Today is Friday, March 13th, 2026, and we are meeting in the administration building boardroom at 920 West Santa Rosa Avenue at Couch, Texas. As we begin, I would like to remind everyone that this meeting is being conducted in accordance with the Texas Open Meetings Act. Public comments >> and presentation >> a the 2025 2026 teacher incentive aotment midyear modification plan region one ESC. >> Thank you so much. So um as you had been made aware we had to submit a an appeal. The appeal was granted but it was granted um with um some terms and with an um modification. There was 181 eligible teachers. Three of the eligible teachers uh for three eligible teaching categories and 15 proposed designations that will be announced in April.
003So essentially what the issue here is that there was not a correlation between MAP and STAR. The appeal was granted under the fact that uh I was at new superintendent and this was uh issues from last year. Um as the the staff was made aware of the situation. We first started the next slide please. We first started with the site base brought them in explained to them that we needed to make some uh options. Next slide please. that we did need to make some decisions. Um if we stayed with the current validation system which was MAP um it was showing already that there was issues with correlation. If the if we did not meet the qualification next year we would not be able to apply for appeal and we would have to wait 3 years.
004Then the information was taken to all of the staff. It was presented to them as well as uh a Zoom meeting was provided to teachers from 7:30 to 8:00 in the morning. We did three different polls. We did the poll one. It was basically the options were no change to the current system or change effectively now from map to star for our data validation. The per the poll one that was 100% to change to star now was the sitebased committee meeting. The second one was poll two which were the teachers that were um part of the possible designation this year. And then poll three was the ones anybody else that was a teacher that in the future could be eligible for um star. And as you can see um it was almost unanimous. Everyone wanted

This executive session is in accordance with the Texas government code section 551-074 for the purpose of discussing personnel considering appointment employment resignation retirement evaluation reassignment duties discipline or dismissal of a public officer. B. Consultation with legal counsel uh pending or contemplating litigation settlement offer matters in which the duty of the attorney of EdCow Independent School District under the Texas disciplinary rules of professional conduct of the state of Texas clearly conflicts with chapter 551 of the Texas government code. It is 537 and we're in executive. 7.
