001It is now 5:00 pm on Tuesday, December 16, 2025. This meeting of the Clean Independent School District Board of Trustees is now called to order. The following trustees are present and participating. Susan Jones, vice president, Oliver Mintz, board member, Rodney Gilchrist, board member, and me, Brett Williams, president and presiding officer. Absent and not participating in this meeting is Secretary Brenda Adams, Trustee Marvin Rainwater, and Trustee Tina Capedo. For the record, a quorum has been established and is present. A recording of this meeting is being made and will be available to the public at a later date. We're also streaming this meeting on our cable channel 17 and on the district's web page. As a reminder, anyone wishing to speak at public form must submit their signup sheet at this time. Let the record reflect that

002trustee Marvin Rainwater has arrived and is present and participating. Miss Weaver has informed me that we have two individuals signed up to speak for public comment. Um so we'll now go to agenda item number one which is public form. The board will now hear comments from those who've signed up to speak. Per board policy each public comment is limited to three minutes. I will ask the audience to please refrain from any public outburst and to maintain decorum. Parents, employees, and citizens are encouraged to utilize the district's grievance process to the fullest extent possible. Related policies are available on the district's website or upon request. First signed up to speak, we have Kiyotti Anderson. Did I pronounce that correctly, sir? Welcome. My daughter was up here on the night with a grievance of 113. Um, she

003was alluding to uh a board member and her when she was talking and I I got to say this the encounter was a couple years ago. She brought it to my attention. She she told me all about it. And I know what type of person that is when she explained it. So when she got up here and I looked at the board member, I was just looking at the board member. I know personal. It was personal. Some things personal. She ain't here, so I'm not going to say her name, but I will next time over here. It was personal. And I'm the type of person I like to look in your eye and tell you, "Hey, it's personal." I'm not going to take up too many time. I'm say this and say this. This for

004superintendent. My my kids, my child is one of one of your best students. And for me to be harassed and belittled like I was and my daughter come up here by her grandson. my grandson, her her child, my grandson at Reese's Creek. And for her to do agreements and be retaliated on it twice and nothing is done, you failing me. You fell on my family. I'm looking you in your eyes. You failing me and my family. Thank you. Next signed up to speak, we have Tatiana Whitfield. >> Welcome. >> Good evening, President, trustees, and superintendent. Thank you for allowing me to speak. My name is Tatiana Whitfield, and I am 24 years old. I'm a kindergarten teacher, and I am currently eight months pregnant. I stand before you today to address an unfortunate and deeply

005concerning reality within Colleen ISD, which is the lack of paid maternity leave for educators. This district is not just my employer. It is my home. I am a product of Ken ISD. I grew up in this district. I was educated here and chose to return as a teacher because I believe in this community and in the mission of this district. I stand before you not only as an employee, but as someone who wants to see KISSD continue to grow, improve, and lead. Teaching is not a job that ends when the bell rings. We're with our students five days a week, eight hours a day. But our responsibilities extend far beyond academics. We care for children. We counsel them. And for many students, we are their only safe space. Sometimes we are the only adult who

006tell them they are valuable, capable, and loved. We carry emotional weight that is rarely acknowledged but deeply felt. So when teachers choose to begin their own families of their own, the district places a significant financial burden on them during one of the most vulnerable and important times of their lives. Recovering from childbirth is not a vacation and bonding with the newborn is not optional. These are medical and developmental necessities. Still, educators in this district are required to exhaust all sick leave and then endure unpaid time off all while worrying about how to cover basic living expenses. What makes this especially difficult to understand is that other professions recognize the necessity of paid parental leave. Police officers, for example, are provided with fully paid maternity leave, acknowledging both the physical recovery and the importance of family

007bonding. And even more striking, many other state school districts ser serving the same students and operating under similar public funding have already implemented fully paid maternity and paternity leave for their educators. This shows that parental leave is not unrealistic. It is possible and it is already being done. So my question is simple. Why? Why does bringing a child into the world not qualify as a legitimate medical and lifealtering event? Why must mothers and fathers experience extreme complications to be deemed worthy of support? I was given a um hope when a colleague mentioned that possibility of sick leave donations. I believe that through a generosity of fellow educators, I might avoid the financial hardship of unpaid leave. But that hope was quickly taken away when I was informed that maternity leave does not qualify for a

008donation pool unless serious medical complications arise. Why must mothers and fathers experience extreme complications to be deemed worthy of support? Why is parental leave treated as a privilege rather than a necessity? Teachers give so much of themselves. We give our time, energy, our hearts, and often our own personal resources. We do this willingly because we believe in our students. But that dedication is not reciprocated when educators need time to heal and bond with their own children. I believe KISSD can do better for future mothers, for future fathers, and for the educators who will follow after us. Paid parental leave is not just an employee benefit. It is a statement of values. It communicates that this district supports families, values educators, and understands that taking care of teachers allows them to better care for our students.

009KC has the opportunity to lead with compassion, equity, and progress. I truly hope we choose to do so. Thank you for your time and consideration. >> Thank you. Next, we have Monnique Martinez. Welcome. Good evening everybody. Um, I would like to speak on behalf of my son that was technically self-defending himself. And I do believe that some of the punishments that y'all are putting in the code of conduct are not okay for somebody that is putting self-defense to use. um putting him in gateway with all the other children when he has decent grades and no history of any prior fighting, aggression, threats or anything. I believe that is setting them up for failure and not for success at this moment. Um reason being what I've heard what's going on in Gateway or what are the

010in the incidents that are happening in there my child shouldn't be there and so are some of the other children that have been placed there where I've reached out to a couple other parents they do feel the same if children get get placed get the same punishment that um an aggressor gets best example would be the robber and the guy who stops the robber they both go to jail at the same time for the same situation basically That's not teaching the children right from wrong. That's telling the children, hey, you can't self-defense yourself when you get attacked by somebody. Now, I do understand in some of the instances it's not self-defense. But the ones that truly used self-defense because they got punched, pushed, or worst case scenario, last year's incident. Um, I do believe something

011has to happen as far as punishment for somebody that using self-defense such as Saturday in school suspension for a couple of weeks. Go to the campus and pick up trash on Saturday and Sunday. Put them into community service. For the students that have good grades and have no history, I do believe something needs to be done. They do not need to be put in the same pot as the bad children that are at Gateway. Thank you. >> Thank you. >> As we have no one else signed up for public form, we're closing public form and we're moving to agenda item number two. But before I do that, I want the record to reflect at 5:06 p.m. Madame Tina Capido joined us. So, welcome, welcome, welcome. So, agenda item number two, close session. The board will

012now convene in close session for the following. We'll call all of them, but we may not take up all of these items. Agenda item 2 A, discussion regarding the deployment or implementation of security devices or personnel as allowed by Texas Government Code 551.076. Agenda item 2B, consultation with the district's legal council regarding pending litigation, a settlement offer, or other issues confidential under the attorney client privilege as allowed by Texas Government Code 551.071. Agenda item 2 C, deliberate the purchase, exchange, lease, or value of real property as allowed by Texas government code 551.072. Agenda item 2D, deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as allowed by Texas Government Code 551.074 074 and agenda item 2E deliberate a matter regarding a public school student in which personally identifiable

013information about the student will necessarily be revealed as allowed by Texas government code 551.0821. No voting will take place in closed session. Any action the board wishes to take as a result of discussions in close session will take place after the board reconvenes in the open meeting. The time is now 5:11 p.m. and we're in close session and we'll go to the superintendent's conference room. Thank you. The time is now 6 pm and we are reconvening from close session. No action or voting took place in close session. No action is needing is needed. This meeting of the clean independent school district board of trustees will will resume in accordance with the posted agenda for today's meeting. We would like to welcome our school leaison officer Christine Kaparco. Thanks for being here. Uh, anyone who did

014not have an opportunity to speak during public forum at 5:00 pm and wishing to speak now must submit their signup sheet at this time. Mr. Harper, do we have anyone? Okay, so we have no one signed up for public form, so we are going to move on. It has been the board's practice before each regular meeting to have an invocation and pledges of allegiance to United States flag and Texas flag. Tonight, the invocation will be led by Trustee Rodney Gilchrist, and the pledges will be led by students Roman Amari and Isabella Barentos Martinez from Tremier Elementary School. Please stand. >> Would you bow with me and pray? God, our father, we come now thanking you for this day which you've made. We are rejoicing and we're glad in it. We ask now, Father, that as

015we gather to discuss the business of our district, that you would truly be with us, that you would lead and guide our direct our conversations. And God, that we would keep at the forefront of our mind the very things that we are charged to do, and that is to train up and educate our children. We ask also, God, that as we come to the end of this week and prepare to go on our holiday break, that you would keep all of our children and all of their families safe and return them unto us in the new year, ready and eager to continue the learning process. We thank you and we praise you in Jesus name. Amen. >> Stand right here. Go ahead and start. >> I pledge allegiance to the flag of the United States

016of America and to the republic for which it stands, one nation under God, indivisible, with liberty, justice for all. Honor the Texas flag. I pledge allegiance to the Texas. One state under God, one and indivisible. >> A recording of this meeting is being made and will be available to the public at a later date. We're also streaming this meeting on our cable channel 17 and on the district's web page. Agenda item number three, honors and recognition. >> Good evening, Mr. President, members of the board, Dr. Davis. As you're making your way around for pictures, I want to remind everyone that our official district photos from tonight's honors and recognitions will be available after the meeting at www.colenisd.org/phos. Tonight we are thrilled to celebrate the hard work and dedication of our students across Ken ISD. Our

017honores have demonstrated excellence and we're proud to highlight their accomplishments this evening. We begin by recognizing a powerhouse athletic program that continues to make its mark on Central Texas football. Congratulations are in order for the 2025 by D-Dist champions, the Harker Heights High School football team. Hey, >> so let me tell y'all a little bit about this team. The Knights delivered an incredible season and represented the Shield with pride, discipline, and heart. Their grit, teamwork, and relentless commitment to excellence propelled them to another standout year on the field. Harker Heights went an undefeated 6-0 in district 12 6A for the second straight year. And they claimed the fourth consecutive district championship. The Knights finished the season with a 9 and3 record, including their seventh straight playoff appearance and the program's first by district playoff title

018since 2022. Hang tight. I got more to say about y'all. So, joining us tonight, we have head coach Mark Humble along with standout student athlete, senior linebacker Cooper Howard and senior of offensive lineman James Kernney. Howard was a district 12 6A defensive player of the year and Kernney was voted first team all district. The team continues to hold a standard of excellence in athletics and inspires our entire community. Congratulations to the entire team. Okay, so next we are proud to celebrate a tremendous academic achievement earned by some more student athletes across our district. So each year, the Texas High School Coaches Association awards academic all-state honors to athletes who have excelled not only in competition, but in the classroom. These students demonstrate exemplary academic performance, outstanding character, and a strong work ethic. Qualities that set

019them apart as leaders in their schools and communities. To earn this distinction, these students maintained a GPA of 92 or higher, all while meeting the intense physical and mental demands of competitive sports. Tonight, we honor the hard work and dedication of each of these athletes by campus. So, first up from Chapperel High School, we're proud to honor outstanding students whose hard work earned them this recognition. Please help me welcome Ava Borha, cross country. Chasha Nice Reyes volleyball, Bianca Dri volleyball, Michaela Cromwell volleyball, and Bailey Thompson volleyball. Congratulations. >> Oh, yeah. Parents, if you need a photo, come on up. >> All right. Congratulations, From Ellison High School, we have Marbel Ruez volleyball and Evetta Madera volleyball. Come on, coach. You need to jump in there, too. >> Make up. >> Which one is yours? And

020from Colleen High, we have a few athletes. McKenna Dempsey, volleyball. Yanellis Williams, volleyball, and Precious Tawi Lee Eli volleyball. All right, big round of applause. Thank you. So, the holiday season is here and we are delighted to highlight one of Colleen ISD's most cherished traditions, our annual holiday card art competition. Each year, middle school artists across the district submit original artwork to be featured on official holiday cards sent to community partners, former trustees, state officials, and many others. These cards spread holiday cheer and showcase the outstanding creativity of our students. Tonight, we are excited to honor four winners who designs truly captured the magic of the season. Three of these students created the official KISD holiday card and one designed the card used by the education foundation. Each winner will receive a framed version of

021their artwork and a bundle of their cards to share with their family and friends. and of course the spotlight here tonight during our recognitions. So, first up, um I'm not sure that she is here. She is here. Great. We have Mia Sodto Crespbow, a seventh grader from Mayor Middle School. So, Mia's holiday card features a cozy illustration of Santa enjoying a quiet moment at the table with a warm mug in hand. A single cookie rests on a plate in front of him, adding a simple, sweet touch to the scene. The soft shading and calm setting create a peaceful, reflective holiday mood. Congratulations, Mia. >> All right. Thank you, Mia. Yes. Next, we have Kayen Romero, an eighth grader from Nolan Middle School. Her card features an adorable pup in a Santa hat enjoying festive treats

022at a table complete with gingerbread cookies and a glass of milk. The handdrawn texture and soft pastel background give it a warm, charming feel. Happy holidays across the top ties the playful moment together with classical seasonal cheer. Congratulations. Oh, we got >> All right. Thanks. >> Congratulations. And next we have Raina Kim, a seventh grader from Dr. Jimmy Don AOK Middle School. Her holiday card features a cozy living room scene with a glowing fireplace, festive wreath, and decorated Christmas tree, creating a warm and welcome atmosphere. Good. >> All right. Congratulations, Raina. Our final winner is Michelle Koring, an eighth grader from Nolan Middle School. Rochelle's card is the official holiday card of the Education Foundation. Um, yes, welcome Michelle. Michelle's card uh showcases a peaceful winter night with a smiling snowman dressed in a red

023hat and striped scarf inside a glowing snow globe. Two crossed candy canes and a wrapped gift rest in the fresh snow beneath the starry sky, adding a festive touch. A decorated Christmas tree sparkles on the side, bringing warmth and holiday cheer to the scene. The rich blues and classic reds create a cozy, nostalgic feel, perfect for the season. Relle, we love your design. Thank you. Tonight, we also have the the honor of celebrating the contribution of a special community partner. We'd like to welcome Charlene Mscu with Sister Cities Osen who continues to honor the legacy of founder Miss Lisa Humphre. Under Miss Humphrey's leadership, the Colleen Sister C's Osan Korean Committee strengthened cultural and educational ties between the city of Colleen and Osan through student exchanges, community events, and lasting international friendships. Um, many of

024their board members are here tonight as well. So, y'all come up or stand up. This board uh made the decision to uh give five $1,000 scholarships to the education foundation. We are so grateful for your partnership. We've got Leslie Gilmore, our director of the the education foundation here to receive this contribution tonight. Thank you so much. And before we before we conclude tonight, um I want to pass it over to Dr. Davis for a special recognition. >> Dr. Davis. Thank you. This is uh I want to start out create a a new tradition for our board members. We had a few birthdays. We're going to roll in the cake. I know these folks are are elected. Many folks, some some people think they're paid and they're not. They spend an enormous amount of hours and

025um and I know we had Bert Williams had a birthday in November 19th. I believe we have a two December birthdays coming up. Thank you. Thank is that December what? 23rd. >> No, I'm 31st. >> Your 31st. December 23rd. Thank y'all. So, we're going to put them on the spot. And so, join me in saying a happy birthday to our three boardmen just to honor them. Uh, it's just a small token, guys, of our appreciation for our board members. And so, I'm I'm not going to say so. I'm going to turn this off so y'all don't hear me leading a song. We've already had cake, but we can have more. So, we're going to roll this off. >> Thank you. >> Let me get So, the trustees, we were talking about how we've been in

026a transit time here in the last 90 to 120 days, but there's just been this one individual who's just been stand up getting everything done and they she keeps us so organized and that's our board clerk. And so, we want Diana Weaver to come forward so we can present her with a with a small token of our appreciation. I I I think it is safe to say that this lady does not sleep because come up here. We're going to present this to you up here because the trustees, we value what you do. We can't do enough, but this is a small token of our appreciation. So, we want you to understand how much you mean to us and our effectiveness. So, thank you. >> We want to get a picture, though. What's that? Okay, now

027we'll go to agenda item number four, public form, and want to check back with our council and our clerk. Has anyone signed up for public comment? As we have no one signed up for public comment, we'll move on to the next agenda item, which is the consent ag consent agenda, pardon me. Uh agenda item A, consideration of education service center region 10 child nutrition interlocal bid participation agreement for the 2627 school year. This is an action item. Mr. Gilchrist, >> Mr. President, I move that we approve the consent agenda item. Um consent agenda item A, consideration of the education service center region 10 child nutrition interlocal bid participation agreement for the 2026 2027 school year as as stated. >> We have a motion by trustee Gilchrist. We have a second by Madame Capido. Any further

028discussion by trustees on the consent agenda? There being none, all those in favor, show of hands. We have six in favor, none in opposition, one absent and not participating. and Secretary Brenda Adams. Thank you. We'll now move to agenda item number six, action items for consideration. A, consideration of internal audit plan of work and cost proposal for fiscal year 2026. At this time, I'm going to turn it over to audit committee chairman Oliver Mintz. >> Thank you, Mr. President. Uh, we've been through a few iterations of this internal internal audit plan of work. Um so currently as it stands now we're going to do a technology audit and a booster club club audit and then an asset and risk management followup. Um, as you know, the board the um audit committee is kind of the

029board's internal eyes and ears to kind of shine a light on things that we we want to and we had originally, I think, talked about doing a um doing some other things within the audit program, but we decided that those were best suited uh just for the the leadership team to run um outside of the scope of the audit committee. So, you'll see here the proposal uh $215,000. Um again, we're working with our our partners at Gibson. We have Mr. um Greg Gibson here as well to answer any questions that you may have. Um I just briefly want to talk about the uh the top line item which is the technology audit. Um and an organization with this kind of size and scope uh we are I don't want to say dependent but heavily reliant

030on technology. Um, and this is a chance for us to look at not only how we manage the hardware and the software, but also to take a look at how we manage our internal security to a to a certain degree. So, um, however, however scared we are of of cyber threats, uh, we're not scared enough. So, this is a good way, I think, to kind of put some eyeballs on that and just make sure that we're we're doing the best that we can possibly do. So, u, Mr. President, I offer uh the proposal as as written. Um, Mr. Mr. Gibson is available to answer any questions that the board may have. Um but we bring that forward um for the board's consideration tonight. >> Trustees, any questions, comments uh for Chairman Mintz or for Mr.

031Gibson? >> There being none, this is an action item. Madame Vice President, >> Mr. President, I move to approve. >> We have a motion by Vice President Jones. We have a second by Madame Capido. Any further discussion by trustees? There being none, all those in favor, show of hands. We have six in favor, none in opposition, one absent and not participating, and Secretary Brenda Adams. Thank you very much. Thank you, Mr. Gibson. We'll now move to B, which is consideration of a resolution designating authorized signers of district financial documents. Miss Vaden, welcome. Thank you and good evening. Um, each time there are changes in the approved signers for our district financial documents, there's a resolution required by the board to approve. And so tonight, we are asking for approval to add Dr. Davis as an

032authorized signer for any financial documents. >> Questions from trustees. This is an action item. Trusty Gilchrist. >> Mr. President, I move to approve the proposed resolution designating the persons authorized to sign district financial documents, including checks as presented. >> Have a motion by Trustee Gilchrist. We have a second by Madame Capido. Any further discussion by trustees? There being none, all those in favor, show of hands. We have six in favor, none in opposition, one absent and not participating, and Secretary Brenda Adams. Thank you very much. We'll now go to C, which is a consideration of a resolution authorizing faximile signatures. Miss Vayden. >> Uh, this is very similar to the item just previously approved. Um, as you can imagine, there are a large number of checks that are produced by this district each week. Um,

033and so they are not physically signed. We use faximile signatures for those. And so we again have the four uh approved. Typically, that's going to be the board president, the superintendent, the deputy superintendent of business and operations, and then myself, the chief financial officer. And any two of those can be approved. Um, currently at this time, we have the board president and the chief financial officer, myself, that are signing those or the the faximile signature. Um, but this will again authorize Dr. Davis um as a backup in case that need arises. >> Questions from trustees. This is an action item. Mr. Gilchrist. >> Mr. President, I move to approve the resolution allowing our depository institution JP Morgan Chase to honor checks, drafts, and other orders with faximile signatures. >> We have a motion by trustee

034Gilchrist. We have a second by trustee Mintz. Any further discussion by trustees? There being none, all those in favor, show of hands. We have six in favor, none in opposition, one absent and not participating, and Secretary Brenda Adams. Thank you. We will now move to D, which is consideration of the appointment of an election agent for the May 2nd, 2026 board of trustees election. Mr. Heckinberg, welcome. >> Thank you. Uh, good evening. Uh, as as per normal, we uh, the board typically will appoint an election agent to represent them for the May 2nd board of trustees election. Uh, we are bringing forward the name of JC Schaw to serve as the clean independent school district's election agent for the election and bring forward his nomination for you. >> Questions for Mr. Heckinberg from trustees. There

035being none, this is an action item. Mr. Mintz, >> I will I'll make the motion if it's okay, but I just would like to make a comment too that this uh I believe that Mr. Scho did this last goround. This is a challenging job. It is a it is uh fraught with risk and uh I thought that he did a did a real good job adjusting to it. So, I am um I think we're we're in good hands moving forward. So, um saying that uh Mr. President, I move to approve the appointment of JC Schaw to serve as Colleen Independent School District's election agent for the May 2nd, 2026 board of trustees election. >> We have a motion by Trustee Mintz. We have a second by Vice President Jones. Any further discussion by trustees. There

036being none, all those in favor, show of hands. We have six in favor, none in opposition, one absent and not participating. And Secretary Brenda Adams. Thank you, Mr. Heckenberg. We'll now move to seven information items for discussion. A discussion of the clean independent school district board of trust clean independent school district call for quality schools SB1 1882 Texas partnership public update. Dr. Kraton and Dr. Buckley, welcome. >> Thank you. We are filling in for Dr. Osborne tonight. Um just a quick overview of where we are on our partnership for the 1882. Um we have shared the authorizing we have u shared the authorizing framework with you partnership opportunities and given an overview that you heard from third futures. Um we have now posted do I have the clicker? I don't know where the clicker is.

037Sorry we're going fast here. And this is the cycle that we are in. We've done we've completed phase one of the planning and we are now in the middle of the application process looking for providers um for the partnership. So the timeline shares uh what we started with with the mission and vision in November that we open applications on December 2nd and to date we have one authorizer who has submitted a letter of intent. So then what will happen in January is they will submit their official application. The deadline will be January 9th and then the rest of the month of January we will evaluate their applications. We will then make a recommendation and then the partner will come and do a presentation to the board and then you will approve that partner on February

03817th. So what does the letter of intent actually mean? It means that the partner has indicated interest that they would like to partner with Colleen ISD. In their letter of intent, it provides basic organizational details and again we've only received one letter of intent and that is from Third Future. So the next steps in the process will be the pre-opening monitoring and then the renewal after we've engaged in the partnership. And then the next update will come to you on January 20th of 2026. >> Questions from trustees. Thank you for your time. We appreciate the update. We'll now move to agenda item number eight, discussion of future board meeting agendas and trustee remarks. Mr. Superintendent, >> any concerns of upcoming agenda? Any trustees? Any feedback for upcoming agendas? Anything that you want to see? the

039um I think we've got the next Madame Vice President, correct me, I think we probably got the next four agendas in draft form uh already, so they're taking shape. Uh but if there's anything you want to see added, now would be the time to to bring those forward. Madam Vice President, >> so the the one item that I would like us to consider talking about um is a security audit um and not part of our audit team, but the district audit um where Dr. King Davis would be in charge of that audit. Um but I think we should we should look at that. Um, I think it would give a lot of people comfort knowing we did an analysis of it from an outside organization and it certainly give me a good feeling as well.

040>> Madam Vice President, just make sure for clarity because I think it was two meetings ago when we talked about the audit and I mentioned to Mr. commence I think about bringing that one back, but I want to make sure I understand you want to bring it back through the audit committee or or >> the audit committee because we've already the audit committee had already put a lot of effort into deciding what they wanted to do. It's already been out there. We just voted on it this evening and I don't want to hold up progress there. Um and but I think it's important that we do it uh for a number of reasons. So I would like to see us do it outside of that audit committee. Uh and ultimately Dr. Davis uh he and

041his staff will run that. It would truly be an internal external audit. >> Okay. So I think the ask is you want basically Dr. Davis to bring back a proposal for doing a security audit that will be on the staff side for this body to consider. >> Correct. >> Mr. Chairman, I'll >> Yes, sir. I I I agree with Miss Jones proposal. I think this is something that's far better suited um under the you know under the opices of leadership as opposed to uh to an audit process. I think too that we need something that'll give us uh a much a much faster turnaround um than kind of our traditional audit process. Furthermore, I think by the time we get this sourced and planned and kind of implemented, it'll kind of be up on the

042one-year mark from the the tragedy at Smith. So I think it's a good kind of mark on the wall uh to see and evaluate what we're doing and I know the soup and the team across the board and at every campus and then you know we're doing a lot of planning and work to implement a lot of new safety and security stuff. So I think that's a again for me it's the speed of the turnaround that I think is as opposed to a traditional audit. So I would support what Miss Jones is advocating. >> Okay trustees. So uh of course madame vice president has has made ask for an agenda item and Dr. Davis will move to that end, but then everyone will have an opportunity to see it once it comes back and we

043can put it up or put it down. Any other feedback on security for anybody? >> Trustee Gilers. >> Okay. Okay. Uh so if we nothing else for the agenda, then we're going to >> Oh, okay. I'm sorry, sir. Trusty Gil, >> Mr. President and um Mr. Superintendent, I'd like to uh somebody to give us a a kind of a briefing or kind of catch us up to speed after we get back from the break about how we're doing academically as a district this year because we got all this changes we made and all this stuff. Is there some way that we can get kind of just snapshot, hey, we're doing better. We're about the same. We got more. We know we got more to do, but how are we doing? I'd like to know that.

044>> So, you want to say something? Okay. >> Yeah, we'll be bringing priority one in >> Yeah, early February. >> Thank you. >> So, that works for you. >> Thanks. >> Anything else related to trustee men? >> Uh just the the two agenda items that I've kind of the summer school. I don't know that we're completely closed the loop on that. I thought there was still a couple of things and I don't I could be missing it. Um but I don't see that on the agenda. Um, and just to kind of maybe at least from my perspective, it's who's allowed to take classes, if they failed more than two classes, discipline issues. I that in my mind would have been the first two slides on the last presentation, but I we didn't see that. So,

045I just want to see that. And then, uh, we've talked about, uh, DAP. I want to see what that's what that's going to look like. we have a a a good opportunity um as we change campuses to to revamp revamp that whole program and better align it with everything else we're trying to do. Uh so I would just ask that we put those on and maybe it's not summer school I think is a pretty quick turn. Uh but some of you know if the DAP we probably got a little bit a little bit more time. I just want to make sure that that doesn't drop off the radar. Thank you sir. >> And I I will add Mr. Men. So, we are tracking I've I've tked our council Joy Moore to to work on some

046things to just really solidify legally versus, you know, judgment. Uh, and so that should be coming really soon. And then we've also discussed uh DAP uh in the officer meeting. So, we are tracking both of those so we can give direction uh to the staff. And so, Dr. Davis, I don't know if you want to add anything uh to that. >> Sure. I just concur with what you've said and we are trying to um recently spoke with part of the team to research some things that Joy already sent back to us and so just need some follow-ups as it relates to using federal funds u to to fund summer learning and make sure there's no stipulation as it relates to using those funds as it relates to your your requests and so we're researching that.

047So hopefully we'll get answers soon. we may need to call TEA, make sure we're understanding that that piece. And if I may add, uh, Mr. President, then I know Mrs. Adams not here u but she asked for some as last board meeting that we're going to add a STEM update and technology as it relates to AI and uh, so so we're tracking on that as well to to add those to some future agenda items as well. >> Thank you. Any anything else related to agendas? >> Yes, sir. Mr. Rainwater. I'm sure this is forthcoming, but as we move towards this charter school decision, I sure would we would be careful to explain particularly to the teachers at mayor how this is going to affect their salaries, their pensions, sick leave days, and all those things

048that would be involved when a charter school takes takes over a school. And perhaps to all our staffs, we may want to go there or not go there. It's just much needed information. I suspect it'll just be natural when we get when we get in that process. Susan, >> we've um we had an initial meeting with um Mayor to talk about that process. Um we would work with Third Future on who they would hire. So, everyone has a job, but the faculty that is there at Mayor is not necessarily going to be the faculty for um for for that program. So, um we would have to work on on the hiring uh there, but they have always >> whatever charter is selected. >> Huh. >> whatever charter is selected, the the one that is applied.

049>> We're probably getting a little slippery. HR. I'll let Will talk to that, but I we've assured them that everybody has a job, but there might be some some placement. >> A lot of those kinds of issues will be determined by which charter we we select and what the agreement is between us and the charter. So, we will bring that information to you and make sure our teachers know about it. >> Mr. Superintendent. >> No, great question, Mr. Rangwater. And and once the board selects that charter partner, that's when we'll be able to provide more information because now that charter obviously that partner will come in and visit with that campus and staff where they can really get a lot of our deep questions answered because lots of things were speculating. We've talked, but now

050that would be more official at that point. Yes, sir. >> All right. Anything else related to the agenda? If not, we're going to go trustee remarks. We're going to start with Madam Capito. I just want to say thank you to everyone for all the hard work. Um I hope everyone has a restful break and ready to come back and continue um to do the hard work. >> Trusty Mintz >> aimed at our staff that that may be watching or listening. Um there's a lot of things going on. There's a lot of change going on. Um you know, Dr. Davis sent out a an email to everyone yes or yesterday or two days ago um that I thought was a good a good step in the right direction in terms of an explanation um as to

051what's going on. And I think I would just like the staff to know that there is change going on. It is not there's a there's a method to the madness. Um, we're not only trying to reshape at the campus level how things get taught, how students are educated, but also at a higher level, standards, expectations, cultural changes. These are big things. And um, it's a lot of work. I appreciate the staff working as hard as they have. And from when I say staff, I use that I I probably mean everybody from uh, the newest uh, custodian on the team uh, to the superintendent. um working hard there. There is a plan. Um we are trying there's there's some thought behind this. So please bear with us. We will uh through the superintendent try to keep

052communicating that as the very best that we can and we do appreciate everybody's hard work. Get some rest um because there's there's more work to be done. >> Thank you, Trusty Gilchrist. >> U Mr. President, I'd just like to wish all of our staff and students and families a very merry Christmas and I pray that you have a blessed, joyous time with your family and friends. Get some rest like Mr. Mint said, um, and enjoy your time with your families. Uh, we are some busy folks and we got a lot going on, but now is the time to take that break. Um, reset and refocus and come back in the new year and let's just make it the best year yet when we come back after the new year. And so, merry Christmas and happy

053new year. Thank you so much for all you do. >> Thank you, Trusty Rainwater. Just just want to say thanks to to staff that have worked so hard and in in the flux of change and and you know our staffs have gone through so much change after change and our staff have their spouses and their loved ones fighting wars and they've done that. We fought the COVID war and we've done that. We fought the I shouldn't say this. I don't guess I will. We fought the war with the lawmakers and the agencies and we're going to win that one, too. I mean, we're up for it and we have the guts for it. So, just just hang in there and have a great great Christmas. >> Thank you, Madam Vice President. >> Not a lot.

054Just want to wish everybody, our students, our staff, our parents who trust us with their children, um all a very merry merry Christmas um and a happy new year and remember the year what what the season is and um Christmas is my favorite season. It um reminds me of so many things, but it also seems to bring out the kindness in people and that um is my Christmas Christmas wish for everyone. and I hope it continues throughout the year. Thank you. >> Want to echo what all my trustees have said and just say merry Christmas. Uh to our staff, I want to just one more time circle back and say just big thank you to Diana Weaver. Um I'm tell she is man she is sharp. I'm serious. It game changer. That's the best way

055I can describe it. A game changer for for our board. And uh and so I'm so appreciative and I know they are as well. And uh then last uh I just want to read off a few things and then I'll I want to say big congratulations to this person. Uh 2001 to 2006 this individual was a teacher at Colleen High School who was also a volleyball coach at Colleen High School at that time. From 2006 to 2009 at Colleen High School this individual for three years was a curriculum instructional specialist. Then this person promoted to be an assistant principal at Charles Patterson Middle School for five years from 2009 to 2014. Then this individual promoted to being the principal at Patterson Middle School from 2014 to 2018. Four years. And then for the last seven

056and a half years, from 2018 to 2026, overseeing a $99 million renovation to her alma mater, which she was the leader of. Dr. Cara Trevino has served this district for 25 years. and uh she comes up on the end of her tenure. Uh I just wanted to tell her personally she is truly an amazing individual as a leader. You you can say a lot of things about bad people. You can say a lot of bad things about people, but I'm telling you there's one person I'm not going to let you say anything bad about around me and that's going to be Dr. Carino because she has been amazing. I've seen the work she's done with kids and she is singlehandedly responsible for my niece graduating from clean high school. She pretty much adopted the kid

057and just carried her across the finish line. Uh, and that was not her kid, but she just took to her and said, "Hey, I'm not going to let this child not succeed." Uh, and so for my family, she is like family. And I am just I'm sicker than O Yeller that she's leaving. I'm serious. I am because I think she's a rock star, but I am happy for her journey because of it. I think the sky's is the limit for her and uh and I'm hoping our path will cross again. But to Dr. Cara Trevino, you know, I've been hiding from you because I told you I didn't know how to talk to you about being sad that you were leaving, but congratulations. Uh, and so job well done. Continue to do great things in

058the next part of your journey of uh, educational excellence. So to Dr. Carino, I just say thank you. And that's it. Then I'll pass to Dr. Davis if he's got anything. >> Oh gosh, how do I follow all of that? Great. No, no, no. Great job, board. Obviously, I agree and concur with all the sentiment that's that's been shared here tonight. Uh we know everyone's uh working extremely hard. I I just remind everyone, let's show each other grace as we go through this change. Uh and keep the main thing the main thing. We we know that's about children and providing the very best for these children. For we know and in in the words of Horus man, uh education is great equalizer. We got to give our scholars every opportunity to be successful as they

059exit our system. And again, love you guys. Thank you so much for all that you do. enjoy some time with your family and friends and come back to us healthy and ready to go for round two. Appreciate you all. >> Dr. Davis, this this meeting we're going to determine how great this meeting has been. So, we've called all the close session items. Do we need to reconvene in close session for a few more items or are we ready to move to to Tina Capito's favorite part of the agenda? >> Not tonight, Miss. >> Okay.
