us in our prayer and we will lead us in our pledge. >> Father, we're thankful for all the many blessings in life you've given us. We pray for all the decisions we make tonight have a positive impact on our school system. Pray for our students, teachers, and support staff and may we have a safe and healthy school year. We pray for the sick in our community. May they be restored to a measure of good health. Most of all, Father, we thank you for Jesus Christ and the sacrifice he made on the cross. God, guard and direct us in everything we do. In your holy name we pray. Amen. >> Amence to the flag of the United States of America and to the republic for it stands. One nation, indivisible, liberty, justice for all. Good evening

and welcome to our October 16th board meeting. We appreciate everyone being in attendance tonight. >> We do have our three new student board members with us tonight. We're grateful for that. Kowski, Miss Abby Shaw, Miss Martina Riddle. Thank you guys for being here tonight. We look forward to working with you guys. >> Come on, buddy. >> We'll move into item three on the agenda. Approve the minutes of the August 14th, 2025 regular session and the September 11th, 2025 regular session as received. >> Motion by M. We >> second by Mr. Web. Any discussion? If not, all in favor? I. >> Any opposed? Motion passes. Item four, approve the agenda for the October 16th, 2025 regular session as you have in front of you. Motion by Mr. Ash, >> second by Mr. Mel. >> Any discussion?

>> If not, all in favor? >> Any opposed? Motion passes. Brings us to our public comment period. Comments from the public. No one sign in. Item six, elect chair and vice chair for the 2025 2026 school year. A couple things we'll note. There are a few items that we had on our agenda last month but that we normally do in September but we weren't able to do because of lack of quorum. So uh we moved those items to our October agenda and this is one of those. If you'll recall um we'll open up the floor for chair and then take nominations. Does requ a second and then close nominations and vote and we'll do the same for vice chair. So we'll open the floor for nominations for chairman at this time. >> Thank you sir.

>> I make a motion to close the nomination. >> Motion to close nomination. All in favor? >> Any opposed? Appreciate it. As always, appreciate the confidence of that vote. And if there's anything I can do for you, let me know. Open up the floor for chairman or for nomination for vice chairman. >> I make a motion made nominations. >> Motion post nominations. All in favor? Any opposed? Motion by drinking. >> Thank you guys very much. >> We will continue. Item seven, consider bids for a Columbia oven for the Herman Springs School Cafeteria. You have a copy. We received uh five bids for the oven there for Herman Springs. Uh, Miss Tia is not able to be with us tonight, but she did recommend the lowest bid from Douglas Equipment. We got two bids from Douglas

Equipment. I think uh their corporate office didn't talk to their Tennessee division. Uh, but they will they'll honor the lowest price there and it will come out of the Tennessee office, so she recommended going with a little bid there. >> This is we used before. Uh I think I don't know if we've ever gotten anything from them or not. I know we've used hotel restaurant supply before. Um but uh it met all the specs and it was the lowest >> bid and any discussion. >> If not all in favor. Any opposed? Motion passes. Item number eight, consider bids for the new telephone system at Salina K School, new telephone system at Klay County High School, and two rock rip wrap line waterways at Klay County High School retroactive to an executive decision on September 11th,

0062025. These are we'll look at these bids separately. two bids um that we discussed last month and acted on it as an executive committee decision. Um the first regarding the telephone system, the only bid that we received was with Twin Lakes and so that uh they're trying to work out a time to get that installed currently. I would ask that we can improve that one. And then the uh the other bid regarding the two rock rip wrap line waterways at Klay County High School. That's in association with the soil conservation service. We received two bids on that but uh Copeland's excavating and utilities was a cheaper bid. Um, currently they are uh in the process of trying to get that done, but with the government shutdown uh with the soil conservation service um that that

project is on hold currently with the funding. So, as soon as uh everything gets back up and running, we'll hopefully get that knocked out. >> I'll make a motion to approve. >> Motion by Mr. Sheriff. >> Second. Seconded by Mr. Mazize. Any discussion? [snorts] If not, all in favor? I. >> Any opposed? Motion passes. Item nine, consider qualifications and rates for an environmental engineer to oversee the removal of asbestous containing materials and coal or coal residue from the old gymnasium and boiler room at the central office as part of the brownfield remediation grant. um you have some copies of that information in your packet as well. Uh we did get two quotes um regarding this project. If you'll recall um this is part of uh this brownfield remediation grant. Uh the first step of that

we were able to use Montro's environmental solutions. Um and then the second phase of this is is the actual removal of the asbestos and we received two bids on that. One from Montro, one from pension. Um there the bids are a little bit hard to uh consider. Uh there are different rates in there for different services, hourly rates of uh the expected cost for this project. Um one thing that we would ask you to consider and Mr. structure. >> He's not with us. >> He left it with me. >> But one thing we would ask you to consider, uh, even though Montro some of their hourly rates are a little bit higher, they are very familiar with the project because they did work on phase one of this project. So, um, overall the expectation is

the overall cost from Montro's environmental solutions would be cheaper than the other quote that we received from pensions. Mr. truck church did reach out to uh the folks at the state level who uh have assisted us with this brownfield grant and they understood the thought process there and said even though that there may be some items where Montro is higher uh on an hourly rate that they understood that the cost savings would be present there because of their experience with the project already. So >> Mr. Up church's recommendation I believe would be to go with Montro's environmental solution and again this is all grant funded motion >> motion by Mr. West seconded by Mr. Any discussion? >> Yeah, that's already in the works. So, if no discussion, all in favor? I. >> Any opposed? >>

Motion passes. brings us to item number 10. Review and approve the 2025 2026 TISA accountability report and public feedback. You have a copy of that report in your packet. anything we need to address? >> The goals were set forth on a five-year basis and so they will not allow us to change our overarching goal. So the larger percentage you see at the top for us to reach 70% proficiency has to be the same because that's designated by the state. So what we do each year is we assess how far we have grown toward that goal and then we recalculate the increments it would take to get us to 70%. So in most areas we did make slight changes for example in those four categories we may have moved from below to approaching. So we are

growing students but we have not yet reached that 70% or in those increments of proficiency and that's meets your exceeds on the TCAP. Uh one goal is for reading, one goal is for math and then our other goals remain the same for our college and career readiness which used to be called our ready graduate rate. But throughout the report, the goals are set by the state. So we just have to reassess and examine our data from the 2425 assessments that we took and then see what moves that we need to make to be able to progress toward the goal by 2028. Thank you. >> Mason motion by Mr. Ashlock. >> Second by M. We any discussion? If not, all in favor. Any opposed? Motion passes. Item 11, review and approve the 2025 LEA compliance report.

You have a copy of that as well. The report that you have in front of you is based off of the data as of today. Um the one item that you see at the top um is due to the lack of received applications of a Tennessee licensed and endorsed art educator. If you recall, our art teacher in the elementary school does not issue grades and it's a non-ested subject. And so this teacher that we have placed in K through eight art is making progress toward achieving a passing score on that state assessment. It's a very difficult assessment. Uh we've had different teachers to attempt it that have been in that position before and it's a very high bar to reach and so the teacher that we have placed there last year and this year is

taking that again this year. She's taken it twice so far and has made gains. So that's the one item that you see at the top is that our art educator in non-graded art grades K through eight uh is working toward receiving that endorsement. She does have an active teaching license now which seem to add the endorsement of art for grades K through eight. The second item on that list is that we um had a turnover in our prek classes at Salana K8. And so in that turnover, we were unable to receive a licensed endorsed teacher matching the prek endorsement. So what we were able to do was in the third week of July after advertising for three months was to hire a licensed in licensed Tennessee educator in grades K through five. Currently she has

an application on file with Tennessee Department of Education to gain a waiver. And what that would do once they approve it is allow her a year, so from now until June 30th, 2026, to either pass coursework or pass a test to add the prek grade level to her active Tennessee license. Compared to other districts, I think the report that you have in front of you is very positive because in every other grade level, in every tested subject, >> we have a certified licensed teacher. And most districts in Tennessee cannot say that. Um, so for our district, we have one art educator who's working toward the endorsement on her active Tennessee license. And we have one prek teacher who's working toward the prek endorsement on her K through five Tennessee license. But all other areas across

the district are in compliance. Not bad. >> Not bad. Especially not in those areas. >> I can live with that. >> Do you hear a motion to approve? >> Okay, Cheryl. Second by Mr. Upton. >> Any discussion? If not, all in favor? I. >> Any opposed? Motion passes. Item 12, approve the state recommended 2025 2026 differentiated pay plan. You have a copy of that in your packet as well. You recall we do this every year as a way to incentivize some hardest staff or other positions in our school system to meet the goals of our of our system. You have a copy of the pay plan your packet [snorts] >> on the first page for number one anchor teacher leaders that remains the same. We appoint one of those by subject and grade level and

those teachers participate in collaborative prep across the district so that they can gain training and then take that back to their schools. The one role that we did add um is on the back side of the back side of that number three, the ESL mentor coach. And so we have an increased population um at two of our three schools of students receiving ESL services. And so as the law requires us to provide those services, we must also provide support to the teacher giving those services and administering those assessments. So the ESL mentor coach is really a go between the classroom teacher and the language support services those students are receiving. Um on page number three underneath the performance title everything remains the same. The amounts remain the same. The only difference is on the eligibility

criteria and compensation type. We have added growth. The universal reading screener is a prek through two test that promotes literacy in our lower grades and that has been key to our achievement across the district is if we can establish a strong foundation of reading. So, if the board so chooses to approve, we're incentivizing teachers to grow students, not just achieve. Um, in past years, we've honored achievement, as in they met proficiency or exceeded proficiency, but this would allow you to recognize growth. So, that means they took the students that they were assigned and that grew them a performance level from the beginning of the year to the end of the year. And that three, four or five is is the same scale for achievement as it is growth. >> Motion by Mr. Ashock to approve.

>> Second by Mr. Maz. Any discussion? [clears throat] >> If not, all in favor? I. Any opposed? Motion passes. Item 13, consider the proposed 2026 2027 school calendar. Copy of the draft calendar for 2026 2027 school year in your packet. >> This is a result of the calendar committee meeting end of August. >> [clears throat] >> There are a number of considerations that go into it. Appreciate those folks that have given their time for the consideration. not hard. >> Well, it was from the 21st to the Motion by Mr. Ash. >> Seconded by Mr. Cheryl. Any discussion? >> If not, all in favor? >> I. >> Any opposed? Motion passes. Item 14. Consider the renewal purchase of SAS success maker reading intervention program for K through8 students at Salana K8 school and Herry Spring School

for one-year license retroactive to executive decision on September 11th 2025. This is something that we discussed last month a little bit but it is a product that we used before and so we're comfortable with that. >> Motion by Mr. Second by Mr. May. Any discussion? >> If not, all in favor? >> Any opposed? Motion passes. Item 15, consider quotes for Chromebooks and desktop computers retroactive to executive decision on September 11th, 2025. You see those quotes there as well. This was recommended by Mr. Up Church. And it is and we use the >> motion by Mr. May second by Miss Weary. Any discussion? >> If not, all in favor? >> I. Any opposed? Motion passes. Item 16, consider the patient and family centered care services agreement by and between Vandil University Medical Center and Klay County

School System. Something again that we'll do annually, you have a copy of that agreement in your packet. If there's a student that is in the hospital long enough to be mission to approve motion by Mr. Cheryl second by Mr. Any discussion? If not, all in favor? >> Any opposed? Motion passes. Item 17, consider the following policy on second reading. A revised policy 5.302 earn sick leave. You have a copy of that revised policy in your packet. Uh it is on second reading. And if you recall, uh, it was in response to the recommendations of our attorney as well. This will be second reading on this policy. Motion by Mr. West, >> second by M. Weird. Any discussion? If not, all in favor? >> Any opposed? Motion passes. Item 18, discuss and approve the amended 2023

through 2026 memorandum of understanding. You have a copy of the proposed memorandum of understanding in your packet as well. Um the changes that we've discussed along the way. One, it reflects the new defined contribution amounts uh for insurance that the board will fund for uh employee insurance. There's also a change in there to clarify uh professional development days and the definition there uh for our teachers and one other thing >> the sick day policy >> sick day policy that we just approved there in item 17 is reflected um in the new memorandum of understanding as Motion to approve. >> Motion by Mr. Sec. Any discussion? >> If not, >> I just want to make the statement that I thought this year's meeting went very very well. >> I actually got itouble. Is that a first?

>> That's [snorts] a >> motion on the floor by Mr. West, seconded by Miss Weir. Any discussion? >> If not, all in favor? >> Any opposed? [clears throat] Motion passes. All right, that brings us to our principal report. Dr. Dley, you want to go first? Anybody? >> [clears throat] >> So, uh, we'll we'll begin with sports. Football is getting ready to enter region. It's kind of odd schedule, but they're just now, uh, tomorrow going to play the first team in their region. They'll finish up the schedule with three region games. So, tomorrow night going forward. Um, we had homecoming a few weeks ago. Um, you know, first time in a while I've been part of home here and it just I was really impressed with the organization and the effort that everyone put into it.

It was an excellent parade. You know, definitely the best ones I've seen. So, um today we took um the senior ACT retake that went very smoothly. In addition to that, our 9th, 10th, and 11th graders all took a practice ACT to get ready for the future when when they get to take it. Um, appreciate Heather Hamilton and Miss Craig. There were several involved in that organized the other three grade levels that weren't taking it for real. She did a great job with that. So really appreciate our staff. They do an awesome job. Uh you guys have the CTE flyer that always has several things going on with our CP program. Always involved. Um, I know just off the top of my head they've been to land judging recently. Um, I mentioned the last time I

think about the 911 presentation that they do as a group the teachers uh for the students and it's really good because these students weren't born when 911 happened. It really they do a good job of bringing that home to them and kind of showing them what that was all about and what it meant to the country and the world. Um like I said several several things going on there were always a Olympics on the back. Uh I think Mr. Craig head he need a change of clothes to bring. So I was initiated and you know got a little involved with some water. So no it was it was a fun time. It was really good. Um then of course institute continues to be busy. Um, we had a career fair where I think around 50

colleges and businesses showed up to speak to our students. I talked to a representative from one of the colleges said, you know, it's the nicest one he had been to. It was really done well and I think our students got a good experience out of it. Got exposed to several different institutions. I think even Texas was so um but it was a really good event. Um, all of our seniors, the two and I think they just had a situation where they can't get with our air folks, but all but two have filled out a pass, which is very important for them to be able to get money to go to college. So, that's excellent news. 100% of our seniors have applied to at least one institution. Many of them have been accepted to one or

more. Um mo the majority of those are are local like Tennessee Tech, RA state, TCAT, but we count it up today. There's they've applied to 18 different institutions, you know, as far away as Oklahoma, you know, and of course all of our uh universities here in Tennessee plus TCAT uh in Boston of course and then three have joined the military and so just really thankful for heirs and you know our seniors are really getting to follow through on some plans and some of them you know told us they're they're getting help and They're doing things they didn't think they would be able to do. They're considering taking paths in life that they didn't think they would have. So, very thankful for Thank you. >> Thank you, sir. Dr. >> Several things. We had picture day

on October 1st and all but two kids were there for pictures, which I just find amazing. Uh the gym floor was redone over break, which has shown some issues that we'll need to talk about in the future. U Reed Rich received the S SRO award for September. Gear up had a guest speaker last week for the seventh and eighth grade. Morning daycare started back with the hiring of a new person with very few students, none this morning. So, it's available just people have already made plans and made arrangements and they're just not taking advantage of it yet. uh the eight or nine volunteers who went through the volunteer training, they're really hustling right now trying to get all their hours in before they head to the pumpkin patch next week. Basketball season opens tonight at

home right now. So, I left that going back and parent teacher conference is next Monday. M >> you guys will look at the director's report in your folder, please. >> All of this there were two pages. I'm not going to read the two pages, but if will you have time just look at it all. All of the supervisors in every department have updated what what's going on in their particular department. I think that's very good. Uh we had the final walk through on the new innovative school model CTE building which is going to be our A building county high school this past Monday and uh that is really really looking good and I'd like maybe for you guys to consider at some point when we get it up and we've got to get some furniture

in first have a school board meeting or something over there or make a tour of it somehow. Uh thank you all board members for the biscuit and bacon and the uh biscuit and sausage that you guys provided for the ACT seniors today. Um we started at 7:00 and a lot of kids ate. It was delicious. So thank you all very much for that. And this bunch here, we've quizzed them already when they came in. The seniors in here and y'all thought it went pretty well today. Correct. Great. Great. Um uh this week the regional core consultants from the uh core office in Kville came to our school on Monday and we reviewed all the academic data and they provided feedback to help us continue to make improvements. Um you all know that government is still

shut down because of that. We had intended to do the drainage ditch work overfall break. We did not get to accomplish that, but whenever we get uh funding back in here, we'll make a decision at that time. Okay? Either winter break or spring break sometime. Okay? >> And there's tons of stuff on here. Again, I don't want to read it all. Uh I ask this up church every month to update the numbers in the in the bottom corner. So, just, you know, you keep an eye on the numbers as well. Any questions? I'll be happy to answer anything you need you tell me. Thank you, Mr. Ro. Any questions? >> Not technically on agenda, but I would like to give you guys the floor at this point as well. Is there any concerns that you

received from your constituents? >> I really like to mention on this CTE newsletter on the back this pro I thought that was really impressive. They brought this whole truck and they had a bunch of simulators and stuff. You could get some hands-on experience with some uh non college career paths. I thought it was a really good experience. >> When did you try driving the loader? >> Yeah, [laughter] it was fun. >> I think we've been working on that for some time. Miss Dawson had worked for a while to be able to get that uh in our county. So, that was a wonderful thing. I'm glad everyone enjoyed >> Mr. Craig. >> I guess the only thing we're so we've got our FFA newsletter and that was put together by Miss Ali Reagan. >> She brought

that to me and I didn't see it until 3:00 today and all I did was print it. So that's all the kids work there. Um, and the one thing I draw some attention to in there is we did go regional so contest and we had two individuals placed in the top 10 in so that was Reagan and Seth Gilpatrick. and that was out of about 190 participants. They placed fifth place which was just out of the running for going to state. So that was kind of a big pill for them to swallow there. But we really proud on them and then y'all can look through that. We've had a lot going on. You ever have questions, reach out. >> Thanks, sir. One thing I did want to bring to everyone's attention um in light of

uh one our inability to hold a meeting last month. I did we did include a copy of our um policy regarding our schoolboard meetings. I think it also probably come up uh in audit as well and we want to be consistent. Uh I've probably got a little bit lax uh over the last few years, especially postco and during co as well in regards to um our electronic attendance. Um but we want to be consistent on that and follow our policy. So uh you can see there um you have a couple of opportunities for work um to miss uh and join electronically. So you could get paid twice for doing that for work. After that uh we'll be unable to pay going forward. You see other uh sickness, inclement weather, family emergency, military service, but typically

it's it's work that impacts us, but I just wanted to bring that to everyone's attention. um you know the of course like what happened last month since we didn't have physical form present u we weren't able to uh conduct our meeting as normal that did put a lot of um extra work on our staff um having to do the executive orders and write all those up so we appreciate those folks that that did that for us and I hate that that we had to do that but it is just one of those things the way everything failed last month, but I did want to bring uh everyone's attention to that. Uh the electronic attendance, I'm probably not going to have you uh FaceTime. I think I comfortable enough with everybody's voices. So, uh I pretty

I can we can determine that. But other than that, we'll try to follow everything to a tea if we can. Uh but again, I just wanted to bring that to everyone's attention and if you have a question going forward, please please let me know. But we'll we'll do our best to accommodate in accordance with our policy. Is there uh anything else that needs to be considered at this time? Oh yeah. Again, is that >> that miss? >> He's our floral design class. So, we're fortunate enough to uh have that program and uh see the get to see the fruits of their labor as well. So, thank you guys for for doing that and bringing that. We appreciate that. [cough] >> Anything else needs to be considered at this time? >> Motion to Mr. Second by

Mr. Ashlock. All in favor?
