I call this regular board meeting of the Edcow Chelsea Independent School District Board of Trustees to order. Today is Monday, May 11th, 2026 and we are meeting in the Edcow El Tulsa ISD administration building boardroom at 920 West Santa Rosa Avenue in Edcouch, Texas. As we begin, I'd like to remind everyone that this meeting is being conducted in accordance to the Texas Open Meetings Act. Roll call. >> Normal here. And this evening we'd like to recognize um coach resolution notated by coach Roberts ISD independent school district. [applause] I get a little bit too loud. >> Just turn it up and down. But for almost Capello, our four sons, Bob, Richard, Mommy, and Randy, and a whole bunch of uh athletes that I have coached through over 50 years. We want to thank you for allowing us the opportunity to present to you two very very important valuable resolutions. As all of you all know, I'm from here. I'm a 19 grad 1960 graduate of High School. Very, very proud. [applause] We

present two resolutions. We would like for them to be placed in an area at the high school, perhaps [clears throat] at the south or the north campus. so that all of our students at the high school can stop by. Perhaps some will read the resolution and they can also set their own dreams and goals because I'm a migrant and I'm very very proud of that. I came out of nowhere very very humble beginnings and uh through athletics good good teachers good administrators I was able to I don't want to talk too much about myself what I wanted to say was that uh I was able to start dreaming about what I wanted to do and actually started in high school when there was a senior uh there was a speaker that came to the old

village and he spoke uh about an Olympic champion by the name of Bob Matias is no longer around but he was a decent decathlan champion in the 1950s. So I I was motivated simply because of of what I heard. Perhaps those resolutions can do the same for some of our students. That's the whole essence of this meeting to us here in the resolution is to be able to uh present them, put them in a place where they'll be safe. Like I said, maybe an employer interested me. Wherever the kids can see, some of them will just be one that read the resolutions that they can become something special. I also want to say that my accomplishments were not done by myself. They always say that behind successful. So, uh, we have a little guys here

that all stars. He's an administrator. He's administrator. Yeah. For all of my grandkids on the grand final meeting. I don't know. Heat. Heat. 0132027 and DIA update registration update campus tools. Good evening board members, superintendent of schools, audience present. Um, as you remember, recall that sometime in in the fall came in and gave an update presentation on Senate Bill 546. Uh, this is an update. Uh basically, if you remember, Senate Bill mandates that all school districts in the state of Texas are complying with a threepoint seat belts on school buses. [snorts] This uh should be completed or everybody in compliance by September 1st of 2029. So at this point when the legislature passed the bill this summer, it started with all school districts to report to TA on fleet inventory. How many school buses do comply with the threepoint uh seat belts? Uh update Ed Cowelsa ISD has submitted the report uh and all documentation required by TEA. At

this point once all the data is gathered uh TEA will submit the information to the legislature so they can have that information readily available for their next session in 2027. So Ed Cowelsa is in a situation to where we have nine buses that either need to be retrofitted or purchased new buses or a combination of buying some new buses and and retrofitting uh the rest. Um this point I know that this school year uh school board was very generous and and uh approved purchase of two regular school buses and one special need bus. So that adds to help meet the the mandate. So update on this is that information that we have as of right now is there will be grants available or a grant available this uh June of 2026. So we'll be looking

out for that grant and and see what we can uh do with that grant and um have Ed Kalchelsa apply to help in the retrofitting of those school buses. So that's what I have. Thank you very much. >> I have a question. Yes sir. When you say retrofit, um obviously the 3 point are the seats going to be modified. Uh >> basically, >> what kind of hardware is going to be used to actually attach those seat belts to the >> basically all it is is replacing the seats because the seats have the seat belt, >> correct? The threepoint system integrated in the actual seat. >> All right. So then it's it's really not retrofitting seat belts. You're actually retrofitting all seats comply with >> Correct. retrofitting the buses to meet the mandate and and replace

the seats. >> Okay, makes sense. Okay, good. >> Thank you. >> I already called them out. >> Oh, okay. >> It's on you. >> All right. So, the next item is uh the fifth six weeks enrollment update. So, a couple of things I just wanted to point out. So um as of April 17th which is when the six uh fifth six weeks ended our enrollment was at 4,137 uh at that time the ADA average was 90.11%. Again the ADA goal was 3,76. The ADA is currently 353865. So it it was below by 167.35. So the estimated debt for um from the 7 from April 17th was 1,573.798 would be the deficit. Any questions on this one? As a result of the continuous deficit, one of the things that um we are proposing is that we

put together a district attendance um initiative and this does not mean that the campuses lose their autonomy. This means that these are some and this is still very um it's in the inception of the planning process but just to give you an idea. So the campuses will still have their autonomy but these are some of the things that are going to be done districtwide. One of the things that you will not see in this presentation but will be placed in the presentation um as we heard Mr. Torres when we went to that training that we are going to be looking at it's not an all for nothing. We have to look at those students that um have environmental factors that keep them from coming to school. So, it's not either you're here every day or

you don't get celebrated or recognized. We're going to have a tier system that will be in place. Um, it it's not quite laid out here, but we just wanted to give you all a foundation because the campuses have already started on this. So, Dr. uh Garza will be presenting this information. >> Thank you, Dr. Toy. Good evening, uh, Mr. President, Dr. Toya, members of the board. So as you can see uh we started with our 20 2026 2027 perfect attendance initiatives. Uh as you can see and as Dr. Ooa mentioned campus attendance committee will establish goals for students who uh for students who need to improve their attendance. So we also take those into account but pretty much laying out if you have one week of perfect attendance. This is for elementary. So, this is

district-wide elementary perfect attendance incentives. Uh, we have week one perfect attendance, you get a popcorn. All right. Uh, week two, perfect attendance. That's two weeks. Then you get into, you know, you get some ice cream. Week three, we know our kids love food. Then we get into the pizza right here. And then we wanted to include our families because we know that especially in elementary, who drives our kids to school or who's making sure that the kids are going to school? But our families. So for if you have four weeks of perfect attendance, you are month we have a monthly family raffle drawing for gift cards and this is going to be in the form of donations. We're going to fundra for these gift cards so we can have something to share with our parents

or families. And then for week five also a family incentive. Family movie night passes for students with perfect attendance. And the movie night could be there at the school. We could do an outdoor movie. We thought of so many different ways to do that cafeteria, but we bring the families in and those are the families that would qualify. And then of course the 6 weeks perfect attendance would be a big celebration there at the campus. So we're excited about these initiatives. We're going to make them a lot more appealing. Uh and it's Dr. mentioned it's a tiered model and uh we're going to post these up in at the school so that they'll uh the kids will see it and they'll know where they're at and they'll there'll be a goal for them. If you

look at the following slides, we have one for middle school. Uh in middle school, everything is pretty much the same. We did have some changes in the family. Uh but we're also going to give free tickets uh for uh the dress code. So, we have to make sure that the kids, you know, some of the kids, they don't want they want to come in the clothes that they shop for. So, we're going to tell them, you come 3 weeks, you come to school for 3 weeks, then you get to have dress code pass. And the same thing for high school. Uh so you just see a little difference in some of the activities. Uh so if you look at the next one where this is middle school and then the next one is high school.

I don't have to go through each one because we already did. But the high school one will also have the dress code one uh as well. They'll get to have you know free uh dress code ticket for one or no dress code ticket for you know after the second week. But that's what we have to incentivize our students to come to school. We know it's important for them to come to school. So, we're trying every single thing that we can do to get them to come to school. Thank you. >> And and and this is again not set in stone, but it's important that we do have a district initiative because as you can see, it does not affect just the particular campus. It affects the entire district. So, having district initiatives that you know

for those families that have more than one student in different schools, they know the expectations. They get to the possibility of getting more of the cards. And then for those kids that are the stragglers within the family, well, they're going to see their siblings showing up with some goodies or knowing they're getting some goodies. So, it's really just trying to look at the behavioral and environmental uh um issues that may be impacting why students are aren't coming to school. >> the next one we have TI is the next one. >> No, no. In addition, we're also doing some enrollment initiatives as well. Um I can speak to that. Okay. >> So, some of the things that that we're going to be doing is we want to bring we already know history has shown us in

Ed Calulsa that when kids transfer from one school to the other, they tend to transfer out of the district. So, the campuses are already working. I will send you in the newsletter the dates, but there's going to be campus tours. We started them this summer, but not everyone had them. So, for example, every every child that qualifies for prek kinder, they're the parents and the child is going to be coming in this month to do a campus tour. Then we're also going to have the tours for the students that are going from uh uh prekinder to kinder, the ones going from fifth grade to sixth grade, the ones going from, let's see, uh 8th grade to 9th grade. And in addition to that, we're also going to be having some camps for these students so

that they can see everything that is offered in the in the schools so that they can tell their parents, you know what, we do want to go to that new school. We do want to stay in Ed Calulsa. And then lastly, what we're doing is we're starting registration now and not the traditional way that, oh, online registration is open. We know it doesn't work. We've we've we've gotten less than 20% every single year. So, we're going to be allowing the parents to come in throughout the days in the evenings and we're going to be physically helping them to register and that's really important because that impacts staffing patterns and and so we know that the kids can already engage themselves in what organizations they want to be in as well. So, we're trying to do

a holistic approach uh in ensuring that our students stay with their couch and have a a a good experience and know what we offer uh in this great district. Thank you, Dr. person. >> And the next and last uh oh, this is the other thing that we're doing. Um I did put a flyer. Um this is still kind of we still need to do some work, but um the actual the advisory committee along with the parents. One thing that has changed this year is that it was in September that we would have to go out look for the levers. Now it's this summer. TA changed and moved up the time for levers. So, we're working on putting something like this, a flyer like this, and I want to thank Miss Gonzalez that she and her

team are helping us. But some of the things that we offer, so for example, our neighbors don't offer gifted and talented. Our neighbors um don't offer the type of dual enrollment that we offer. So, it's about letting the parents know, hey, listen, this is all the things that we offer in our district. And even though you left our district, this is always your home. Come back and visit your home and stay back in and stay in your home. So, this is another thing that we're going to be doing and going out into and we already have the specific list of the students that we're targeting for those that have not been coming to school, those that we want to come back to school and those that you know have not registered and we're worried that

they might leave. So, a few initiatives there for uh recruitment and attendance. And lastly for the teacher incentive aotment this information has already been ch shared with our um our sitebased team um it has in turn been shared with the teachers that this impacts. So tea just came out with this I want to say about two weeks ago. So there are some changes to the teacher incentive aotment specifically the campus rural reclassification and the reason that TEA did the reclassification on Tuwan [snorts] and LBJ is because of the change in enrollment and the economic development not just at Ed Calchelsa but surrounding cities Edinburg and uh Weso uh amongst others but absolutely the the the the the type of economically development that we're seeing in our area. So they were reclassified. So what does that

mean for these campuses? So if you notice um the the master designation for this year and this impacts June for the a lotment for June if you look at 2526 the allotment now for Dwan uh middle school will be 23,31 for the master teacher designated and for LBJ it'll be 22,516 whereas last year the allotment was 30,16 6 for uh Thwan and then for LBJ it was 3,39. So as you can see it's quite as [clears throat] uh and and and the yellowish um neutral color is what's showing the difference uh for the uh exemplary and the recognized and as you can see it's quite a bit of a difference but those are the two variables they are not edited decisions this came straight from tea and the teachers have already been made aware >>

any questions on this >> questions no >> that's all I have for the superintendent's report thank Thank you. >> Next item on the agenda are consent agenda items. If there's a trustee that would like to pull an item from consent agenda, >> I would like to pull B8. >> B8. >> I'm going to approval of the 2026 2027 compensation plan including stipens. We haven't seen this compensation plan. Miss Miss Rodriguez, did [clears throat] you put it up here for >> We haven't seen this compensation plan. This is everybody's pay. >> Yeah, we actually do need to pull it because based on some of the stuff that's going to be discussed in executive session, it it will impact it. >> So, we'll pull it, discuss, and bring it back. >> Another item. >> That's it. I

>> I'd like to pull uh B5. approval of the renewal contract agreement with Xerox Corporation for copier [clears throat] services districtwide for a 36-month lease agreement. So on this one here, I know that right now currently uh under the Xerox total solution, I I see that you were able to negotiate a savings of almost $5,000 a month. But where I've got a little bit of headache is on the multi-function units. on the multifunction units. It looks like we basically reduced two copers, but yet the total savings was only 64 dollars for the whole year. And I see that that that's part of the contract or part of the proposal uh for current. I'm just wondering if we could go back and maybe try to I don't want to say the word muscle, but maybe muscle

a little bit better savings because we we're basically going on on that section. We're going from 40 units to 38 units, but I see that there's only a savings of $64 for the whole year. So, 2 or three bucks a month for copier. And I see the other ones as far as the printer contract current rates and the printer rates. It it was a good savings, but I still have a little bit of a headache of still spending $600,000 on on printers. Just wonder if you could do a little bit more there on that one with them. Just let them know that thank you, but we need a little bit more from them. Okay. >> So, are you asking for us to pull it completely or you >> we could pull it maybe till the

next meeting just to see if we can have another opportunity to go back and say, "Hey, was not approved and we need more savings." >> All right. So, we'll be pulling B5 consent. Any other items we need to discuss and consent? If not, then I'll entertain a motion to approve. >> So, move. >> Second. >> There's a motion made by Mr. Losano, seconded by Mr. Torres. All in favor signify by saying I. I. >> All against. Motion carries. Uh discussion and action items. Discussion and possible action to select a firm to conduct a search for the position of superintendent of schools. Authorize the board president and or designate to execute a contract for superintendent search services and take all necessary action in connection there with. The option is this is uh in the past we've

um hired our legal counsel to conduct a search. I'm quite fine with that if that's the route the board wants to go. >> Is that the recommendation? There's a recommendation speaking to Ohio and >> search. Yes. >> Make a motion to approve. >> Second. There's a motion made by Mr. Losano, seconded by Mr. Torres. All in favor signify by saying I. I. >> All those against. Motion carries. Uh the next item I we will need to table. There was a notice that needed to be posted. It was not posted in time. So I need a motion to table. Second. The motion made by Mr. Osano, seconded by Mr. Torres. All in favor signify by saying I. >> I. >> Motion car. Those against. Motion carries. Uh next item are close session items. The superintendent requests

the board of trustees convene and close meetings as authorized by the provisions of the open meetings act chapter 551 of the Texas government code. This executive session is in accordance with the Texas government code section 551-074 for the purpose of discussing personnel considering appointment employment resignation retirement evaluation reassignment duties discipline or dismissal of a public officer or employee. 037involving huge social media usage and related litigation and entering into a contingency fee contract with O'Hanland Deerat and Castillo PC and Elen and Bonan PC to represent the district. It is 7:37 and we're executive 9:24 and we are back in open session. >> Uh members of the board, I'm sorry. >> No, I I want to bring back the consent agenda item B8 for a vote. Consent agenda item B8 was compensation plan. >> Yeah. Approval of the 2026 2027 compensation plan including stipens move. >> Second. >> There's a motion made by Mr. Torres, seconded by Mr. Mossano. All in favor signify by saying I. >> All against. Motion carries. You want to take lead them or do you want me to do? >> Uh to your whatever you prefer. >> Yeah. Let me go through that

there. All right. So with respect to members of the board, uh, chairman and superintendent, with respect to item 9A, legal counsel, I recommend that the board adopt a motion to move forward with any re with any resignations, non- renewals, terminations, dismissals as presented in executive session for performance matters. This Yeah, this one. >> No, no, this one. Yeah. Let's try item 9A. >> So move second. >> There's a motion made by Mr. Losano, seconded by Dr. Oop. All in favor sign by saying I. >> I. >> All those against? >> Nay. >> Motion carries. Now with item 9A1A, this is the action to propose non-renewal chapter 21 term contracts for classroom teachers and other non-administ non-certified uh non-administrative certified educators including librarians, counselors, nurses, and educational diagnosticians, including non-renewals pursuant to the program change adopted

by the board on April 13, 2026, as presented by your superintendent in executive session. We recommend a motion for approval. So second there's a motion made by Mr. Torres, seconded by Dr. Ooa. All in favor say it by saying I. I. >> All those against nay. >> Motion carries. With respect to item 9B, there is no action to take on this at this time. We can skip with this one. There's no recommendation. With respect to item 9 C, uh, legal council recommends that the board entertain a motion to approve the termination of chapter 21 probationary contracts at the end of the contract term as presented by your superintendent executive session. >> Need a motion. >> Move. >> Second. >> Here's a motion made by Mr. Torres, seconded by Dr. Oa. All in favor by saying

I. >> I. >> All against? >> Nay. >> Motion carries. With respect to item 9D, this is the approval of offering of the extension of the type 21 term informationary contracts. We recommend a motion for approval as presented. >> So move second. >> There's a motion made by Mr. Losano, seconded by Dr. Ooa. All in favor signify by saying I. >> I. >> All those against. Motion carries. >> With respect to item 9E, same. This is action to renew chapter 21 term informationary contracts. Second. >> There's a motion made by Mr. Osano, seconded by Dr. Ro. All those in favor sign by saying I. I. >> All those against. Motion carries. >> With respect to item 9F. This is the action to approve the offers of the non chapter 21 employment contracts. >> Move. There's

a motion made by Mr. Loss, seconded by Dr. O. All in favor by saying I. I. >> All against. Motion carries.
