The time is now 6:00 p. p.m. on June 15, 2026, and I call this regular board meeting of the Edward School District School Board to order. I'm very pleased that you took the time to join us this evening. In compliance with the state government code 551 for open meetings act, tonight's agenda has been appropriately posted. This is a meeting in a public entity, not a meeting of the public. As our guest, you are welcome to observe and listen. These proceedings are being video and audio recorded and will become part of Edwood ISD's permanent records. To ensure the recording accurately reflects these proceedings, please silence your mobile devices and refrain from talking while others are speaking. Since it is legally mandated that these proceedings are recorded accurately, I may have to ask for order periodically should
I notice that disruptions are interfering with our recording capabilities. Once again, I extend to each of you and a sincere welcome for the entire Edward School Board. [clears throat] Roll call. Martha Castillia >> here. >> Richard Santoo >> here. >> Rudy Lopez >> here. >> Michael Valdez >> present. >> Serio Delgado >> here. >> Dr. James Hernandez will not be joining us tonight. And Frankosa, I am here. that the records show that the quorum of the Edgewood Independent School District School Board is present, that this meeting has been duly called, and that notice of this meeting has been posted in accordance with the Texas Open Meetings Act. We will now pledge of We will now pledge allegiance to us and the Texas flag. You remain standing for a moment of silence. >> Thank you. May
be seated. Our next agenda item is going to be presented by Lauren Leven, director of marketing and communications on our Edgewood ISD from goals to greatness recognitions. Good evening, Mr. Secretary, Mr. Espinosa, trustees, superintendent Dr. Hernandez, Edwood staff, and members of our community. It is my privilege to join you this evening as we celebrate the outstanding work taking place across it. During tonight's from goals to greatness recognitions, we'll highlight the individual and collective achievements of our students, staff, and community partners, each of which are aligned to our district strategic plan goals and the categories and competencies within our leadership definition framework. Together, these recognitions reflect what makes Edgewood proud. Strong leadership, collaboration, and a shared commitment to showing that people matter, growth matters, and goals matter. To guide this work, we've developed the Edgewood ISD
leadership definition, a reflection of our shared commitment to our core values of professionalism, accountability, and communication. This framework is built around three key pillars. People matter, growth matters, and goals matter. together. They define how we lead, how we collaborate, and how we hold ourselves, and how we hold one another accountable in the pursuit of excellence for every So, tonight we're kicking things off with a little imagination. We are proud to recognize the destination imagination team from Los Palmus Leadership School for Girls. Please join me in welcoming Cora Moffett, Sophia Thames, Naelli Hernandez Cruz, and Roxy Deleon along with their coach, Miss Andrea Avalos and GT Coordinator, Wendy Salazar. Ladies, this outstanding team earned first place at every regional competition that they have entered. They qualified for state two years in a row and thanks to
their talent and their hard work, they have been invited to the destination Imagination International Summit in Beijing, China next month. And earlier this month, and you'll see the photos up there, San Antonio Mayor Gina Ortiz Jones honored the girls and their entire team along with their coaches, principles, and their families before the city council. They are now raising funds to help make this incredible opportunity possible. You can find details on how to support them on our website. Look under the news section on the front page of our site. Let's give them one more round of applause. [applause] And now we'd like to recognize two students. students who stepped up to play a very important role in this year's Memorial Day ceremony. When the compadres for scholarships reached out in need of a snare drummer, Denise
Garcia and Malachi Sanchez answered the call. These two Memorial High School students provided the snare drum for the roll call of honor, which is the moving tradition, which is the reading of the names of the fallen Edgewood service members. It happens every year, and the roll call would not be the same without this nerd. It was super inspiring to see our students quite literally play a part in this meaningful tribute. We are so proud to recognize you both. We join the compadres in thanking you and hope you will continue sharing your talents with our community. Thank you. [applause] And as mentioned, goals matter is one of the three key pillars of Edgewood ISD. There's no greater goal than graduating our students on time, ready for college, a career, or the military. Tonight, we are proud
to celebrate the accomplishments of the Edgewood class of 2026. This year, more than 450 graduates from Learn for Life, Kennedy, Edgewood Fine Arts, and Memorial High School across the stage to receive their diplomas. So, what they do? Seniors, our traditional high schools earned over 11 million in college scholarships. This includes several full ride academic scholarships and athletic scholarships. They also earned more than 300 CTE cert certifications across a wide range of programs. One student at JFK earned his commercial driver's license while still in high school and secured a job with VIA before graduating. Through the early college high school programs at JFK and Memorial, students earned 36 associate degrees. And we're especially proud of those who have chosen to serve, enlisting in the Army, Air Force, and Navy. Give them a round of applause. We
often tell our students that from Edgewood they can go anywhere and the class of 2026 truly is. Next year our graduates will continue their education across Texas and throughout the country from Vermont to Minnesota, California, Iowa, and even Alaska. There's a visual representation for you of where they'll be next year. And as we celebrate our graduates, we're also excited to welcome new teachers and staff to Edgewood. Earlier this month, we hosted our first summer job fair with all campuses and departments represented. Many candidates interviewed and were hired on the spot to fill key positions. Our back to school job fair is coming up next month, so stay tuned for details. Make sure you're following us on socials. Please like and share so we can get the word out and find the right people. Join us.
Adding qualified educators and staff is just one way that Edwood works to improve each year. Another way is through physical improvement. At this time, I would like to invite Director of Operations Jonathan Torres to the podium for more on physical plant projects. >> Good evening, Dr. Members of the board. Dr. Hernandez, community members, staff attendance for Washington Street. Jonathan Torres, director of operations giving you a brief update on projects, how we selected those projectable giving an overview on some scheduled projects. We had the list explain the process address unforeseen that came up the project selection. So it's a data driven process collaborative effort utilize a facility condition assessment as brings in engineers walkies build and they provide a reportary number. We meet monthly with our subject matter experts which are trades closing work orders hands
on equip and finally campus walk. We walk every campus administrators from every campus and get their needs and want for these for their campuses with all this data master list of projects. So allocations for this 256 school year priority security vested we'll be installing over the summer. Secondly, the learning environment, any enhancements it makes to the learning environment for our student and staff. After ECC received new rooftop units in their HI system for their main building high school received a new grease trap interceptor for their culinary program. So things like that that we can enhance the learning environment trying to get. And lastly, it'll be aesthetics. You got a chance to drive by innovation seeing much needed jump. So our strategy initially with this was given to we were trying to have a balanced distribution
district wanted to touch every campus wanted to ensure every matter how small the initial 25 projects this year we're trying to get completed. As we all know, emergencies come up and they did. If you didn't know, Edgewood was closed for a couple weeks. Mexican free infestation. We had to remove that colony. Got that done. Of course, we had to clean up after the back. back in Memorial High School had a pretty major sewer break under the school completion unsafe surface for student not just athletes. So some of these emergency preparers took up a lot of this funding 25 projects had to redirect. So some next steps as I said from the 20 25 projects we're looking to complete 17 on the project the 25 26 eight projects had to postpone due to these emergency 27
Again, I'm Jonathan Torres. This is my contact information. >> Thank you, Mr. for us. Another key pillar of Edgewood is that people matter. Last week, we put that into action by partnering with the San Antonio Food Bank for a food distribution event held at the Fine Art Academy. Thank you to all of our volunteers, many of which are here, including Edwood staff, trustees Mr. Lopez and Mr. Valdez, and our family and community engagement team. They spearhead these events. They make them happen, and it really takes care of our So, thank you to all of them. Growth matters is the third pillar of Edwood and we know that it's part of who we are when others recognize it in our educators. Recently, Palo Alto College President Dr. Robert Garza honored the work we are doing by
presenting Edgewood with a $5,000 check. The funds will support 10 Edgewood educators who completed training on the Texas Success Initiative or TSI assessment. This Required assessment helps measure students readiness for college. The funds will compensate participating teachers and support ESI efforts across the district. And that does it for me. Here are Edwood socials. Again, like I said, please follow, please give us a like, share everything that we share as best you can. Thank you, Dr. Hernandez, trustees. That concludes school to greatness for June. >> Thank you, Miss Evans. >> All right, Joey, if we can go ahead and All right. And is Jo Okay, here we go. Um, so I just have a few comments tonight. Um most of my presentation this evening is to express my once again my gratitude uh to our board
of trustees for the work that you've put in over the last now 7 to 8 months with regards to preparation of tonight's uh budget meeting. Obviously in most of my pictures you're going to see most of our graduates. Uh these are such these are such fun evenings. Um I know they're very long for the kids and everybody. Uh but this is really a really special time for the kiddos especially when we get to do it in our stadium. we get to do the fireworks and everything else which I hear repeatedly from the kids that they really enjoy the fireworks. So, we're not, you know, we want to continue to do that. But again, um I want to thank the board for the work that you've done to prepare uh to consider tonight's proposed total budget
which is standing at 96.8 uh meeting as was previously shared at the uh board hearing earlier. A lot of times folks will ask, so what are the different priorities uh that this pays for? And so this is obviously not an exhaustive list. Uh but this is a list of just some of the different items that priority one focuses in on. A lot of this say about 80% of it is going into salaries for every uh person that you can think of in the school district to include our curriculum, our resources, everything that you can possibly think that a school needs. This is where you find uh most of our cost for the school district. Priority two which is our students, families and community are we'll spend money in these particular areas with counseling, community engagement
services and social workers which uh we've heard over the years. Obviously we want to have these type of outsources for our folks for our students first and foremost but of course for our families. We know our students come to us with families who also need support. And then you just heard a presentation on operations and making sure that uh we are looking at things how are we refurbishing, how are we refreshing things, how are we taking on other projects. You've heard over the course of this school year, sometimes we'll have students come up and express to us some needs that we may have whether uh publicly or privately. And so a lot of times this is where we're spending most of our money in terms of the needs that we can plan for. And then
you heard Mr. Torres talk repeatedly about items that we can't plan for, right? Sometimes school needs a roof. Sometimes a school has a something something happens in one of the restrooms or outside. So these are things we have to prepare for even though sometimes we don't know that are coming. Uh and then of course our number one priority is our people. And so our fourth priority is um investing in the people in our school district. Not just to get him here, but also to retain him here and also develop him here. So they'll stay with us as long as is possible because obviously the greatest resource we have our people. And then of course the fifth is our focus on financial stewardship. So you've already heard me talk about Miss Martinez and her team which
are everybody from HR to operations. I mentioned earlier there's people here for that. Um there is a lot that goes into repairing budgets and our finance team con continuously receives accolades from the state and from also international accolades from the accounting firms and so again I do want to thank them for the hard work that they're doing in terms of supporting these budgets. Uh as you heard repeatedly our budget revolves around making sure that every student is college and career ready or uh as they leave our schools board you prepared tonight by asking numerous questions for the community. there's a link there for the questions that the board has asked whether at the workshop or at the individual meetings that I've had with them. Uh and then of course they have all these different opportunities
that you see here to prepare for tonight in the particular month of June. That's why it says June. And so again, tonight is about again thanking the board. I want to start by thanking our board president who's not here tonight because he's presenting uh somewhere uh not he wasn't available tonight but I want to thank them all for again spending time either preparing yourselves to be a master trustee as we've had this year with Dr. Hernandez who's going to be graduating soon of course Mr. Valdez did this program last year. We hope to have a third trustee next year uh enter this leadership taskby program or our trustees who are doing work in the community whether it's training the individuals that support our schools and of course the individuals that support our families. Remember we
our kids can't do well if we don't take care of the family as a whole and I think most of us can respect that. I know we come from a lot of families. We needed that support for all of us. And so again, thank you for that work or some of them who worked in finances and our our finance person like in the case of Mr. Espos, he has a financial background, but also the work that goes on sometimes people don't really know about is cooking for the kids, cooking for a police department out of their own pockets. This is not something that the district pays for. [clears throat] This is something that they do. Uh this was a recent cooking turkey leg for our police department and for our kiddos in welding. So again,
this is the servant support volunteer work that school district trustees do because this is not a paid job that they're doing up here. I want to thank them for that. And so again, highlighting the work they're doing. This is Mr. Santoo and of course the same cook right cooking for our uh PD team and of course our trustees whether our current trustees you see Mr. Lopez there and our former trustee Mr. Lome. But again contributing out of their own pocket. The same thing goes for the gentleman you see here is always bringing resources that support the work of our school district. Whether it's at the beginning of the school year, that's a picture of Mr. Lopez that you see. Or it's out at the food bank uh and not the food bank, but the actual
drive we had here. That's Mr. Lopez uh out there volunteering and really working those lines, right? Helping our people get the food that they need. Again, this is servant leadership. This is what we want to see in our schoolboard trustees. And of course, you see that again also in Mr. Valdes who was there that day. And so for board members, whether they're out serving their community or they're getting educated or they're getting increasing their knowledge so that they can be productive board members, I think that is something that we can all be respectful of. So again, board members, I want to thank you for the work you're doing. Uh for those of you that are our parents, I know most people don't know, Mr. Devado has his own children in our schools, as do members
of our cabinet team you see here to the right, their children come to our schools. And so I think it's important when somebody entrusts you with their children. So whether it's volunteering that's from the police department uh lunchon and or presenting to parents that's Mr. Low there in the middle presenting our LSG goals to our parents that's from Brentwood if memory serves or just being out there with the police department because I know that's his background. Again it's just serving alongside the members of our community and that's important. So thank you board members. So I'm going to take a a quick uh I'm I'm going to take a point of privilege. I think that's what it's called. I want to thank um tonight is our last final board meeting with our deputy superintendent, Mr. Chavez.
Mr. Chavez, would you please stand so everybody knows who you are? Not that you don't see him in the picture. [applause] Mr. Chavez, would you come up? You didn't know I was going to You didn't know we were going to do this. Come on up, Mr. Chavez. Like the Price is Right. Come on up. I think I'm the only one who remembers that show. Come on down, sir. So, we want to thank Mr. Chavez, not only for his 40 plus years, 43 actually, years of service to education. Mr. Mr. Chavez is also a graduate of Memorial High School. He was the valadictorian of Memorial High School many years ago. Um, Mr. Chavez went on from our hallways here in Edgewood to go to Rice University uh and train as a classical biologist. You know, that's
the running joke we have. But, uh, our children really do go a lot of places. I I really love what Lauren did tonight where she showed the map of the US of where all our kids are going. That didn't start now. started many many years ago. We have graduates all over the country. I've met people that are lawyers in DC that are representing Maldiff and different groups that come back. And so for for this evening, I want to make sure that Mr. Chavez knows that he's going to be missed by our team, our board. Uh for the service that he's provided, he's actually been here 10 years, the last 10 years. Uh we just gave him that tenure award. Mr. Chavez, thank you for your service, sir. I know you've done a lot of good
work for our community and uh you know, you're going to be loving this, my friend. So, thank you. Let's give him a round of applause. [applause] One of the last things I want to do tonight is I want to thank the board also for the opportunity that you've given me. Um, I recently closed uh my eighth year of service to our school district. Uh, June 15th, 8 years ago, uh, this board, although some of the board members are no longer with us, uh, gave me my first job as a superintendent. So, I've been here now eight years. I want to thank um, all members of the board that are sitting on the dis today, as well as board members who are not here. Uh, they still continue to be a source of um, mentorship to
me, whether it's Mr. Sto, Stella Kamacho, Mr. uh Miss Dana, Miss Dena, I'm sorry. Um and the many board members that have come before this group and so I want to thank them for eight years. Um this is work that we all enter as teachers. You know, we all started as teachers. My journey started in 1997 as a kindergarten teacher at a business school. Uh kind of fell into that then ended up teaching high school algebra and calculus. So that's quite of a jump there, right? uh but still the same desire to help young men and young women find their dream just like somebody did for me uh when I went through public school. And so thank you board for the opportunities you've given me, for the mentorship, for the challenges also uh but in
general just thank you for everything. God bless you and know that I that I carry you very deeply on my journey. And so with that I will close out. There are resources here for everyone to look at pictures because I know people love pictures um from all the different graduations and the graphics that we have and so please feel free to get those and of course they're on our website. But with that said, I will turn it back over to uh Mr. Smithson. >> Thank you, Dr. Hernandez. Congratulations. 8 years. Our next item is a consent agenda item as per board policy be local. Unless a board member makes a motion to withdraw an item for individual consideration and such motion receives a second and is passed by the majority of those present. All consent
agenda items shall be acted upon by one vote without separate discussion. At this time we move to our consent agenda. Is there a motion to approve the consent agenda items A through T? >> Mr. Secretary. >> Yes. I motion to approve the consent agenda items A through T. >> Board member Michael Valdez motions to approve the consent agenda items A through T. Is there a second? >> Seconds. Is there any discussion? If we have no discussion, all those in favor raise your hand and say I. >> I. I. >> All those opposed raise your hand and say nay. All those abstained raise your hand and say abstained. Motion carries. Now board, any comments on budget adoption 26 through 27. Now I I'd like to start with my comments. This 96.8 $8 million budget shows the
deliberate effort in financial stewardship that this board and administration are dedicated to. We've spent the last few years strategically savings funds so that our students and staff can continue getting what they need despite inflationary and legislative pressures. Identifying $750,000 in operational savings to prioritize an increase of $2.8 $8 million for student success is the best approach we can take to to make sure that this board is supporting administrative recommendations that are directly aligned to student success. Rather than waiting for outside solutions, this board continues to take actions to manage rising costs, preserve services, and keep the district focused on student achievement. Any other comments for Miss Garcia? >> Yes, sir. I have a passion for working for the community and often advocate to ensure that those who need resources have access to them. Tonight, we
are calling on our families to share the responsibility for our children's future. When a student is in class every day, we prevent the learning gap that occurs when foundational buildings blocks of knowledge are missing. When students are not in school, the district loses funding, but we also lose momentum in teaching and learning. Improving attendance is one of the most immediate ways we can strengthen both student outcomes and operational sustainability. Based on feedback from meetings we've been having with families at the campuses during the year, the district has invested in having a parent leaison at every elementary campus so families have a direct point of contact for support resources and help addressing barriers that may affect student attendance and success. Thank you. >> Thank you. Any other board members? Go ahead. >> So, a lot of
y'all know I am a parent to uh I'll have three next year Las and I have one at Kennedy. So, to actual see, you know, with that increase where it's going to be this 69.8 million investment in in instruction is is is is good for student success. [clears throat] By addressing the attendance crisis that we have is not just protecting the classroom, it's ensuring financial health or our co-curricular and achievement programs or and our I'm sorry, enrichment programs. Um, you know, our our students um now have seen firsthand that we are our students are thriving in our programs like robotics at Laspanas. My daughter was in it and it was the first time ever and she loved it. I loved it. I love being there and it was great to see all the kids participating
having so much fun. I I would love to be invited back. So that was a that was a great program to see. Um the career and technology department when I walked through Kennedy that was awesome to see all these kids being involved in the computers. It was and they loved it. It was not just like they were just sitting there going through it. No, they were actually thriving in it to see it. So it was great to see you know the athletics department and I would cheer. You know, my daughter was in cheer. Well, my previous daughter was in cheer, too. And my daughter now, she's no longer being in cheer, but she was in cheer. They loved it. You know, it's it's great to see them participating, you know, in every every event. You
know, Kennedy's cheer girls are invited everywhere. You know, they went to nationals and won. So, you know, our programs like that, it's just to name a few that the school is doing for the kids and, you know, for their success. So I for myself I appreciate the school district allowing those programs to exist and to help funding them so that those kids continue to thrive and succeed in that in those programs. So thank you. >> Thank you Mel. Anyone else? Mr. Secretary? >> Yes sir. Um, as a community member and as a prior president of the neighborhood association, I I know how important it is that our our callers succeed in whatever path they take, if it's college or anything else. We want to make sure that they're successful in whatever they do. Um, so
reaching a 93% attendance target is the ultimate goal of our neighborhood schools viability as it would inject 7 million directly back into our local academic programs and community-based initiatives. We recently approved the purchase of police communications equipment including radios, but these are still other empowerments we can make. But there are other still power we can make. Um, these dollars could serve to fund additional safety initiatives that are not only good for our students, but mandated by legislation. Let me say that attendance is really important and I'm reaching out to the parents out there that are watching us today because they don't know how far behind our our students fall when when they don't make it to class and how hard it is for the teachers to keep curriculum going for the students that are there
and trying to catch up our students to to what they've missed. Um, and we need we need our parents to make sure that our kids are going to school and not missing a day of school. So, parents that are doing that out there, thank you very much. >> Thank you. >> And, uh, I would like to to thank the district um, the district staff. Especially want to give a special shout out to Mr. Thorres and Mr. Williams uh, because y'all did you did speak about fac today and I remember when I first joined the board that's why was like a passion of mine seeing all the facilities around Texas but thank you especially for making those investments you know uh you know just freshening up the school because it's the schools that our students go
to every every day um and also with the investments with the security festivals um that is really making me me smile seeing that we're going to really enhance our our safety of our campuses um but I also want to give give a shout out to um also like our academics and our other teams uh because in our budget we have programs like community and schools and bring in partners um at the high schools which is uh very beneficial for our students and I also want to give a shout out to the finance team because uh even though our deficit is small it's really small compared to other school districts that are battling budget deficits across Texas. Um also um want to thank also like the curriculum we we've been um buying and purchasing throughout the
year because you know that's all for our students and our students academic outcomes. Um so thank you. >> Thank you. Any more comments? I'd >> like to point out that we're not unique in San Antonio with with a budget crunch. Um the same factors that that affect them and other school districts affect us also. So, um our and it hurts the kids who are not able to come to school or don't come to school, but it hurts the kids that are here even more that do attend. So, we need we need to try and like Mr. Lopez said, work on getting our children to school. Also, I'd like to point out that our um finance department, although it's it's goes over the head sometimes, they've they've had superior ratings for the last few years. Ever
since I've been on, they've had superior ratings. And but this this is not our our own in-house rating. This is done by a well um known national organization that just we don't we don't solicit or elicit any any kind of of a of a recognition from them but yet we receive it. So I just like to point that out like to thank them also. Thank you sir. Mr. Smea um I think all the board members have commented. I do want to I do want to bring up for the record um earlier in the meeting we did not um call for citizens communication but we also did not have anyone sign up this evening. I just want to make sure we capture that for the minutes. My apologies. >> Thank you sir. On behalf of the
entire board, I'm proud that this budget includes a 2% midpoint raise for our teachers, auxiliary staff, and administrators, moving from temporary ESRE funded payments to permanent strategically funded compensation that recognizes the value of our workforce and directly contributes to employee retirement. I am particularly proud that tonight's action moves us forward with a 2026 2027 compensation plan that includes a 2% raise from the midpoint for our teachers, auxiliary staff, par professionals, and administrators. This reflects our board's consistent belief that investing in our people is an investment in our students. Over the course of the last two months, the board has heard and approved proposals about compensation that are getting us closer to a strategic compensation model. For example, the ACE and resource campus compensation models are strategies intended to reward and retain staff by offering above
market salaries. We are launching this strategy for the upcoming year with hopes of building up for the entire district. However, we must also be candid about the challenges we face. As my colleagues have mentioned, for our district to remain in constructionally and financially viable, we must address the current attendance issues. Our attendance has fallen below 90%. This is not just a metric. It's a $7 million cost to the district. Beyond the dollars, absenteeism creates learning gaps for students and forces our teachers into situations where they must simultaneously teach new content while retaching missed material. This leads to se severe educator burnout and stalls achievement. This budget is a testament to our strategic and fiscal stewardship. We are choosing to invest in our staff and our students futures and we call on our entire community to
help us by prioritizing the daily attendance of our students for the sake of their education and for our district's success. Thank you. The time is now 6:39 p.m. and the Edwood Independent School District uh school board will go into close session as authorized by the Texas Open Meetings Act, Texas Government Code, chapters 551.071. Board members, for the record, we're also going into a close pursuant to 551.074. >> Thank you. The time is now 7:11 p.m. and the Edwin Independent School District School Bull Board reconvenes from close session. Um, I move to approve the mutual termination agreement with Texas Council for International Study International Studies regarding the district Senate Bill 1882 partnership with Royce Net Elementary School and authorizing the superintendent to execute such agreement and to take all other action necessary to affect the same. >> Thank you, Mr. Onion B. discussion and possible action regarding the mutual termination with Texas Council. >> Second. >> We have We have a motion from Mr. Del and a second from Trusty Valdez. >> That's correct.
