Fill us with your spirit. Fill us with your love and fill us with your vision in Jesus name. Amen. I aliance to the flag of the United States of America and to
the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Honor the Texas flag. I pledge allegiance to thee Texas. One state under God, one and indivisible. Yes, sir. >> It for staff report. Mr. Him. >> Yes, sir. Mayor and council. First, we'll have a CIP update from project superintendent Matt Julian. >> Good evening, Mayor, City Council. Matthew Julian, project superintendent. Not a whole lot to update on this uh this night on the Brozig pedestrian project. We did open up the pedestrian bridge and we have not seen any work from the contractor in the last two weeks regarding the guardrail. So, we'll be reaching out this week trying to figure out when they're going to come back and what their new timeline is going to be because they
said it'll be done at the end of January and it's not done. So, we're going to reach out and find out why and what the new timeline is going to be. And then on the sidewalk project on West Washington, crews have been kind of going back and doing some touch-up work on here. They've already worked on adding some concrete between the the curb and the sidewalks, laying some new grass down, and they're slowly working their way towards the railroad tracks. And that's all I have. Thank you. All right. Any reports from council on boards and commissions? CPAC met on February 3rd and the comprehensive plan advisory committee. Uh and we worked on the draft of future land ma land use map and the draft master therapy plan. All right. Thank you. All right. Something's coming
up here. We have got uh the parks and recreation trails and open space open house at the Navasota Center on the 17th from 6:00 to 7:30 at the Navasota Center. Also on the 17th of February is the Red Cross blood drive from 11:30 to 4:30 at the First United Methodist Church. Back up a couple of days here. We've got Romance on Railroad Street and the Valentine's Dinner at Martha's. Uh we got the Romance event is on the 13th and the Valentine's dinner at Martha's on 14th. And March 7th is the birthday bash. It's birthday bash out at Aror Park with Mark Chestnut and Neil McCoy. And we're still I think we're still looking for vendors for that. Uh that word has gotten out and um um again it's at August Park on the 7th. Correct.
Um, TexasBirdbash.com. You can go there to get tickets, right? Headliners Neil McCoy and Mark Chestnut. Um, March 14th and 15th is the spring cleanup. So, you'll have an opportunity to get rid of those unwanted items. Uh that's on at 520 Malcolm over at the Vehicle Service Center March 14th and 15th 9:00 a.m. to 4 p.m. That's Saturday and Sunday. Just uh real quick, items accepted are mattresses, box springs, toilets, sinks, carpet and carpet padding, furniture, lumber, cast iron, scrap metal, used oil up to five gallons, stoves and refrigerators, water heaters, washers and dryers. uh not accepted as hazardous waste, paint, corrosives, pesticides, herbicides, chemicals, landscaping cross ties, televisions, and computer monitors. And just need to bring proof of residency, whether it's utility bill or ID or something like that to to be able to bring
that over there. and they'll have the containers and they'll have city staff be there to assist with the unloading and getting it disposed of. Um March 20th is the Navas Grimes County Chamber of Commerce annual banquet at the fairgrounds. March 21st is family fishing day at Pu Pond, 9:00 a.m. to noon. March 31st is the uh Navasota ISD Special Olympics Track and Field Invitational. That's the 16th annual Special Olympics event at Rattler Stadium on the 31st of March. And there's a a need for volunteers and there's also a need for folks to be in the stands to help uh cheer on the the athletes. And then down the road a bit is April 25th is the trash off. Know they're needing sponsors for that. So that's something you can check our web the website about.
And uh also need need groups and individuals and whoever wants to sign up to uh to go around town to do the cleanup on that cleanup day. Item five, consideration possible action on approval of the order of election for the May 2nd, 2025 election to elect two city council members to place two and three. >> Mayor and city council. Um I did make a few corrections to the um election order. It may be a little confusing. It says two city council members to place two and three when it's actually just one city council member for each place. So, whoever makes the motion, if you could say one council member for place two and one for place three, I'd appreciate it. And I did correct the order um for that period. And then the time to
approve the order is between January the 20th and February 13th. So, we're just in time. And then when it is signed, I will send it over to Rachel, who is the administrator of the county. >> Mr. Mayor, I move to approve the order of election for May 2nd, 2026 to elect one city council member to place two. >> Second My table of contents on this thing is different. So I'm not >> It is. I made the change. >> Not able to just >> do what? >> It's just hard to get to it. >> Oh, okay. Okay. We have a motion by Mr. Folk, second by Mr. Yes, to my to u to approve the order of election for May 2nd, 2025 election for two council member uh >> 2026. I I've corrected that as well.
>> 26. Okay. Yeah. >> Any further discussion? All in favor say I. >> I. Any oppose? See none. Item carries. Item six, consideration call for action on resolution 821-06 approving 2026 joint election contract between the city of Navasota Rimes County and the Navasota Independent School District. >> Mayor, city council, according to the Texas election code, school districts must conduct a joint election with municipalities. The city of Navasota began this process in 2006 and it's been very successful. Um we have a mutual agreement with the county on the use of um the center and in return we don't have to pay for the rental of the equipment. And this contract also um entails covering if we have to have a runoff election as well. Um, there was no cost estimate put into this yet, but I
did talk to Rachel and she said probably estimate about 15% increase, which would maybe be around $6,100 for the election. And the main cost is coming from the election workers pay going from $10 to $12 an hour. >> Mr. Mayor, I move to approve resolution 821-06. >> Second. >> Motion by Mr. FZ, second by Mr. Yeser to approve resolution 821-06. Any further discussion? All in favor say I. >> I. Any oppos? Item carries. Item seven, consideration possible action to award Texas Department of Agriculture Community Development Block Grant for water and sewer improvements on Mini Street to Terabella Construction for the amount of $377,842.84. >> Good evening again, Mayor and City Council. Matthew Julian, project superintendent. The uh TDA grant project that we're looking at involves utility improvements on Mini Street uh specifically between McAlpine and
Foster. This project will replace 96 ft of water man, replace one fire hydrant. They're going to replace 832 feet of sewer main. And when that's all done, they will do complete asphalt reconstruction of that road. The recommendation from our engineer is to award that contract to Tabella Construction for the amount of 377,842.84, which was their base bid plus all the alternate bids. >> Can you explain what's is a base bid and alternate bid? >> So, those were they were attached to the uh to the uh what I what I've already sent y'all. So the the base bid was the the minimum stuff that we wanted done and then all the other stuff were op alternate items that could be added to it. The alternate items for this one were like replacing the water services. Some
projects may just attach the old services to the new main and just, you know, keep on moving this one. The option was to replace these short services and the long services, the ones that go all the way across the street. Uh I think that also talks about sewer services also. Uh we they're going to need one uh insert a valve to make the tiein to the existing water system and then uh TV inspection of the sewer system once it's installed. So, those are all alternate items that they bid on and based off the what the the contract the the grant amount was is what we could ask or or not ask for the alternates. >> Mayor and council, just just for clarity or or just to add a little bit of uh additional explanation, the
reason you do alternates sometimes when you have grant funds is because you don't know what the bids are going to come in and how much you're going to be able to get done with the grant. And in this case, correct me if I'm wrong, we were fortunate that all of we were able to fund all of the alternates. Everything we were hoping to get done funded within that grant award. >> And so that's why we are including all of the alternates. But we could have still done the project if if they had come in higher. We could have still done at least the base project. We just might not have gotten done everything that we hoped. But in this case, we're getting it all. Well, um I guess my next question would be u if
there be some surprises that we get off into it, we come back to a change order. >> Should be contingency built in, right? Is there a contingency in the contract award? >> Sorry, mayor's here to answer for me. >> Hey, good evening, Mayor Council Zach Boering. Um, so the contingency, um, on these grant projects, you're not allowed to do change orders of items that are not already on the bid form. So that's another reason why we have a ton of alternates on these. Um, so um, the grant amount for this one is 475,000 and we're recommending awarding of 377,000. So we 100,000 under the grant amount. So we should be able to cover anything that comes up assuming it's on the bid form. If it's not on the bid form, we will have to go
rebid. But I don't think there'll be anything not on this bid form that will come up. It should go smoothly. >> Hey, Megan Flynn, public management, the grant administrator. If it's not on the bid form, we could submit an amendment to CDA to get whatever that item is added to the contract. So, it's still possible and y'all are within y'all have plenty of room for change orders. So, Mr. Mayor, I move that we award the Texas Department of Agriculture Community Development Block Grant for water and sewer improvements on Ministry to Terabella Construction in the amount of $377,842.84. Second. Motion by Mr. Gastner, second by Mr. Folz to approve the CDVG grantella construction in the amount of $377,842.84. Any further discussion? >> All in favor say I. >> I opposed. >> See none item carries. Item
eight, consideration possible action to award the bid for the Texas General Land Office mitigation method of distribution grant to JTM Construction LLC in the amount of $917,385. So this is another grant funed project that we're looking forward to be working on. This will also in do utility improvements on Foster Street from Malcolm to 379 and a section of Louise and a section of Levy Street. This project will replace 1,123 feet of water manes. This will also upsize 1400 ft of water man that's currently on Foster from an 8 in to a 12 in to help future growth. They're going to replace fire five fire hydrants on this project and they're going to add one new one to this project. This will also replace 273 feet of sewer main, 10 manholes and 241 ft of storm
pipe that's under the road. And again, this will also include full reconstruction of the asphalt road upon completion. And the recommendation from the our engineers is to approve this contract to JTM Construction LLC in the amount of $917,385. >> We just have a question about once you go into to doing the construction on this, you're going to have to cut the road up to dig out the old pipe. What does it do if we have like a heavy rain? I mean, we know what it does when it rains heavily on that street. um just now with with the roads kind of in in decent order, but when you're doing the construction, um how do you how do you prepare for a big rainstorm that would come in that from a road that we already know
floods frequently? >> That may be a Jose question, but uh I think you know as we anticipate the rain, we'll we'll prepare for it. Most likely they won't leave any of the holes open overnight if it's going to rain and they're going to back fill, you know, and and pack the the new material appropriately and once they're done, we'll redo the entire street. >> Seems like a great project, but the pains of going through that will be >> Yeah, it is a very busy street. >> Yeah. >> And we'll have some headaches while we do this project, but in the end it'll it'll be a better for sure the long run. Matt, uh, I want to make sure that, uh, you said something about, uh, that the asphalt at all location will be replaced. >>
I think also street is concrete. >> The section between uh, Malcolm and 379 is asphalt. >> Okay. >> The other section from 379 to Washington is concrete. So, we're just focusing on the section that is currently asphalt. >> But if you remove concrete, you can put it back on Foster Street. Yes, but our this project doesn't include any of the concrete streets on Foster, just the asphalt that is between Malcolm and 379. >> Okay. I thought I had heard you say Foster Street. >> Yes, we're on Foster Street. We're on the section on this side of 379. >> Oh, okay. On the south end of it. Mr. Mayor, I move we award the bid for general land office mitigation method of distribution grant to JTM Construction LLC in the amount of $917,385. >> Second motion
by Mr. Guestner, second by Mr. Folks to approve awarding the bid to the GLO mitigation method of distribution grant to JTM Construction LLC in the amount of 917,385. Any further discussion? All in favor say I. >> I. Any oppose? None. Item carries. Item nine, consideration of possible action on authorizing the city's participation in a cooperative purchasing program for credit card services utilizing contract 946-m between the state of Texas and US Bank. >> Mayor and Council, real quick uh introduction. Um but this may be his first time before you but Michael Leel is going to introduce this and as a uh an exciting announcement just uh earlier today I met with uh some of our leadership team and uh effective at about 2 o'clock this afternoon Mr. Label has been promoted to the finance director role
for the city and so we're we're really excited as the leadership he's going to bring to the department. >> Good evening mayor and council. Michael Mel, finance director. Item nine is a request to authorize the city's participation in a cooperative purchasing program for credit card services. This is a move from the existing vendor, City Bank. By utilizing the existing state of Texas contract with US Bank, we can bypass a lengthy solicitation process while securing the competitive pre-negotiated rates already vetted at the state level. This move will streamline our internal accounting workflows and provide better oversight of city expenditures. staff recommends your approval. I'm happy to answer any questions you may have. >> This is a city credit cards. >> Yes, sir. >> Okay. >> Yeah. The the current state contract expired with City Bank and
US Bank is the new provider. So, really, we're just transitioning over to the new state contracted procurement card provider. >> Okay. That's correct. This doesn't have anything to do with the the point of sale aspect of it. >> No sir. >> We're boxed in. We don't have unless we set up our own. >> Well, yeah, we could go out and procure our own, but yeah, we we get a much better >> much better deal on getting >> deal by going with the state because it's a statewide contract. So, they're going to offer the the volume >> pricing. Mr. Mayor, we I move that we approve the authorizing the city's participation in the cooperative purchasing program for credit card services utilizing contract 946-m between the state of Texas and US Bank. >> Second. >> Motion by
Mr. Gestner, second by Mr. vults to approve authorizing city participation in a co-op purchasing program for credit card services utilizing contract 946-m between the state of Texas and US Bank. Any further discussion? All in favor say I. I. Any opposed? None. Item carries. Item 10, consideration of possible action on development agreement between tax reinvestment zone number one, TUR number one, receive Navasota and Grimes Altameir LLC. Mayor, council, good evening. Lupe, development services director. I don't think I'll be able to provide a more uh in-depth or detailed uh summary than Robert did earlier in the workshop, but I'll I'll summarize briefly what what the item entails. As we all learned earlier, the the city of Navasota does have a TUR um uh district and so this is the first agreement that is being considered by the
council. It was previously approved by the TUR board on January 26. Uh there is a not to exceed language limit on the agreement um of a little over $9 million. All of the projects that the developer is requesting reimbursements for uh do align with the approved project plan and finance plan. Most of those, probably more than half, are all off-site improvements, getting water out to Altameira, um, sewer and natural gas, as well as a on-site water plant. Um, Nicole and, uh, Nina are here with Hawill with they're our tours administrator, and Chandler Arden is here representing the the developer, Brian Altameira LLC. If y'all have any questions, I think we had pretty good rundown and explanation of it during the workshop. session. Mr. Mayor, I recommend that we approve the proposed ter development agreement. >>
Second. >> Motion by Mr. Guester, second by Mr. Folz to approve the terrors number one, city of Navasota and Grimes off Mary LLC. Any further discussion? All in favor say I. I. >> I. Any opposed? Seeing none, item carries. Item 11, consideration of possible action on ordinance 1081-26, authorizing participation with Energy Service Area Cities in matters concerning Energy Texas, Inc. at the PUC of Texas in 2026 and authorizing the hiring of lawyers and rate experts. >> Yeah, Maran Council, this is uh I'm I'm going to let let the the legal counsel kind of provide the backup. This is something that we've done uh for for several years. It's just continuing participation in the in this agreement. >> You bet. Mayor, council, this is the the annual resolution that you're asked to approve to authorize the
city to participate in the city steering committee related to all the filings of Energy Texas um with PUC. And you know what they do is that they make sure that you know what the uh any increases, any rate adjustments, um any cost recovery issues are reasonable and uh that they're approved up and that there's sufficient documentation to u um for the PUC to approve what Energy is requesting. And sometimes um uh this group will discover that those numbers actually need to be adjusted reduced down. So over the years they have been effective in saving the rateayers money. And uh so this is something that I think is beneficial to the city. There are a number of cities that are in the group. I want to say about 20 20 to 30 cities that participate in
this group. There's no cost to the city. all of the legal costs and expert costs are paid for by the company as part of the proceeding. So, um it's uh something that I think has been beneficial to the rateayers of the city over the years and I'm happy to answer any question any questions. >> Mr. Mayor, I move to approve ordinance 1081-26. >> Second motion by Mr. Ful, second by Mr. Gestner to approve ordinance 1081-26. Any further discussion? All in favor say I. >> I. Any opposed? >> Item car. Item 12 is the consent agenda, which is the minutes for January 2026. >> Mr. Mayor, I move we approve the minutes for the month of January 2026. >> Second. Motion by Mr. Gestner, second by M. Folultz to approve the consent agenda. Any further discussion?
All in favor say I. >> I. Any oppose? See none item carries. Item 13, consideration and possible action regarding the purchase, exchange, lease, and/or acquisition of real property for city purposes, including but not limited to authorizing the city manager to negotiate, approve, and execute any necessary documentation. >> Uh, Mr. Mayor, I move that the city manager be authorized to purchase and to acquire one or more purchase of real property for the city purpose, including but not limit to authorizing the city manager to ne negotiate, approve, and execute any necessary document within the perimeters discussed in executive session. Second >> motion by Mr. Harris, second by Mr. Fulz for the motion as stated. Any further discussion? All in favor say I. >> I. Any oppose? Seeing none, item carries. Item 14, consideration of possible action on
the possible offer of financial or other incentives to one or more business prospects. City of Napasota seeks to have locate, stay, or expand in or near the city and with the with which the city is conducting economic development negotiations and associated matters. >> Mr. Um if if you were to choose to move forward I don't think there's any necessity for any action at this time. >> Okay. There'll be no action on item 14. I'm 15.
