rise and all lead us in our prayer and Mr. Ashock will lead us in the pledge. Dear gracious heavenly father, once again we come thanking you for this day and all many blessings. Father, we're so grateful for all the blessings of life that you've afforded us. Father, we know every good and perfect gift comes from you and we give you all the honor and the praise and the glory for everything that we have in this life. Father, we're also mindful of the spiritual blessings that you bestowed upon us. So many of these things we're not worthy of, Father, but we're grateful that you saw fit to bestow them upon us through your son. We're grateful for him and his sacrifice. We pray that everything that we do and say here tonight will be in accordance

with your holy and divine will. Will be for the betterment of our school system, Father, for the betterment of our students, for the betterment of our faculty. We pray that you'll give us the wisdom and the knowledge to be able to accomplish those things as well. Father, we come at this time, Father, asking your blessings on several, Father, in our school system, several in our community. Father, especially, Father, we ask that you'd be with Todd Upton as he continues his battle as well as Evan Hayes. Father, Mitchell BS and Miss Felicia Hail as well. Father, we pray that you would be with all those folks. Be with their families as well, Father. We pray it would be your will, Father, to restore them back to a reasonable portion of health. And uh, Father, we know

that your will will be done. And we just pray that you would be with them and comfort them uh in their time of need as well, Father. Father, we ask your blessings on everyone in our school system. We pray for your uh guiding hand in their safety as as buses are on the road, Father, as as administrators and and teachers are in classrooms. Father, we pray that you would just look over them all, Father, and keep them safe. Again, Father, we pray that uh that you would help us as a school system to meet the successes daily that uh that are expected. Father, we pray that that again that you would just be a part of everyone's life and guide us all. Father, forgive us of our sins, guide, guard, and direct us in all

that we do. In Jesus name we pray. Amen. >> Amen. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Welcome everyone to our February board meeting. Appreciate everyone being with us. We will move into item three on the agenda. approve the minutes of the January 15th, 2026 regular session as received. >> Second motion by M. We seconded by Mr. Henson. Any discussion? >> If not, all in favor. >> Any opposed. Motion passes. Item four, approve the agenda for the February 12th, 2026 regular session. Uh, one item that we have added, uh, item eight is additional from what you received in your packet. >> Motion approved. >> Motion by Mr. West. Second by

Miss Weir. Any discussion? If not, all in favor. >> Any opposed? Motion passes. Item five is our public comment period. do not believe anyone from the public is here to come in. Item six, consider risk trust, a risk management trust renewal for 2026 2027. Uh this is something that um we usually talk about annually as far as our insurance coverage. Um if uh we have discussed this the last few years um and decided not uh to go through the bid process it would be extensive. A lot of information will be required uh to be gathered. Uh but uh we wanted to bring it to you before uh just in case that was an interest of the board to bid that. Again we are with risk management trust. Um they represent >> 105 school districts in

Tennessee. >> 105 of the school districts in Tennessee, which would include county and city schools, special school districts. So that's 105 out of about 140 something. So they represent the majority of that. It's a collective trust as you recall that that we participate in. They provide excellent service. Ashley did reach out to them. Obviously, they can't give us a a set um price, but the expected increase is four to 7%. Um with the caveat that uh uh state law doesn't change. Um because there is some I think torp reform in consideration by our state legislature which could impact everyone. Mark probably could speak to that, but uh that that's kind of where we are uh with our current provider. We would expect a 4 to7% increase uh at a minimum, which is what did you

say, Ashley? 10 to >> 8 to 14,000 increase over last year uh impact our budget. if we stayed. Um, again, our other option is to bid that. Um, we haven't done that in some time. Uh, but I don't know that. Again, Mark probably speak. >> That's too bad. I don't think that's too bad. >> And so, they they've been wonderful to work with. uh they come and participate in our uh annual in service every year, countywide in service. So, we're thankful for that. But >> we're pleased with we're pleased with them everything that they do. >> Absolutely. >> Yes. >> You would hate to >> and it will be an undertaking, but again, something that uh everyone will be willing to do if the board saw fit. There may be a point you'll have to

>> right. >> I mean things are it's not too bad. That's a lot of money. >> I'm not sure how long >> That's a lot of money. That's not too bad. >> That's not That's not too bad. >> I said I'm not sure how long we've been with them to be honest, but I know that it's been all of my time here and multiple years before me. >> I'm gonna make a motion to motion by Mr. cash seconded by Mr. Lyn to stay with their current service provider. Any discussion? Again, we have a motion on the floor to stay with with risk management trust. Any comments, questions? >> If not, all in favor? >> Any opposed? Motion passes. Item seven, request bids for a removal and disposal of coal residue administration building boiler room below

us here and then b asbesus abatement demolation disposal in the old gymnasium building and administration building boiler room. Uh if you recall uh we've been in this process for some time with uh some grant funding. Uh the grant funding has uh enabled us to really begin this project, lay it all out uh and will ultimately pay for uh all of it. >> Yes. >> All of this uh removal and disposal of both the coal residue and the asbestous abatement. Um so as part of that, we would ask that we as a board request bids for this process. Make a motion. >> Motion with Mr. Cheryl, second Mr. West. Any discussion? >> That's for both of them. Yeah. >> Below and below us in the old cafeteria ultimately in the in the old gymnasium as well.

It is a tremendous liability to our system and to be able to have that paid for by a grant is That's a tremendous opportunity. Any further discussion? We will request bids for these items. No further discussion. All in favor? >> I. >> Any opposed? Motion passes. Item A, consider the amended contract with Elevate Therapy Collective to add BCBA services. You have a copy of uh this contract, proposed contract with Elevate Therapy Collective. Uh we are currently they are currently a service provider for us. Uh but we are adding some services needed um for um a student that has just enrolled into our system. And I think you can see there the uh the rate per hour for these services is 140 an hour. Uh other competitive rates that we sought out were 185 an hour.

Um, so this one we already have a relationship with uh and we would ask that we amend this contract to be able to provide those services that are needed. The old copy uh of the contract is behind. >> Alicia thought that at most it might serve up to five to seven kids in the future. So this would open the window for us if we had needs like that. But five to seven was what she thought would be the max. >> It's daily. >> Yeah. There be the services >> the need. >> Yeah. So if the says they get one hour of service. Yeah. Or three hours a week or whatever it says. They would get it like that. Motion by Mr. West with Mr. Ash. Any discussion there? Get a motion on the floor to

amend the contract. If no discussion, all in favor? >> I. >> Any oppose? Motion passes. Item nine, consider the purchase of a school bus. Um you have a couple quotes here uh in your packet for an 84 passenger capacity bus. Um this is uh our largest bus that we have in the fleet. We currently have one, but it's unfortunately it's down. Uh last time we bought a bus this large I think was 2013. Um it was uh we try to obviously buy them. We budget for one every year or two. Um this year it is the bigger bus um that uh our administration has requested. Uh the reason for that again it's been several years since we bought one the ones down uh currently that uh that we have. Uh so also we use this

uh be able to transport hopefully uh we could use this bus to transport say an entire class rather than taking two buses. So maybe make us more efficient there and and ease our strain on getting bus drivers to take trips and things of that sort when our classes do go on trips. U we have a quote here, two quotes, one from Thomas and then That is through what's that one? >> Central State. Yeah. >> And then the same price. >> Yeah. The Central State is the is the low bid and it would be a piggyback bid off of Lincoln County. We have permission from them to do that. Um and we had um Thomas to um mimic those bids. We we sent them the specs for the one from Lincoln um and it would be

off of a source contract, but central is the low bid. And David is okay with the low bid. >> He is a motion. Motion Mr. Cheryl, second by Mr. L. Any discussion? I will say we uh again we did budget for a buzz purchase. That line item may be a little bit short in the line item specific but in that uh major category we've still got enough to cover uh this without amending the budget. So it is in the budget. Motion on the floor with Mr. Cheryl, second with Mr. Lynn to go with the low bid. Any other comments or questions or discussion? If not, all in favor. >> Any opposed? Motion passes. Brings us to item number 10. Consider the 2025 2026 spring sports non-faculty volunteer coaches. You have a copy of the three

coaches requested here in your package. Have they passed taken all their courses? >> Yes, sir. >> Certification. >> Yes. >> I do a motion. >> Motion by M. We >> second with Mr. Wes. Any discussion? If not, all in favor? >> I. Any opposed? >> Motion passes. That brings us to our principal report. Dr. Davis, >> not a whole lot. It's hadn't been long since we were together. Uh, fire marshall visited right before we shut down for weather. Everything went well. There were some minor fixes. Pretty good considering the age of the building and most of them have already been addressed. We had a few minor losses from the power being out. Our building was out for about four days. Mostly it was ice cream and things in a work in the workroom refrigerator and

then parts of the water plant froze, but Mr. Stevens already replmed all of it, so it's already taken care of. We've held preliminary retention meetings for lower grades as required. Uh we've only got two or three students in that group, thank goodness. Uh students who return permission slips have completed the state climate surveys. The SRO SRO award for January went to fifth grader Ava Bryant. Valentine's parties are tomorrow along with the ice cream that was provided. Thank you very much. And eighth grade attendance awards are next Friday. We're doing slushies this time. >> Thank you, sir. Mr. Maxfield, any questions for Dr. We'll be having our Valentine parties as well tomorrow and we want to thank the board for the ice cream for all of our students. Thank you so much. Um we have sent

our progress reports uh for the third nine weeks. Uh both of our basketball teams had great seasons this time. Uh our spring sports are currently practicing getting ready for their seasons. Uh we had our fire marshall debate and everything went pretty good for the most part. Uh our students and teachers have been working hard in the classroom since our >> Thank you, sir. Dr. Again, just like they said, you know, with the weather event, just we haven't had many days since the last meeting, but uh earlier this week, we had Jeff Upshaw with Ball State and Chuck Mitchell with TCAT. Uh they've met with several of our seniors uh in person to help them get on the portal for their schools so that when they leave high school, they can roll right into those schools.

And that was great. We had them there in person. They worked along with schedule that um on the 25th here in a couple weeks kind of think fast interactive at our school. They have been there before in years past. Um you can pay to have them come to your school. It's kind of expensive but every so often they offer fee waivers and this year was our year and it's going to be focused on driver safety and uh if you've never been to this, it's really interesting. It keeps the kids engaged and uh it's a really fun thing, but it really focuses on um something good for the kids like driver said. Um and also uh coming up pretty soon we have an on your own simulation for our sophomores where you know they'll be given

a certain life situation, a salary, a job, things like that. And then they have to go around and purchase make their large purchases, cars, homes, uh you know, budget for groceries, things like that. It's a pretty good getting them to think about their future and what it's going to mean to have, you know, different jobs and and making different kinds of types of money and, you know, how to plan for things. Um, then the last thing is Tuesday night, district play starts. We're playing games at Livingston. I think we both of our teams are playing Red Bull and Springs. So, any questions for principles? Mr. Ro. >> Um, well, again, we've not had a whole lot of days since we saw you all, but the teachers feel the the need to really work hard and

try to get everything caught up before testing. Uh, so they're working extremely hard on that and the students, too. Uh, Miss T. Arms in the food service has received a lot of um free commodities from USDA. She's very proud of that because that saves her budget instead of having to purchase think she's getting those cases free and it's the good chicken and things like that. Um, special ed is working diligently. Seems like we get new students well weekly. We really do get new students weekly and as you all saw from one of the bids, we've got to provide different services sometimes. Um, Miss Amy Dodson, the CTE director, is applying for a Perkins Reserve grant for Klay County High School. We're hoping to receive that to purchase new and innovative equipment and keep our CTE

programs progressing. Um, they are also working on updating the emergency operation plans for school safety. The principles, we seem like we work on that solid time to try to keep everything safe. Um, we're working with King Construction Group to schedule the windows being replaced at Herman Spring School. We're hoping to get to do that in the summer. Of course, um Derek of Church has put the U enrollment numbers in your packet as he always does to keep you guys updated. Any questions? >> How about from our student members? Uh this past Saturday, me and Martina are actually on a quiz bowl team that we've been doing high school and we competed in Gallatin. It was against 36 other schools and yeah, it was a great time. We got to take the school bands and it

was a good time just competing against other schools, you know, something we never had before, which is the quiz bowl. Not much else going on these past few weeks. a bunch of stuff involved in any anything else that come before the board at this time. Question Make all in favor. Thanks for inviting.
