consent agenda. Remember, with that, we are going to approve the September minutes. Um, I do not see any substitutes. any of that. >> They did not send them. I will >> once they send the list as long as they meet the requirements that we can approve those. >> Okay. And um approval of October 23rd, 2025 as school custodians appreciation day. That's a huge day. >> I make a motion to approve agenda. Second. >> We have a motion and a second to approve tonight's agenda as well as our consent agenda. That's un >> We have a motion and a second to approve the tenure candidates. Um they are Miss Holly Prone, Miss Donnie Darnell, Mr. Cody How, Mr. Bill Jones, and Miss Haley Brook McDow. Do we have any discussion? >> No, I just for those of you that wouldn't hear for the reception, it's um obviously tenure is a big deal. you have to work in the system 5 years or be a teacher for 5 years and then be a level four five for two consecutive years. So a huge honor and just congratulations to the candidate. We're proud of you. It's a huge honor. >> Any further discussion? >> With no further

discussion, we will vote. All those in favor of approving the tenure candidates as listed, please say I. I. >> If there are any opposed, please say no. The eyes have it. We have approved those tenure candidates. Congratulations. >> Next on our agenda is the policy committee report. The committee met to review and discuss the following policy 6.710 gifts. A recommendation was made to allow the Benton County Board of Education staff members to receive gifts or deliveries between the times of 8:15 a.m. and 12:30 p.m. All approved.

The committee also discussed concerns of vaping and dress code. The meeting adjourned. The chair would recommend we approve this policy report. >> Make a motion and we approve. Next on our agenda is approval of policy 6.710. um gifts on the first and second reading. >> Second read. >> We have a motion and a second to approve this policy on first and second reading. Do we have any discussion? >> The only thing is I think I handed everybody

an updated copy. I changed the date but didn't change the word. So, uh, that should be approved with the three-hole punch in your packet and send that to TSBA on the website. >> I'm I'm pretty slow. Okay. This says recommending receiving it between 8 and 12:30. >> Uhhuh. >> And then this says none will be received. >> You got the wrong You got It's That's what we're changing. >> This is one This is old policy. >> Yes. The policy used to say that staff nor students could receive a gift. So it changes it word staff can't. >> Okay. >> I'm usually he >> Thank you. >> Is there any further discussion? >> Thank you. >> Anything else about that policy? He will not. We will vote. Remember, we are voting to approve policy 6.710 concerning

gifts on a first and second reading. Miss Michelle, please call. >> Mr. Livingston, >> yes. >> Mr. Wyers, >> yes. >> Miss Kennan, >> yes. >> Mr. Hedge, >> yes. >> Mr. Mills, >> yes. >> Mr. Marks, >> yes. >> Mr. Blue, >> yes. >> Mr. Thornton, >> yes. >> Mr. Harus, >> yes. Would anyone like to change their vote? Nine. Yes. With nine yes. The um policy 6.7 opening gifts has passed. Next on our agenda is approval of the TISA accountability report submission. Get a motion and a second. >> Make a motion we approve the accountability report. Second. We have a motion and a second to approve the TISA accountability report submission. Um, Mr. Florence, would you like to explain? >> Um, there should have been a copy in your you can see go

one. Um, now um directors across the state were telling the states uh excuse me are quite lofty which that's that's great but we fell a little short in third grade but you read the reports we are definitely seeing some um gains in areas. I think we all putting the funds available to hire extra spend teacher. I think we will definitely see the gains of that. And then ACT pretty close. Um and then our ready graduates is really good news 9% more. So this is just the report basically that the legislation is using to see how you're using your TISA funds which um at our last superintendent meeting you know our TISA funds are barely enough to well they're not enough to cover our salary. So it's really hard to distinguish what you're doing with each

dollar when it comes to TISA because actually they're barely enough to cover salaries. But we're required to do this report and so we let the same goals that we have. You could have up to five. We chose three which that's that's the standard. And so obviously the big focus is that person that's the focus across the state. There any further discussion? With no further discussion, we will vote. Remember, we are voting to approve the TISA accountability report submission. Um, all those in favor, please say I. >> If there are any opposed, please say no. The eyes have it. We have approved the TISA accountability report submission. Next on our agenda is public comment on Matisa accountability report. >> We received nothing which is um not unusual across the state. So, but we did it's been

out on the website for two weeks as required by law. So, we can now submit it. >> Next on our agenda is approval of budget resolutions with approval as presented. We have a motion and a second to approve the budget resolutions as presented. Mr. Blunt, would you like to explain? >> There there's a few in cafeteria that had to be moved and in the supplies and then the rest of them are are grants or gifts. You can see the 125 the gift from PBA the 40,000 366 that's a security grant. And thanks for Mr. Phelps and M. Marin and everybody else that worked on that. And so, um, we'll talk a little bit about what we're doing with those funds for later. >> And then there's also a healthy grant for 8,000 there. So, majority

of it grants and then there's a couple just where we had to move some funds in cafeteria. Mr. Michelle be glad to answer any questions. I just want to point out that the healthier schools grant that um awarded $8,000, Corey Townsen, the coordinated school health person, she took the lead on that. That is a PSVA. So the Tennessee State School Board association and the coordinated school health at the state level gave us that from her contribution. We got flat level which is the highest we can get. Any further questions or discussion about the budget resolutions? If not, will vote to approve them as printed? Miss Michelle, you please. >> Mr. Livingston, >> yes. >> Mr. Wyers, >> yes. >> Miss Kennan, >> yes. >> Mr. Hedge, >> yes. >> Mr. Mills, >> yes. >> Mr.

Marks, >> yes. >> Mr. Blue, >> yes. Mr. Thornton, >> yes. >> Mr. Vargas, >> yes. >> Would anyone like to place their vote? >> Nine yes. With nine yeses, we have approved the budget resolutions as printed. Next on our agenda is the director's report. You don't need this. I guess make sure Th congratulations to tenure candidates and thank you for hanging around. So that's impressive. So um I'm not going to be too long but first thing TSBA conference I had sent you a email and t text about a month ago. Still have time. if that's something you want to do. Um, I would encourage you to let me know ASAP so we can get you registered. Um, I think Mr. Winters is already registered. Um, so just just let me know if you need

us to register you. The trust dinner, which I know a lot of you go to, uh, you and your spouse are welcome. I put an invitation um, in your packet. It's going to be at the bailer in Nashville on Friday the November the 14th from 6:00 to 8. And just if you can let me know. I think the deadline is October I think it's like the 19th but I put the 15th just to be early. So if you let me know and I'll remind you that um the new law on threats um the director is supposed to give a quarterly report on threats. Um we in the first quarter which would have ended in September. Um the big Sandy had won. It was not a threat of mass destruction, but it was a threat. They

had an assessment meeting on that. They had six at county and junior high, four minimum priority, one moderate, and then they had one that was a low suicide concern. And that's all we had in the district, not at the other school. So, that's just something with the new law that we have to report. Any questions about that? Um, I will tell you the one that we had put the message out last night. Obviously, that would be on the next meeting. Still some investigations going on on that. So, I'll have more detail again soon. Um, we need to schedule a transportation and policy committee meeting. Um, I'm going to jump the policy is more I put a just a draft surveillance video surveillance policy. I checked with TSBA. There were five districts in the state that

had everybody has one for buses because because the state law requires if if a parent wants to watch those they come in feel out then I think it's 30 days they can watch the section of where there might have been an issue but I just thought with us installing the new cameras I have reached out to a director that had a pretty good policy that we like and Dr. Shannon has put together some procedures that will help our administrators, but I think it would be a good idea to look at a policy. So, I put a draft in your packet that you can look at and then if you're ever bored, you can always search school systems um policy and you can see um several different ones. And then transportation. Um just one of those

things that I know when you've asked me, the community has asked it. It's a it it's a struggle. I wish I had a better answered for you. Um, it's a struggle across the country trying to find bus drivers, but I think as a board it would be good to um I' I've sit down with some directors. I've sit down with some other people and I think that we have some solutions, but some different options that we can look at to hopefully improve transportation in the f in the future. So, um I think if we could schedule those, I've put 10:16 on a Thursday or 10:21. That's not um that that's not concrete. I do not mind leaving the policy committee until Mr. Height can get back if that's okay with the board. Um and then

um I don't think the transportation meeting would take long. The policy meeting take very short, probably 10 or 15 minutes, but the transportation meeting may need some time. So >> it's on the 21st, >> the 16th or the 21st, whatever's better. Whatever matters for the group. W Junior High live play on a Tuesday or Thursday, aren't they? >> Games on both. >> Um, does anybody oppose the meeting at 5:00? >> Both are home games. So, I should be able to >> So, if we met at 5, that would be Is everybody okay with that? Okay. 16th at uh 500. Good. So, we're going to have transportation and policy meeting 16 at 5:00 p.m. >> Um the US representative election um the primary is actually next week. Um they'll be using holiday school uh elementary school

in Big Sandy. We're on fall break. It's not an issue. Um and then the general election is on December the 2nd. They're expecting a very low turnout. Um this was not something we knew about when we built the schedule. I had reached out to Homeland Security cuz you remember we were going to go the last time and they recommended but with the low turnout they they really didn't have an issue. They will not be using junior high. I know Mr. Christopher is hates that, but they will be using the elementary holiday in Big Sandy. It's just the way the district follows. So, my recommendation would be that we just get with our SRO's and we just have school on like December 2nd. Um, I've talked to Mr. Beasley and he's pretty confident it's going to

be probably a pretty low turnout and I think the majority usually vote early anyway. So, that's something we could discuss later, but I just wanted to bring that to your attention. Um the Briwood HBAC project has started. Um they've actually um installed the unit in the gym and it's hard for me to believe they've actually completed the 500 or the 300 pod today. I think the teachers 500 Mr. Chad thanks Mr. Chad. Um we we had to move all the teachers out of the classroom to the 500 pot. They've been um teaching in the gym, teaching in the art room, teaching in the vision room. But the good news is when they come back from fall break, they're going to have control of their own um HBA student. So that's it. And they finished it

up in the 500 pod today. They're they've already noticed they've already hung some in the 400 pod. They're they're going to be working on that during fall break. So that project with phase one should be completed turn from fall break. They'll still like um the units for the office area and the cafeteria. And then once that's done, chiller will be no more. And we I've talked to Mr. Holland and I think what we'd like to do is maybe deem that surplus and see if we could maybe um I think it's worth something. I just don't know if it's going to be worth what the crane is going to come in here to get it out. But anyway, I'm I'm pretty excited about not having a chiller. I know Mr. White is. um the asphalt around

parent pickup at high school where it's starting to um crumble a little. They're going to start on that Monday and that should be repaired next week during fall break. Um this is not happening today. Okay. So, we'll make sure everybody knows, but we are working with the city of Camden. Um we're looking at using some of those grant funds to um purchase some of the um flashing stop signs to put up at the high school entrance. And we're going to make that a three-way stop, but actually be a four-way stop because you have the apartments. That's probably not going to be popular, but it is going to give us a flow of traffic to get the traffic. If you've ever been there in the morning and you're pulling out of the high school parking lot,

you might sit there till tomorrow. It's really just 15 or 20 minutes. So, it will stop and go traffic and Mr. Smith's going to meet with the mayor. We'll have to get with the alderman, see how that goes. But I I think it's a really good start to at least slow traffic down. People are not waiting. It's going to be basically a three-way stop, but you have their apartments. But the ones coming east and west on School of Drive, they'll have the flashing LED lights and then the one coming out of the parking lot will be flashing. And then also with that grant money, we're purchasing two metal detectors. And if you remember, that's kind of where the grant money came from from the legislation that they're going to um so we have enough funds

to purchase two. They're portable. They are not the ones like you may see at a conference like they use at Titan Stadium. Those things are about $500,000, but these would be something we use at ball games and things like that. And we'd hope to have those in. We'd love to have them in before the end of football season, but probably realistically be sometime around Christmas. Um the new camera system is installed at all schools. Um they're up and working. We got training scheduled I think the 16th of October for all our administrators and I'm going to try to get maybe Scott come in during our fall planning and and just give y'all a demonstration because it it's quite amazing what we have and thank you for that and thank you to Dr. Shannon and Mr.

Phelps for working on that grant. I'm giving you the security camera policy and there's an update here. packet. Also, as far as announcements of anything we put on the website, I know it's school board members, but just remember that and and this is for the public, too, and I know this is reported. Don't ever pay attention to anything that's not on our official website. It's easy to look at. I don't have a Facebook account, but u it's easy to look at that, but just remember, if it's not on our official website, then it's probably not true. And so I think that's important. Um, another thing I want to address, the message last night, I'd heard a few things. As soon as law enforcement's done with their investigation, then we put an announcement out. But we

can't put an announcement out until we hear from them and and what they found in their investigation. and and the new law that's issued says we have to put a statement out in 48 hours, but obviously we're going to do um do that quicker if we have concerns. I just I wanted to make a point of that. In your packet, email instructions for your um big county schools.org account. It shows you how to forward that to um your personal email. I had asked Mr. Baylor and he said it's not like the old account. He could not do it from his computer, but he typed you instructions. If you have a problem, you let me know and we'll we'll get that hooked up to you. But I think it's important that you get that going to

the email that you use so you'll receive all those emails um that TSBA and I send you I text you probably more than I email because I know you'll have your phone. And then next week is fall break um the 6th through the 10th. Um, I will be on out of the state, but if you need me, just text or call me. Um, if you text me Wednesday or Thursday, it will probably be dark before I get you because on where I'm going to be, you can't have something. I'm going a couple weeks to play golf. Very excited about that. So, um, anything else for me? Uh, one thing I I do want to thank um, Miss Milner and all the supervisors for Batista accountability um, while I was at the conference. That's quite a

chore. They sat down as a team and finished that up. So blessed with a great team and also we got the administrators in here. Um, we had our monthly staff meeting yesterday. U, our teachers and our principles are are where the rubber meets the road. And I don't know you as I I know you know as a board but I don't think you see it like we see it just how hard their jobs are. So they're here and I just want to personally thank them cuz they work really hard. So that's all I have. Thank you. But with the exception of we may have to play it back for him. Make sure you continue to keep Tim in your prayers. He he he's calling me once a week. I think Brent's talking to him. I

think Marco talked to him. He's fighting hard but but he's got a fight ahead of me. You know what he says, Thornton, when you talk to him every time. What does he say? Tell everybody that I love him. So, and if you know Hunger, he means that. So, please continue to keep him in your prayers. And that's all I have. >> Thank you, Mr. Florence. Next on our agenda is um visitors before the board. Individuals speaking to the board shall address remarks to the chair and may direct questions to individual board members or staff members only upon approval of the chair. Each person speaking shall state their name, address, and subject to presentation. Remarks will be limited to two minutes unless time is excluded by the board chair. The chair shall have the authority to

terminate the remarks of any individual who is disruptive or does not adhere to board rules. Our policy does state that um if there if there are more than one signed up for the same subject um we ask that you please consider a spokesperson And would you like to do that? We have to cool down a minute. The other top first 6 minutes instead of three at that time. Sure. As long as it is as long as your discussion stays on topic for the band there no I mean that's just how policy so who >> yes ma'am I think everybody knows um I want to discuss our land time they all handouts. I'm not going to spend a lot of time going over what's on that handout because it was a very good um we had

been two good competitions, great competitions. So, first um that's my bra sheet. I can't stress enough how exceptional they are under the direction of Mr. Stokes and Miss B or how hard they work to achieve these goals. These competitions are where the band shows skill and competence on the field. We have some soloists that get comments made from other band parents every time we go on how good their solos are. Our band uh drum major has as you see on there majors over 22 bands. She's been the best drum major at two competitions. one of those bands were 180 students with two or three drum majors in that band or a drum major band. Big is not always better. Um uh I don't think our band sometimes receives all the respect or credit for the

awards they bring home to CHS. And that brings me to my second message. This is kind of a two-part message. My second message is on a lack of respect at the McKenzie ball game. That was McKenzie's homecoming game. And they were nice enough to ask Kevin's band to play the national anthem with them. And it was a heartfelt moment. I believe everybody was there. It it it gave them a a more puzzy. Then the McKenzie band also through boosters paid for our students, our van students that night. Then when they went out in the field to perform, their cheerleaders did a a session and then our our band did a session. Did a good performance. Then when their team their band went out before they finished their performance, our football players came back out on

the field while they were still performing. Their football players stood on the side of the field and respected the band. are show very much disrespect identity. And at the same time, there was children playing on the enzyme. That could be dangerous for the band and the children cuz at one point one night, one of our drunks almost got hit by a football, but the children were tossing. The the band has their marks. It's going to go to the Mars. If somebody's in their way, they're still going to be on that mark. I mean they have run over judges in competitions because they don't want people football players on that mark. They're going to get hit by band members. So that's, you know, not good to coincide with that. Um, they're players for the staff. Mars

will not. And I shame and blame our coaches, our players, our principles. They should teach these players how to respect other ones on the field, other players and other bands. Also, we've talked to several several towns that we compete with in the football players play. There's been several of them from Scottill, Riverside, Henry County, McKenzie. We are navigally on their list of bad sportsmanship in Camden. They do not like to come play us because of that. Um, another thing, our band comes to every home game and every away game unless like last Friday night at Chester County, our band had to be up and at the ball field at the band room 6:00 the next morning. They had an 18-hour day last weekend. They have to load that the trailers and unload the trailers there

and here. Come back. They unload them and put them up before they get to go home. During last week, last Saturday, they were on the field down there in their full uniforms, practicing at 11:00. They went on the field. They did the routine. They came back undressed, put all their stuff away in the trailers. They ate. We went back and watched the rest of the bands perform 3 4:00 that afternoon. Then we go and hear the awards. Our band got to talk to so they got to come back which means they get to go back unload everything they got in the trailer, put their uniforms back up and go perform again. At 10:00 that night we got the awards. Our band had placed six out of 10 of the top bands in the state and

Arkansas. One band was from Arkansas. We played sixth. McKenzie was right behind us at seven. Every band there, the other 22 were all above us. And I thought we did excellent by the band in six. Um, I want to invite everyone here to come Saturday to Huntington because if you see the band at halftime, you're not seeing the whole program. You're just seeing bits of it. It's shortened to be in the time they get us to perform, get them to perform. So, I would like all about all of you to hunt. They play in 11:58. They give you exact times because that's when they extend you play. So if you're there at 11 or 12:05 Okay. Okay. We haven't had a drum major that has gone like our gene probably since the 80s we had

a week. >> 90 was 90 days. >> We're not that old. >> Okay. Excuse me if I didn't correct, but we had Gina We don't remember her, but she did dynamic when she was there. June is our senior this year. And I was trying to find out how she did last year. I know she did a lot of good last year, but I don't know how many first place over the whole last year. So, this is continued on into this year. And I don't know how much accolade she's received at school for doing this because this is a major feat for a young girl major. I mean 22 bands every week continually through the season. >> Yeah. >> One more minute. Okay. Um besides inviting you to come, we always have a tailgate because we

the band boosters feed the children. So, we would like to invite all of you to come by, watch her perform, and then come down and talk to them. Tell them you were there. They'll be glad to see you there. They don't think anybody cares about them family that's there every week. So, come by and tell them how good you think they've done, how much you enjoy the program. I mean, it's worth it to spend one Saturday because I'm sure you'll get finals and we'll be there for the Saturday performance Saturday. Hello, I'm Jenny Mansfield and I have three children in the Bay. I'm here tonight to talk about things that are in my daughter's sixth grade social studies textbook. I think everybody in this room knows what BC means. Can you nod your head and

tell me if you know what BC means? Do you know what BCE means? No. Then why is it being taught to our children? We all know what AD means, but our children are not being taught that BC means before Christ and that AD means after death. They're being taught some Latin term for after death. And before common era, we live in a Judeo-Christian society. We live in Benton County where we are followers of Jesus Christ. And I want to know why my sixth grade daughter at Camden Junior High is not being taught before Christ and after death. She's be being taught before common era since witness Jesus Christ a common era. Thank you. I don't have anyone else on the visitor public comments signing sheet. Um she said that um they would open it up

if someone wasn't able to come and sign in. Okay. Did you hear the policy statement that I read? >> I did. Okay. You You can have two minutes. >> Abigail. I'm a Bon County resident. Mama to sweet little boy here. Um I find it very important to teach history and current government uh status accurately. And it was uh expressed to me that we are teaching and testing that the United States is a democracy when it is actually a constitutional republic. And I know some people may not understand the differences between the two or may believe we are a democracy um or may not understand the importance of knowing the distinction between the two. But it is very important because we are shaping the children the next generation of children to hopefully take the reigns and

be leaders and and to shape society for their next generation. And if we're instilling into them that we're a democracy, we are already stripping away rights that they have. So I just want to encourage y'all to look into that and remediate calling the United States a democracy when it is a constitutional Is there anyone else that would like to chair? >> Yes, I I would like to number one textbooks are approved by the department and the legislation. So, but we we will take those and look into if they could give us the page. I think there's paperwork, but that is strictly approved by the uh textbook adoptions him and then they're open to the public. fairly provided to us by the state department and through the state. Um, I do want to address because I

had parents come to me uh over the ban incident and I want to make sure that the board understands that. Um, number one, I called the director of schools of McKenzie and he he checked with the principal and they did not. So, I I'm not I I was there, but I didn't notice, but I did talk to Coach Hudson, and the officials, if you were there, that half lasted about 25 minutes, and the officials told them to get onto the field and warm up. Now, I'm not arguing that they shouldn't, but when the officials, with all due respect, they have one job, and that's to keep that football game on track, and it was late. And so when they tell the coaches to get their players that they're saw and and I also want to

address Mr. McDow's no different than Mr. Shannon or me and the crowd, they don't know who Mr. McDow is. So it was expressed to me, why did we not communicate that? We didn't know. The officials went to the locker room, told Coach Hudson to get his kids out there and get them warmed up. So, um I think it's something that we can talk to the TWWSAA and if if they're going to hold our kids, but I I don't think it's fair to blame our coaches and our administrators when the coaches were doing what the officials told them and Mr. McDow didn't know whether um he he just he's not in charge of McKenzie. If he was at Camden, then there may be, but they don't know who he is. So, I just want to make

sure that um I I understand the disrespect thing, but I I I can honestly say that I checked into that. Um not only did I talk to the parent, and I did call the parent back because Coach Hudson come to my office upset because it was being said he was disrespectful and he's he's doing what his officials are telling him to do. So, I think that's that's pretty much if you as a board tell me to do something, I I may not like it, but and they have to get those kids warmed up. So, I thought it was good. We need to have better communications across the state, but I I do not from from what I found out, I did not see an intent for our coaches or our administration to intentionally disrespect anybody.

Um I'm not obviously it must have happened. Um I was there. I didn't notice, but um but I did check into it. I thought it was fair for the board to know that. Then as far as textbooks, we will um you know, take that and and have the state look at that textbook. But just please understand textbooks are adopted um through the state of Tennessee. and this board um they have a selection um textbook committee selects one that the state gives us and then we open them up for for public review. So I would encourage you in the future when we have those public reviews to look at that but we will we will definitely check on that and uh and any concerns you have we'll check and see what we find. Thank you. Um
