001Good evening, everyone. Thank you for being here tonight. This is the regular monthly meeting of the Bay City School Board. June 1st of 2026. Hard to believe. And May is gone. Uh board members, you have before you a proposed agenda for the night. 002you. >> So, board members, next on your agenda is uh to discuss our director of schools contract. This is a state law requires us to do this at the start of our meetings. And um and so we'll since we don't care, we'll happily comply. Um I think I'm In fact, I'm certain that Ms. Williams sent out a proposed draft contract uh to you for your consideration before this meeting. I think that was last week in her email that that that came out. And she noted in in her email that there were essentially two changes. I will note three changes. One is the term of this contract on page one uh would go for if the board approves it, would go from 1 July 2026 through 30 June 2030, which is kind of hard to imagine

0032030. But uh it is 4 years is the the longest uh contract that the state allows school systems to enter into uh for a contract. And so, that would be the term of this contract. Uh in section four under compensation, um if we if we provide the director uh the same pay raise that we gave our teachers this year, which is actually what his contract says we will do uh as a minimum, then that is uh that would bring his salary up to 129,187.50. And I had proposed uh to you that we just round that up to 130 for simplicity. Um And uh that's for your consideration tonight as well. Nothing under uh the other sections changed other than section seven under expenses. Uh we have carried a monthly allowance uh in lieu of being

004provided an automobile and in lieu of reimbursing him for any in-district travel, we've been providing uh since we employed him as our director, um we've been providing $650 a month for expenses. Uh and that just covers any automobile and in-district travel expenses he might have. That has not been raised in during his tenure. And so, I was proposing we raise that to 750, especially given the cost of gas and whatnot in in recent um over the past 12 months particularly. So, the So, that 650 to 750 a month uh allowance, the salary uh raised up to 130, and then the term of the contract are the three changes that that um were proposed to you. And any discussion about that? >> I think based on our recent evaluation everybody is comfortable with extending the contract

Um one of our ending events was our Tiger Tracks, which was a big success, and we had a very large crowd that came and joined us for that day. But, I did want to take a minute tonight to give a special thanks to our PTO president, Miss Bree Parks, because she starts planning for this event months in advance, and she makes

007sure that everything is ordered, all the activities are planned, everything's set up, and so it wouldn't be a success without her. So, I just wanted to give her special shout-out tonight. >> [snorts] >> Um at Askins, we did start our summer camp today. It is starts the June 1st and goes through June the 25th. We have rising kindergarten students through rising ninth grade students that attend. Today, we had a little over 100 students that showed up, and they do have a full day. They get ELA, they get math instruction, they have special classes like art, PE, stream. Um they get breakfast and lunch provided. Um so, Miss Frame, it's Lori Frame, and Miss Heather Bradley are the two that are overseeing our summer camp, and I know they've got lots of activities that are planned

008throughout the month of June to keep the kids engaged and wanting to come back each day. And also, we are very excited about a couple of facility improvements that are taking place this summer. One of those is our gym is getting painted, and I can't wait to see the end result of that. Um we're also getting new flooring in our little bathrooms in our pre-K, kindergarten, and first grade hallways, and our teachers are very excited about that. So, we just wanted to say thanks for that, and we're excited, and we can't wait to see the end result. Um I really don't have much other than to thank you all for the opportunity to have been the principal at the middle school for this first year. It was a wonderful experience. Um we made a lot of good memories and we've made some hopefully strides in the right direction. We ended much like uh with Ms. Britney, we ended with a bang with our Tiger Breakout Day. Um and it was just for me, when I was in school, I remember having environmental center and track and having activities that I still think about to this day. And so my goal for this first year was to improve some memories or make memories with some of our babies and I think

010we did that. Next year I'm we're looking forward to doing it even more. Um and we're just excited right now. We're just face-lifting. We're going to be doing some painting and waxing and all the summer things. And then before we know it, it'll be time for school again. So I'm super excited and I've just want to thank everybody for their support for my first year as administrator and ready to do more. So thank you. Any questions? >> The the survey results help quantify the surveys that are ongoing help quantify the huge difference you have made at Fayetteville Middle School. >> It's not me. >> It's It's your team. And uh if you take the blame, you have to take some credit, too. Yeah. So bear with me while I brag on you for a second.

011You have made a profound difference in that uh both the uh reality and the perception of Fayetteville Middle School in this community and I and and so thank you. Thank you for what you're doing. Uh I I wanted to share some of the accomplishments from our senior group that just graduated. Um they they meant a lot. Uh those of y'all that were at graduation and have been around, I've been with that group for 7 years, so I saw them grow from babies to to young adults. Um but I also feel like they truly embodied and carried on the tiger spirit uh and I think they really took hold of some

012of the traditions that we've had over the years and they did a great job uh leadership on and off the field and court um for our future, you know, seniors. So, um I'm going to start with some um of their athletic accomplishments and then I'll go to the academic accom accomplishments. So, uh with our sports, uh golf, they did have uh a solo regional appearance. Uh volleyball made it to their first ever regional appearance. Uh football had a third round and then this year as seniors, they had a semi-round uh excuse me, a semi-final round of the playoff appearance. Uh and then they also won a region title um whenever they were freshmen. Uh our boys basketball had district and region championship and they also had a state tournament appearance as well. Um girls basketball

013uh and this would have been as juniors, but uh the the seniors that are leaving were the first girls to make it to the first district championship appearance in basketball. If y'all remember that. And then our baseball team, uh they had their first uh district championship appearance and then which also led to their first regional appearance in school history. So, I think those are a lot of great um athletic accomplishments that they attain. Academics, um, they started a Lift FC club, and I know some of you are very familiar with that, but that's a club, uh, that was especially near and dear to this senior group. Uh, it focuses on student mental health awareness, uh, and they really took the time to to take that on. They grew from two members to, I think we're

014somewhere around 30 members already. Um, so, they really took that and ran with it. Um, we had a regional and state winner for the Tennessee Water, uh, Conservation Art Contest. We've had seven CNA certifications, two EKG certifications, four medical assisting certifications. Uh, we've had tremendous growth in our drama program. We had two seniors that participated in the All-State edition, uh, auditions, and both of those students received callbacks. Uh, and then we have two seniors that will continue to study theater. Uh, one is going, uh, to MTSU, and then we have another one that's going to focus on theater education, and maybe one day come back when Mr. Hobbs decides he's going to hang it up. Um, we had three students that were chosen for the Tri-M Honor Band, and, uh, we had a first, second,

015and third chair with that. We also have one senior that will continue to march at MTSU in the fall. So, we're excited to see that. Uh, we have three students in the TCAT welding program that, um, they are all saying that they're going to go, and they're set to, uh, finish their program hopefully later this year. So, by the end of the year. Um, this group welcomed two foreign and students. I know we've had them in the past, it's been a little while, uh, but they welcomed those girls with open open arms and really made them feel like a part of our Tiger family. Uh we had 42 City Lifers. So, those are students that have been with us K through graduation and 10 of our top 15 students were City Lifers. So, that I

016feel like that is very impressive. Um we had 122 local scholarship applications submitted by this senior class. And again, that's you know, those are local scholarships. Um that's a tremendous number. We had 10 Middle College students that graduated with their associates uh before they actually graduated high school. And one of those students was given Motlow's outstanding uh dual enrollment student award. So, uh she was also our valedictorian. Um they had a total for the senior class of 997 total hours of dual enrollment at Motlow. And that averages over the entire senior class to over 12 credit hours per senior. So, that's that's pretty impressive. Uh and lastly, uh they had $4.3 million in academic scholarships and awards. So, I'm really proud of this group and glad they set the tone they did for Fayetteville City.

Yeah. >> [applause] >> Um can we uh [clears throat] without naming without naming a name or anything, I know we had a one of our seniors who had an accident car accident on the way to practice the morning of graduation. I was I I've I've seen a social media post that would indicate he's doing much much much better. He can can you give us any just a relative indicator? Is he doing better? >> He is doing much better. He is. Yeah, he's home and on the mend and we're hoping that we're going to be able to do something special for him later this summer once he's kind of fully recovered and all that. So, >> Well, I know that was a tragic real tragedy. >>

018Yes, it was. >> Terrible. There's never a good time to have a car accident like that. He had a feeling like he had but still thankful that he's doing better. >> Yes, sir. Yeah. >> Awesome. Any other questions or comments? 42 city lifers is actually over half the senior class. >> Yes, sir. Yes, sir. Yes, sir. And I I don't know for sure but I feel like that could possibly be the the most city lifers that we've had. I don't know. >> Yeah, as as a raw number I think it is. As a proportion some of the smaller groups are but that that would be skewed because of the total population number would have been smaller but I think because just raw number I think that's most we've had. >> Yeah, that's impressive. I think

019that says a lot about the entire system. You think about kids and families staying with a school a single school system from kindergarten through 12th grade. That's a remarkable statement I think of satisfaction and and and being a satisfied with the education and experience their students getting. >> Yes, I agree and you know, there's a ton of different awards and acknowledgements here but I think it says something to the individualized education that we can K-12 give all of our students. So, >> What do we say? Small enough to be enough to make a difference and small enough Yeah, I think that's probably a data point that suggests that is >> Your guidance too. >> Right. Then supervisors, Dr. Styles is on the agenda, but I can go in any order. >> to bring out my sidekick here because we uh we're a united front here. We we've provided you with uh the consolidated application, and that's our title funds as well as our IDEA funds. And so Trisha and I work together to make sure we're using those funds appropriately and providing what our schools need. Um we do a little survey as well to to survey parents and um teachers. So um we're asking that you guys approve that. I think it's already been given to you to review, but a lot of the title funds are you know, we provide um interventionists in each of the schools.

021So that's where a lot of our funds go as well as the material supplies, assessments, and um parent parent involvement activities. >> Our IDEA Our IDEA funds cover for sped supervisors and sped teachers and and paraprofessionals, so pretty much on personnel. >> Okay. All right, under our committee reports, facilities and transportation is first. There's several items on the list and I'm I'm going to mention something and this is not on the list only because it's near and dear to our heart. So, the contract to construct the new gym tornado safe room states 490 days from a certain time and that time or certain uh, milestone in the process and that that milestone was crossed last Tuesday. If I'm not mistaken, I believe you told us that on Wednesday that you had signed

023the last thing on Tuesday. And so, today is day seven. If you're keeping account, today is day seven of 490 days. >> They do get rain days, but but but >> We're well aware today is day seven of 490 [laughter] days. For those of you who are keeping score. And I'm keep I'm counting days. >> [laughter] >> William, yeah. You need to do something. We need one of those retirement clocks except counting up to the 490 days. But we understand. We understand the contingencies, certainly. But we are excited. The Tigers are excited. >> Meeting with them this morning, um, I don't know if they've gotten it done, but the plan for today was uh, put some gravel down, try to bring the uh, management trailer in and and start uh, putting out the the footing

024blueprint for the eight foot fences for staging all the material. So, we're on your way. >> Yeah. >> Um as far as they haven't started moving dirt yet. There's a couple of little things that are wanting to be teased across the eyes and dotted before they do that, but we've got, you know, six weeks of staging before they really start tearing everything apart. But, yeah, you'll you'll be noticing lots of material and stuff. It will start looking different. We've already closed the back of the campus. >> Yeah, I was going to say I understand that message went out to families and students saying don't park behind the school because of construction. I got a text from a parent soon thereafter and it was a >> [clears throat] >> there was cheering and excitement in the

025text about it. I can't park behind the school because of the dumb construction that's beginning. And so, there's a lot of excitement in the tiger world. Go ahead. >> Well, everyone's we're all excited. We do have a few things that I'd like to bring before the board. Um you know, obviously when we're talking about facilities and transportation, we do have a lot of interaction between ourselves and the rec department. We utilize the ball fields at Don Davidson as well as the soccer fields and we have an MOU that creates an agreement where we provide certain services and maintenance and upkeep. And then they they in turn provide a lot of services to us. And we're it's a really fantastic partnership. I've got nothing but good things to say about Nathan Browning and his team. Ray

026and some of them go out of their way to help us. Some of the facilities are in need of some improvements. And everyone's budgets are limited, but in our in conversations I feel like it'd be mutually advantageous if we were able to if I can get the blessing of the board for us to make some expenditures that will directly improve our >> [snorts] >> parents and students experiences down at the ball fields. The first of which is I would like to request an expenditure of $3,200 for Don Davidson Park plumbing and concessions. Um, this This is something that they're working on a little bit at a time, but if we can provide some a little bit of work from some of our staff and some of this funding, we can go from a position of

027not a very good situation with plumbing and concessions to one that would be just completely adequate and and much more comfortable. I'd like for the board to consider that. >> Okay. >> Um, >> And we got We need to approve these, right? So, >> Yes, sir. I'll I'll >> Any discussion? >> Are we the only ones currently using Don Davidson? >> No, uh, the general public uses it, but we are the primary users of what they call the old Babe Ruth field and then the softball field adjacent really across the way from it. We used three fields this past season. The middle school softball used one of the other fields on the backside, um, but we won't I'd like for us to consider making improvements to the two primary fields. We use uh um, the

028Babe Ruth field and then the one across from it, uh, so that we can frankly, just patch up some some, uh, parts of the fence and try to make it a more playable surface uh our surface. We've got a couple of things that aren't put our ball teams at a disadvantage. Uh the backstop is really super far back. So, if the catchers don't catch it, it's kind of an automatic run for either team. Um and no one else we know of has a has that. So, we'd like to improve up on that. Um of course, anything Uh we we have policies and procedures. So, um some if we just wanted to invest in do a whole a whole project, it would be prohibitively expensive. So, what I would like to ask is uh you know,

029after the approval and we determine the will of the board as far as the improvements on the plumbing and concessions, uh another approval for some ongoing um maintenance and then improvements of the field itself, the pitcher's mound, and some of the fencing as we go along to try to help with that with their plans so that uh the two of us together can make it much better. So, the first approval explicitly is $3,200 immediately for the plumbing and and electrical concessions at Don Nelson. All right? >> I'd like to make a motion to approve. >> Okay. 030Um the second request is this is not for us to absolutely make an expenditure, uh but I'd like uh I really just want to know what the board thinks. Like uh an expenditure of up to $25,000. Um for improvements to the other things that I mentioned to those ball fields. Um I I'm talking to Nathan and uh I don't really know how far they'll go or what we would be able to get um for that type of an amount of money, but um I really just want to know what the board thinks about that before we move much farther because as we're you know, if we get a situation where we've got a good deal um it's one thing, but if we know it's never going to work out, I just kind of want to

031know if the board's interested in doing that or not so that it because if we know it's not an avenue we want to pursue uh then we can stop some of the leg work and then >> Is it only on the Babe Ruth Uh is it only on the Babe Ruth field or is this would this be for the Babe >> No, both and that adjoining softball field as >> Frankly, I I think if the board approves an expenditure uh this year, I would probably come back each of the next couple of years and ask for another expenditure so that we can improve the fields a bit at a time within what we can afford um because it's you know, uh at at this time we've got too many other capital projects that we want

032to see through to see where our budgets look like later. Um if things come in under budget and we have uh a really advantageous situation, I might come to the board and say, "Hey, I would really like to spend this larger amount and we'll go to bids for a project like this and then you know, in cooperation with the rec [snorts] department." Whereas um right now, I just want to try make it a little more playable. Um it's it's really suited to baseball fields. There's really no >> The primary The primary amount of money right now would go to that back stop and home plate. >> But the vision is broader. The vision is really broader for all for both >> Yeah, we those those facilities are inadequate and we're we're the primary users and

033they're great and they're they're looking toward making improvements, but I I feel like we can be a and everything and show our appreciation for the good partnership that we do have. >> Did you have a different question? >> [snorts] >> Somewhere in there I did. Number one, there isn't like they're not running a rec pro- like they're not running a current baseball rec program from those fields anymore. >> They do run a rec programs, but they don't play specific on those fields. We are the >> Right. We're the primary That's our baseball field. >> Yeah, during the season Yeah, we pretty much have run of those fields during our seasons. Yes. >> Okay. I'm good to go. Um We I'd like to ask the board for approval to sell some of our vehicles. Um some of our buses are reaching um end of service and uh specifically the 2006 Thomas 72-passenger bus, the 2009 Thomas 72-passenger bus, and the 2002 Ford F-150 pickup. I'd like for the board to approve uh the sale of those vehicles, remove them from our inventory. >> Can that be done with one motion? >> I believe I believe so. >> Okay. >> So made. >> Second. >> Okay. 035Anyone opposed say no. Great. And finally on facilities and and transportation, um I'd like the board to approve the release of bus 03 from our inventory. This is a bus that years ago we had um sent to try to have modified to turn into a food truck situation. It is still on our inventory and there's some uh there's some really good reasons that we want that removed from our inventory for insurance and liability purposes. So, we would like to uh ask for approval to release that from our inventory. >> Second. >> You got a motion and a second. Uh under finance, um you'll recall that back in December uh

036we provided a bonus to our employees uh $1,100 net is the way the board wanted to uh be able to um [clears throat] given to the employees. And uh Mr. Jones doesn't accept uh that bonus in December. And so, I would like to based on his evaluation and uh that we just recently did, I want to make a motion that we uh provide that same $1,100 net uh after-tax amount to uh Mr. Jones as our director of schools. 037and clears throat] >> And Let me just take a quick look at that. Um Yeah, this is it. Uh and it involves two sources of revenue, one of which is uh some TISA funding that uh on behalf payments that we anticipate and the state informed us uh sent a letter to us that said that that we should anticipate and put in our budget 40,000. And we're doing that. Now, keep in mind that they haven't actually told us yet what our dollar total will be, the final dollar total, but they said to go ahead and put in your budget 40,000 and then we'll reconcile that when the state tells us what the actual amount is. So, we're In order to do that, this budget amendment will put that 40,000 in this uh budget amendment as well

038as the funds from the state for our summer learning uh learning camp. That's the 129787 is the um summer learning camp funds. And so, basically, it's budgeting those two uh new revenues uh into the our existing budget. And I would make a motion that we approve that budget for >> Second. >> Okay. Got a motion and a second.
