001um Lincoln had a lot uh but each school was able to keep their rosters almost the entire year um so numbers went up but then also with it getting sanctioned this year there was more for the kids to compete for last year they got like a cute little tropy and it was fine but this year actually getting to compete for the state titles really gave them a lot of excitement towards the end of the year um we ended up talking to our activities director over at Roosevelt and he said we could get a banner in the gym if we won state so that's all they talked about was getting the banner in the gym which we came really close um so League of Legends uh Roosevelt did not qualify for uh Lincoln Jefferson both did

002Lincoln ended up taking the trophy there um rocket League we ended up having to knock out two of the other sou fall schools through the playoffs but we ended up getting third uh overall which was awesome gave us some points um and then chess uh my little buddy up there will uh he's a junior this year he won the state tournament and he did not drop a single match the entire season uh which was really really fun to watch um getting those points even though Roosevelt only brought five students we took second overall and only lost to Dakota Valley who had almost 30 kids with them so we did pretty good um couple other cool things uh one of my students as a senior this year uh and they kind of broke a couple stereotypes

003with video games which I love to just about uh it's a girl she was the head of our league of League of Legends team which one there's a stereotype about girls not gaming uh but two she is also the valid dictorian this year so it shows not only can you be very academic and still enjoy video games uh but you can also be a girl in Esports and be really successful with it so uh that's just a fun little brag because we did see numbers were lower for girls as you would expect but um yeah it was just such a fun season the uh see these little kiddos who a lot of which are very awkward and quiet be able to develop a lot of communication skills and teamwork that I you wouldn't have seen

004any anywhere else um but then I also had a senior this year his name is Austin he's the boy on the far right in the picture um he has played football and basketball every year since he was in seventh grade um he tore his ACL uh two years ago during football and again this year and so his doctor said you're done like that's it you're not allowed to do it um and so he came to me and he's like hey I still gotta compete in something and so we got him into rocket league and he is not amazing at the game but between communication having like that leadership role of he's been on a team he's been on the biggest stages being able to bring that to the other boys who are freshman and sophore

005and get them all the way to a placement match for the first year that we were there was incredible so there's kids that are doing other activities like basketball that are coming to play Esports because it's what kids do now like all of us game everyone from my generation down it's just like a part of our life so giving them a space where they can compete with each other and a a space where we can provide that communication and learning too is just awesome so yeah it was a great season it was super fun that's what I got for you awesome thank you so much see what I mean isn't he Awesome every day he brings joy to this building so one thing before you go so it's awesome that you were we were able

006to um fill so many teams and get so many people but what I really love is the stories of the individual people that you shared with us because um everybody comes from a different background and there shouldn't be a stereotype of who can participate or who can be successful and so I just really appreciate your Insight on um some of the challenges of the students overcame whether it was their shyness or an injury from a contact sport um to really come and find maybe new friends and a new group of people that they didn't know that they had anything in common with before so thank you for coaching and thank you for your passion you can tell I'm sure that the kids come and the students come and are just excited and like pumped up

008home on the Apple 2 and Sargon 3000 those sorts of things um but I do think it would be a great venue for them to talk about balance um with gaming like I started to witness when I was in college with the first time you stay up for 15 hours straight playing a game like Command and Conquer or uh um Warcraft and those sorts of things and then you see that behavior and not even in gaming but kids on these things um it's worth discussing about dopamine driven feedback loops and helping those kids navigate that because they are being manipulated in many ways when they use the term that applications and games try to increase engagement that means just keep them online all the time and they're doing it through mechanisms most don't understand neurochemically

009so I think that's worthwhile discussing um I like I'd like to take this opportunity to once again request that you make George Orwell's 1984 and Animal Farm required reading across the district for all Juniors and seniors additionally I urge the board to incorporate a formal study of propaganda into the social studies Curriculum lesson plans I'd like to acknowledge that the high school curriculum coordinator has been in contact with me regarding my previous request for clarification on the AP African-American studies curriculum and I appreciate the response and look forward to further discussion on its content and alignment with our District's goals I would like to renew my call my prior call for complete and permanent elimination of all language and policies supporting diversity equity and inclusion from the sou fall School District Street that's helpful and

010uh from the district as I stated two weeks ago this is not about renaming or reframing or hiding but removing them entirely in line with federal civil rights law and the recent Department of Education directive I urge the board to act decisively and transparently on this ensuring compliance and preserving our fund for critical programs finally I'd like to briefly echo my prior statements on reciprocal inequality I'd provide the link but the overhead projector is still broken so as I've noted previously drawing from Thomas Soul's social justice fallacies disparities in representation whether by gender race or otherwise often reflect broader societal Trends and choices not they are not automatic evidence of discrimination if it wasn't clear at that time in that statement I was actually defending in the district's apparent disparity in gender demographic distribution by

011citing Soul because I'm on the flip side of that argument in research and development as noted by the coach previously there is um a huge disparity in the number of females who participate despite our best efforts to recruit them and so I see that in education the flip side is true where there is an over representation of females and an underrepresentation of males and is by choice I don't think it's coerced and so I was using this to undermine the very shallow reasoning and the calls for overt racial discrimination by Candi and others under the guise of diversity and so-called anti-racism in hiring and Beyond we should focus on Merit skills skills passion and dedication over chasing demographic parity I believe this approach best serves our students and upholds our principles as well as fairness

013the superintendent yes tonight we have a few things to cover um under the reports to the superintendent we have transportation services and and uh Missy Brock is here to provide us with that information as well as some guests that I will let you uh introduce who are with you tonight and then we'll proceed on to some uh policies and a few other items towards the end here with the legislative sessions still bouncing around so with that um I'll turn over Missy but before I do I want to give Missy uh just her credit because Missy makes the world go around around for many things um in our transportation department and has been instrumental with our bus app and answers a lot of questions related to that as well as routing and um all of the

014intricacies that go into moving thousands of children around the city of sou Falls every day so to you and the uh other team members we're grateful for that because we know those school buses are first and last classrooms of the day so I just want to thank you for your work and now we'll we'll hear your report thank you thanks for having me here tonight um I'm here to provide an update on Transportation Services provided across the district I'm going to introduce a couple people Warren lere and Stacy sary are both from school bus Inc and they help me make the world go around uh school bus transportation provides a vital role to our mission to educate and prepare each student to succeed in a changing World by providing a constant and reliable method to

015attend school without transportation many students could struggle to attend school regularly resulting in an increase of absenteeism which would be a major barrier to learning the transportation department is responsible for coordinating with school bus Inc to provide routes that are accessible safe and efficient benefiting students and Families Patrick mullik who is a uh inspirational speaker and a board certified behavior analyst with a special education degree once said it is the school bus driver that provides the opening and closing ceremonies to a student's day each day the transportation department and school bus Inc transports just over 8,100 students to and from school school on approximately 345 routes to accomplish this they have approximately 90 drivers 40 AIDS and seven Staff office staff support that are needed to ensure the safe and efficient transport of students daily

016at the district level we have one Transportation specialist and one clerical that work closely with the schools and school bus Inc on all aspects of the transportation including route changes field trips and school bus badge reports the team provides transport transportation to a diverse student population ranging from ages 3 to 21 approximately 300 of the youngest Learners are provided with transportation to their Early Childhood rise site their Early Childhood programs at seven sites nearly 300 students are transported to their level rise special education sites and just under 150 students are transported to axell and Horus man to receive the interventions they need to to be successful in the classrooms in addition to that we currently have around 70 students that are transported to the elementary immersion Center and 400 to English language sites Feebas busing

017began in 2013 for the specialized programs and two-way immersion febas busing began in the fall of 2021 this year approximately 300 no excuse me approximately 200 elementary students and 175 middle school students ride the fee based busing for specialized programs offered at Sonia soda mayor Robert Frost Eugene Field Rosa Parks Hayward Edison and Patrick Henry there are 132 students signed up to utilize the Tripper routes at Washington High School 127 signed up at Lincoln High School 247 signed up at Roosevelt High School and 296 are signed up at Jefferson High School Lincoln and Washington high schools each have one Tripper route Roosevelt has two one of their routes we have split up um we have them do a quick run so it's it's technically three routes but um we treat it as two because there

018were too many kids that were were um riding so uh Jefferson has three Tripper routes in additionally we have students from four high schools that are transported to CTE Academy and pbl at Jefferson High School on 18 shuttles throughout the school day in 2021 previous transport ation provider Yellow Cab closed its doors resulting in the need to explore options to replace that service School Bus Inc stepped into that role by adding minivans in a couple of mini buses to its Fleet Express vehicles are used to transport homeless education accelerated learning project skills where students obtain on the job experiences at places uh Community Partners like Walgreens and as hardware and we also transport students who are transitioning from Horseman or Axel back to their home Attendance Center on average we transport about 75 students daily

019with 12 vehicles in the fall of 2022 technology was added to allow tracking of the buses in real time which gave parents the ability to see when and where their child got on or off the bus and gives drivers turn BYT Direction Over 42% of our families of bus eligible students are utilizing the stop finder app and we get requests weekly from families to be added to that this app also allows parents to set up Geo alerts that will notify them when the bus is approaching uh and approaching their staff and then receive notifications when the bus is running late last year school bus Inc added a communic ation tool called bus bulletin to its technology resources this allows them to communicate adjusted routes through emails and phone calls to both the school and families

020the district worked with uh School busing to add a product called bus hiive that allows schools to submit field trip requests throughout the year this product has simplified the process for schools by allowing them to track the status of their field trips and monitor changes made to those trips so far there have been over 1,400 of these requests submitted including Athletics Fine Arts and several events funded by the local nonprofit promising Futures these trips enrich a students's learning experience Beyond this beyond the classroom through Hands-On learning cultural experience and increased engagement every year we have three evacuation drills that are completed on the buses to teach students how to exit the vehicle quickly and safely in emergency situations by familiarizing them with the location of emergency exits and proper evacuation procedures minimizing the risk and

021injury and ensuring their safety bus drivers also benefit from this evacuation drill as they can practice communication with the dispatch during an EV during an evacuation evacuation drills are held o were held in October and January and our final one will be held in April drivers and AIDS have monthly meetings with school bus Inc management and trainers these meetings are focused on winter driving student management emergency responses first aid No Child Left Behind and communication school buses are one of the safest modes of transportation on our roads some of the safety features include the size and color of the bus height reinforced siid flashing red lights cross view mirrors stop sign arms to ensure that our students are protected and secure on and off the bus the compartmentalization of the areas also protect their safety

022all the buses are equipped with a camera system to to promote student safety this year we added a camera system called armor and on about 40 buses this allows the team to see events happening in real time this also has streamlined the process for schools requesting Bus videos as soon as the school requests the Bus video it typically starts to download within minutes so far schools have requested over 600 videos from the armor software this year the remaining buses not equipped with armor are using an REI cameras requiring a school busing technician to download uh and pull the video that can typically typically take anywhere from 24 to 48 hours to download um we are um with the capital outlay 5-year plan um we have it uh it contains funding to equip all the buses

023with the armor software in the next two years School Bus Inc has six M mini buses for 42 traditional style buses 59 Transit style buses you that are used for daily routes new this year are the white multi-function activity buses I have a picture of that up on the screen um the outside looks very similar to a yellow bus but the inside you can see looks very similar to what a motor coach vehicle has then we also have 13 minivans that are available for Express routes to meet the needs of growing numbers of students and activities The District in our district school bus Inc has also ordered two more white multi-functional school activity buses along with uh three more type C's the uh multi-functional activity buses are scheduled to be here in April where the

024type C's are scheduled to be here in August School Bus Inc was not exempt from the Nationwide bus driver shortage that started after the pandemic over the past three years the business has held some unique recruiting events to draw in applicants and has increased the starting wage for both drivers and AIDS to help with retention at the start of this year they were just over 20 drivers short so we had so the team had to get creative in routing without eliminating any bus are this was accomplished by combining some routes with in which increased the length of time students rode on the bus but by the middle of January School Bus Inc was fully staffed and we were able to split those routes back out and reduce the ridership time um for next year just

025wanted to give you an idea of what our budget is looking like the general education total cost is just under 5.1 million and the special education is just under 3.6 million in summary the services provided by the transportation department and school bus Inc help to minimize absenteeism by providing reliable Equitable and Safe Transportation for students who might otherwise have logistical challenges that would prevent them from attending school at this point I'll stand by for questions Warren and Stacy are also here to answer questions and then I would ask for approval of the board report thank you can I just interject very quickly you um undersold the recruiting team's efforts significantly and they need a shout out too because that recruiting effort is constant and when she says creative or however you phrased it Innovative that

026involves um dinosaur costumes along 12th Street and the state or the county fair all kinds of things was it's amazing they they purchased a snow conone machine when did you do that that was two summ two summers ago and that has been such an amazing recruiting tool they are magical that's a board report in and of itself but we need to shout out for them too any have any questions com do you anticipate in the next five years or so any expanded areas of bus service with new Elementary coming online and like that yeah so the new Elementary coming online um we do have a bus area assigned for that um that's already a bus area so um we're not really seeing any expansions in that just providing Services where there already are Services um

027I have a couple things I know I worked with you a lot when we first started with the specialized busing and I um am so happy that that's working so well for the Feebas based yes for specialized um programs because that really is the key to getting kids to school and allowing um access to programs that they maybe otherwise wouldn't have so um I appreciate that um I also love that one of the things that as a district and school bus Inc have done is really to treat our drivers and our EAS as an extension of the classroom and so when our teachers and our staff members get training try to trickle that down to the drivers and the staff members on the bus so that that's that consistency throughout for our students and it's

028not that there's one rule on the bus and then there's another rule when it's at school and so I think that that partnership is really important for our students to have that consistency and even for parents to have to try to understand like oh you can do that on the bus but you can't do that at school and and just trying to reinforce those things so um yeah very much appreciated and I I hope that we can continue to uh you know be able to hire and staff um the other thing as we talk about budget is unfortunately there are a lot of school districts who have reduced their their busing as a way to save money um and by law we're not required to provide transportation and so I think that we as a

029district and in partnership with school bus Inc really need to work hard to make sure that um we are fiscally responsible and really trying to meet the needs of as many of our students as we can in a very realistic way um because we're all very aware that um for some students that's the only way that they would ever make it to school and so we need to make sure that that education is available to some of our most vulnerable um but we also need to have the funds to be able to pay for that so um always a balancing act and as we continue to go through budget Cycles here where money becomes Tighter and Tighter that certainly would never be a first choice um but at some point you may get to that

030point where it's not a choice and so um I think as our board as our board we have been very strong to say we we need busing um and I feel like that will continue to be the answer um but we also have to have the funding to be able to do that so anybody else yeah quick question your new addition of the multi-purpose motor coach yeah what in general are you using those additions for a lot of those we're using um our band our Athletics are taking those um in state um places the one thing it doesn't have and Warren and and Stacy can can talk a little bit to this it doesn't have a bathroom in it but um it has a lot of neat features Warren would you come up and kind

031of talk about those features that it does have um but we we are typically seeing them um for our Fine Arts and our Athletics um trips that are are going to different cities within our state it gives you a little bit more affordable option that we're like with a motor coach um you're going to pay that premium price for it and with with our buses it's going to be a little bit less you're going to get uh each seat has its own AC each seat has it own read light it has a charging port um our plan is to uh to get Wi-Fi put in hoping to partner with school district for some e rates if that's something that's still available um so that you can continue to learn while we're on these long trips

032um the uh the Comfort level is is there like in a motor coach so that when we're then we're when we're going to aine or going to Rapid City that we can still be comfortable while we're on that long trip like you would be in a motor coach and with those older kids we we're still okay to stop it at a rest area and and get out and and use the restroom instead of having the restroom on the bus as opposed to as me and Missy have talked about stopping on the way to Omaha to the zoo with a bunch of first graders you know we've decided you know it's probably best to have them on a motor coat where you got a bathroom because you Crow yeah we don't want them stopping at the

033public rest areas and at at that age but they are they are very comfortable and they've got a lot of storage space on board and uh and it gives you a great option for um for some of the stuff that we've historically done with motor coaches but at a better price point are are they fairly new is this a newer design brand spank because I don't remember those even being an option that I've ever seen are they fairly new in the IND these are these are these are something that's been around you can order them in all kinds of different uh makeups um NOP it's it is definitely uh something that you can that's been been out there nobody else may be brave enough and I'm gonna ask this why are they white and not

034yellow um you know that that's a good question when I was down in Texas they get confused with prison buses a lot I I have been asking I've been putting in plugs yeah to put graphics on the buses for all of our we've definitely add a little bit on there so they don't look EXA so they don't look like a prison bus and you know there's no mesh on down the side you so another quick how many kids are usually to a seat in the traditional um school buses transporting kids we typically do at the elementary it's typically three to a seat uh at the middle school we kind of do a a a 32 so there might be some have three some have two high school we typically try to do two to a

035seat are they usually assigned or do they just pick their own SE it varies by the school there are some schools that say we're going to have a signed seating there's some bus drivers that say we're going to have a signed seating so it does vary thanks all right well thank you so much for the information can I get a motion in a second to acknowledge the transportation report Transportation Services report please so move second have a motion in a second all those in favor signify by saying iose same sign that is approved uh next we have the assignment of school board members to The Board of Equalization um this happens uh starting next week where we get to partner with our friends at the city um and some folks may come and ask questions

036about their property tax um and potentially ask for reductions things of that nature so there is there are several different sessions that are available so all of us have signed up to represent the school district at those um that schedule was posted online and I'll just say the only addendum to that is that board member Baker is going to take the sorry board member Kelly is going to take the um noon or the three o'clock on Monday session that was yet to be assigned that was a new one that we didn't have so um otherwise it will be as posted so and then Gail because I was signed up for two then on Wednesday Gail agreed to take Wednesday morning and I will still take the evening thank you okay Gail so thank you all

037for working together to cover that I know sometimes it's strange times and we all have busy activities going on so um we'll just note those two changes um and with that can I get a motion in a second to approve the assignment of H school board members to The Board of Equalization second I have a motion in a second all those in favor signify by saying I I I oppose same sign those are approved yep uh I'm bringing forward 10 policies tonight on behalf of the policy Review Committee this is part of the continual review of our policies and regulations we try to address every policy every five years these are up for approval tonight on a review revise with only minor revisions to the policies or their accompanying regulations and I'll just go through

038the 10 quickly here and note note what the changes are so first on policy BH which is public participation at school board meetings we just added some clarifying language there regarding speakers providing their address um on policy e transportation services there's updates to contractor responsibilities uh regarding the new routing technology available to parents policy EFA supplemental food sales there just a very minor change there to the sodium guidelines that they're using policy EFI Food Services records and reports uh we just removed some specific references to the Head Start program and that's because it's now covered by the national school launch act so we didn't have to specifically reference that uh policy jca this is the assignment of students to school open enrollment I just moved a little bit out of order that's all right so

039policy jca assignment of students to school open enrollment and nonr resident students uh a long title with a lot of information in there but the changes are just to the open enrollment section and that's to account for our online application now and then now I'm getting to GB because I want to bring that up with jicg and JK um because all the all the changes here are the same and that's just updating a reference to nicotine to take into account uh nicotine that might not be used in a vaping device to make sure that's specifically called out um so that's both the tobacco use by students by staff and then also policy JK is our discipline policy so it's clear in there and then policy our last change is policy K public concerns and complaints

040and that's just a minor change to the timeline which would allow the superintendent to additional time to conduct an investigation if it's so warranted by the circumstances and then finally uh no changes to Stu to student searches in policy a I so unless the board has any questions regarding those policies um they're all in your materials all posted online and i' ask for approval of those 10 policies and their regulations so move we're good I have a motion second second um all those in favor signify every saying I I oppos same sign those policies are Rie are approved for review revise and then we have a legislative updates well Mr veek takes his place I hope he was uh paying attention this afternoon because things were flying quickly and I know I was having trouble

041keeping up with u many of the back and forth today is this week is that week when everything is moving along quickly and some things that you thought were done aren't and some things that weren't originally coupled up together are and it's a it's a complicated few days here um so with that I'll turn it over to you Todd and then if we have questions we're happy to try to answer those yeah I'm we were getting updates while board meeting was going on so hopefully I'm incorporating this into into this uh there's still some bills that are still going to be dealt with that probably have to address one big one so I'll just talk about uh kind of uh what happened real recently and then just talk about our key bills we had eight

042that we identified somewhere close to key bills but weren't but but uh we had eight six of them we opposed and those all have died so all the all the key bills that we opposed died there were two that we had either amend or neutral because one wasn't flushed out to too well um one is the state aid formula that one we have at amend the state aid formula bill is going to be dealt with in committee tomorrow it uh it it's proposed for a 1.25% increase we of course would like that amended to be at the the rate that would be 3% state aid is 3% inflation whichever is less we already know what the inflation was because it was for last fiscal year that's how they do it that that was over 3%

043so we would we would we asked for that bill to be amended to 3% there's another bill Senate Bill 216 it it's uh Governor rhoden's property tax bill that uh we had neutral on it wasn't it wasn't particularly good for us but it wasn't particularly bad for us either and we know they're working on tax reform now that Bill failed today 36 to 35 but they uh moved to reconsider and I don't know what's happened that but they had they're passing around an amendment the last amendment I saw is a lot better than the original bill it's uh you know the one of the ongoing restrictions was 2% they raised um on new construction they raised that to 2.5 and they also took off they took off restrictions I mean the whole bill is sunsets

044in five years except for those items the restrictions on property taxes um they they took those are Sunset as well so the Bill's we had it as neutral before the Bill's better than it than it was and if that passes I think we'd be we'd be fine with that bill but uh I don't know because uh we came to this meeting and and I don't you know they're supposed to get all those bills out today except for Appropriations bills and uh we'll see what happens tonight I guess there's a few other bills I'll just touch on that are are we're still alive going into today um don't want to go through all there's a teacher the bill on uh reimbursing teachers of counselors for earning national board certification we're opposed to that bill it uh

045that bill is is on the consent calendar so certainly passed um there was a bill House Bill 1130 which provides permissible dates for municipal and School District elections it isn't it isn't as bad as it might sound or as good it basically says uh you you can have uh you can have two choices for for a date one is with the primary in June one is in November we want to combine our elections anyway um I don't know that the city the cities in general I don't know about sou Falls but the cities in general are kind of opposed to that they didn't want to be with that election but we we were in 2020 and we all survived so um we have that one as neutral and uh that bill looks like it looks

046like it's in trouble it came out of committee with no recommendation so but it did get down to the floor and I don't know what happened to it um I didn't hear back from our lobbyist um House Bill 1259 the multi-occupancy bathroom bill was amended today I think fairly significantly but I haven't seen the amendment but uh it was amended today um so that that's what's up with that bill the uh there's a sparcity benefit bill that really doesn't affect us that's still going around the bill um Senate Bill 169 uh requires taxing districts to hold a public hearing when considering an opt out we we have to have an meeting and we have to you have to allow comment on it but you don't have to advertise it like some other like Jeff krider's

047annual meeting he has to do on construction so we had that as a that bill got amended into what was Tony van heisen original Bill trying to to solve property tax issues by adding I think another Penny or Penny and a half to the to the sales tax but so that bill got amended but it died um there was one the limit annual valuation increases another one 190 in Sate Bill 191 that bill died so basically everything but the governor's bill on trying to deal with the property tax and there were several several bills have have died um other than that we can go through kind of next meeting all the bills we fa we're in favor of and all we oppose and how we how we did on all that but that's the latest
