No, I'm not. This meeting of the Marshall Independent School District Board of Trustees is hereby called to order. Let the record show that a quorum of members is present and that this meeting has been called in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. We wish to extend a warm welcome to everyone at this meeting. This is a regular meeting and all items that will be discussed or voted on this evening have been posted as required by state law. As the MSD board of trustees, we are pleased you have joined us to celebrate achievement, set goals, listen to reports of the superintendent, approve budgets, contracts, and personnel appointments as well as make policy for the district. We are not here to make management decisions or to solve the problems of individuals.

Management is a responsibility of the superintendent. This is a meeting in the public, not a meeting of the public. You are our guest and you are welcome to observe and listen. If you wish to address the board in the public comment portion of the agenda, please fill out the public comment form found on the back table and return the completed form to the superintendent secretary. We are pleased that you have taken the time to join us this evening and we thank you for your interest in the Marshall Independent School District. Um would someone like to open us in prayer before we get started this evening? >> Let us pray. Let us bow. Father God, we thank you for each person here this evening. Lord, we recognize that each one is a blessing uniquely created by

you and brought together for a reason. May this meeting be a time of encouragement and renewal. Lord, help us to reflect on the true meaning of Christmas. Lord, not just the festivities, but the incredible love that you demonstrated by sending Jesus into the world to be our savior. Lord, we celebrate this season and we pray for those, Lord, who are struggling. We pray for those who are lonely. We pray for those who are grieving, sick, or facing difficulties. May your comfort and peace surround them, Lord. And Lord, I ask tonight that you will use us as board members, as instruments of your love, that we may extend kindness and generosity and compassion to those in need. And help us all to remember that Christmas is not just about receiving, but giving just as you gave

the greatest gift of all. And dear heavenly father, bless our discussions tonight. May we be fruitful and bring glory to your name. Give us wisdom and discernment in all that we do. And may our words be filled with grace and encouragement. Be with us, Lord, in our deliberations. And help us in the decisions we make for the good of all those who have placed their trust and confidence in our leadership. Give us insight, Lord, to lead with integrity so that our decisions reflect what is right and what is good. I ask all these blessings in the precious name of Jesus. Thank God. Amen. >> Amen. Amen. Thank you, Miss Fischer. We will now have our pledges. >> We have some helpers this evening. >> We do. I hope you're here. Uh is Bradley here? East,

will you come up? And also we're looking for guns. >> Come on up. >> Come right over here. >> So pretty. All right. Right here. There's our American flag. And you're going to stand right here and face it. Face that way. And can you lead us in the pledge? Ready to stand. One nation under God. Indivisible with liberty and justice for all. Great job. And we got to walk past this way. All right. Now, are y'all ready to do the Texas? Okay. Heat. Heat. [applause] that [clears throat] these young people. >> Wow. Hey, >> job, guys. Awesome. Really good. We got here. All right, we have a gift card that Juicy's gave to us to give to you. And these gift cards are worth yards. [cheering] [applause] student at Marley Childhood Center. 006much for your work tonight. Thank you for your work tonight. All right. [laughter] Oh my god. >> Great job. OKAY, next we also want to thank Jesus because they are donating this person a $50 gift card to our employee for this award. And at this time we are going to recognize an educator from our early childhood dinner center for outstanding service to our students. And I want to read you the nomination from Dana Cerson who was a campus principal at the MECC. Anything is right now. [applause] >> [laughter] >> pictures about you. Thank you for going the extra mile for our students and watch center. APPRECIATE YOU. >> [applause] >> SHE'S PASSING ME like

three times All RIGHT. READY? [laughter] All right. Next on the agenda is our public hearing the financial integrity rating system of Texas which is the first rating for the 2024 2025 year based on the 23 24 data. Miss Bird >> that's not that's not confusing >> yeah at all. >> This year's report on two years ago data [laughter] >> just remember it's two years ago data is the main thing. >> Okay. Okay, tonight we're going to have a real quick overview of the school first rating system, the RISD rating, a couple of critical indicators, and we'll go over some ceiling indicators, and then we we'll have time for public comments if we need need to have any. So, the over this is just an overview of how school first got started and what what u

what it's gone through. It started out with seven indicators and it moved to 15 and now we're at 21. [laughter] Um during COVID, you know, they didn't score some of those. So for 2526 data, we will finally be back with all of our indicators being um scored. And what its objective is is just to make us um have a better quality of financial management in the school system and to use our resources for instruction to the best that we can um and to uh improve the management of our resources and increase our accountability for how we are managing them. And the system is u scored like this. It's a uh superior, B above standard, C meet standard, F substandard achievement. >> Miss B, could I ask a question? >> What is or do you get

any data that indicates what the state curve is as far as ABC? >> Uh I mean I haven't for a long time it was it was um probably like 90% were getting superior. >> Okay. >> And then they came out with the 21 indicators and it has steadily dropped. I mean I know just in our area there was an F and a C. Okay. And just you know just our >> So there are districts that are not doing >> Oh yeah what we're doing right >> and we've maintain [snorts] Yeah. Superior. >> So these 21 indicators they look at the accountability system audit and governance debt management administrative cost on hand student enrollment student to staff ratio transparency and our revenue estimates. >> [snorts] >> So for the 232 24 data, we um could get

a possible 100 points and we scored 100. The passing score 70 and we did move up two points from last year with when we had a 98. So we have a superior rating. Now we have some critical indicators and these indicators um one through four. If you fail any of these you get an automatic F. So, like the first one is, do we have our AFR submitted within 30 days of the January 28th deadline? And so, if you don't do that, you get an automatic F. The next one, was there an unmodified opinion on the AFR from our auditor or audit? If if their opinion is is modified, then you're going to automatically fail. Was the district in compliance with the payment terms of all debt obligations? Did the district make timely payments to the

TRS, TWWC, IRS, and other governmental agencies? So those all of those things will cause you to have an automatic fail. And then we have ceiling indicators. And these ceiling indicators just cap your points if you have any of these. So if a school district was issued a warrant hold, the max we could get would be 95. Average change in fund balance is 25 is greater than 25% and that's an average over 3 years. So it would be an automatic 89 which would give you a B. [snorts] Uh if your PES to AFR is greater than a 3% variance, that would give you an 89 with a B. Material weaknesses in your um audit that's in your audit. If it was a large variance somewhere within your audit, it was be it would be a material

weakness and that would give you a 79, which would be a C. Property values and tax discussions, we have those throughout the year with the board. And if we didn't do those, then that would give us an 89 as well. Um, additional reporting requirements. Um, the superintendent did not receive payment for any consulting or other, uh, personal services in 2324. I've also got a list, and this is very difficult to see. Um, it's small, but this is the reimbursements for um, travel expenses, registrations for training, that kind of thing for the board members. And Dr. Dr. Langley. Of course, Dr. Langley's is a little bit higher because she has more required trainings than the board does, but um overall for the total it was less than $10,000. We had a we didn't travel a lot

this this year. It's usually it's usually more like 15,000. So, y'all saved some money there with your training. Um [laughter] also, uh there were no business transactions for any of the school district members and there were also um no gifts received which are over $250 by any of the board members. And our last uh disclosure is the superintendent's contract and it is available online on the Marshall ISD web page. And that's it. Does anyone have any comments or questions on that? >> That's great. You're doing a great job. We appreciate you. >> All right, moving along to our public comments. Do we have any, Miss Scott? >> Okay, then we'll move along to our data review. Dr. Crane, >> good evening. So, I want to uh review our benchmark fall benchmark data across all content

areas comparing [clears throat] it to 2024's performance. Uh we want to assess our progress toward our department goals in the curriculum and instruction department um as well as begin a plan of action of course for improvement. And so as a reminder, the data for fall benchmark serves as a checkpoint to inform instruction um not a prediction of course of what we will land for STAR. So the first thing just to note that the the benchmark was issued November the 17th through the 21st. um again a formative progress monitoring tool. We do um give the students a release star test. So it is a comprehensive um test for one to build stamina and for two again to see how much they know and where we need to land for the spring semester. And so if you

look at RLA first, RLA continues to be our strongest and most consistent area of growth. As you can see, we have maintained and even grown in um approaches, meets and masters. Um which indicates that we have improved alignment to our grade level rigor. So we're getting better and better in reading. Um some places we do have some declines, but what this really reflects is the higher expectations, not weaker instruction. The rigor has increased. Um the cut points that we used comparing 2023 to 2024 were at low approaches and we moved that last year to high approaches which paid off because we saw higher meets and masters. And so when you look at this comparison, it's from high approaches to high approaches. So that's why some of those areas may look a little um lower. Um

but it does show that our students are being pushed towards the rigor that they need to be pushed towards. Um note that middle school there has been some significant increases there with sixth and seventh and eighth grade. Um they have grown already. So we expect that to continue. Mhm. >> The next subject or next content area is math. And so, as a reminder, this is reflecting our year 1 implementation of Blue Bonnet uh math. And so, you see a lot of variability across grade levels, which is expected. This is a transition year for us as we're implementing new math curriculum. Um, you do see like grades three, four, and in 8th grade there has been some stabilization. um not much decline. So they are holding steady. So what that does represent is that um they

are rising to the occasion of that rigor for tier 1 instruction um for our implementation. Um there will be a continued focus on lesson execution, helping them understand those lesson components of the new curriculum. Um ensuring that they're meeting the pacing and opportunities for students to have discourse basically for student engagement. Next we have science. Couple of things for science to note. Um first of all we adjusted the cut points between 3 and 9% to try to anticipate the star cut scores. Um there will be an increase but TA has not released that. So, [laughter] um, this may or may not be a true reflection of where our students are, but we did adjust those cut points to try to project where we think the state may land. Um, so again, when you look at

some of these areas of decline, it's not really apples to apples from last year because those cut points are different. Um they have new science tak um elementary science assessment. So that means in fifth grade they're being tested in third, fourth and fifth grade um standards. And then in eighth grade is sixth, seventh, and eighth when they take the eighth grade science. And we want to make sure that we are focusing our attention on fifth grade and making sure that we um provide the support there because we did see um some decline. For social studies, as you can see, 8th grade, again, another accolade to the work that the middle school is doing. Um there is an upward trend there, particularly looking at meats and masters. Um we do see a decline in US history.

And so what that tells us is that we need to provide more content specific support um to those teachers so that the students can get what they need. >> And so when we look at the comparison, we want to look at what are some trends and insights, contributing factors, and then focus areas for consistency and improvement. And so when we look at what are our goals, what are some things that we're doing well? Um we see an upward movement across several of those content areas. Again, our goal is to focus on meets and masters, making sure that our students are on grade level and beyond. And so we see increases ranging from 3% all the way up to even 11% in some um growth areas. Again, RLA is um the most consistent with growth. So

um that is a great sign that our students are moving towards reading on grade level. Um so that is you know what we have been working toward and so um our glows really indicate um that we have some instructional alignment happening even as rigor increases. And so with those contributing factors uh we want to make sure that we continue to have stronger tier one instruction. um that alignment between the standard, the learning target, the activities, and then how they're being assessed. Um we want to make sure also that we have that improvement in those engagement strategies like academic discourse with students talking so the teachers can check for understanding. And then we have a focus this year with um writing. And so we have purchased a resource that is helping teachers um better understand that

score and rubric rubric and it's also giving them feedback on how to support students. So we've seen an increase just from using that resource and then the work that we're doing in our PLC's with intentional planning with our district PD days as well as weekly PLC's. So we look at areas for growth when we look at content areas. Um, you know, this is helping us think about what are our next steps. In RLA, we want to continue to strengthen that extended constructed response, the writing, um, and helping teachers understand how to use that rubric. In math, we want to continue to coach, um, on those blue bunnet routines and the lesson execution so that they can really get great at implementing that new curriculum. And then in in science um for fifth grade we want

to make sure that we're giving some attention to that because that is where we saw that decline and that is due to new stand you know the new standards and they're being tested in third, fourth and fifth grade material that fifth grade year. Um so we want to make sure that we are really looking at our data um to drive those instructional decisions and then focusing on closing the gaps um in terms of the accountability system with with domain 3. Just a reminder we um making sure that we have our data that's aligned to our curriculum and instruction department goals. We monitor that for instructional consistency, assessment fidelity, and datadriven planning as well as curriculum implementation. And so, um, we do have pretty much the same goals that we had last year with just a

few deviations that are just according to our new curriculum, for example. So, of course, looking at this data, it is providing us with a plan of action. That plan of action is focused still on tier one instruction. How do we ensure that all students have one year's growth and then making sure that our assessments are aligned to what our curriculum is calling for. So the goal is to strengthen that tier one instruction across those campuses. Um making sure that we put a priority on meets and masters, not approaches. Making sure the students are on grade level. And then we have um for our assessment our data um looking at of course our benchmarks and then we have a domain one data tracker that we use um throughout the district and it's highlighting those data points

to support principles looking at exactly which students they need to focus on to build small groupoup instruction. And so moving forward, we want to make sure that we are being consistent with our coaching um with our PLC's and aligning that to what we want to do for this upcoming spring um and making sure that we really enhance our cap campus action plans with that disegregated data. So the principles have already looked at that benchmark data and they're working on plans right now. And so our instructional focus areas will really center on lesson execution, rigor, and student engagement. We spent a lot of time um specifically with Blue Bunnet math, helping those teachers understand those components of the lessons so that they're being executed accurately. Um and then using the data to support like how do

you retach those low mastery standards in tutorials, during intervention or small group instruction so that the support is timely. So we want them to provide that immediate feedback. Um we also want to um make sure that we are supporting our struggling students and so um really like using that opportunity to coach teachers and build teacher capacity. And so this is a time where we look at midyear planning. So we had our goals at the beginning of the year. So based on the fall benchmark um what are our next steps? And so um our professional development will continue again I know I keep saying tier one instruction but we can continue to focus on that to make sure that we are meeting the rigor um and that happens through our effective PLC's and um we also

have support from our region 7 um service center as our service provider. And so once we put those plans in place, then I'll be back for spring benchmark um and talk about, you know, the progress that we've made based on that plan. And so we want to make sure that based on that current performance um that we are really using some of those resources that we have um we purchased last year um I Ready as our new diagnostic and we also purchased progress learning. And so those uh teachers are using that across the district to really provide that that support and refine um based on the data where those students need support. Um as I stated, region 7 is our service provider as we go through the implementation of this new curriculum. And so we

frequently do tier one instruction learning walks with them and they give us feedback. And we also have service providers that come out to the PLC's weekly and they provide direct support to the teachers to make sure that they're implementing the curriculum. So in conclusion again um tier one instruction is the strongest lever to make sure that we are improving student outcomes and then the assessment protocols that we have in place allow us to really monitor progress in real time and really target those interventions to ensure that all students have one year of growth and we just continue to refine those practices and adding initiatives as we move into the spring. And so, um, the data, like I said, really gave us a good springboard. We've seen some great areas of improvement, but now we really

know what we need to focus on to get the results for spring. >> Thank you. >> Very good. >> Okay, moving along to the administrative reports. Item one was is on there by mistake. We will not be discussing that tonight. Item two, superintendent support. We will be discussing. >> Yeah. Um, just a couple of things. This is kind of uh just more for for you all. You already know this, but also for our community. Um, very excited that Joseé Maldonado has been accepted into MIT, Massachusetts Institute of Technology. Uh, it's been I even saw it on some TV station that's not really even that close to us this weekend. So, and I mean it had like 2 point I mean like 2500 likes or something like that. So, I was like, "Okay, good. Good that

that's getting out there about the the great academics that are going on and the amazing students that we have here." Um, also just a reminder, we do have only half a day of school on Friday. So, uh I know our our campuses are very excited about that that we they will not have to be there till the very end because you know that's always kids start getting very rowdy by the end of that last day. Yeah. >> And also, I don't know if you noticed when you came up, they've started working on our sign out here by Highway 59 today. And I believe that it's going to be the plan is for it to be up and working in the next couple of days. And uh Miss Darby Carile has already been trained on how

to run it and she's already got signs ready to go up there uh announcing all kinds of different things going on. So, um Andy Chil Coat and and Miss Carlile done a great job getting that out there. >> Great. >> Thank you. [snorts] All right, moving along to our consent agenda action items. Those have been available for almost week. Motion be approved as presented. Second motion by Mr. Palmer and second by Mr. Huffines. All those in favor, please say I. I. >> Any opposed? Any obstaining? That motion carries. Matters requiring more discussion action. Item one is consider approve employee contract concerning HB 3372. Mr. Chilo. >> Yes, we discussed that item in agenda review. Uh just the new legislation. If any administrative position uh is working for a different educational entity, uh then you have

to approve that agreement or that contract. This would help our bus drivers get bus research uh in Marshall. Okay. >> All right. We have a motion on that. >> So move. Second. Have a motion by Mr. tough finds and a second by Miss Marshall. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. Item two is consider and approve the recommendation lease of oil and gas development of contiguous properties. Mr. Sho. Okay. I uh ask you to consider and approve Roaring Fork Energy uh as our lease for the gas oil and gas minerals. Uh, this is for the RFB 2025-3. Uh, we only had one bid come through, so the committee met and approved Roaring Fork Energy. Uh, this is a 25% royalty, $1,500 per net mineral acre. It

is costfree in a 5-year term. Okay. I >> move that we accept the lease on oil and gas development of the contiguous properties. >> Second. Have a motion by Mr. Huffines and second by Miss Fischer. All those in favor, please say I. I. >> Any opposed? Any abstaining? That motion carries. Item three is consider and approve engineering and surveying proposal for a parking lot expansion and drainage renovation. [clears throat] I ask you to consider approving Johnson and Pace to provide the necessary surveying, civil site design uh and plans for grading and drainage improvement uh for the athletic parking lot. We'll also add a sidewalk for students necessary walking to and from the high school to the athletic facilities. Uh the items that will be addressed are paving, grading, drainage, storm sewer, erosion, and sight lighting.

Uh [clears throat] this will expand that current parking lot from approximately 40 parking spots to 88 spots. It will have a turnaround for buses. Currently, a bus cannot go go back there and turn around. they have to back up through the uh from Maverick Drive down the athletic driveway uh just to load students from that building. Uh we would widen that driveway from 22 ft to 30 ft and then add the sidewalk for students. Uh and this would just tie into the improvements that we're doing to Maverick Drive with the sidewalk and lighting. >> Second. >> That would be great. I move that we approve the engineering and surveying proposal. Second have a motion by M. Marshall and second by Mr. Medina. All those in favor, please say I. I. >> Any opposed? Any abstaining?

That motion carries. Item four is considering approve the updated region 7 ESC contract for 2526 school year. >> Yeah, this um one little thing teach resource was left off in the May contract that y'all approved, but region 7 had already put it back in before school started. So, no one in the district even realized that we had missed it until we saw it on the bill. [laughter] So, uh that has been put back in. So, uh and we've already been using it. So, and it's nothing different than we've done every other year. That's it right there. >> All right. All right. We'll entertain a motion on that. [clears throat] So, move second. Have a motion by Mr. Lewis and a second by Mr. Medina. All those in favor, please say I. Any opposed? explaining that

motion carries. Moving along to education item one is consider and approve the spring 2026 tutorial plan. Dr. Crane that's okay. So I just presented the data. So you have our plan of action. Um, I want to say thank you first of all last year for allowing us to go through this same um protocol that I'm proposing now. Um, based on the data, we felt like it yielded some great results. So, we're coming back again this year um to ask for um funds to implement that spring tutorial plan similar to what we did last year. The only difference is this year we've already bought everything. [laughter] So, we bought all of the resources. We may need some basic things such as, you know, classroom supplies. Um, some of those resources were consumables, so we may need

to replace some of those consumables. And then some of the resources were downloadable um resources, so there may be a small fee to update for this year. Um, so for resources, we estimate about $2,000 for that districtwide. Um, and then for staffing, this is really where the bulk of the funds will will be spent. Um, because we do the spring tutorials during the day for all of our elementary, junior high, and high school campuses. Um, we want to allow the teachers to plan um so not to exceed 8 hours. So, it's an 8-week schedule. So, beginning from January 20th to March 6th, we want to give them an hour to plan um each week or if they want to spend four hours planning for the first half and four hours planning for the next half,

however um the campuses want to um provide that training opportunity or that planning opportunity for the teachers. Um that is about $10,000 and really the bulk of it is having those subs to come in during the day. um because that time is spent during the intervention block for most of the elementary campuses. Um home room PLC times if they want to um have teachers doing some PLC um instead of having PLC in the spring is go time. So pulling some small groups for some students and then I know the junior high has that tier three class and so those subs can come in and support during that time. Um and then you know at the junior high and the high school they may even decide to do an alternate schedule. So with that they will

need coverage and so um about $18,000 to cover subs. Some of the principles have already name their subs and so subs [laughter] are hot commodity for that. And so they've already named their subs and they're ready to go. And so um this year we're asking for $30,000 um because we really already have the resources that we need. Did we budget for that? >> Yeah, that's great. We make a motion we approve. Second. >> I second. Have >> a motion by Mr. Palmer, a second by Miss Fischer. All those in favor, please say I. >> Any opposed? Any abstaining? That motion carries. >> Thank you. We appreciate it and appreciate it. Thank you. >> All right. Um can use some of your 200. That's it. We will now move into close session Texas government code at

040551071 and 551074. >> Thank you, principles. Y'all stay warm. >> Yes. session and need to consider and approve regular personnel matters as recommended. We have a motion second. >> Second. >> Have a motion by Mr. Lewis and a second by Miss Marshall. All those in favor, please say I. I. >> Any opposed? Any abstaining? Motion carries. There's no further business. We are ajourned.
