001really cool. Train yourself. boy, you better you better be at least 20. >> This meeting of the Marshall Independent School District Board of Trustees is hereby called to order. Let the record show that a quorum of members is present and that this meeting has been called in accordance with the Texas Open Meetings Act, Texas Government Code, chapter 551. We wish to extend a warm welcome to everyone who is present at this meeting. This is a regular meeting and all items that will be discussed or voted on this evening have been posted as required by state law. As the MISD board of trustees, we are pleased that you have joined us as we celebrate achievements, set goals, listen to reports of the superintendent, approve budgets, contracts, and personnel appointments, as well as make policy for the

002district. We are not here to make management decisions or to solve the problems of individuals. Management is the responsibility of the superintendent. This is a meeting in the public, not a meeting of the public. You are a guest and you are welcome to observe and listen. If you wish to address the board in the public comment portion of the agenda, please fill out the public comment form found on the back table and return the completed form to the superintendent secretary. We are pleased that you've taken the time to join us this evening and we thank you for your interest in the Marshall Independent School District. Someone like to open us in prayer before we get started this evening. Let us pray with heads bow. Dear heavenly father, we come this evening first of all to

003say thank you Lord. Thank you for this day that you have given us Lord God. We invite your present in this board meeting. Let these gatherings Lord be marked by peace, productivity and clear communication. Keep our words Lord seasoned with grace and make every decision be made with wisdom and discernment. Lord God, you said in your word, "Let all things be done decent and in order." Silence any confusion this evening, Lord, any conflict and help us to stay focused on what truly matters, the well-being and success of our students and educators. Dear heavenly father, guide us as we work together for a brighter future, ensuring that every conversation will reflect patient, kindness, and respect. We ask these things in the name of Jesus. Thank God. Amen. >> Amen. Thank you, Miss Fischer. We will now

004have our pledges. >> Okay, get them here. Get our special guest here. >> We'll stand. We have some students here to help us. >> Yes. So we wanted to have this Smith, one of our first graders from William Tra. And next also representing William B. Travis is Miss Prica Patel. This is first grade, right? And first grade and second grade. Correct. All right. We are going to walk around over here and we're going to start with the United States flag and then we'll walk back down around here. Okay. So, you lead us off going that way. Miss Carla, will you show them where to go? >> Right around there. And if y'all will just start, we will follow. I pledge algiance to the flag of the United States of America and to the republic for

005which it stands. One nation under God, indivisible, with liberty and justice for all. >> Excellent. All right, let's step this way. Nice. All the way through there. Miss Fish, are you way down that way? Ready? >> The Texas flag. I aliance to the Texas. One state under God, one and indivisible. I got a little something for you. >> Good job, ladies. Thank you all. So, for the amazing students that we have here joining us in our playlist tonight, um Juicies has provided each of you with a gift card for $25. We have a certificate elementary and I know your family will be so excited about this and Mr. Hill also for you. This ticket is awarded to you for being a pledge leader tonight for William. So congratulations. Let's give another. Okay, next we want

006to recognize someone else from William Travis. And this person is receiving our extra mile award tonight. And as a matter of fact, what we need right now is for Miss Tika Johnson to come up first. She's our principal at William B. TRAVIS. And then our extra mile board is also an employee at William B. Travis. Miss Johnson, what you got up here? You get a $50 gift card. >> That That makes all that deception BETTER, DOESN'T IT? IS FOR THE EXTRA MILE AWARD FOR this month for Marshall ISD and I'm going to read a few things about you. Okay. >> All right. Um this is a nomination by Miss Johnson to Miss Johnson. It is with great pride that I recognize Miss Johnson for the extra mile award. Miss Johnson brings over 20 years of

007teaching experience to our profession and I have been fortunate to work alongside her across multiple districts including Tyler, Long View and now Marshall ISD. In fact, my professional journey with Miss Johnson speaks volumes. I began recruiting her nearly eight years ago and when she joined me here at Marshall ISD, it was a true win for our campus and our students that we trust. Miss Johnson's love for students is evident in everything she does. She's loyal, consistent, and carries herself with a unique agent demeanor that instantly puts students at ease. Miss Johnson is respected for her professionalism, trusted version, ability, and value willingness to support others without ever seeking recognition. What makes her commitment even more remarkable is her dedication martial. Miss Johnson knows my teaching expectations and my expectations as a campus leader very well.

008For eight years, she has driven over an hour to be here. That alone speaks volumes about her commitment to her work, her students, and this campus. It's also worth noting how rare it is for Miss Johnson to commit work. She serves so consistently, reliably, and with purpose. Miss Johnson truly goes the extra mile, not for recognition, but because it is who she is. Her dedication, commitment, and unwavering heart for students make her more than deserving of this honor. Thank you, Miss Johnson, for going the extra mile FOR OUR STUDENTS. ALL RIGHT. >> YEAH. Thank you. Congratulations. >> Yeah. I just got to ask about public comments. >> Okay. >> All right. Moving along. Do we have any public comments, Mr. >> Okay. Next up is administrative reports. We're going to switch these items just briefly

009so that we can do this first one. Um so we're going to go to the superintendent report. >> Yes, superintendent. >> Yes, Dr. L. >> All right. So I am very excited. Yeah. Thank you all for coming. Very very excited um to let our folks know here that Martin High School class of 1975 part of them. It was a very large class. As a matter of fact, we have a few students. Can we all please stand and let everybody say who our REPRESENT representatives from the Marshall High School class of 1975 and of course that was 5 years before this high school was built. So this group graduated from the one over on Houston. Uh this group is near and dear to my heart. Uh, I've known a lot of them for almost my life

010and I have known that one of my life as my sister. But right now, um, I need Andy Gant, please come forward. He was one of my favorites. We grew up on Cherrywood together. And Mr. New House, you come on up here. And Mr. New House, you come over here on that side. The class of 75. Come on. Y'all can >> all come on up. >> Come on up. Come on. >> Come on. Come on everybody. >> I can call them. >> We'll send you a picture. >> She'll put you in a nice We need a couple more people on the phone. >> Okay. They asked, they had their class reunion this year and they asked, "Could the district use any money?" >> OH. AND so they asked for something THAT WE HAD KIND of

011not planned for because we have the bond and everything. And I said, "The high school and the old trophy cases need new doors on the front of them. You can hardly get those old ones open. They're they're flimsy." And so they are donating $3,335 TO appreciate y'all so much and I'm so thankful y'all are able to come here so that the board can see the faces of these folks and of course a whole lot of others. I mean they have a lot of people donating. So thanks so much. >> Yes. Everyone got us all? Yes. One. Thank you. All right. >> Thank you all very much. >> Thank Thank all of you very much. >> Thank you. Appreciate it, man. >> Thank you. Coach New House, BLACK COACH AT CARVER. >> REALLY? OH MY GOODNESS.

012>> Coach District. >> That's right. >> AND CLASS 75. Y'all may stay for the rest of the meeting or you may go whenever you get ready. It's up to you. >> Thank y'all very much for doing guys. I very much appreciate it. >> All right, moving on to um the next we'll start at the top again with a proclamation for board appreciation month. >> We do. We have a proclamation here from our governor and um get my sheet there so know the order. It is um from the governor's office. Throughout our history, each generation has been called to strengthen our foundation and prepare the way for those who follow. The spirit is reflected most clearly in the education of our children. But it is through a quality education that we place students on the path

013to lifelong excellence and achievement. Providing a strong education and the work of many is the work of many and school boards are essential to this effort. These local leaders devote their time, energy, and expertise to setting and reviewing budgets, overseeing the management of Texas public and charter schools, and ensuring that every student has access to an exemplary education. By partnering with teachers, parents, and community members, schoolboard members help inspire a lifelong love of learning in the next generation. They will continue to play a vital role as we pursue educational excellence across the Lonear State. Each year, the month of January is set aside to honor the many contributions of school boards and to recognize their commitment to education. At this time, I encourage all Texans to acknowledge the more than 7,000 schoolboard members whose service

014represents the best of our great state. Therefore, I, Greg Abbott, governor of Texas, do hereby proclaim 2026, January 2026 to be schoolboard appreciation month in Texas and urge all Texans to observe the occasion with appropriate ceremonies and activities. I hope each of you truly know how much you are appreciated, not only by the folks that work here in this room, but this whole community. Um, y'all are solid and um, I know personally that you all truly hold the the hearts of these students and our staff members in your heart. So, we appreciate that. >> Thank you. >> Thanks, Dr. Langley. Thank all of y'all and everyone that gave the reception. We appreciate it very much. >> All right. Item two is the audit report for the 2024 2025 school year. Mr. Mike Allen is here.

015Thank you very much. I do appreciate what y'all do and I'll vote to give y'all a raise. >> Make sure that's noted in the audit report. >> Okay. I do have a good report for you tonight. If you look at that, I know there's 98 pages in here. There's a lot of a lot of pages, a lot of information. And uh obviously I won't try to cover all of that. I've been told by four board members already cut it short. So, uh, but I do want to point out several things. Uh, I do want to thank Susie and all of her staff. She did a great job. She does a great job keeping your books straight, and I want to commend her for that. And, uh, and thank you. We have some that not that

016good way. So, anyway, uh, most important thing here is on page three. Page three is your independent auditor's report. This is an unmodified or clean opinion on your financial statement. It's the highest level of assurance that you can get from a CPA firm. I won't take time to read all of that, but in that top section up there, the second paragraph says, "In our opinion, the financial statements referred to above present fairly in all material respects the respective financial position of the governmental activities each major fund and the aggreate remaining fund information of the district as of August 31st, 2025 and the respective changes in financial position and where applicable cash flows thereof and the respective budgetary comparisons for the general fund for the year then ended. in accordance with accounting principles generally accepted in

017the United States of America. As I said, that's an unmodified or clean opinion on your financial statements. With that, there's several other things mentioned there. If you'll turn over to page uh 16, 15, and 16 is a double spread. This is the governmental funds balance sheet. Uh it shows all the assets except for the the infrastructures and everything. You can see there uh your cash position and the general fund. You're y you'all have what's called a consolidated cash account. You're not in the overdraft. Don't think that's way it is. It's just the way the funds are allocated here. So u don't worry about that. But as you can say see there you've got nearly 19 million in in investments. Um, and with that and all the other assets there, you can see that your fund

018balance is 21, a little over $21 million. So, that's a very good fund balance when you look at it. Overall, even after what y'all done in the last year, you transferred $6 million out to the construction fund to do the improvements to the stadium and other other improvements to the district. So, anyway, you still are in very good financial position. You can see you still have in the debt service fund there's still a good balance there to retire your indebtedness and then also in the capital projects we still have uh nearly $20 million there for projects in the future that you're working on improvements you're doing in the district buildings and such. So uh the other funds out to the right out there are primarily your special revenue funds. Those are pretty well self balancing

019from the standpoint except for the the cafeteria fund. I'll show that to you in a moment. But u any questions on the on the balance sheet? >> No sir. >> You'll flip over then on page 18 and 19. This is kind of your statement of revenues, expenditures, and changes in fund balance. You can see how each fund came out. Uh in your general fund, you can see the revenues were about little over 52 million. Your expenditures were about 50,719,000. So we had an excess of revenue there of about a million4. Uh, and as I said a while ago, we transferred 6.4 million out for the construction over into the construction fund. As you can see that towards the bottom of the page there. So overall, you actually used up 5 million of your your fund

020balance that you carried over from last year, the 26 million. So we still have that 21 million that I referred to on the front page. So still in good financial position. As I said, the debt service made about 573,000. uh everybody paid their taxes and we actually got more money from the state. We get the uh debt service aotment and we got money for that because of our indebtedness and stuff. They helped us more. So, and that was something that came about and then the capital projects you can see we earned interest on the money we have invested there and then we paid out about 22 million on the construction. So, and it's still got the 19,787 in the in the capital project fund. So, any questions there? All right, turn over to page 21.

02121 is how y'all adopted a budget in August of last year uh for this school year. And uh you can see the original budget was there on the left hand side of that that page 21. You amended it throughout the year as things came up. It might needed to change. So, as you can see, you made amendments. Uh but you ended up with a lot more money there overall. The third column over from the left to right, the 52 million is your actual revenue. You had budgeted about 50 million, so you came out a little over 2 million better than budget. Uh expenditures, y'all budgeted a little over 52 million there for expenditures and ended up with 50 million, 719 total. So you came out better than budget by nearly $4 million, a little over

022$4 million. So, uh, and then you see what I showed you while ago, the transfers between funds. But that just shows, you know, what y'all budgeted originally, what was amended, and then how you came out. So, you did very good. Uh, Susie was very close to watching everything and making sure you didn't go over in any any area. So, uh, he carries a big stick if y'all know that. >> We know that. >> We appreciate it. We appreciate that. >> But that pretty was any questions there? Be glad to try to answer. That looks good. Great. >> That pretty well concludes all of the number schedules or the ones having to do with the financial. I always like to point out on your property taxes page 80 and 81. It's a double spread there. As

023you can see, your your patrons pretty much pay their taxes. Uh overall, you collected uh 99.2% of the current year levy. If you look at that, your current year levy was 28,612. uh in the current year we collected 95.7% of that for the current year and overall it was 99.2 because of prior taxes you know it's real estate is is sold and all the back taxes get collected so that's how it's collected more than that so very good at that and hopefully now Susie's getting money from the tax collections this year I think she got 1.6 6 million last week. Is that >> okay? It was slow coming in cuz they had a little computer issues up at HCAD. So Mr. Palmer assures me that everything's in good shape now. So any questions there? The

024next page, page 82. This is the the cafeteria fund that I was talking about a while ago. Uh if you can see there, you can see you budgeted there three and a half 3.8 8 million and ended up spending about 3 million. I mean getting about 3,620. We were a little under budget, but we also came in under budget on the expenditures. So we ended up about 16,000 better off than what we had originally thought. We still have a million5 in the fund balance and they're cautioning you not to overdo it there. Of course, they did change the requirements now. They moved from 3 months to 6 months. Is that correct? >> That's good. >> And so uh we can't build up a big dollar amount of things. that's got to be only that money

025can be used in the cafeteria area. So that's why we try to keep we need you know new equipment or whatever you can use up part of that fund balance if you need it. So you've got a million and a half there to work with. So >> the next page has to do with the debt service fund. Everything there came out very well and like I said on the the state program revenue we did get some a lotment there which was more than what was anticipated. So that helped us out quite a bit. So we increased the fund balance there by 573,000. So that very that's very good. We've got enough there to satisfy our bonding indebtedness. So uh that's what we use to to pay your debt bonds and that's you actually allocate part

026of your property tax to the INS fund that pays that you have part in the M and part INS. >> So do we get money from the state? >> Mhm. >> Towards and it goes in this function. >> Yes. >> Okay. you. This is normally you hadn't gotten that in prior years, but in at one time y'all had no debt. So, right. Uh but that's that's called debt service aotment is what they call it. >> A little backwards. >> The rest of this is just uh boilerplate so to speak, but all of these are answered in just some educational expenditures, making sure everything was done within the limits that was there. uh the federal award section is on page 85 is where it starts. Uh y'all get quite a bit of money from the from

027the government or whatever, but this is a a report here on on page 85 having to do with the governmental auditing standards and the overall reporting. There's nothing there entered in a negative way whatsoever. uh top of page 86, that last sentence up there says, "The results of our test disclosed no instance of a non-compliance or other matters that are required to be reported under government auditing." And so that's a clean report as well. And the next section has to do with the major funds. Uh y'all get over $9 million of federal money. And so therefore, y'all have to have what's called a single audit. And this is a report on that. And it's nothing answered in a negative way in any of that whatsoever either. So there's a Back in the summary of our

028results on page 90, there was no findings or anything that we have to disclose. It was everything was very good from that standpoint. Everything was very consistent. I will show you on page 95. That's that 9,415,000 that you get uh have gotten from federal money. Part of that comes from the Department of Defense, which is your ROTC and those programs, Air Force. And then the uh department of ed you got a little over 5.4 4 million uh that's the department of education and then department of health and human services the 210 and then under the US department of agriculture which is primarily your cafeteria fund it comes from from them from the department of agriculture and that's 3 nearly 3.7 million so quite a bit of money coming from federal sources so you can see

029that that pretty well concludes everything I had the last report is a report uh with communication with those charged with governance That's this board and there's nothing answered in a negative way there whatsoever and we appreciate what y'all do there and and making sure everything's done right. So everything is good. >> Thank you. >> That's great. Thank you, Mr. >> Thank you. >> We appreciate you and all of your workers. >> They they do a good job. Richard, >> all of us appreciate >> bird and your staff. >> Yes. >> We appreciate the opportunity to work for this. >> Thank you. >> Everyone approved. Do I need to get a couple of things signed? >> Yeah, this one, Mike. And then they built the other one right down there. >> Yeah, let's we'll go ahead

030and vote on that. Okay. Uh under the finance section consider and approve the financial report and independent auditors report 24 and 25. >> Move that we approve. >> Second. >> Have a motion by Mr. Huffines and a second by Miss Marshall. All those in favor please say I. >> Any opposed. Any abstaining. That motion carries. It is my sign. Check. Okay. This is just >> secondary. You need all the harness. This one do sign. All >> three. >> Yeah. Brad and then um Chase. >> Oh, sign the book. Chase those please. >> I will. >> Thank you. We are blessed. >> She does a good job. >> Yeah. >> Thank you. Thank you, Mr. H. Appreciate it. >> Thank you. >> All right, back to administrative reports. Item three is the notice of intent to

031apply for the 26 and 27 active attack response equipment grant program the a GP. >> We'll come up with some acronym, >> whatever that means. >> Dr. Okay. >> So, the purpose of this active attack response equipment grant program um is to equip peace officers with bullet restraint shield and breaching tools. Um I'm not going to go over all the documentation, but just to summarize it, the date of submission is by February the 12th. The implementation should we receive funds for this grant will be um on or after September the 1st, and it's not to exceed a 12-month period. So, we have basically a year to exhaust any of the funds that we received from the grant. Um, again, it's for uh peace officers only. And with that, if funds are received, we also have

032to adopt an active shooter policy um assessing an active threat or a violent encounter. And so, all the protocols that go with that as well. and officers um that are involved with this grant, they must have their alert training um within the last 24 months or willing to complete the training within 24 months of receiving the grant. >> Okay, thank you for that. >> Thank you. >> All right, moving along to the consent agenda action items. Those are our normal monthly items. One thing to note, the budget amendments, there are no actual budget amendments this month. that's on there every month, but just noting that there's not actually any amendments in there. >> We will entertain a motion on that. >> Make a motion we approve the consent to ask for. >> Second. >> Have

033a motion by Mr. Palmer and a second by Miss Fischer. All those in favor, please say I. >> Any opposed? Any abstaining. That motion carries. Moving along to u matters requiring board discussion and action. The election of 2026. if I can get my year to work. >> These are all standard items related to the second 2026 election. >> Yep. All our normal items just updated for this year. We have to vote on them individually. Um item 1 A is considering approve the contract election services with the election administrator in Harrison County for the district's general trustee election to be held on May 2nd, 2026. They will handle everything election related. Correct. >> Yes. We have a motion on that. >> I move that we approve the contract for the election services. >> Second. >> Have

034a motion by Miss Marshall and a second by Mr. Medina. All those in favor, please say I. >> I. >> Any opposed? Any abstaining? Motion carries. Item 1B is considering approve the appointment of the elections administrator as early voting clerk. >> Make a motion we approve. >> Second. >> Have a motion by Mr. Palmer, a second by Mr. Lewis. All those in favor, please say I. I. >> I. >> Any opposed? Any abstaining? That motion carries. Next 1C is considering approve the early voting calendar, which is there for you on page 210. You want to look at that? >> That's set by the state, but that just shows exactly where the early voting would take place should we need an election. >> Okay. Have a motion for that. So move. Second. >> We have a

035motion by Mr. Lewis and a second by Miss Marshall. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. >> Item 1D is considered an approved order calling a board of trustee election for district 1, district 4, and district 5 positions. >> So move. >> Second. >> I have a motion by Mr. Palmer, second by Miss Fischer. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. Item two is consider and approve the district waiver for teacher certification requirements. We discussed that in detail on last Tuesday >> with Miss Brown. >> Move that we approve. >> Second. >> Have a motion by Mr. Huff, a second by Mr. Lewis. All those in favor, please say I. >> Any opposed? Any abstaining? That motion

036carries. Item three is to consider and approve the addition of the local policy AF. Mr. Chilot, >> good evening. >> Uh simply uh these local policies, we have the option of putting them in our district of innovation plan uh that best suits Marshall ISD. Uh I will explain the others to you, but the policy AF just states that the board has adopted an innovation plan. So, uh, I can continue to go with the others or do you want to vote on that one right now? >> Let's go ahead and vote on that one. >> Okay. >> We'll entertain a motion for this policy AF. >> Make a motion we approve. >> Second. >> Have a motion by Mr. Palmer. Second by Miss Marshall. All those in favor, please say I. >> I. Any opposed? Any

037abstaining? That motion carries. Item four is consider and approve the update to local policy DGBA, EC, FDA, and FNG. Uh the first DGBA local policy uh deals with employee grievances. Uh the new policy would extend significantly the number of days that an employee had to grieve from from uh 15 days to 60 days. Uh we don't have the current video capability if we did have a grievance past what we currently have now. Uh so it is we are just going to continue what we had last year as DGBA local policy which stated the 15 days timeline and it does go down the line to if it were ever to reach a level four. Uh the new policy would state that you had less days to respond. Our last year's policy or the one we're recommending

038would be the same for you now that you had the appropriate amount of days to respond. >> Okay. So my understanding we're not approving this this >> we are approving this version of the local policy. the local >> the last update uh two months ago, last month >> 126 had these local policies in there. We disagreed with them. So, we are going to put them in our district if you would approve these policies. >> I got you. >> Y >> uh EC allows announcements to be made more than once a day uh without putting this in a DOI. Principles would only be allowed to use an announcement one time a day. And I've been to many campuses and I think they would want to be on that more than once a day. >> They need

039to be able to Uh FDA local policy will allow the superintendent to revoke an outof district transfer at any time. Uh if we were to adopt new policy, you would have to keep that student for one year. So if we allowed a transfer student in, they got in trouble. Without this policy, this uh they would have to stay for a full year. The superintendent can revoke that transfer at any time. >> Okay. >> Uh FNG deals with parent grievances. It has the same increased timelines. Uh the new policy would if we didn't use this one that you would approve tonight, uh it would extend a 60-day timeline for a parent to grieve. Um and it would decrease the time response for a level four. So we recommend that you go with last year's policy of

04015 days to grieve um >> parent grievances. >> Okay, we have a motion on those items. Consider and approve the update to local policies DGBA, EC, FDA, and FNG. Second. >> Have a motion by Mr. Huffine, a second by Miss Fischer. All those in favor, please say I. >> Any opposed? Any abstaining? That motion carries. Moving along to finance. We've already voted on item one. Item two is considering approve the participation in the Texas Smart B membership program. Again, we discussed that on last Tuesday as well with Miss Bird. Make a motion we approve as previously presented. >> Second. Have >> a motion by Mr. Palmer, second by Miss Fischer. All those in favor, please say I. >> Any opposed? Any abstaining? That motion carries. Item three is considering approved payment to region seven for

041the lasso 3 instructional leadership grant pathway total t. Dr. Okay, >> this is our final payment with lasso cycle 3 grant that we received. Um, the total teal, the Texas instructional leadership pathway is training, implementation support, and one-on-one coaching to campus and district leaders to build their own capacity and also to support teachers. Region seven is our vetted vendor with this and so um the payment is $76,545 and that is from lasso cycle 3 grant that we've already received. >> Okay, good. >> All right, we have a motion for that. >> I move to approve the payment to region 7 for the instructional leadership grant pathway. >> Second. Have >> a motion by Miss Marshall and second by Mr. Huffines. All those in favor please say I. I. >> Any opposed? Any abstaining? That motion

042carries. >> All right. Item four, consider and approve the reconstruction of Maverick Drive. >> I'd like you to consider and approve Rafford's Truck and Tractor to reconstruct Maverick Drive for MISD. Uh this is the same company that five years ago, five plus years ago, redid our high school parking lot and it has held up uh with zero uh concerns since it was installed. Uh Maverick Drive is approximately 8,125 square yards from north of the culvert by the visitors locker room to Johnson Street. So we would we would do that entire stretch of Maverick Drive. Uh the city would still own the culvert up to uh Pinerest. >> Okay. Uh this is a pulva mix and treat which is the same thing we did to the um parking lot. Uh so he reuses what is already
