taxes. They do, but they can't vote for president. All right. >> [clears throat] >> So, we call to order this regular meeting of the Planning and Zoning Commission to be held today, May 14th. Uh first is the invocation, so let's please rise followed by the Pledge of Allegiance. Pastor Mac Bond. Yes, sir. Let's pray. Thank you for the privilege of serving this community. Grant wisdom and fairness and clear judgment to see those gathered here tonight. Help each person with their decisions that it might be guided with integrity, respect, and a desire for the good of all citizens and future generations. Bless this meeting with unity and understanding and productive discussion I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible,
with liberty and justice for all. Do you have any remarks, visitors? No, sir. Moving on. Uh item four, conduct a public hearing for the purpose of receiving public comment and testimony regarding a rezoning application submitted by Navasota Independent School District for the property located at 106 Brosig Avenue, Navasota, Texas 77868. The zoning change application requests to change the zoning from R-1B, medium density single dwelling unit quarter acre residential district to PU public use district for the development of a parking lot. The property affected is legally described as McNair Block 1, Lots 8, 9, and 10, and we'll open the public hearing at 5 at 6:03. All right. Is it open? We're good. I was going to ask if the property's operating under a conditional use now or is is what's been what it's being used
for is a pro- is R1B appropriate? Uh technically, no. Uh I know that there's there's been some buildings there, ancillary buildings, uh for some time. Those are Those are temporary due to all the ongoing construction. >> When When When were they put there? The The second one was put there probably maybe 3 4 months ago. The other one was put there, I think, at the beginning of the last bond project, but you know, the understanding was they're temporary, they're going to go away at some point. >> one question is what do we consider temporary? Yes. They've definitely been there a while, uh and it's to support their ongoing facility remodels. Uh I think it was storage, and Ronnie can probably elaborate a little more, um but um yeah, they're they're they're not supposed to be
there indefinitely. >> [clears throat] >> Uh this is not in the CBD or it is? No. Okay. Can we um can we discuss both the the site plan and the zoning change together cuz they're kind of tied together? Yeah, I think that I think you know, given the site or the zoning change first, and then kind of stuck with the zoning change. Uh so, Mr. Chairman, Planning and Zoning Commission, uh just a brief summary, this is uh as uh Commissioner Wisner mentioned, this is a zoning change application from R1B to PU public use, uh matching the zoning across the street for the performing center. Um as a part of the conditional use that that also involves site plan consideration. Under conditional uses, planning and zoning does have the ability to recommend certain development regulations that
wouldn't that aren't necessarily listed in PU. The site plan attached in the packet tonight does meet all the applicable rules for P for PU zoning. Mr. Brent Rice is here with GLS and Dr. Ronnie Gonzales with NISD if you all have any questions about the proposed layout or any questions in general about operations. So, I did have a question. Um in looking at the site plan, is there a plan because this is sort of a mixed-use area the the buildings are there for school district as well as a lot of residences. Is there any plan for landscaping, trees, something to kind of make this blend in with that neighborhood better? Could you step to the microphone if you don't mind? Brent, if you could just say name and who you're with. Brent Rice and GLS.
Uh currently there is no plan for landscape. Currently it's a green grass lot and the plan is to go back with concrete for impervious pavement for that parking lot area. Um I mean there there is space available for for that on the Kettler side where you have those little outlays where the I guess where the traffic goes onto the street. So, we have rules for parking lots and this is a parking lot. Right? We have landscape rules and But those >> But it's public use and not private. Is that what you're going to say? Well, the the zoning district is what is what dictates those standards that you're referencing. And so, PU Uh, there is no explicit, you know, one tree for every 12 parking spaces like we normally have in other zoning districts. So,
um, with a with a conditional use, that that is a if if y'all want to add that as a condition, that's something that's negotiable as it goes through the process. Okay. There is no sidewalk on Ketler? The the three spaces, the cur- your arc arcs on are the they're they're concrete curb? There's a curb on the front cuz I think there used to be a drive on the front area, but currently there's no sidewalk on Ketler Street. So, the three arcs that you have on on the Ketler Street, are they going to be curbs with as all concrete or are they curb with grass space in them? I believe right now they're curbs with with concrete. I mean, just in looking at those, I would love to see you guys be willing to come up
with maybe some grass, trees, something. Uh, I think if you're going to direct all the water down through the channels to Ketler except for the little bit that's at the drive, that those would be an optimal space to try and put some cuts in that curb and pull the water into there with planting materials and then let that fill and dump into Ketler before it goes down to the street drain on the corner of Ketler and Brozic cuz the corner the drain is right there and that's still going to be there. So, this is an opportune time to put in a bioswale in a in a public use space. And you're not planting anything there right now, the design is concrete and it's not going to be additional parking because it's actually outside of the
line or whatever. So, I think we have the opportunity to be a little more inventive about parking spaces here and utilize this to reduce uh, certain amount of water and and then add the greenage right on on that side of the lot. But you know as a homeowner in that area, if I owned a home there, I would love to see I mean I think the park is a great idea, support it, but I would love to see it blend in with the neighborhood a little better. With shrubs with shrubs of ice or I would say so or maybe some kind of you know what came to mind was like crepe myrtles but I'm not I'm not sure it's our role to tell you what to put there but just you know some things to
dress it up a little bit. You know the crepe myrtle tree depends on which one you do. I mean it's going to add color, it's to add structure as well and then you can train them to where you know it's not going to be overbearing to you know the the entrance and exit of the on the parking lot and it would be aesthetically pleasing. I mean that would be one thing to do. I mean you know like right here they have the the the miniature or the dwarf magnolia tree. You know that's that's a small growing tree that that's attractive as well but you know I I think you know shrubbery not going to do a whole lot but need something with some height. Is what I was concerned about. But you beat me to
it. >> [laughter] >> I don't think you know if you put you know three crepe myrtle trees right there that's going to not going to add a whole lot to the whole budget. I have a question maybe I'm just looking at this wrong. What is this two different parking spots? Uh the left side is the existing parking lot area that we would need to repay for grading purposes. >> be a curb here? I'm not sure there's a curb but there's definitely a wheel stop for a car. Okay. But there's parking on either side right there on So then that's your only entrance and exit at the top, right? Yes and you come down through and circle back around to Kettlers Street. And handicap parking on the other side of the street that they added two.
Two two spots are being added currently to the existing lot. So those are not handicap now? There's two existing and there's two not we're adding those two. Okay. You know at the south end of that lot, you know where the that temporary building is there's a pecan trees and stuff like that and and anytime that that trees get cut down people are going to be very upset and that's why I think if you were to add something back that would make it more palatable. >> They're taking three down and leaving three. Yeah. That's what the map shows. The current pecan tree has been dying well on us the last couple of years and Yeah. large limbs have been falling lately too. And this is a public parking lot, right? Yes. Not private. And that's set
up with one light pole with two lights, is that right? Yes, that's correct. And that'll work? It's pretty pretty small. Actual driving spaces are U-shaped going around that middle set of parking lots. Yes. Yeah. Is this one way, two way, doesn't matter? I believe it's two way. Two way? Yes. >> Yes, it's more than it's more than two parking spaces wide, so it should be >> Both going in and out of there. >> So it can accommodate both? >> Yeah. Makes sense. If you're driving through these. Um Ronnie, do you have any worries about I mean, I know people park there now. I mean, I just came past there on the way home and there's things going on and there's people running everywhere and um currently, the paid parking is all on Broseck side and
the administration building side. Right. With this 30 spaces being added to the other side, are you Do we need to make sure that we've got something in place for pedestrian stop like, you know, either you know, working with the city to get something put in there that's going to mark it or some, you know, flashing lights when it's being in use or crosswalk or, you know, speed bump because we got the school there already and everything, but you're Right now, people aren't People are parking there because they can. But now you're saying, "Go ahead and park. We've got a parking lot." And I have a little bit of concern about how many young children we have in parking lots that are going to bolt to, you know, across the street to to get to the
theater. Usually right now, what we see is Tonight, we have an event. We have a choir or band concert and people know that there's a concert going on, so they really slow down in that area already because the parking lots are full. I mean, right now, the band concert is not supposed to start till 6:30 and the parking lot is actually full already at 6:00. So, people kind of know that there's children in the area and pedestrians in the area, so they've been slowing down already. I mean, if you'd like to add a speed bump or a crosswalk, we would welcome it. Yeah, I think some kind of identifier at least on the street. >> Yeah, maybe a crosswalk. Make people at least try to walk in the same path, right? >> Yeah, instead of
just some people are at the corner, some people are on the corner of the parking lot, some people are at Ketler, but you know, uh you give them a stripe and at least you'll get a percentage of people that'll recognize it and use it instead of just crossing where they want. >> Definitely. That's possible. And that would be a public works thing with them, right? Cuz it's a city road. >> [clears throat] >> No, I mean, it would be a part of this scope, right? So, like I'm writing down the conditions, the additional conditions, and it would be a striped crosswalk, so then Brett would just update the drawing to show that crosswalk. And then that contractor's out there doing all the paving, they would go ahead and stripe to those standards. I know just
from looking at this, we would want that crosswalk likely closer to the Ketler side and not somewhere mid-block. Those are a little bit more dangerous. Right. But the sidewalks are also included on Ketler's side, right? Uh there's currently no sidewalk on Ketler Street. Okay, so there's not going to be a sidewalk there? Uh currently, no. No, okay. But if they fill the grass, they can put a sidewalk there. Right? No, but they they have to cut through the curbs that they're building. Well, I think right in the Brett, didn't you say that that all all of it's paved? Right now? Uh proposed to be paved. >> Proposed to be paved. >> Yeah, right now, yes. We just mentioned putting grass in there instead or shrubs or whatever. Yeah, to me, uh a curb around a
piece of concrete is not something I particularly want to see. Okay. Cuz then it's it's just a traffic control. You got a big block of concrete with a curb around it so you can't drive through it or drive over it, but that's all it is and it's not a sidewalk because it's got curb around it, right? >> I asked is because I was coming back from East Washington and there's always a lot of people that walk in the middle of Kettler Street going to the events at the auditorium. Yeah. Yeah, it's all parking in front of houses. Mhm. So I'm curious, these I don't know if what you call them, end caps or whatever in the end. How wide are they? From like the street to the parking lot. From the street to the parking
lots, uh, probably 15 ft. >> They're Your spaces are probably 12 or 13 ft wide, aren't they? >> Spaces are 10 by 20. 10 Okay. So the space is 10, so >> 20 cuz it's probably at least 15. Five walk out of your own space. Yeah, it's probably. And the crosswalk would be where exactly? I think you align it, um, right here at the corner of Kettler. Um, Kettler in line with this ramp across the street. So it would almost it would almost align with that with those end cap aisles. You You want to see sidewalk in that's where where that concrete is. Well, I'm >> [clears throat] >> being a grandmother for students [laughter] here, I know what a nightmare it is when you go to park cuz just like Ethan said, you know,
you end up having to park two or three blocks down when this parking area is full. And when it's over, everybody is leaving at one time. Mhm. And it's to me it's just as much dangerous leaving as it is coming in because there is nowhere to walk except in the street because cars are parked along the street. Well, we're only going to get that much sidewalk. They're going to use it and then they're going to dump into the street the minute they get to the end of it. That's the problem with with putting sidewalk there. I mean it initiates sidewalks, but we can't go the rest of the block without What it could do though is if you got people coming through the park and all of these four parking spots, they could come across
to the crosswalk and so it would keep some people out of the street, too. So, True. Okay. I mean I'd love to see some sidewalks on the street side of that and then some green space or vice versa. You know, I think that would be a wise use of that space and probably not significantly change your cost structure. I concur. Any comments from a zoning perspective? I think with with public use across the street, um you know, this wouldn't necessarily be a spot zoning, which is kind of frowned upon. It would just be an extension of Right. >> the public use. So, uh I don't think you you run into a problem there with zoning. >> What's everyone else public feedback on any of this? Yeah, that's what I was actually just about to say.
We did go through the public process. We mailed letters within 500 ft all the property owners and I think I think this particular one was around 40 letters if I remember or I think it's in my staff report maybe 30 30 something. Um I didn't get any calls or emails or questions about it. Yeah. Okay. I've played plenty of band concerts in that auditorium and and graduations and it I mean the parking's needed. And then needs parking. I live down the street. I agree with that. Would you demonstrate your musical talent? No, I'm just >> [laughter] >> Any other comments for the public hearing? All right, we'll close it at 6:21. Somebody's got to update this clock. Thank you, fellows. Thank you. Appreciate it. That's all. All right, consider impossible consider consideration and possible action
on rezoning application submitted by Navasota Independent School District for the property located at 106 Brosig Avenue, Navasota, Texas 77868. The zoning change application requests to change the zoning from R-1B medium-density single-dwelling unit quarter-acre residential district to PU public use district for the development of a parking lot. The property affected is legally described as a McNair block one lots eight, nine, 10. >> This is only for the zoning change, correct? Yes. I I would like to make a motion for us to approve the rezoning application submitted by the Navasota Independent School District for the property located at 106 Brosig Avenue, Navasota, Texas 77868. The zoning change application request to change the zoning from R1B medium-density single dwelling unit quarter-acre residential district to PU public use district for the development of a parking lot. The property affected
is legally described as McNair, block one, lots eight, nine, and 10. We have a motion from Commissioner Kakosky. Second. Second from Commissioner Temmel. I would like to make >> Another comment? Go ahead. a comment about are there stipulations about the green space of the parking lot or going to be Going to be next time. >> Madam That's next time. Yeah, okay. >> [laughter] >> All right. Sorry. Is there a discussion? All those in favor say aye. Any opposed? Seeing none, item carries. Number five, conduct a public hearing for the purpose of receiving public comment and testimony uh regarding a conditional use permit application submitted by Navasota Independent School District for the property located at 106 Brosig Avenue, Navasota, Texas 77868. The use permit application request to allow the development of a parking lot, a parking
as primary use, a conditional use under the proposed PU public use zoning district. Property affected is legally described as McNair, block one, lots eight, nine, and 10. And we'll open the public hearing at 6:24. Any comments? We could we could close it and move right into the action and discuss the conditions. Good. Yep. All right, we'll close it at 6:24. We'll do 6:25. >> [laughter] >> 25? At least make it look like you had it open. All right, consideration of possible action on a conditional use permit application submitted by Navasota Independent School District for the property located at 106 Brosig Avenue, Navasota, Texas 77868. The use permit application request to allow the development of a parking lot, a parking as a primary use, a conditional use under the proposed PU public use zoning district. Property
affected is legally described as McNair block one, lots eight, nine, and 10. Okay. So, behind you you see the it's in your packet, also. It is the draft conditions. Um this is boilerplate language that is included in all conditional use permits. And in there we left obviously the two placeholders or more, um depending on how many um conditions um you would like to add. So, so far I have uh shade canopy trees. I think it's important that we clarify how many um and generally where, so that can be updated in the in the site plan. Um I know Todd, I think you mentioned they're removing three trees. >> three and leaving three existing as it is, so >> So, would we would we maybe want to add three? Um I would think so. And At
that general >> I think there's some Net no loss. Yeah. [snorts] I think there's some green space area here on the There's some in the in the edge, yeah. And the existing trees that are being left are in the south corners. Right. >> Yeah. So, maybe here? Just generally spaced? But, then also at the I think for lack of a better word, the end cap. You know, where they they they ingress and egress out of the parking lot. You know, they have those elliptical things. I mean, that there's three of them there. That would be a spot to put, you know, a tree or crape myrtle in in each one of those positions. So, just do the three So, just do the three out here. Yeah. So, we're talking about a sidewalk and some other
space with those something taller like a crape myrtle or something like that. That that end cap, for lack of a better curb curb, I mean, we think it's like 18 to 20 ft. Is that correct? At least 20. >> [clears throat] >> At least It's a What about 13 to 15 you said correct? I was going to say it's a 10. You put two parking spaces there. Yeah, it's got to be 10. It's 20 ft. So, they'll get easily have a 5-ft uh or 6-ft sidewalk plus Yep. a spot for for that. simple and urban tree planting. Okay. So, one one shade canopy tree at each end cap and uh sidewalk a 5-ft wide sidewalk since it's a general residential area or 6-ft. What's the normal four? Uh five is your standard in your in
the residential in residential. Six is standard in commercial. It gives you a little bit more green root space for the trees if you if you give them 5 ft. >> Five. Yeah. Yeah. So, I'll just do a 5-ft sidewalk along Kettler within the right-of-way. Yeah. 5-ft sidewalk is one tree in each of those. Yeah. We need to state something about the fact that the sidewalks will have I guess ramp or That's code. any type styles Yeah, I think I think with the stripe also having here stripe crosswalk at the Kettler intersection. You know, Brett Brett's an engineer. He'll he'll make sure it meets requirements. The only other thing I think that was left is the Y'all mentioned landscaped landscaping those end caps. I thought I know you were mentioning about like a bioswale. >> Well,
if they're if they've got a curb there and they can capture some of the water before it goes to the corner and they're going to keep trees and they could probably you know, they might be able to utilize it. I mean, it depends on It changes the plantings when you when you when you go Yeah, and the grading of it. Yeah, because you you you actually have to have it sunk [snorts] a little bit so that you capture a couple hundred gallons and then let it leach in while the planting absorbs it and then it floods out and goes back down to the drain. But, if you're going to put um shade trees in there, which are you know, good trees, you don't you can't you can't do that. You're you've got the wrong kind
of tree. Okay. Um but, the shade trees are nice. I I really appreciate shade tree. So, between this the shade trees, general landscaping, sidewalk, and crosswalk, that that's sufficient. Yep. And a big blue episode N in the center of the parking lot. >> [laughter] >> Make it look like a helicopter landing pad. Does anyone want to dare to make the motion? >> [clears throat] [laughter] >> I want to make the motion. So, I'll make a motion that we uh accept the site plan for 160 Avenue as stated in our agenda uh to allow the development of a public parking lot uh primary use, uh conditional use under the proposed new public zoning district with the amendments to include end caps that have 5-ft wide sidewalks, green space to include canopy trees, and a crosswalk leading
to the public school building across the street. Did that cover everything? Yes. There's your motion. >> Great. I'll second. [snorts] Seconded. Mr. Weisner, any other discussion? All those in favor say I. I. Opposed? See none, item carries. Next two agenda items to my knowledge have been requested to be pulled. Yes, sir, that's correct. Moving on to seven, consideration of possible action on meeting minutes for April 23rd, 2026 meeting as presented. Did they get my name right this time? They did, and they even gave you your title as chair. >> Holy moly. It was your title that was the issue. Mhm. Make a motion we approve the minutes. Second. Motion from Commissioner Wallace, second by Commissioner Dimmel. Any other discussion? All those in favor? I. I. Opposed? See none, item carries. Also wanted to uh introduce
everyone to Nancy Fedalto, who is our replacement for uh Dia, who just got elected on City Council. Welcome. Everybody welcome. Welcome, Nancy. Congratulations, Dia. And with that, we will adjourn. Cool. Thank you. >> [laughter] >> They're more It's It's more action over there than it is with us.
