001Welcome. I'm going to call this January 12th board of education meeting to order. Please stand. >> Kayen, do you want to lead us in the pledge of allegiance? >> I got it. To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you, Kaden. We appreciate that. >> Uh, first order is to approve the agenda if I can with the addendum if I or me is denim. addendum >> and then also with the removal of the social media policy. Remove that from the agenda >> with the removal of the social media policy. >> I so move that we accept that we do this. >> Okay, >> I'll second it. >> Any discussion? Hearing none. All in
002favor, please say I. >> I post same sign. Uh we'll move on to scheduled and unscheduled audience and we're going to start with the audit report. Jeff, if if I could get you to use the mic there so the people online can hear you. You just push and push on that button on the side there. >> That is much of a button. >> Right by your thumb. >> When it turns green, you're golden. >> I'm golden. I'm green. >> All right. >> Hi. I'm good. Right. >> Yep. >> All right. I'm Jeff. I'm the partner in charge of the financial statement audit and the uniform guidance audit for the school district. We just completed the audit of the June 30, 2025 year end. Um we just discussed with two members of the board um in
003detail. Summary, this has an unmodified opinion. So that's the clean opinion that you want in your finan financial statement audit. We are issuing two findings. One of which is the financial statement preparation finding that says my firm prepared this set of financial statements on your behalf. It's your job to read, understand, and ask questions if you have them. The second finding is an audit adjustments finding. We have five entries for comparative purposes. Last year, we had 13, I think, we decided, Craig, so much improved on the audit adjustments finding. Two of those findings are adjustments or two of those entries are just entries that we help prepare every year. So, really, you could probably put that on a three um on the number of adjustments. So, good positive audit result. And if there's any questions,
004I can help answer those at this time. >> Question hearing none. Get off easy. >> Great. >> Thank you, Jeff. >> Thank you. >> Do the resolution. >> By the way, it's Jeff's birthday, too. So, we can all wish him a happy birthday. >> Happy birthday. I agree. Uh so if I can get a motion to approve the resolution. >> So moved. >> Second. >> Any discussion? >> Hearing none. All those in favor say I. Oh, roll call. Sorry. >> Yes. >> Ellen, >> yes. >> Nathan, >> yes. >> Thank you. >> All right. And then we've got uh Rosalie, you're up. >> Rosalie, I'd ask the same thing. There's that button on the side there. If you can turn that on. >> If you see the green light, you're ready. >> Okay. Thank you.
005>> I'm going to stand over here so I can look at everybody. I'm Rosalie Asen and I am co-president along with Johanna Meyer Devecia to the Spearfish Museum board. Katherine Kemp over here is the secretary treasure. We have formed a board. We are in the process of becoming a nonprofit. Johanna wants to donate the Meyer House, the annex, the land, and the Dolls at Home Museum for a Spearfish museum. It has been appraised at $1.5 million. Since I have five minutes to tell you about this project, we are going to pretend that this is a class assignment. I'm the teacher and I will give you the assignment. So, listen up. You've all been given a handout. If you did not get one, raise your hand and Katherine will give one to you because this is
006your homework. At the bottom of page one of the handout, the QR code will give you all the information about the Spearfish Museum project. Here is your homework assignment. Scan the QR code. Read the 15page PowerPoint all the way through and you will learn everything about our project. Plus, it will answer many of your questions. That is what you must do to get a good grade. For bonus points, turn the page over. On the back are the levels of donations. Scan the QR code at the top and it will take you to the Black Hills Area Community Foundation. That organization is the fiscal sponsor for the Spearfish Museum. We have an account with them. They provide a temporary nonprofit status for us. So until we become a actual uh nonprofit and they uh have so
007they can provide tax dedu deduction donations for you to you to anyone that donates to the Spearfish Museum. So and we happily accept small donations as well. Donations from everyone are needed if the museum is to happen. The whole community needs to be involved. Our long-term goal is to raise matching funds to equal the 1.5 million donation. Our shortterm goal is to raise $200 to $300,000 by September 1st of 2027. Therefore, when you scan the QR code to make a donation, you will pass the class and depending on how much you donate will depend on how many pluses you get after your lit grade since that seems to be the current trend. I know you are all achievers because this is an AP class and I know that you will all do your assignment because
008you want to earn multiple pluses. For those extra achievers who want to keep up with the progress of the Spearfish Museum, please write your names and emails on a slip of paper. Maybe you don't have it. So, what I would like to do is if you would like to get occasional emails from me or Katherine about our progress, um I would you would need to send your emails to me and then I will add you we will add you to our list. We are up to about 38 in Spearfish now and 45 total. So, we want to keep this list growing. We want the whole community to get involved. So if you would please spread the word and also anyone who would like to volunteer. So maybe some of you principles can share with your
009teachers that if they're cl if they're looking for uh their students to be do community work to get also get in touch with me. That would be great because we need volunteers. We'll start doing fundraising and events this summer. So, um, thank you for your attention and it was a pleasure teaching you. Now, do your homework. Take your hand out with you. >> Thank you. >> Okay. Uh, moving on to uh, school reports and FanFir with the high school report. All right. Check. Check. Okay. So, we uh Mr. Sire and I are here to talk to you about bringing our alternative school back to the SHS campus. Um we're going to give you a little bit of history as well about what we've been doing and we're going to talk about bringing our um the
010alt school back. Now why why are we doing this? What's the point of bringing what's the point of an alt school in general? Um so a couple of my talking points there. Obviously what we're trying to we live in a personalized world and if public schools don't kind of keep up with this trend of you do what you need to do to get what you need um we're going to fall behind. And so alternative schools become um even more important in today's world than it than I think it ever has. Um it helps with dropout prevention because it gives students different routes to get um the high school diploma than just the traditional route. Uh we're able to um build mentorships and peer relations and teacher relations within smaller classrooms. and we will connect our
011alternative school with our career and technical education building, which I'll talk a little bit more um coming up. But the the most important thing I want you to see here is not everyone fits in the same mold or takes the same path. And I think it's really important for us to remember that with our students that we need to to provide different routes to get to the same diploma. And so that doesn't mean less work or an easier way. It's just a different way. Not everyone who was in an alt school tra everyone who's in an alt school traditionally might have been a kid who was maybe uh in trouble or had issues going on. But alt school today looks different and it's um students that maybe have a different um opportunity athletically or maybe
012a different opportunity career-wise and they need just a different path. And so that's why we want to talk about alt school and bringing it back home. So let let me let Mr. sire jump in and kind of explain to you what we currently do and then I'll jump back on the mic. >> So, as you can see on the front front uh front slide there, we have had a wonderful relation with Bethany Cook who is the chief administrator at Black Hills Education Connection. They currently have 32 of our students and with those 32 they have a alternating schedule of Monday, Tuesday, Wednesday, Thursday and if they fall behind they have the opportunity to come in and work with Bethany on Friday. We also ask that those students have the traditional job opportunity as well and
013we offer that job opportunity at a quarter credit per semester. So they are also have that they also have that option. It's not an option. Excuse me. They also attain a half credit each semester working within their employment piece. So it does it does promote them to work outside of the school setting. Now, as Joe attested to, not all students are the classroom happy student and they all learn in different separate ways. And by the time they reach that 10 credit level, which we will uh we will still maintain that 10 credit that you have to attain those 10 credits, by the time they reach their the end of their sophomore year, we will have an opportunity to not only still have a grasp of the student themselves, but we will also be given that
014extra advantage of giving them a platform to which they will be successful. not to not not to just get the high school diploma, but also have a direction in that high school diploma. The current cost factor is $200,000. And by bringing that back on campus, we will have a better grasp of what they what they do, how they do it, and we will still maintain some aspect of what we currently do with Black Hills Education Connection. The structure is a hybrid schedule and it will maintain that hybrid schedule working within working within the framework of the freshman sophomore year and then their junior and senior year they will have an opportunity to participate in activities as well as working within the uh classrooms of the CT center which we don't currently allow them to do.
015All right. And then finally, the requirements of 10 credits and then students do they do graduate with a high school diploma from Spearfish High School. So, >> okay, so that's kind of what we're doing right now. Um, just a real quick add-on there. They do currently the old school kids meet either Monday, Wednesday, or Tuesday, Thursday. And then the the days that they're not at the alt school, they're working a job also getting credit for that. So, our new when we bring it inhouse, it could look like that. it could have a lot of different ideas that are out there and I'll talk a little bit more about that here in a second. Um, so why why do this? Why bring it back on campus? So, I forgot to mention I've been working with alternative
016schools for about 13 years of my career. And so, I've seen a lot of different school districts, a lot of different students, a lot of different teachers, a lot of different ideas. And so, I'm not saying I've got it all figured out, but I've got a lot of ideas. And so, um, I've got lots of options to look at and think about. And so, bringing it inhouse and putting it within our CTE building, um, is going to grant our kids the opportunity to take our electives, which I think is really powerful. Um, old school kids probably should be taking some of the CTE classes we offer. Maybe there's music classes they want to take or PE classes. Being off-campus, that's really difficult to do. Being on campus gives them more of that opportunity. Um, I'm
017would like to develop some kind of hybrid schedule, and I keep saying that word, but what I mean by that is a mix between online education and in-person classes. And so, the focus for the in-person classes for alt school would be core content areas, math, English, history, science. I would love to have a teacher teaching those classes to our alt school in person. Um, we talked about the cost of the current alt school. I think we can reduce that cost cost quite a bit by doing it in-house and um it gives us a chance to take our old school students and include them within our we are Spartans being part of who we are what we do they can be in activities they can be in sports right now it's kind of hard to do
018that again off campus and prior to me getting here they weren't even allowed to be part of our activities I want to change that I want them to be part of who we are as Spartans Um, we're going to put it right now, the plan is to put it in the CT building. I have a couple classrooms in there that are um they're they're used to a certain degree, but we can use them more effectively. There's plenty of room there. Um, I would like to hire two full-time certified teachers for the alt school. And these aren't new teaching positions. Um, we have um teaching positions out uh where it's at now. And so those are just bringing those positions here onto campus. And then again, we would use a blend of in-person teaching by the
019certified teachers there along with egeneuity, which is an online program that we currently use for credit recovery. So, we're pretty familiar with the actual program. They'll still get a high school diploma. And once I'm if I'm given the green light to hire, I would like to involve those new staff members in developing a lot of the details for the alt school. Um I again I have ideas but I'd really like the people who are who are implementing and teaching and doing to help build that that whole program. And so um while we talk about every other day or half days or different schedules or whatever it might be before those decisions can really be made I really want to talk to the people that'll be sitting with the students. We're going to start off between
02030 and 40 students, which is what it currently is, but my hope is to get up to 50 or 60 students, whatever we can manage um there once we see how it's going. So, that's my plan for the long run. What questions do you guys have? >> Are the students at the alt school currently counted in our enrollment number in the district? >> They are. Yes. Apparently, I'm the only one that has questions. >> Thanks for a question. >> The uh the two uh or the teaching positions you say that we have employed out there, that's included in the 200,000 spend that we make there. >> Yes. >> Okay. >> Thank you. >> Have you surveyed the all students to see if they want to come into our campus? >> Um no, we have not.
021That is a a good point. Yeah, we have not asked them. It has been told to them um that this is a possibility, but we haven't taken a survey. No. Have you explained anything to them too as far as uh kind of thoughts? >> Well, we haven't explained anything because we haven't been given the like >> the go ahead. >> Once it's the go-ahhead, I think we'll go out there and say, "Hey, here's what it's what we're doing next. Here's what it would look like." Yeah. So, >> I am really excited about this. I think it's a it's a powerful program and to bring it bringing it back in to the campus itself is really awesome. And what I really appreciate is how you guys are thinking outside the box on this and getting creative.
022And I think that's so powerful. That's where education has to go and I really appreciate you guys taking that initiative to do that. >> So, thank you that I I love hearing about this and I'm really excited to see where you guys take it. >> A majority of the students that after after they leave for the alternative campus, they do come back, they participate in the the cheering of the basketball. the football and what have you. They participate in prom, uh, snowball, whatever the case might be, but they lose that disconnect or they they have that disconnect. They lose that connection with the high school setting. And that's where I think, as Joe attested to that we are Spartans and if you start a Spartan, you're going to finish a Spartan even if you uh
023even if you want to choose the alternative school route. So, but uh Winter Schneider is one of our graduates. He's running the food court at Walmart right now. And he said, "What a valuable tool because I would have never finished with a high school diploma." And that's one person that that uh I can currently see daytoday if I go in and find some chicken for my son. But uh nonetheless, that's that's one student who I've just currently visited with. So >> well, I would assume are most the students there is it more just because they they need a different structure for the education not it's not behavioral issues, right? So like being able to bring them back into the community of the school and yet still giving them the different kind of ed um curriculum
024or I I love that. >> Yeah. No, you're correct. Like there's actually a vetting process currently that if they have major discipline issues, they probably wouldn't be allowed to necessarily go there. Um and so it's not that it's just students um people that life is hitting differently. So they just need to take a different route than the traditional student and that's okay. It just looks a little different. So >> when you talk about plans for growth for moving that to 50, is that are those students that maybe qualify now within the district or students that are maybe homeschooled now that are homeschooled because they don't like the current model? >> So that's a great question. And I do think this is an avenue for us to it is for our current students, but it's also
025an avenue for us to offer things out to maybe that population who's homeschooling, who doesn't, you know, they want a different schedule or their life looks differently than, you know, whatever. They just need something. Um, so I think it is an avenue to do that. Also, um, it just half some of their education will be online, so that gives them an opportunity to to do that as well. So, yeah, good question. Anybody else? >> Great presentation. Thank you. >> Yeah, thank you. >> If you have additional questions and think of them later on. >> Thank you. >> Uh moving to the next item. Uh so we'll be under action items and uh we have action item A which is uh consider second reading of approve. >> We have conflicts. Oh, quick sorry. There there are
026none. >> There are none. There are no >> conflicts of interest. Now we will go down toformational items from the superintendent. I was getting a little scroll happy here. That's right. >> The laptop. So, >> uh, just you all seen the the sample letter of, uh, what the Sou Falls School District has written in in support of Representative Whit Whitman's letter to support legislation that would provide full reimbursement to school district for meals served at the uh, reduced price. Uh, so if u that is something you wish to sign after the meeting, uh, it' be available for you to sign. Uh, just a couple otherformational things. uh we the people showcase on January 21st at 8 at BH if you're interested. And then John Nelson reached out to me and said that the Spartan robo
027rally will be at the Spearfish Middle School on February 7th at 8:30 and ask that I share that with the board. Um February 13th, we have our inservice breakout sessions. As in the past, board members are welcome to attend. If you would like to see the list of breakout sessions as Lena gets closer to getting them all put together, reach out to Lana and uh you can see what those sessions are. Uh SEDC annual meeting. So Spearfish Economic Development Corporation annual meeting is this Thursday at 4 PM at uh the Holiday in and Convention Center. And then last thing uh just starting pre-negotiation meetings with SEA uh next Thursday the 22nd. So justform informationational. Now we'll move on to action items. Uh action item A consider second reading approval of changes to the following policies
028administrative regulations. Uh the first reading was held December 8th. Um and once again this would be minus I think it's Q the social the school district uh employee social media use. >> Can I speak to that really quick? >> Sure. So, uh, Heidi Parks is going to be our kind of our, uh, overseer coordinator, whatever you want to call it, for our Facebook Instagram pages that we're going to put together. Um, her, Ashley Anderson, who is a f has a friend, uh, Ty, I'm not sure what Taylor's last name is, but we met today and we just talked about how, uh, we would have a a I don't know, a meta account, if you will, an overarching district account, and how things would fall under it. other Facebook pages within the district and how they
029would fall under it. Based upon that conversation, our social media policy is not ready to go. Uh there will have to be some changes. So rather have rather than have you approve it and then have to amend it, we will do the necessary changes, we'll bring it back for a first and second reading and and then approve it. So >> So if I can get a motion to approve. >> I'll make a motion to approve it. >> I'll second it. Any further discussion? >> Hearing none. All those in favor, please say I. >> I. >> All those opposed, same sign. Moving on to B, and that is to approve amendment to the agreement with Mammoth Sports to proceed with the construction services for the middle school track and field. If I can get a motion.
030>> I'll make a motion to approve it. >> I'll second it. >> Uh any discussion? >> So granted, I'm not going to I'll go first and then certainly let the board discuss it. My recommendation is to approve uh to approve the 2.75 with the understanding that I will go out and try to uh attain at least 20% in donations or inind donations of some kind. Uh which is roughly 550,000. Uh no guarantee that I'll get there, but that would be my attempt to hit 20%. I think I'm halfway to that. So I got roughly 10% I think. Um but again, no guarantee. Um my my concern that if it is put off, we put it off from last year and we put it to this year. Uh we have it budgeted this year. Uh half
031of it for this year, ne this fiscal year, half next fiscal year. Uh my concern is if we put it off, well, next year we according to our master facility plan, we have a gym addition at West and then the following year and possibly the other follow the following summer, we're looking at renovations to West. So we put it off now kicking the can down the road are we looking to do do it in four five years how far down the road instead of 2.7 now we're looking at possibly 35 37 can't predict what it how much it'll go up but so my concern is that I guess is that the if we kick it down the road how far down the road uh do we do it uh again my recommendation is that we
032do the track and the field but I think the track will get plenty of use it's kind of specific speific to a sport, if you will, where I think the field uh will be have much more use by uh our PE classes, band band, uh certainly track, football, and and the community at large. So, my recommendation if you're going to do the track to do the field as well, uh is my thoughts. But, um I guess that's my recommendation in a nutshell. And I guess I'll answer any questions if anybody else has any questions or I just think it's important that we clarify, Mr. Re, when we say we've budgeted for it, that means that there isn't going to be a raise in taxes. Property owners aren't going to see an increase in their property
033taxes to fund this. >> No, this is all within our current revenue stream. Yep. >> Um, do you have I know the CTE center was a much larger project, but you were pretty heavily involved. um you know if there was changes or whatnot or issues that came up as the person that would handle that. Uh do you have any concerns that we've got uh you retiring new super coming in right as this is getting started and they're kind of the the person that's working with this project on top of getting their feet on the ground getting ready to run the district. Um any concerns that you just if you were in that position coming in new any concerns that you would have? >> Uh I yeah I I think anybody coming in would have concerns
034what's laying in front of them that I would say by June 30th and Derek Hop in here by June 30th uh at least a third if not close to a half of the project will be done. >> Okay. So, it would just be somebody coming in and finishing finishing the remainder of the project. Uh, I will say when I went to Lennox, they were in the middle of building a junior uh a junior high or junior high edition onto their high school. And I so I get what you're saying coming in in the middle of something that you had no part of in putting together and and understanding. So, I I certainly understand that. Certainly, if you didn't do it, it would be off a lot off my plate here in the next five, six
035months. But when I think about it, you know, this this project isn't for me and it isn't from to add stress to my life. It's for kids. And so, I'm willing to do the extra during my time remaining uh to get this put in place for students. But, uh, yeah. So, I'm I'm willing to do my part if if that's a concern, but certainly somebody coming in, that would be probably a little bit on them, too. Yeah. >> I guess we know where to find you. >> Sure. That's right. >> At the river fishing. >> Yeah. >> Um, >> Derek, is is is my thought about right you'd be roughly a third of the way if you started midMay? Would you be roughly a third to a half of the way done? >> Yeah, it
036it will take us three months. So if you start, you know, miday, June, July, August, you know, the time you get the the the the thing that takes time, the asphalt has to cure for 28 days before you can put the track strike or the uh servicing, sorry. So normally what we do, we get in there, we dig out, we do the asphalt first so that that can cure. While that's curing, then we do the turf field and then we come back and we service it and then streng it. So, you know, if there's any way to get on even earlier, great. But if not, um, you know, we our construction season here is our construction season, right? We always start everyone's gungho. We want to start right after, you know, uh, track season and
037then get everything ready to go before fall camp hits and that sort of thing. So, >> welcome. You have more days like today, you probably start talking by >> before school's out. >> I know. I know. I just This was a new rendering. I didn't know if everybody saw it, but um I just wanted to point out a couple things. We did add some softball um lines to the field in each corner. So, you know, we could do other markings, too. And that's it doesn't cost anymore. But just the versatility of it, I thought I wanted to just point out so you guys knew that we we did add those. Um, and then this is a new design based upon the old design where we wanted to cut some cost and be some things to
038get to that right budget. So we um ended up creating that long jump area or excuse me the high jump area smaller to save some cost. I do show the pole vault. I don't think that's we're going to do that. But the long jump, triple jump was in the D zone uh on the right hand side. Uh we moved that out. That's going to be less if we do it there. So there are some there's some things that we we cut to make it fit the budget. So I appreciate the opportunity. >> Yeah, I think the things that you cut I mean putting turf in that what I'm going to call the right hand D zone, I I don't necessarily see that as a cut. I mean, I think that's fine. >> Right. >> And
039and even on the left hand side where you have the high jump, I just Yeah. >> Right. >> The other thing I would say is that um on the right hand side there in the Dzone that gives us an opportunity for a larger um uh advertisement for somebody to uh donate to the field. So there is a rendering that's not here that has somebody's logo there. that will come up. And then on the scoreboard, they have some renderings for me uh where we could put some extra signage on the on the scoreboard again for donors or sponsors. Am I correct in saying so um in the contract? So we're there still would be an opportunity for us to um find a way to haul off and disposal of all the earthwork. Um, so there's there's
040two deducts for that, >> right? >> So we would and we would need to find that or >> and and I've contacted two different entities for that and >> Okay. >> Nothing's finalized by any means, >> but there's maybe some interest >> possibly. Yep. Yep. I mean, certainly the spoils, the city has said that they'll take the spoils out at the rubble site. >> Uh, so we have a place to to put the spoils, but just the hauling of it, I'm working with a couple entities on that. >> Okay. >> And we talked to Kurt about Whatever we could do to help load it up, we more happy to load the dirt up for whoever comes in if it's timing is right. So they don't got to move the dirt twice or we, you know,
041we'll work our best to to help whoever you get so that it's smooth. Okay. >> The other thing I would say is, and again, it's certainly up to the board, but I would really hesitate to put a band-aid on it. I would really hesitate to put just another thing of asphalt on there. I think you're just throwing good money after bad per se. Um, if you if you chose not to go this route, whether it be cost an extra half million to a million or whatever five years down the road, I would propose doing that before putting some kind of bandaid on it. I mean, it would be great to have a, you know, a better track for our kids to run and compete on, but um it's just throwing good money that will eventually
042the the the asphalt will crack and so on without doing preparing the subs soil the way it needs to be prepared. >> Without digging into this into the agreement and trying to find it, Derek, you probably know obviously. Um, can you remind me warranties? Any limitations to that too? Just clarification purposes here. >> So, our warranty for the base of the drainage is a lifetime warranty. So, if anything happens to that base, the drainage that's on Mammoth, we will honor that for the lifetime of the field. That's unbelievable. The turf will be an 8year warranty. Uh, and then the track um is a 5 year warranty. So, um I think between all those warranties and some some regular upkeep that will help train the person. Um there there's also a maintenance package that I don't
043have on the contract. We don't need to discuss that now. But, um we go and we maintenance a service agreement essentially where we'll come once a year, disinfect it, clean the track, clean the turf, repair any damages. Often times it'll, you know, some some pieces will come loose and so we we'll take care of those. Um, >> you're throwing that in. If we put a mammoth >> we are >> logo, right? >> On there. We'll do the maintenance for free for eight years and that's a $60,000 value for the school. That's still >> It's a logo the same size as the one on your jacket. I'm just saying >> same shape. Same shape. >> Just kidding. >> I was I was hoping he was gonna turn around and have a bigger one on his back.
044>> At least that size. >> Funny. >> I saw it earlier. I was waiting for you to to rebuttle it a little bit. >> Well, I I think with just the community use because I I I mean I know the Pioneer published a story about this conversation and the comments in there. You just read the comments section. I mean, it's certainly an eyesore of the community in a sense right now. Um, it's project that I have and that I've been wanting us to do for a safety standpoint for a long time because you see it and um, but because of the higher use, making sure that we're protected, too, because I think it is going to draw the community in, which is great um, to get them onto our property, but just making sure we're
045covered in that sense, too. >> Yeah. Yeah, >> we'd be a longterm partner for you. >> I I think for me personally, it's a we've had this conversation at Nauseium. It's a lot of money, but Kirk, to your point, I'm not a fan of kicking projects down the road. And credit to the pioneer on article they put out. I think the the comments that I saw on the on the post on Facebook with the parents uh with students in track saying there's challenges getting them up to Black Hill State and uh scheduling issues there and and maybe community members being frustrated with students up there when the community members try to do something and students are practicing and uh I think it's I think it's time that we we fix it instead of just putting
046band-aids on it. Ryan, can I say one more thing? >> Yep. >> Um, I want to just tell you the story about the S. So, Sou Falls School District, all their varsity games, JV games, a lot of them were played at Howard Wood. And then in 22 and 23, we turf their practice fields at every high school. And every AD principal said that that was the greatest thing that they could have had to their school because it connected the school back together. So now those schools play their all their JB football games on campus, all their soccer games, even their varsity soccer is on campus now. The only thing that's not play at the school is their their varsity football games. and it just created a very greater sense of community where you know they're
047looking for an identity thing. You know, when you go out to Howard Wood, it's just not your own. And so I kind of feel it's kind of something that's happening here with with the age. Even though they're awesome and it's right there, you're going to see a greater sense of community and ownership with with the kids. I can just guarantee it's going to happen. It's going to be a great investment. >> Yeah. >> Sorry, I do have one other question. I'm uh just going through here reviewing. Does this uh include the conduit should we ever want to put lighting? >> Yes. Okay. >> Yep. >> And that's something that we talked about. You know, if there's some other um you know, we run the conduit anyway for the track timing system. They have power. So,
048we could just run those out for the lights and have them stuffed in ready to go at another time. >> Thank you for all the work you put into this. I know it was a lot of work. So, we really appreciate all that you've done. >> Yeah, it's Yeah. And the committee itself that met on this, we've met numerous times in person and uh Zoom and so on. >> Yeah, we've been we've been talking about it for a while, but >> it's been a few It's been a few phone calls. >> We appreciate all of you guys. >> Thank you. >> And I appreciate Mammoth sharpening your pencil, finding some some uh engineering to or some different design aspects to lower the cost as well. um came down roughly uh what? $4 million. So, or
049I'm sorry, 400,000. >> Keep working on it. >> Okay. Any other questions, comments? Hearing none. So, I would ask all those in favor just respond by saying I. I. All those opposed, same sign. >> Motion carries. Thank you. >> Thank you, >> Derek. Thanks for coming out and I'll be in touch as far as renderings and I know if you're around tomorrow, uh we can >> you take me out for lunch and we can talk about the contract. >> Yep. We have it here for to sign tonight. So, Yep. >> All right. All right, we can put that mammoth logo on. We get that free maintenance. I don't know if that needs to be board approved or not. >> We'll work on that. >> How big? >> Thank you. >> Um, continuing on with action
050items. Um, action item C is to approve the advertisement for the RFP for architectural services for West Elementary addition. If I can get a motion. >> Nice move. Oh, second. Ellen got in first. >> Uh, any discussion? >> Okay, so this is for architectural services as it says. Uh, initially once we do this, I think the timeline is tomorrow uh between Jill and I, we'll get it sent out to known uh architectural firms uh in our area around the state that would be interested. We'll get that all sent out. It will not be in the paper. This is not something that has to be advertised legally in the paper. It'll be a letter directly. this actually this advertisement sent directly to the architectural firms. So you can see all the deadlines, timelines and so on
051on that RFP. If she doesn't have it up there, you you have a copy. Anyway, I will put together a facility committee. So it'll be uh my two board members that need another >> Need another project to work on. Uh but anyway we will have it will interview any interested parties for architectural services. First project they will have will be to design and come up with a cost estimate for the gymnasium for next year and then from there work on a uh slight design cost estimate for renovation of west and possibly new. Uh we've already done enough work uh with the new as far as determining kind of the square footage and what that might look like. just need them to apply some numbers just so we have those numbers to have for the board
052to make an informed decision moving ahead. Uh talking to Jason Roberto has said that costs uh construction costs are starting to come back down. So whether it be the renovation or new hopefully we're going to see that number come down. I would say the renovation side is of uh the estimate is going to probably cost the most because whoever the architect is going to have to get the engineers involved whether it be a structural, a mechanical, electrical or whatever going to have to get them involved to determine what the scope of the renovation is along with us as owners and then put a number to that. So um again, so once if you approve that tonight, we will get the RFP sent out tomorrow. Okay. Uh, so any other discussion? Hearing none. All those in
053favor, please say I. >> I. >> All those opposed, same time. >> Motion carries. Uh, on to D. Approve early notice retirement incentive addendum to the SEA and SCEA negotiated agreements. I get a motion. >> Seconded. >> Any discussion? >> Okay. It was unanimous approval by SCEA and darn near unanimous approval by SEA. So, okay. All those in favor? >> I I >> All those opposed? Motion carries. On to E. Approve theou with kids club. Kids club kids. >> I so move. >> Second >> discussion. just minor adjustments over what we've had the past three years. Uh one is just to put in there detailing that uh their use of our facilities is really subject to our needs. So we take priority over uh our buildings per se uh when it come when we need
054them for our own uh educational uh activities. Uh the next one is just that they need to make a good faith effort in their use of our supplies. So whether it be the laminator, the copier, using construction paper, whatever it might be, I don't expect them to track every every paperclip, but they need to make a good faith effort in tracking the supplies. And then we'll come together and determine what that is and they make a payment back to the uh district. And then the last thing is just again it's uh just use of rent premises. That is more for uh just spelling it out. That is for before and after school programming as well as summer school programming. and then approval of special events, trainings, or other requests. So, just and they're fine with
055it. I sent it to their director who bounced it off their uh their board and uh they're fine with it. >> Who is the director? >> Sarah Moyer. Any other discussion? I can. All those in favor? >> I. All those opposed? Motion carries. Uh, moving on to the consent agenda. We can approve all these with one motion. You are welcome to pull one off individually if you choose to do so. If I can get a motion. >> Make a motion to approve it. >> Second >> with the addendum. >> Second. >> Any discussion? Hearing none. All those in favor say I. >> I. >> All those opposed, same sign. >> Uh, moving on to the minutes. If I can get a motion to approve. I so move. >> Second. >> All those in favor? >>
056I. >> All those opposed. And moving on to financial reports and bills. If I can get a motion. >> Move to approve. >> Second. >> There's any discussion there. So, all those in favor? >> I. >> And last item is executive session. If I can get a motion. I make a motion that we move into executive session for South Dakota codified law 1252 paragraph 1 discussing the qualifications, competence, performance, character or profit fitness of any public officer or employee or prospective public officer or employee. The term employee does not include any independent contractor. >> Second. >> All those in favor? Hi. >> You're in executive session.
