001This meeting of the Marshall [clears throat] Independent School District Board of Trustees is hereby called to order. Let the record show that a quorum of members is present and that this meeting has been called in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. We wish to extend a warm welcome to everyone who's present at this meeting. This is a regular meeting and all items that will be discussed or voted on have been posted as required by state law. As the MISD board of trustees, we are pleased that you have joined us as we celebrate achievements, set goals, listen to reports of the superintendent, approve budgets, contracts, and personnel appointments, as well as make policy for the district. We are not here to make management decisions or to solve the problems of
002individuals. Management is responsibility of the superintendent. This is a meeting in the public, not a meeting of the public. You are our guest and you are welcome to observe and listen. If you wish to address the board in the public comment portion of the agenda, please fill out the public comment form found on the back table and return the completed form to the superintendent secretary. We are pleased that you have taken the time to join us this evening and we thank you for your interest in the Marshall Independent School District. Would someone like to open us in prayer as we get started this evening? Please. >> Let us pray. Heavenly Father, Almighty God, we come this evening first of all, Lord, to say thank you. Thank you for this day, dear master. Thank you that
003you allowed us to come out to this meeting today. And as we come together today, dear Lord, we ask for your guidance in our lives. May your goodness and love be present among all of us this evening. Bless our gathering, Lord, with unity, hope, and vision. And dear heavenly father, we ask that your blessings rest upon us and that you give us wisdom and vision and help us to be enthusiastic for our work. Lord God, I ask for you to continue to bless the efforts of our staff, our administrators and teachers as well and guide us Lord always by your holy spirit. We ask this in the name of Jesus. Thank God. Amen. >> Amen. >> Thank you Miss Fischer. We will now have our pledges. Do we have some helpers this evening? we do
004is Paisley Robbins from Price to Young, a fifth grader here tonight. >> Paisley, will you please come up? We also have two other guests. We have Peter Bias who's in kindergarten. Come on up here, sweetheart. >> Then we have Elias in second grade. Now, y'all brother, sister. Okay. All right. Now, what we're going to do is we're going to turn right here to this flag and all three are going to start us in the United States flag. Okay. The pledge. You ready? >> I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> All right. And now we're going to go in and order from kindergarten and then sack 10 and then cut and we're
005going to go right down here to the Texas flag. You got it. You >> got it. [laughter] >> All right. And we're going to do the exact same thing. We're going to turn towards the Texas flag and y'all are going to lead us in that one. You ready? Go ahead. Honor the Texas flag. I aliance to the Texas. One state under God. One and indivisible. [applause] [cheering] >> Car. And I've got a little gift for you here. Now, do any of y'all know what Juicy's Hamburgers is? >> Oh, boy. >> There's Coast McDonald's over downtown. >> Well, [laughter] they are giving you $25 gift card >> and also we're going to give you a award for being such fantastic pledgers from the school district. So, this is your $25 gift card. Welcome. And trail your
00625 and tia here's yours. All right. And now let me give you your cards. And this is said this says pledge leader. This certificate is awarded to Pias student at Christy Young Fine Arts Academy. Thank you for your work today. >> [applause] >> King Trailus, this certificate is awarded to you as a student at Christ Fine Arts Academy for being a wonderful pledge leader today. And this is for Miss Paisley Roberts, pledge leader. This certificate is awarded to Paisley Roberts, student at Christ Young Fine Arts Academy. Oh wow. [applause] >> Not yet. All right, everybody. >> Okay. Ready? 1 2 3. All right. 1 2 3. Got it. All right. Thank you. Thank you. >> [applause] >> need to hang out here for just a minute. [laughter] >> Bring those for your mom or what?
007[laughter] OKAY, FOR THE EXTRA MILE for our presentation this night, we will recognize an educator for Christ fine arts academy proud student service to our students at in the classroom or during the school and we are going to read the nomination for Langley the campus principal of Christy Young and I need Miss Jennifer Brand to PLEASE COME >> [applause] [laughter] >> WELL, I'M GOING TO LET YOU know you are getting an actual $50 extra gift card to Juicy. Your extra mile certificate. Thank you. >> But most importantly, I want to read what Mr. Lang has said about you. Miss Brandon is administrative assistant at Christy Young Fine Arts Academy. She is what the extra mile award is all about. Miss Brandon is the heart of Christ Young and she shares that with everyone in the
008district. She has been going to other campuses to train new receptions and administrative assistants this year because she exemplifies the customer service that MISD needs. is always looking to help anyone who comes into our office, steps foot on this campus or call. Mrs. Ran has a warm greeting, kind words, and a solution. I've been blessed to have Miss Bran as my right hand for 5 years now, and that is truly what she is because without her, I would be lost, as would the rest of our campus. She runs our fundraisers, schedules our fun days, and everything else in between. She's a comedian, a counselor, a leader, a teacher, a mother, and a friend. I can think of no one more deserving of this award than Jennifer. Miss Brand is Christy Young and we are blessed
009to have the privilege to work with her. Thank you, Miss Brand, for everything you do for Christ. [applause] So many people now Jennifer is going out and helping other people learn how to do the the same she does. So very very thankful for doing that. All right. One, two, three. >> Got it. >> All right. All right. Thank you. >> All right. Moving along to our public comments. We have one public comment this evening by Mr. Berdau. Come on up. You can come to the microphone here and you'll have 3 minutes to >> Yes, sir. >> what you want to talk about. There's a timer up there for you. >> Oh my god. >> Yeah, I know. >> How's everybody doing? >> Good. Thanks for coming. >> I'd like to address the board. My name
010is Oscar Berto. For everybody here, uh, and I'm here with my wife, 44 years, Miss Deborah Berto, a retired educator. My daughter's here. Listen, there's something going on within the school district and that probably all of y'all know it that involves my grandson and I came over and I had a meeting with Miss Langley and Mr. Chilco. I have some reservations pertaining that meeting. I'd like to address the entire school board or individual at some point that make can make things better because as a person who spent 20 years policing started out in Fort Worth, Texas and spent the last 16 years in the city that I'm currently the mayor in as police chief and now the mayor been a public servant all my life. But right now I'm at that point where that Robert
011Frost poem is where two roads diverge. Which road should I take? one less travel. I'm trying to take the best road I can take because of what happened to my grandson and some information I have and I'm g say to people here the school to school board when something happens dig deeper because to me there's been some damage control there's been some things done wrong and I'd like to discuss it directly somebody with the intent of making sure that that doesn't happen again and maybe making some things better changing protocol doing something positive cuz at the end of the Today it boils down to perception. And I'm going to say this. My grandson suffered something tragic to me as a child, 14 year old. I suffered something tragic to me at nine and at 14.
012And it was from an educator. But I had the direction of my grandmother, my grandfather. So what I told the police officer at 9 years old when he shoved my grandmother, I said, "One day I'm going to be a policeman and I'm going to see you again." And I did. And I walked up to him. He didn't know who I was. And I said, "Sir, I'm the person that you pushed grandmother, an educator who tried to get me expelled from school." Later on, he hired me as his security while I was a police officer. And I did it for a year. And I finally sit down and talk to him about it. Some kind of way, it made things better. But with my grandson, I got to live the rest of my life knowing that
013he knows me. That he can't come to me and cry to me about this because he knows how protective I am been a protect and a servant. Some say this to the school board, dig deeper. All the paperwork and the damage control is fine. And the worst thing that happened to me in this is that somebody called my daughter and tried to imply that my grandson was rude. He they looked I feel like this. They looked for something to negate what happened. And I've done damage control as a mayor in the last 5 years when police officers done something horrible. I did damage control for the city, but that officer never worked. So, [music] >> wow. That's really new. But we have that at at my city council meeting. We have a 3minut limit, but
014you know, y'all might can't. But I let people speak and get out what they need to say because we're all inextricably intertwined. And I understand that the meeting has other processes. But I'm going to say this. This has been devastating to me, maybe even more so to my grandson. And what I want y'all to do is remember Oscar Berto, the mayor right now at the city of CUNI. And I'd like to individually or collectively sit down and talk. And the things that were so negative to me, I think we can make them better, a lot better. And once I have an opportunity where I'm not so upset to sit down and explain to you, then I think clearly whatever our life perception is or whatever our thought process on life is, it doesn't work if
015there's a wall. If we come together and you understand me and I understand you and we both look at it from an unbiased perspective because this has to be better than what happened to my grandson and you know I don't know what else to tell you. I just wished I wrote my phone name on there and I got my city email on there. >> Sure. >> And I've been retired for years. And as a person who made the last appointment to Iraq in '04 and laid in a ditch with a broke hip in four places and beg God, please let me get back to America. Even if I die, let me die inside of America. I never thought that I would go through this with my grandchild. And my wife and I, we don't even
016discuss it much cuz that's how bad we feel. But there are some particulars involved in this that I really think the school board and everybody else needs to understand. When something happens, somebody you go to them a certain way. And I don't know, maybe I can get some guidance from y'all on what to do and how to take care of him from this point forward so that he can address it and not carry it for 18 years like I did. and to go back to that person. See, it can either devastate a person or motivate him. I'm trying to make sure that this don't devastate my grandson and it motivates him to one day come back here and be the athletic director because I don't like the way the athletic director handled. You do not
017allow the actor who was assaulted the victim to walk them to their mother. >> Okay. So, can y'all understand me? >> I do I do understand you. We we can't respond in this setting, but we do have your information and we'll make sure that it gets. >> So, will somebody please allow me to sit down and talk to somebody and at least vent and explain to them some things change from a police perspective and a mayor's perspective. I understand things happen. >> Sure. >> And sometimes we don't get involved or we don't care until it happens to us, but I've always been taking care of other people's problems as a police officer, as a mayor. And this time I feel like I'm standing on an island alone because nobody else cares. >> Sure. >> And
018I just want to know for sure that somebody cares. And when I give them the plan I got cuz I'm letting my daughter handle this for now. But I got some plans and I had wanted to do some things with my media guy and set up a TV appearance and everything else to bring this all out in the open which may not be the best thing to do. >> Sure. We we'll make sure that that that happen. somebody will get in contact with you. >> Yes, sir. Thank you. >> Thank you for coming. >> All right, moving along to the administrative reports. Item one is a Marshall Education Foundation update. Miss Godwin. >> Good evening everyone. >> Hello. Okay, so we haven't quite given out our grants just yet. We thought tonight would be a
019good time to give you a little state of the foundation update, where we are, what we've been up to, and what's ahead for this school year. So, first off, um, applications are in, they've been reviewed, and we are ready to roll. We hope to distribute grants the week after Thanksgiving. And we always joke, let me tell you, it's always a blast. like Oprah meets Christmas morning, but with more spreadsheets and less confetti cuz Jessica won't let us do the fun stuff. So, um, this year we have the capacity to give away about $80,000 again, which is pretty impressive. I said it before, I'll probably say it thousands of times in my years to come, but I'm proud of us. It's pretty cool to know we can do all of that without any paid staff, >>
020just volunteers. Um, of course, without Jessica Scott, I don't know what we would do. She's our bridge and our handh holder and our glue that she does all these things for us. So, um we received 158 applications this year, which we think is a record. We we're pretty sure um every campus was represented, which is always cool to see. The ideas were creative, thoughtful, innovative, all the things. Um I wish I could spill the beans, but you know, we love a good surprise. So, um, from Little Mav Academy to the high school CTE program and everywhere in between, um, it's pretty cool to, um, see the educators so engaged and dreaming up ways to enhance their classrooms, um, and enhance, uh, student learning. So, just a sampler of some of this year's grants. There will
021be some experiences, STEM activities, PE enhancements, and my personal favorite, music, just to name a few. So, uh, this year we also had the privilege of working with Dr. trained during the review process and her insight with curriculum just helped us to align our funding with the curriculum goals which means we feel like we're not just giving but we're giving with purpose. So that collaboration made a really huge difference and we truly feel like we're making an impact which by the way I think y'all are very very blessed and lucky to have Dr. Crane in case you know that. Just wanted to point that out. Um one thing is always clear when we read these applications and that's the passion our teachers have for their students and their craft. It's undeniable. We're so blessed in
022this district to have educators who go above and beyond. We're proud to support a district that's thriving, resilient, full of heart, and our community is always stronger together. And we're here to help fuel that in me. So, to our board members, thank you. I say it every time, but I know it's a thankless job, and I know it's free, just like the mayor job, I know it's also free, and and you have to spend lots of time doing that, but it's very, very appreciating what y'all do is important. So, thank you for your support at MEF. And if you want to try uh join us on grant giveaway day, uh let me know because it's always fun and it's always good time to see what's going on in the district. >> Let us know when
023that is, please. >> Okay. Be glad to. And then after after we do all of that, if y'all want to know what I'm happy to appreciate. Thank you, Chris, very much. Thank you. >> All right. Item two, superintendent support. Dr. Lane. >> Well, just a couple of things. First of all, uh Mr. Carter called me today and said it is our first basketball game at Marshall Junior High School tonight and I feel like I need to be here. So, I wanted to pass that on first of all. Excited about first game uh for the the basketball team there at the junior high and hope that they do well tonight. But that is where Mr. Carter is. The other thing, this is really not a I guess it is a report, but just a little scare
024we had at David Crockett today. Wanted to follow up on that. uh air conditioner unit went out up on the uh south side of the school um just in one classroom. You know, there's a separate unit for each classroom, which I think is wonderful, especially when something like this happens. The unit went out and this smoke started being pushed into the classroom from that unit. Um got all of the kids out because we weren't sure exactly what that that had happened at that time. Uh Miss Meals and her crew did an amazing job uh getting all those kids out. was lunches were being served and everything else. So, they did a great job. Uh fire department was called. They did realize, oh, it's a um fan that's gone out. Um within about 45 minutes after
025they cleared it, uh our maintenance department had that fan changed out and the air conditioning was working for that classroom. Kids were back in school. We did send out um several different u messages uh thanks to Darby Carlile uh getting that information out via social media, emails, text messages, and we did tell parents that if they needed to, if they felt like they needed to to come pick up their child, uh how many I know when I left there was probably about six. Did you have a whole lot more than that? >> We had about 25. 25 that you know sometimes you know if your child has allergies or um asthma or anything like that. I really thought it was important to let our parents know that they could do that if they didn't want
026them to be there in the smoke. So um of course she's got over 500 kids. So uh having you know 25 check out that's not a huge amount but thank you so much uh for that and I thank Marshall Fire Department and our maintenance department for all they did. >> Perfect. Thank you. >> All right moving on to the consent agenda action items. Those are the same items that we discussed on last Tuesday. We'll entertain a motion for that. >> I move that we accept the consent agenda items as presented. >> Second. Have a motion by Miss Marshall and a second by Mr. Medina. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. Matters requiring board discussion and action. board. Item one is the uh TASBY policy update
027126 for all of these various things that are thousands of pages long. >> Um we discussed those and they have been available if anybody has chose to read them. >> That's right. >> So we have a mo we need to entertain a motion for that and there is motion language on that. I make a motion the district accept update 126 with the exceptions of the updates to local policy DGBA and FNG related to the district of innovation plan that was adopted in September of this year. Second [clears throat] have a motion by Mr. Palmer and a second by Mr. Lewis. All those in favor please say I. >> Any opposed? Any abstaining? That motion [clears throat] carries. Item two is considering possible action of the Harrison Central Appraisal District selection ballot. Um this is we
028do this every few years. Mr. Palmer and Mr. Huffines have been on this board the last several years. Mr. Palmer is stepping down this year. So Mr. Huffines uh is choosing to stay on. And we have also nominated another local individual, Jacob Fulbright, to hopefully represent us. So there's the vote breakdowns are on page 1648. Shows you that we have 1218 votes. Um, a thousand votes guarantees a placement on there. In the past, we have kind of split our votes and we have still been able to get two people on there. Um, we often sure want to be on there cuz he is on the board. So, I don't think we have to do at least a thousand. We could do a little more than half. Um, I think we talked the other day 750
029maybe something like that. Mr. Palmer, I think talking about that. >> I think that's what we talked about in the last beat of Mr. Fullbrider. I think we talked about uh 750 and 468 if I remember correctly. And Jessica, [clears throat] how much last year did we receive? Do you recall? >> I'm sorry. I didn't bring those notes with me from I've got it last year. Uh Mr. Tiller had a little over a,000. Ross Brown had 881. Mr. Palmer had 746. Mr. Ruffines had 653. And then the next two from H Hall, they they both had 625 and only one of those was able to get on there. So probably uh I mean just roughly probably 650 would >> see if Halls would typically and they have the same people again. They they typically split
030theirs, but 650 will probably get one of us on there, which would be a little more than half, but anything over that would for sure get fines on there. If some of the other entities that have a small amount of votes, if they would um I have not talked to the city yet, but they haven't voted yet. If they would give us votes towards uh our selections, then we should be able to get both of them on there. You just can't guarantee that. So if you did 700, it would make the other one 518. Correct. Anybody got any thoughts? Y'all are awfully quiet. [laughter] >> Well, I' I'd like to make sure we got somebody on there. So if we need to split it that way, that would be good. Historically speaking, 750 should absolutely
031>> Oh, yes, for sure. Guarant probably 650. >> That's 750 for sure. How much did Mr. Tiller get last time? 126. And there's five spots. Correct. Correct. And the fifth spot got how many? >> 625. Fifth and sixth both got 625. They had to do a draw. >> There's 5,000 votes total. >> Ted, what do you think? >> I think you're on the right track. >> 7518. >> Sounds pretty good cuz you you get some from the city for for I think you >> Yeah. You're in pretty good shape. >> That's more than enough. 7518, you think? >> Yeah, 7 is, I think, plenty. Make sure get Mr. Huff on there. [clears throat] Well, I'll make a motion that we allocate our votes. 700 votes to Mr. Huffiness and 518 votes to Mr. Fulbright. I
032would ask someone to check my math as I'm notorious for not doing math correctly. >> You're right. >> There's a banker down there. >> If Hold on just a second. >> Is our 1218? >> Yes, sir. What are those going back to the wrong thing? >> Hel is just they could do something totally different. They typically split theirs. If they split theirs then um >> 5 40 >> as long as we had >> 46 48 48. >> Yeah, he did 650 to Mr. Huffiness and then five the difference to Mr. Forbot. They'd probably both get on there assuming Halls will split >> split their votes but you know they go do something different on we can't guarantee. All right, >> we'll be safe. >> There's also just [laughter] another point is there's eight people available
033this year and there was 10 the last time. >> Oh, >> that's going to change it a little. >> Yeah, I can change that. >> You may want higher number. >> You may want to say 750 and 468. >> Yeah, do that just to be safe and then we can talk to the other entities. I'll amend my motion. 750 votes for Mr. Huffiness and 468 votes for Mr. Fulbright. >> Second. >> Okay. I have a motion by Mr. Palmer, second by Miss Marshall. You have those totals, Miss Jessica. >> Okay. >> Yes. >> Okay. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? That motion carries. Moving along to education. Item one is considering approve the 2526 targeted improvement plans for Christ. Young and Marshall Junior High and the turnaround
034plan for Rocket. Dr. Crane, >> good evening. >> We're asking you to consider and approve our 2025 2026 um targeted improvement plans for Price T. Young Fine Arts Academy and Marshall Junior High. And then we have a turnaround plan for David Crockett Elementary. And so as a reminder, the targeted improvement plan or the tip are for campuses that are um identified as comprehensive support or targeted support. And then the tip or the tap the turnaround plan is for campuses that have received a F rating two or more consecutive years. So for the targeted improvement plan, we have Price T. Young and Marshall High, Turnaround, David Crockett. Um with this plan, we have been working with the campuses and we have been writing these plans um for a little bit over a month. So we feel
035ready to submit. I have it in the board book in detail. The workbook that we've been using um it is submitted through TA on IAM um this year. And so with that plan um we are looking at the performances in domain one with student achievement, domain two with school progress and or domain three closing the gaps. And so as we have been drafting this plan, of course the goal is to always strengthen our tier one instruction. Um, we want to make sure that we're implementing effective progress monitoring systems and ways to increase teacher capacity through coaching and professional development to ultimately improve student outcomes. And so in that plan, uh we also um we've included those new instructional programs like I Ready, um Blue Bonnet Math, as well as a monitoring, um system that we
036now have through Kickup, um to provide dashboards for um coaching, professional development, and evaluation. So all of that has been included in both of those plans um and of course making sure that we are in compliance with the accountability requirements. um across state and federal support. So some of that is really targeted toward the federal support for domain three um if there is targeted and that's what Price Too Young is under because as you know they received a C rating for last year. So they still have some targeted support areas that we're working on. >> Okay. >> Any questions? I make a motion we approve the plans as presented. >> Second. >> Okay. Motion by Mr. Palmer, second by Mr. Medina. All those in favor, please say I. >> Any opposed? Any abstaining? That motion
037carries. All right. Moving on to finance. Consider and approve recommendation of lease of oil and gas development of contiguous properties. Mr. Jillo. >> Hello. So, I have a resolution for you with uh seven or eight different uh items on it. uh your >> committee to uh the committee to pick a bidder from our RFB uh to give approximately 150 acres for mineral and oil release met. Uh we did have one bid come through the committee scored the rubric, chose uh the bidder uh that did meet the timelines uh for this bid. Uh after we met and recommended this bidder, uh we received the business office received an email from Marshall News Messenger that they had not correctly advertised this bid for 3 weeks. They did the first two weeks and did not advertise the third
038week. So, uh the advertising did not meet the statutory requirements. Um, due to the failure of the Marshall News Messenger, uh, we recommend that you reject all bids, uh, for RFB 2025-2. Uh, we also ask that you, uh, allow to begin the new bidding process, uh, the exact same process that we've done twice. Um, ask that you delegate authority to the superintendent to give notice to the new leasers of the land and publish this notice for three more consecutive weeks. uh ask to delegate authority to the superintendent uh to have the scoring committee to receive all bids. Uh we ask that you allow the superintendent to negotiate a lease for this minerals after we accept a bid uh and then that the superintendent is allowed to sign an execution of the lease uh and then
039obtain any surveys and appraisals considering the lease. We would then bring this back to you in December with uh a scored rubric recommending a new mineral lease uh with an executed contract. >> Okay, we have motion language there if someone would like to make a motion. I move that the district approve the resolution which specifically rejects all bids for the improperly advertised RFB 2025-2 is also authorizes the leasing of all 43 tracks specified and delegates the authority to the superintendent and her scoring committee to carry out the process. >> Second have a motion by Mr. Huffines and second by Miss Fischer. All those in favor please say I. >> Any opposed? Any abstaining? That motion carries. All right. We'll now adjourn to close session pursuant to Texas Government Code 551071 and 551074. [snorts] All right,
040we are back in open session. Item one, we need to consider and approve personnel matters as recommended. We have a motion on that. >> So moved. >> Second. Motion by Miss Marshall, second by Mr. Lewis. All those in favor, please say I. >> Any opposed? Any abstaining? That motion carries. Item two, deliberation and possible action concerning the termination of the employment and contract of an employee for good cause and to delegate authority to the superintendent of schools relating to board action. >> I recommend that the employment of Mason Height be terminated for the reasons stated in the notice of the proposed termination. I move that the employment of Mr. Mason Height be terminated for just cause by the recommendation of the superintendent and that we authorize the superintendent to sign the notice of termination that
041contains the reasons for the proposed action. >> Second motion by Mr. Huffines and a second by Mr. Fischer. All those in favor please say I. >> Any opposed? Any abstaining? >> Motion carries. >> I move that the superintendent or her designate be authorized and directed to deliver or send the notice of termination to Mr. Mason Height. >> Second. >> Have a motion by Mr. Huffiness and a second by Miss Fischer. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. There's no further business. We are journed. >> Thank you all. Appreciate it.
