You are going to start. It is 5:00 It is 5:00 p.m. We'll call the meeting to order. We've got a We've got a quorum. We are missing Gabe Johnson and Jason Padgett. Good evening. I want to welcome you to and call to order the meeting of the Garner Independent He's not here to show but there is a quorum. Excuse me, there is a quorum of board members present. And sorry I already said that, Jason Padgett and Gabe Johnson are absent. Furthermore, I would like the record to show that this meeting has been duly posted in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. Any public comment? I think so. No one has signed in. Regular business. The board will consider, discuss, and or take appropriate action regarding the following. Consider approval

of the bid presented by Core for the new road between Tiger Lane and Curfew Drive in the amount of $295,000. >> Yes, this is a bond funded construction project. We've been talking about this for about 10 months now and we've had TPE design all out for us and we got bids from three separate companies. And it turns out this is how we discovered concrete is now less expensive than asphalt. >> Really? >> The city wanted concrete instead of what they could afford. We got the variance. We got to talk a little about getting a variance. In the end they went ahead and said okay to asphalt for us but uh sites allowing us to get very good price from Core on this at $295,000. I will tell you this is more than $100,000 below one

bid and it's $35,000 below the second highest bid. So it's an exceptional deal they're giving us for the same product and we're excited to start partnering with Core on this. And so the scope of it is what it says it is. Once approved here they'll start right away and then that's it. That road between now and the first week of August will be uh excavated. Dirt will be built up and then they'll pour the concrete there and then at the very end of the wall a gate put in. It'll be a light that we open up twice a day on school days to allow traffic in and out and then school bus times throughout the year as needed. But we're not It's not just going to be a pass through all the time. All right.

And so Ryan is here to answer any questions you may have should you have any, but my recommendation to the board is to take the action to approve this as presented. >> Is there a Did they say in here Is this a flat top road or is it curved or how does that work? >> Uh the drawing does not show a curve. Uh there's a There's a small detail in there about that. Um so the drawings uh currently show the asphalt, so we can talk to the city to just make sure that we have the details in the design correct. So far. >> Okay. So it's It's undetermined whether it'll be flat or >> It should be flat. >> Okay. >> None of that road is currently curved, correct? But I'm saying like up to

like the current paved road of Tiger Lane, I don't think >> Oh yeah, that's true. >> But it would make sense to curve the rest of it. >> Yeah, I think so. >> A lot of the roads in the park are >> Yeah. >> Now there are some aspects of this and some things that we're going to work through as we go, uh but Core has already said that if we need to do things like move the distance ring over, they will pull it out, we pour the concrete, do all that at no additional to this bid. So. We're excited about that. >> So tell me exactly where the road will be. >> Do you know where the baseball field ends at that round cul-de-sac? Well, that easement was to go straight down, but we

had a softball field house right there. So, we can't go that way. So, instead we curve the road to go between baseball and softball. And it's going to kind of hug the left side of the baseball where those stands are right there. And then where we have the stage market right now back there, it's going to go from there straight between the discus and the shot put. So, there's already a hole >> That's what I was thinking. >> Okay. So, that was the cheapest, most direct route we could take to build this instead >> I've been in and out of new places. >> Yeah. >> And it's still >> thinking it was further back. >> Ideally, I would have it further back, but it cost a lot more and we would have people driving around

by the ag barn and catch them walking and stuff and I'd rather just keep them out by themselves. >> That makes sense. There's not a lot of except for during baseball games, there's not much traffic there. >> So, two times a day we're trying to alleviate the traffic off Preston, trying to stop an accident before it happens. We keep asking TxDOT to work with us on things like lights to slow down and different things and we're still going to continue those conversations with TxDOT and the city. But we're going to also move forward with our own solution to this and you're one of them. >> Oh, I see. It's gated so that it's not constant traffic. >> Yeah. And we did work with We worked with the city and they will have a back access

for all the emergency vehicles and it will be a emergency way in and out should they need to get to Tiger Field or the softball or baseball facilities while we have things going on. If they need to get back there, they'll have access to it. >> Will it only be a one-way street though? >> No, it's going to be wide enough that two ways can travel. >> So, how will that affect Are there still workers workers that are practicing out there in those fields? >> During the summer time, you mean? Maybe. So, during the construction time, they're going to put up kind of temporary fencing stuff that we'll have there and some make sure there's erosion control things they won't cross through. We're not going to be moving uh We're not going to be moving

vehicles up and down that way as you can do construction. We're going to open the gravel gate right behind the ag barn and use that as a way to get in and out of there. If anybody else wants up there, they're going to have to walk up. There will be no driving. >> And then there's some playing access to that after we're done with stuff. >> Okay. Plenty of grass and space. We're not taking any of that away for the bids. Now, I am going to take some of that away for the future for a bathroom for wrestling, but it's going to be over to right now we're thinking just the north of the indoor fields. >> Yeah, perfect. That makes sense. No, I don't think it'll take away from the practice areas. That's where

we'll watch the games. >> I don't think so either, but >> Plenty of minutes to watch the kids practice down there. >> Probably need a place to park to watch and play. >> Yes. >> Yeah. >> That'd be good. >> Yeah. >> Okay. >> Lot of eight, number two says "Would not include the cost of permanent water meters." Is this pro forma or is there a water meter that needs to move? There's no water or something. >> Okay. >> Yeah. >> Okay. Those Those things were based on the T&P drawings that were on there and then that's our civil engineer. They just write all that up there. I don't know curbs, this, that, sure. And uh And they take that drawing and they build the bid off of that. So, it's saying they didn't have

any So, there's listing saying don't expect that cuz we're not going to. >> Got you. >> Okay. Did I answer that correctly? >> Yes. And and their construction might need water and so a temporary meter can be placed on a hydrant to you know, you receive that water bill. Um but nothing that would be permanent. You know, you shouldn't have a permanent meter. >> Okay. Okay. >> Yeah. Yeah. >> Is there a motion to approve to accept the bid for four in the amount of $295,000? >> I have a motion. >> I'll second. >> Motion seconded. Any other discussion before vote? All in favor? >> Aye. >> None opposed. Motion passes. >> Thanks. >> We only have one item. I'll stick around. >> You're welcome. Okay. >> Uh the next point is for uh just

over the threshold of $50,000. I'll bring it to you, but I'd like to get this started sooner than later. I'd like to make sure that every single classroom has a secondary locking mechanism on it. This is all three campuses. This is not the annex. If you're on If we're going to have kids back over there, we'll have to add this back in later. >> Correct. Campus. >> So, this is uh all of the high school, the middle school, and the elementary school. Uh for every classroom door, they have what's called a flip lock. And this flip lock will shut and lock into place. If you have a key, they can be used on the outside to unlock it should a student ever actually lock themselves in there. But, this acts as a deadbolt. Think of

the the current locks as like the thumb lock on your house. We can kick through that should we really want to and we're going to get in. The flip lock acts deadbolts, but it's a deadbolt that we can unlock quickly without a without a key. What we're What we're able to do is to stick a thing on the outside, it's a magnet, and it pulls it right off. Or else they have a key. And so, every classroom would now be equipped with a secondary locking mechanism. So, should we ever >> Okay. >> I hope this never happens, but you have to prepare for it in case it does. Should we ever have that lock down in a real instance, classroom teachers know that they can also use the flip lock. Yeah, even if you kick

it and kick it and kick it, it's still not going to go anywhere. But, the door is secure here and also at the hinges that it won't be broken in. So, I would ask that we approve this to increase the safety in every classroom and this would be also paid for out of block funds. >> Is there a motion to approve the bid as presented for the flip locks? >> I'll go. >> Okay, I've got Shelly. >> Second. >> Any other discussion before we vote? All in favor? >> Aye. >> Any opposed? None. Motion passes. >> That's it, right? >> It's all It's all we need tonight. Do we need to recess and go into closed session? >> We don't. >> Nope. >> So, we need to recess. Uh Let's see. >> I would like

to close. >> Any action? >> No action. >> So, we just need to uh >> Adjourn. >> Just adjourn at >> What is it? >> 5:11 >> p.m. >> Wow.
