001we'll call the meeting to order will please stand for the pledge of allegiance i congratulations to the delay of the united states of america and to the republic for which it stands one nation under and tonight we have one board member baker absent but we have one member participating via zoom board member uh parker move on to approval the minutes of the meeting held april 11 2022 do you have a motion to approve so moved second promotion second all those in favor signify by saying aye aye aye opposing sign uh we have one person signed up to address the school board on non-agenda items chad there is um you know the role but please um keep your comments to five minutes carly will time you tonight uh she'll kind of wave at you when you

002maybe have a minute left so you kind of know what all that is um there is it's not multiple so i don't need a dot talk about that and you know that we don't talk about any um staff or anything at this time so otherwise please introduce yourself in your address chat thank you there thanks good evening my name is chad bishop i live at 7405 south valencia drive here in sioux falls on april 4 the national review reports that the california school board association board of directors has decided to not renew its membership and the national school board association now they give quite a different reason than the other 22 state school board associations that have decided to no longer associate with the nsba if you remember much of this stems from the nsba's

003letter to the biden administration which likened civic participation to domestic terrorism to quote the national review article threats against school administrators the nsb later nsbe let excuse me forget that first sentence the nsp let a letter which characterized parents who showed up at school board meetings to protest progressive curricula and covet 19 policies as potential domestic terrorists spurred an order from the u.s department of justice directing federal law enforcement to probe and possibly prosecute such threats including the 22 groups 30 state chapters have downgraded their relationship with the nspa claiming that the leadership did not consult or inform them before sending the letter most of this has already slipped down the memory hole for most people at the time many parents were trying to be heard by their elected representatives on topics such as masking

004you know such as masking their coveted policies they also expressed concern over all sorts of other issues if you remember some of those issues were critical race theory social emotional learning diversity equity and inclusion policies all topics will likely touch on in the future here i've read the statement by the associated school boards of south dakota regarding the nsba letter and find it wanting i have listened to the summary explanations provided mostly in passing by this body in response to statements by other parents and community members i have also found those unsatisfactory i would note that the 22 other states have found the courage to abandon the nsba and its misguided leadership who sought to use the power of the executive to intimidate parents like me i would like to encourage you to do the

005same and abandoned your membership or to encourage your membership in the state associated school boards of south dakota and have them also discontinue their membership in association with the nspa given the nature of public input to the board and that here tonight and that it is current policy that you will not directly respond to the items brought up during public input i would like to extend you a formal and open invitation to speak to a body of conservative citizens who find this topic to still be relevant we meet at 7 pm on the 2nd and 4th thursday of each month and would welcome further insight into this policy decision and any others you'd like to discuss you can contact me directly i'm happy to make arrangements thank you for your time thank you chad and

006once again we do we are not members of nsba our sioux falls schools the state is right right but we are you associate with the state school right but we are not individually yet i do understand that you do have a representative to the state or we've made our membership we've made our thoughts known and so tax money flows upward to that organization and then up to the nspa um i'm not disagreeing with that but we have also i think you've read what their statement was on that and we that the person who wrote that letter has been fired by that organization yes a new person has come in who's from kansas who is has a different method so we as a school board also need to look at other entities in our state we

007didn't attend the national school board we don't believe in what a lot of that stuff does but you also have to know you can't just because one thing is done you can't just cut off the ties so and also you need to realize as a school board only like two of us could come to that meeting because it would violate open meetings laws because of that too so i just want to mix that so you can email all of us and see who would be available to attend that thank you for the clarification we'll move on to the approval of the agenda do i have a motion to approve second emotion second all those in favor signify by saying i i i oppose same sign that's approved i didn't hear it mark so i wanted

008to make sure um uh we will move on to good news report and do we have james working on that's awesome no okay just have a good news report here a great news report here on the teacher pathway program and if you recall a few years ago came forward to the board and presented the teacher pathway program as a recommendation to the board but we'll talk about that a little bit in the good news report that's associated with that so first of all just as a recollection with the teacher pathway program and i will not read all this to you but this one statement i definitely want to the teacher pathway program allows the career of education to be experienced firsthand by our students in our high schools guided by highly effective teachers and the

009big part of that is we do a incredible job of promoting so many different pathways for our students one area that we had neglected for many years is training and teaching our students how to become teachers especially those that wish to go into that area of education and so this was a program that started in 2018-2019 school year just a little bit of a history on it i'll go fairly quickly on this but we did start in that 2016 to 2018 where we went out to the schools becky dorman myself and and several others and had pizza with the students and just students who were interested in hearing more about education as a career and we started to meet at that same time in 2017 with usd and had individuals from eastern oregon the staff

010there come out and talk to us about a career pathway involving teacher education and we titled it our sioux palace school district teacher pathway program we also at that time had students go down to usd and visit the campus especially and specifically the education program the education department down at usd and then 1718 we wrote we selected teachers and one of those teachers is here with us this evening ms benz is one of our teachers in the teacher pathway program when i say we selected them it was a hand-selected group of incredible teachers many of which including miss ben's two of them are millican award winners each of which is is highly effective teachers and so they accepted the call to be able to go through and write the curriculum for our teacher pathway program

011and in 2018 we started the teacher pathway class that was the first time that was offered to our students in the sioux falls school district you can see here a little bit of the numbers that very first year 1819 for the district we had 140 students that registered for the class 119 were actually able to fit it into their schedule on the side there if you look at the roosevelt pathway numbers this year will be the largest enrollment in the spring semester of semester number two currently at this time with 54 students just at the one school and we do have this offered at obviously all four four of our schools at the time where there were 140 students registered in 119 enrollments that was with the three schools because that was in the 18

01219 school year if you look here they do have opportunities with the teacher pathway program to be able to go down to usd so that photo that would be way to the right there's a group of students who are down at usd visiting the school down there this happens to be the roosevelt group and i will highlight one that's in a gray shirt or coat there but we'll talk a little bit more about her coming up there's also on the side to the upper right hand side that's where they go and they visit a school in town here so they're at whittier middle school at that time and go through and just learn more about the education process and then the photo with a group of students who were down at usd i think that's

013me in the back there you can't hardly see me i'm carrying the red bag but anyway just a side note but we do take our students and we go all the way through and visit a variety of schools they also have the opportunity to go to the elementary and they work with an elementary school every week so roosevelt high school had been paired with oscar howell and they would go over there and send students over to work alongside the elementary teachers one day a week week so they had that first hand experience they've grown to the size now where they've included a second elementary pedigree so they've included a second elementary now that they have students go out to one day a week and get that first-hand experience in the classroom and so it's an

014incredible program for individuals to build go through as you remember we started this in 2018 so most of the students who would be in this very first class or in these photos would probably be juniors in college at this point in time and so we're looking forward to tonight we are going to celebrate one specific individual alyssa larson um is our first graduate from usd and so she started out in that 18-19 school year but a gifted student she went through in three years and her parents are here with her this evening as well you may recognize one of two of those parents at least as a principal in our school district as well but melissa went through in the three years and had graduated part of that is a compliment to the school district

015in in a complement obviously to her as an individual but the ap courses that she had taken the dual credit courses that she had taken and then three credits which are dual credit as well through usd for the teacher pathway course her allowed her to also get that jump into college and only have to pay three years of expenses in college so she's able to graduate a year early on that you can see in the photo on there we have mix baxa who is her cooperating teacher currently at pettigrew and then miss benz who i had introduced was her teacher at roosevelt high school she went through the teacher pathway program the great news is she will be hired now as a sioux falls school district so she is the first individual that is going

016through the teacher pathway program that is now going to be hired into the sioux falls school district to be a teacher so it is a congratulations to her and her ability to go through that in the three years and be the first individual going through the teacher pathway program and she will teach fifth grade at discovery elementary so a good news report we're going to have her come up and just say a few words as well [Applause] all right thank you for reaching out and letting me come talk about this amazing program that i was able to be a part of i joined teacher pathway because i wanted to be sure i was making the right choice to study education in college and that's exactly what this program solidified this was the first time i

017got to see the other side of education i was no longer the student i was able to learn the importance of relationships diversity and inclusion and how to develop great lesson plans so that children not only learn but also have fun this all started with miss benz who wanted to show us how rewarding teaching can be and the best part was that i got to do all of this with classmates who shared the same passion as me once i started my education classes at usd i was pleasantly surprised by how familiar our discussions and coursework seemed i can pinpoint many times where i was sitting in class and said to myself wow i learned this in teacher pathway it made me feel more prepared and confident in my classes now i am student teaching at

018pettigrew elementary where they host teacher pathway students i see the high school students participating in the elementary classrooms just like i did three years ago it is such a full circle moment and i'm so excited that they too get this opportunity to follow their dreams i can't wait to bring what i learned with me to discovery elementary where i will be a 5th grade teacher next fall thank you again for letting me share how much teacher pathway meant to me thank you [Applause] and so the the program in itself has had a lot of individuals that have have been part of this and come out and present dr steve minoa has come over to the classroom and presented i do believe board members have been there multiple times to go through and present so they

019really get a broad scope of all the things that go into the the career of education and how many different things you can do in the career of education the final part is also just a thank you to the super school district school board and the belief in the program a few years ago it's not a high cost program but it is something that once we instituted that it just gave one more pathway for individuals to be able to go through and see a career choice a nice thing about that individual teachers like miss benz go out and recruit students who may not otherwise see themselves as a teacher and it really helps us to go through and build that diversity within our school system and our teacher programs so we're greatly appreciative of the

020school board being able to offer that course and allow that course to be offered and the teachers that participate in that as well so thank you i will say that my daughter is currently taking the class and i always thought i knew what teacher pathway class was until now she's in it and i'm like wow i mean it is amazing the things that she comes home and she loves to she's gotten to work um at robert frost because she's at lincoln high school and she comes to robert frost she's been in third grade for one semester and now she's in kindergarten and it's been a really great kind of a contrasting um experience for her to see like what age is am i interested in is do i want a little bit more independent or

021do i like the hugs and the tying shoes and all those things that come along with that and it's just been a really good opportunity she has created a website with all sorts of different things that she's learned like a google site or whatever and she's like i'm going to keep this because i know i'm going to use it she's gotten different instagram accounts to follow of teachers who share their classroom management tips and just creativity and i mean she just she can't get enough of it and i'm just so excited for the class and it's awesome to have you coming back um as well and so i just am so hopeful that so many people kind of have that same enlightening moment um and really realize that not only can i be a teacher

022but i can be a teacher here um and come back so i know that that's part of our goal too is to retain or continue to have them come back so i say kudos to the initial i'm sure it's been developed every year it probably changes just like teachers do in their classrooms but kudos to the initial people for really having that engaging coursework that students want to do and it's not homework it's actual application of what they what they want to do so very exciting and thank you for the update congratulations welcome to the school district definitely yeah and anytime we can give touch points to our students so they can see if it's something they really do want to pursue or not pursue i think it's wonderful that we give them that opportunity

023so that when they get to college or higher education they're not wasting as much time on something that might not really be a fit for them and we have a part two as well we can probably fill a whole night with good news from the sioux falls school district but this is part two of tonight's good news report we wanted to share with you some information about the ongoing partnership between levo credit union and the sioux falls school district levo the name is relatively new to the sioux falls landscape but the credit union behind that name sioux paul's federal credit union has been a long-standing partner to government employees like teachers custodians clerical and just other groups in the sioux falls school district and it was five years ago in january 2017 when a member

024of the sioux falls storm football team reached out to us to inquire about building a partnership to level the playing field for students in elementary schools without ptas and ptos while parent organizations thrive in several of our schools raising forty fifty thousand dollars in some cases per year other schools have less active organizations doing due to parent availability um and just a variety of other factors and so a night of hope and caring was developed to again level that playing field and help those schools that do not have those large fundraising balances the storm after having a relationship with sioux falls federal credit union now levo they partnered up and it turned out to be a perfect match since then a night of hoping caring has raised nearly eighty thousand dollars for our sioux falls

025schools funds raised are divided between our title one buildings and have funded such things as practical as a washer and dryer set to have in case there's you know a student gets wet at uh recess or there's other situations that occur so we're happy to have a washer and dryer set in many of our title one buildings field trips playground equipment bicycles used for attendance incentives literacy materials stencils to keep kids active on the playground if you think of those painted stencils and that type of thing to keep them moving and active at recess time in addition to of course coats hats mittens gloves all that stuff we need for south dakota winners that just won't go away and again many many schools raise thousands of dollars to support their students basic needs but uh

026our title one schools are very grateful to have this supportive knight of hope and caring for the past three years a book donation has also been part of night of hoping caring so we've been able to share the gift of reading 1791 times as that is the number of books that have been collected over time and then given back to students so that they could take them home over summer break have a book that's their own that doesn't need to be returned to the library hopefully then reading it over the summer and passing it down through the family among the other children in that family as well so at the heart of all the fundraising efforts our friend joey reuter joey i'll ask you to come up joey's from leveaux and has really he and

027his team have really stepped up and and helped us and have been great champions of the night of hope and caring um i did try to get tyler peterson here from the sioux falls storm his schedule wasn't going to allow it although i'm wondering if you maybe just yeah i don't know probably scuttle didn't allow it but nonetheless joey is here um and is just going to say a few words about why they partner with the soup school district well thank you very much for that and i i have to say i get goosebumps when i hear the end talk about it it is actually near and dear to my heart personally but as levo as an organization that really truly one of our pillars is giving back to the communities and making a difference

028we've we have a great partnership with the sioux falls schools we have great partnership with the storm deanne it really is a team effort and i feel a little bit bad standing up here on behalf of everybody because it really is a team effort and everybody deserves some credit tyler did text me and said that i drew the short straw he could make it he just didn't want to count i'm totally joking but tyler tyler's a great individual with the storm and with their new ownership and everything that's happening in the sioux falls community they've been a great partner not only to levo and to the schools but to a lot of different well-deserving organizations in our community so thank you very much for letting me be here tonight and the end for the invite

029and you just want to show our appreciation also provide you with a certificate and just for your leadership to share with them as well and say thank you for everything you've done thank you [Applause] thank you to everyone at levo and the sioux falls storm it's a great event and um we we need these partners in our communities to even the playing field at our other schools so really really appreciate that okay we'll move on to uh conflict interests we had none so we'll move on to the consent agenda items nine a through h do you have a motion to approve second emotion second all those in favor sign five are saying aye aye aye aye opposed same sign those are approved on to the supplemental consent agenda items ten a one and two claims

030to stanford healthcare do i have a motion to approve so moved i'll second all those in favor signify by saying i i i that that passes with three votes for and one extension from board member writer under 10 b approval claims to rivera mckinnon do you have a motion to approve second of motion second all those in favor signify by saying aye aye aye opposed sign that passes with one abstention from board member uh parker uh now to the adoption resolutions and sublease agreement with southeast tech uh is rich uh president mickelson members of the board rich cloon vice president finance and operations southeast tech this is a resolution to refinance bonds through the health and education facility authority the net result of it is it'll reduce our interest costs overall that all students have

031to pay for the debt service so it'll save not just students in sioux falls but across all the technical institutes three million dollars with this refinance and the process before you is what is needed in order for the bonds to be sold in the existing bonds to fees so stand by for any questions yeah i'm sorry i rushed you so the three million can you explain exactly how that's by redoing the bonds it'll be an interest saving correct it do two two phases to it so the interest rates will drop from 4.68 to 3.38 so 130 basis points second part of it is the term of the bond shrinks from 25 years to 20 years there's less interest accruing over that shorter amortization schedule and these type of items usually are paid through the facility

032fees to students so that's correct right this is a the fees paid by the students are established by the board of technical education and then transmitted to a trustee who then pays the debt service on the bonds any other questions or suggestions seems pretty simple uh do we need to read the entire thing we can just go on okay so do i have a motion to adopt a resolution of sublease agreement for southeast tech college revised to remove this item from some authorization ratifications to its own topic second motion a second all those i'm going to take its role call vote please so i'll do board member writer aye board member neuron board member mickelson aye board member parker hi that passes with four votes drove a motion to move into executive session for sdcl

033125-2 parent iv second i have a motion second all those in favor signify by saying aye aye we will move to executive session you
