I ask for the flag of the United States of America. yours. I just want to follow up on the text message that I sent all of you guys last Wednesday that included that picture of Centerville's athletic complex. This picture in particular, we have an opportunity to build an athletic complex that would have none of the negative consequences were built next to the Slooh, but instead be the envy of other schools by building it in an area that is not limited by its surroundings. And I know just the land that would work for that. Imagine if we had a complex like the one in Centerville. Nearly every spectator would have the choice of parking close by and staying in their cars unless they preferred to cheer from the stands. I've shared that picture of the Centerville

Athletic Complex with many people. And I see eyes light up with hope that we could do something similar. Some of you have parents that might not otherwise even consider attending a sporting event here unless it were as convenient and welcoming as theirs is. Mike and I currently park our vehicle next to the football field the night before each game due to the limited parking so that we can have a front row seat watching our athletes in the warmth of our van. This was not an option when we attended our grandson's track meet and we had to bundle up and remember our umbrellas because of the chance of rain. And yes, it did start raining, but not enough to postpone that final event. I noticed that many of the spectators look like they may be grandparents.

Grandparents love watching their grandkids. Let's make that easy and let's do it right. Thank you, Mary. Uh Terry Sin, you are next. >> Hi. Um I missed the last few meetings, so I'm not trying to be redundant if I bring something up that you discussed already. I just didn't wouldn't have known that. But I just just a couple of things. And I put on the sheet event security. And I was just concerned about when when uh now that you're putting our property, I'm just going to talk my property, but it's my property, our property, in the middle of your campus. Um I don't know if you discussed event security, whether it's competition event or just a practice event. Um I'm assuming that there's going to be a fence along the west edge of your property.

I I would ask the question, will that fence be on our property line or will it be uh for example in front of my house? I mow all the way to the street, but the city has, for lack of a better term, a boulevard or rightway or something uh those those few feet. And so if you're going to will will your fence be on my property line or will there be a quote unquote boulevard buffer zone in between us? And if that's the case, who's responsible for people's behavior in that buffer zone? Um, and I'll I'll just uh hypothetically uh my my mind works like this. So, we have a very important football game out here. Uh, and one of the visiting dads who's going to be a real dad tonight shows up late cuz

he stayed a little too long at Smokies and he's had a couple of adult Kool-Aid already. And the only place he can park is he squeezes in right by the memorial over here. And he's already running late and his sophomore son only plays on the kickoff team. And so he's probably not going to walk down along the highway and come in through the cars, whatever. And so now, even if he does do that, now he missed the one play his son is going to be involved in. And at halftime, he has to come back and have a cigarette and finish up maybe a couple more adult Kool-Aids so that he can really cheer on his coaches and help the officials out. Now, at the end of the game, uh, his son's team got cheated, quote

unquote, by the referees and they lost the game. And now his son just got eliminated from his full ride scholarship to Ohio State. And so he's headed back to his car and he's already had to walk around and back and through. And now you know what? He wants the shortest way home. And he's a little upset. He's looking for something to break for somebody to hit. And I want to know is the school responsible, is the county responsible, or is the city responsible if that particular person or property happens to be mine? And I don't know if it's been discussed. I hope it has. Uh because I can tell you from experience it does happen. >> Yep. >> Thank you. >> Laura, um so I've been to quite a few track meets as of late.

Um, so I'm obviously paying very close attention to these facilities and the majority of them are in town and you have to park and walk a long way. You have to have a track meet to get to the track meet. Literally like you have to walk and walk and walk and it's fine for me. Obviously, I can handle that. But there's a lot of elderly individuals like grandmas, like they're just talking about that come to track meets that cannot walk that far. I would say we already have a major parking problem that we're sort of ignoring as far as I'm able to tell. I don't know of any plans to add a parking lot and anytime anywhere soon. Um, but like Menow for instance, um, was another one that I had to park really far

at. And there was this nice couple sitting outside at their house and they literally like the tracks are across the street from their house. And so I went over to them and I said, "I'm sorry. I don't mean to intrude, but do you have a few minutes?" And I talked to them. I said, "How do you feel about having a track this close to your house and stuff?" And they said, you know, it's it's a pain. Obviously, you know, the parking, you know, that that's the major issue is people will park even in their driveway. Like people are just crazy about parking. Parking has to be our number one concern. I think moving forward. Um, what this individual told me was he used to be on the school board and they had the opportunity to

do it right. They could have purchased some land to where they had more room and they would have been able to actually do a large parking area there and they didn't do it. And he said that's his biggest regret is that they did not take the opportunity to do it right. Um, so I would say, you know, and I've taken the time to talk to a lot of individuals in the Coleman area that are in favor of a track and a lot of them agree that they want the track. They they want it done, right? But some of them don't care where it goes. They honestly don't care. They they don't care where it goes. They just want it. So there is that. There's some individuals that don't want it at all. And then there's

a happy medium where people want it, but they want it done right, you know. And so I just think that um we don't need to force it over here if that's not right for us. We do have the opportunity to do it right. There's no pressing need to hurry up and get this done, you know. So if you're going to do it, please do it right. I know that that was overwhelmingly some of the responses that you got when you did the survey was if you're gonna do it, do it right. So that I guess that's all I had to say. Thank you. >> Thank you. Okay. Are there any amendments or changes to the agenda as presented? I was just going to ask on number 12. I have approval of negotiated agreement with CA.

I don't know if that needs to be approval or ratified. I'm not sure. I on the previous ones it said approval, but I that could be wrong. And then I don't know for uh consent agenda item X I believe would be next. Approval of Stormy Mediey's softball contract. And that's for the 26 season. >> Correct. >> Okay. Well, we will add item X to the consent agenda. Approval of Stormy Medi, softball coach 26 season. Um, for item 12, uh, the I have not signed the negotiated agreement yet. So, we do need board approval. If I had already signed it, then I would need ratification. So, I think we can leave it that way. Any other changes or amendments? Then I would just need a motion to approve the agenda as amended. >> Second. Melissa made

the motion. Mickey second. All those in favor? I >> opposed. Name. Motion carries. Do you have Mr. Johnson's report? >> Yep. He's at baseball tonight. Okay. >> Um >> March attendance. this is what he has not April but anyway just says March attendance 94% um we only have two days left of students uh dismissal 2 o'clock each day semester test smarter balance test results are coming in um we've kind of did a few rewards and whatever through the week um I believe these are complete but I'm I can't say for sure third through sixth grade math we had 54% had a level three or four. I do not have the state numbers so I don't know how that compares. I do not have last year's numbers on these. So anyway, um ELA is 58% had

a three or four. Um typically the state is somewhere around 50% for a lot of those especially in elementary. As it goes up, those numbers tend to come down. Um seventh and eighth grade math 30% were in the three and four. I know that's up from last year, but I don't know what that number was. And then ELA looks like it's at 41%. We're in the three and the four. So those are the numbers. I'm sorry that I don't have comparisons from last year. Also, we have a number of staff members signed up to attend the literacy conference in Mitchell on the 16th and 17th. We also have teachers signed up to attend the explicit instruction conference in Sou Falls on the 25th. Uh we're finalizing some details on that as far as I know

the Mitchell one people that are going are looking at maybe spending the night cuz it's a I think it goes till 7 or 8 at night and then >> next morning it starts early. So we're trying to finalize some of that but I I know there's some duplicates but I I know there's at least a dozen people or you know a dozen spots filled for that. So, >> did you get any interest in um like non reading teaching positions going or was it mostly elementary? >> A lot of elementary and junior high. I know there's I can't remember what it is, but I know there's like a rural math thing going on at the same time. I think we had some people signed up for that in Brookings. >> So, I mean, um there's a

lot of people going to different trainings this summer. >> That's great. >> The state I think that math one is through the issue, but I could be wrong. >> Good. Thank you for the update on that. >> That is all he had. Sorry, student dog. Summer school will be held June 22nd through the 24th, June 29th through July 3rd. That is three and 5 days. And part of the reason instead of going four and four is because the conference on the 25th and 26th. >> Can you give me those dates again? I'm sorry that was very fast. >> Sorry. Uh summer school June 22nd through the 24th. >> Okay. >> June 29th through July 3rd. >> Okay. Thank you. >> And then that and then also the conferences. Um, I think they will be pretty

much funded by either federal or state depending on where we're at with those accounts. So, >> do we have our teachers teaching summer school? >> Our teachers are. Yeah. >> Yeah. >> And then I think the last three or four years it has been our staff. >> Any other questions that Scott might be able to answer? >> Sorry. >> All right. No, that's great. Thank you, >> Louisa. Okay. Um, auto reports are back. You should have one in front of you. I've got those here probably about a week and a half ago. And then the next thing is the certified and classified contracts are issued and returned. And the other only other thing that is going on is training. It's not the only No, but it takes up a long time. Yeah. Any questions for

Louis? All right. Board report. I did the ple call. Okay. >> I left my notes at work. >> Okay. >> I haven't been there since Tuesday. Um Mr. Sloan staying right there. >> Um >> must have been very impressive whatever we did. It was it was groundbreaking. Um you know still talking about getting rid or um >> dividing Thank you. dividing the testing materials that are still left there and then closing out and making sure that all the bills are through before the um financial things are taken care of and the final reports are in and things. and we will meet again next month. And the only other questions I had were about the two trainings this summer and that's already been answered. Melissa, >> well, I just want to thank Melissa for doing graduation

for me this year so I could do my sister's graduation. I appreciate it. But that is one of the highlights usually of the year is doing graduation. So, hope you enjoyed it. She did pretty good. >> Okay. I mean, I have handed out diplomas in the envelope, so you can't mess it up any worse than I have already. So, it's fine. >> Um, all right, Scott. >> All right. Couple things. I have started to talk to Naomi Cromwell more with ASUSD. Um, full disclosure, as soon as school gets out, I'm going to look more at the assembly program where we can access any school stuff. The other thing they do have a service where they will go through um policies and do any suggested updates. It is $100 an hour and there they really don't

have a you know it could be 30 hours, it could be 60 hours, what it said. So that's something to look at. Um there uh in case you didn't see it, we did interview for another kindergarten teacher yesterday. Um, I know some people have been talking about kindergarten class. It has switched six times in the last two months, you know, and so we're just kind of um we're advertising for a second kindergarten teacher. Um, so if anybody asks, I know you've been approached as far as the enrollment and and keep in mind kindergarten fluctuates more than any other grade just because summer birthdays at practice day, even after practice day, the number change. So anyway, we're doing that. Um, >> how many kindergarters do you have right now? >> Today or tomorrow? >> Today it's

fine. >> I'm going to say 28 and a half. That doesn't mean like there's a park, but it's >> like Yeah. Yeah. Okay, that makes sense. >> There's I believe and the reason I say that is someone's coming tomorrow to I think they're moving into the district. They don't know when they're going to move. So that's um that's part of that. Um later we'll talk about the eence for the bond. Um I'll get into the numbers there. However, some of that money that is still in there, we are replacing the water fountain. pitch just got back to me on or not replacing we will add a water fountain in the new part and then also we're looking to do some more cement work the steps on the north then possibly adding a sidewalk on the

south side kind of by the playground it's kind of landscaped there and then um as an afterthought I had them put in a gate last summer when they're putting the fence in cuz they didn't want kids jumping well now maybe we should put a sidewalk there so anyway um those would probably be the last two projects coming out of there. Um, two other things. I did meet with Pitts today and Rodney. Um, with the annexation process, there was talk about a survey. Um, the city attorney is requesting the school to do a development plan basically outlining what our expectations would be for the city if we did do or if they approved the annexation. Um, Pitts and Ronnie are working on that. Um, the only caveat is that would have to be board approved and

their next meeting, I believe, is June 2nd. So, I don't know if we'd want to have a meeting before then to look at a plan, but I'm just leaving that with you. Um, and then I did, um, I forget who brought it up at the city council meeting last week. I have reached out to first district again as far as like development plans and stuff. So, I have a voicemail in from last Friday to Luke Mhler. I have not heard anything back. Um, I don't think you guys were at the meeting, but First District, I think they work with any public entities and stuff and they help designs and whatever. So, anyway, I >> So, I'm on the board of First District. >> I knew you were on something with First, but I didn't know.

>> Just so you know. >> Okay. And I talked in great detail with Luke about this. >> Okay. >> At the board meeting that I went to last week. >> Okay. >> So, we can visit offline if you'd like. >> That's fine. I like I said, someone had brought I think not names. I think Mary mentioned at the city council meeting. So, then I called and left voicemail. So, >> I was told that no annexation study was needed because an annexation study has to do with taxes and because you're a school that's not applicable. >> Yeah. There there was some other study that would be done for annexation is really not applicable when it in regards to a school. >> That's kind of what he said, but I I think the city is looking at

doing some sort of a development plan and I don't know all like I said Rodney was here and he understands that. So the city because they are a member of first district can request them to help with things like strategic planning and development for things like an athletic complex and help them figure out where to best put it. >> I I don't know all the inner workings. the term came up and I had talked to him before and that's when he had mentioned the part about maybe not having a study cuz it >> it must pertain to certain things in different ways the way I understand it >> based on what the land would be used for. So, um anyway, I have not heard back from >> on that. Um I think that's all I

have for right now. >> All right. Any questions for Scott? Yes. preschool numbers. What are they at right now? >> I believe the four and five is at 21 for next year and the three and four is at 33, >> I believe. So, um yeah. >> So, will we split that into three different classes >> as far as >> for three and four? Um we are looking at doing it in two different sections but we could have um this year for part of them not because it's bigger but just because it needs we have had a third person in there at times typically there's teacher a para but we have brought in someone this year as a third person we would be limited on how we could how many times we could split it just

because the hours in the day. >> Mhm. and three and four. That's is that twice a week? >> Tuesday, Thursday. >> So, do >> keep in mind when I say 33, 16 in the morning, 17 in the afternoon. >> Oh, yeah. Yeah. That's still a lot of kids for that age, >> isn't it? >> Seems like that. I mean >> I mean really I mean just even when you're doing daycare isn't it like a 1 to 12 and then you're just making sure they don't hurt themselves and they play. I mean you're not trying to teach them something >> as hard as those numbers but um and in theory if we have three people and there's even 18 it would be one to six. You don't do the ratio >> there again that that changes

>> and the room can support >> it is a good size >> little dudes can do that. Okay >> is four and five split morning and afternoon also or is that >> but that's Monday Wednesday that's three days a week but three and four is two days a week. Any other questions for Scott? All right. Um, moving on to the consent agenda. It's pretty large. Um, most of it is approval of certified staff contracts, Best Buy contracts, um, the new teachers for second grade title, um, administrative assistant, and the two coaching positions. So, I would just need a motion to approve the consent agenda as presented, unless somebody would like to pull something for discussion. I'll move that motion. Motion second. All those in favor? I >> post nay. Motion carries. Additional bills. There were

a couple. >> Yes. One, two pages. Yep. Anybody has any questions? Otherwise, I just need a motion to approve the additional bills as presented. >> I'll make a motion. >> Sorry. All those in favor? I >> I post nay. Motion carries. All right. Uh, approval of resolution to authorize defeasance on general obligation bond 2023. >> Okay. So, that would have been the bond that we voted on back in 2023. We currently have just north of $2 million in that account. Um, I had Jerry set it up to put 2 million into the account. um it does not pay off an even number of years, but that's kind of how I instructed them to do it. So, in a nutshell, the last 3 years of that 20-year bond would be completely paid off. The year before

that, 60% of that would be paid off with that $2 million amount. In the meantime, we would also reduce what we would collect in taxes for that bond by $92,000 every year just because the escrow account would generate that kind of revenue and then instead of the county asking for I don't even know what this year's ask would be for the bond. 400,000 now 300. >> And that does go up. That's not a set it's not the same number every year. For instance, if if there were no early payoff, by the 20th year, you're collecting 580,000 or would have. So, it kind of steps up, but that would reduce the ask by 92,000 every year. So, >> is it year seven that we can apply that to? >> I because it's a 20 bond. I

believe it's the ninth year. >> I I'll double >> Okay. But it'll be in escrow until that >> until that date comes and then that money would go towards it and then >> when that pays off the principal amount or lowers it then our ask would be lower going forward. So >> yeah, >> if my numbers are right, if we would not have done anything, we would use the whole 6.3 million, we would have collected and paid back $10 million over 20 years. With this, we're looking at about 6.4 to 6.5 million would be the total. So that's you go from 10 to 6.5 is the is the way I've been explaining to people that have been asking. So, >> so we just need to approve the resolution basically of authorizing the $2 million to

go into that account >> to go into that account. Correct. >> Okay. Does anybody have any questions? And I would ask for a motion to approve the resolution to authorize the diffusence on the general obligation bond. >> Second. All those in favor I. >> I post nay. Motion carries. and then approval of retaining DA Davidson to administer the diffusions of the general obligation bond. >> So they're the ones that would get the bond through. Yeah. >> They would charge a fee of $2,500 to set up the account and administer it and do all the paperwork. So basically that's the school's cost is $2500 um since they did the bond in the first place. That's who we've been working with on the whole defense if that's how you pronounce it. Um that would be their fear

cost us >> upfront cost or that's AC across the entire >> that's basically the cost administ Davidson. Almost a second. All those in favor? I oppose. Nay. Motion carries. All right. Vote on South Florida High School Activities Association. Amendments and representatives. >> Okay. There's only one representative. >> So Jeff Coers from Frederick area. Um I don't know him real well, but he's the only one. >> I would suggest that we would vote for him. Okay. Um the next basically all the amendments when I talked to when me and Brent went through them our recommendations would be yes for all of them. Um I know they're in the packet. I don't know if you've read the whole um description basically the first one um the state has run into where someone will play varsity sports as

an eighth grader and then they hold them back for another year and they get an extra year of varsity. this would take that away. You would be capped at how many years you could play total even if you reclassified yourself. So that is the first one. Um number two is >> quick question for you. >> Yes. >> Does that affect us since we let sometimes seventh graders play? >> You're fine with seventh graders. I mean the issue is if a seventh grader >> repeated seventh grade. >> Okay. Got it. if you will. Okay. The second one is if a clo if a school closes during the middle of the year, they if they close in December, any students that participated in activities there would be able to enroll in a new school district and start

when the second semester starts. Like if we were to start January 4th, they they because their school closed, they would not lose that three months of eligibility. >> Has that ever happened? >> They have to come up with stuff out there. So >> anyway, the third one is basically post-graduate participation. >> And where that applies to is if you had a student that wanted to graduate in December. >> There are advantages to that. However, the this would be if you chose to graduate, then you would lose your eligibility when that school resumes classes in the spring. So, if somebody wanted to graduate, say our last day in the of the semester was December 20th, they wanted to graduate at that time, they would lose their eligibility starting January 4th and whenever we came back. So

that's and just so you're aware, every person that has to graduate a semester early, whatever, we kind of explain all the pros and cons and there are numerous ones, but that would you couldn't um yeah, graduate in December, then play sports in the spring because you're probably unaware, but South Dakota Activities Association, their eligibility is you have to um for theirs, which every school goes above that, you just have to pass four classes the semester before. So, and I don't know. I'm guessing someone tried a loophole. That's why it came up. But our recommendation would be to vote on all vote yes on all three and then vote for Jeff. Great. So, I just need a motion to vote yes on the amendments and for Jeff as the representative. I make a motion. >> All

those in favor? I >> post nay. Motion carries. Item 12, approval of the negotiated agreement with CEA for the 2627 school year. believe any changes were made to that after we got that negotiation completed at the last special meeting. Have Abby and Chad sign that. Okay. So, we just need to approve the negotiated agreement. >> Motion. >> Second. All those in favor? I >> oppose nay. Motion carries. All right. Discussion on preliminary capital outlay budget. All right. We usually don't approve this until this summer. Um it's basically similar to years past. Um there is a capital outlay certificate principal payment in the amount of $350,000 in there even though we have not started a project but um going forward with it. So that's a placeholder in there. A couple things I think I bring it

up every year when we go through the budget. We have $100,000 budgeted for a bus. Um we're not buying a bus this year, but with buses we need more than 100,000. when you do buy them. That covers that. Also, the roof replacement is $180,000. That is the biggest roof we have left to do of the four that are still left to do. >> The next three roofs will all be under $100,000. Um, everything else is just kind of a rollover of previous numbers of expenses that we have during the year. Um there will be probably a little bit of fluctuation because we are getting a new reading series and that would be paid upfront um for five or six years. I forget the length of that. So anyway, >> do you remember the name of

that reading series? >> Open court. >> And does it have actual books or is it online? >> It's a combination. Okay. And this is justformational why we approved this in July, right? This is just a preliminary budget. Okay. Any questions? Then the last item is executive session per SCL 12524 for negotiations. Need a motion for that. Second motion. All those in favor I name. Motion carries 636. Yes. Okay, we are back on the record. Um, so we are on item 15. Um, we're looking at doing a special meeting on the 27th 29th 27th. What day was >> 27th? So, Wednesday. on Wednesday, May 27th, >> for the purpose of approving um the proposed development plan that Pitts is working on. >> Pits and Rodney. >> Pit and Rodney Freeman. >> Does anybody have any? >>

Yeah, they got a baseball game up here. So, we won't miss. No, that should that should be the only item on the >> the sample document that we had was a couple pages and that was more in depth because it was an actual development. So be fine. >> Okay. So we will set the special meeting for May 27th at 6:00 um for approval of the development plan. And then the next regular scheduled meeting is June 8th and we shouldn't have any activities. >> I won't be here but that's okay. I mean a >> Okay. Um I don't think we should I mean usually our summer meetings are not as packed. So are you going to be here? >> Yeah, I'll be here. >> Oh, okay. >> And what day is that going to be? June

th. >> June 8th. >> Does that work? >> Okay. >> So, we will do the next regular meeting then will be June 8th at 6:00 p.m. in the library. All right. I just need a motion to adjourn. I'll make a motion. >> All those in favor? I >> oppose. Name motion carries. I said write anonymous instead of unanimous.
