001This meeting of the Marshall Independent School District Board of Trustees is hereby called to order. Let the record show that a quorum of members is present and that this meeting has been called in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. Wish to extend a warm welcome to everyone is here who is here at this meeting of the board of trustees. This is a regular meeting and all items that will be discussed or voted on this evening have been posted as required by state law. As MST board of trustees, we are pleased that you have joined us as we celebrate achievements, set goals, listen to the reports of the superintendent, approve budgets, contracts, and personnel appointments, as well as make policy for the district. We are not here to make management
002decisions or to solve the problems of individuals. Management is the responsibility of the superintendent. This is a meeting in the public, not a meeting of the public. You are a guest and you are welcome to observe and listen. If you wish to address the board in the public comment portion of the agenda, please fill out the public comment form found on the back table and return the completed form to the superintendent secretary. We are pleased that you've taken the time to join us this evening and thank you for your interest in the Marshall Independent School District. Someone would like to open us in prayer this evening as we get started. Please let us pray. Dear heavenly father, we come this afternoon first of all, Lord, to say thank you for this day. Lord, we thank
003you for each person who is here today. For we realize, Lord, that each one of us was made in your image and we are a blessing. And we thank you, Lord, for this day. And Lord, we come to ask you to give us the ability this evening to approach every discussion with open hearts and minds. And guide our words, dear master, in our actions. May we be willing to listen to different perspectives, seek solutions that honors justice and truth. Lord, let our decisions reflect your righteousness. And may we always seek, Lord, to do what is best for our students, for the staff of this district, and our community. In Jesus' name we pray. Thank God. Amen. >> Amen. >> All right, we'll now have our pledges. We don't have any helpers here tonight. We >>
004do not. >> Hopefully, y'all can remember them. I PLEDGE algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Honor the Texas flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible. >> All right. Do you have any public comments? >> No, sir. >> Scott. >> All right, moving along to superintendent report. Dr. Langley. >> Uh, just a few things. Uh, reminder that farm city week is next week, y'all. That's huge for our hundreds of kids that are involved in our FFA program as as well as across the county, all of the students. Uh, if you can't make it during the day, uh, Thursday night is the big barbecue dinner from
0054 to 6 and then the auctions at 5:30. That's always fun to go to. And also, um, we will be having our Marshall High School open house on May the 3. It will start at 1 o'clock. That is a Sunday. I'm very excited about that. And I want to do a shout out to these principles that showed up here tonight and our assistant principles. I gave them a buy. We had a PD day today and I told them I know they were pretty exhausted and if they didn't feel like they could make it, they didn't have to. Look at all these people who showed up. Thank you very much. >> Um, so thank y'all. I appreciate it. That's all I had. All right, moving along to the consent agenda action items. These are our normal
006monthly items. We have a motion on those. So move >> second. >> Have a motion by Mr. Lewis and a second by Mr. Palmer. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? >> That motion carries. Moving along to matters requiring board discussion and action. Item one is to consider and approve the certification of unopposed candidates for May for the May 2nd, 2026 schoolboard trustee election for district 1, four, and five. Miss Scott, >> to initiate the cancellation process, the authority responsible for preparing the ballot must certify the unopposed status to the authority for ordering the election. The authority is a presiding officer of the governing body. The governing body must meet, accept this certification, and issue an order declaring the election canled, and the unopposed candidates elected. In accordance
007with election code section 2.051, an election may be canceled if each candidate for an office that is to appear on the ballot in that territorial unit is unopposed and no at large position or opposed at large race is to appear on the ballot. All three of our seats ran unopposed. District 1, Betty Fischer. District four, Ted Huffines. District 5, Chase Palmer. >> Okay. Will we entertain a motion on that? >> Make a motion that we approve. >> Motion by Mr. Lewis. >> Second by Miss Fischer. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? That motion carries. Item two is considering approved order of cancellation of the May 2nd, 2026 school board trustee election for district 1, 14, and 5. So, in accordance with election code section 2.053, action on
008certification, on receipt of the certification, the governing body of the political subdivision by order or ordinance may declare each unopposed candidate elected to the office. If declaration of unopposed candidates is made, the election for those seats is not held. A copy of the order or ordinance must be posted on election day at each polling place that would have been used in the election. Um, same seats stated as before and I will ensure that the order is given to the elections office. >> Okay. Again, we will entertain a motion on those items. >> So moved. >> Second. >> Motion by Mr. Huffine, second by Mr. Palmer. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? That motion carries. Moving on to education. consider and approve the required revisions for the 2025
0092026 turnaround plan for Davy Crockett Elementary. Dr. Crane, >> how are you? >> Good evening. >> Doing well. How are y'all doing? >> Well, good. >> Um, we did submit our tips and tap for uh David Crockett earlier this year and you all approved it. However, we received a letter. Um I have that attached to the board book from TA that we needed to revise some things for David Crockett for their tap. And so um the tap that we created um is how we are going to provide support due to our ratings with um with David Crockett. And so we have strategies for how we strengthen tier one instruction, um implement effective progress monitoring systems, how we increase teacher capacity, um through coaching and professional learning, and just different ways that we're going to improve
010student outcomes. The main two things per the letter that we needed to revise, we needed to detail more of our milestones. So the original tap that we turned in only had this year's. So we've extended that which that's also attached to the board book of all the things that we've done this year, what we plan to do for next year and even moving forward through 2028. So we gave way more details which is what they were asking for for that. And then they also wanted a little bit more detail for um our resources and our funding sources. So we've detailed that out as well. Um we are working with region 7 service center to help us with they helped us with the tap but they're also helping us with the revisions um to make sure
011that we have everything necessary in that plan and so we are recommending that the board approves those required revisions for David Crockett's turnaround plan and we'll submit it next week. >> Okay, we have a motion on that Adam. So move. >> Is there a second? >> Second. >> Have a motion by Mr. Lewis, a second by Miss Marshall. Way down low. >> All those in favor, please say I. >> I. Any opposed? Any abstaining? That motion carries. Moving on to finance. Consider and approve the MHS auditorium lighting and sound upgrades, >> which is much needed. I believe >> it is. If you've been to any programs lately, you you can understand that we need this upgrade. Uh asking you to consider and approve sound and video solutions to upgrade the Marshall High School auditorium audio,
012video, and lighting. Uh this will be all new components uh in the booth above in the back of the auditorium. New sound console and input systems. Uh currently we have a central loudspeaker system in the auditorium. Uh those will now be one per section. So this you will get the direct sound where you're sitting. Uh some wireless microphone upgrades. Uh new projector and video screen. Uh the new lighting system and power controls. We did recently about 6 years ago replace the stage lighting. We are not touching the stage lighting that was already done. Uh but just the systems that power those. Uh spotlight new spotlights. I believe they are original too. Uh they're going to be hard to get down from where they are up on on the catwalks there, but uh those are original.
013So, we need new spotlights. Uh new microphones for choir. Oh, were you there when those were put in? >> No, I wasn't there. >> I was I said get a welder. >> Oh, yeah. Exactly. Cut them. >> Put a torch up there. >> Uh and then we will also be replacing the house lights. It's pretty dark when you enter the the auditorium now. >> So, those will be all be new LED lights uh to light up the auditorium as you're coming in before the show starts. >> Great. >> Uh uh these would be paid from excess bond proceeds. They are a region 7 vendor. Uh and the project total will be 285200. >> So, does that count all of the at the end of that? I didn't add this up, but where it says addition
014cost, addition cost, all those are are option cost. Is it >> those are that is the total? Yes. Okay. >> We had proposals on there where they were trying to sell us more uh that we removed. >> Gotcha. >> Move that we approve. >> Yes. >> Second. Have a motion by Mr. Huffine, second by Mr. Lewis, and all those in favor, please say I. >> Any opposed? Any abstaining? That motion carries. Did Brad Ash, did you need to vote on that? >> We'll add him as a yes. That's right. >> That's right. >> All right. Uh if there's no further business on this portion, we will adjourn to close session pursuant to government code 551071 and 551074. an open session. We need to consider and approve the personnel matters as recommended. So move >> second.
015>> Motion by Mr. Palmer, second by Miss Fischer. All those in favor, please say I. >> Any opposed? Any abstaining? Motion carries. Item two is to take action regarding the superintendent's recommendation on professional employee contracts. So moved. >> Second. >> Have a motion by Mr. Huffine, second by Mr. Lewis. All those in favor, please say I. >> Any opposed? Any abstaining? >> That motion carries. There's no further business. We are ajourned. >> Appreciate y'all. >> Yep. Thank y'all.
