Hey. Hey, Scott. >> Hello. How are you? >> Not bad. me and you so far back is on. Here we go. Should we >> you need a countdown? >> Yes, I think we should start so that we can um we just need to continue the two hearings that we're on for tonight. We don't have any meeting minutes or anything. So, we'll start take Paul continue and then you may adjourn. Do we need to do something? >> Okay. >> Should I Should I give you guys a countdown for that or >> That's great. Yep. >> All right. Five, four, 3, two, one. >> And we will open the meeting for the planning board for Thursday, August 14th, 2025 at 7:17 p.m. I am going to chair this meeting. Trisha is not here today. And we're going

to call the meeting to order. We're starting with the clerk's report. I don't think we have any as Trisha is not here. Um, typically we do public comment. Is there anyone here for public comment? It appears we don't have anyone here for public comment. And now we have our public hearings. We have looks like one public hearing for today. two that both are getting a continuence. And Jasmine, they're both continuing till September 11th. Is that the the plan? >> Yes, it is. >> Okay. So, we will start with the public hearing for 240 to 260 Pleasant Street, Metro West Facilities LLC. Do I need to read anything into the record prior to the continuence discussion? Jasmine, >> oh, do I need to read anything into the record prior? Okay, >> I'm sorry. >> I don't

know why my is being wonky. No, you don't need to read anything in. >> Okay. And so I guess there's a continuence request until September 11th from the applicant. Is that right? Yes, that's correct. >> Okay. And do we have a motion for that continuence? >> So, I move to continue the discussion of 240 to 260 Pleasant Street uh the Metro West Facilities LLC to September 11th. >> And is there a second? >> And a roll call vote. Deep. >> Anna Tesnitzki. I >> is that military I >> is three sufficient for a vote Jasmine. >> Yes it is. >> Okay. And then our next public hearing is 30 Memorial Drive Y MCA and we have the same applicant request to continue it until September 11th. Is that right Jasmine? >> Yes it is. >>

Okay. And is there a motion for that? >> I motion 30 Memorial Drive YMCA to September 11th. >> And is there a second >> and a roll call vote? >> Deep eye. >> Anna Tesmanitzki. I >> And I will believe that covers our entire agenda. Yes, we'll have the minutes on the um September 11th agenda. We don't have any public hearings for August 28th at this time. It's too late to any for any new applicants to submit for that date. It wouldn't meet the public hearing notice requirements. >> Okay. Um and I I think that covers our entire agenda and we can adjourn. Does that sound like plan? Can I just ask a logistical question? Yeah. >> Um, with us going down to four board members, when we get to times that we're actually discussing

these, you know, in September 11th, as an example, do all we need all four of us to be there to listen to the discussions or we need just three to listen to discuss like what happens if one of us gets sick is can't make it or whatever. >> I just don't just don't know. >> No, that's right. So we the reason that everybody's continuing till September is we're hoping we will have a fifth member by then we have had two members submit their talent bank forms um as interest in being part of the planning board. So we're hoping by September we will have a full board again. However, the Mullen rule still applies to both of these projects that any one member may only miss one hearing of the entire process and you may watch

the recording or read the minutes after and certify that you've seen it. Um, but if you miss more than one meeting, you may not vote and they need a minimum of four votes um to pass the special permit. So, it's they prefer that each member is available to vote in case somebody votes no. Okay. Um, did >> that answer your question? >> It does. Why do we think we're going to have a member by then? >> Because we have two interested parties already and we're hoping to get them before the board for interviews and I think they're interested parties that the board has met before and we believe the board of selectmen would be able to appoint them prior to that time. >> Oh, the board of selectman appoints them. Yes, the board usually the

planning board usually interviews them makes a recommendation to the board of selectmen and then the board of selectmen will appoint to the planning board >> because these are not Scott these are not elected members of the planning board they are associate members >> yes I'm so sorry >> normally it's >> we are >> yes the way the associate membership works is these are not elected members. They're essentially um interviewed by the planning board and then we make the recommendation to the select board. >> So we're looking for two candidates for the associate position or are we looking for one candidate for associate position but that does not >> that is just one for the associate position. >> One for the associate position and one for a full member position. And because you have a member,

>> you did not receive Camila's email. >> I did. We did re I received Camilo's email, but I didn't know that there was a person lined up for the full seat. >> Well, they don't they're not lined up. They've just submitted their talent bank. So, you would still have to meet them. >> Okay. And do they stay on for his full fiveyear term or is it only until the next election? >> It's only for it would be for the remainder of his term. So if he had just gotten elected a five-year term, it would be a fiveyear seat. >> And I do see his letter now. Thank you. feel like that's kind of >> some communities will appoint now and then have them go through the election process in the spring to fill the full

five-year term just as a matter of we need this planning board member here to fill this empty seat so I can check with council how it's done in Ashland. I thought that's how it was done, Jasmine, because when I came on board, I filled in a vacancy till the next May and ran the full term. Um, that's how it was for me. >> So, I'm guess >> um I'm assuming that the interviews have not been scheduled because I'm not going to be available on August 28th. And I think somebody else said that too. So, >> no, no, they have not been scheduled yet. >> Okay. So, it sounds like we can now adjourn. So, we could adjourn at 7:24 p.m. I guess we we'll need a motion to adjurnn. >> I'm sorry. When will we

find out these interviews are happening? as soon as that nothing's happening without the planning board's knowledge. All I know right now is that we anticipate hoping to have members on in September so they can the YMCA can continue and so can um uh the other project before you. I apologize. And we have two talent bank forms that have been submitted. No interviews have been scheduled yet. They have to meet with the planning board. We don't have a date set for that yet. Trisha was hoping there would be at least one more um person who had been interested previously that would be applying as well. Um so we will probably anticipate introducing them to you in September um so that way you can make a recommendation at that time. >> And just to be clear, anyone

on the planning board can try to recruit people to apply. The talent bank form is a public form on the town of Ashlin website, Scott. So if you know people who might be interested, I would encourage you and other members to try to recruit those individuals to apply. That has been successful in the past. So >> yeah, these members are not pre-selected. They're just the only two people that have submitted talent banks. There's nothing the town is not involved in this process. This is just the two members that have applied and that's what we're moving forward with for the interviews. So that's that's the only part of the process that's happened at this point. Jasmine, are you saying there's now a de a deadline for that or people can still submit tail t? >> No,

they can certainly submit. We had asked to get submissions by August 29th. We had placed that on the website and in the town manager newsletter as well. Um so we were hoping to leave it open at least until August 29th. >> Perfect. >> And see what we come with until that time. >> Yep. And presumably we'll have all of those applications available to us. It's not like they're going to be pre-selected. We're gonna have all of them, right? >> Yes.
