001Heat. Heat. Heat. Yeah. Heat. Heat. Heat. Yeah. Heat. Yeah. Heat. Oh, heat Yeah. Heat. This regular meeting of the Marshall Independent School District Board of Trustees is hereby called to order. Let the record show that a form of members is present and that this meeting has been called in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. We wish to extend a warm welcome to everyone who's present at this meeting. This is a regular meeting and all items that will be discussed or voted on this evening have been voted as required by state law. On behalf of the Marshall ISD board, we are pleased that you have joined us as we celebrate achievements, set goals, listen to reports, approve budgets and contracts, personal appointments, as well as make policy for the district.

002We are not here to make management decisions or to solve the problems of individuals. Management is the responsibility of the superintendent. This is a meeting in the public, not a meeting of the public. You are a guest and you are welcome to observe and listen. If you wish to address the board in the public comment portion of the agenda, please fill out the public comment form found on the back table and return the completed form to the superintendent secretary, Miss Jessica Scott. We also ask that you silence all your cell phones. We are pleased that you have taken the time to join us this evening. We thank you for your interest in the Marshall Independence. Someone would like to open some prayers as we get started this evening. Let's pray. Heavenly Father, we come before

003you today. We just thank you so much for who you are and the fact that you love us and provide for us. Thank you for all the work that you're doing through our uh our teachers and our administrators and staff through our to help our students be successful. Thank you for the opportunity to celebrate those successes and we just pray that you continue to watch over every person in MID. you would uh again allow our students to flourish, allow our teachers as they work, give them the energy and the wisdom and discernment. Just help them to do your very best job they can guide us through this meeting to make good decisions that are in the best interest of every student that we have and it will benefit every student that we have. Thank you,

004Dr. Langley and her staff and all that they do to guide and direct uh MISD and lead us in the in the proper direction. We love you. before we've ever high school represented and I need to please come up here. He is also on my student advisory council which was very important to the district. Uh Mr. Deon Carter, please come up here. And also Miss Via Simmon, will you please come up? And uh these three fine students are students at Marshall Junior High School. I saw Mr. Carter in here somewhere. There he is. Uh hand handpicked uh by he and his staff. And what we're going to do, guys, is we're going to walk through this in we're going to start with United States flag and then we'll head down here to the Texas flag.

005So please step up there on that stage. All three of you. Whenever y'all get ready to start us, then we will follow you all. I aliance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all the way history. Yeah. Now, Mia, we're going to have to get yours to you. I don't actually have yours, but I promise we will get yours to you this week. We do have two little gifts here for you all. Get this out of here. And uh we are very thankful, first of all, Deon Cart for you being here, the pledge leader. You stand right over here. says, "This certificate is awarded to Devon Carter, student at Marshall Junior High School, for being a

006pledge leader for our board meeting tonight. And you also thank we're thankful to Juicies for a $25 gift card. I'm going to give that to you. Don't let your family check that away for me for you." And then also to Kamaria, some people know me on better SCP, but I always go by this formal name. And um this certificate is awarded to Marian Perry, student at Marshall Junior High School, for also being a pledge leader tonight and also $25 gift card to you. And thank you. And again, Mia, I'm sorry about it to you this week. Okay. All right. Thank y'all so much. I know you want to be here. All right. Thank you. All right. Next, this is always a fun time. We have our extra mile award that we will be presenting tonight.

007Actually, y'all are going to have to be very patient tonight because we have a lot of awards to give out. And um I don't know if you all know this person, but she truly is an outstanding representative for the extra mile award. She is a teacher at Marshall Junior High School. And I need to see McCarti. Please come up here. She is phenomenal. is nominated for this. And I'm actually going to go ahead and give you your award. It's the extra mile award proudly recognizing Von Mccardi, staff at Marshall Junior High School. And you actually are giving a $50 gift card TO all family there. So there you go. All right, let me read this. I'll read you the nomination from Nate Carter, campus principal at Marshall Junior High. It is my privilege to recognize

008and honor Miss Ivon McCarti as the extra mile recipient. Mrs. McCarti has been a teacher for several years and many of which for Marsh were with Marshall ISD. She currently serves as the lead teacher for 8th grade English. Miss McCarti never complains and always ready to work. Her ability to build relationships is unfathomable. Students gravitate to her because of the way she treats and educates them. However, her service nature doesn't stop there. We have multiple young English teachers. Mrs. McCarti has become an invaluable mentor to them all. She doesn't force herself on anyone, but she makes it known that she is available to assist them in any task. If she sees a struggling teacher, she is sure to offer them words of encouragement, followed by a possible solution. She prides herself on her work, and

009she takes it personally each year when she receives a new group of students. The hard work of Mr. McCarti is a great example of why Marshall Junior High is so special. Thank you, Mr. McCardi, for all that you've done, are doing, and will do in the future. Thank you, Miss McCarti, for going the extra mile for our students at Marshall Junior High School. I have to say, I've seen her teacher many, many times, but we were just in her classroom last week. I could stay in there all day long and just watch her teach. So, you're still doing a fantastic job. Thank you. Did you get a picture? Yes. Okay. All right. Thank you so much. All right. We have so many things to celebrate with Marshall ISD tonight. Um, you all are just going

010to have to bear with me as I give out these accolades to various um people and groups. And first of all, I would like Mr. Jerry Hancock and Sir Trey Young Smith to please come back. This is one of my very favorite awards that I've ever given out as superintendent. I just got to say this and I'm playing this. Um I I'm going to try not to get choked up. Sometimes I get emotional up here, but I'm going to try not to do that. Are there any other Are there any other me students? I mean X teachers here staff. Y'all come on down. Y'all come on up here. Stand by this young man. Come on. All right. Now listen to this story. During Zravon Smith's second period English class at Marshall Early Graduation School, which

011in Marshall we often called Megs, just for short, on January 12th, Zatravon demonstrated extraordinary bravery and selflessness. When his teacher, Miss Lewis, suddenly began choking on a piece of candy, Mr. Travian didn't hesitate. He immediately stepped into providing life-saving assistance and helping her clear her airway until she could breathe normally again. Amen. We want to thank the Trayvon for his courage, his character, and his willingness to act. He is an inspiration to us all. MISD has a certificate. This is your certificate. And it says, "Life-saving actions certificate proudly presented to Satraon Smith. I hereby issue the certificate for your heroic actions, quick thinking, and bravery." WELCOME. We also have a $25 Jesus gift card for you. >> And this happens to be Miss Lewis. And we would like for her to say a few words.

012I just want to say to the Trey Young to Tra that I appreciate the good job you've done raising him and teaching him how to be curious and looking around and checking out what's going on in the room. >> Due to his curiosity, you know, I got that in my windpipe, not the but the liquid. And he made it much more easy for me to recover. >> And I just thank you all. God bless you. surprise for you. There are a lot of heroes that uh live and work in Marshall, Texas. And two of our biggest heroes in Marshall, Texas happen to be Marshall Fire Chief Rainwater and Assistant Fire Chief Jeans. and they said, "Yeah, let's come up there and Jeremy, one of the biggest things that we see in our line of work

013all the time is that some people are just afraid to act, right?" And uh so one of the things that just really impressed me about your story is that you didn't hesitate to act. That's that's one of the biggest first steps is that you got to have and I know you got a good heart and I know that you were obviously willing to step up there and especially at your age sometimes there's a fear factor there that you don't want to embarrass yourself in front of your fellow students right so the fact that you took that jump that you saved a life uh speaks volumes about who you are and where I think you're going to go uh long term in this world and we're very very proud of you and for that reason we

014want to present you as a life-saving award from the Marshall fire department we don't give these out very often Okay. So, it's kind of over and especially that we don't give out very often to students and so we're very proud to give this to you and that's for you young men and thank you so much for all that you did. All right. One, two, three. I almost forgot. I got something. >> All right, we have a couple of other things. We are have representing for this next award is our high school principal, Mr. Mike Miller, and our MD coordinator, Melissa Hammer. You don't look very jealous. >> All right. All right. I want to represent this please. This is Mr. Miller, who is our high school principal, and our classify on behalf of the Texas

015Arts Education Association, often called TA, to all in our district who help support our visual arts students. This award places Marshall Dd in an elite group of districts for being a district of distinction. In order to be considered for the TAEA district of distinction, our students are required to present in various exhibitions and contests, take part in community engagement in the visual arts through field experiences, provide community service, and collaborate with other content areas. There are 108 districts out of 1,27 who have received this award with MISD being one of those in the 8%. So, I just wanted to make sure that everyone knew that our students and our staff and this starts at Marsh Early Childhood and works all the way up um through our high school and they are doing such a great

016job that Marshall is D has been named T AA District OF the new trophy case, the academic trophy case over at Marshall High School. So, we're excited about that. Thank you. We'll let you take that one with you. Yeah. And now we need Mr. Leon to please come up. Mr. Miller gets to stay up here for one more. Dr. Leon here representing our career and technical education program is again our Marshall High School principal, Mr. Mike Miller, and our director of CTE, Dr. Charlotte Leon doing an amazing job with that. I present this trophy on behalf of the Career and Technology Association of Texas, also called CATAC, naming Marshall ISD as a CTE district of distinction. Per this award recognizes MISD for our innovation, dedication, and excellence in effective career technical education. MISD excels at

017preparing students for future workforce success through impactful programs that align with industry industry demands, foster achievement, and inspire best practices statewide. MISD along with 72 other districts, 5% of Texas districts, sets a benchmark for other districts to follow as we shape the future of Texas. This trophy also will go on our new academic trophy case at Marshall High School. So, congratulations We'll get a picture. Would you say a few words about our CTE program? Anything you want to think of? Uh, so we are growing as you know. Um, in fact in our room 5 minutes ago, 20 minutes ago, um, we are providing some more dual credit opportunities inside of our CTE program for next year. We're branching into culinary arts. Um, and we are potentially branching into animal science with one of the new

018hires that we have joining our a team. Um, has a master's degree. So, we are competing uh in Houston, Fort Worth, San Antonio. We had one competing in St. Angelo. Um, so we are branching out our majors with our FFA. We are building a whole trailer to start hauling all of our competitions um pieces to competitions and and then that will be an entry in San Antonio next year in Houston and Fort Worth. Um we did have conversations about starting to participate with our Skills USA competition starting next year. Um this next week we are growing into competitions for Skills UFA cosmetology, culinary arts and um automotive are going next weekend. We competed last weekend at the Texas Safety Public Association. Uh they did uh traffic stops and federal stops and blood tests and fingerprinting,

019all kinds of things. Um, and then we are also at the state level for the TAPI, the Texas Association of Future Educators, and they hope to take competition next weekend. So, we are trying to expose the students to all kinds of different things and we're growing our class opportunities as well. And we appreciate all of you for going against those opportunities. >> And we are busy. These kids are all over the place all the time. Dr. Thank you for your leadership. >> And a couple of board members will be at the hospital tomorrow looking at some the four of the new innovations. The uh junior high is happy to provide a teacher for those and we're only charging a trip to Hawaii about that last. >> All right. Now move to our public hearing Texas

020report. >> Good evening. >> Tonight I will present the 2425 Texas Academic Performance Report, also known as the Tapler. >> This going to be exciting. version more to present the app. >> So TA has transitioned to um the Texas performance reporting system and it provides updates and data as it becomes available. So the taper here serves as our formal public report and it includes major district performance indicators um such as enrollment um academic achievement personnel finance and required safety reporting. So our goal tonight is to highlight those key data points um and what they mean for Marshall ISD moving forward. So just want to thank our school board for their continued support throughout um the district and the progress that we're making. And as we review the data, we want to remain anchored in our

021vision that is ensuring that each learner is equipped to achieve their personal um vision and contribute productively in the global society. Our mission is to improve outcomes for all students through leadership, guidance, and support to our campus. And our motto reminds us that excellence is what mavericks strive for. And so this report reflects our progress as well as that continued pursuit for excellence. The first um part is about enrollment and demographics. And so for the 2024 2025 school year, Marshall ISD reported a total enrollment of 4,943 students with our largest campuses remaining, of course, the high school and the junior high. And if you look at the enrollment across the four elementary campuses, they are relatively stable across each one of them with the number of students. Demographically, um when we look at our student

022population, um it continues to reflect pretty much our diverse community. Um performance data throughout this report is disagregated um through all of the the demographics so that we are monitoring the student outcomes for all groups. And so just to report out um 40% Hispanic, 34% African-American, our eco disc um is holding at 63% and just also to point out our EV population is at 19%. As far as our genders, pretty much um even 51% um male and 49% female. Moving on to our academic achievement and accountability. So for the 25 accountability rating, we received a C. This rating reflects performances across those three domains, which is student achievement, school progress, and closing the gaps. Some of the key highlights on here will point out that we had an 84% graduation rate with 310 graduates. We

023had um 56 56% industry based certifications which is significantly above state and regional averages and then our CTE completers were at 50.3% again that excluding state performance and then our AP performance was also above state average areas that we really need to continue to focus on based on this report is looking at our CCMR which is at 68.9 that is below the state average. So, we'll continue to work on that. Also continuing to work on dual credit participation and our attendance 92.6. Um, we're continuing to work on our attendance. And so, as of right now, we are above that. So, hopefully we can continue for this year. The data informs us of that. Continue focus on instructional coherence. So, we've implemented things like blue. Um, we have a CCFR tracking system that's going to help

024us keep up with that um the average. So hopefully we align with the state average and then all of the different student engagement strategies to help us with instruction. The next report um also looks at our academic performance. Um, as you can see here, um, we have gone up in just about every area, um, as as far as just remaining steady in math, but all of the other areas have gone up academically. So, we are continue to make progress there. The next part is looking at our um, postsecary outcomes and that's the Texas Higher Education Coordinating Board report. And so this um Texas requires this report for postsecary enrollment and then first year performance. And so if we look at that um we see that we had 331 graduates from Marshall High School and Marshall

025Early Graduation School. Um, and then it looks at how many students were enrolled in four-year universities versus two-year public college, independent colleges and universities. And so we use this information really to evaluate college readiness beyond high school graduation. um also helps us determine how we can strengthen um GPA monitoring and advising and as well as early college exposure opportunities. So as Dr. Leon mentioned um we are looking for more opportunities for dual credit to assist us with that as well. We look at staffing. We have about 659 staff employees with 330 of those being teachers. Our teaching workforce, if you see, we have 51 beginning teachers. Um, several teachers are within that 1 to 5 year range, 150 teachers. And then we have a range of experienced teachers um with six to 30 plus years

026of service. And so looking at this, this gives us um highlights of both opportunity and responsibility. So because we have so many teachers that are in that one to five year cohort, um we want to make sure that we have ways to support them through mentoring. Um and then also we want to look at how can we retain those six to 30 plus year teachers. And so we've done that through our um salary schedules for this coming for this year as well. So we are doing the work to make sure um that we are supporting and both providing opportunities um also leveraging um veteran expertise to help build instructional capacity. So the more teachers that we can hire with experience then the better impact we have on our student outcomes. Um with that we also

027look at professional development opportunities that are needed so that we have a balance for all of our staff members. The last part is for violent and criminal incidents. So under the Texas statute, we have to report violent and criminal incidents annually. There are 16 indicators. And so for the 2425 school year, Marshall ISD reported no violent or criminal incident um under those 16 indicators. And so we provide the prevention through all of the things that we utilize such as math way um the student management, our shack initiatives, um character strong and and social emotional learning programs um even with the AP transition support and then we also partner with community and schools. So those are some of those areas that we use to prevent um those violent criminal incidents and ensuring that we have safe

028learning environment. Again this is just a summary of the temple report. Um to look at the financial piece of it uh in ps there is a full report available under those following websites. um and that ensures that we have this stewardship while we align our resources to our instructional programs and student success. So again, this is a summary. Our focus is moving forward for instructional coherence, leadership development and also strategic use of data and of course those postsec. All right, moving along. Do we have any public comments? >> No, sir. Okay. Minister reports item one is not tonight item report. Yeah, just really a couple of reminders. There is no agenda review in March because we have spring break uh next month. Um, also May 3rd, we do have on our calendar our open house

029for Marshall High School. We'll also do a ribbon cutting that will be a Sunday, May 30th at 1:30. Um, also we are very excited. U Mavs do play basketball tonight, but they are also already in the playoffs and they will play Anna in Athens and we have to say Mr. Chilup had to help me remember that because I trying to throw in Alice for some reason, but it's Anna in. And then I just want to report that I was very excited to find out that our baseball uh team beat Long to Z. Very excited about that. >> All right. Action items on that. Second motion Palmer, a second by Miss Fischer. All those in favor, please say I. I. Any opposed? Any abstain? That motion carries. Moving along to mattering board discussion action. Item one

030is considering approve the joint election agreement with the city of Marshall, which we do not have to take any action because nobody always good. So we don't have to take action on that. Item two is consider and approve a resolution regarding Senate Bill 11. We have a resolution for that. Mr. will read that and then we'll entertain a motion. Marshall ISD board of trustees support providing freedom of prayer, reading of the Bible and other religious texts by students during school day. Marshall ISD students already have the right to pray at school. Texas Education Code 25.901 affirms that a public school student has an absolute right to individually, voluntarily, and silently pray or meditate in school in the manner that does not disrupt the instruction or other activities in the school. Texas Education Code 25.0823G 0823G

031affirms and MISD supports that regardless of whether the board of trustees of the school district or the governing body of an open enroll charter school adopts a policy under subsection A, this section does not prohibit a student or employee of the district or school from participating in prayer or reading the Bible or any other religious text during a period of the school day that is not designated as a period of prayer and reading of of the Bible or other religious texts. MISD currently provides studentled volunteer voluntary faith-based opportunities which will remain in place and continue without change. In addition, MISD students have always been provided the opportunity to pray andor read religious literature during their lunch breaks, during recess, before and after school, while on school transportation, etc. In addition, MISD campuses begin each day

032with a moment of silence which provides students and staff the opportunity to pray. Marshall D board of trustees upholds the religious freedom of our students while allowing each family the responsibility and freedom to spiritually instruct their child under their direction with the Senate Bill 11 vote recorded at this time. And whereas section three of Senate Bill 11 adopted by the 89th regular session requires this board to adopt a resolution regarding periods of prayer and reading of the Bible and other religious texts. Now therefore we have ordered and resolved by the board of trustees of Marshall Independent School District that the board of trustees hereby finds the facts above are true and correct. The board of trustees hereby finds that this resolution was considered in the duty called meeting held conformance with the text reading act

033that the board of trustees hereby confirm providing freedom of prayer regarding the Bible and other religious texts by students during the school day accordance with law. The board of trustees by record vote hereby declines to adopt an additional policy under Texas education code 25.0823 0823 at this time, but understands that the resolution may be revisited in the future should additional information and clarification become available. >> All right, we'll entertain a motion on that resolution. So move second. I >> have a motion by Mr. Huff and a second by Mr. Palmer. All those in favor, please say I. >> Any opposed? Any staining? That motion carries. and we did a one absent mark that >> um item three is considering approval donation for land discussed that the other day attorney >> uh uh our district attorney

034Brie McCain had um said that the county actually owned two lots off Johnson Street uh that they had taken in from previous owners there and asked if we would like to have that deal and so he is They'll turn that over to the district. >> Okay. We'll entertain a motion on that donation of land. >> I move to approve the donation of the land. >> Second. >> Have a motion by Miss Fischer and a second by Mr. Medina. All those in favor, please say I. Any opposed? Any abstain? That motion carries. Moving on to education. Consider approve the Marshall school calendar for the 2627 school year. Dr. I believe there was >> drum roll please. >> Okay. And we have um calendar three as the proposed calendar. Um when we look at the calendar um

035I have a summary and agenda of what each three of those calendar days look like. But as a reminder, option three was the midweek start date with August the 13th on a Thursday. Um fall break October the 12th through the 16th and then spring break was the same for all three calendars which is March 8th through the 12th. Um just the other things that we um ensure that this calendar has the exact same instructional minutes that we've had for the last two years. And so with that being said, should we have bad weather days like you just experienced, um it the minutes that we have covers about two to three bad weather days without us having to make up any days. Um as well as those intentional staff development days that we have in the

036calendar. So um asking the board to approve have calendar three and if you look at the number of votes um we did take a vote on that and um it show I can't see that 58.1% of the vote with 375 responses. So that's what the majority votes every year. The graduation will be on the 14th of May. >> So with this calendar graduation because the last day of school is that following week. Um I think that we would propose graduations to be um the 21st. Yes. Because that's um those flex days are in there for the 1920. Gotcha. This year is a day. This year it's only 15. >> I I don't know if those guys April and May without a break. >> I don't know. They got me all that yellow, right? Because Easter

037is in March. So, we usually get Easter. >> That really got us because we had to take in consideration Farm City Week, which we really still don't know cuz they won't make that decision until after the Houston Road makes their decision. Um, but this is our best guess at that. All right. We entertain a motion on this calendar. >> Second. >> Have a motion by Mr. Buff, a second by Miss Fischer. All those in favor, please say I. >> Any opposed? Any motion carries. All right. Moving on to finance. Consider approve the wage payments for school closings. We discussed that on two two passion have a motion by Mr. Lewis by Mr. Medina. All those in favor please say I. >> Any opposed? Any understanding? Motion carries. Item two is considering the math pass screen

03826 tuition. We also discussed that last Tuesday for 2026. Have a motion by Mr. Puffines and second by Mr. Lewis. All those in favor, please say I. Any opposed? Any understanding? That motion carries. Item three is consider 2627 signing incentive for new teachers. Again, we discussed that last Tuesday. That's similar to what we've done the last several years. We have a motion on that to approve the sign by teachers. Second have a motion by Mr. Fisher and second by Mr. Medina. All in favor, please say I. I. >> Any opposed? Any abstain? That motion carries. On the floor, consider approving general contractor for flooring renovations of mag and DAT. Mr. Cho, >> good evening. We had uh this project was bid utilizing the CSP uh competitive seal proposal process. We did receive three proposals. Uh

039you have the score sheet proposal for those three bids. Uh the breakdown of that uh based on price and qualifications. Uh the committee would like to recommend general contractor Casey Sloan uh for new flooring which is LDT at Megs and DAP for $250,851 utilizing excess bond funds. >> Did y'all ask Casey Mr. Slo was did he leave anything out? >> We did not. What we noticed was that the other two bids used the same subcontractor. It looked like his bid was high because they had, you can see the same >> same flooring price. And when we opened it and they gave her subcontractors, they both had the same >> entertain Marshall. Mr. Marshall Mr. Ber and a second by Miss Fiser. All those in favor, please say I. I. Any opposed? Any entertainment? That motion

040carries. Item five to consider approve general contract for the painting and renovations of MJ. >> Again, sorry. Again, we utilize the competitive seal proposal. Uh this project scope is to paint the interior surfaces at Pty. Um, it is to paint the surfaces that had existing paint and repair gym floors, renovate the exterior front entrance and replace some remaining exterior windows at San Houston and then also to repaint the existing paint and do some renovations at Marshall Junior High School uh for a total bid of 1.59899. We would the committee would like to recommend out of the four proposals uh the general contractor Casey Hall construction >> and these work closer. >> Yeah. >> And I'm assuming that he's got the people to do all this. He's got he does. >> Uh once the contract is

041signed, we will begin planning with these schools. Hopefully getting in there early. So it will not just be an 8week summer project. It will be starting as soon as we can. Whether it's a library here uh at this school or hallway at night. Uh we understand that the four at the junior housing may have to be done at night on weekends. >> Yeah. >> With the scissor lift and things. So they will get a lot of it knocked out before we approve by second by M. Lewis. All in favor please say I. Any opposed? Any abstain? That motion carries. Thank you for now. First move second motion second Lewis. All in favor please say I. Any opposed that motion carries. that my mom ready to go. I mean, my mom was on the her front
