001Time is now 6 PM on June the 17th and this  regular meeting of the El Campo Independent   Board of Trustees is now called to order.  Let the record show that this meeting was   duly posted in accordance with section 551.043  the Texas Government Code with regards to public   uh meetings. There is a quorum of members  present. At this time, if you will arise,   I'll lead you in a prayer and the pledge.  Let's bow our heads. Lord, thank you for   uh bringing us together yet again to discuss the  important decisions uh for this school district.   Um let us always remember who we serve. Let  us uh always make decisions that that impact   our our community positively and help our kids  and our staff and and help them do do their job   uh better and more effectively. We

002ask  these things in your name. Amen. Amen.   Amen. I pledge allegiance to the flag of the  United States of America and to the republic   for which it stands. One nation under God,  indivisible, with liberty and justice for all. At regular meetings, the uh board allows  15 minutes to hear people who desire to   make public comment. Uh persons wishing to  to uh participate in this section of the   uh public comment uh do sign up and uh  no presentation exceeds 5 minutes and   uh we will if you start running close to that we  will uh notify you of that. Be it be aware that   during this time public comment your topic may not  be on the agenda. So it it it is not allowed for   the board to have a back and forth with the folks  that

003have that make public comment. Uh so we will   hear you out. Uh you'll get your five minutes  and then uh we will follow up with you after   uh the meeting in the next 3 or 4 days probably  via email and that's why we have you sign up. So   um we have had two uh persons uh sign  up. The first one is Eileen Aendando and uh she'd like to talk about the concession  stands. Welcome and thanks for being here. Hello. All right. So, hello board members. My name is  Eileen Alendano and I am a band parent but also   the head chairperson for the concession stands  this upcoming season. I'd like to address some   some cons sorry I'd like to address some security  concerns at the stadium. Um board members, we've   gave you given you a summary

004report of incident  descriptions. Um the concessions have been broken   into three separate times between April and  May. There are no cameras installed near the   concessions to capture the breakins. So we can't  file reports to have the suspects prosecuted.   The suspects are most likely used being at the  stadium track after hours. The turnaround gate   to enter the track area being locked doesn't  stop individuals from jumping the fence to   gain access. The suspects are getting inside the  concession stands through the rollup windows. They   are outdated, blocks are bent, and can easily  be manipulated from the outside to unlock. Each   incident has caused loss of product and or damage  to property. The refrigerator door handles are all   broken and must be replaced. The last incident,  suspects sprayed the fire extinguisher all over   the main concession stand and tried

005to do the same  to the visitor side. It's a mess. Um, who's to say   the next time they get bored, they won't vandalize  our turf or the stadium bleachers? Recommended   solutions might be to add cameras with straight  sidelines to each concession stand, reduce the   access points, um have less rollup windows, maybe  wall up some that we really don't need, don't use,   um and update the rollup service windows to what  is at the baseball field concession stand. Um   we're going to have products to be delivered the  last week of August to be ready for our football   season. So, we're trying to secure as much as  we can before our products are in there. 006uh is Shelby Kilgore who also  wants to discuss uh concession stands. Thank you   for being here. Good evening. Uh my name is Shelby  Kilgore and I'm a parent in the district and a   current the current president of the Elcampo Band  Parents Booster Club. I am speaking tonight about   the recurring break-ins and vandalism at the  high school stadium concession stands. These   incidents have become an ongoing concern, not  only because of the financial cost of repairs   and stolen property, but also because they they  affect the facilities that support our students,   athletic programs, and community events.  The repeated damage suggests that the   current measures in place are not adequately  adequately deterring vandalism or protecting   district property. Continuing to make temporary  repairs after each in incident may ultimately cost   the district more than implementing stronger  preventative measures. I respectfully

007ask the   board and district administration to consider  installing security cameras in and around the   concession stand areas to improve monitoring  and help identify those responsible for future   incidents. I also ask that the district  evaluate the condition of the concession   stand rollup windows and consider significant  repairs or replacement with more secure alter   alternatives that can better withstand attempted  break-ins. Taking proactive steps now could reduce   future costs, protect district assets, and  help ensure these facilities remain available   and safe for students and the community. 008name is Michael Montio. I'm the new TAM liaison,   county leazison officer for the uh Warren  County. Uh notice there's now I don't want   to be like just jumping in here and  I know this is my first time here,   but I'm I'm new to the area, so I just wanted  to get a feel for the community and the ISD.   Uh unfortunately my daughter just graduated  so she will not be joining you guys. I live   right up the street. So uh but she's going  to TCU and she's you know loving it there. So   um again I'm here uh if you guys need anything I  just working down in Morton and I'll make myself   available for whenever you need. Great.  Great to have you. Thanks for coming. Anybody else? 009is excuse me. Uh yeah, item number three is   recognition our state track and field qualifiers.  All right. Well, um I have Coach Whitney Coles   here. Coach Coles has been our um head girls track  coach, Madison Holmes and her mom. And so I'm   going to have Coach uh Coles come up and brag on  all the accomplishments that Madison has achieved.   We may take all night. Can we bring Maddie up to  Come on, Maddie. You and your mom come up and get   in the middle. She loves that. Well, see, you'll  be on you'll be on camera for tomorrow when when   Miss Valerie posts this. Um I know that uh we had  two state qualifiers this year. Um Ava Simper,   who was a sophomore, uh qualified in the 800  and unfortunately she couldn't make it today,   but wanted

010to just recognize her. Um that's a  huge accomplishment. The 800 is a tough race. Um,   and so we are extremely excited for her. Um,  I will not um, sadly be here to um, coach her,   but I will be keeping up with Elcampo and all  those things. And I'm super excited about her   future for um, not only the 800, but she is one  of the fierce legs on our mile relay as well as   uh, running the open quarter. She did break  Mattiey's 400 meter record um, this year. So,   Maddie passed on one of her school records to Ava.  Um, and I'm sure Mattiey's totally fine with that,   especially in the 400, right? Um, just  kind of touching about Maddie. Maddie,   this is her fourth year that you guys have  recognized her. Um, which is an extremely  

011uh rare accomplishment to uh make it back to  the state championship four years in a row. Um,   one of the things I wanted to point out, last  year was really tough on Maddie. Maddie suffered a   uh injury and then battled back. She showed a  lot of resilience um and ended uh her senior   year at the state track meet running her fastest  time since her sophomore year when she won state.   So huge accomplishment for Maddie. Maddie also for  the first time this year um qualified in long jump   to the uh state track meet. Um and so if you talk  to Maddie at all, she loves long jump but also   has like a lovehate relationship with long jump  because she says it makes her really tired. Um,   but taking six jumps um before she gets out  on

012the uh track to run the 100 meter dash   is tiring. I definitely uh would probably agree  with that. But um she did a fantastic job there   uh placing sixth at state um in long jump. And  again, like I said uh for the 100 meter dash,   she placed fifth overall and uh barely missed  the podium. Um the past three years, I've   gotten to give y'all some really cool stats about  track and field and about Maddie and what she's   accomplished. But one of the things that uh I  wanted to talk to y'all about today was only 2% of   all female high school athletes um track and field  athletes in the nation signed to division 1 track   and field and Maddie has signed a run at Prairie  A&M. So she is among the top 2% in the 2026

013class.   The other and last statistic I wanted to share  with you guys is making it back to the 4A UIL   state championships four years in a row. There  is a 0.0000635% chance of doing that or in other   words a one in600 person um reason or ability to  do that. So Maddie you're not only an incredible   athlete but mom you already know this. She's an  awesome human and uh I've had an an incredible   time coaching her. So, thank y'all. Thank  y'all for that. Thank you, Coach Reeve.   He knows I'm a crier, so but just very proud.  And thank y'all for recognizing her yet again. Thank you. Very cool. Great job. Good luck.  Knock them dead, Maddie. I wouldn't know,   but I would think that long jump, if you get  moving as fast as you get moving,

Uh consent agenda according to board local   policy be consent agenda is provided that includes  notice uh items of a routine or reoccurring nature   grouped together under one action item. Board  members we've all been furnished with background   information. Is there anything that anybody wants  to have pulled out and acted on under a separate   motion? Bob, is there anything you want to comment  on? Uh just want to make sure that the board is   well aware that we will continue our contract  with ABS West. Uh we put in there our contracted   services with region 3 and we are going to  continue the K9 contraband and detection contract   as

015we head into 2026 2027. There being nothing to  be considered uh independently I'll seek a motion   for the consent agenda. Have a motion by Mr. uh  Mr. Cannell and a second by Mr. Moreno. All in   favor, raise your right hand. Oppose, same sign.  Motion carries unanimously with Mr. DuBroc not   in attendance. Our next uh item is a quick item  presentation. Uh 5A1 uh takes us to the board as   a whole u visited the summer leadership institute  uh in San Antonio put on by TASB. I'll make   uh a little comment on it and then y'all can  add to it if you feel like you need to. Uh lot   of lot of educational opportunities. The board is  required uh to do some continuing education as a   uh as a as a member of the board. Uh oddly 

016enough, United States senators or anybody   like that does not have to do any uh continuing  education. But uh I will I'll I digress. But   uh anyway, we we uh we attended those. It was a  uh three-day session uh class uh keynote speaker   in the morning uh breakout sessions that you can  attend over a multitude of topics. We all attended   uh various topics sometimes uh overlapping most  of the time not and uh it was a good good trip.   It always is a It's always a a nice uh uh thing  that Tasby puts on and it's very educational.   Anything else? Uh I'm leaving out. All right. You  did good job. Uh our next item, the presentation   item is uh business and operations. The  cash defeasants prepared by USCA Municipal   Advisors LLC in the amount of $1.95 million

017uh  delivery date of July 9, 2026. Board members,   we put this in your packet. You'll recall back in  August of 2025, the board voted for us to continue   with the defeasants. And so the information was in  your packet and just wanted to tell you that we're   about ready to defease those bonds and pay off  more debt. It has a double benefit. It lowers the   amount of money that we owe and at the same time  it saves us quite a bit of um interest in interest   funds and we're fortunate to be able to do it.  Yes. Uh I will seek do we need a motion? Just   that's just FYI. He already passed it in August.  Awesome. Okay. Uh that takes us to curriculum   and instruction item uh 6B1. Uh discuss consider  approval of the amendments to

018stipen supplemental   pay and professional pay grade structures to  be implemented for the 2026-27 school year.   So board members in your packet towards the  very end we have uh given you our supplemental   compensation package um we are recommending that  we uh change this is on page at the very end 912   and 90 91 92 500 of the PDF it's on page 532 well  that's a lot bigger than my packet yeah it's a   that policy Yeah. And so, uh, we're recommending  that on page, um, whatever your very first page,   that we increase the bilingual stipend from the  present $3,200 to $4,000. That would put us in   the average. Stipends are kind of an odd thing  around the state. Some school districts offer   stipends in certain areas, others do not. It  pretty much is a is a local

019decision and based   upon the amount of incentive you have to provide  to people to come to your district. But $4,000 is   a typical average. Not all school districts pay  a bilingual stipend, but it's been $3,200 since   probably when Alicia was a principal, maybe even  before. And so we are going to recommend that we   increase that from 3,200 to 4,000. Uh, we're  also going to recommend that we eliminate the   stipends you find on the next page, as we don't  have individuals serving in those capacities any   longer. Alicia has earned a grant for the mentor  prep. so those stipends are all uh dependent upon   that particular grant. It is part of the grant.  It's coming from the state. So that's not going   to cost the district any money. When the grant  goes away, so does this stipend.

020Back to the AVID,   those two. We're not gonna are we not going  to have those positions? Is that correct?   We haven't had it's been a long time since we  had a district AVID coordinator. Correct. Yeah,   because I'm just doing Yeah. No, it was just It  was just hanging out on the list. We're modifying   some things with AVID. Okay. Yeah. And and picking  up some things with CKH that kind of overlap.   And then um on the last page, the pay  structure, we're recommending that we   um change the diagnostician's pay  grade from 3 to 6 to match the LSSPs. Are the days for three and six the same as  far as the number of days in the contract?   The number of days is separate from the from that,  but we we plan to continue our diagnosticians at  

021192 days, which is where they are presently  from the 187. So, they have five additional   days for ARS and things at the beginning of the  year and a little bit at the end of the year to   catch up on things that they might not have  finished by the time the students left. So,   the number of days doesn't change, it just the  the daily rate changes. You're right. Right.   Okay. Okay. Questions? I will seek a motion  to approve the amendments to the stipend,   supplemental pay, and professional pay grade  structures to be implemented for the 2026-2027   school year.
