I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Still says >> All right. Do have a couple people that would like to address the board. I would just like to remind everyone about our public participation at board meetings policy um that it is a meeting that is open to the public um and but members it is not a public meeting. So this is the time that we have for individuals to speak to the board. Um typically we like to get um notice to the superintendent before the board meeting um just so that we have an idea of what's going to be presented. Uh there really isn't a comment section, but you are given

three minutes to discuss um the topic that you choose. So Laura, your name is on here first. Um I will give you three minutes. The floor is yours. Okay. So in regards to the uh proposed athletic complex, um I went on the lower side of the money, uh 3.5 million. And if you divide that out by 20 years, which is kind of a typical note, mortgage you might say, um, that's 175,000 per year. If you divide that out by six events, which I'm counting four home football games, that doesn't count any type of um, you know, anything else, playoff games, two track meets. Um, that would be $29,166 per event. I think that that is an obscene amount of money uh for something that we don't need. Uh I have athletes, so I'm not against

athletics whatsoever. Uh my son Jack just graduated. He was the second best in the state in 300 meter hurdles, fourth in the 110 meter hurdles, fourth and fifth in long and triple jump. That's all without a track. So, I would say those are probably some of the hardest events to practice without a track and yet he is a state champion. Without it, it is not needed. A football field. Um, I understand, you know, it's no secret that I'm not a huge football fan, right? It's during harvest. We're busy. And it also scares the crap out of me. I don't want my kids getting hurt. That's what I don't like about football. But Jack played football last year and he did amazing. And what really him playing football made me do is appreciate our hometown small

football field. It is special. And you know, without him playing football, I maybe wouldn't appreciate it that. But going to a giant complex doesn't have the same feel. You know what I mean? like it. We really should appreciate what we have here as being special. Um, no doubt that an athletic complex would be lovely, but it shouldn't be paid for by tax dollars and it could be referred to the vote of the voters. If you guys decide to move forward with it, we can petition and get enough signatures that it would go to a vote. So it is true that you're under the 1 and a half%. So by state statute you don't have to go to a vote of the voters but it can be referred to a vote. Um so those are things

I would like you to consider when we're talking about a sports complex. Thank you. >> Thank you. >> And okay it's >> Kirsten. Okay. And yours is >> Kirsten. Kirsten. Okay. No. Hi. >> Is it my turn? >> Yes. >> Okay. Uh hi my name is Kirsten Kimbro. Um, I am just here as someone trying to participate a little bit more in my community as well as with recent events just voice my concern as someone that has a child in the special education program. Um, very concerned about how recent changes will impact our household, our child. Um, and this is kind of just a twofur of looking for one, you know, I don't need this answer now obviously, but hopefully you folks kind of have something in mind because things will be changing and and

maybe addressing that to the community at some point um as you understand the changes that are impacting the community and the school. Um, and then also if there's anything that I as a concerned parent can do to help as we get into those concerns because those resources that they cut are, you know, they start at the district level and they work their way up through the state and the federal and those are resources for over 7 million children in America and I am very concerned about those ones in our immediate community, one being my daughter. So, thank you. >> Perfect. Thank you. All right. Are there any uh changes or additions to the agenda? Then I just need a motion to approve the agenda as presented. >> Melissa second. All those in favor I >>

opposed. Nay. Motion carries. Discussion items. Mr. Johnson. >> All right. Let's see. October already. Let's see. October 1st, the junior class and a number of seniors attended the college and career fair in Madison. the whole junior class went. Some seniors went last year and they wanted to go again. I think they had a pretty good time. Lots of people looking for workers and colleges there. Um last Wednesday attended the region principal meeting in Sou Falls. They had a panel of they called them former legends. Talked to the group of principles. Um there are five guys that were I guess teachers for a while, principles for a long time and superintendents for a long time. And they're all retired. So that's a good morale building stuff. Talked about there are lots of worse things you can

do in this world to be an administrator and kind of put a positive note in education while also talking about some of the things that are struggles and they talked about cutting funding and some other things and what schools can do. So kind of started some of those conversations. Um we hosted conferences last Thursday. We had a good showing. Heard lots of good comments about the new building. Also, a lot of our new students are enjoying their time at Coleman Egan. They said teachers, parents, students have been welcoming. They're enjoying it here, which is great to hear. Um, elementary had about 96% of parents show up. I think some teachers met with people beforehand and later, so it's probably closer to 98% when we're all said and done. Junior high we saw about 60% of

the parents which is pretty solid. In high school we're around 40% which is pretty similar to what we've been getting the last few years. Um hopefully in the spring we have similar numbers and get more people in there. On Friday we had inservice in the morning we talked about school safety and save yourself. We had Chad Sheihan talk to us a few years ago. Kind of reviewed some of those things. talked about our emergency plans in case something never happens. Hopefully never does, but it's going to be ready. Mr. Hem and I are going to talk to students. Can't remember if we said this week or next week. >> The week of the 20th, >> the following week, and send something home to parents, have them talk about things, but just we have some talking

points for K through five and for high school about how to shelter in place, be aware, um when to evacuate, and other I guess other things like that. Um, what else? After the save yourself, we talked about our SAT process, uh, student assistant teams. We kind of had the elementary teachers break down where their students are at to try and determine who would be best served by getting title and I kind of broke into a a little bit of a data dig. We looked at our scores and standardized tests and other things and teachers got in groups and talked about what they do and what's successful and things they could do in the future to help raise some of those scores. So, it kind of turned into a good SAT process meeting that turned into

a data dig and led to looking at data and a lot of other things. And then in the afternoon, elementary teachers learn more about studies weekly with a course that the state provided. That's the social studies that they're doing K through five and they started looking at their HMH journeys curriculum which is new reading curriculum. We're going to be looking at some more throughout the year but getting a head start and the high school teachers took some time looking at lesson plans and state standards and comparing the two and looking for ways they can improve some of their lessons. Um the book blast ended on Friday. I think we raised $9,725 for books. I'm not sure how many books we earned. Last year we earned 700 some maybe. So I don't know if we'll be

close to that. I have my meeting tomorrow with them. See how many books we raised. Um October 17th already the end of the first quarter. That's Friday. The year's flying right along. And October 30th juniors will be ASVAB testing in the library. Any questions for anything? >> Is this This is the first year that the juniors will take the ACT instead of Smarter Mal. Sorry. Does the school pay for that or parents have to pay for that or how does that work? >> We're trying to figure out We talked about that a little bit at our principal meeting, too. >> I believe it's state funded because it's state mandated. >> Okay. >> But they're trying mandates that >> Yeah. the state is supposed to pay for it, but they're trying to work on how we

get accommodations and everything sent to them and signed up and then >> Okay. And then will they take it here or will they have to go somewhere? >> They'll take it here in the school. >> Have anything else? Anybody have any other questions? >> Thank you, Mr. >> Okay. I just have a couple of things. I just got done sending off um audit reports paperwork to the auditors last week, Thursday, I believe. So, I should have pretty much everything I need and they will be here in November. I believe it's the 6th. I can't remember exactly what day it's within the first week or two of November. So they will be here one day and then uh I'll if they needed anything else then I'll probably just sending it to their portal that they they

use and I upload everything too. And then the only other thing I wanted to bring up was on the um the levy request with the tax is always changing and they're finally getting numbers in for in October. And on the capital outlay last week I or excuse me last month I reported that our maximum was 934,635 and I just got a report. It's now 965368. So a difference of about $30,000 and just giving you that information as how it changes. It's >> not based on valuation. >> Correct. Correct. >> And the numbers are starting to come in. Any other questions for Liam? All right. Thank you. Board reports stand. Um Jenny gave me her plea report. Uh let's see. Bills, financials for plea. The only out of the ordinary monthly bill was a charge from

Rodney Freeman for legal advice. a new tablet for the Baltic site and Sykes mileage should be submitted on a monthly basis, but that doesn't always happen. So, some of the months have higher mileage claims than others, but even though it's even throughout uh the director's report, it doesn't look like he really had anything. Tri Valley and Coleman share a school site. Um it's a first year psych so she needs an eval two times a year and the first is due November 1st. And then the state school psych conference two of the five psyches are going. It's $125 fee. Uh they make their own accommodation arrangements. There's no upfront funding payments from Fleck. They get reimbursed after attending and they don't Fleck doesn't incur any cost if they decide not to attend. Uh, superintendent meeting is

this coming Wednesday and the state ed co-op director meeting is Monday, October 30th and Terry plans to go. >> Yes, that to um there was maybe something else. I think that's all I remember. So, and then I don't really have anything. Um, everything I have will be discussed later. So, let's go. >> All right. Um, last month I talked a little bit about the city reaching out about combining library stuff. Uh, I know you guys had sent me questions. I sent them to the city on September 24th, which they sent them on to the county, which the county oversees our city library. I have not got a response back on those questions. So, that's where we're at with that. Um, I don't know if anybody says anything, but I'm still waiting for some sort of

response from them. Um, I have had with conferences being on Thursday, I did have a few more parents approached me about the possibility of 4 days school week. Um, you know, I've I've seen some stuff. Uh, I would like to visit with staff, look and see what other school I mean, by no means am I saying, hey, we're we're really digging into this, but it is something we should look into. Um, or I'm going to look into, you know, so if you have any thoughts on that, um, I know about 25% of the schools in the state currently have a 4-day school week and almost all of them are a little bit different. I mean, it's um kind of all over the place with things. Um a few initial concerns I would have um some

of the first schools that actually did 4 day school weeks that it is a cost-saving thing and part of the only way you can really save is if you adjust your day length. I'm a little bit skeptical of starting earlier. If you get out later, practices go later. I mean, there's, you know, at the end of the day, students are probably going to still be in the building the same amount of minutes, if that makes sense, then how you do it. But anyway, there is some discussion about it. It's not, you know, super hardressed, but just just know that I would assume people are probably going to be approaching you if they haven't. Um and so >> and I actually referred the parent to you too because um as a for I said well that's

going to probably be a recommendation that we would take from administration once they looked into it. It's not really something that we would look into on our own. So >> I'm glad that she reached out. >> We are looking into it. So if someone says they're looking into it, we're looking into it. That's kind of how that is. Um, as you said, I will have my PL meeting and our area superintendent meeting on October 15th. Um, I just got word last, well, I think it was two weeks ago now that our new bus that we're getting with the clean diesel grant is in production, which means it could take another two to six weeks to get. So, anyway, we're we're closer on that. Um part of that in case somebody asks because I have been

approached in order to get that you have to basically dispose of a bus. So they will take um I believe it's bus number four. It is bus number four and then it has to be destroyed essentially. So there's nothing we can we can't save the engine or anything out of that. Um, this past week was actually fire safety week, but in talking to the fire department, the people that usually come couldn't make it till this week. So, we are going to be doing some stuff with fire safety this week. Um, if your kids come home and talk about it. Um, also there's still some debate within the state. Um, our seniors for the last six or seven years have taken the National Career Readiness Certificate Test. Um, and for a lot of that time, the

state use that as some of the measuring stick for schools. Um, they've gone away from that and now they don't fund it anymore, but we're looking into seeing if that would be a factor that we could use. If that is the case, we would look to have our seniors take it. I believe the cost is $50 a student, which they do get some certificates about it from it if they do well enough in each category. Um, and there are a lot of businesses that recognize those. So, if you did get a gold or a platinum or whatever, I know they when you go to certain places, they start you at different pay rates or levels based on what you do on that test. So, not only is it for our career and our college and

career readiness in this numbers, but it's also something that the students could use if they so choose to to go into one of those areas. Um, and then the weight room equipment is supposed to show up tomorrow and then they're going to install it Wednesday and Thursday. So, my plan is in November to bring some different policies to you guys um to start looking at see what other schools do as far as you know utilizing those facilities for public um and then probably finalizing some sort of policy in December. I don't know if we'd be set to go with public using it as far as January 1st goes, but it would be nice if it's sort of coincided with the calendar year, you know, not just the school year. So anyway, um I know there's

a lot of schools that allow access. everybody kind of has a little bit different plan and we'll we'll look and see what other schools kind of do and you know something that >> and check with um MMA too maybe on like our insurance policy see if there's any changes or anything we would need to do with that. >> Okay. That is all I have. Any questions for Mr. All right. Thank you. Um item seven is the consent agenda and I think I just um and actually Jenny brought this one up but the approval of the minutes I think we had we had Kirsten listed a guest but we didn't have Laura listed as a guest and we wanted to add her because she did speak to the board. Sorry to make a correction. >> So

with that one addition, I just need a motion to approve the consent agenda as presented. >> Motion and made a motion. Second. All those in favor? I >> I post nay. Motion carries. Additional bills. There should be some on the table. >> Yes. And with those, the first two, um, the child and adult nutrition and also the east side Jersey dairy, if you'll see on your packet that I sent out, those were all under one. I voided that check and then redid those two under separate. That's why they're on here. So if you see that on there twice, the first check under your original packet was avoided and now it's replaced by these two different checks and then the rest were just added on this afternoon. There's any questions on the additional bills? Otherwise, I

just need a motion to approve. Motion second. >> All those in favor? I post nay. Motion carries. Item nine, approval of the updated OR dissolution plan. >> So, last month we approved the plan as they presented it. Um, since their last meeting, there was three things that came up that the state questioned them or said they had to change. Um, the first one was legal descriptions of some land. I don't think they had legal descriptions listed for some land that would obviously go to a different um district. There was a question on some playground equipment. Um I think they were going to give playground equipment to to a certain entity, but it was purchased with certain funds, so they couldn't do it. And then the third thing, there was another mini bus that they had

that was bought partially with grant money that they would have to give to a district as opposed to sell it on sealed bids. So really, those are the three things that changed. Um, nothing else. I will mention though too, um, I have had a lot of land owners reach out to me since the last meeting. Uh, I think there's some concern about the land still where it's getting split up. Um, but anyway, I did talk to the secretary of ed, Joe Graves, and if the disillusion goes through, there is a small period of time where minor land changes can happen. I don't know what it takes to make those and I don't know if that was just there can be changes. So I um you know so I don't know if it goes through I

could see some people saying they would like their land in this district. There could also be people that their land got put in this district that said they would like to go to a different district. When we get more information I'll share it with you. But I guess my first thought on that would be if somebody wants to be in a certain district, I you know, if it takes board approval, I mean that's for whatever reason whether to accept or let someone go to a different district, I would want to hear those reasons out before making any decisions. >> So, but guess the three changes as far as the dissolution is why it has to go to all the districts again, >> right? Does anyone have any questions? >> I just need a motion to

approve the updated OR dissolution plan. >> Make a motion. Unless >> a second. All those in favor? I >> I post nay. Motion carries. All right. The second reading and adoption of the AI policy. And I'm going to preface this by saying we're going to even if we adopt it now, it's still subject to change as the ASBSD um quickly updates these policies right now. >> Um but I think it's a good step to at least have something in place. So um I would just need a motion to adopt the AI policy. >> A motion. >> Second and second. All those in favor? I >> I >> post nay. Motion carries. Item 11, um, select representative for delegate assembly. And since Jenny's not here, no, I'm just kidding. But since Jenny has done it for

so many years since she's so good at it, um, I'm going to select her as a representative. Uh, if it happens to fall on state volleyball, um, as it often does, we can figure out a an alternate if we need to at that time. But I'll designate her as the delegate assembly representative. >> All right. Item 12, update on land purchase. >> All right. So, in the middle of September, Midwest Land Serving came and did a plat on the lease edition, which is located east of the district. Um, they platted 10.48 acres. for a possible sale. Um, and once they sent us that, the current land owners had a sand sign off on the plat itself. Um, that information is currently with the DOT because it orders a state highway. So, the Department of Transportation

has to sign off on the platting of it. And then if they do that, then it has to go to the county zoning for them to sign off on the platting of the land. So basically just saying that everybody would be okay with the way the land is platted. >> So we're just waiting on that right now. >> Correct. I delivered those on Friday to the DOT. >> Okay. Any questions for Scott on that? All right, we have 13 athletic survey results. >> So, the survey, everything had to be postmarked by last Thursday. So, um Sue Peterson, who was doing the survey, sent out some data on it. Um in theory, there could be more that could come in if they were postmarked that day. So the as far as the the overall numbers from

everybody, there was 415 responses to the survey is what they had. Um >> did you say what we had when we sent out the bond survey? >> It was like 640 or 645 somewhere right in that number. That's >> still a pretty good response rate. Yeah. Um, sorry, I'm going to get to the meat and potatoes. So, um, question 10. Do you support the district's plan to build a new outdoor athletic stadium? 56% of the responses were yes, 30% of the responses were no, and 14% were undecided. So 56% yes, 30% no, 14 undecided. And then she was working on a comment section to try to um put things if if she could figure out if you said yes, what your comment was. If you said no, what your comment was. If you said undecided,

what your comments were to break those down into so you can see what the questions would be that people would have. >> Cuz the undecided was undecided needs more information or >> correct that. Right. So >> it would be nice to know what people. >> Yeah. But with the comments, without being able to assign them to a yes, no, or undecided, it really doesn't do you a whole lot of good to you know. >> Mhm. >> I mean, and I don't know if she's able to give us a of the there was 51 people that put undecided or unsure, need more information. So, I don't know. I would assume if you're undecided, you'd put a comment, >> but those would be good things to know as far as maybe why they're undecided. >> You know,

>> I do think there was some confusion on if we were doing another bond vote because I did have people comment that, you know, well, I don't, you know, I don't want my taxes to go up again. And I said, well, what if we paid for it out of our existing budget? Oh, well then why are you even asking? Like, yeah, then I would be for it if we didn't have to, you know. So, I do think >> I I think there's a lot of people kind of, you know, all over. But I I would say since the survey went out or that we said the survey was going out, I think I've had more people reach out to me. >> Mhm. >> Just asking questions. >> Yeah. >> You know, and so um anyhow,

>> okay. Um, I mean Dan and I were 50 plus one, so I mean I think we're saying that's a yes. I know Jenny was had thrown out 60% and she's not here obviously. We're not going to vote on this today, but I think what I would like to know is and I and I do think we also went a little bit high on the estimation of of the cost just to be conservative for purposes of this of the survey. I didn't we didn't want it to be low and then come back that the price was higher. Um, I would probably given almost two to one yeses to noses, have you reach out to Rodney and Da Davidson and find out if we're going to go forward um what the process is so that we

can vote on it rather than have it just hang out there forever. I can't remember the guy from G Davidson. >> Jerry S. >> Jerry Jerry. >> Does anybody have any comments or questions or anything on that or any questions that Scott could ask Sue for more clarification? >> So, does she have a timeline on when she'd have the breakdown? More on >> She doesn't. I mean, this was sent I think on Saturday which she had today off and >> so I will yeah if there's more specific information but >> um >> I think that'll be the biggest one >> when we first reached out to her and said have them due before the meeting tonight you know and so then >> Yeah. Yeah. No, I think it's good to have the the results. It

would be nice to know Yeah. where the questions fell. Um, I know there were some flyers that were up around town that had the um information from the bond survey that we initially sent out. And I think that also created some confusion because um it had the information from the when we initially did the bond and we laid out the cost of what we projected it to be at that time. And there was one at the classic corner and then one at the post office and maybe a couple other places too. Um, so I think that could possibly be where are we asking for another tax increase, you know, based on a bond levy, which we're not. Um, but if there are any comments about that, would be interested to know. >> When we did

our survey for the addition, was one of the options also undecided. Do you recall? I can't recall. >> I don't remember. >> I mean 12% of the responses are undecided. >> 14%. >> So I was just curious the >> if that was kind of a is that >> I feel like I'm just curious what the >> as an option, but I cannot. >> Sue would know. >> Yes, she would know that. That's a good question. I think that's a good response rate and I appreciate the I think everyone's input on that. Um, so any other questions or comments on survey results? All right, last item is adjournment. Um, next regular meeting at November 10th. Is there volleyball or football or anything? >> I don't think there's anything going on. >> Oh, perfect. >> What? All

right. Actually have a regularly scheduled meeting at 6:00. Um, I just need a motion to adjurnn. I have a motion. >> Second. All those in favor? I I >> oppos. [Music] There you go.
