I will do the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the stands one nation indivisible with liberty and justice for all. >> And I do have a couple people signed up to speak tonight. Uh Mary first order is yours. I'm Mary Sweeney Gingler, as you all know by now. I want to point out several observations that we made since the last time we met. We have a grandson who decided to go out for track this season. We confirmed a couple of points that we've made in many of the meetings that preceded this one by going to his first track meet. Parking at this event was a huge issue. People were jumping the curb with bigger vehicles and parking on the grass in locations that were

much closer to the field than some of the parking that was available and much further away. People will park along our homes and in our driveways and walk across our private property. Also, the different schools were pulled together in various locations waiting for each event. This required a lot of space which we will not be able to provide for them in the landlocked area behind our homes. There are other options that would take care of both of these scenarios and also have the ability to be expanded as our school grows. Another observation that we made this last month had to do with another school that didn't have enough room to expand at the location where they were initially built. Garrison School is surrounded by houses. In order to accommodate sports, they built an incredible athletic

field on the outskirts of town. They somehow make it work. Even though it is many blocks from the school, the people living in the homes around the school do not have the privacy and liability issues that we would have with people walking through our property. We should take their lead and consider doing the same thing. They deserve the consideration given to them and we deserve the consideration given to us. And once again, we are pleading with you to stop this nightmare, as Lisa called it at the city meeting, by building an athletic complex in a location where it makes sense not only now but for years to come. Thank you. >> Thank you, Mary. Mike Costs. The cost of this complex comes in many forms. As taxpayers of the school district, we all pay taxes

to fund the project's monetary values. But as people caught in the middle between the school and the complex, we also pay the cost of traffic, a road nearly blocked, trespassing, privacy, increased litter, litter, noise, and light pollution. None of the other taxpayers will pay these costs all in the name of savings to the school budget. payoffs, loans sooner, a feather in the administration hat for their accomplishments on time and maybe early, but those successes are paid unfairly by the people you see here in this room asking you not to pass the complex at this location. Because of us, you can save money and have your convenience conveniences, but we are paying for them. >> Thank you, Mike. Hello, Laura Zort. Um, I'm here to talk about um some of the previous items that were promised

to us that we have yet to receive. Um, the preconstruction uh the report or preconstruction design work that we paid ISG to do. I have an email from Mr. Hemer dated January 9th where I asked what deliverables would be included in that report to which specifically one of them is a wetland delineation report prepared by South Dakota Department of A and Natural Resources. Uh another item listed on here final concepts for approval by February 13th. Where is all this stuff >> on that? >> Have you seen it? They have not done any final drawings because of where it would be classified whether it's in the county or within the city limits. So they have put a mild concept together spacing things out to see it fit but they do not have a final drawing. >>

So what about wetland delineation report? >> I will check on that. >> Okay. Cuz I think we paid almost $40,000 for some of this. Uh, and now that you're petitioning the city, there's going to be yet another study done, which I would think is probably duplicate of a lot of the study that has already been done. So, I'm just wondering a few things. Um, for one is who's going to complete this study? Like, who is actually doing this study? Who is paying for it? obviously the taxpayers because no one else pays for anything around here. Um, and then how much does it cost? Like you're petitioning the city to do all this stuff, but do we have any details? Do we have any idea who's going to do this? How much it's going to cost?

What are the deliverables in this study? I would like to know way more information than what was given at the city meeting on this study. Um, it's very vague to me. Um then another thing that I asked for previously was the contract with uh Pitts. I was told it would be made available to the public once it was signed. We have yet to see that as well. >> Okay. I will uh present that. >> Okay. Thank you. >> Making a quick note on the city study because honestly I don't know that information. will ask the city. >> I just think, you know, we shouldn't have to pay for the same things twice. If we if if part of that's a wetland report, clearly we already have that >> and maybe they can use some of

the same reports. I don't know. >> I think it's important to find out the details of what's included. >> Part of the reason the city had that meeting is because we didn't know the process. The city didn't know the process for the annexation. And that's it must not happen a lot because our attorney's only done it a few times. And I don't think this Coleman city attorney has ever done a process like that. So, we'd rather find out how the process is supposed to work before going forward with it. >> I just don't know what we're agreeing to. We don't know the cost. We don't know what's entailed. We don't know anything. You're petitioning for what? >> We have to present a petition to the city. Yeah. >> To for them to consider to annex

the land. >> Yeah. But for what? You don't know how much. You don't know how what is going to be delivered out of that report. You literally are petitioning for what? You don't know >> To find out what >> what it would entail. >> Okay. >> Like this is not a common pro. >> It's not a common process as far as I know. >> Okay. Well, to annex it, I would imagine it would entail a lot of the same preconstruction report that ISG supposedly already produced. >> And I don't know if the city would be able to use those reports. >> Okay. >> I I don't know if >> well, >> since ISG is retained by the district, I don't know if the city could use those, >> but a wetland report is produced by

Department of A Natural Resources has nothing to do with ISG. Okay. I would assume that they would have to get that report before doing any construction. >> Okay. >> This is new territory. I'm not and that's why I don't want to say or do something that I don't know. >> Okay. Are there any uh amendments or additions to the agenda? I would like to add uh number four for the consent agenda, approval of contract for Gina Bish. >> Fish. >> Okay. Sorry. >> Uh that would be administrative assistant. >> Okay. And then I would also like to add on the executive session um an SDCL 12521 for personnel matter um along with negotiations. Any other amendments or changes? Hearing none. I just need a motion to approve the agenda as amended that motion. >> Second.

>> I think Jenny made a motion. Vicki second. All those in favor? I >> oppos. Nay. Motion carries. >> Uh discussion items. Mr. Johnson. >> All right. Middle of April already. March attendance was a little bit up, a little over 95% attendance, which is pretty good. Uh we're still very busy with activities with track, golf, softball, music. Uh last month I mentioned about 20 different things were going on. I missed the uh choir performed at Augustana at the solo ensemble and they had I think over 47 or 45 or 47 kids perform and lots of them got super peers did a great job. So that was last month. The middle school honor band also was held on March 30th at SCSU and we had 12 middle school students perform there with some local schools. Um

Tuesday, April 7th, 8th grade went to Madison to participate in JA in the day. Hard to get feedback from eighth graders. They said it was okay. Some said it was a great day. Some said it was better than they thought. >> What's that stand for? >> Uh junior achievement. >> That's like the junior achievement in the day. point. Some of the other people that went there said it maybe wasn't as good as it's been in the past, but like I said, eighth graders kind of hard to get a read. Like I said, it was okay, which I think for eighth grade meets pretty good, but >> I think a lot of that comes back to who they have as presenters. >> Yeah. >> And you know, or who works with the kids in their groups.

>> There's probably different groups. So, um, last Wednesday attended the region principal meeting. Rob Mson, the SASD, the school administrators of South Dakota director, was the speaker. He talked mostly about the legislative session and kind of the types of bills that are in education each year. Said there's not more bills each year, but it seems like there's getting to be more bills about vouchers and charter schools and thinks that might be a trend. Might see more bills with that in future. Talked a little bit about school funding. he wishes, you know, they fund schools better and they wouldn't have to be so much debate about funding and things. So, that's kind of his main topics he kind of talked about. Uh, Thursday, April 9th, the Black Hill State University concert choir and magical group performed

for all students. And afterwards, we had some time for some questions and answers with the high school, kind of asking what college is like, what's it like to be in a choir, what's state like, all those things. So, it's kind of a good little college visit mixed with the performance. Uh, smarter balance testing started this week. Third grade, fifth grade, sixth grade, 7th grade have all kind of started smart balance testing. Each teacher's been working on different ways to motivate them and rewards for if they improve their scores or do a good job, including pying people in the face and water balloons and all kinds of fun stuff. Um, ACT test scores are starting to be reported around the state. Um, sounds like scores coming back lower than they have in the past, which is

kind of expected with all students taking the test. Um, I think the pro of all of them doing it is some kids that would never take the ACT are getting a chance to take it. So, that's the good. The bad is the scores are probably down some. So, I'm going to talk to Miss Stamman some about looking for some more test prep options that we can maybe incorporate into the school day to try and get the whole class ready and hopefully have them more prepared for the test because some people don't really want to take it, some do. So worried the scores will be lower than we expect. Uh state of April 20th through the 22nd on April 23rd, the Peter Pan play will be performed by the students at 2 o'clock and 7 o'clock.

And there's all kinds of other activities all the way through about every day of the month and in May. So probably skipped a few again this time. Uh the elementary staff has reviewed several curricula for language arts. They're kind of leaning towards open court. That's the favorite. It has a lot of the science of reading, updated things in it. And it's kind of similar to the journeys that they're using now. So they're kind of comfortable with the way it looks and implementing it. And I think that's all we got. >> Are there other districts that use the open court? Yeah, I talked to I believe Flrew and there's another one close Baltic maybe. Was it Tread Island? I can't. Yeah, they were talking to some other teachers that have or schools that have implemented it

in the last few years and they like it and seem to be getting good reviews from it. >> Any other questions for Mr. Johnson? >> Thank you. Okay, Huff, we are not going to have an election this year. We had two petitions taken out and two petitions turned back in and verified and the um incumbents, which is Jen Keys and Dan Bowen, will be board members again for the next three years on that uh negotiations. Just been working on getting that information together. Um Tiffany and I will be going to the spring business managers meeting in Pier next week, Tuesday, Wednesday, and Thursday. Uh the annual audit report is done. Um I got a downloaded copy probably last Thursday or Friday and they're sending the packets of the completed ones. I should be able to

hand those out to you at the May board meeting. And I think that's that's all I have. Any questions for Thank you very much. Board reports. Nikki Jen, >> I do. >> Yes. >> Um, so I have an idea, maybe a proposal. Um there is a literacy conference in Mitchell June 16th and 17th and I would propose that we encourage all of the teachers and the EAS K12 whether they teach reading or not to go to that. And I think a stipend I mean a good stipend to encourage participation in that um would be a very good use of our resources. And then beyond that, Compass has uh literacy blueprint courses where it shows math teachers how to incorporate the science of reading. It shows secondary social studies teachers how to incorporate the science of

reading. So, we're bringing reading strategies into the classroom K12. It also trains EAS or cooks or janitors or bus drivers, anybody how to go into the classroom and help support the teachers in reading. I mean, specifically the science of reading, especially if that's the curriculum that we're going with. Um, and I just think since we're bringing in new curriculum, I mean, it seems like the perfect time to to do something like this and it's in Mitchell and I know that it's not very glamorous, but >> it's close 16th and 17th >> 16th and 17th of June. Yeah. And like I said, that framework, it's it's right on compass. It's it's not I mean, it's something that, you know, if we offered them a stipen for the training and then for completing the blue blueprint, it's

it's asynchronous. They could do it on their own time. I just I looked at it a little bit and it's it's really neat. And then there's also Oh, and it's free. I mean, so we wouldn't have to pay any conference fees. It's there's no cost for the conference. Uh if we're not compass school, I'm sure there's cost to do the other. And then there's also uh June 25th and 26th in Sou Falls, there is an explicit instruction workshop which is also directly tied to um the science of reading and they are going to teach techniques from Anita Archer and Charles Hughes and the presenters were actually trained by Anita Archer who is one of the founders of explicit instruction. So, I mean, I would be all for teachers who will buy into this and just

I mean really making it worth their while because I think it's very important especially since we've done the data dig and we found that we really need to improve our reading scores. >> The teachers that went to it said was amazing. >> It was. It was. And I know I'm we teach adults and I'm taking my staff to that um because we were there will be great um speakers for those that teach high school. So I mean that falls right into our adult population as well. That's all I have. >> Great. J >> um was it last week already that Linda McMahon and Kirsten Migler were at the school? Am I stealing your thunder? >> Weird. >> So keep a secret for three weeks. >> I know. So the US Secretary of Ed and the

assistant secretary came um to Sou Falls. They wanted to see across and boy ranch and they visited um Coleman Egan as one of the schools that they stopped at. They were looking for a rural school that had CTE programs and Dr. Graves from Pier was also with them along with a number of secret service people and photographers and their chiefs of staff and it was quite the entourage. But um Preston as the student body president came with us on the tour and it was just they were very impressed with the facilities. They got to see uh the preschool which that's always fun because they're hilarious. And um Bod was teaching I think like the sports medicine >> intro to sports medicine. They saw the CTE classes doing small engine repair. They got to see the

gym being decorated for prom and they were just really impressed by the facilities and so I just think it was a good uh really good representation. So kudos to the staff for all that they did. I know that was a little bit stressful probably in the day because there was quite a few people. >> Did you have any notice? >> I did. >> You did? >> But we weren't allowed to tell anyone else. >> Yeah. Well, she already had it up on her page >> like that day. >> Yeah. Cuz I think the Secret Service came a couple days before and swept the school and did all that. So, yes, we couldn't do any pre >> Well, I'm sure. But, no, it was a very cool experience. So, yeah, you guys did a good job.

That's all I have. So, >> okay. So, I was going to bring that up on the secretary of ed did show up and uh yeah, they had riggers whatever. She was literally in the building for 42 minutes and she came part of it when they reached out when Dr. Graves reached out. Um they wanted schools within a short distance of Sou Falls. They wanted schools that had multiple CTE programs. So, the fact that we had facts and egg and we were more of a rule school. That's why they came. Um, regardless of what your feelings are about political stuff and whatever. Um, I can tell you the secretary was about as down to earth as you can get. Um, in fact, we were waiting for a class to start. So, someone said, "Well, we're decorating

for prom." She said, "Let me go in there." I think she might have talked to every single junior in there just about what their future plans were and talked to them about classes they're taking and somehow they got on dual credit classes and I mean >> she like even the kids working on the engines I mean she literally got right up there and I forget which one it was they had a carburetor and she's like what's this part and he was like I mean she just you know it was was neat experience like I said he reached out said, "We're coming this day. You can't tell anyone, but these people should be there." And and then we got a notice 24 hours before, but they it wasn't open to um the press. They brought their

own press people. There was a whole list of things I had to sign off on. So anyway, >> um it it was it was neat. Like, so um all right, see if I can up uh first of all, we missed two days of school. I know we've talked a few times. Um, we don't have to officially do anything with it, but um, my suggestion would that teachers make up two days, possibly the 16th and the 17th could fall into it. The one thing I know in the past whenever teachers have made up days, we try to do it as soon as we can or before the end of June. I one thing I'd like to throw out, um, now that curriculum's more digital, if there's some sort of issue with getting curriculum, we can't get

it till July 5th, whatever. um possibly to allow teachers to make up those two days when that curriculum shows up. So um we'll know more by the next meeting, but just something to think about there. Um Dacttronics has come a couple times to look at scoreboards in the new gym. Um looking at a few different styles. Um I know video boards are becoming more and more popular. Um I don't know, they they try to sell it on advertising. they pay for themselves. I'm still not sure if you have any thoughts or opinions on that. Um, you know, in theory, the the advertisements we have up there would literally pay for anything, which those are coming up again. That's why um and those scoreboards are 22 years old. So, um, we're having some glitches with a

couple of them and they just don't make the parts for them. So anyway, if you have any thoughts on scoreboards or whatever, graduation is May 9th. That'll be before our next board meeting. Um I believe we have 18 kids in the graduating class this year. Um in case it comes up, Innovative was here today. They brought a couple robotic vacuums. Well, they brought a vacuum, but they did not bring They have a floor sweeper, too, or scrubber. Look, I don't know if you've been at the airport lately, but they've got one that does that. So, we test drove that. A whole bunch of kids saw them, got freaked out, tried to see if they can get them to stop. And so, anyway, we're looking into the numbers on some robotic stuff there. Um, we are

um we did have one, two, three, five positions within the school that we had advertised. We've been doing interviews. We're getting closer to finishing them. Um, essentially for the two teaching positions, I think we had 33, sorry, three teaching positions, 35 total applications. So, um, we read through a lot of applications in the last month. Um, that's kind of winding down. If you saw the paper today, um, Bank West a couple months ago, they had a bunch of grant money available. Um, I think the city got some, fire department got some, I think, >> and then the school got a pretty good chunk. So, when we filled it out, we had to, you know, put down a list of what we're going to use it for, and we looked at choir robes, some other things,

but essentially, we got $14,000 that helped defay stuff and whatever. So, um, if you I don't care where you bank, but if you do bank and bank with us and you stop up there, just tell them thanks. Um, Tanner was pretty instrumental in getting that started. So, um, also I had a discussion with Jerry Specman from DA Davidson last week. I think I'm going to look in May whatever money is left in the bond account to put it into an escrow account. Um I know I think we've got everything done there. Anything with the project I think it's just under 2.1 million in that account now. So um we'll look to do that in May. Um and then also I've been having conversations with Nami Cromwell from ASBSD on policies. They must have a new

program and I'm going to say it wrong. It's like Slimly or something. She had gave me the name of a couple superintendents that just went through it and it wasn't like rubber stamping policies, but you can look and instead of approving and changing every policy, you can update the date with a review if they have not changed. So, I'm going to do some more digging on that and um whatnot. Uh lastly, um I had mentioned last month about possibly using PAS for strategic planning. I did talk to Joel Jurgensson at Madison because he's used Eric for other sort of data stuff they've used and then Adam Shaw at Lennox has used them too for things. I full disclosure I think they're getting started in doing strategic planning. They do a lot of nonprofit stuff. They're

just getting started and I want to find out a little bit more from Adam too, but I will look into some other companies on strategic planning and stuff. So, okay. I think that's all I have. Any questions? >> If you need some names, I might know a couple other companies on strategic planning, too. So, >> I I don't want to say Yeah, I've looked up a few and I don't want to say the wrong name or anything. >> Yeah. >> Um Yeah. So, >> any other questions for Scott? Thank you. Um consent agenda. So just I need approval of the consent consent agenda with the addition of the approval of uh Gina's contract. >> I'll make a motion to approve the consent agenda agenda. >> Second. >> All those in favor? I >> post nay.

Motion carries. Uh additional bills. We don't have any. >> No, we do not. >> Yep. Um, approval of nutrition directorship services. >> That is, is it still called Dakota 12? >> Dakota 15. Oh, >> they've added school. >> It's our food service um buying group. It's just contract. >> We just have to approve that. We want to join it. I >> I know they think this is the first year they've up some of the prices, but they do all the nutritional analysis, >> planning, whatever. and we're kind of bound um to what we can serve. I know years ago they eliminated salt but replaced it with sugar. And anyway, it's it's federal guidelines if we're going to get federal money for food. So, they have a dedicated person that makes sure everything falls within those

thresholds. >> Do they have any more like real food? I mean I I don't mean that the way it sounds, but I mean, you know, >> it's it's really regulated. It is. >> Yes. Very >> I mean it's our hands are tied. >> It's really it comes down to analysis and like >> the prepackaged stuff checks the boxes so you're not you don't have too much sodium or whatever. And I I don't know that the biggest fear from when talking to other superintendents is, you know, if you do your own, you have to measure out every single thing. And I believe that you get spot checked more if you're not within a approved group. So, >> okay. >> We have two nutritionists that are doing that for us. >> It's not like when Mrs. Cone

was here. >> That's too bad. Okay. So, we just need a motion to approve the um annual contract with nutrition directorship services. >> I'll make that motion. >> Second. >> All those in favor? I >> post. Motion carries. And 10. Approval of annexation petition to the city of Coleman for school land purchase. And I believe a copy of that is attached to the end. And I did talk to Maria at one of the games because I was just curious if it is annexed and um it doesn't get used for a while or we sell it at some point and it want whoever buys it still wants to farm it. It can still be farmland. It would just be within the city limits because that is something I was curious about. It's once it's zoned for

school, then it couldn't be used any longer. I mean, it would have to be something for the school. >> And really, this is just the next step. I mean, there's still a number of steps to go. >> They would have to approve it, >> right? >> But just because it's annex doesn't mean that >> it loses, >> right? Right. >> Yeah. So then I would just need a motion to >> motion to approve the annexation petition to send to the city of Coleman. >> Make a motion. >> All those in favor? I >> don't know what >> motion carries. And then item 11 is an executive session for SDCL 12521 for personnel matter and four for negotiations. >> Need a motion to for that motion. >> Second. >> Those in favor I >> I name

motion carries. 632 got. So the second one was for 1252-1. >> Yes. Okay. I just want to make sure that all right out of the second session and we need to set a special meeting for April 20th at 6:00 for um the only item on that agenda will be um executive session per SDCL 12524 for negotiations and then Our next regular meeting is currently scheduled for May 11th. There's track and softball and I don't know all kinds of things. So the we're going to move the next regular meeting to May 13th at 6:00. I need a motion to adjurnn. >> I'll make a motion. >> Second. >> All those in favor? I >> I >> opposed. Nay. Motion carries and adjourn at 803.
