001we can we can and I understand it's confusing and there's a lot of papers and a lot of staff right and all of that. So, um, so when you give those percentages and some of these are just general questions that we know um when when when we have those percentages is what percentage is the maximum or what percentage is not allowed I guess. So literally a fail is 100%. Okay. So this cumulative study came at 6.66% which is under 10 times less. Right. Okay. And how often is there um are these things uh retested in a certain um are they are they tested after installation after a certain amount of time? Uh not to my knowledge. It's more when um there's been a big change or if requires any kind of special permit hearing that
002we we order um cumulative um emmes. Um that way we could make sure everyone understands and has some comfort that you know we've done our analysis and we have the data that shows compliance. So that's what it is. It it's it's not uh easy to to fail this. I mean 100% is is a lot um and 6.66 66 is the cumulative from this analysis. I was just wondering if they tested it once the equipment is installed that they're actually testing the equipment versus um I don't believe so. I think it's done they use their models um and they use their emission standard which is an FCC bulletin 65. Um that's their considered their bible of emissions that they go off of. Um, so that's how it was explained to me because I do do talk
003to the RF engineer that prepares this to make sure that we understand. Okay. I mean, we have something in our bylaws, I think, about testing them. We I don't think I've ever asked that question before, but it's federal regulations and not necessarily action bylaws that govern by nature of my question. Um, I mean it's also like it's not like it's really close and then like it was like a 97 and then like maybe they, you know, rounded down or something, but like it's six or something, right? Seems like even if they made a error. Yeah, it's more just Yeah. question of u my understanding of Right. Does anyone have any further questions? Um I don't know if you got a chance to drive up. I I provided the information of the I think four cell
004towers that we have in Nashville. Um they're all a little different. Um I don't see this one has um some off streetet access. I assume any work that would need to be done would be happening um up that driveway, but really I think there's only one house there that also has a driveway nearby. Um through you, Madam Chair, there there is like low access because we do own the property. So that we would not be going onto anyone any private property or anything of that nature. We would just strictly stay on the premises and then depart. Is there anything that needs to be changed at the ground level as far as the equipment within the fence there? No towers. That's correct. Okay. For either and that's for both. Curiously. Yeah. It's not too often. Sometimes
005there are some ground pieces that do change, which is very common, but in this instance there there isn't any proposed. Okay. And how long do you think it'll take to the change? Uh for this probably a day or two. Very minor. These are minor scopes. They're very minor. So not long. Thanks. You're welcome. All right. Does anyone questions? Okay. So, um I guess then our process would be that uh the tape will be available. Um and we'll make sure that um that an Anna and Camilo uh review the tape and submit their um paper that they have watched it. Um and then we will come back on the 10th. Are both I saw that one of them I don't I think it was T-Mobile but I don't remember. Okay. Okay. Yeah, the deadline's July 7th
006and the other one July 7th. Yes, because I handed them in the exact same day. Okay. I delivered them to Oliver. So, okay. So, um how do we need to formally request an extension? Yes, if we may please formally ex request an extension um and then have it in writing as well so we can file it with the So can I until um July 10th our next so we would be um reviewing it on July 10th and then filing it on July 11th the next day on Friday right so she would request an extension the next meeting or July now July 11th the offices are it's a half day it's a half day. I don't know. Okay. So, we should have I just wanted to make sure we can take care of it in the
007time frame. So um and just because I don't have that information 11 12 13 I think can we can we vote on it on the 10th and um have until Monday for the we we yes technically but we technically have a small amount of time to file with the town clerk should be as Do you know the town clerk usually there? One of somebody's usually there on a Friday morning. Okay. Okay. So, if uh um so I'm fine with that saying that we'll we'll talk about it on the 10th um vote on the 10th and look to submit it on the 11th. We would ask for well we're not making any changes so I guess it really doesn't matter but we would ask for some leniency if there's for some reason we have no town
008clerk on Friday to in order to in order to get it filed right okay so um so madam chair through you so you want the letter of extension granted to which specific date you want July 11 or I think it would it would be nice to have the Monday the 14th But we will we will do everything we can to file it on the 11th. If you're willing to do the 14th to make sure we have a town clerk, I'd be very grateful. Okay. So, uh thank you, Madam Chair. And so through you. Um so tomorrow I will be um sending a request to your planner regarding the extension to July 14. Um I will also follow up with your other member and provide a cover letter stating that it's really minus 6 adding three
009and all of that the clarification there just like a cover page so you have it in one spot. Um, your next meeting is July 10 of which I will not be attending, but you will be voting on and signing the decision understanding that it needs a a four-fifth vote to pass for special permit and then the filing hopefully the next day with the town clerk to start the appeal period process. But during that time I will be submitting my building permit application but um will not you know just to get it going through the review pipeline an understanding that after the review period is over the appeal period I will have to pick it up file record it with the registry of deeds and I'm sure at that point probably the building commissioner will issue
010at that point the permit is usually the process. Okay, just I have a question for you because we went right into discussing Verizon and I did not read this into the record. Should I do that now just to have it in? I'm going to read this into the record. All right. So, the second public hearing which we've talked about in in um conjunction with the 36 Albert Ray Drive is 34 Elbert Albert Ray Drive, Verizon. Planning board with their petition of Verizon Wireless, 20 Alexander Drive, Wallingford, Connecticut, requesting special permit and special permit modification per chapter 282 section 6.4 wireless communication facilities and 9.3 of the Ashlin bylaws. The applicant seeks to add three antennas, three antenna mount pipes, and one hybrid cable on the 99 ft tower. There's no proposed change to the tower
011height or compound size. The proposal includes the installation of 5G capable equipment. The property in question is located at 34 Elbert Way Drive, Assessor's Map 9, lot 173 in residential aid district. So um so did everything um sound acceptable to you, Jasmine, that you can get the letter that we can um Yes, absolutely. We were Doug has agreed that yes, they can apply for their building permit and they can begin that application process. Okay. And as um she stated, we won't be issuing a permit until the recording of the decision has been received. But this way, they don't have to wait the 20-day appeal period to begin the review process for the but we would have the application ready to review and sign on the 10th and then file with the clerk on Okay. Hopefully
012or by the 14th of the Yeah. And so I did um in the email I sent out, I just directed you to some places we can find some sample decisions. Uh Deep is very used to looking at them. Um they're basically very boilerplate. Um but JZmine and looking at them given that we're in a transition if there's something you think they could be improved or would be it'd be great to put that in at this that time anyway in draft form that would go out to the board prior to the next meeting. So, I do have the draft from the last time these decisions were issued, which I would go based off of because those are typically reviewed by town council at one point because we have so many bonds and deeds, things like that,
013okay, in these. So, the these decisions are pretty boilerplate per their last one. So, I can send you the last one so you can see it based on the new one that I'll be writing with the additional information just so that way you can see how it's been done in the past, but that may be something we do for future decisions certainly. These will probably not change too much by my hand. Okay. So, better if we if we decide we if and when they should be changed, we want to look make sure C town council looks at it. Absolutely. Okay. Madam Chair, if I may, uh just as an FYI, because most people are not aware, um when we have an eligible facilities request before you, just as an FYI, no new conditions can be
014made to the original tower either even landscaping just as an because most people don't know this. Yeah. Usually um um anything that's in there is just usually the the hours of of work um um not to block traffic, you know, things like that. Um um but since we have a new town planner, I thought there might be some more efficiencies or something we might put in our document to have another set of eyes on it, but we won't do that at this time. And yes, there'll be no extraneous conditions. We didn't talk about any here. So, um I don't think that that that's needed. Thank you. So, thank you. I apologize for the crazy insane order of things. I understand. We got through it. Got through it. So, thank you very much. Thank you. Have
015a good night. You, too. I am sorry. That is I Everything is so very unlike me. Um, and everything is just kind of out of order and discombobulated and uh No, no, it's it's um Yeah, it's just uh yoga or something. That's right. Okay. So, um, but but I mean it's important to get the the letter of giving us more time, but in a way we're not making any changes to it. So, um, it it it's going to happen anyway in in that way. Correct. Right. Okay. So, next thing on our agenda is the 240 to 260 Pleasant Street Metro West facilities. This is the soccer field next to connect church proposed soccer field and this has been revertised and so even to even to continue the hearing. Did you vote to continue the hearing
016until the next meeting for T-Mobile and AT&T? We would be doing that now. Okay. But given that it's readvertised, I think I have to reread it and to kind of open the public hearing. Isn't that right? Oh, I meant I meant for T-Mobile and Verizon. Oh, and I mean, no. Yeah. All right. So, no. Okay. We're we're practicing here. All right. So, um I am going to make a motion that we continue both the 34 Albert Ray Drive T-Mobile application and the 34 Albert Ray Drive Verizon application to our next meeting on July 10th. Is there a second? Second that. and a roll call vote I got both your eye and Trisha Kendall I. So those are both continued to July 10th. All right. So now for the new one I believe we do need
017to this is the first time we're discussing it after it being revertised. So we need to open it as if it's brand new. Okay. So, our next public hearing is 240 to 260 Pleasant Street, the Metro West Facilities LLC. It has been readvertised and thus reopened as a public hearing as a new public hearing. The planning board will hear the petition of the town of Metro West Facilities LLC requesting site plan review, design plan review, and site alteration special permit for chapter 4A section 6 of the Massachusetts Zoning Act and chapter 282 9.6 design plan review 9.4 site plan review and 5.8 site alteration special permit of the Ashlin bylaws. The applicant is proposing to develop a recreational youth soccer field, a tot lot playground area, additional permeable parking, modified two-way sight access driveway, pedestrian
018walkway connection to the abuing parcel to the west, associated storm water management facilities, utility services, landscaping and electrical conduits, or direct berry electrical wiring for future lighting on the field. The soccer field will serve as an ancillary use to this current facility, Metro West Christian Academy and Connect Church. The total area of development will be 9, sorry, 1.9 acres. The property in question is located at 240 to 260 Pleasant Street, assessor's map 13, lot 108 and 109, and located in the underlying industrial district, groundwater protection overlay district and MBTA communities multifamily overlay district. All right. So as we have received a cont a request for continuance for this item. Do you want to talk a little bit about that Jasmine? The request was because was this because we're waiting for uh I'm so sorry. It
019took me a moment to recall what this was. So this, if you recall, was the soccer field and they had proposed coming in with new grass, but now they're proposing to have a turf field, which is obviously not pvious and um surface. So the we are waiting for peer review comments. We haven't received them yet. We just need to ensure that the drainage would still be adequate for that site. So we there would be no information for you to review at this time with that change. So we would be reviewing the project without the input from the um from the peer review which may be which may impact the storm water right and drainage on this and and it could impact the design. So instead of going back and forth we're going to wait till
020the peer review is complete and look at it at one time. Okay. Um what is the date on this project? We're continuing again till July 10th but what is the do you know what the date is? It seemed to me that we needed um that we may need that extended. They extended it. Um yes. So on May 14th, they um granted an extension to the required close of the public hearing date of June 11th to July 10th, which would be at our next meeting. So we are going to need if we're not even talking about it until July 10th, they're they're going to need to extend that um for at least what would we request? Does the readadvertising start the clock again? Oh, I believe it should actually. Isn't that what we said the last
021time? Because it's getting readvertised, clock starts again. So that July 10th may not be applicable here. It may not. Let's see. May 14th. Yeah. Um because that's what I remember from our last conversation when Peter was ready to because we know that yes was changing as yes that's that's right and I don't remember what the date would have been for readvertising so what the new date would be I can get that to you but I'm not sure but it would start with the new advertising date but it's on the That's perfect. See is it when it was received? I mean because it couldn't have been received technically when it's stamped in with clerk. So whenever it was the revisions stamped with clerk and and did that give us enough time to advertise? I don't know
022what time it was stamped in. I'm sorry. Uh to the chair. Um I have an email from Alvaro that said the new date is September 24th. He's with us still. Okay. September 24th. Okay. That that gives us a little time. All right. Um, okay. So, they're asking for the continuence, which I think is perfectly um it's a good reason so that they don't have to bring their team or their experts in um when we don't have all of the information um we need and we could propose changes that would then be invalid um when we get the the um the third party review complete. So, um we would be looking to continue this as well to July 10th. um uh that the uh cell tower shouldn't take a a lot of time. Do we know
023do we have anything else that you know of Jasmine or Becca that have come in that would be looking to go on July 10th? Not on July 10th. No, but on the 22nd. Yes. So 24th, sorry. 24th. So yes, but not for July 10th that I Okay. Oh, that's right. For the scenic road. Okay, which is which is also a small a small item. Okay. So, there should be plenty of time to discuss all of these things and to get them. What happened to the YMC? That will be on on second. Okay. So, unless there's any questions, let's continue this and then we can kind of see where we're where we're sitting in general. I do. Would you like to make one? Okay. I motion that we continue this until our next hearing on July
02410th. I second that. All right. A roll call vote Scott I and Trisha Kendall I. So that is continued until July 10th and okay that's everything we have on our agenda. So we're looking I guess the YMCA has filed an that has actually put in their everything we've done with the YMCA so far has been informal. Yes. So you're they are filing a formal formal application a formal application a site plan review with the planning board and two special permits board of appeals. Okay. And they're going to be looking to do those simultaneously. Yes, they are. They have filed simultaneously. They're before they will be before conservation commission the week prior on the 14th and then they will be before ZBA on the 22nd and then they will be before the planning board on the
02524th. So it's all happening happening contiguously which I think will be good because I think we'll be probably expecting some conversation. There will probably be some alterations to those plans. So it probably cost them less money to try have the engineer you do it all at one time. Okay. So it's um there's nothing wrong with them can doing it congruously and it will actually help the boards if you want to have a joint meeting at sometime if some you find something really critical that you really need to hear conservation or ZPA's input that's an option. Okay, just looking at our list of um reports. So, we've obviously sent just sent two people to comprehensive plan, which is the whole reason for our shifting this evening. Um there's nothing new from design review committee. Um Scott,
026I assume there's nothing new for the company. The CPC won't Okay. Unless somebody cool and exciting for us to talk about then we can I take the summer off. I don't think we have cool and exciting. Right. Okay. Yeah. And Metro West Regional Collaborative had that meeting right at the end of last month, I think. And so I So I was going to ask is Yolanda the person to reach out to get be part of that group? Yeah, I think so because she is Yeah. So, she's she's the current chair of that group and Yes, she is. Um, are you also to attend or? Yes, we were in attendance this morning actually. We had a meeting this morning. Okay. Um, and Yolan Yes. So, she she did she does chair the meeting. So, I would
027speak to her about being added on to um the mailing list so that way next time you can That's good to know. But I do have uh most of it recorded if you'd like me to share it with you. Sure. Okay. We'll get you on that for next time. I'm so sorry, Becca. Do you have to be sworn in for that? No. No. It's not a board. It's participating. Okay. Okay. Um, I put associate member search process on there just to say that we hadn't um to understand what process we wanted to follow with that typically um and not knowing that we would have I guess not knowing that we would have um just three people here but we're usually looking to fill a six seat with an associate member um and summer is always
028a little tricky with that but should Um I know we do have some interested people. I I think there's a list of maybe even three or four people that already have maybe expressed interest in um but it's it's usually something that we do um publish we put in right and add in the um No, it is Metro. Okay. I don't I mean we put it online and we list it in the town manager newsletter. Okay. So we put it on the planning board page. Yeah. Because it's really just for Ashland. Um this is the one that we share with the select board. The appointment we um it's jointly um the two boards jointly appoint the person, but the person is just a planning board person and not a select board person. And we already have
029three people that are interested in it. Yeah, I I mean people have that expressed interest in the past. Yes. But it is something we typically would um put out there, see if there's any more applications. I just wonder a little bit like I know the um I know the select board is only meeting once in July. So, I'm wondering if we wait just a little bit um and do this process in August for someone to um start then in late August or September it due to the difficulty of getting together with the select board that might be beneficial. the the only larger project I see coming up right now before you is the YMCA and they wouldn't be on it in time to they would still be able to learn but they wouldn't be able
030to participate in any way even if they were standing in for another member because they would have missed too many things right but it doesn't cost anything to put it up and occasionally you get somebody just out of college who's looking for something to do and right now is a really nice time that young people seem to be interested in local government so I'd say it's worth just putting it up. It doesn't Okay. anything. It takes me two seconds to put it on the website. Sure. But I was just saying if we already have a couple people like why not? And July 10th seems like it sounds like it's light. And can we invite select board for jumping in on a virtual call? I think having it have I think having the discussion on July
03110th is probably too soon because we we do always list it first before you know doing that. So that would be a yeah I think we always list it first. That would be a oneoff of our typical procedure. At least we trying to be consistent with that. So, but I would say maybe we um we list it and then um you know see what comes in in the next two weeks. Maybe we'll be discussing it on on the 10th getting the applica. We'll see how many you know applicants we have. I can check back with the applicants that have expressed interest already to see to verify that they still have an interest. So then we maybe we'll we'll look to I guess then to get the person in place this summer if possible. So, it
032just always tends to be a little more difficult over the summer, but like I think you're like you're implying, Scott, we if people are already expressed interest that might not be so it might not be so hard. So, yeah, I just feel like why not just get it done forward just in case, right? because I want to I would rather have somebody on for the YMCA one just in case something that seems like that's going to be kind of a big deal going forward and if something happens to one of us or we can miss a couple meetings don't want that throw it all off. Yeah, agreed. Okay, so let's get it listed. I don't know if they can participate if they're appointed after the start of the public hearing and actually they also haven't
033been part of that process, but they are already appointed to your board. So, if you talk about an associate member and you don't appoint an associate member until after that public hearing for the YMCA is opened, I don't even if they watch the video, I don't know if they can vote yet. I'd have to check the voting member. We have five. They would only be voting in place if one of one of Yeah. you for some reason. And and actually, I think you just said that the YMCA is not a special permit. It's just a site plan. It is. It's a special permit for UBI. You're right. Yeah. So, it's a site plan review. So, they would So, it's not a special permit for us. No. Yeah. Have a vote in that. So, our associate
034member by by Ashlin bylaws and this might be something we should look at maybe changing, but by Ashlin bylaws, the associate member can only participate in um a vote that is a special permit and not a site plan review. So, um which is a state standard. Well, most towns do that. Do the same thing. So, okay. So, it would actually be a really good learning opportunity now because that's a big project. All right. So, let's look let's pursue it and and look to post it. Um and then uh I I can um look at the list I have of the people that have expressed interest, see if they're still interested and we'll we'll get the process going. Yeah. Don't add that. Also, write in Sam. He is on the list. Yeah. So, okay. All right.
035I think that covers both the associate member and ongoing and new projects. Unless you know any anything else, Jasmine, this week that you we we have had um some people coming in to discuss certain sites around town that I can't give too much information on, but generally the focus seems to be on housing still. Um, so I think my focus and Beth's focus as we move forward will probably be more on how do we draw more economic development in and so that way we're not so tax base heavy um have some ideas that the board has things that you've been thinking about um in the next coming weeks start discussions and we're really excited to have a fully staffed team. So Melissa is here as our assistant planner. This is our first week, so it's
036well and excited about the projects. All right, sounds great. All right, upcoming meetings, as we know, are July 10th and July 24th that we've been talking about. We have no meeting minutes this week to review. Is there anything else that you want to talk about? 8 o'clock. That'd be like a record. Right. If not, sure. Go for it. No, go for it. You sound so excited about it. Go for it. A motion to the meeting. Second that. And a roll. Scott and Trisha Kendall. Thank you everybody.
