I appreciate it. >> Now, we'll move on to Dr. Pinland for our district updates. So, um, first I want to start with a five-star impact award. This is the first time that we're issuing this award. And I would like to recognize
028a special lady, Miss Carolyn Short, who has given 57 years to our district. And so, um, if you know Miss Short, um, anytime you go into a meeting with her, she's going to ask you to give remarks. So, Miss Short, I have remarks for you. So, um, if you'll come on up so we can everybody can see you while I'll read um, a little bit of information about you. Hallelujah. >> So, Miss Short has served Lawrence 55 for 57 of her 58 years of service in education. She's been a teacher, an assistant principal, a principal, a parent coordinator, and for the past couple of decades, a transition coordinator. Her mission has always been to bring together all the resources through collaboration and cooperation, through meaningful partnerships and has done so through an inter agency committee.
029Her leadership reached beyond the classroom. She's fostered partnerships with the South Carav Rehab Department, the Lawrence County Chamber, the Lawrence County Disabilities and Special Needs Board, and other local industries and agencies, always looking and building opportunities for our students. She has been instrumental in hosting the annual disability um employment awareness lunchon, which unites the community together to celebrate inclusivity and employment. Miss Short launched and maintained several le studentled enterprises at the high school. Raider garden, Raider Joe's, Raider Car Wash, Raider accessories, Raider readers, Raider Quilt, and Raider Creations to provide practical work experiences. These ventures gave students job skills, confidence, independence, and pride in their achievement. In 2023, the high school dedicated the yearbook to her on her 55th year in Lawrence 55. Over two decades as transition coordinator for Lawrence County School District 55,
030she has built a legacy of innovative programs, collaborative partnerships, and community engagement that transform the transition landscape for countless students. Her impact has been recognized statewide through NEMus honors, including multiple education awards. the South Carina Division on Career Development and Transition Outstanding Program Award, the South Carolina Council for Exceptional Children Advocate of the Year Award, and on October the 20th, Miss Short was recognized in Greenville as part of the Transition Hall of Fame. Carolyn Beasley Short embodies the mission of transition education. Her lifelong dedication, innovative programs, and tireless advocacy have opened doors for students who might have not have otherwise been left behind. Miss Short, thank you so much for all that you've done for Lawrence 55. Students and families, we love you. So, >> I would now like to present Miss Carolyn Beasley Short
031>> with the Law 55 impact award. >> Hallelujah. No board joints. I know you love picture. One more for me. I love this from the bottom of my heart, but I am I am deeply surprised, but this award is for you. You, the faculty, the staff, the boys and girls, the parents, and of course my students as well. But this is for you. I love you and I wish you all the very best and I will be forever grateful. Now may I impose will all the people that I work with will you please come forward and take a picture right here stand all of you Mr. Flood Coach Flood all of you queen come up here these are M Miss Kennedy and also come on up here. These are all the people that I've worked
032with over the years and more to come. >> Hallelujah. Mr. All right. I of course may come right back. Dr. Hello. >> Sorry. Can I take 50 more? You only got a second. >> One, two, three. >> Hallelujah. >> Well done. >> God bless you all. God bless you all. Miss Short, as Dr. Pendland's getting back to a seat, I just want to say u personally I really appreciate everything that you've done for the students in this district. Um I've enjoyed working with you over the years uh with my you know on a personal level and I do appreciate everything that you've done for these students. So congratulations on your retirement. So, I'll continue um talking about our five-star culture of excellence and we'll look at each one of these areas um to highlight a
033few points as we go through. So, starting off with academics. Um I'd like to recognize our EOC 100s. Um we recognized our students at the football game and then we were able to pull the few that were not um able to make it um there. So we had some football players, some band members, and also um some other students that were um recognized there. We also highlighted our maximum score South Carolina Ready um students um on the left, Autumn from Waterlue, Lily from Lawrence Elementary, Maddie from Hickor Tavern, and Ezra from Lawrence Elementary, and they scored the maximum score on SC Ready in their third and fourth grade um class. Um we also had CTE and FFA state fair show. We had um several students. I don't know why this is not formatting correctly, but
034that's all right. Um Anna Barrett Penland um brought home all the prizes it seems like. Um she was overall grand champion in showman market hog um breeding guilt and um also won first place in the um costume contest um showing her pig and it was Amazon Prime. So, um she um dressed up the pig with the um Amazon box and called it Amazon. But we also had um Faith um Kimp that did very well. Savannah Owens um were in the Swine Show. And then we also had two that showed goats that did very well. Um Abby Cordville and um Kinsley Peak. Um but then we also started with some of our three and four year olds. We had um a couple of them actually showing pigs there. And so um a couple of those Joanna
035um Grace um Crowder and Eliza um Crowder did um some showing of their pigs too. So um it's in the pipeline for sure starting off in our three and four year olds. Let's see. And so we had our tractor driving um competition also there. Our team finished seven in the state and that was Davis Simpson, Cal Benson, Cody Patterson, and Rich Coggins um did that um state fair with the tractor driving for our CTE. Our um NJOTC um we had them, hey, that Mr. Flood just left, but um we also had them. They were um the color guard for the Swamp Rabbit hockey game um this past weekend. And so they um said they did an excellent job representing our district and their program. So, I appreciate everything that they do at the high school.
036Um, we will be um mentioned this a little bit earlier, the disability employment awareness lunchon um will be Wednesday um October 29th. I think I told some of y'all at noon. It's actually at 11:30. So, make sure that y'all know that food will start at 11:30 versus um noon. So, if you're able to come, we'd love to have you there. All right, celebrating the arts. So, um, a five-star student recognition. Um, I was trying to see if she is here, but I don't see her. Um, Belinda Diaz, a 12th grader from high school, um, created this steam on the square um, logo for us. Um, we put forth the um, kind of the task for um, our digital arts design um, teams and I mean school classroom to um, develop our steam on the square
037um, logo. And this was the steam on the square logo that won. and that was Miss Delinda Belinda Diaz, 12th grader at the high school. And so that event will be March 28th, 2026. And so we'll be continuing to um kind of promote this as we move forward as um um one of the big events that we'll have on the square so that we can celebrate our students and all of our opportunities for Steam. Nope. So, sorry, this is not working. So, tomorrow night, um, if you're available 5:30 at the high school in the lecture theater, we have Hallow Strings, which is our, um, strings performance for the fall. And they'll be there. It's free to the public to be able to attend. And they'll be selling orchestra merchandise, um, for sale. And so, if
038you're able to attend, I think, um, Heather, you said your daughter will be there um, performing, too. So, um, look forward to >> with lots of practice at home. >> Yep. And so some highlights from our athletics teams. We did have um our tennis team made it to the first round of playoffs um and they played last week. Um Norah Beth Story um was actually able to um make it to our upper state qualifier and congratulate her. And we also had um Gabby Wormley who was a senior who made um the um golf team and she was um awarded I think she was one of the was she go Horns player? was player of the week. >> Yeah, player of the week. Go Orange player of the week. Um I think that's what's in down
039there in yellow and I can't read it. Um and that's the um golf team over the right. And um appreciate everything that the coaches do and the team. And um as we mentioned earlier, Craig, our one of our golf coaches um did lose his mother this week um or last week. So we'll be praying for them as they have the funeral um Wednesday. Um also with our ladies volleyball, they made it to the first round of playoffs. And um we also want to congratulate junior Logan Martin who was goss athlete of the week and also Logan Bragg which was touchdown player of the week um last week at um for the touchdown club. tomorrow, I mean Wednesday night, um we'll have the um kind of the district bowl for our um middle school athletics and
040our four football teams will be at the um high school um perform I mean kind of competing at five for Sanders versus Lawrence Middle and also Grey Court versus Hickory Tavern at 7. Um one thing I wanted to point out for attendance is for November December, we do have an early release day coming up November the 4th. Um, Miss Collie has sent out the information about um, if people needed to have child care for the afternoons. Um, that registration has been sent out, but we'll also have professional development. Um, that afternoon, a good three, three and a half hour block for our teachers. Students will get out two and a half hours early that day. On the 24th, 25th is a makeup day. So, um, as of now, we have not utilized any of our
041um, actually miss any days due to weather or anything. So, as of right now, the makeup days will be students, staff, um will be at home and will um not schools and district office will not be open the week of Thanksgiving um unless something happens um in the next week or two. Um December the 19th is a half day and that'll be right before Christmas break um to start um the two weeks off that we have there. atmosphere. Um this is National Principal um month and we just want to celebrate our principles. We've been posting individual post on each one of them um this um past few weeks and so we appreciate Miss Collie doing that for us, but we want to really thank all the hard work that all of our principles do at
042each one of our schools. And also um here at the district office and across the district, we're celebrating Red Ribbon Week and um today was um dynamic duo day. So that's why a couple of y'all got your picture taken because y'all were dressed alike. And so we're um com participating here at the district office um to just kind of celebrate um and kind of push out the information with our red ribbon information. Um we did have the milestone milestone towers um um meeting this past Thursday um which was a town hall. They provided information on the RF study. Um the recording will be coming on soon so you can kind of hear the questions from the community and then some of the next steps will be to continue to look at you know if we
043stay with the location that we've selected um if we work with CPW on some other um options with the where it's where um currently is held at the water tower or look at some other options there. So um we'll be able to continue that discussion in November once we get all the information out to you. you got re the rearch I mean the um the RF study in your email last week the town hall information and like I said that recording will be coming soon. All right, any questions for me. All right. Um continuing on um you see on the agenda that the school report card information, findings and ratings would be shared but that was delayed by the state so we cannot share those. Those are still embargoed. So we'll skip that um component.
044And then also the performance contract information. Um Dr. Harris um was going Sorry, that was weird. Um and so Dr. Harris was going to share that, but he's at home. Um had some a family sickness that he needed to um stay at home with. But I'll just share this information, a little bit of highlights of what he was going to share with you. This is in your packet. performance contracts allow us to um utilize funding through what we call our 8% funding um which is the money that you approved in the budget which is at the back with which is roughly around $8 million. Um that money um is then is currently being used to pay back our lead um bond um and our debt for whenever we um built a couple about 20 years
045ago um added on to several of our schools. Um that'll be paid off in the next couple of years. Um so that money will become available and allow us to borrow. Um and so kind of looking at the performance contracts that will make us allow us to become more efficient um faster um reduce um deferred maintenance that we can um help facilitate some energy savings. Um address um some the finance facility needs, provide funding for larger projects um and allow payback with 512 capital funds, which is that bond referendum. um things like the LEDs, HVAC, um stadium lighting and field lights that would save us money because those are on and um cost a lot to run LED outdoor lighting um at multiple facilities. Um and also just be able to um kind of expand
046our automated logic for our controls and HVAC. Um also, um things that we consider could consider with this would be the um gym improvements um are Greycourt and Hickory Tavern, which need allpurpose rooms. The Greycourt gym needs to be improved. Locker rooms and offices at the um high school gym and the fieldhouse um is a possibility that may be something that we need to address with them having those locker rooms under the stadiums. Um capital funds grow over the next several years um as we pay down the lead debt and also growing capital funds will allow budgeting of money to pay back um the vendors for these projects. Um will not um this type of funding will not affect the general fund or can be used to offset anything in the general fund. considerations. Um,
047you know, if we we're looking at um the kind of the remodeling of our facilities, if we do updates at LDHS gym or on the athletic facilities, those remain um even if um there's work done in the future. Um stadium will remain regardless. The gym renovations affect all students, not just the athletes, because that is the same um um locker rooms that they use for um PE. and we have begun um gathering information so that we can share this um with you in the future. Any questions about performance contracts and like I said Dr. Harris will be able to go into more detail next month with this if you need. >> Thank you Dr. Penland. Um, okay. So, that brings us to our board operations and the first thing that we have on this section
048of the agenda is the delegate assembly information. Um, the South Carolina School Board has its annual business meeting. Uh, it'll take place this year on Saturday, December 6 at 2 o'clock at the Charleston Marriott. And at that time, we are allowed two votes. Uh for our district um it's one delegate does both votes and then you have an alternate delegate in case the first delegate cannot go. So we do need to vote to have a delegate attend and also an alternate. So, if anyone would like to nominate or volunteer for either of those two roles, >> okay. Um I unless someone wants to go, I'm happy to be the delegate. Um, uh, I don't mind going and I know that my schedule is available for that weekend. Um, would anybody else be interested? Okay. Otherwise,
049we would vote on myself as the delegate and Miss Kit as the alternate and then we would turn that information in to the schoolboard association. They would have that on file for us for that weekend. >> Can we make that one motion or do we need to do separate motions for both? >> I think we could make it one motion since we're not voting for since we don't have two or three people interested in the same role. So, >> and I'll make the motion that we uh vote in favor of Kathy Little to be our primary delegate and uh to have the Kit to be our alternate for the South Carolina School Board annual business meeting be our our delegates for that assembly. >> Uh second. >> Thank you. Any questions or discussion? All in
050favor of the delegates as presented by Mr. Jenkins uh with myself being the delegate and Miss Kit being the alternate, please say I. >> I. >> Any opposed? Thank you. So, we have our delegates and I'll get that information to uh Candace so she can get that to the schoolboard association. >> All right. Um >> Yeah. No, go ahead. >> All right. So next on the agenda we have policy EF food services for second reading. Um if you see on the second page of this policy is the addition of community eligibility provision program which basically um says that we do participate in the community eligibility. And after this is adopted, then we'll need to come back and vote next month um to um adopt a resolution that will be com um um that we are
051um participating with C. Um it's just something that's been required now as part of their um federal rules. >> Okay. So wait, so this is the second reading. So would this not count as our approving or voting? >> I'm just saying what this says is that we now have to then come back and say that we do participate that. So this is just basically making the policy correct. Okay. And next month we'll say that yes, we are participating in C. >> Gotcha. Okay. All right. Uh so both policy E uh excuse me, EF and BEA are up for second reading. So we will need board action. And >> if Oh, go ahead. >> Um the live streaming BEA is live streaming board meetings. Um that one does um is a new policy for required by
052the state. That one has to be in place by January. Um we've already been doing um everything with our live streaming. So this just kind of puts in policy the requirements that the state is now requiring. So that would um be the two policies that we would need approval for. Anybody have any questions or discussion before we make a motion? If not, we will need a motion to approve policy EF and policy BEA. >> I'll make a motion that we Excuse me. I'll make a motion that we approve policy EF and policy BEA. >> I'll second. >> Thank you. Any discussions or questions? All those in favor of approving policy EF and policy BEA, please say I. >> Any opposed? >> Both are passed. Thank you. >> All right, Dr. Penley. >> All right. So,
053as part of the South Carana School Boards Association, um they developed a board membership boardmanship institute to recognize trustees who have to obtained different levels of service. The institute offers year-round training and has six levels of achievement. These trainings focus on the leadership skills for board members on state and national educational issues. Trustees earn points based on how many trainings they attend. Tonight, we're recognizing five of our trustees who have achieved varying levels of recognition. So, I'm going to read these out and then we can take one group picture. So, Mr. Chip Jenkins has level has obtained level one and he will receive a certificate of achievement. Miss Heather Elders, Miss Tabitha Kit, and Miss Peggy Nance has obtained level two and they will receive a certificate of achievement and a silver pend. Miss Kathy
054Little has obtained level four. She'll receive a certificate of achievement and a gold pen with a glue stone. Blue stone. And I'll come up here and then y'all can join me. Sweet. Thank you. Can I exercise? Thank you. >> All right. Our next item on the agenda is the financial report. And um in your packet or the next day after your packet was um sent out, you received a cash flow statement um that we have a balance with the treasur of4,154,1 with revenues as of 9:30 2025 of being 9,537,523 with the expenditures as of September 30th of 10,713,64 43 with a difference of 1,176,119. Um tax collections um for September was 405,549. Any questions on the cash flow statement? Um we also have added the budget to actual comparison. This is the expenditure report. Um
055if you'll notice the column five which is the percentage remaining um we have added the percentage remaining on each one of those to um highlight any types of flags or any types of things that we might need to be um concerned about. The current expenditure should be around 75% based on three months of our budget um being into the system. I mean being into the school year for three months. Um you can see that there are a couple of places that we're below the 75%. And so I'd like to take a chance to explain those. The workers comp insurance is at 50%, we pay that twice a year. So we're already already paid um the first half and we'll have the rest of that to pay at the um in the second semester. Repairs and
056maintenance is at 64%. Um some of that is we're anticipating a gaggle reimbursement which is um some annual subscriptions for our gaggle for protection for um scanning our student emails. Um that also um has in place the landscaping and um some hair solutions which was a larger expenditure for our software for finance. Um down at the bottom you'll see um organization membership and dues. Um we're at 38%. Those are annual expenditures typically paid at the beginning of the school year. Um so that should not um be an issue because most of those are just onetime payments for the year. Torton liability insurance also is a um two time a year um payment. We've paid the first half um and we're expecting another half um toward the end. And that is our insurance um to Skisb.
057any questions on the budget to actual um for expenditures? And then the third page, you have your budget actual revenue. And this is as of September 30th. You can see where we've been collecting our revenue. Um we're at 16% of our revenue um overall for the year. And you can kind of see how those are broken down by each one of those. And those all come in at different times of the year. So, um, those really are not, um, tied to the 25% that we should have already received, but you can see a few of those do hit that. Any questions on the finance report? Thank you. >> Okay. Thank you, Dr. Penland. Um, oh, now we're up to public participation and in prior discussions with Miss Brandham, um, we do not have anyone signed
058up um, for public participation tonight. So, now we will move into executive session and we'll need a motion to do that. >> I'll make a motion we move in executive session. >> Second. >> Thank you. Any questions? All in favor of moving to an executive session, please say I. >> I. Any opposed? >> All right. We're moving. request Madden to join us for the >> Okay. Okay. >> Are we all set, guys? >> Okay. All right. I'll call us back into order. um from our executive session, we do have one piece of business to attend to and that is voting um on two list. We have a certified contract, certified employee contract list and a uh resignation list. So, if we could get a motion for that. >> Yeah, I'll make a motion that we
059accept the list of new hires as well as the list of resignations. >> Second. >> Any questions or discussion? All in favor of accepting our certified employee list as presented and the resignation list as presented, please say I. >> I. >> Any opposed? All right, that passes. And with no further business on our agenda, I will adjourn our meeting. Thank you. >> Thank you. >> Y'all have a great night. >> You too. >> Oh, yeah. Let me get my glasses.
