United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all and everybody is going to speak at the public hearing is that correct? Yes. Okay. [clears throat] I need are there any changes or amendments to the agenda? If you want to have any sort of a vote, the this public hearing would not suffice if you want to move forward with the project, but that's entirely up to you. >> Got it. So, let's add um number 11 after the public hearing to say consider moving forward with athletic complex and then we'll just move the other numbers down. Okay. Does that make sense? Any other amendments to the agenda? >> Then I need a motion to approve the agenda as amended. >> I'll second. >>
N motion and 10 second. All those in favor? I >> I nay. Motion carries. All right. Discussion items. Mr. Johnson. >> All right. Psychar enrollment is currently at 329 students. Um our October attendance was 96.93%. So fairly good attendance in October. Um fall athletic seasons are winding down. Football team had a good game on Friday. Lost in Avon. Their season's over. We got state track meet or straight not state track state cross country. We have region Oregon Turp next Tuesday the 18th. and volleyball is going to here on tomorrow night for the Sodak 16. So, we're getting to the end of fall sports and activities already. Um, we had an early out on the 29th for staff development. We had Mr. Stolen talk to the whole staff. He kind of gave his they don't hug
the walls when they leave speech and kind of talked about bullying and school safety and having a positive attitude and all things mixed into one because that's kind of the way he talks, I guess. Uh and then we spent some time looking over uh testing data and things like that. We've been slowly implementing more talk about data and what we can do to affect our students and have a positive impact. We also have Diana Tyler coming in um to do a data dig with the staff at her in service January 19th. I think she's at Teach Well now. She's principal for a long time. Um October 30th we had ASVAB testing. All the juniors took the ASVAB. We had a few seniors that didn't take it last year take it as well. Um, elementary is
still looking at some curricula for language arts. Um, we have HMH Journeys, McGraill Open Court and Amplify CKLA. So, they'll have samples that they're starting to look over. We're going to spend some more time in the spring or as getting close to the end of the year and hopefully pick some new curriculum. Hope we find one we like. Uh Veterans Day program will be held tomorrow at 9:30 at the school. I believe we're offering roles and things for the service members and families beforehand. Um Wednesday, I'll attend the region principal meeting in Sou Falls. This month we'll be joined by Matt Gil, the Department of Education Assessment and Accountability Director, learn more about the ACT test and some things like that. And Shannon Malone, the learning instruction person for [clears throat] the DOE, will be
there. So hopefully I learn quite a bit about ACTs and how that's going to look in our schools. And next week is education or American education week. Elementary classes will have guest readers and dress up days throughout the week. They're going to do a read and roll Wednesday morning where parents can read and need a roll with their kids. That's all I got for now. >> [clears throat] >> Are you still doing the donation drive for the co I don't know or not? I know they received a lot of items. >> Okay. >> Yeah, we did have >> quite a few boxes. >> Yeah, probably an end date. >> Any other questions for Mr. Johnson? >> Yep. Go ahead. >> Um, you talked about a data dig with Diana Tyler. >> Yep. What um what
kind of data? >> Uh mostly like smarter balance testing data and >> so K12 >> K through 12. Yeah. >> But keep in mind that not everyone does the state assessments, you know. So I >> focusing on the smarter balance and >> Yeah. And the fast testing too. >> Yeah. >> And that's reading. >> Fast testing's reading and math. That's the one we do three times a year within the district >> with the just the K6 or K12 or K3. K8. Yep. >> Um, and then the curriculum that you're looking for, language arts, is that reading and like grammar and language and writing all tied together? >> All tied together. >> And then do you know if the reading part of the curriculum is based in the science of reading? We know the amplify CK
Kla we've heard it's really closely tied to it and I believe open cord is but we're going to start looking more into it to try and see but I know two of them are very closely tied to it and I think the journeys they updated it and added some science reading to it but that's kind of why I wanted to get it in their hands early to look at it and then start breaking it down see what we kind of find out >> just curious Josie is interested in going into elementary ed. So, we've been doing the the college visits and when we meet with those instructors in elementary ed, they have updated their curriculum. So, they are leaning towards and teaching science in the science of reading. So, I just was curious. >> I
think we I think the amplified CKI KLA was a big one for sure. So, that's why we grabbed that one and the other two I believe I think that's where everyone's going. Thanks. I was just curious. >> Any other questions? >> All right. Thank you very much for going on. >> Hey, auditors are here Thursday. We're here for a day. That went well. They do have a little bit of followup yet with them and they said we should have report done fairly soon. So, looking forward to that. Um this year we have um some changes with our election sub with the uh election information that came out of the legislature last spring and we'll do some updates with that. Uh we had two board members seats up this coming spring and that's uh Janet Keys
and Mr. Bolton and we'll have some more information on that in December. And that's kind of all I have right now. All right. Any questions for all right board reports? Dan. >> Um, no. >> Jen, I did the PL call, but I did it when I was driving home from work, so [clears throat] I of course wasn't taking notes at the same time. Um, that's Yeah, [laughter] it was very good. Um, there really wasn't a lot. Um, Mr. S was displaced from his office while they're doing some updates over there, but he should be back in his office and everything is fine. They're purging some old files. Um, but pretty much everything is on par. I mean, nothing nothing out of the ordinary. So, it's short and sweet. [clears throat] All right. Everything I have
will be later on. So, Scott. >> All right. Uh, I think we've just about finalized our clean diesel grant with the bus. Um, Foreman, yes, came and got the old bus the other day. We just have to get some disposal pictures. So, hopefully that'll be finalized soon. Um, November 19th, I'll have my superintendent meeting in Sou Falls. And then the last thing I had in regards to PL is Flandrew had their board meeting last night and they are looking to get out of PL and so I don't know the future of that. In a nutshell, um, we contract our school psych through them, which we use the fewest amount of days of anyone in the consortium. And so I I don't know if other schools are going to do whatever, but we may have to
look at a different source for for psychology services. >> Who do we split our site with right now? >> Tri Valley. and and they've kind of moved them based on who needs what days and just to fit it into one full-time spot. So, um we may have to do some [clears throat] we will have I mean I'll have my superintendent meeting and our collect meeting that same day. So, >> is there another association for >> there's different co-ops around? >> Okay. >> You know, um so I don't know. We will see what comes of that. >> That is all I have. >> Any questions for >> Does Teach Well, they're a co-op, right? [laughter] Or are they just >> I don't know exactly how they operate like I mean >> as far as their affiliation.
So I don't want to >> Okay. >> Any other questions? All right, we'll move on to item seven, which is the consent agenda. Two items on that. Um, approval of the minutes and approval of bills. I just need a motion to approve the consent agenda as presented, unless somebody wants to pull something for discussion. >> Motion a second. All those in favor I >> post nay. Motion carries. Additional bills to the polls. >> On the additional bills, I just want to add since we did the prepay on the propane uh for crossroads >> for diesel and gas. >> Diesel. Sorry, what did I say? >> Propane. >> Sorry. [laughter] >> For diesel. Yes. Um, I probably will be mentioning when we do have that on the agenda because it doesn't really show on our bills,
but I do have it included in the packet or in the bills for the month. And this month it was uh 2,745 and 6. So, I'll probably be mentioning that just so you're aware of how much that bill was monthly. is with the the um invoices for that particular market. It's just not listed [clears throat] in the building. Any questions on the additional bills? If not, I just need a motion to approve. Make a motion. All those in favor I say. Motion carries. All right. Um athletic complex survey result. So, we got those before the last meeting. Um, I shared with you the overall numbers. 56 were yes, 30% no, 14 undecided. Need more information. With those with the comments, they were able to send me the breakdown of the comments. And [snorts] through those
I basically with the nos and the undecideds I found the eight most common or nine most common questions or comments. So I'm going to go through those. Um if you have any questions let me know. If I don't get through it when we go to the public hearing I would like to finish this because it may answer questions [clears throat] before we take public comments. So um first of all um the very first thing uh I want to point out just because the question came up with using the bond money towards that I don't think we have any intention of doing that um but for reference we could tax up to three mills for capital outlay we are currently collecting about 2.75 mills years ago the board reduced the capital outlay ask so we are
capped at how much we can go up every year so currently just so you're aware it's about 2.75 2.74 so if we were if we could tax which we can't because we're capped at 3% right now we're taking in about 75,000 less in cataly taxes than what we could be so we're already you're already under the 3% %. Okay. [clears throat] Also, if we go forward with the leftover bond money, um, putting that in an escrow account, the original projections when we started that was 1.4 or $140 per thousand. That's what they estimated would go up. But putting that back in, that is going to drop that number down to a dollar per thousand. So, there was a lot of comments about how's the bond work, how's that? So because we will put that in
escrow account, whatever that generates for revenue will offset what we will collect for taxes until we can I think it's 2032 when we can actually pay off on that if that makes sense. So that's kind of where we're at with the uh with that. Okay. uh common probably the most common and it's pretty much the same um comes down to the project cost too much and how to pay for it. As far as cost too much that's going to be subjective um you know if we wanted to put astroturf in or you know do different buildings you could increase the cost. Um, the flip side of that is there was a number of respondents that said, "Don't cut any corners if you're going to do it." So, you know, I I I don't think we
need astroturf. I don't think we need, you know, and I don't want to get too far off on a tangent. Thing with astroturf, you don't have to do any maintenance to it, but it only lasts 15 or 20 years. So, your maintenance for astroturf would be a 100,000 a year is kind of what it breaks down to because you're always going to have to be accounting for that. >> [clears throat] >> Um the followup to that, how to pay for it. The plan would be to use capital outlay certificates. Um you know, no bond money would be used in that instance. Um so that's the first one and these might not be in the exact order, but bear with me. The next one concern was restroom facilities. Would there be enough facilities um for people
to use? um if you do something those are based on the number of seats you would have at your complex. So there's essentially a formula if you put in seating for 600 you have to have a certain number of restroom spots whatever. Um now I would point out you know if you do something and you have certain number of stalls it's not guaranteed that there's not going to be a line. you know, if you go anywhere, there's the potential for a line, but that like those numbers would be kind of we wouldn't decide that. That would have to be decided based on some formula with building cost. So, as far as the restrooms go, um, you know, that would be based on that. Um, let's see. The next one is usage. How many times would
it be used? I would say for a for football games four or five times a year, maybe one track meet. However, um if we did have a track that we could use, I would estimate track practices 30 to 40 times a year. You know, they would be able to use that facility to practice. We wouldn't have to go other places. Um you know, years ago, we went somewhere to practice, then we got kicked off their track. And there's others that have let us go practice, um, which we're thankful for, but there again, I don't know, there may come a time where they're like, "No, you can't use our facilities." Which they would be within their right to say that. So, as far as usage, I mean, I don't know how much it would be used
during the day, per se, for PE. I mean, we we have other facilities where they can go out for PE, do that sort of stuff, but you know, for track practice, um, that would be figured into some of the usage. The next one was there's not enough room if we build it over here. Um, I I don't know what that's referred to, but there were comments about will there be enough seating andor areas to stand. Currently at our current site, we have seating and bleachers for approximately 250 people. There was not a game this year where we had more than 125 people using those. There was the last three games I counted. One game we had just over 100 and the other two were about 70 people using those bleachers. So, you know, the amount
of people that use those, I mean, that's just what it shows up to be. Um, if we were to do some sort of a sidewalk around the track, some schools have fences around the track, some don't. That area could all be used for standing, sitting, bring your own chair. Um, if you've been to a track meet, you see that quite a bit where people bring a bag chair, they sit next to it. So, um, whether it's here or there, I just don't see, um, not having enough room for people. Uh the next one is parking. Um now we would not have a definite number of how many spots could be put here. Okay. However, checking national parking averages, the average national average for people accessing a store is 3 to 600 ft. They figure for
travel to get into a store. Employees, they double that amount. And then the national average, this is not a South Dakota average, for sporting events, is 2,000 to 3,000 ft for distance to travel to the event. So if you've ever been to a game at SDSU, you know, you might walk 10 minutes. So, and those are just national averages. Those are not high school numbers, [clears throat] you know. Um, but as far as parking goes, whether it's here or there, to throw an instance, uh, at the ball fields, if there was something to go there and you were to put them on the south side of the amateur field, there is a parking lot there, but it would be a minimum of 400 ft from the closest spot even to access that. So, I I
get it. There's an existing parking lot up there, but you know, um whether it's here or there, I don't know how much of an issue that would ultimately be as far as parking. Um there are a lot of comments both for and against this location, for and against that location to the north. Um, I know when we were able to look at, um, some of the negotiations and pricing, um, this location was more financially feasible just because of the options and, um, I I don't know how else to frame it that, you know, or andor stipulations that would go with each piece. So that's why that location was I think more favored within the group. Um any questions on anything so far? Okay. >> I have a quick question. Are there like required I mean
because I know there will be some parking if we even if we went up to this site over here to the east. Is there like a required number of handicap spots? Is that a code thing too or something that happens? >> That is based on [clears throat] the total number of parking spots you have. >> Okay. >> So like when we restriped ours, >> Bart sample did it. He had to count the spots and that's why like >> you know we have 160 spots. We have to have a certain number of handicap spots. So >> So that'll be driven by however many total spots are there. >> Your total spots would determine the total number of handicap spots that you would have. All right. Um, another concern or question was the grandstands as they were
drawn in that plan, which keep in mind we did not pay for those plans. That was just a here's a set of plans. Here you go. Um, they did draw in the grandstands on the opposite side of the field. Okay. Um, if we were to do something, I would have seating on the other side where the 100 meter track is at. typically that's where it aligns with that. Um, now there's a lot of questions on grandstands. If you guys I don't know if anybody went to Drook this spring. They just put up a new facility. Um, they have seating for 1,200 people. It's huge. Um, I think the cost of that was around 600,000. I would have zero intention of I would hope you guys would have zero intention of putting up a 1200 person
grandst stand like you know no matter what and the other thing to keep in mind is um if we're worried about space you know 10 years ago when you went to a track meet there might be 20ome teams there now it's really have more than 10 or 12 teams at a track meet so just the number of spectators is different than it was years ago ago. So, um you know the you know people said if you put the grand stands on that side you're going to be looking into the sun. I was in the crow's nest for every football game this year and 75% of the time that we had a football game the sun was down. So I mean there again yes it'd be nice not to look in the sun but I don't
think you're going to spend hour upon hour looking into the sun you know if it's on that side. Um, all right. And then this was brought up a few times and I just um want to kind of mention this as far as um the last thing is and I mentioned it and how many times it could be used. Last year we had 70 kids out for track. Um currently our kids practice on the streets, running on the streets. So, um, there were a few references to, you know, how safe it is for them to be running on the street, whatever. I don't know how many people in the future are going to be out for track, you know. Last year, I think since we offered to 6 through 12, I believe we had about 160
kids in those grades. 6 through 12 and we had 70 kids, you know, so you're looking at about 44% of our um students were out for track. Now, if we have a track, I'm not saying that all the track participants will not be off the streets. I drive a bus route around in Flanders sometimes and in the spring I know their long-distance runners are still out running. You know, there might be a handful of them or whatever. So, if people are saying build a track so no kids are on the street again, that's not I don't think that's 100%, you know. Now, would you reduce the number of that? Yes, you would. Um, but those were basically the the most common brought up questions andor concerns, you know. Um, there was a few about if
you build it over there, how will the bugs be? You know, I'm sure there'll be bugs. You know, my daughters played softball up north. There were bugs when they played softball there. when we have football games at the current location, there's bugs there. I mean, I don't know, um, you know, how much worse they could be there or whatever. Um, when it's going to be used, you know, it's in the spring and fall, so, you know, there's still bugs around, but it's not probably the the middle of the summer when they would be at their worst. So, um that is pretty much everything I have um as far as the most common questions or comments. Do you guys have any questions on any of those items? And I know we've talked about it enough at
meetings, but people may not be aware when you say that we're going to put the excess bond funds into escrow. It's because we can't make any extra payments on the bond until 7 years have passed. >> I don't believe we can make any pay. It's either the winter of 31 or the spring of 32 is when we can pay extra. So at that time, if that money goes into an escro account, whatever it generates would offset what we are collecting in taxes. So it decrease that amount and then at that time that 2 million or whatever that dollar amount is would go towards the bond and would knock that off. So what we would need to pay um the final result would be or the final amount amount cheapers would be less than what originally
was planned. And keep in mind that 2 million is probably going to reduce approximately four years of payments off the end. >> We have just a couple minutes before the public hearing is any board members have any questions or anything survey results? just looking at the percentage of kids [clears throat] um just with the numbers looking at and this is looking at our total student body [clears throat] and um of course it's not going to I mean all of our kids are never going to use the track nor are they ever going to use music or you know all of the science things or all of the PE things that we have but 21% of our kids would use that facility for track and about 9% of our kids would use it for football just
with the numbers we have today for this year and last year. So, it's actually a higher percentage of our kids than I thought it would be. >> Did you say 9% for football? >> If you take the whole total, >> yes, if you take the whole K12 and the 46 or whatever that number you sent me, including junior high and high school. >> Okay. total. It's actually about 9.1, >> which I know we're kind of getting into like details and they don't want me to do that, but we do have like little kid football and I know they play like Chester. Would they be able to use that? >> That's something that the board would have to decide. Um, you know, I I would be leerary to start opening it up because then you start,
you know, you might have more in maintenance costs and, >> you know, other things that I mean that those are things you'd have to consider. >> Yeah. >> I have 629. So, um, we are going to go into the public hearing on the athletic complex. And I want to thank everyone for coming. I really appreciate all of the just input. Um, [clears throat] so we're going to move into a public hearing on the proposed athletic complex. Uh while South Dakota state law requires any district wishing to do a project for public office certificates are to be used and the amount of those certificates plus interest is greater than 1 and a.5% of assessed valuation um that a public hearing is required. We are not projecting that our project will be over the 1 and a.5%.
Um but in an interest of just transparency and getting it out there for the public, [snorts] we um would like to have this public hearing so that we can get comments and questions from from the general um electors. Um I'm going to ask that we limit comments and questions to three minutes per person that would like to speak. Um if you feel that you need longer, let me know. Um, I will let you guys kind of decide if we want to start this way or start this way. I'll open to whatever. Okay. You want to start us off? [clears throat] I got three things that I'd like to bring up. My name is Jim McGuire. I'm for neither for nor against. It doesn't matter right now, but I guess I'm looking at this situation. You
mentioned growth. Folks, what's happened? Um, I walk my dog a lot and I've obviously been to many of the ball games out north of town. Pretty clear to me that there's plenty of real estate. And I know the word free isn't good, but look at what growth has caused. Seems to me that if you're looking at growth, that's the place to go. Right on over here, you talk about bugs and bathrooms and all kinds of things that people are complaining about. Out there would be, like I said, my point is just that if it's free real estate, so to speak, cuz it would cost you the same either way. Why don't you go where there's going to be some growth? Leave the community alone. The community doesn't need Okay, that's one thing. Real estate. [clears
throat] The other thing that is really odd to me is my wife has been managing industries or insurance industry, insurance author of 30 years. She got an email that [cough] said her survey was for this place only. She did not get a survey for the other one. I told her come from [snorts] 34 stop or classic corners. Hey, there's a real there's a survey for the other one. I'm still confused on why why two, but it's clear to me that there was two. She got one clear. >> There was one survey sent out from the district. >> Okay. >> Now, the picture was drawn over there, >> but there was not a survey to say, do you approve it? Yes or no there or yes or no. >> Okay. Well, clear to me the other
one was That's okay. That's why you see why I said odd. Not that I'm aware of from the school, [clears throat] >> but it's clear to me that they're pushing to go that way. >> Okay. >> And then the national average, I I think we could probably come closer to a South Dakota average. Everybody knows Elton Estline. They're just a couple. There's one down by Hurley. These things are popping up all over. So, I think we could be a little more um accurate as far as parking and things like that. But my point, I guess, I'll wrap it up here to keep under the, you know, the concession stands. They all have about the same size of concession stands. But if you're looking for growth, my point would be go out there where it's pretty
much already there. Parking wouldn't be an issue. Disturbing the community wouldn't be an issue. Disturbing all these half a dozen homes and families over here that are pretty well established. Go out there where there's already a sporting complex. And like I said, I'm kind of neutral. I'm not there. But at the same token, [clears throat] my background in real estate tells me you better go out there where there's some room for growth. 10, 15 years be looking at the same problem. And that helps me with odd stuff. But we were concerned at our house. We only got one survey. It was a little bit tinted. If you sent one survey to that spot, why not send them to both? That's history. That's over. That's no big deal. >> Thank you, Jim. Appreciate your input. >>
[clears throat] >> Oh, next. Sean Gaggley. Um, I just recently moved to town. We've only been here for about two years now. Um, but I'm in favor of the sports complex. I think it would be a great addition for the athletes here. Um, I listened in the school board meeting last month. I was going to try and make it, but I didn't. And I heard some of the numbers brought up and different things and how um, Coleman and I've been in the area. I used to be down in Baltic for the last 12 years. Um, now I'm teaching over Pipstone right now, but um, we're [clears throat] living here, so I truly know what Coleman Egan has had for sports history here and the athletes that have came through and how good the sports has
been here. Um, but speaking as a parent of an athlete on the track team last year, my daughter was one of those that really could have benefited from a track I feel on here. She doubled. She played softball and she ran track and she wasn't always able to get on do the hurdles when she used to when it was just a high school practice and didn't have access to that. So, we actually called a couple of our friends down in Baltic that I know as coaches and she went down to the track down there to be able to get on and do some practice on her own. So, I think there's a lot of benefits. Um, I know you're dealing with money and it's always, oh man, that seems like a lot for a new
complex. I know. I think when they broke it down to the six events, if you did four football games and whatever, it was like 29,000 an event. But I look at a couple things that Mr. Hammer brought up like the safety for athletes. Like you got 70 kids running the streets. Yes, there's still going to be some kids that run the streets, but if you get some of those kids off the street and able to practice in a facility that isn't in a hightraic area, that's probably a benefit. I look at that as from a coaching standpoint. I've coached for a long time. um being able to give access to those younger athletes. I mean, I think about football. I don't have any boys in football yet. I will have next year, but I think
about if you have a junior high game, would the boys be able to use a new field while they use this field here at the school for a game? Or opposite, would you play a junior high game on the brand new complex, the high school boys still be able to practice at this field here? I just I think in the long run when you look for student athletes and giving kids the most opportunity, I think this is a great would be a great addition to any school and I think with the opportunity you have sounding like it's not going to cost the taxpayers a lot of money. I think it would be a great addition to the school. I would the one thing I was going to say is I would also encourage the school
to look maybe at the facility out there. I look at you already got the baseball diamond out there. You got softball diamonds out there. What a great addition to that whole complex and area. Might be one of the best sports complexes in the area. A lot of things are split in other towns if you could get it all in one area. Um to me that would be a great asset. Um but if it has to go over here by the school, I'm in favor of it either way. I think it just gives the athletes here so much more of a benefit and kids coming up. Coleman's growing from what I can tell from being here in my short time and there's going to be kids that want to use that football field that want to
use that track and I just I'm highly in favor of it wherever it has to go. >> All right. Thank you. >> [laughter] [clears throat] >> Um, I might need more than three minutes. [laughter] I guess my first and foremost comment is why do you want it? Why are you for it? I've heard a million reasons against it and I've yet to hear a good reason for it. Um, I disagree with Sean extremely. We don't need it. I had a son who meddled in hurdles without a track. So, I disagree. They don't need it. He was a state track champion without it. Um, besides that, um, federal department of education was disbanded. That doesn't like raise huge red flags for you guys. Property tax relief and school choice have been a very big hot topic
at the state legislature. I spoke with a senator this morning and the bill in which they would would require capital outlay certificates to go to a vote is coming back next session. They feel very strongly about it and they feel very strongly about it because of our neighboring Oldham Ramona Broughtland situation which leads me to my next point. What if we need to expand again in 5 years and we just blew 5 million on something we didn't need? That doesn't seem financially responsible. December 16th is the Old Hammer Ramona Rutland vote. Why would we not wait until that at the very least to make a decision? That to me seems very wise to do. I would like to know why we used a bond for this school expansion. Why didn't you use capital outlay certificates
for that? is because you purposefully knew that the voters wouldn't approve an athletic complex. So, you didn't include it and you knew you could get an athletic complex accomplished without our approval. But that's not quite true, is it? Because state statute says that any approval issuance of capital outlay certificates is subject to a referendum of 5% of the registered voters based on the voters in the last register in last general election which I called Secretary of State today to get those numbers for you. Lake County had seven Coleman Egan school district registered voters and Moody County has 1,146. So of your 1,153 registered voters, I only need 58 signatures to get this on the ballot. And I promise you I will do that. Promise. Now I read in the packet today, it's not three and
a half million we're talking about. It's 4 and a.5 million. So, we just magically slipped in another mill there. So, let's redo the numbers, shall we? 4.5 million divided by 20 years, it's 225,000 a year. Six events, which would be four regular football games and two track mates, would be 37,500 per event for 20 years. I cannot tell you, I love track. I love track so much. I don't think 375 is worth a track fee. I'm sorry. [clears throat] That's insanity. Again, sell it to me. Tell me why we need it. Tell me what our students will gain from it. [clears throat] How is this going to better their education? Sell it to me. If the community supports it so much, fund raise it. Don't have the taxpayers pay for it. The school board should
be focusing on the school, not sports. Please be fiscally responsible and do not proceed with this. I also don't understand and really am concerned about the fact that I've not heard a single number about this land purchase. How much is it going to cost? You must have an idea. >> We do, but the negotiations are not final. >> There has to be some sort of estimate because that adds a big dollar amount to this project and it could put you over the one and a half%. And don't think breaking it up into two chunks is the way to go. I mean, did you learn nothing from all our R? >> We're not going to do it that way. I mean, that's what it appears like to me right now because you're wanting to approve the
land and then wanting to approve an athletic complex. So, it appears that you're trying to break it out into two separate capital outlay certificate things. And I'm telling you, I would be very careful in proceeding that way. Did you know that the land is in a flood plane? I was listening to the county commission meeting where they were talking about that plot of land right over here to the east. It's in a flood plane. How much is that going to add to the cost of your construction to build it up? How much is it going to add to the cost of your insurance to ensure it in a flood plane? I don't think that that piece to the east is viable whatsoever. And what are we teaching our kids to borrow $5 million for something
that we don't even need? Fundraise it and then build it when you have the money to pay for it. That's all I have. Thank you. >> Thank you. >> Um Magguire, um I don't really have much to say, I guess. Um the survey that did go out was only I think like three questions long and I know it was probably a very preliminary survey. Um however for you know the amount of money that you're asking is very very [snorts] superficial. I was thinking it was going to be longer more in-depth questions more possibilities even if they went nowhere but just being more upfront with it. [clears throat and cough] Um, but I do think, you know, with with the cost and especially like the where I work, we have a lot of very high capital.
I mean, a million dollars is nothing to what our projects end up being, but if you overran that school by $3 million and had that laying around, why could like how did that come about? I mean, that's a sizable percentage. I I for me if if we were over by like 10%. I would think that someone could estimate a little tighter especially if they have to contract everything that that number should have been much smaller. And I think with the school you know to her point is you know if we see a hundred more people in town they can't go to class on a football team. I mean, I'm for it either way, whatever. But like, we need to think that if we just built this school and it's already tight or will be tight
in five years, what are we going to do? I don't know. Um, yeah, I guess I I just I don't It's all I had. I wasn't prepared to talk, but >> that's I appreciate comment. Appreciate it. >> Sweetie Gangler. Uh, basically I agree with pretty much everything you said. I agree with everything you said as long as it's out where the baseball field is. I agree with almost everything you said. I think we want it. I don't know if we can afford it. But again, in the floods in the over there, I just think I don't know how you build it up. I don't know how it's ever going to be big enough expansion. I Yes. My house sees that beautiful sunrise every morning. And I know I'm very partial to the whole thing, but
you don't live there and you don't live there and and you don't live there. And all of you make sense, you know, even though um it's not your backyard. If we did anything, even if we don't do the whole thing right away, keep expanding where our complex already is. And I know like that the survey [clears throat] like you said was not very very complete. I said no. He said yes. We both want it as long as it's out there. [snorts] But um uh you know uh yeah. So if the survey says well 56% said yes. That does not mean 56% of the people wanted [cough] so bad with inside a [snorts] building [clears throat] in our backyard. Yeah. Oh and parking. I don't the parking thing has me somewhat concerned but um yeah like
yeah sir you want to talk >> okay [laughter] >> can I add one more thought >> yes you can >> just curious and and I think everybody in here has got the same impression, but you mentioned something the trip the trigger of these other comparisons. I have never been to a track meet yet and they have obviously grown over the years. Football, it doesn't matter. But as I look and I'm analyzing this just in the last few minutes, something I really never thought about, but I when you go to Dubrook, you go to any one of these ones you that I've ever been to, and I would assume they're the exact same ones you've been to, parking is terrible. So, if we're looking over here and it's pretty much too small already, I I think
you let's take a real good look at where the options are for growth and talk about expense and talk about real estate. We all know whether you can afford it or not, that's not the issue. Is it available? So, I I would really like anybody that you've all been there to just I guess my whole point is if you're going to build something and some of these folks have already built up the school. That's a real reason we're here in the first place. Give these kids an education, not a place to play football and you really don't have much of a contest cuz we've won just about every track meet, every state track meet. So, I mean, they're certainly not stupid to the fact of kids on the street, but they're not running up down
Minnesota Avenue or something in Sou Falls. So that's that's a whole issue whether you need it or not. But if you do it, at least do the right thing and put it in the right place. I haven't been to a track meet in years. My wife actually grown older and using a walker and stuff like that. So I've been quite conscious of parking. She doesn't go to them anymore because there's a damn far you can't get to them. Bottom line is I don't mean to say it quite that way, but yeah, I think if you're going to do it, put it in the right place cuz this over here clearly I don't see that being big enough at all. You mentioned that body of water and government and all kinds of stuff moving things around.
I'm all for a new complex if you put it in the right place and I think that's what these folks are trying to say. He's got one more thought here. >> Sure. [laughter] >> I want to say I can sell you on it. >> I only knew your son for two years [laughter] and and please take this to your son was a phenomenal athlete from what I watched. Okay. >> Thank you. And with that being said, the point I'm trying the point I'm gonna try to sell you on a little bit is my daughter Addison was not a phenomenal model. So [laughter] having the track for her to get that extra practice on, I think Jackson could have stepped on the track and probably done any event he wanted and had a chance to be
a state champion or place at state. My daughter didn't have that athletic ability. And to me, that would be one of the reasons I would try and sell you on it is for those other kids that don't have that gift that some kids do. There's other kids out there that have it, too. But then they have the chance for that extra practice. And not that the coaches put out the hurdles here. It was just the feeling of being on the actual event surface, knowing how it feels for those kids that aren't given that or aren't gifted with that athletic ability that some other kids are. So, that would be my one chance to try and sell you on why some of those other athletes would benefit from having a facility like that. Not that I'm
going to convince you that that's my that's my one selling point. >> Fair point. >> I'll make a comment now. >> Sure. Um, my biggest beef with the survey is it it's not official. I mean, if you're for it, you could have said 82 comments, you know, or against it. I guess it could go both ways, [snorts] but you know what I'm saying. It's if we're spending this kind of money, I think we should have everyone have their say and then go from there. >> A vote. >> Exactly. >> Not a survey, a vote. And as far as running on the streets, I go to Madison, you see college kids, or I think they're college kids. They're running up and down the streets, too. And maybe they're high school, but they don't use their facilities
either. I mean, you see people running. Brookings, same thing. So, and like I said, this ain't downtown Cincinnati, so they got slow signs everywhere. So, >> anybody else? Scott, do you have anything you wanted to add? >> I don't think so. >> I mean, I will address the just the one comment they made about the bond for the school addition because we did know that that was going to far exceed the one and a half% for capital outlay funds. So, it was going to go to a vote anyways and so we did the bond initiative so that we could have the vote right away. um this we felt like that was kind of time sensitive and critical to the growth that we were having. So we needed that to be done. The track and field
not as time sensitive, not as critical. Um and in the end I do believe that we'll be asking for less than the 1 and a half%. So, um, our attorney has told us that it actually cannot be taken to a vote because it's under the one and a half%, but we'll see if it does. >> Well, 58 signatures and it sure will be taken to a vote. >> All right. Anything else? >> I guess it kind of reminds me of the whole prison thing. You know, at first it they bought the land and they it's going to be in the Lincoln County and get Wasco out of there and finally get it to where it belongs and you know, the committee. I I feel it's kind of like that. It you know, they needed a
new prison and they finally figured out the right place to put it. I think, you know, we we needed a new track. I don't know that we have to do everything all at once, but it does not belong over there in that flood plane that those mosquitoes are and the poor people. I Oh, >> did you ever do the math on that per prisoner? >> What's that? >> Did you do the math on the what it cost per prison? >> That's not appropriate. >> Yeah, >> I'm just saying do that sometime. >> Not appropriate. >> Okay. Um I will if everybody is good. Okay. We will close the public hearing to new item number 11. um which is consider vote to I what did we move it to? I didn't write it down. >> Consider
moving forward with athletic consider moving forward with the athletic complex. Thank you. >> When is our next board meeting? >> It is December 8th. >> I make the motion to move forward. Okay, there's a motion. So, >> second. All in favor? I >> I opposed. >> Okay. Three to two. All right. Um, considering hiring ISG to design a concept for an athletic complex. [clears throat] So ISG put together a proposal that would basically take it from concept to finish. However, if you want to get more numbers and be able to actually do some sort of bidding to have a more concrete number, the first part of their proposal for the pre-design, if you wanted to only approve the pre-esign for the 39,500, that would get you the information in order to get more concrete numbers
as far as what it could cost. So their whole proposal is 386,000 I I would not, you know, I would not approve the whole thing, but just approve the pre-esign aspect of it. I mean, that will allow you to find out [clears throat] if it's going to be 3.7 million or 4.6 million or whatever. Um, keep in mind that the designs we've got or drawings are basically pro bono. They put stuff on. They're like it's not measured and anything like that. So, >> can they when they do the pre-esign will that be could it be for either site or is it sight specific? >> I can check on that. So essentially, I mean, you're going to have the same a track and football field and then you put stuff around it. So, >> right. >>
Um, so I think we were going to need the numbers or something for somebody to bid on or get donations and all of that. So, um, I would ask for a motion to approve just the pre design, not the full contract um for ISD. >> All those in favor? I >> oppose? Nay. >> And that has three to two. Motion carries. Um next item is take action to advertise for construction manager at risk. Can you explain that a little bit? >> So the construction manager at risk if you that is one way to complete a project. You can do the design build like we did for that. Um and talking to other superintendents this would allow local contractors the best opportunity to be involved in any project. So basically take action to advertise is I've
got a sample that was I acquired from another district which I I think I switched um all the verbiage in it. Basically you just advertise it for two weeks and then whoever would be interested in working on the project has to submit a proposal and then the board would go through those proposals. You can choose to interview, you can choose not to. you can choose to pick for whatever reason, but um that's kind of how the construction manager at risk. Um they would look for bids and then they would give you a 100% this is your top dollar amount and if something goes haywire, you do not go above that. There's, you know, you know, if you have RFPs for changes, [cough] those would be on the district. However, um if they come back with
a number and say it's 4.2, that's the maximum price it would be. >> Okay. So, you >> once again, this is just to advertise in the paper that we'd be looking for one. It >> you can accept one. You don't have to accept any if you don't want to. Um, but you know, if you're looking to get more information on it, you're going to have to, you know, look for someone to run the project. >> Yeah. So, they would be the ones going out to get bids from the >> Then would Yes. They would contact and solicit any and all bids. >> Okay. And I would ask for a motion to take action to advertise for the construction manager at risk. I'll make a motion. Second. >> All those in favor? I >> I >>
oppose. Nay. Nay. >> Three to two carries. >> Um, next item is the first reading on the wait room use policy. >> We did get those from I think three or four different districts [clears throat] if you want to look at it and read through it. um and this is I mean if whatever suggestions you have first reading um you know please bring them forward um the reason we went with a one-page document is we felt that people would actually read a one-page document some schools had six or seven pages sorry that's what it was but um you know >> I did have a couple comments um I know it says the school is not responsible for accidents or injuries. But I would ask that we maybe just say that like they agree that they're
using the equipment at their own risk and that maybe they consult with their doctor before starting a fitness program or something like [laughter] that. I whatever language they do at the beginning of exercise classes. Um, is there anything about kids? Like >> that's what I was looking for as well >> because I mean I know that like obviously our students can use it but I just don't want it to become like a daycare where if you're working out and then your kids are like >> running a muck >> put that in there somehow. It does say that you have to have a fob, but I think people would maybe think that their kids could still come in with them. I don't know how to address that less, but >> and I can get more clarification.
I mean, I don't know what >> Yeah. >> We did that um for fat man's week, too, but I think that's probably gone by the wayside since then. >> Yeah. or like what access because that's would be my other concern is if the parents working out and the kids like running in the hallways will they be able to access the rest of the school? They shouldn't be, but >> okay. >> Um I think it has sorry haven't broken down by this. Um it doesn't have in there, but we could put a a line item in there for if you are somewhere other than the weight room, you can lose your fob. >> Yeah, something like that. And [snorts] do we want this to go through legal or is there no reason to have this go
through legal? >> I can send it to Rodney. >> It wouldn't hurt to have him ticket and maybe the insurance company too. >> Any other comments on this? >> Is it $50 per person or $50 per family? I would recommend if your family wants to get one, you and Jeff want to work out together, $50. I I think I would just leave it at that. And >> for a year >> for the for the calendar year, which I [clears throat] you know I I feel that if you charge them a certain amount, I think they're more apt to respect it, take care of it, as opposed to, oh, I just lost my fob. You know, I know it's a small amount, but >> So, if they decide that they're going to be done going to
the gym, are they responsible for returning the flow? >> Yes, they would have to return the >> Does that need to be listed somewhere? Now, once you pay once you would pay the $50 for the year, it's not like I mean, >> but if they don't re-up it, then December 31st, we can collect the POSs. >> And if they don't, they can just get shut off anyways, right? >> Correct. We could reset them. So they won't we won't have this staffed. >> Correct. I know some districts open it up less time, some open it up more time. might >> maybe we should put on there that like this agreement is also subject to change because we may get into this and decide that's too many hours or not enough hours or and then number nine
if they're not staffed I don't know how they're going to ask school staff for assistance >> or you just mean >> I think that would be to plan ahead if you were you know >> oh so just at a different time got Any other suggestions or comments on that first reading? I need number one to not be under the also please. Doesn't need to go in a different spot. weird. >> I don't think we even need to also [laughter] just This is it, dude. [clears throat] >> All right. >> Yeah. Accept that also, please. Or just take it out. >> Mhm. >> Yeah. And if you have anything else too, I you can probably just >> please email me, >> Scott, because we have until the next meeting to do the >> Yeah. And I
think if we put subject to change at any time that >> it's great until you see people start to use it and have to, you know, adjust something. >> Exactly. All right. Anything else on that one? We'll move on to item 15. Update on land purchase. Scott, >> so the plat was approved by the county last week. Um, and so now I will reach out to Rodney to draft a purchase agreement on that parcel land. Basically, that's whatever he uh needs to finalize with that. But the DOT approved the plan, the county um approved the plat. That would be the last step is to purchase the land. >> So then that purchase agreement would be we would approve that >> the the district as a whole or the board as a whole would have to
approve that. >> You next >> the district or the sorry the board gave you permission to sign documents but all documents have to be approved in front of the entire board. >> So we would vote on that. >> Correct. at the next meeting. Any questions for Scott on that? Will we be able to compare and contrast the two pieces of land? Yes. I mean, so we decided to purchase that piece [cough] [clears throat] because the price was really good and we were landlocked here. We didn't have a set. I mean, we could use it for a track. We could use it for expansion. We could hold it, you know, but yes. >> Right. With all the concern in the community though, can we compare and contrast so the community can understand why we're leaning towards
this piece of land as compared to that piece of land? >> Yes. I think once we have a a signed purchase agreement because we don't want to >> undermine our negotiations then yes. Absolutely. >> Okay. >> Yes. >> Okay. Any other questions on the land purchase? >> Um, as far as the water table, we've addressed that and we've talked to somebody about that >> as far as the core and how the barrier is and what that you can make adjustments to, you know, or you can alter the landscape. Yes, you can. >> Yeah. That our field isn't going to be flooded every other week. Every time we get five drops of rain, we're not going to be flooded out there. >> There would have to be drainage and everything else. Yes. >> Okay. Any other
questions for Scott? All right. And 16 surplus lunchroom table value $2,700. [cough and clears throat] [snorts] >> So, we want a lunchroom table. Yeah. Um, and then we ended up making changes to our lunch schedule because we thought we needed it. However, um, it was not returnable and we have another district that would purchase it instead of buying new tables. So, I I think we would be out some shipping or something. But >> this is a one room table. >> Yeah. You talking like salad bar table or like sit up table just to >> it's a it's like a 16 person. It folds up. It does stuff is not like >> chairs and desk and tables are not cheap. Good job. [clears throat] Wow. >> Okay. >> Yeah. Okay. That's crazy. >> So, we have
a buyer. So, we just need to have a motion to surplus the lunchroom table for the $2,700. So, I'll make a motion. All those in favor I >> post a Mickey. >> Did you? Motion carries. >> Okay. The next meeting is scheduled for December 8th. Has I'm guessing that basketball will have started, but >> I don't think we have a game that night. >> We don't have a game that night. Gosh. >> I think our first game start >> junior high boys basketball. >> Junior high. >> Oh. Well, it says vers at 4. So 6:00 should work. [clears throat] >> Okay. Then the next regular meeting is December 8th at 6:00 p.m. where I need a motion to adjourn. >> I'll make a motion. >> Sorry. >> All those in favor? I >> post. Motion
carries. Thank you everyone. Is it fair to ask a question? >> We're not in a meeting right now, so you'll have to ask an individual board member. >> I'm curious if you got you guys just voted for 40,000 to have somebody do a survey. And the other thing is that land purchase, is that secret or the
