e e e good evening and welcome to a special meeting of the nikot Independent School District Board of Trustees let the record show that a quorum of board members are present and that notice has been of this meeting has been legally posted in accordance with the opens meeting act uh board members uh Z Martinez and Susan rushing were unable to attend to this meeting I just got a text from Mr Howard he's on his way so we'll note uh in the minutes later on at what time he arrives um we appreciate you to turning off all your cell phone uh phones off or switching them to silent mode uh we will now proceed with the public meeting and I will'll call on Mrs Lisa barbrick good evening president green board members Dr Hayes this is

a public hearing for the naad doas independent school district 167 proposed budget and proposed tax rate as legally mandated by the Texas Education Code the Texas Education Agency requires that the board must adopt a budget our budget by June 30th the funds that will be presented this evening will be the general fund food service and The Debt Service fund all funds are presented at the fund and function level to comply with the state's legal level of control mandates while this budget was built using a proposed tax rate of a17 for the general fund and 875 for The Debt Service fund the certified property values will not be available until July the tax rate will then be adopted at the August board meeting the budget process actually begins in January with the board's development of and

approval of budget priorities these budget priorities provide a foundation for the staff to begin to build their budget the budget the priorities that were adopted this year were to retain and attract staff to prioritize funding on collaborative needs assessments and improve communication ation efforts provide optimal funding for career and college readiness programs and initiatives and to provide optimal funding for up-to-date facilities and Technology needs the assumptions we used to build the budget is a refined Ada of 5,980 an ml tax rate of a17 and a Debt Service tax rate of 0.1875 again certified property values will not be available until July we're maintaining a 10% reduction in all campuses and Department budgets and we're planning on replacing three route buses there is a 2% increase in all salaries districtwide a 5.3 increase in the district

contribution to health insurance from 3600 a year to 3792 and an in 6% 6% increase in the district contribution to the health savings card from 600 a year to 636 before expenditure budgets can be allocated to the respective campuses and departments the revenue stream must be determined revenue is finite and the state requires that we adopt a balanced budget so the local revenue is primarily consisted of tax collections but it can also include investment earnings tuition trans transportation and rent the decline we see here is mostly due to the B to the not budgeting of donations donations are not budgeted until they are received state revenue is primarily from Foundation funding which is determined by our Ada or our average daily attendance and our weighted average daily attendance the increase you see here is due

to the continued growth in our special population ations of atrisk limited English proficient career in technology gifted and talented and special education students the district also received a new Grant a high priority prek Grant which also is included in this increase federal revenue is primarily due to chars and Medicaid funding These funds are generated by services to students that are reimbursable to the district the decreasing the the the decrease is due to Medicaid funding uh going away it's being faded out and also we receive settle up funds every year for chars and so we because we don't know exactly what that's going to be we con we budget a conservative amount so overall you can see that our Revenue stream is pretty stable for the year compared to this year the expenditure budget which is

presented by function which represents the purpose of the expenditure is spread over several pages so that we can actually re read these numbers so the First Column is the function number the numbers used are prescribed by the state and any gaps between numbers are because they do not exist the second column is the function the third column is the budget that was approved as amended in the May board meeting the fourth column is the 1617 proposed budget the fifth column is the difference between the two budgets and the sixth column is the percentage of the 16117 line item to the entire budget and please note that salaries are reflected in almost every function so for Function 11 that's our largest uh expense it includes all of our teacher and classroom AIDS it is also include

supplies and services for instructing students so um while we gave a raise we also um eliminated and repurposed several positions and that it together we see a small increase function function 12 is for instructional resources which also is known as library and it is decreased due to one Library librarian position being you or being charg to this for 50% of their time and this is n against their raises dropping down to function 23 which has a larger increase is due to raises as well as to the addition of two new assistant principles function 31 another large increase is for guidance and counseling and that's due to raises as well as additional counselor and another half counselor charged and an increase in days for two existing coun coun and moving to the next slide function 34

we see a large decrease this is primarily due to in 1516 we paid for six buses in the upcoming year we are budgeting to purchase three buses this is also netted against the raise that was given function 36 while we gave a raise the de increase is primarily due to the donations I mentioned earlier once a donation is given and approved by the board then we budget that expense function 41 also sees we see a large a larger decrease while there are raises given the decrease is due to primarily one-time expenses for equipment purchases and for services provided by companies that research prior tax years and generate more F which generate more more funds for us 51 facilities maintenance and operations we see a decrease there the decrease is netted against raises again but we

had many one-time expenses for equipment as well as the flood cleanup at the student support center function 53 data processing services or technology we see an increase there due to the raise as well as we are now moving our student and financial software to a cloudbased program uh server which is much more secure function 61 community services that decrease is due to an elimination of a position and function 81 where we see our largest decrease that decrease is due to the many construction projects that the district took on this year which were paid for out of our Reserve fund balance so you can see that our total expend expenditures are down quite a bit and that is primarily due to the facility acquisition and construction this page shows other resources and other uses and it's

separated from our income and our expenses because they are not ongoing revenues or expenditures um and they are budget budgeted as needed so what consists of 15 16 and the resources is the sell of property and other uses is a transfer to other funds so here is a summary of the general fund showing our revenues equal our expenditure and we are uh proposing an adopted budget based on the goals that were adopted by the board and meeting with departments and principles and other staff members we had many uh prioritized expenditures which are listed here the main part of it is the raise the raises that were given across the board for the district we also included uh a new thing a degree pay for par professionals any prep par professional that has a bachelor's degree

will now receive degree pay we've added a dyslexia specialist A literacy specialist and we increased function 51 and 52 budgets some new positions that were added are listed here some positions that were repurposed we had an interventionist that that position went away but the new position of Dyslexia specialist was created and a curriculum specialist position went a day went away but the new behavior interventionist was created and of course we had to pay for many of these new additions so we paid them by um maintaining our 10% cut in discretionary budget for All campuses and departments we received the prek high priority Grant from the state we eliminated many of these uh positions listed here most of them were vacancies or people leaving the next is our food service budget again we have to look

at our Revenue stream Federal revenues are declining due to a more concerted effort to reflect the revenue we actually receive Food Service primarily um runs their expenditures through function 35 Food Services and that's where you'll see the large de decline that is for the same reason as the revenues we are um trying to be conservative in our budgeting and this more uh correctly reflects what we actually expect so here is a summary where we've we're proposing a balanced budget revenues equal expenditures here we go and Debt Service excuse me Debt Service was built on a proposed tax rate of 0875 local and state revenues are projected to remain at basically the same rate as as this year's Debt Service funds runs all of expenditures through function 71 which is Debt Service due to the refunding

and refinancing of the existing 2006 General obligation bonds we're seeing a savings in our bond principal payment we are expecting the savings to increase in future years and in future years we are going to be looking at possibly lowering our tax rate at that time president green this concludes my presentation and I'd like to open up for questions from the audience any questions right I'm not seeing any questions do you want to do you want me to answer any questions from the board at this time or wait until later if there are any questions if there are any questions then uh this will conclude our public hearing and we are running just a little bit we usually have a little s little time between special meetings and the regular board meeting but I guess tonight

this public meeting time the board cannot com comment uh respond to complaints in this open Forum but can inform you of the complaint procedures available under board policy now with that said I'm you and your time will start that when you start thank you sir uh good evening president green board members and Dr Hayes thank you again for providing me the opportunity to speak this evening at the April and May board meetings I spoke about the issues that have impacted our family since o October 2014 it has now been over a year since Mr hegan first approached our attorney to propose developing a settlement to the resolve our issues the Guerrero issue has been on the ND board agenda since January 2016 since September 2015 we have been led to believe by Mr heglin and

Dr Hayes that the board was well aware of what happened to our son in the failure of ND employees to follow board policy Texas and Federal statutes and regulations as late as our meeting in December 2015 when Dr Hayes with Mr hegan present proposed a settlement between ND and the Guerreros was agreed upon we were assured that it would only take a vote of the board to approve it yet today it has not happened early in June 2016 after again meeting and discussing the issues with Mr hegan he informed us Mr Anderson our attorney and myself that the board may not be aware of all that has transpired with regards to our son Mr Heen recommended that we provide the details directly to the board members earlier today our attorney responded to his request I

have with me a hard copy of the letter and the supporting information that was sent at completion of my statement I will provide the board secretary your hard copies and a soft copy will be sent to your ND email account this evening Mr heglin has directed that we provide this information directly to you Mr Anderson and I will stay through the evening's closed session so if any board member has a question related to the information provided we will be here to answer it now having been over 18 months it is my hope that ND and the Guerreros can find us solution to the issues we have presented we are look forward to hearing from the board and how you will proceed again thank you for letting me speak this evening which one use the board

secretary uh will Chaz Chaz [Music] zika hello can you hear me okay never SP hello my name is Kim Gainer thank you for the opportunity to speak to the board I'm here to encourage the board to take action that will result in improving the morale and culture at the school district the current culture is permeated with fear and distrust that is true for employees parents and students I understand that ND has lost great employees because of the culture and there are many conversations that occur on campuses and in the community about how unhappy people are however people are afraid to speak openly for fear of repr cussions that is why I'm here today A little about me I work in Knack but I live outside Alto I do not have children however I was asked

to volunteer and that is why I'm here to voice to be the voice of teachers who do not feel safe enough to speak out I believe it is important for the board to hear the thoughts of teachers because they are the front line of the district the these are the people that educate our children these are the words of a current ND teacher in response to a recent opinion column that was published in the Daily Sentinel which I'm sure you all saw thank you so much for your great assessment of the situation in ND many of my co-workers and myself were thrilled that you so accurately describe the current situation it's impossible for most of us to speak out so openly but with all that has been going on lately we have certainly reached a

critical juncture and indeed we are in great need of positive changes to quote write the ship end quote many of us are praying for some of these extreme wrongs to be wred and I really appreciate your efforts as do many others thank you again for the opportunity to speak if Bo Bowen would you pronounce your last name zonic zonic yes it's Czech so that's that's why I have people call me Mr Z makes life a lot easier on all of us um good evening president green board members and Dr Hayes I appreciate the opportunity to be able to speak today um whenever I have to read a prepared statement I always you know preface these two things first I'm dyslexic so I apologize I am literate but I may uh mispronounce a few things and

secondly uh I typically apologize for my thick Texas accent which I don't think will be a problem with this group today um that being said I am here to speak on behalf of a Community member who unfortunately was unable to be here so I begin the quotes this political game the political games that are played by board members are very disheartening the Perceptions in the community is that the board is corrupt and just as reasonable responsible for ND problems as Dr Hayes is board members have been complicit in unethical and illegal activities during the recent election Matt Rocco sent out an email to many people in this community that provided proof of his behind the-scenes attempt to control the decisions of the board this email also provided evidence of adult actions that fell to put

the needs of our students first I pray you will make a decision tonight to remove Dr Hayes this is a personal this is not a personal attack against him it is a critical decision that needs to be made for the benefit of our students and our community I have I have friends who are teachers and they regularly Express a lack of respect and Trust in ND administers administrators and the board this has to stop you need to demonstrate a willingness to honor and respect the trust that has been placed in You by the people who voted you in office a message needs to be sent to Matt Rocco and anyone else who is engaging in activities that are not in the best interest of our students this is a call to action to put our

students first if Dr Hayes leaves the district there's still a tremendous amount of work that needs to be done to change the culture of the district you're going to have to earn back the trust of our of employees and the community there needs to be a strategic plan for how to accomplish this the top- down culture has to end for trust to be rebuilt you must create opportunities for teachers voices to be heard I challenge each of you to commit to actions that demonstrate you are worthy of the trust that has been placed in you yes thank you uh Chris [Music] Cogburn good evening president green board members and drct hits I am Bo Bowen I recently graduated nad's high school and I'm here to voice some concerns of things that I ran into during

my experience there I would also like to state that I have nothing to gain or lose from being here so my statements will be a little Brash and rash because you can't touch me anymore um the prison-like treatment is something it's three points prison likee treatment um overcrowding seemed to have been a huge issue while I was there also prison food kind of but back to overcrowding overcrowding was something that was briefly addressed with a bond that was our oh well we tried kind of gesture it uh we tried to make more room for you and then it didn't work out so we quit and um that's just how I perceived it if that is not the truth well I'm sorry that how it got perceived uh College preparation and otherwise I was never prepped

for anything that I'm doing right now going into college um I'm kind of working it all out by myself and with my older sister's experiences of her having the same uh same problems after graduating high school with little to know college preparation also ecchs which was I believe the only um real actual College Prep program that was implemented into the school ever in my experience um is being I believe it's cut completely which is kind of ridiculous because our valid dictorian graduated with two years of college already completed um and that's a pretty huge accomplishment to have done that with the four years that we were all given and to the board some of us look a little too comfy in our little swivel chairs and I need to remind you that you can easily

be taken out of them and I know that being the boss is um a very interesting predicament where no nobody can fire you unless everyone agrees to fire you and um we're coming very close to agreeing so I am just um sending a message to start listening because we're still going to be having the same problems next year even if you pretend that they're not problems so that is all I'm sure other people have very many important statements to get you about thank you very much be next good evening president green board members and Dr Hayes my name is Christopher Cogburn I would like you to know that more than rain is just falling through the cracks of ND kids are falling to the cracks of our schools I am an example my mother kept

documentation of her efforts and work within the ND systems she has pages and pages of report cards letters requesting testing that was denied letters regarding bullying test results and records of District communication nad's ISD failed to provide accommodations to me that they are guaranteed by law Marla Christian who was still employed by the district ordered my parents to quote handicapped kid out of my class end quote just second you can't I don't think you can save specific names in this session a teacher thank you my parents fought to keep me in school the district tried to intimidate me teachers discounted my abilities calling me stupid on more than one occasion administrators shut down my mother who eventually had to get a court order to pull me out of school I am an eagle scout I

know how to follow through with things but after years of fighting the system that was supposed to help me I dropped out of V ISD I attended head start with the support of people invested in my Su success I completed my GED in record time with adequate support I'm currently an Angelita student and I am doing very well it has taken me a long time to realize that I did not fail nad's ISD na nad's ISD failed me in 2015 the Texas Education Agency determined nadas ISD used substantial and for excuse me Inver attention and special education this is the decline from needs assistance determination of districts rein received in 2013 20114 my parents have a letter from the superintendent Dr Fred Hayes oh excuse me our superintendent sorry but time thank you all for

listening to me thank you uh Lan Jones will be next can I moop this down or do y'all have a stool or something or something I can my name is khaki Nelson I'm a lifelong resident in nacad OAS and taught in this district for 25 years I retired in 2013 I wasn't ready to retire but felt I could no longer teach in an environment that was unsafe and where I had no backing of the administration I have stayed in touch with teachers who are still in the district and they tell me that it's only gotten worse I feel very fortunate that I was hired by Regent Academy the year I retired and can can continue doing what I love doing and that is to teach many people may not be aware of the fact that

n ND was once an outstanding District it had an excellent reputation and during that time it was an honor to teach here it is no mystery as to why it was so outstanding we had a school board that allowed principles and assistant principles to stay on campus all the time and do their job they weren't called to the central office they were always on campus where they were allowed to handle discipline issues swiftly regardless of race gender or economic status there was no Ste 12-step discipline plan students either followed the district code of conduct or they were removed from campus or the classroom or even expelled if that was needed principles and assistant principles were on campus at all times to ensure that teachers were in their classrooms teaching in a professional manner that's no

longer the case teachers no longer feel safe in the classroom and they don't feel like that they are supported by the administration maybe you weren't aware of that maybe you were not allowed maybe you were not aware that students can cuss and yell and and make obscene gestures at teachers and remain in the classroom so like I said it's no great mystery why ND is in the shape it's in uh why teachers are leaving this District in droves and why tea has set a timeline to get y'all to straighten it out or they'll come in and get it straightened out the mystery is why the school board continues to do the same things over and over and expect different outcomes maybe you didn't know what was going on because there's a lot of intimidation people

do not want to get up here and tell you what's going on so maybe you didn't know what was going on now you know so there's no more excuses until ND can get back to the basic concept of letting principles and assistant principals stay on their campus enforce the School Code of Conduct and support the teachers who are dedicated to teaching this district will never recover I hope for the sake of ND students teachers and our community that this this school board will recognize and understand the severity of the need for discipline and support of dedicated teachers thank [Applause] you Carol curn good evening president green board members and Dr Hayes my name is lanne Jones I have been a resident of nacadas for 47 years my husband and I went to SFA then remained

in nacadas as Educators until we retired in 20 5 and 2007 our children both got a quality education at all levels at ND and graduated from Texas A&M University I began my career as a homebound teacher for orthopedically handicapped and other health impaired taught sixth and seventh grades at tjr Middle School fifth and sixth grades at Moses Intermediate School and finished out my career at NHS as the sophmore preap English teacher since I retired I've tutored students who need help with state testing the act and SAT test and college entrance exams at the present time my husband and I are serving our 13th year as advisers to the nacadas high school Key Club all this is to say we believe in and support nacadas Independent School District we are deeply concerned and saddened however at

the turn the district has taken and we want to know what we can do what the board can can do and what everyone in the community community can Community can do to fix it a school district must have strong leadership and complete Trust of each other at the board administrative and campus levels without consistent discipline a campus is chaotic boundaries must be established and enforced impartially the principles must be visible on their respective campuses so the students and teachers know the principal is available and no we did not compare notes so it must be a problem the principes must be visible on their respective campuses so the students and teachers know the principal is available and aware of the campus happenings not too long ago I had a student who came for tutorial help who

was convinced he should write his college entrance essay to a major university on the poor State of Affairs at nacadas high school with emphasis on the lack of discipline an unsafe atmosphere and lack aasal teaching in some areas of course I talked him out of that but I've heard the same concerns from other students and it deeply troubles me the discipline will not get better and our reputation cannot improve until the board backs the superintendent the superintendent backs the principles the principles back the assistant principls and everyone backs the classroom teachers in enforcing the approved student code of conduct everyone at every level including the students should be held to high expectations and be on the same page we are not against ND we are for ND it's our home and we see red flags

everywhere and we're very very [Applause] concerned Michelle PE will be next good evening president green board members Dr Hayes 10 minutes left thank you uh failure leadership and accountability as I stated last month leadership is important to the success of our district I did some research and found that the Texas Association of school boards agrees superintendent leadership is at the top of their list in addition to that they also include being responsible for the direction of the educational system that's based on the desired student achievement I strongly believe that we don't have effective leadership we're failing our students and someone should be held accountable that someone is the person who's responsible for leading the district our superintendent as our Board of Trustees you bear the ultimate responsibility for our superintendent failure is defined by the

lack of success accountability can be defined as accepting responsibility and being answerable for for performance nad's ISD overall is failing and our St statistics prove it who's being held accountable for these failures I've passed out a packet that Holly has in it I've included a copy of the superintendent report card I've pulled 81 naad OES ISD measures ERG tea and Children at Risk it's got The Good the Bad and the Ugly not only does the document provide statistics for the district it provides the individual School sta statistics these ratings don't include the more than 342,000 in education legal liability EEOC discrimination claims incurred by the district or the legal fees associated with these shortcomings here are some of the highlights of our statistics in academic achievement nad's ISD ranks 193 out of 200 in the

Texas largest districts our district is 96.5% worse than our peer groups academic performance at ND has dropped 86% in the last two years I'm not alone in my disappointment tonight shows it as to how our district is performing we're failing our students we need to remove the direct cause of our systemic issues and this removal will allow our public to see that our district is moving in the right direction it will show that our board is no longer asleep at the wheel once the removal takes place goals need to be set student achievement needs to be made a priority plans need to be established to move toward these goals with account ility and measured achievement we can regain public trust we need to start now we need to show leadership strength and commitment we need

to ask our superintendent to leave we need to find a leader who's going to be strong and support our students it will be an investment in our children that our community won't regret thank you Brian mki mki m excuse me good evening president green board members and Dr Hayes forgive me for reading quickly I know we've got a lot of people to speak tonight I have some documents that I'll leave with uh Miss Anderson for the rest of the board to review as well my name is Michelle peek you've seen me you've met me I am a parent of a nacadas um ISC student in November of 2014 nacadas ISD trustees committed $2.8 million to build eight classrooms at regay and 10 at fonia elementary school Dr Hayes told the Daily Sentinel of nacadas we

expect to come in under budget on all of these things in February of 2016 the board increased the gross maximum project budget for regay to $2.9 million almost three and in March KT reported on the addition of only seven classrooms only at regay Dr Hayes is over budget on this project and he has underd delivered 11 classrooms to Nacadoches ISD plans for new construction began in November of 2014 but public discussions for resoning students into the new classrooms at regay did not begin until February of 2016 I understand there weather efforts happening within that time frame that could have changed the landscape of nacisd but I'm going to speed forward the board was not presented a proposal to approved until March 2016 to consider rezoning for the new regay expansion when Mr Burton made a

presentation to the board and to the Community Elementary school zones were depicted on the map highlighted as specific areas when Final maps were publish at nacadas isd.org specific zones were changed this undermines the board's Authority and shows little respect to the community members who volunteered to serve on that District's rezoning task force three months have passed since that board meeting and I have not received a notice from the district that my home is one of many affected in the rezoning my child is expected to attend a different school in the fall if I choose for him to remain with his peers I must complete a transfer request and wait for approval from the school and District level I did complete the request and was told to call the school sometime in July and see if

maybe it was accepted to transfer I must relinquish access to District transportation which is a luxury that many families cannot afford specifically because parents have not been contacted by the district about the fact that their homes have been affected by this rezoning this is information that parents need to know I met with Dr Hayes and Mr Burton in May and was told all parents will be contacted regarding rezoning Dr Hayes when we met met you told me that all homes will receive a letter detailing transfers with report cards in the home language identified on District paperwork which is consistent with federal law I met with Miss dowy and Dr Corley in June and was told the letter will not be included with report cards instead all homes will receive a letter from principls welcoming to

the campus and maybe we'll have it in Spanish I think Dr Hayes mentioned we had over 30 languages spoken in our district in 60 days school is back in session when are parents going to be notified I'm happy to see that resoning an update on that is included in tonight's agenda in another board meeting I hope you can explore what happened to the other 11 classrooms to which funds were committed good evening recently the ND chapter of Texas AF met to discuss the student discipline reforms needed in our district we wish to effectively educate our students academically emotionally and socially we believe that purchasing another disciplined program for teachers is not the answer it requires a common sense approach one that does not require any taxpayer money we simply need consistency adherence to our student

code of conduct and administrators that advocate for our students by supporting their teachers when we insist that a student's behavior is negatively impacting te uh negative impacting our ability to teach and our students abilities to learn we ask to be supported and more importantly that our students be supported by administrators this means removing the disrup disruptive student from the classroom so the teacher may continue to educate the others our um administrators have a duty to teach the removed child the code of conduct what it means what it looks like what it sounds like and provide a concrete age appropriate consequence consistent across the district at all campuses and often provide that child with the professional counseling they need to learn how to control their emotions and behaviors we have many students that come to our

campuses not only unprepared for the rigor of Academia but also unprepared for the expectations of social behaviors that allow positive School environments even the most talented and experien teacher experienced teacher cannot be successful when their class is constantly interrupted by a student that refuses to behave well enough to allow other students their right to a quality education that M that misbehaving student is not being helped when they are returned to class without any real consequences for their behavior because of an excuse like his dad is in jail so he's having a rough time or he just doesn't know any better if he doesn't know any better we have a responsibility to counil him to provide him with instructions that focus on Behavior modifications while we continue to provide his classmates with the education they deserve

without constant interruptions our AF chapter in many ND uh peers agree that our issues will not have a successful result with another program the real program is the failure of our district to enforce our student code of conduct by implementing concrete age appropriate consequences for failure to comply and our neglect to counsel and teach appropriate social skills and behaviors to our children who are not ready who are not already equipped with these life skills we ask that you adopt a no tolerance policy for disruptive students in the classroom we ask that the District give our counselors the ability to counsel instead of acting as testing coordinators we ask that you give our campus administrators clear directives we pledge to you our students to you our students and the community our commitment in teaching all students

regardless of their backgrounds however our efforts will continue to fall short until you give us the support that we need our district will continue to have quality teachers resigning at high rates until the district takes the tough necessary changes needed we need tolerance for diversity with no tolerance for behaviors that negatively impact the classroom learning thank [Applause] you had one person we got one minute can you get this can you hand your form to this lady right here so we'll have a record I actually did show up okay it has to be turned in prior to the meeting sorry okay I showed up at about quarter two and y'all were in a meeting already and I felt it rude to walk in I understand we we have to play we have to go by the

the rules of of of the board policy that's been set I I will say we appreciate everybody that commented tonight and although we cannot respond to it I want you to be assured that we have heard everything that y'all have said um the next information item is um it's information items and reports we now come to the information item report segment of tonight's meeting and we will begin with the superintendent thank you Mr President board members uh audience members uh just a real quick and very brief report this this month uh the main thing that I want to report is the amount of work that's going on on all of our campuses if you've driven around to our campuses over the last week or so you've seen the staging area that's out front of most

of our campuses that you all have approved work on uh the uh the roof work that is going taking place at many of those campuses but uh just a lot of construction work going on Mr Laro and his his staff are doing a wonderful job of of uh getting all that stuff lined up and and getting those contractors on on uh on the job we also would I also want to thank the uh regay staff uh they've been very patient during this uh uh extension expansion and uh we do appreciate you so much for the work that you all have done You' had to work around some uh contract contractors who were there and that's not always is easy but the parents and the staff members did a wonderful job of working around those that

work is substantially complete is that correct Mr L yes sir okay and are people moving in there the not yet got some issues on okay and if you've not gotten over there I encourage you to get over there board members and take a look at the expansion it is uh really nice it's very colorful and it'll be a very good environment for our students of primary grades so um with that that really takes care of the uh superintend report for this month thank you uh the next report is for uh Early College High School report and the Administration has asked that they pull that report at this point there was some information that they had come forth that they needed to research we'll be back and Kim do is out on vacation so we are

pulling that report uh for right now uh next would be the elementary resoning update and that goes to Mr Burton thank you president green board members and Dr Hayes uh wanted to come and and update y'all on our resoning sorry and where we are right now um if y'all remember I say this week in the past week at this point we have sent out um letters to every parent that was affected by the Zone um change um those letters went out in English primarily any surname or any that we identified as Spanish speaking feminist also received a Spanish version of the letter I have copies of those letters if you would like to see them I know people have started receiving them because I've received some phone calls for some from explanations uh basically what

the letter is is is informing the parent that the student may have been in this Zone last year and next year they'll be in the the new Zone if there are any questions about it or they would like to apply for a transfer I've applied a link where they can go and fill the paperwork out and try to walk into that process so that is on the way I've met with all of our uh Elementary principles uh this past week uh we sat down we started going over our numbers started going over our staffing we're talking uh about the amount of kids we have a lot of that had to do with um some of our um transfers but we've sat down we visited about that everything is in line with what we had proposed

what we had talked about uh we're in good shape uh as far as that goes um I would like to also I would like to address the map um and what I've done is I've given a few uh examples of the map uh that we had this first picture if you will look at it if you recall this is the map that was shown uh at the original uh well at all of our um Gatherings when we talked to at our committee to start with the two meetings that we had there and then it was also shown at the board meeting uh this map is is produced by transfinder uh we plugged in streets we plugged in uh kids and it would outline the zone that we came up with um we first began talking

about our reone or beginning our plan in January uh 22nd we actually had a meeting um Dr Hayes and I um and and several others uh sat in and we visited about it on the 28th I went to transportation we started laying the groundwork of how we thought it needed to uh to look or what we could do as far as expanding uh regay uh and taking some pressure off some of other campuses that weren't doing as well uh we came back on the 3 and I met with on on February 3rd I met with the principls and transportation to discuss possible zones in that meeting we went over a lot of different scenarios talked about streets and talked about areas that we might pull from one school or another in that discussion we talked

to Mr Adams who was president at the meeting of course um about an area between Carpenter and tjr and that area is right here if you'll notice um we'll talk about it we actually listed the streets uh and talked about the area of town that was going to take place um prior to the first Zone meeting which our second uh attendant Zone meeting which was on 229 I had received email from transportation that listed every street for every Zone that we were going to talk about I had already list I already had every student that was going to be in those zones so the data and the information that I gave reflected all the data that the board received and the committee received the issue is if you will look at this map this is

the detail map that we sent and had the people at Geo Service uh fix the deal the the area talked about is right there there's there's there's several streets in that area if you notice here it's not taken between the yellow and the orange and here it is that is more of a blow up of where we're talking about and this is enlarged of the same area it's basically around this portion of town around this building and on down shaune and several areas um when we uh had our second committee meeting they present to the board the the topographical MC that I showed you earlier uh everything was approved I sent the information off to be done by our Geo service guy that does these maps for us we don't do these in house he

sent 10 Maps um that did not look like this map because that area was missing those Maps showed up at the district support center um Mr Adams actually took his map with him I believe that was on the 13th uh that he took that on 413 uh and once he got back to his camp he called me and he asked me if we had decided not to include that section in the reone because um it wasn't on the map well at the same time um our other Maps were sitting out here and Dr Hayes was going to come meet with a community group and I came out and told him I believe that meeting was on the uh the 14th I told him I said Dr Hayes you can't show that map because the map

is incorrect now I want everyone to hear what I'm saying the map that was originally shown to the Committees and to to the board this map without that circle is incorrect that is not accurate the data of student counts and streets that we use for Staffing Transportation everything else is correct now I Can't Tell You Why when we put this in transfinder that that area did not was not taken in but I can tell you without a doubt that those streets were listed at every time all the information the board received about student population about the number of Staff members we would need about uh the zoning change and how it would affect our our uh Transportation how it would affect anyone um wishing to transfer all that information was correct this map had it

gone out um would have been Incorrect and the information in the data would have been wrong so we' have been back at square one um I I don't know why it didn't it obviously did I didn't edit it I guess or didn't check it well enough before we sent it out um that's all I can tell you so we came back we got it corrected and we put this map out um which did accurately reflect the data that we use for rezoning letters have gone out like I said people are aware now uh more are becoming aware uh We've we've handled the issue uh that we was brought up in committee as far as our middle school students that were in seventh or sixth grade this year that want to return they already they know

and our principles know that we're going to automatically bring them back uh all they have to fill the paperwork out um our staffing is working out ex I won't say exactly but it's really really really close to exactly how uh we had said to start with um everything is is working out perfectly um I just wanted y'all to know that the information is out there teachers are getting hired children are getting placed we're filling all of our uh transfers now um and and everyone should be on the same page have any questions about the reone I don't was yes sir you don't mind let me let me follow up on a few questions there just to make sure clear when did the letters I know that y'all have been working hard to get the Letters

Out for resoning but can you tell me you said they have been sent when they were S I know for uh I know on the 20th and the 21st two different groups of letters went out I believe the last set of letters went out yesterday afternoon so as of yesterday afternoon every letter to every every uh parent has been sent okay I know as you know I'm getting some calls from some parents that hadn't gotten their letters yet so I just want make sure to be able to let them know that those letters are now all in the mail absolutely what about the status of the transfers particularly for the middle schools I know I've had a number of parents call me because they were concerned conned about the the feeders into the middle schools

have changed a bit right where are what's the status on the transfers have they been approved have those letters the transfers are being approved um what we're the reason and I know everybody wants to do it quicker the reason that some of that is holding up is because our principes on each campus you know they make the decision on whether to uh accept or deny a transfer and then they bring it to my office and I certify each one of them those three reasons uh discipline issues attendance issues and space are reasons for denying the problem we run into especially in the elementary campuses not so much in the middle school is that they may not have space until students have transferred off so more students can come in so what I've done uh as

of today and I'll be sending that out to the principales tomorrow I've got how many kids are going out as of right now before we drop dead and send everything out uh to all the principles the Middle School princip I visited with both of them uh not this Monday but the Monday before I believe um they are in line and ready to send their Letters Out uh we sent specific letters to sixth graders that were in a Zone going to let's say Mike Moses and now they're going to McMichael to inform them and then the seventh and eighth grade students got a different letter saying that you have moved you can be uh if you would like to remain on that campus you may do that the principes know that they've already began uh fulfilling

those when they get in so uh I've got a computer full and and a handful of approved uh transfers right now and those should be going out from middle school I would say next week for sure so theoretically a parent could receive a letter saying you've been rezoned even though they're a transfer student and that's not applicable yes ma'am matter of fact I had a conversation with a lady today who said her child was going to this school and didn't know if if we had some information they're wrong and I said no ma'am it's just saying that where you live of because we move the attendance zone is now in this school and I looked her she has two students I looked them up I said your transfer has already been approved you don't have

any worries about that so uh she she was just checking to understand that could potentially cause some confusion I don't know if moving forward we can somehow I guess we won't have a hopefully never do the reone yes yes but that is a concern that that could create some Panic for folks who thought everything was settled right and and it would have been ideal to be able to send out the welcome letters as far as you know we're accepting transfer you've been accepted or if it been denied let the old school be able to send that out prior to the rezoning letter um because what you're basically doing is exactly what you said somebody had sent in a transfer they know what school they were supposed to go to even if they' been reson it

started confusion but it's it's not possible for us to get the I think it was up to 470 some odd students uh all approved from certified level to be able to say we have room here now we have room here we have a lot of moving Parts especially in elementary um saying we've got about 470 transfers yes ma'am um one one quick question um I know I wasn't here when we new zoning was adopted but uh can you tell me I mean I know what I've learned is Netty Marshall is a specific program you have to be accepted into that program so why do we maintain a zone for NY Marshall if if those students can't in other words you could be in the NY Marshall Zone but you can't go to school there because

you don't qualify for the program you're correct um NY Marshall is our dual language program and and they run What's called the Gomez and Gomez model um that model states that a student must start at kindergarten and progress through the program or they must be bilingual so there are students that live in the zone at nety Marsh that we do have to make uh Transportation or other our with with our other campuses they have to be moved to another campus um it's just uh I I can't say why uh that it's just a school it already had a Zone uh I believe we have 152 magnet transfers coming to nety Marshall this year and there'll be several coming off it's a great program I guess your question is why do we have a Zone and

the program looks Yeah well yeah it looks like it creates more work for you because you're automatically creating transfers thank you for looking out for me it does but no you know I mean why it looks it does but um we had talked about at one time throwing the idea around about making it in the SP taking that out and just letting it move off into other places and strictly being a campus that was a dual language we've also uh thought the idea of maybe embedding that program into one of our other larger elementary schools um just right now and trying to keep with the uh neighborhood concept we want to have that neighborhood there a lot of students from nitt they'll have 400 kids right at still go there uh so it's not every

student that is in the zone leaves but um we'll you know uh it's a good program they're having great success with it I really can't answer the question of why we've kept it a neighborhood or or why we've kept it a zone at the same time having it a maybe that's maybe that's something we can keep on our our list and look at a adding in the future um to kind of clean that up a little bit and make sure that we're not creating needless work on our transfers in other words our transfer rate May Art be artificially High because of the way those zones are currently laid out yes ma'am okay um you feel good about your numbers then everything's going good absolutely I do all right thank you for your work on that

you're welcome I I had one just I was on that committee yes sir and my only concern the whole thing is being a ex principal building Master schedule late into June not knowing exactly who I have is a little bit problematic and kids not knowing because I I I do recall that they were we were going to let those kids know with report card time and that didn't happen and we need to we just need to I I know it's too late now but uh that that that's something of this magnitude has got to be done correct right that that group right there that you have circled are the least flexible and and you got and now you've got principles that usually take July is the time they can take vacation and they're going to

be dealing with trying to figure all this stuff out so I I just I just wish that it had happened sure when we told them it was going to happen sure and and I want to be sure Mr GRE I point out that that they've had and I've given repeated numbers to them on what their campuses would look like as far as zoning and then we've taken in consideration the past few years what their transfers were so um we've attempted to already take care of the Staffing of the campuses and that was kind of the thing today and and and I know this sounds scary but we're actually ahead of where we were last year and we didn't do rezoning last year it's just when you have two magnet programs and you have uh uh

three um IR campuses and and students take advantage of Peg programs we have a lot of movement and and some of those folks um to to be accommodating to them it'll drag on in we'll take transfers to the last week uh first Friday of the last week of school um hopefully they're already in place by that point need to be careful what we make promises on though absolutely okay may another question um that's that was just an information item so no action really to take just update uh this brings us to the next portion the consent agenda andless remove from the consent agenda all items L will be acted on with one motion if there's a board member who wishes to discuss an item on the consent separately please indicate the agenda letter and it

will be set aside for further discussion or separate or separate vote I do already have a request from one Board member Miss Fitch has requested that we pull B1 budget amendments and C8 Champs program be under um programs over I think under over $10,000 okay do I have any other requests from board M I'd like to pull um all of c and B2 all of C all of c and I don't know if you heard me B2 B2 yes Mr howth covered mine all in okay uh do I have a motion for the a b and F which would be uh the board minutes uh D would be uh extended coverage agreement with the workman's compensation solutions for district workman's comp and then e new course application personal finance and I guess annual review of

investment policy B motion close a e and f i make a motion that we approve the consent agenda except the items that were pulled I'll second you have that motion that you can work with you got a second for spech so all those in favor say I I all right we'll first start with B1 this point what page is that 42 B1 which would be uh okay um I had um a couple of questions and also a couple of concerns on items p and Q uh those are both items that require action tonight by the board and I felt like the action should be taken before the budget amendment approved so on those two items at least we can table till we can complete action or what the proper process would be for that but

I'd be more comfortable with that um then on item on item U um the increase uh budget for Transportation uh I was just wanting an explanation on that one okay um in the past Transportation has stockpiled their inventory they have a large inventory and last year it was at its largest level um in at least my history and Mr lamin was then instructed to bring his inventory levels down so that has is what they have been doing this year and they've been going through and going through with a fine tooth comb and finding out exactly what's there and they found items some items that are unusable now and then just making sure that they're using items instead of buying new items well as a result of this process when you bring your inventory down your

expense increases and so we are expecting this increase to be quite significant he's still doing in the process of the invent counting inventory so we don't know quite what it is yet so um this is a guesstimate a best guess guess estimate on what we think we'll need for that so are you saying and in my terms I think in my in my business in my world it sounds like you're saying you're writing off inventory is that correct well it's done once a year there there will be some write off but most of it most of it is not write off it's just they've used it during the year rather than buying more ah so they've used it and they haven't accounted for using well they don't they don't you do it once a year

okay okay that makes okay that now that's that's correlating now this is this is interesting to me that um part of the the transfer here you were uh recommending decreasing function 52 significantly by9 to move it over into this to fund this if we do that it's going to put function 52 over budget it looks like because as of your your report let's see on page you know what you are absolutely correct and that didn't make sense to me why we would you know what I I am sorry but I just now am noticing that that you're pointing that out to me and you are absolutely correct on that okay so we may need to look at lowering the amount there okay I would think that that just didn't wasn't logical no it isn't logical

and that's something that I missed there okay okay on uh item W the amendment to student nutrition kind of had the same question it's just I'm just trying to again I'm trying to wrap my head around the some of these um right can you explain that one to me a little bit more um student nutrition has many new uh regulations that are imposed upon it and there's a new one now that they have they can't just offer food they have they require the student to take it so many times that then it just goes in the trash or they may eat it but it causes expenditures to increase so um Their Food Services experience ing an increase in expenditures while their revenues are remaining the same level in the past their revenues were always exceeding

their expenditures and there was no problem there so now we have to be more conservative in our budgeting and get project the revenue and the expenditures closer to what they'll be or else we will end up um overspending and so that's what this is the process of doing is bringing that down and and so that it will also be at a level where we're projecting next year to be okay so we're we're basically decreasing our anticipated revenue and at the same time decreasing our anticipated that's correct bringing again in line quick question on that did you say there's some rule that you have to give the food to the student even if they don't take it and we incur that expense yes what rule is that and who made it okay so even if even

if student says I'll never eat that it's going to straighten the trash you have to give it to them no matter what no not to contact Federal Representatives than you have to go to president start start as as far as that one that we need to um go over budget can I rework that number and then present it later when it's um when you go to right when you go to approve it I would appreciate that because then we could putting this in order as well right okay all right now we're into purchases over $10,000 I pulled C2 but I don't have any questions uh it was for voting purposes only I said I pulled C2 also but it was for voting I don't have any questions I just wanted to go in order did

I say SE B2 well we are start with one see one is uh I'll make this quick since I pulled it I would like to make a motion to pass C3 9 10 and 11 C3 would be agendas agendas and the computer C3 see what was the other one n n nine 10 and 11 right we have a motion approve C3 C9 C10 and C11 I think his motion was no pass on yes to pass on approve approve yeah okay approve all of them but those no approve those four right the motion is out there to approve C3 C9 C10 and C I'll second that motion I have a second from Mr Russell all those in favor a i okay now we're going to look at C1 Mr President I didn't have any specific questions

it's strictly for voting purposes unless somebody else does okay C1 is the that would go to washer Mr R okay I don't I don't need a report I think he's saying it'll go quicker just to ask if anybody has questions about each category this is about the washer for the Fieldhouse yes sir okay you want to hear about the washer yes good good good uh as presented before you is a request for $9,250 for a couple washers that each have a 60 pound capacity that would go to the Fieldhouse to do laundry what other questions can I answer are the current washers still [Music] operable we keep throwing money into them yes everything's everything mechanically can can be continued forever how old how old are the old washers I couldn't give you exact date on

that they were not new when I was coaching there that would have been late 80s is my understanding but I don't that's good thank you I'm good we have a motion for C1 I move we approve C1 second second Howard all those in favor I Okay C two is RCI technology this is specifically dealing with the annual fixed asset and capital asset inventory for the district which we started back in 1999 as a result of the gby governmental accounting standard board uh guidance requirement number 34 um any specific questions on this the cost is $155,000 it's remained at $115,000 now for several years uh this include will include the tech center as well as additions to the reg Elementary Wing any other additions so is it just going through and itemizing your inventory valued over

a certain amount of money yes sir anything over $1,000 is placed on an inventory uh it also gives us of course our U insurance coverage U covers us some standard policy but if you have anything exceptionally expensive on that campus this gives us a record of it as well in case there is a loss but it also again it goes back to this governmental Accounting Standards board's regulation the company that we're using is out of um San Antonio a number of years ago a number of districts the East Texas what we call the East Texas Texas Association School business officials was wrestling with this they approached several companies that would do it uh RCI was the only one that would respond um districts like I'm thinking Marshall T I'm not sure about Tyler I think

they have their own in-house organization as big as they are Jacksonville Kilgore they're still using them uh every year I we attend the um tasbo group on a regular basis and to date they're still using them as a uh as a large group uh anyway that's and I guess that was my only question is um can we do that inh house for less than the cost of outside or is there some other reason to go outside I mean if somebody came to my office I either know or have people to know what we have in the office and what it's valued at so yes sir it's uh it's pretty extensive we've got over a million square feet of buildings there's equipment in these buildings we don't even most people wouldn't even realize that we have

um we did this for a number of years our in-house uh it was sketchy to say the least we tried to do it in the summer using teachers but that was before this gasby 34 came out and it became so restrictive RCI does this for schools a lot of schools in Texas as well as New Mexico Arizona I think some in Oklahoma they're very knowledgeable uh one thing that we really like about them they stay away they do this like during the school year like October they'll come in and do this sometimes August but school is operating uh they're good about coming in in the evening they're good about staying out of the way of our principles uh the one thing I like about them is I don't get any complaints from the campuses from

the staff about interfering with instructional time um another thing that's really great about them is they use retired military personnel and they are very precise and they are very disciplined sounds like we need some of those there during the day yeah well but so you you another justification is you have some concerns about in-house and being accurate and meeting the standard that's been yeah I tried to do it inh house many years ago and it's it's hit or miss you get some good people I remember um I'll mention the name because he's a great guy Denny Jones he ran it for a long time but of course he took on other responsibilities in the district so anyway thank you yes sir Max this mentions uh entering into a contract with them is that an annual

it is is it's it's this comes to the board every year yeah I knew that but I I don't see a an actual do we really enter into a contract with it uh I I may have did I term a contract now if I did I'm sorry I did but it's a basically a proposal that we agree to U employ them it's not so much a contract okay thank you yes sir motion yeah let find it yeah the language on here is not quite uh I move to approve that we enter into an agreement with RCI Technologies in an amount not to exceed $155,000 for the purpose of updating the district's physical asset Ledger and tagging new properties belonging to the school district with a value of $1,000 or more I have a second those

in favor say I I think next uh looks like four through about eight are yours Tammy I want you to come okay Tammy has helped our big time with staff development this year and these uh these all pertain to staff development can we just start with the next one and go down the list okay the first one on there that you'll see is lead Ford I believe lead Ford is a company matter of fact the only organization I know in the state of Texas that provides us with accurate analysis for data and um onsite help help with analyzing data for the uh star and for the EOC exams they provide training for our principes and our teachers on campus to understand all the uh tis and what we have to do to prepare for the

test uh they're highly recommended by tea um it's should and this will be entering our second year with the group this is something that the principes and the staff highly recommended to keep what we're doing I want to make sure you understand that on all of our staff development everything we do in the department of academics Services now we will evaluate at the end of the year with our staff to see is this something we want to continue do we feel like it's truly helpful so all of these items that you see are carried forward to the principls and uh teachers to make sure this is something they need for support so this is one of those items the principal said if we kept anything this would be one thing that we had to keep

this year Miss Dy yes and that was one of my questions material we got ahead of time there were at least two of these categories where it was specifically mentioned that either teachers requested it or staff Administration campus principal supported it right but I didn't see that on some of the other categories but if I'm if I'm hearing you correctly you're telling me all of these categories you've gotten input from your teachers and overwhelming support principles on what to return for the next year you will see that we will do that on all staff development from now on any technology that we do for uh uh instructional purposes we evaluate at the end of the year all of that has to be evaluated with principls and teacher groups and I'm sorry if we left it

off on a couple of them because we did it with all of it so lead forward is a group um that came out of Region 13 actually I knew all the guys that came out and they started the analysis system to help understand what we're dealing with with a testing system uh it's extremely complicated the formulas uh the four indices that we have to meet and they they lead us through that every month on where we are with our local exams with the State exams and what we have to do to make the um cut I guess you might say or the standard for the state and it is funded local and title It's a combination to continue do you want me to continue I don't have any you want me just go down the

whole list before we vote yeah okay the next one is Cody Freeman Cody Freeman is overwhelmingly wanted by the staff she is uh I believe K through five and then she does instructional coaches k through eight she will start our I believe third year with us and she is I mean I would be uh I believe ran off if I tried to get rid of Cody Freeman from the staff that's teachers and uh principes she works with language arts okay uh the next one is Sammy Kenzie she's a lady that I brought in that is a exceptional writing expert she has helped several districts and uh campuses that are in IR to turn around the writing scores um she um also is helping with we had to write into our plans that we would have

someone help the IR campuses she is also a model turnaround principal that will help the princip uh the principles on those campuses um and I believe she well I'm not seeing where she's it's Title One and title two on Sammy then the next one is the haha process Incorporated riby pay training this is a training that was in aad doas I'm not for sure how many years 10 13 years ago it's an old Pro you probably remember this stud um here yeah this is about training of teachers about students that we're serving especially in poverty uh to understand where student students coming from and how to address their needs in classrooms I have experienced this same training in the prior District it's very beneficial to teachers and for staff to understand where our students come

from we would be bringing her back for the first time in that many years to nacadas to do training for our staff and then we have safe and civil schools Champs and I want to I prepared something and I you know listening to the audience tonight and I want everyone to know that we are keenly aware of the issues with discipline we're on top of that trying to work through the it's an issue that will not be resolved overnight what we do is going to have to be addressing what tea is requiring us to do and what we know we need to do for the classrooms so we're pulled on both sides and um when I came into the district last year one of the things I first heard was discipline and my concern I

know gray Burton does the discipline uh student C student code of conduct right gray every year and brings that to the board but we needed app point a a person that was the PO Point person for the district who do the aps call assistant principal's call if you don't have APS trained and they were lacking training what we're experiencing right now to me is because we have an unstable Force we have moved AP so many times they do not know their jobs also they have not been trained so when we came in I found that that was a lacking U lacking in uh for the discipline we took that on in the dis in the uh student um in our department uh to do something about because it was not in our Department that's when

I asked Tammy when she came over to be the point person for the district so during January to catch everybody up during the January board meeting we provided an update on our internal audit for discipline and planning to overhaul our discipline program for the district if you remember I had a consultant here that I had worked with that had worked with discipline for years she went through all of our records to find out where we are on pe's coding which can get us seriously in trouble with the state and making sure that our APS were up on the law during that meeting we discussed the need for training for both APS and teachers and provided understanding of what we are required to do by the state for discipline during this year we have met with

APS each month to provide training and develop a district mid discipline Matrix when I came in tea was here visiting at that time when they met with me in my office I had to promised them we were going to come up and I knew this was on the board because we have to do this in every District a discipline Matrix for the district you also must are required now to have a PBIS discipline plan or program in place positive behavior intervention system so we did not have that in place and so we started working with APS to select a program to have a philosophy and the discipline Matrix we have succeeded in doing that um we were supposed to come back to you I know in July and give a full report on discipline to

you on what we're going to do for next year but I know for tonight for Champs is what you're asking what is Champs how does that connect to our discipline plan uh after our consultant completed the audit I asked Tammy panr to become our district Point person and she's going to address with you how chance rolls into our discipline plan she's been working with that with APS when uh Sandra told me that we were required by tea to implement some sort of PBIS system I began to investigate the different uh PBIS systems and programs that were out there across the state and that were being used successfully and I brought in three representatives from different um organizations one of them was um um review 360 another one was called kickboard and then we also looked

at Champs I'm sure there are many others out there but those are the three with the time that I had that I found I took some um suggestions from some assistant principes and some administrators who had seen some of these programs out there and so that's where we started and we uh after the representatives came and we looked at those three we had the principles and the assistant principles here and they voted on Champs they felt like Champs would address the needs or begin to address the needs that we have in this District now Champs is not a consequence-based program uh that's not what PBIS is about PBIS is more on the front end of student behavior and discipline it's a positive behavior and intervention support system it's more about setting up campus-wide and districtwide

expectations how do you act in the cafeteria how do you act in the classroom room what is our noise level today um what when what is our movement today are you going to be allowed to get up and sharpen your pencils or go to the bathroom or ask a question it's very specific on classroom expectations and the behaviors that should be seen for that day for that activity for that work that's going to take place in the classroom but it is campus wide and the child will see it in every classroom by every teach teacher and it will be very very consistent and hopefully then uh it will you know cut down on some of the the behaviors if kids know when they can move and when they can talk and when they can do

this and when they can do that then that'll cut out some of the um the issues that we're having now we're still going Champs also has a a piece of their program which I'd like to bring in as a followup to this down the road in how to deal with those extreme Behavior situations those children that aren't responding to the expectations the kids that aren't doing what an average kid may do and and how an average kid May respond so we'd like to bring that in later but we have to get the basis first uh it's a it's an expensive program year one however we are pursuing the trainer of trainers model we're training 150 teachers to begin with and then each campus will s for days one and two and then each campus will

send five of their best teachers administrators uh campus leaders we're letting the principles in the campuses choose those five people to send to days three and four to actually become trainers of trainers in the district so that we can sustain the program and it won't cost us this amount every year after this we'll be able to hold the set the training sessions ourselves for incoming teachers new teachers and whenever we have turnover um it's a we are under because the or the reason that we have to implement this PBI system the state has something called Data validation monitoring which is part of the performance-based monitoring that the state does for all districts all campuses across the state and it's basically the PBM system is to improve student performance look at program Effectiveness and the PBM

system includes an annual data validation analysis that examines District's uh Dropout records discipline data student assessment data and the discipline data is where we are getting in trouble because of the discretionary placements that we have at our da we talked about that just a little bit at the last board meeting I'll be glad to give you guys more information on that the formulas that they use uh it's a moving Target uh the the way that they arrive at those numbers those magic numbers it's basically they look at at student ethnicity and how many your uh discretionary placements you have how many of those fall into different ethnic categories and that is a moving Target so there is no I I can't tell you this is the number that they look for and you can't go

over that number because that doesn't exist um so so in in that data validation monitoring system you are staged and when you when you have too many discretionary placements year after year after year the stages it gets more intense and you go up so we are now at a stage two and that's that's part of this requirement is that we had to write a corrective action plan to submit to Texas Education Agency and part of that corrective action plan is to implement a PB system and that's what chance is now the Matrix is more about consequences uh but the PBIS is more about intervening and trying to get everybody on an even footing the same expectations consistency across the district and then when you have children that aren't conforming to those to those consistencies then

the Matrix kicks in the consequences kick kick in and that's when U the AP step in and handle that so and I can tell tell you that Champs is one of the oldest programs there is it's not computer not a computer based type program with all these fancy things it's just it's a good solid program um I had campuses that have used this and turned discipline around but like I said this is not something that we're going to turn around overnight we've got to get training to our teachers we've got to get solid training and continued training to our IEPs because we found that they had a lack of understanding of the law and how coding affects us uh that be bringing we're going to bring a full discipline report in July about all of

that but uh we had to start with some kind of training to get a consistent program in place for all our teachers we we're all we were all over the board as far as the campus I don't believe that you would see the same discipline concerns or issues on all campuses because those that had a consistent AP for a period of time that well trained were um I I don't think they had the concerns that some of the other campuses had that you're hearing from and I also want to add that there is a secondary there is an elementary piece and a secondary piece so it's not a one- siiz fits-all uh because different ages have different needs and different things work for them so you have the elementary which is called Champs and then

there's the secondary piece which C which is called discipline in the secondary classroom but it all falls under the same umbrella Tammy did a great job of bringing in the different companies so that the APS and principles and all could view it and this is what they decided Well I I'd just like to make a couple of comments and follow up questions hasn't been all that long ago that at least some of us if not the most of us bombarded from the outside about what was going on dayto day in these schools right some of which we've heard again tonight which we started making noise about it from the inside out and ask you guys look into it and it seems like there's no consistency and to bring the plans and I just want to

find out from you guys is this is this a product of that do you feel like you're making progress and and then lastly someone earlier tonight was saying why don't you just enforce the rules on the books now instead of spending money on getting other people to come in and what would be your comment to that the same thing that um this is a prevention up front and then we're required by tea to put in a PB system so we've got to select one from somewhere um and this was the best one we found he they are right we've got to also enforce the student code of conduct that's part of our Matrix we've got to have the aps to have training to understand how to implement and how to support the teachers when students

are sent down what to do besides just send them back to the classrooms that's part of the training that's part of following the Matrix I think we shared a draft of the Matrix in January to you that we were working on we have completed the Matrix that's that's a product in in work Works constantly next year we may find we need to you know tighten up on some other areas that we will change it it's not a uh uh in cement and it's a constant working document but uh we've got that finished for next year we'll present that to you in in Ju July and that's something that APS are going to have to follow that's following the student code of conduct and the law the state law but we've got to put in a

preventive program to try to put structure in to help prevent some of this discipline as well that's what the state's wanting us to do instead of just reactive they want preventive and miss pancrat you mentioned we did discuss some time ago about tea and how they want to see things versus numbers and nice categories and how there seems to be some Conflict at times within our district uh as to either following our own rules or worrying about meeting their standards and numbers which don't necessarily make sense so I would like to hope to think that the administration is moving forward saying we're going to abide by and enforce proper code of conduct consistent discipline and if that falls outside te's guidelines then we'll just deal with tea on right I mean that's my personal opinion

I don't know about everybody else's but I would I would like to know if anybody disagrees with that and some of it is understanding the difference between mandatory and discretionary we've got to do a better job of like I I believe putting in a consistent plan one that we have well good training on is going to help prevent some of the discretionary placements the mandatory by all means they must go to da AP that's the law and those are the serious issues I don't want teachers to ever think that they can be threatened or bu bring a weapon to school if you hear that and that's nothing's done I want to investigate that because that that is a mandatory placement those are issues that the state allows us to send a Dap it's the discretionary

that they're coming down on schools I truly believe that you're going to see I shouldn't say this but I'm going to go ahead and say in the near future you're going to see the state come down and say there will be no discretionary placements from Schools they're cracking down on that because they're seeing I don't feel like we're doing it but I'm saying some districts have abused it so bad that now that's something they're coming down on is a discretionary plan so we'll have to see how that works but at the same time we've got to give support to the teachers in both training and support by the aps on what to do with displine in the classrooms so we're we're all about that it's pulling at both ends trying to satisfy both ends right

now when do you expect to do the training it's July 6th and sth or it's for days one and two and then it's about the a week and a half into August for days three and four for the trainer trainers and will we have all of our APS in place by then we should yes yes yes yes yes they're I think they're in the process of hiring them this month and next month so they should be thank you yeah that that should be done and assistant principal may not necessarily be your best trainer so they may not be the trainer of trainers it may be a teacher leader or the principal or a counsel or someone else but each cand will have five I believe I hear you I want to make sure that on

the same page with you is that number one we've got to pick a program State's requiring us to do this and this is the one you're recommending yeah the second thing and this is significant I want to make sure I'm understanding this right is that prior to this we had no consistent districtwide expectations for discipline that is correct so what we're doing is we're creating what what Champs will do is create the guidelines yes the found the students these are are expectations all the way from prek to 12 to 12 okay right now each campus has their own and that's what I was gonna say so and that's why I and that's important because if a student moves from campus the expectations are the same being consistent providing one consistent stable disciplin plan correct our

expectations that's that's the plan now is let me ask this because I'm I'm not an educator I'm a I'm a business person and I remember I I was here when you guys had the presentation previously and there was a difference between a a philosophy and a policy so my question there is is Champs a policy or a philosophy I would say it'll be a little bit of both it is a philosophy uh but the policy piece will be that the expectation is that every campus implements it with Fidelity and the without exception without exception and I hear you saying that it's going to be very important to train those APS because those are disciplinarians on our campus and what I believe I've heard you say before is we've got a lot of new APS we

haven't had a consistent program in place so how can we hold them accountable now we're going to have the expectations we're going to have the system be able to hold those okay I I want to make sure on the same page and that I'm not Mis misunderstanding anything that's that's that's being said and I'm gon say it again I have someone monitoring it the coding the information what's going on that's very important if it's not followed up and monitored sometimes it doesn't happen and let me say that the campuses uh weren't not doing their job I mean they were they were trying things and they were doing things but yes but there's not been a lot of consistency and that's what we're trying to to bring to the table with this and so the message

for teachers would be that're bringing a policy in place it's going to be a consistent districtwide policy APS are going to be held accountable in enforcing policy expectations that's correct is that a correct that is correct is that a correct summ okay let's let's step forward just a little bit on the Matrix side of things because what I'm also hearing you say is that sets the expectations it doesn't set the consequences right and that's what we're going to see next month yes with the Matrix the finished Matrix you were not on the board in January where we show the draft so you'll find you'll see the finished Matrix as well as I believe gray you'll be bringing the student code of conduct correct in July yeah okay so then we will have expectations and consequences

for the first time right Al together districtwide consistently um I know that there's probably some the audience I'd love to open it up now that we've heard this to see if there's any comments I I can't call oh I think I can call somebody let me just say this um I dealt with discipline for 30 years on campus and uh the U I'm not real familiar with Champs but I'm sure it's not going to be I've dealt with many other things it's like a lot of programs there some two things that we need to make sure when we're doing this if champ puts out the expectations to me the way this thing works you got to make your expectations extremely clear that's right that's right and that is only when you say those expectations it's

only as good as what you because if you say this is the expectation but then somebody does something this doesn't reach that expectation and nothing happens then you just change the expectation that's right because now the expectation is not here it's not what you said it's what you actually accepted that's right and so to me where I see the biggest issue is you we've got a lot of we have a lot of young teachers yes we have a lot of teachers out there who don't have a clear understanding of what they expect in the classroom right and it's not their fault I mean they they don't train them to do this at SFA or any of the colleges I can tell you they say they do but they don't but something's got to happen when

they don't when when when they don't do what you're expected there something's got to happen on the Matrix side we've got to expand our options the reason we're getting all these dings over here is because all these little things keep happening and keep happening keep happening and then finally we get fed up and we do the big thing that's right something's got to happen the hammer Falls and we didn't deal with it on this end and that's why I mean believe it or not a teacher can do a world of helping their discipline issues over who gets up and sharpens or pencil on time and who they can do a world of discipline issues up front doing with the dealing with all those little bitty things so that the big things don't happen and that's

where I see we're that's the discretionary issues you're talking we're not dealing with the little things and the big things happening now we got to deal with and that the little things that you're talking about are a lot of the discretionary the discretionary issues we have to brainstorm ways that we do things upfront about the discretionary so they don't become the big issues my expectation is that there will be consequences presses a teacher out absolutely there's got to be and there should be now' got to provide a learning environment and that shouldn't be that tolerated under current student code Code of Conduct that should not be tolerated but we have other options out there that we don't utilize correct there's there's some options in our in our student code of conduct that we don't ever

use that they're there so and also let me add to that Mr Green too this is not all we're doing the Matrix and chance I mean that's not going to fix the problem the problem is too big right now we've got to get a handle on it um we're exploring some other things too to try to not get dinged by tea but yet hold kids you know accountable for their actions and for their behaviors whether it's School we've talked about school then the school programs something along those Lin for our secondary kids so that we can remove those kids from the classrooms the everybody else can continue learning but we can deal with the behaviors without getting deemed by tea for sending them to to the a so we're still working on all of that

and to answer your question about uh the training when it is um we we tried to get it all this summer before school started so that we could have everybody ready to go day one no questions asked they were completely filled up these were the only dates we could get so the train you know we'll have days one and two before school so we'll have some people trained but the trainer of trainers won't occur until the week into August and then we have to turn around and train the rest of our of our teachers that didn't we get to come in the summer so you know it won't be it won't be day one we're taking off with it some people will be but it's going to take a month or so to get everybody

trained and and we don't have any PD days uh until later in the year and we don't want to wait until December to train the teachers so we're going to have to try to be cre with how we get everybody trained and one of the things you said that we have a lot of 012e teachers they come in with a lot with lack of experience on this very topic and then when you combine that with APS who have very few years are brand new or one or two years they don't have the experience behind them to come up with some of the I'm sorry it's just not taught you know it's not even taught in administration classes of what to do in these issues that's why it's important that we meet to brainstorm ways like

School within a school or something that we can come up with that we know we can provide support and getting those kids removed and yet not sending them to DAP for discretionary issues mandatory they go they go Mr President can I say can I say one thing though if people are interested in discipline we are going to have a workshop later in the Summer with the board on just this topic and the workshop is in a little bit different format where everybody body uh has it's a little it's not in a board in a board setting and we and normally we don't have a lot of uh people that come to workshops but it would be nice if we had some people that showed up at that Workshop session when we do the discipline I

don't know exactly it'll be sometime in J July and uh just be it'd be nice to have public with that I we turn it over to R I move we approve c45 6 7 and 12 and eight sorry eight and 12 c456 7 8 and 12 any any do I have a second I'll second uh all those in favor of you've got the motion all those in favor of accepting those uh purchases raise your right hand okay all those opposed okay we got you get those okay all right we we haven't taken action on B2 oh business office reports oh we did not we we didn't not take action on B2 that was a budget amendment but we were going to come back to that because she was going to make some corrections and uh

come back to us with that was on the that was on the amendment one huh you ready we still need to take action on B2 okay which is report was that on B1 hers is B1 do I have a motion on B2 you have question no we have a motion B2 buiness office ham did you ask for two also B1 and two just B one just one somebody asked for two I pulled two you pulled two no questions anybody have questions on B2 TR to get a motion I'll make a motion I'll make a motion we approve B2 I have a second I a second the motion all those in favor uh approving B B2 raise your hand okay now you ready for B1 I oppose it I would prefer if that's okay okay I

I I'll remember the the approval of the specific item Goa we will come back to uh B1 after we finish action item at the end of action item but Holly me so I don't okay now we are at action items you want to go with a all right we'll move to action items start with uh consideration of board action for gifts and donations of over $2500 I move we approve it y read it in your I'll second it any questions on any specific donations we have the only thing I would say that on this one is uh I would like to publicly acknowledge who were the donations our booster club we we kind of like to publicly announce those donations they're from the booster club so thank you so yeah go ahead let's let's we

kind of kind of need to know who who's donating that money all right we re we have received a donation of $541 1676 cents from the dragon athletic booster clubs $1,045 of that is going towards softball and $4,371 76 is uh for tennis now do I have a motion you we already have a motion have a motion in a second second all right those all those in favor of accepting those donations thank you booster club okay next one is uh the consideration of uh a budget adoption of budget have some questions um you'll forgive me I'm coming to the budget process do she need to do a present you have something you need to present first or you ready for questions that is up to you I'll present again or we can go straight to

questions we've had a chance to look at it I'm question question question [Music] good I'm coming to the the process a little late and and so I apologize for some of the questions I've got a catch up okay um in in reviewing the proposed budget um I kind I I looked at it and then I compared it to many uh school districts in the area to just kind of see how we compared to try to get a a sense of where we were uh a couple of things shot out at me and that's what I'd like to just get educated on okay um the first thing was student transportation um right now we run about about $1.8 million more than I I looked at about seven other districts in the region including lkin I thought

lkin was probably a good comparison as far as student transportation goes that really jumped out at me that's a huge huge difference um why where we I'm going to have someone else answer that question I'll try well I think when you look at there's several things that happen in transportation but a couple of costs are always the same it's going to be your price for fuel and you're going to have your drivers the number of routes a lot of things go into that uh there's also some things that we do here by policy and by procedure that other districts may not do there's one thing's called the two mile rule there's actually a rule uh a law in Texas that if you want to you can say anyone that lives within 2 miles of school

does not get provided transportation we don't do that in nadas um we go to everyone's house I use bqj for example you can drive out the parking lot and you take a left and you're going to drop off right at an apartment complex uh we do have some uh you know elementary kids can be dropped at a location up to so many feet from their house and Junior High so many feet from their house in high school uh but we for the most part we're door too um if we were to go with the two mile and and that's one of those things you have to balance the services that you're providing for people you know what you're doing for people um we could probably cut at least nine routes off of our current uh

Transportation budget and that's uh you consider just Fuel and and a driver you're $280 $300,000 that we would save at that point uh we also with our magnet programs we operate four buses for those um plus as you pointed out with nety students that don't don't uh fit the program also are transported uh to other places and and up until this year um every student that was transferring we would drop them off this this past year we change it to just the magnet students so before we had the Hub which even um cost more uh we have dedicated routes for prek uh which is a little more expensive and then our our Dragon Academy our after school program um basically uh we have 31 Elementary routes and this year I guess it was for five

months we run every afternoon route twice because we take home the students that that don't need it and then there's enough it's almost half um of the population so we run again the same routes again from each Elementary School and and that is fuel and that's um I would say in total you're probably looking 6 $700,000 just on things that we're doing not that they AR aren't good but that there's services that we're offering that maybe not necessarily have to be uh we have 10 at least 10 Aids on buses regular Ed buses to help with monitoring and other things and that's that's 200 you know call salary benefits that's $200,000 that we do there um plus our Fleet uh is we have 11 eight on regular routes buses that are over 16 years uh

old uh and if you look down at part I don't know what you looked at on other sites but when you start analyzing uh it says other costs um a lot of that parts and and repairs and things like that that we're trying to do and the board's been gracious enough that in this budget we've been trying to replace that Fleet uh you know next year $300,000 um is going to be to buy three new buses um there's a million there if we just change those things and then we you know buy them buses um we hope uh that our new system that we're going to use it actually does a a route organizer for you you can put the system in it'll tell you the best way most effective efficient way to get kids

you know where they need to be I feel like we're very efficient with what we do um I also feel like that we provide services that some districts don't provide um you know so I'd be glad to look into it more but I can just tell you right off the top of my head some things there that I know definitely affect our uh money that we spend in transportation I would say that our our staff there the thing's probably smaller than a lot of places we run 60 routes uh we have uh 12 special education routes we you know it's it's a it's a pretty big operation U moving forward I would definitely like us to look at what we can do to bring that cost more in line with the regional average I mean

I just then you're right until you kind of dig in and and really start analyzing it Tak a close look at it but that seems way way way way out of proportion to me right sure coming from just look for the outliers and that's that's a huge outlier and that's money that we're not able to invest in in instruction right well you know part of that is instruction because that that after school program is for we're trying to and we knew when we started it and I I told Dr haes and Dr Knox I said if the worst case scenario has happened half of the kids uh you know are are staying um so we run them all twice now get me wrong on this but maybe that's changed but uh in the past we

principles used to have to spend title money on transportation for after school that didn't come out of Transportation budget that they ended up having to pay for that out of title money y'all don't that doesn't happen anymore the the money for after school for the dragon Academy our after school that program is in the transportation budget now I don't know at the end of the year if we don't make that up some way but it's the the three million wherever you're looking that is part of the transportation budget that is that is student transportation so campuses don't have to use title and title money any longer yes the the the the the campuses pay for transportation so that helps offset the cost but you still have to reflect that cost to Transportation because we still

have to pay the extra gra gas the extra uh salaries so you have a revenue Source but your expenses go up as well okay so and the budget the budget reflects local money state money and title money that are going into Transportation when it comes into the general fund it's local money it comes out of title and comes into local money and so it's reflected in our local revenues thank you um understand did I I'll follow I follow what they're saying and I just I said I I hope moving forward we can look closer at that Transportation book right budget and maximize efficiencies I understand we may be providing some services but I suspect some of these other school districts are doing those as well we just need we need to get the money we

need to use the money the best wisest well I can tell you without doubt lkin does does they do have the two mile rule they do not deliver within 2 miles of the school um they don't so the things that obvious that we are doing they are not doing now that is a make up all of it and I think you're right I think we can get over it but it's whatever we want to support you know if if you know if we want to tell you know this is what we're going to do and this is why if we see that's a savings you know I think people understand that if not you know sometimes it doesn't outweigh the uh service and and I'm not say I'm saying it would be nice to be

able to put those numbers together right to be able to make some educated decisions absolutely that two of my rules been in existence 34 years 35 years that I'm aware of I mean we've been picking them up 30 something years uh a couple of others the outliers that popped off when I was looking at these comparisons that I wanted to ask about nothing think nothing as far as that but I did notice that our Administration we spend we spend about 600,000 more in general Administration can we pinpoint any idea why that is an outlier well I uh just a few minutes before the board meeting I pulled up lkin to see how they were and we are $469,000 higher um without delving into and having to do public information requests from them to find out

things but uh General ad Administration consists of the business department HR Communications pees and superintendent it also our legal expenses our audit uh expenses um Insurance all run through that and some things that make make a difference is that we may have um higher paid or more experienced employees or we may pay higher I don't know I mean those are guesses without um being able you know I'd have to go which I'm more than willing to do go and look and find out what um lkin happens to um have theirs also it may be that um like for instance we code one of our superintendents totally to 41 they may code Theirs to 21 I was curious if there could be any anything like that yes there could be but that's all speculation on my

part you know until I can ask them for information all right well we'll just keep an okay all right thank you any other questions I have a motion to adopt the 2016 2017 budget were there some other categories you were concerned about she covered my question I think you pointed out earlier there was a something in the budget about the playground and we haven't got to that action item yet that's a budget amendment okay the budget Bo president to make a motion it is required by uh Education Code that the board must adopt a budget by June 30th all right guys well I'll put y'all May I'm going to put this motion on the floor I'll move that we propose uh we adopt the budget with the following changes that we move 500,000 from Administration

over into instruction I have a motion yes repeat that she's making a motion to approve the budget as long as $500,000 is moved from the current budget out of administration from General Administration from 41 to 11 to 11 I'm afraid of that because how budget has been wored Bud Workshop how it going to affect over I would like to see the numbers over well we do have contracts to people that are funded out of 41 that we have to fund because they have contracts I think I think it's a noble idea but I think we don't know the repercussions of making that sort of move on such short notice as to Legal commitments that we may already have well but we have a I don't disagree and that is part of my dilemma and that

I'm coming to the table L and we we do have a motion so we have to deal with it somehow well it didn't it hasn't had a second okay that's the way we yeah I guess without without a second that would die yes now we have a again let's go back to do we have a motion to adopt the adoption of the 2016 I move brother president that we adopt 2016 2017 budget I have a second if my understanding is correctly we have to have one by law on the 30th I'm going to move as a second I'm going to suggest that any board members that have a problem with what's been proposed that we work on that short notice or at a later dat in order to comply with the de as we absolutely

thank you Mr so we have a and a second we can we can amend the budget any time we need all right we have motion on the floor of Mr Reverend Irving and a second by Mr Smith all those in favor of adopting 2016 2017 budget raising right all those opposed the budget on the two vot but two votes if they have any problems with it with their next board meeting bring it up when is the next U board workshop for Budget when when's the next what's the next budget Workshop we don't I think we've had them all well I know when's the do you know when January of 2017 that's the next one that's schedul okay thank thank you got we have to set the plan first go okay we have now um our

turnaround plans president graen board members and Dr Hees during the May board meeting we provided draft copies of the turnaround plans for Carpenter tjr and for to review we also submitted the plans to our monitor from tea to also review and provide input to prepare the final documents we had discuss that we received the input and made the necessary change that they suggested which were minor they were just more cosmetic than anything uh we also provided time for the new principals Paula harburger and Melinda weeo uh to review with their teams to make any changes that they would like to do to the plan since they'll be working with the with the documents we are ready for the board approval so we can submit to the commissioner in June as mandated by tea and I

do want to thank Jolie and Corley and the campus teams for all their hard work on creating these turnaround plans it's a lot of work when you hear about the principles coming off campuses when you're on an IR campus it's unbelievable the amount of time tea requests that we should have principes on campuses but then they require massive number of trips to tea to tea or Austin and then also over here to develop plan after plan after plan after plan so it's it's lots of double work on an IR campus so with this motion I would like to recognize that hard work but I would move to approve the final turnaround plan for Carpenter Early Childhood Center and Carpenter Elementary School fonia elementary school and tjr Fine Arts Academy I'll second the motion any discussion

I'm thank you um Mr dowy do you um feel confident that you've gotten everything you need to build these turnaround plans and successfully imp asking an instructional person if I've got everything I need is a loaded question um we always need more but I feel like and and know that these plans cannot be changed for two years once we submit them and the commissioner accepts we cannot change them for two years um so I feel like that uh what we have there especially after the new principles have reviewed them with their teams are adequate to go forth and and what we don't know at this time like I said last time once the commissioner gets and his group reviews them we don't know what's going to happen there so we're still waiting to see are

they going to send it back and say there's some other issues that they want to see for now though this is adequate for us to start yes on the I believe it was the the carpenter in the carpenter turnaround plan I noticed the addition of a behavioral special yes is that one position or two position one position one position and that and that is the the salary for that is that's the correct salary reflected in the plan I I don't have that salary with me it should be right okay okay I we have the person okay yeah yeah we have the person okay that's one of them that we repurposed okay okay that's but that's that's for one it it concerned me a little bit I think that and I and it just may be

me that the request for the other two campuses was well below that of carpenter not underfunding what they need to be successful I don't believe so no um and I've shared and I will share in July when I give the academic plan that I would like to see roll out over the next years um I believe we're still going to have we don't have to have this in the plan if we change people on the campuses that doesn't have to be approved by the commissioner it doesn't have to be in the plan what we if we choose to change people on the campus and repurpose some positions I would still like to see some new positions such as counselors for these areas because we have High atrisk kids on these campuses on all the campuses

but but I would like to see more social workers uh counselors and I would like to see um some extra help on those campuses I mean I believe that it's going to be needed so this isn't saying that we can't add more absolutely this is we're committing to right and we have to be careful with what we commit to because like I said we have to do it then if it's in the plan and it's for two years but we can certainly add staff that doesn't tell us we can't do other things on the campus so you got some flexibility yes oh absolutely to resp absolutely are our three principls here do I have Paula Melinda and James James is back there yeah and roxan I don't know if Rox there she is in the

back you probably need to call you need to call them up I've got to call you up on our policy but would y'all come forward don't be afraid it's don't there it's important it's important um it's important to me that that we have the that we I'm making sure we make sure and I know it's important to everybody here that we make sure that that you know the principles are getting what they need and getting the teams in place and and what they do first I want to thank you guys for the challenge you taking on the challenge of an IR campus and applaud you for that I know it's an incredible amount of work and my question would be do you have everything you need do you need from us say if there's something

just to continue support and believe and trust that we're we're doing the best we can for our kids um and I think that we're we're headed in the right direction and to clarify your question earlier that budget is for two years the turn around plan that a twoe explains it I don't believe in programs I believe that the number one determinant in success is tier one instruction we quality tier one teachers in the classroom yay my belief supports the same so I need I need those years to get that grounded to see if there's others would you speak into the M thank you my belief is the same as miss harburger that instruction one has to be there that classroom instruction has to be there first in order for us to impact the most kids

with that amount and so that's kind of where Miss harburger and R is to establish that first before we know where we need to go any place else the answer is the classroom classroom teachers got to be the highest quality we can have I would like to just say one thing what you just said classroom teachers are the most important thing but if they don't have a principle that backs them and they don't have somebody out there and I will just say after reading through those to me this is the most important agenda item we had tonight we spent all that's I feel a little guilty that we spent all our time on other issues and this agenda item is the most important thing we've got on the agenda tonight and so I hate to

just roll over it U but I think y'all I think the first step was was uh was done actually the first step was done last year with Mr Adams getting that getting that in place and now we've got two two quality some we got some quality principles in some places and I think we're head that that's that's Bar None the most important thing and and uh and and then a quality principal will keep quality teachers and sustaining them keeping them here in those areas we do appreciate the turnaround in the academics and statistics at Carpenter since it's been changed we do appre with that has not g gone unnoticed we appreciate that hope it continues and you know what you guys do and ladies do it passes it right on up to the middle schools

and high schools thank you and I will tell you I do have some experience with the other two ladies and we've got some quality folks good folks I want to add this about the our campuses last year at this time when I was here I first came in I was very worried we were going to find teachers for all the positions we had we had 75% turnover at fonia for example and massive turnover at Carpenter with the principles we have put in place and the recruitment of teachers we brought back some teachers that left and we do not have those openings that we had last year they have staffed very well this year so I'm very proud of that thank [Applause] you I guess we're GNA Mr howth made a motion we have a motion

was making a motion I made it you have a second M second I and I feel a little guilty we spent less time on this than we did some of the others but we're going to get a motion and we got a second all those in favor of accepting the turnaround plans all those opposed thank you what's really nice is what's important we're unified in in every way okay we got consideration board action on purchase of vehicles now we had this Mr lamin and we had this last month uh we s it back I guess for reevaluation for some ped bids that got good evening president green board members Dr Hayes um I'm coming before you tonight once again to ask that you approve the purchase of two vehicles for transportation um with the transportation

facility we provide trans Transportation vehicles for staff and students to travel to travel in uh right now we have four vehicles that we use actually we're down to three because we have one vehicle that I do not feel safe sending teachers students and out in we've had numerous problems with that vehicle um and I just doesn't feel safe sending it out and I feel like that we need to figure out replace that one vehicle with the replacing of that actually what I'm looking at trying to do is replace one by trading in one and buying an extra vehicle what that would do is that actually that would give us five vehicles a lot of times we have teachers and staff that travel and they may just have one or two teachers traveling where that we

send a large Expedition or Suburban where we with the Yukon we can send that one smaller vehicle um also that with that purchase what that does is that we are taking a vehicle uh making a Suburban that a lot of times when we travel that uh a lot of our coaches when they travel with two and three students instead of taking a vehicle or something like that on an expedition most of the coaches now they call say hey can you rent me a suburban and they want that because they say it has more travel more luggage space for them to travel the uh golf team is one of the main ones uh Miss Summers had a group that went to Cosmetology in June and Houston and we had to send two Expeditions for week if

we had a Suburban we could have just sent one vehicle for the kids to go with all their uh everything that they needed students and everything um I just feel like that it's time that we make a change uh with the vehicles being order that we feel safe and what we send everybody out in I know that with me at night if that one Expedition is gone it's like I'm worried to death until it gets there um I feel like that we talk about that it's the safety for our students and if we going to have our students travel in those vehicles because we need to make sure that they're safe for them to be in we've gone back and I've gone back and went through this uh looked at it numerous times trying to

figure out what I needed to do um with the new Suburbans uh we've gone back to the safety of the airbag complete wraparound airbags um it's just numerous things safety deal that I think we need to look at I'm asking that you approve the purchase for suburban and a Tahoe uh for $ 63,9 from reliable cholet out of Dallas if you look board members if you look back through your packets if I'm not mistaken you have all my bids of where I went back through and got bids from everywhere throughout the state is that right Miss Holly it's on the green tab St to the the number on the recommendation is 63131 I believe you said 121 63131 you're right I'm sorry it's okay I just wanted you're wel yes sir Mr L when you

and I spoke you'd indicated that you believe that over the long run it's going to save the district money because of of the issues that you just brought up and also the issue of U uh a lot of times we have all of those Vehicles gone uh and individual has to take their own car several individuals have to take their own car that's 55 cents plus mile exactly that we're charging over the long run is that correct yes sir which is the same thing that when I was leaving this afternoon we had we had a phone call that one of the teachers excuse me needed a vehicle and so I'm having to rent one because we going to have one sitting there that I just don't feel comfortable sending them out in you know so

the reason I'm asking so would this add one vehicle to your yes ma'am to your student transportation yes ma'am we have uh three Expeditions one suburban and a Tahoe so this would be your only Suburban yes ma'am this okay be the only Suburban so you just have one Suburban in your Fleet yes sir this will be the first Suburban we the dist district is ever owned we'll have the Suburban and three Expeditions and one Tahoe last asking three vehicles right I went down ask for two one question I would have did you give all the local dealerships the opportunity to bid and they just chose not to yes sir I did give all the local local dealers opportunity to bid uh every everybody had an opportunity to put a bid in what I did was

that I went through uh reliable Chet several of the dealerships that I did talk to are School oriented District uh how am I saying uh sales rips and they came out on top because of what they get from the from GMAC from GMC and all that with the vehicles but yes you should have one from Rex Perry uh gown Chet said that they would not they did not want to bid put a bid in that was my only my only point is if there's local dealerships that do not have bids in the packet they were given the opportunity they were given the opportunity yes sir thank you Mr President I'll make a motion that we uh purchase the new vehicles at um 60 $3,131 motion re Irving second any further discussion call for a vote

all those in favor say iOS thank you I did not good evening president green board members Dr Hayes um you have before you a request for um 81,9 97996 for playground Renovations uh that does not involve the purchase of any equipment it involves strictly the cleaning up and fixing up of what we have um I I brought this forward and have realized just this evening that I did not bring forward all the pieces uh I may need some guidance from from Dr kn um what this $81,900 150 160 and and we tried to figure out how we could drive that down and realize that a big part of what they were charging us for is the playground mulch which is produced three miles outside of town at barely bark um and we realized that we

didn't need to run that to their books that we could provide that as a local um not match but local vendor local supplier so that's how I we we bid playground project and then I neglected to include an action item for $25,000 for barely bark for the needed Mulch and supplies for this project so that's where I'm at and I'm sorry for that I I need guidance from somebody Mr President I'd recommend that go ahead and vote on this action item while you're an executive session will prepare the other item vot least show you show it to well here's what I'm looking at is the last step you're going to be doing in the project is putting down the yeah at your next meeting I would bring forward the the the next request I I

I give this as information because I don't want I don't want to come forward to the next meeting and you say well we approved playgrounds at the last meeting there's two parts to this project so let me get this let me get this straight you were getting bids for $140 to $160,000 yeah those are the estimates that were coming in and I and I met with and if you just did the playground equipment separate that comes in at 80 around 82,000 and you can then get those added material you needed for 25,000 for the savings of about 35,000 yeah 20 to 30 depending on which vendor we were talking to yes with that just they're just not running it through their books we would still have to seek free bids on the M because 300

the problem gets a little grayer than that I'm sorry that that the playground mulch created by barely bulk is a nationally approved playground safe material so it's it's it's a single Source vendor I know this is a not tonight to probably bring a complicated subject up I'm sorry it looks like it looks like what we're asking the board to do is to take action on the item that's in their board book and then in July we will bring back the The Mulch purchase greater than $10,000 right at the at the next available meeting I was just full disclosure are are are there plans set already to start the work with the um the playground equipment for as whatever you're going to purchase I mean you can't install it until the again this does not involve

installation of any with the exception of one swing set this is basically just going to clean up at six different School sites multiple sites with on each campus this is just going to get borders and Mulch and remove sand some of our sites have sand it'll remove that sand some of our sites have exposed concrete it'll get that con rete down this just gets this is just a long laundry list of of uh things that need fixed uh to get our basic playgrounds up to Snuff at the end of the summer several of our playgrounds we actually have less equipment uh some of which is is not does not meet code and should be removed is this something that's done every summer no ma'am this is something that hasn't been done I can't speak when

it was last done uh Mr Miller has been one that's maybe he knows I it's been I don't know how long it's been I can't speak to that this is a just a long time saying it's overdue yes six campuses Elementary campuses six Elementary campus is most of them have multiple sites uh with the exception of tjr which has one massive uh sand nasty sand site so if we've got some hazardous materials out there and we've got proposal in front of us and we don't take action on it nobody gets hurt on that tomorrow those are not words that I used but I've been so careful not to use those words well are you suggesting that the full 880,000 is to remedy or make things better that you're considering unsafe or is that whole is

the whole 80,000 being utilized for taking measures to correct or make things better that you currently say are unsafe yes ma'am yes sir that's an easy way to get something past our our playgrounds have been neglected all right I have have a mo let's have a motion anybody like to do a motion I'll have to make a motion to approve the board action for the accept the bid on the playground renovation project as proposed by Mr rout and based on the representation that it is for all total repairs that will improve the safety for the kids I second the motion where's this one design playground where are they who are they um we had several people bid a total of eight playground people interested only two showed showed up at the bid um and I'm

looking for their address I have their email I'm sorry I don't have their address it's a 972 number it's a Texas company where yeah somewhere in Texas I'm sorry I don't I don't have the they they came to me I didn't have to go to them we got a a motion on the floor in a second all those in favor ofr equipment okay thank you C can we check their references thanks consideration of bids for the tech training I'll try Plumbing is more my thing I can um you have before you uh on page 278 with the Technical Training Center we have a line uh we've actually had to close the bathroom uh in the building one portion because we have a line that's not usable and it's actually in the middle of our uh

lobby area that we have to get to to fix um so we've uh gone out to bid to get someone to come in they're going to have to actually take concrete up and replace uh some pipe and then put that back down in order to restore our ability to use the restrooms at at a portion of that facility and and I think I'm not mistaken the restrooms are in the hallway where our students are are are at currently so uh bringing a recommendation we' taken the bids we had the bids selected uh from tcmc who's actually the ones done the renovation work on the project a bid of $15,750 to repair the the plumbing at the Technical Training Center is that is that new Plumbing or it was existing plumbing and and it started having

issues and go ahead Ralph it was existing Plumbing here was it was existing Plumbing um it uh it it does not do well with solids here we go so is this is this one of the bathrooms or the only bathroom no the the the large gang bathrooms are on a new line it's that's was not there it's brand new plastic Line This is two restrooms up the hallway primarily used by staff and adults was this something that should have been caught during the renovations uh I wouldn't say something should have been caught when you when whenever you approach uh the ReUse of an existing structure um uh there's there's multiple ways to approach it uh I I would lean toward to don't reuse any old Plumbing that's not plastic uh this is some old Plumbing

that's not plastic but you know there's a lot of good old cast Plumbing out there that that that probably work for another hundred years um the issue with this Plumbing that that is being utilized is it is it runs uh through the middle of the building uh to not utilize it would have resulted in running a new line uh a lot more footage outside the building turn and turn and turn it it would have been a very lengthy run um to minate it they aired on the side of using it and uh here we are and and are we just tearing it up to fix one bad spot and connecting to other old spots or you rerunning at a whole new route we're tearing we're we are digging a hole in the middle of the

lobby to get to the the what we hope is the one bad section and then fix it and connect it leave it connected to other bad section leave it connected to Old pipe yes sir what's the difference in the cost of doing that versus is running at the longer route we did not bid the other route uh I'd say you'd jump up to the 60,000 range to to replace all the old Plumbing well to route to reroute because you'd have to connect these bathrooms which are currently going more or less to the left now we're going to take them to the right and then across the front of the building through some office areas uh out into the park parking lot and then turn and then turn and then turn so that's a that's a

just a guess a wild guess you are correct and that's you know that's the plight we have with every building we have I mean you know we're you know tjr is not getting any younger you know many of our buildings are you know that's it's part of when you have a million square feet of building fixing old Plumbing is is part and partial to having that much building space ex I consider a new new us new to us yes uh it's got good bones it's good structure it's got good square footage it's got a great parking lot it's got a great location it's got old Plumbing it's got old plumbing parts parts of it have old plumbing parts of it have new plumbing parts of it this for staff bathrooms yes sir I guess you've

checked into renting porta potties for a longterm solution I'm just teasing actually have a unopen account with them so we don't I would be interested in seeing what it would cause to replace all the old Plumbing in fear that this month we spend 15 ,750 and then in August we're faced with the same problem with some more old Plumbing um so I don't know if it would be cost effective to wait till it happen or you know just replace it all while we have the old HG I don't know I I I certainly a on the side of new Plumbing but but you know it's a lot more money and and not something that's going to happen this summer which and it's not we can't really open a hole and pull the line we're going

to have to open up where the line goes and pull it up so instead of an area we're going to be doing across the entire building to that point let me I'm just trying to get a picture the restrooms that were at that the students those were added correct yes sir those are added that's all new Plumbing all new Plumbing all that's that was all what we're really talking about is what used to be the off when that was the beer distributor that was the office's restroom probably I can't speak to that so that was probably the only existing restroom in the place yes so there really probably isn't any other old Plumbing as far as under the underground part I don't believe so uh well that's not true in the back of the building

we tied on to some floor drains that were existing in the cooler in the cool room yeah we use those for condensate from the air conditioners we're not running sewage down no just water so this this motion that's being made tonight or recommendation could be done this summer but the big project could not correct is that okay I guess in the Steve it's only one that's old next there's two restrooms I I don't know there may have only been one when it was a beer distributor but we we're talking about two restrooms back to back okay but there are other restrooms yes ma'am yeah absolutely there are restrooms that that are functioning inside okay motions I move to approve the recommendation to accept TC excuse me I blew it up so I could read it
