001Call this meeting to order. Let the record show that a quorum of members is present and that this meeting has been called in accordance with the Texas Open Meetings Act, Texas Government Coach Act 551. This is our yearly uh budget adoption meeting and we will follow the printed agenda. Someone want to offer some prayer? Our prayer warrior is not here tonight. So I don't know if I can do it. I'm grumpy him. >> Grumpy Chase. He thought she >> grumpy Chase will need some words. All right, let's pray. >> Dearly Father, we thank you uh for an opportunity to come tonight and and work for the betterment of our kids and our teachers and our district. And we are just so thankful that you've blessed us uh enormously with u opportunities and with u with

002this money that you've given us. We ask that you help us to use it wisely tonight. We're just thankful for uh your continual providence with our district. Continue to watch over us. It's your son's name we pray. Amen. >> Amen. >> Thank you. >> Okay. First item is Miss Bird and the public hearing presentation of the budget and proposed tax rate. This seems like it has been the longest budget season ever. >> It has been a nightmare. >> Long. Yes. >> Worst. This has been the worst budget. >> Trying to figure it all out. >> Yes. This has been the worst one yet. >> But we are finishing up. Well, of course, the budget drivers were student student growth, property values, attendance, inflation, and legislation. And legislation was the worst of it. >> Oh, yeah.

003>> Now, our property values, I'm I'm showing you here how and and this ties into the way the the rate is compressing. Um, in 20 2022, you can see that our um values went up by 15.55%. In 2023, they went up again by 14.539%. In 2024, they went down due to the um change in the homestead. It went from 40,000 to 100,000, but it went down down by 8.793%. And this year we went down by 1.849% when it went and against the homestead going from 100,000 to 140,000. So our M tax rate, our proposed tax rate is 6623. >> Oh my god. >> And that is >> that is low, but it is the ceiling. It can go lower because the um let me see what the the floor is. The floor is 0.5689. >>

004So it can go lower. Um our debts debt service tax rate is 2899 for a total tax rate of 0.9522. So let's look at what has happened to our tax rate over this time and the the values have been um going up and down a little bit. Um, in 2021 we started out with 9664 and we went down to 9.9634 which was not much of a compression but just a little bit. We went down again to >> and then LA uh in 20 324 we went to 6692 and that was the floor. So the next year we stayed at the same same rate. >> Mhm. >> And now that they've changed legislation even though our property values went down, we did compress because that is the maximum right there 6623. >> And in 2011 it

005was $150. >> Yeah. When remember that? >> Yeah. >> And here's our history. It does show you the history for the last 10 years. So you can see it stayed exactly the same for several years and then it started compressing and now we're we're compressed down pretty low. Our state funding projection is based on ADA of 4401.125. That is where we ended last year and the basic allotment has increased to $6,215 within the the budget. The compensation uh has changed. We have uh classroom teachers step one and two $1,000 annual raise. Classroom teachers step three and four 5,000 annual pay increase. Classroom teachers five years and above 10,000 pay increase. All non-eing positions received a 5% annual pay increase and non-exempt employees also received equity raises. Our health insurance comp uh contribution is $325 per

006month or 3,900 annually for all of our employees. So our general operating revenue breaks down uh local and intermediate sources $22,756,93 and that is comprised mostly of our taxes. state program revenues 31,717,965 and that that is our foundation and also what we call on behalf. So when your salaries go up your on behalf goes up but it's on the revenue side and on the expense side. So it's actually a wash part of that is >> that's the lowest federal program revenue we've ever had. Well, the reason that that is that low is actually was the same as last year. And the reason it's that low is because we cannot uh get as much reimbursements on Medicaid >> because that's that's basically what that is. >> Yeah. >> It almost cost us as much to run

007the programs as it does that money we get in, >> right? We used to get 600 $700,000 from that. But now I mean and that also has like our ROC reimbursement 75,000. >> None of that to title funds, right? >> No. No. >> Mhm. >> It's just it's just strictly Medicaid reimbursement and the ROC reimbursement for their salaries. So, we're only getting about $200,000. And then the US the rest is indirect cost that I take from the other title programs in the food service program. So, that gives us a total revenue of $54,994,868. >> Can I ask you one more question? Where are title funds in the Is that in the state? It does not go into the 199 fund. >> Okay. >> All of your federal programs are 200. >> So that's just 199.

008>> This is just 199. Yes. >> Okay. So the way that breaks down, our federal program revenues are 1% of our revenue. Local and intermediate sources are 41% and state program revenues are 58%. That's a little bit higher than it was in the past. And that's because of TI. I've budgeted in in this in the foundation a million dollars for TIA and also the amount that will be uh reimbursed on those raises the 4,000 and the 8,000 the TRA that is also pushed that number up which is why that is a bigger percentage there our general operating expenses um there is a total there I don't I guess it it's just not showing up up there um by function code, which is how you >> It's in the wrinkle. >> Yeah, it's on there. >>

009It's up there. >> 56. >> It's up there. >> Bottom wrinkle. >> It's 56,657,10026 over there. >> Oh, okay. >> Stop on that one. That's weird. Um so the way this breaks down for instruction it's 56% instructional support 15% central administration 5% district operations 22% and other is 2%. And you know, as we get better, um, I think as we get stronger teachers and our MAV path program gets people really in place, I think the instructional support percentage will go down some and then we can have more going to direct instruction because you I don't think you'll need as much coaching and that sort of things with our pay scale. If we can get those tenure teachers at 10 years and up, I think, and and keep keep them here. our debt service fund um

010our local revenue which is our INS taxes 9,424,770 state is estimate I'm estimating that at $1916477 that will probably be higher but I don't have any way to actually predict that one um and I've got our bond principal 6,585 our interest 3,26,417 and then we have just other debt service that is just our um fees for be okay to service those bonds and that gives us a balanced budget there >> which is different than we have been putting a little up right >> we well we'll put up a little bit anyway because we'll get more state revenue I just don't know how I just don't know how much we'll get because it changes from year to year >> um child nutrition we have um local revenue of um 200,000 state 20,000 and then our federal

0113,675,000 which will bring us a total of 3,895,000. Our expense is uh $4,39,956 which gives us a deficit of $144,956 which they don't ever spend all of their expense. So I'm not concerned about that deficit at all because they also never they also need to spend some of their fund balance. They always have too much in fund balance. So if we go into fund balance there that would be a good thing. >> Okay. >> So our summary of the three um board approved budgets um general fund we will have a 1,662,2826 deficit. I don't think we'll spend into that deficit because of the extra money we have in um it'll be leave without pay and our um insurance the $3,900 that we budget for everybody. Everybody won't take that. So, I'm thinking that's going to

012be about $900,000 right there. So, if we go in it'll be very little, >> okay, >> in reality. Um child nutrition will have the 144,956 deficit and a balanced budget for the debt service. So that would put us at a total deficit of1,8718826. So since we did talk about we might go into to fund balance, this is just showing you our history of our fund balance since 2011. And if you look in 2024, we've done a really good job the last I don't know five years putting money back into fund balance as well as as spending some money because you see it dipped in 2021. That's from the pavilion when we spent fund balance for the pavilion and then it bounced right back up the next three years. So we ended last year at 26,219

013$219,989. So that's a very strong fund balance. We will take a hit there. We'll probably five five and a half million for the um stadium this year. But still that puts us way above our optimum. Our optimum using last year's, you know, 3 months is 13 million. So we're still going to be in really good shape there if we do go in a little bit. So the budget highlights, we did reduce funding for our vacant positions. So that does make us, you know, a little bit tighter budget. Um, but we did add master stopins for non-ad administrative campus employees of $2,000. Our teacher incentive aotment, we budgeted a thou a million dollars on for that. Uh, classroom teachers step increases for one and two, we raised that by a,000. Uh, classroom teachers step three and

014four, $5,000 raise. Classroom teachers uh, five and a and more and a greater $10,000 raise. All non-eing positions re received a 5% raise equity raises for non-exempt employees. Our student meal travel meal prices went from $850 to $10 and we changed to PDIM being implemented for our employee travel. So those are all the big highlights of our budget >> on your on the uh fund balance. I know you do you have that invested? I'm sure you do. Oh yeah. >> We make a lot of interest on that. Is that part of the reason we see that? This is Yeah, this makes a lot of money. >> We make We make a lot of interest. What I do is I I keep a very minimal amount at uh Texas Bacon Trust. I sweep it out daily.

015I'm I'm moving money back and forth between one of the pools. >> Okay. >> And I just keep what I need and then when I need it when I need some back, I'll pull it back. But, you know, when you're talking about $5 million, two or three days worth of interest, it pumps up your interest. Yeah. >> For sure. >> And I looked the other day Yeah, >> we're probably going to have 1.5 million in interest just on the um bond funds >> again to add to that million we already have set aside. >> But our on those funds we don't get uh what's that little word you used the other day >> on these funds we don't have arbitration but on on bond funds we do have arbitration. >> Yeah. See the IRS always

016wants a little cut. So >> So that is all I have. Is there are there any questions about any of that? Well, that looks good. >> Thank you. >> All right. Administrative reports. Notice of intent to apply for phone free schools grant. Dr. Crane. Good evening. So the purpose of the uh phone free school grant is to support school systems in complying with HB1481. And so those grant funds will be used to purchase secure storage solutions and implement the infrastructure necessary to enforce personal communication device ban. And that expected amount um is $17,000. Okay, we'll take it. >> Thank you. All right. Matters requiring board discussion action. Item one is consider and approve the change order for RLM for the sidewalk and lighting reconstruction. Mr. Chilco. >> Good evening. Good afternoon. >> Uh you have

017I have uh given you the packet that I believe you have all seen before about the sidewalk reconstruction. Uh we have met to discuss uh the opportunities to approve a change order with the RLM. Uh the sidewalk and lighting reconstruction project uh would add a 5-ft sidewalk from the corner of our new auxiliary gym up to the baseball facilities, softball facilities. Uh it would add extra crosswalks along Maverick Drive. Uh we would have approximately 15 lights down Maverick Drive from the auxiliary gym up to baseball for street lighting. There would be three additional lights in front of the school. One at the gymn two at the gym auditorium area and then one alongside the flag pole. We would add lighting there. There would be two additional lightings uh in the senior parking lot to uh

018brighten up that area. We have one existing light that we would uh improve and add lighting to as well that's already in that uh parking lot. >> And we're covering the new gymnasium. Well, >> yes, >> with lighting. >> Correct. There's already two or new lights there that went in with the construction. We would be adding two more closer to the existing gym and auditorium and then one more along by the flag pole. So there would be total of uh five new lights along the front of the high school. >> And just a little aside, I asked Mike Miller and Brad Ash to go to the city's meeting that they're having tonight. City council is meeting tonight and the deeding of Maverick Drive is on their agenda. >> So they are meeting >> I think

019it starts at 6. Mhm. >> And so they are there representing MID. So just hopeful. Hopeful. >> Yes. Uh so this change order one would be for RLM construction for an additional 598,084 for this construction. Uh so uh it is recommended that you approve this change order. Uh if you so choose the budget would be from excess bond proceeds. I got one question for you, Andy. On that >> the page 47 48 the >> area in front of the gym that they're going to try to clean that up and take that paint off. >> I I read the swift cleaning bid and it said they they don't know if that's going to come off. What if it doesn't? What happens >> for the exit the the crystization that we're seeing now? >> The map that's

020there. Oh, world map in front of the >> um then we would have to continue to power wash and maybe resurface it with some kind of coating, whether it's an epoxy coating. >> Uh some kind of clear coat that would not clear, but that would cover that. Yeah. >> Over it. Yeah. >> Yeah. >> It just says in the bid, we'll attempt to remove the paint when we pressure wash, but we are doubtful that >> I think they're covering themselves, but I I think the paint will come up. >> Oh, okay. >> I hope so. >> It's old. >> Yeah. Yeah, it's been there. >> I'll make a motion we approve as presented. >> Second. Motion by Mr. Palmer, a second by M. Marshall. All those in favor, please say I. >> Any opposed? Any

021abstaining? That motion carries. Item 1B is considered and approve the donation of athletic equipment. >> Yeah, we ask you approve the donation of some unused, damaged soccer goals that we have that are sitting at the junior high. We'll get them out of that field. Uh, we would like to donate these to the Northeast Texas Soccer Association. >> Okay, sounds good. We have a motion on that. >> Move that we approve. Second's presented. >> A motion by Mr. Medina and a second by Mr. Palmer. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. Moving along to finance. Consider and approve the final budget amendment for 24 and 25. And what I'm doing here is I'm just moving funds around to um hopefully ensure that we don't uh have a

022negative in any function code because if you have a negative in a function code even by one penny, it's a finding on your audit. So I usually try to pump up the function code so that any of our audit entries or any uh invoices that might show up that don't have a PO, that does happen sometimes, um >> that we can cover those. >> Gotcha. Not supposed to. No, >> you're not supposed to, but you know do that sometimes. I uh ask that we approve the final budget amendments for 2425 as presented. >> Second. >> Have a motion by Miss Marshall and a second by Mr. Medina. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? That motion carries. Item two is consider and approve the 25 2025 tax roll.

023>> Yes. And and this is just uh the numbers that we looked at earlier. I've got the the taxable values here for you on the action sheet. There's it's two 2 bill990 million 21,27 is your taxable values. Your frozen values are 58,928,345. So the total value after adjustments is 2 bill931,92,882. That's actually up from last year. >> Yeah, it is. >> It is. >> Okay. Entertain a motion on that. >> So moved. >> Second. >> Motion by Mr. Marshall and second by Mr. Medina. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? That motion carries. Item three is considering approve the 2526 budget adoption. And I would just um recommend that you approve the general operating debt service and child nutrition 2526 proposed budgets as presented. >> Make a motion

024we approve the proposed budgets as presented. >> Second. >> I have a motion by Mr. Palmer and a second by Miss Marshall. All those in favor please say I. >> I. >> Any opposed? Any abstaining? That motion carries. Item four is to consider and approve the ordinance setting the 2526 tax rate for MISD. Uh and we would uh recommend that you um approve the proposed tax rate. The total rate of N522 which the breakdown is uh 6623 for maintenance and operations and 2899 interest and syncing. >> Make a motion we approve the tax rates as presented. >> Second. >> Have a motion for Mr. Palmer and a second by Mr. Medina. All those in favor please say I. I. >> Any opposed? Any abstaining? That motion carries. If we have no further business, we are

025staff. >> Thank you all.
