002to welcome everyone here tonight I love that we have a full house and a lot of students that we get to um recognize tonight but if you would just take a moment with me I'd like to take a moment of silence for one of our District employees Mr Philip Roberts thank you Mr Roberts uh passed away just over a week ago and I just ask that you keep his family and his friends and his co-workers in your prayers um at this time we will have the Pledge of Allegiance from two of our EB students Jada staling and Landon over Street if you would come up and lead us in the Pledge of Allegiance standing in for uh Miss Jada we have Riley rice oh thank you dredge Al to the FL of the United States

005I I any opposed thank you and now we will move on to our EOC student certificate presentations with Dr penley all right as we continue to focus on our culture of Excellence this item on our agenda excites me because it gives us the opportunity to recognize five-star academic Excellence the following students are being recognized for scoring a perfect score on the state EOC exam or a perfect score on the SC ready the EOC exam was given in Algebra 1 English 2 Biology one or US history and the Constitution now the laurren School District Board of Trustees and I would like to recognize and congratulate these five star students for their excellent achievement on the end of course exam and the ready each student will receive a certificate of achievement as well as a $100 for

009yeah yall squeeze on around we just rolling over there yeah just roll yes ma'am come on e so you phas out of the way so parents if y'all want to get y's now [Applause] you congratulations e we will get back to our agenda and we're going to review our school board seat map and if Mr Drew Gregory thank you hey how are youall doing you are you drew Gregory uh I work with legislative Council and I'm here on uh behalf of Representative gilam um just to kind of discuss with you guys will you pull your mic up just discuss with you guys your school board lines um you're welcome um so first off I just kind of want to uh talk about you know the guidelines that we use for redistricting so um we make

010sure that we take equal population to uh consideration so one person one vote um we make sure we comply with the Voting Rights Act um we make sure that your districts are contiguous so not a section of one can't be all the way at the top and the bottom they have to all be one solid piece um um and then so we try and maintain um constitu consistency as much as we can um while we're drawing the map sometimes sometimes it's a little hard but for yours it was very easy um and then so we also make sure we you know we respect all the communities of interest and try and keep them intact um within y'all's districts um and we TR also try to minimize the split of any voting precincts that you guys

011may have so you wouldn't have to potentially have just one small section into another voting Precinct cuz that causes a whole mess of problems um and we make sure we try to make them as compact as as we possibly can with regards to population so usually the more uh compact they are the more um I wouldn't say the more people they have in there but usually it radiates like around like the city center generally those are the usually the smaller districts and then once you get out to the country where you have a lot less people in such a small area they tend to get larger um so basically um we have two hard copies over there for the school district to have with large Maps they're 3 ft by 3 ft I believe you

012guys should have y'all's um print outs in your um agenda um so basically all that I had to do for your guys District if you can look at the screen the very top left portion up between 4 and one that slight so the red is the old District boundary where your District was beforehand and literally the only change that I had to make was give four that little section of one and that was it so everybody else's other than that one and four everybody's districts are all the same you're all still within your District boundaries and so the reason for that change is um if you guys look at your benchmark plan um there's stats on there so uh if you look at deviation that's generally what we use so there's a 10% variation that's

013allowed that you're allowed to fall in between um so The Benchmark was but you guys were uh the highest district was one and I believe the lowest District was I think it was five or six they both of those were very close and similar um and so that minimum change that I made uh allowed one to drop from seven to four um which put you literally without touching anything else you're at 99.97% so you're right under that 10% 10% variance that's allowed um so that's the least amount that I could touch it that made sure to follow the all the guidelines and redistricting um do you guys have any questions well I just want to make sure I understand the math so that little Slither at the very top of four yes sir that's now

014um that used to be one four that is correct and the reason we did that was for the uh population just even out the population across all of them yes sir basically so in a perfect world you would want a variation a deviation of zero that's really hard to do um so that's why you have that 10% variance that you're allowed to give um and something else I need to mention too is um some have some areas have more some have less so basically the areas that have less you just take your highest and your lowest percentage so like I said it was like five and some change and seven is some change and you you disregard the algebraic sign you just add the percentages together and that's how I got 12 and then so

015I just needed to make sure it was under 10% Fair okay yeah and then so once I that's literally all I had to change to get it to be under the 10% variation anybody else and we require no action on this correct this is just purposely for informational purposes only okay just to make you guys aware um also just want to mention that um I believe the district and the superintendent uh I gave them a folder with all this information in it so um if you need it you can ask him or you can reach out to us and I'll be happy to give it to you um as well as in there there are uh individual maps of just your District just so you know um this is the easiest way to kind of

016tell um there's there's one that's like this and then there's one that has like all your roads and stuff on there it's just when you're looking at changes and there's a bunch of roads and black lines on there it's kind of hard to see so this that's kind of why it looks a little bare yeah and was that in electronic form yes ma'am okay yes ma'am it is and then the the hard maps are over there yes it that's already been sent to everyone yeah so we have that information okay cool if you guys need anything else or have any other questions just feel free to reach back out those and just for clarification this would take place in effect after um the Legislative Assembly met that is correct so uh we wouldn't be able

017to put forth a bill with this into it until January so any changes that are being made would not not be in effect until next year next 2025 if that's okay any other questions thank you appreciate it and I do want to recognize that we' got Mr Doug Gillum in the audience thank you for coming in for a few minutes tonight it's good to see you okay and now we will get back on the original track and have uh Dr Bailey present for moris Madam chair Board of Trustees Dr pinin uh staff and community members uh my name is Dr Jason Bailey and I am going to uh present the school report for EB moris Elementary School this evening and I'm going to talk about our most recent South Carolina School report card rating um

018that was just published about a week and a half ago and um I want to set up a couple of things before we get to uh the school report card so first I want to talk about our framework as both a district and as a school so Dr Penland put in place at the beginning of the year our district vision of being a visible energy of outstanding Excellence by being a Beacon of Hope and that goes along with our own Vision at EB Moors which we've had for a couple of years now which is that all Mustangs will show substantial growth and a safe and supportive environment and when we talk about all Mustangs we're not just talking about kids we're talking about us as teachers me as a principal um anyone on our leadership

019team we are all aiming to grow and be more than we were uh the day before because ultimately for our kids to grow we have to grow as adults it has to be an adult um first mindset and so that's our framework when we get ready to look at the school report card data another big component of our school um just existence at the moment is the Lawrence learns Grant and I know you guys have heard plenty about the Lawrence learns Grant but what that looks like at EB Morse Elementary School is we have a tap system and so that's three observations uh per teacher three observations that are intended to be coaching moments that um again go back to our school vision of everyone growing coaching and Improvement um a part of that learns

020Grant at our school we also have an instructional leadership team and so that consists of Administrators myself and Megan Wilson the assistant principal our Master Teachers um and our Master Teachers do not have actual classrooms their job is to essentially be coaches in the classroom and so uh we have two Master Teachers we have Melissa rush and Brantley Wiggins both here both are who are here tonight along with Jennifer Davis our Reading Coach and we we also have teaching Specialists and our teaching Specialists are classroom teachers who are also a part of the coaching conversation are also a part of our building level instructional leadership team so we have a lot of support this year and what that has led to us as a school to become more um collaborative um not just in monory

021classrooms or in scholarly classrooms but across scholarly and across monstory classrooms and also we have our clust which is our weekly grade level meetings and those are typically on Wednesdays and at that meetings we um look at student data and that student data determines the the next CL cluster topic and again um it all goes back to do we have evidence of student growth and do we have evidence that all Mustangs are showing substantial growth because um that's that's our vision one final thing before we get into the school report card is a framework that we're using at the school and we're also using this in some other schools in our district and that's the framework of conscious discipline and I talked earlier about an adult first model when it comes to coaching conscious discipline

022is an adult first model when it comes to understanding human emotions and that may seem real hey but it makes complete sense in a school when you have a four or five-year-old who is cycling and their emotions are all are all out of whack that can lead to our emotions becoming all out of whack if we don't understand that and if we aren't able to identify that and then respond using our brain rather than our emotions exactly um then it's just going to uh exacerbate the problem so conscious discipline is a framework again that we're using it's an adult first model and we spent last year really trying to be aware of our emotional states as adults and now this year we're spending that time going deeper into how that looks in classrooms and how

023do we respond in real time uh one aspect of the conscious discipline framework is the brain Smart Starts and if you've been around Miss lacar Ro you have seen that in person I'm sure uh the brain Smart Start and the morning meetings those are designed to unite disengage Str stress connect and have commitments one thing that we know at our school and at every school if we want our kids to substantially grow they got to feel a connection to us as a a school it can't be I'm a teacher and you're a student this is a family and so we're going to we are incorporating that language more and more into our school we're going to do so even more we're being very intentional about it to the point that our goal is not to

024have classrooms but to have families and so this coming Wednesday we're going to start um our third through fifth grade family meetings and a shout out to Mr Joshua Dawkins we're stealing this from Sanders but um we're going to have our third fourth and fifth grade students meet every morning in the cafeteria and and we're going to have a family meeting and we're going to talk about things that are going well for us as a family and some things we need to work on and I think that is going to have a huge PCT on our um ability for kids to grow having said all that now we can get into the school report card um it's available at srep guards. comom anybody can can see it you just go to that website and type

025in e.b. moris elementary school and it will show you that that our overall rating for this past year is below average or 40 points um the year before we were average and I do want to make sure that everyone listening to us understands what average is that sometimes can have a negative connotation according to the state department if you score or average on your school report card that means that the students in your building had the opportunity to gain the knowledge that they needed to that's exactly what we're trying to do and so um unfortunately we fell two points short a 42 is average and we came out at a 40 and so we've done some soul searching on that what happened um I'll I'll start with a really positive in terms of academic achievement

026um for the first time in recent memory we either um met or exceeded the district average in ela and math that's really good so that votes a question what exactly happen why did we lose some points and so that's what we'll talk about for the remainder of my time um in front of you you guys for academic achievement this is what um our school goal is and our school goal is deeply tied to the lawren learns Grant and it's also deeply tied to our um our district and building um instructional leadership team goals and that's for 10% of our students in all grades to increase um excuse me for 10% 10% of our students in all grades to increase uh by 10% on state assessments and so one thing that um I'm going to give

027a shout out to another principal Kim pendland I heard her say all grades are tested grades and she's right and so it starts in 4k and 5K so all of our students were were challenging and all of our school families to increase by 10% and all of those decisions that we make as a school whether it be in our instructional leadership team meetings or in our clusters has to answer the question how will this lead to an increase in student achievement and if it does we proceed if it doesn't we we table it to another time um and finally part of that academic achievement we have once again coaching from our Master Teachers in all classrooms so um going back to the school report card that those results again we were disappointed that we were

028two points away from average this is where we um we we left some some points on the table and so looking at our data what we know noticed is that our students at ebb did not grow at the rate that students in other schools in the district or the state did so that's our goal this year we have to make sure that our students are growing all students not just the ones that are close to being met on the state assessment but even those that are far from it and so um to do that we're going to have an increased focus on alignment between State Standards instruction and assessments our next cluster cycle is going to be on assessments because I think a lot of a lot of the things that we're seeing um on

029the state assessment is kids know the material but they may not know the language of the test and so that academic language is going to be very crucial for us we also have dedicated intervention times in all grade levels where students needing outside services are served at the same time again one thing we noticed last year is that um if we weren't careful you would have kids being pulled out of the same classroom all day whether it be because of iip services whether it be because of intervention services whether it be because of ml or what have you and from a classroom family point of view that's very disruptive when kids are being pulled all day and so what we've done this year is those dedicated intervention times for example if you're in fifth grade

030your intervention time is 7:50 to 850 as soon as that bell rings and so if you receive uh Resource Services or if you receive intervention or any other service that requires you to leave the classroom it's done at that time and so the students that are left with the teacher in the classroom they receive interventions in the classroom so during that intervention time everybody receives intervention and so one thing we're working on now is being very intentional with that in intervention time is there a specific skill that we can work on grade level that will help our kids achieve uh that substantial growth that we're looking for if there is that's our intervention Focus for the foreseeable future so we're being trying to be very intentional in that student progress the other area that we

031left some points on the table um on our school report card is in our school climate and so again that goes back to having that connection that goes back to having that family atmosphere and so one way we're doing that is through the implementation of the conscious discipline framework we also have a revised counseling program this picture here this is our our new guidance counselor Miss Courtney McDaniel and she is working with small groups and Individual Services to provide um additional connection for those students who we would typically either call tier two or tier three students in terms of behavior they just need more than than um a regular School counseling lesson as I talked about earlier we also want to create a family atmosphere for all staff not just students um because if we

032want our students to grow and if we want them to feel like a family we also have to have that same family atmosphere for our staff and finally we we need to ensure that our students understand the survey design and questions there is a survey that our school climate um points come from and it's given to third fourth and fifth grade students and so we have to make sure this year that our students understand just as we are we think that some kids um don't do well on the test because of academic language those same kids are probably having a hard time with these questions so that's something we're going to work on as well this year and then finally um this is our kind of our um our Mantra our reminders for the remainder

033of this year we have to have an adult first mindset we go first if and when I say we we as a leadership team at the school we have to go first and so we have to be insistent that all Mustangs can grow and Achieve and again Mustangs meaning students staff every Community member that has a connection to our school another thing we have to keep in mind is what we focus on becomes a reality there's a lot of uh challenges in schools but if we only focus on the challenges we don't see the growth that's happening right in in front of us um another thing is that planning proceeds progress if we want to progress we have to be intentional and we have to plan for it and finally to make a 180 degree

034change we must put in 180 days we have to put in the work work and we have to make sure that we as the adults are coming into the school each and every one one of those 180 days and that we are there for our students and that we are connecting so that concludes my report um i' be glad to take any questions anyone has or comments all right thank you thank you um and now I'll turn it over to Dr P for district updates thank you I would like to take a moment to um give a little bit of the highlights about Mr Roberts um and remember him Mr Roberts was a highly trained public servant with more than 26 years of experience in Emergency Operations his expertise included occupational health and safety fire

035prevention he served as a United States Army Combat medic Lieutenant at Simpsonville fire fire department was a South Carolina Task Force one rescuer waterl Fire Department fire chief and instructor for Asheville bunkham County Technical College in the fire and Emergency Management a bunkham County EMS paramedic along with other fire and EMS departments Philip began his service in Lawrence 55 in April of 2022 where he served as a fire and safety vendor where he did monthly School compliance checks ensuring no safety or fire hazards in February of 201 3 he added energy specialist to his duties he implemented and administered the district's synergistic conservation program Philip took pride in his work and helped the school district meet its synergistic energy saving goals in March of 2024 the Lawrence County 55 Administrative Building and seven schools were

036recognized as energy STAR certified buildings at that time Lawrence 55 had a net Savings of $ 38,000 in July of 2024 the district's net savings was $297,000 these savings were made possible through Philip's commitment to his work leading administrators teachers and staff on how to be mindful of energy consumption as stated in a note from his wife Amy that read was read during the memorial service after his walkthroughs of the building at night someone would always get an email first thing in the morning about leaving a light on or their air conditioning not being set back I had the privilege to work with philli and to worship with him he sat right beside me on Sunday mornings serving on our av team he was a Christian a dedicated employee and a great person and a

037great friend he was committed to keeping our district safe in implementing Energy savings program and it is heartbreaking that his lifelong service of helping others in our community was cut short due to to his mental health struggles please continue to keep his family friends and co-workers in your prayers all right sorry about that all right hurricane Helen um we have um um been dealing with um the aftermath of hurricane Helen for um several weeks now I would like to publicly say um thank you to our Emergency Management and lawren um and also the South car do um the Lawrence County roads and bridges um for helping us throughout that time um part of the issue that we had whenever we were um trying to reopen and come back into um the school setting we had

038to um look at roads and the passability of our roads by buses so whenever we heard of um areas and Roads that um look like this I was able to call Emergency Management and do to um address these issues and they were out there the next day clearing and making sure that our roads were clear for our buses during um hurricane Helen um we distributed food at all schools um we had over 3,000 students receive eight meals um totaling 24,000 meals and I would like to um thank Wanda Knight and all of her staff and all the school volunteers and administrators that helped make that um happen um here's some pictures of the kind of packing of those um bags and as we um did that at several of our schools and was able to

039push that out um in a very quick turnaround um from Friday of the hurricane hitting all this was going out on Monday morning so very much um thank you to of our schools for making that happen facility usage during um the outage waterl was used by the National Guard as a point of distribution hicker Tavern was used by Duke power as a staging area Barnes Middle and EB Morris um fed um the CPW um Commission of Public Works and um this is part of that point of distribution that the National Guard used um giving out water MREs and tarps and also with um our feeding of the commission of Public Works um at lawen middle and e mo so where they were able to come in and get um lunches three different days also during

040um hurricane Helen we addressed damages of trees fencing roof leaks flooding and um also some um food loss that we um moved from one freezer to another um over um if you notice the tree in front of Ford most of you saw that some of the roof damages there um was addressed and we had some other roof leaks um throughout the district and several trees down across the district I did want to just kind of bring this this didn't do any damage but this is right out back this is Little River coming up into our parking lot um so you can see that that came very very close to our building on the back side um and that's right there at the loading dock um I've only seen it higher one other time since they've

041um redone everything but this is the area that used to flood back in the day with Edwards um building and when this was the Belt Building um also distribution of um um moving from one freezer to another this was moving Hickory Tavern to um Len middle and E Morris um we did have um a couple of board members come out and help us through all this um I didn't have a picture of um Miss Elders in this but that's her bun right behind that box on the far right um and miss little was at EB Morris whenever we were feeding um CPW e-learning we did utilize four days of e-learning we pushed out Choice boards um to make up that work and um later in tonight we will be looking at modifying the calendar to

042show the use of makeup days during our current semester um this was a picture of the e-learning boards that we pushed out k through eight the high school pushed out there um information for um students to um have an opportunity to make up that work to get credit for attendance on those days that we were out due to that in your packet you have um a one pager on level five communication this is something that we've pushed out to all of our administrators and cabinet level um members whenever we have um issues um addressed in our system that need um emergency or um very quick um kind of response time they know if they text one of us level five that we will immediately step out and call them so that is um whenever we

043have an issue of a um with a administr I mean with a um staff member um if we have somebody going to the hospital if we have EMS or um anything type of police um involvement that they will notify us immediately also um um next month I'll be bringing forth the organizational chart um as exhibit to CC um policy C so that's in there for your just review before we bring it to um you next month with um the covering of that um organizational chart and I did want to go ahead and get on your calendar for November 25th we will have a work session um that we will be looking at um having Ben Thompson come back and revisiting our facility needs and also the um studies that we have done um over the

044past couple of years to kind of bring that to the Forefront as we start looking at our um needs and what needs to happen with our facilities over the next few months did you give me that date again um November 25th so that's our board meeting day it'll just be a little bit earlier okay thank you all right now um Miss lockrose will come and share an update on our school report cards hello hello good evening hi I'm for those that uh don't know me I'm Manda lockrose director of accountability Federal programs professional learning I used to say a number of different hats I'll just say I kind of have an outfit now because people are starting to see the Synergy between all of the different hats um and you're going to hear it and

045you probably heard a little bit of it when Dr Bailey was up here talking um the let see if I can get this to there we go okay so um South Carolina School report card is really falls under the umbrella of accountability um but the South Carolina report card has some primary components to it the major component is student achievement and student growth there are 70 to 80 points out of the 100 first school report cards that fall within that category um student achievement as far as proficiency and then student growth as far as how the students do um from where they started school climate is another area and another component of the report card our multilingual performance which is also acade achievement and growth at the same time so that's why I say anywhere

046from uh 70 to 80 points our uh academic and student growth and then of course at the high school there's also graduation rate and College and Career Readiness um I think it's important to note that the report card although it's our accountability uh model and people like to see how we did from one year to the next it's important to know that this year in particular particular 45 of the points were determined differently than they were last year for both Elementary and Middle School um and that is because there is no preparing for success in the report card for elementary and middle school because the Science assessment was a um a field assessment so there were no scores for that so they had to distribute those scores elsewhere and then the student growth model formula

047changed from last year to this year so um you know we talk about how did things change and why did they change I think our best option is to dig into our personal individualized School data um but this does kind of show our Trend over the past three years um as a district as a whole so you'll notice that we have um five schools that are average we have a school that is good and then we have five that are below average we don't have anybody an unsatisfactory that year so that is good um you will notice that we do have our unsatisfactory school from last year go to average um for this year and so I want to talk a little bit about some of the things that we found so if we look

048at the elementary school over on the leth hand side are the points that determine what your rating is so excuse me as um Dr Bailey was mentioning they were only two points away from average right and because average start at 42 well when 45 of your points are different than they were the year before it's difficult to tell what what are those points and what were they so um but there are things that are worth looking at and our learns Grant as Dr Bailey was talking about all of our schools are are implementing that with Master Teachers with clusters and with developing school plans our school plans Target the academic achiev part of our report cards and if we go back to the components as I mentioned 70 to 80 points out of a report

049card are our academic achievement points and so the work that's been being done with the learns Grant since July in particular where we started looking at individual student data individual student performance each school's performance in English language arts and math and developing school plans and goals is designed to Target this large part of the report card so we are well on our way to addressing our report card ratings both at the elementary school at the middle school you'll notice we have um our four middle schools are we have three average one dropped to below average for this year they have already started to dig into their additional data beyond the academic data um for Lauren middle school and then our high school stayed the same however um you can't see it on that one because

050I think that that bar is is up there but I also added the graduation rate to the high school because that is a significant component um the graduation rate is a um big indicator for the district as a whole and you will notice that there is an upward trend for the graduation rate um the past three years it went from 80 to probably about an 81 last year and now we are almost at an 83 for 2024 so we're on the right track um with those pieces can can I'm s let me interrupt real quick because I see the numbers and you made a comment that the state has changed the formulas on how they calculate some of these so is it is it um fair that the numbers from last year to this year

051aren't really comparable if they made changes to how those formulas are calculated is the data no longer really comparable so I I guess that's why I'm saying we don't really necessarily look at oh we dropped two points or we dropped five points or or let's look at our individual student achievement data and then we know how many of our students are achieving and how many of them are growing and that's what's important to us and which is why we have school goals that are anywhere from 10 to 15% growth overall as a as a district and I talked in the learns um Advisory Board this afternoon you know we have set some goals as a as a district and as schools and we range anywhere from 10 to 15% growth and we would rather set

052a goal for 10% and reach 8% then set a goal for 5% and reach it so we're we're going to really push and we have a lot of things in place to help us to increase can I guarantee that the number on the report card necessarily is going to change um if they change the formula on me I can't say um right now they're not predicting that we have a different formula next year however we will have science added back in it just seems like if if the state's changing the formula every year then the data can't be compared from year to year to year that is correct okay so that's why I'm not spending a whole lot of time on that perect um I right but you will notice that um Hickory tab for

053example dropped from good to average in their Elementary School well their science was really high last year and so that added to a lot of their points that they had last year they lost the ability to get any of those this year and they got split up in between their their um other areas so that's why I don't want to spend too much time on that but it still gives us a gauge report card ratings are our reality that is what we have to look at look at that score right and they are reflective of how we're doing in certain areas as long as we take the time to really dig into it fa and so as I mentioned last year um when we had to do continuous School Improvement plans for the very first

054time um in the state of South Carolina this is the process for a continuous School Improvement plan every school that is either below average or unsatisfactory must create a continuous School Improvement plan all of our schools have begun creating continuous School Improvement plans we we had talked about that last year that we were going to move to that the first step of that was in July when we created school plans with the learns grant that um address the academic component of the school Improvement plan okay so now you can see why now I'm wearing an outfit instead of just a hat right so this is there's a Synergy here everything we're doing with learns is feeding our school improvement process and then we then need to look at some of our other areas that maybe

055aren't that 70 80 80 points what are the other 10 to 20 points that or the other 20 to 30 points that we have so what we have decided as a um as a school district is we've decided some areas that we need to focus on and I think Dr Penland has talked a little bit about these as well as it'll talk a little bit more as we go forward um as I mentioned the academic achievement piece is the learns Grant Dr Bailey talked about master teachers and clusters our teachers meet every single week to talk about effective teaching how can we be better tomorrow than we were today they have support they have um Sometimes some difficult conversations sometimes they get some feedback that challenges them as professionals to be better um but we're

056in this together and we're working together to do that the other piece that we have another primary focus area that we have identified as a district is multilingual progress we have a large number of students in our school district that fall under the category of multilingual um based on on the numbers in the report card we are not doing a great job in that area and that's another one of my hats so um we have to take a look at that and say well what are we going to do to help address this so whether the numbers can be comparable from year to year it still gives us an indication we need to focus here and so we have some professional learning that is already scheduled for next month where our Master Teachers and our

057administrators will be a part of so we can develop some experts on what this should really look like in our regular EDG classrooms as well as in our pullout programs um as the ml program and the teachers we have decided to focus primarily on speaking and writing those will be our target areas and we're going to get great at that um as you know we implemented Lexia English last year for the first time what you need to know as the ml progress is based on how students did on what is called an access test that access test is measuring their literacy development that is given in January and February we did not start Lexia English until the middle of February so we we haven't seen any results from that yet on a report card um

058so we'll definitely be looking to see what what um turns up there the other big Focus for us is school climate that is something that Dr Penland has charged us all as well as all the schools with is looking at um how can we provide a better school climate for teachers and for students not because we want 10 extra points on the report card but because we know that that is what makes a school district a five star District um the you know people talk about the research all the time and people don't stay in jobs because they get paid well they stay in jobs because they feel that they are supported the learns Grant is designed to provide teacher support it's designed to challenge them but then Provide support so that they can be

059better and that they can feel that we're all in this together and I'm hoping you heard a lot of that through uh Dr Bailey's presentation I didn't even know what he was presenting today I thought it's just singing song right we're all doing the same thing he shout I think he shouted out two to three different principles because we're all in this together we're all learning from each other we're taking the good things from each of the schools and bringing them together as a district so that we can provide the best um opportunity for our students in um in Lawrence 55 another major Focus for school climate is our facilities Dr Harris has done a tremendous job already this year in the cleanliness of our schools as well as the maintenance are they where we

060want them to be not yet but they are a lot further along than where they were at this time last year um and believe it or not on our teacher surveys in our student surveys that comes up um big is the facility and the the level of what it can offer and and things like that and then of course conscious discipline is um is another area of focus to help with the school climate and I'm not um I'm not surprised to see that we had three conscious discipline pilot schools last year um those three schools represent four different categories or four different components of the school report card if we go all the way back to here and if you look down at the bottom three out of the four are average schools and the

061one that isn't is only two points away from being average conscious discipline works it helps to address the climate and it's not just so we get the 10 points in climate it's so that students want to go to school teachers want want to go to work and we all want to do this together and we're a family working in the same direction and then the final thing is we're looking at um our data because the state did change a number of things about how they collect data um they changed how they collected data for the um for our College and Career Readiness as well for this year um so we're making sure that we have the the data correct um so that it's not negative negatively impacting us um on the back end so um

062those are the things that we're working on and um so thank you Miss lrose but as you can see there are some areas of growth that we have and there's some definite areas that we need to work on so as we continue to um focus on those areas of growth we will definitely want to expand that systemwide so that we have a complete system of growth and a complete system of Excellence you know um Miss lrose did mention that we have set very high and lofty goals for each one of our um areas um whenever we're looking at student achievement we're looking at 10 to 15% growth in all areas and so whenever we look at our previous um you know what we've been utilizing as our um kind of strategic plan you know we

063would always try to shoot for something that we felt like we could you know get to um and where she mentioned that if you don't have your high goals if you if you miss a high goal by one or two it's um a lot better than um just making a low goal and so that's really where we're um striving for excellence we're pushing our schools pushing our administrators and um expecting a lot to happen in the um building so I was talking to miss lrose today you know our goal is to have all average or better schools next year so um you know how we code everything with our colors is pink and um and red whenever it's um below average ear and satisfactory so we want all Greener better so um that's our goal

064whenever we're looking at all the points that we have accessible to us um and for the future so thank you again m l any questions I think so all right thank you Dr Penland and thank you Miss lacos uh now we'll move to board operations and next up is to determine who will be attending the uh 24 delegate assembly um South Carolina school board association's annual business meeting takes place on Saturday December 7th at in Charleston and this meeting is held in conjunction with the legislative advocacy conference and according to the Constitution for the SBA the delegate assembly is a policymaking body uh that's comprised of certified voting delegates from active board members across the state our our particular School Board is allowed two votes and we usually send a delegate and an alternate so

065tonight we do need to determine who the Del and who the alternate will be and take a vote on that so we can get that information to the SBA by November the 12th um I am signed up to attend the conference um M brand has anyone else signed up no okay um I don't know that we have to have an alternate is an alternate required Miss BR do you know I don't think an alternate is required so either someone else can sign up to go as an alternate I don't mind being the delegate but we would have to have a motion to determine that to move forward so I can go as an alternate okay perfect M Elders if you would like to go as the delegate and I can go as the alternate that

068um first reading for board policy um we have several of these and I'll just kind of go through I will not read them to you um but I will highlight each one and the purpose of those changes um first policy jbac Comprehensive Health education program compliance this is a new policy this is the one that addresses the um information that came through on um section 59 3236 and the code of laws of where schools are now required to notify parents if their child um is or has um identified and wants to change their gender identity um this is one that is required for us to um notify parents we cannot um as a staff knowingly encourage or coer a minor to keep his or her preference um from their parent and legal guardian so this

069one just brings us in compliance we have also already implemented the um forms that were recommended by the state as in notification sample letters um if a student is found um has let a staff member know that they want to um be called something else or um change their gender identity right and if y'all have questions stop me or I'll just keep on going okay did you intentionally skip the electronic devices I did not yep sorry grabbed the wrong tab yep let me go back to um electronic device prohibits um of personal electronic devices during the school day um this one is a little bit more controversial whenever it comes to um the implementation of this one we did change our um rules at the beginning of the school year to um Define the school

070day um for K through 8 and instructional time for high school so this one um the concern with the model pop and I'll just tell you Statewide this is the concern but this is the model policy that has come down from the state and the school board and the State Board of Education the concerns are implementation and enforcement um what discipline will kind of go along with that and does it also include all smart devices including watches so where um on page two it mentions the pro prohibition of all smart watches um as part of that that is one of the things that whenever we come back for second reading I would like to get y'all's um kind of thoughts on how we modify or utilize this and Implement that as we move forward um

071you know we don't have an issue during instructional time during the belal bail um but how do you monitor the use of cell phones and smart watches during lunch when you have 400 kids in Commons at one time so um looking at that so I did bring straight model policy to you um versus going ahead and redlining or red lettering this one since this was straight model so yeah this one I just don't see how how written that it's enforceable um and I can't you know the phone is one thing to to not use during class time but you know you expect the students going to use it at lunch or walk in the hallways um but to have everyone not have a smartwatch I just think we're getting into craziness and it seems that

072it's going to be a very frustrating point for both really staff and students trying to keep up with it um es especially if you're talking about something other than the actual phone itself um have there been I know that larger districts were mentioning a push back to the state department has there been any movement on that at all there there really has not been movement um some of the discussion has been you know lack of enforcement kind of moving forward but you know I hate us to put forth a policy that we're not going to enforce either so that was part of the discussion that I've heard through several districts and kind of that um conversation so I didn't want to change without discussion um from y'all yeah to kind of see where we wanted

073to go and what y'all felt y'all could Implement what about um I know we' I know we've instituted some rules already is there a in which the policy is required as of now it's still January okay okay okay thank you and I didn't me mean to mention since I skipped my page um a lot of these policies are based on 2024 South car School Board um Association but in digging in some of these um there are also some modifications and revisions that we did not do in the 23 school year these um modifications and updat come out in August of each year so um there some of these that's why there's so many is that we have 23 and 24 um updates in here all right skipping down to jig sun safety um I think

074last year you heard a lot about um the allowability of being able to use sunscreen on campus so this is just one of those policies that now allows students to carry sunscreen and just kind of defines what sunscreen is and the allowability ility of that and that's a new policy um that we would be adding to our manual I never heard any conversation about sunscreen this one just blew Mama I'm just like who's the person that was denying it right is it is this something that we really need I mean do we deny students we we have not but apparently there has been across the state so they have pushed this out as a model policy and it actually came through the legislature as one of those that apparently somebody's school was denied the use

075of sunscreen in their school thank you all right policy ecaa threat assessment and also the administrative rule ECA a that goes along with this one um we already do this um this is considered the BAM the behavior threat assessment and management um and it is a process to design and prevent incidents target targeted towards School violence we actually have um informational session tomorrow um with um the department coming up and running that for a lot of our guidance couns SRO um and that training will be um kind of pushed out by sled through um Bubba R's office so that's the next um two items there we already do a lot of this um and we're already trained on many of the policies there but they have been updating that through sled policy ji weapons in

076schools um this one has been updated for a couple of reasons just kind of to add a couple of different types of weapons but this one um is revised too based on the open carry law that was passed um that allows 18y olds to openly carry but that did not push out a rule for them not to carry on campus so um they did go back and add a Proviso to that but we also are updating our policy that says if if you're a student on our um campus or if you're a student you're not allowed to have a weapon in your car even if you are 18 and you're allowed by state law with open carry so that one um modifies that and updates um the language um to be able to um follow

077that law policy any questions on that one all right um we used to have a policy or we still have the policy JL CBD use of um epipens um that has now been updated to also include Naran so with the um use of that they have changed it from being specific to epipens to um life saving medicines and so a lot of this is just changing the words from using the epinephrine auto injector to a life s medication so that's going to cover anything that comes out that would fall under that um life-saving modification which is um epipens Naran and also some seizure medicines that are out there also I um saw a couple of and it's just EP pin wouldn't change to okay life saving medications on right below the first bullet point okay

078right above the first bullet point right there yep Auto injectors yep I see it yeah and then um on the very last bullet point on this page okay where it says lifethreatening allergic reaction should that also say or medical emergencies yes and on the back page um the paragraph that starts where the save Act was stricken right if you go to the next to the last sentence um it says set forth under the acttion that need to be switched to by state law yes thank you anything else on this policy um the next three policies um ADC tobacco Free School District GB tobacco free workplace jicg tobacco use by students um was updated to include electronic smoking device means and change the wording to from alternative nicotine product to also include all electronic smoking devices

079um throughout these three policies in a couple of those policies it mentions new signage that has been out do we that that mimics what you're changing the policy to do we already have that signage out or is that something that will we do not we will have to put that in place okay all right then skipping on down to policy IJ instructional resources and material um this one is updated based on providing access to parents um to the instructional materials review and how that and we'll see several um policies that will go through um in kind of mimicking some of those um updates um all related to the um parental rights access to instructional reviews and the Pol and the procedures for that so this one basically is just looking at the collection of books

080um and the approval of those and if they will get into um another policy that will also be able to um review those or petition those on page three of this one this one does um maintain a complete or require us to maintain a complete up-to-date list or catalog of all media center and library materials on its website um Miss collie has already done all that for us so we have that already listed on our website and can get into the um catalog um for all of our destiny products for the media centers um Dr pan on that one I do have a question and maybe a concern with the second paragraph where it's been stricken the word professional staff staff and replac with board um the board does not select instructional materials and I

081think that falls outside of our scope and maybe it should State the superintendent or his or her designate okay I mean unless everyone El agre with that but I was that was the one thing I have not noted in my yeah I think when I read that was is the board really responsible for these okay and that was um we were just updating that based on model but we can definitely swap that back to okay to okay and maybe we pause here to ask are there boards school boards out there that are responsible for instruction material cuz I don't I'm not a professional education there shouldn't be they um there are Boards out there that have been put into the place to review a lot of materials right now and so um I don't know

082if that's kind of where that model was coming from because they're having a lot of instructional review requests by certain books so that may have been where they were pushing back to the board has the kind of the authority and I know in some of the additional Poli policies that you're going to get to about that and parents having the right to you know object to a book or a selection of materials or whatnot and then I think that would come at some point to the board but this makes it sound like initially the board is choosing material so we'll make that change for second reading anything else on I um policy I AA English Reading Writing language arts education um this document is updated um for the language for um the science of reading

083and also the read to succeed law and a lot of that just kind of comes straight from those legis pieces of legislation also includes the reading proficiency plan that we have to put in place and submit by the end of October each month each year all right so jumping down to JK supplementary material selection and adoption um updated and kind of did away with audio tapes and um updated that to audio materials we can tell how some of this was dated and also it references some of the other policies for policy igl library media center and instructional materials selection adoption so that's just cleaning up this small policy with a couple of details all right policy kbe relations with parent organizations um this one goes back to our August um school board meeting where we

084had to approve the um PTO or booster clubs or any organization that um handled money outside of the school district policies or School District accounts um this policy then kind of we were doing what we needed to do we just didn't have the policy in place that required it on our side but we were still following the state law so this one basically just um the board has the authority to update that and require or request um Financial um sled checks on the treasure for those and also have to be approved by the board each year um to be able to utilize and spend the funds that they have so the policy let's see so does the policy when I read through it it it seemed to call just right off the bat that the

085financial officer would go through a sled check are you saying that it allows us no it allows us as the district to require or request to do that so okay um um and most of those have um an active sled check on them because they're volunteers also right so they've gone through our volunteer um sled backr check the paragraph that reads um the board encourages Administration staff and employees yes ma'am those are repeated from previous paragraphs okay um I know that first sentence is in the is the same as the last sentence in the first paragraph in red got it and that second sentence is repeated somewhere but I can't find it right now okay we'll check both of those out if they're already up there but I also on the second page um the

086last paragraph the last sentence of the third paragraph should that also include um online transactions such as like cash app and things like that because which paragraph are you in are you talking about the the use of financial transaction cards EG credit card bank statement yes under state law under the background check the last Senate got it okay you can say say any online services online servic yeah I was about to say you could just kind of start saying VMO and you're leaving out PayPal that you need online services all right thank you anything else not on this one all right policy ikf graduation requirements in this policy we're just basically updating some information on locally designed courses and also just basically um inut inputting some demonstration competency and the defining what the competency would

087look like in this um some of the other graduation requirements are addressed in another document that we would have in a minute all right policy ihca summer school um the updates are based on um read to succeed law in Reading camp and basically that is how they're identifying those kids that would be required to come to summer school for summer reading Camp based on the read to succeed law now there was uh so this policy talks about um students who are significantly below third grade reading proficiency and then kind of address this third grade reading proficiency again and a few paragraphs down wasn't wasn't there a new law that states that if you're not reading at grade level third grade then like it's a requirement that they be retained um there are requirements for retention

088but there are also good calls exemptions and some of those are successful completion of summer school some of those that you've already been retained and you have been given um kind of intense remediation so there's several different things in there if you're um first year ml student if you're um so there's like seven or eight um good calls exemptions that would allow you not to be retained this year okay um but those would be um there's they have gotten stricter over the years with that they have also for um this coming school year or this current school year that we're in we used to only have to invite summer reading Camp students that were in the bottom 10% which was what we used to call not met one met twos it was not met ones

089now it's the entire um group of um unsatisfactory not met kids that would have to attend summer school okay thank you all right policy kec public concerns and complaints about instructional resources um this one is updating um the use of the forms that have been pushed out by the state um these are also already on our website um Miss collie has done a great job making sure that we're comp um compliant with this and also providing that form so a lot of this is just kind of updating the language um that used to allow any citizen to bring a complaint the state has pushed out as part of the model that it is only a parent or legal guardian um who has a child in attendance versus anybody in the community come out and do

090that so they have seen across the state that there have been a lot of people that have um been hitting school boards that have not um any vested interest or um kids in that Community um so um this one does also put in that they should be able to try to resolve that with good faith effort at the school level first um before it actually makes it to y'all to appeal um any type of instructional materials and on this one I'll mention again and I know this was this was a standing policy but it it states the Board of Trustees recognizes its responsibility in the matter of selection and provision of instructional materials and I do think that that kind of coincides with the other policy that that should be so we'll change that to

091the superintendent Des anything else on KC then we'll jump into the administrative rules for your information um um administrative rules a r i kf- r graduation requirements has been updated to um include Now personal finance and also change foreign language to World Language and beginning with the 2324 school year the incoming freshman will be required to earn half one half credit and personal Finance um as part of their graduation requirements um that was also updated on page two um to take out the keyboarding and also add um financial literacy personal finance there and for adult education requirements that has now updated to include um personal finance also for policy um administrative rule a kec public concerns and complaints about instructional um resources this one updates the um complaint procedures that were in our policy manual

092earlier to mirror those that we were just talking about under um KC administ I mean policy ke um those forms like I said have already been updated and uploaded on our website um for that information if somebody has a complaint about a specific material um on the second page of this policy where it says should a committee recommend about three four down yes ma'am should we add instead of that saying book should it be all materials a book or material okay okay anything else all right also on policy a r jfab bd-r admission of homeless students um this is one of the administrative rules that was already in and they have updated some of the language um to specifically talk about temporary living arrangements and transitional housing and also U migratory children as a find

093in federal code um and also added some information on unaccompanied students and defining um what those are um we have already been doing this that's been something that's been pushed out and I think this was actually part of last um Year's um updates so we've been doing this all right and then um J j-e notification notification of rights under the protection of pupil Amendment um that has been actually removed or is being removed from the policy manual this is just an exhibit that goes along with policy I J basically States all of this already so we don't really need any of this because it's already in the policy so it was a lot of repeat of this one that um has Al just kind of been recommended to be removed this is the - e

094- e yes sir all need to be it's going to be and um the IG the actual policy still stays but just the exhibit that's tied to it will be coming out all right that concludes the policy manual felt like the whole manual um let's see all right and so um number six um on the 2425 calendar school calendar revision um I am bringing to you a um request of a change in the calendar um you can see on the screen um on the left hand side the current calendar um shows that October 1st and 2D were green days that was part of Helen um and June 2nd and 3D were makeup days um I'm requesting that we modify our calendar to show that we utilize two of those days as makeup days which would

095leave one makeup day still in the spring that would be a purple day in our calendar and then also would take the purple days off of June 2nd and 3rd and then students would not have the um recommended return um to make up any of those days if we continue to miss days in the future um this would um leave like I said the one makeup day we also have one e-learning day at our disposal um after the way the state law and state regs um read is that the district has to make up at least three days um on your school calendar prior to the school board having the authority to start waving days um that would only be in the case of if we had um some type of another severe weather event

096ice snow um in the winter that we would come back to you to even start requesting days be waved that would be a decision um after that um um if we had another decision another weather event so essentially just for clarification the second and the third are still no student days just as though just as they were as purple days still yellow and red days are no student days that's correct so it doesn't change the last day for students graduation pending that we don't have any other events that's corre so okay um so Dr Penland has brought this revised calendar to us um we will need a motion in order to approve the modified calendar as presented I'll make a motion we approve the modified calendar I'll second thank you any discussions or questions all

098program but we will do it programs of priority of this district is something that Philip poured himself into and the folks at synergistic have been very supportive and we'll be meeting with them later this week to develop a plan for how we will move forward that's the easy part Philip's family and those of us called him a friend had the much more difficult task of moving forward in the wake of his tragic loss my prayers and the prayers of so many others are with his wife Amy and his daughter Madison and the rest of his family their void can never be fully filled they could lean on their faith and the knowledge that Philip Philip loved them so much so dearly and he was so proud of them but he will be missed by all

099that knew him you should have received a copy of the financial report for September 2024 our balance with the treasur office at the end of September was4 Milli 995,000 m751 348 for a negative distence of $1,825 600 tax collections for the month of September were $38,988 this is the time of year when our many of our revenues have not yet started coming in and we rely on our fund balances to carry us through the fall until our revenues start coming in and we start collecting reimbursements from various federal grants uh so if anybody asks you why school districts have to carry significant fund balances and healthy fund balances there's your answer uh when we uh when you see a a sizable fund balance reported in audited financials that's just a snapshot of that moment in
