So uh at this time we will go into executive session and I don't have my uh minutes ready but u or my agenda ready but let me move down and see we're close session this portion of the meeting uh discuss

uh regarding real property protections of government code uh 551-072. It's uh now 10:01 and we'll go into executive session. Jenner, if you'll if you'll help us get there. >> Yes, I will put everybody in. Thank you. Okay, 11:30 we return from executive session. Uh, let me be sure we still have a quorum. Let's have a roll call. Mr. Van >> here. >> Uh, Mr. Nimik, by chance, did you show up? Miss. Thompson, are you back with us? >> She might be still in the breakout room. >> Um, Thompson is still in the breakout room. >> Working on getting her back into the um open session. >> Yeah, we're we're tied on the quorum, so we need to make sure everyone's here. Mhm. Okay, I think I'm back now. >> Ah, you're back. Uh, Miss Thompson,

you're back. Uh, Miss Pearson is back. So, we do have a quorum. Uh have we uh had any requests for uh public comment while we were gone? >> No, sir. No public comments. >> Okay. Uh items that are covered in executive session. Uh I have uh I think three items. Do I have a uh motion for action on the uh Fort Worth property? >> I have a motion to um I motion that um hold on. Um I move to house to move forward with the forward to to sorry to I authorize the superintendent to move forward with the decisions for the forward campus regarding property. You have a say >> the sanctuary. >> Rose Thompson. Second. >> We have a motion to second. Uh Mr. Bon, you vote. >> Yes. >> Vote on the motion.

Second. >> We have a motion to second to vote. Mr. Bon. >> Yes. >> U Miss Thompson. >> Yes. >> Miss Pearson. >> Yes. >> Robert Clemens. Yes. The motion carries. >> I don't have notes. I would want to hit me with the third item that we have. >> Uh the director position. >> The director. Yes. Or the we have a uh a motion for the director position. Well, the

to to so again uh it was my recommendation that we uh uh promote Mr. Showers from U CT coordinator to director of CCMR. >> Okay. Okay. A motion to pro >> Yeah, I got um a motion to promote uh Mrs. Showers from CTE coordinator to CCMR director. >> Rose Thompson. Second. >> We have a motion to second vote. Mr. Bon, >> yes. >> Uh Miss Thompson, >> yes. >> Miss Pearson, >> yes. >> Robert Clemens, yes. Motion carries. U now do we have any other items that I've overlooked? Okay. If not, we move next item on our agenda is the approval of the board minutes for June uh 12th 13th and the motion amendment June 20th. You want to do these individually or as a group. You had an opportunity to look at them. Do

you see any changes you need to make? If not, I would entertain a motion that we accept the minutes for these three meetings. >> I motion that we accept the minutes um forwards the I move that the minutes for the meeting held on June 12th, 13, and 28 be approved as written. >> I second. >> I have a motion to second vote. Mr. Bale, >> yes. >> Uh Miss Thompson, >> yes. >> Miss Pearson, >> yes. Robert Clemens. Yes. Motion carries. Information items. Superintendent report. Dr. Anderson. >> Yes. So, we have um just a few things. Nothing uh earthshattering as you know. It's u been been kind of slow during these uh few weeks here. But I did want to bring to the attention of the uh board that um the 2025 uh convocation for

the district is going to be Monday, August 4th through uh Friday, August 8th. As it has always been our tradition, we invite the board members that would like to address the district. Um on that first day of convocation, uh August the 4th, uh we would uh just reach out to Jennifer. Jennifer will reach out to you and ask if you would like to uh have words or comments. Uh it is a virtual uh convocation and so um that uh will be taking place there. Also next week we will be in Houston uh for our principal retreat. Um and so um I know Miss Bon you you live in that area. If you'd like to stop by and just say hello to the principles, please feel free to do that. Uh or any of the board

members that may be in in the area um you're more than welcome to do that. A lot of good training will take place and uh things of that nature. Um then also on the uh please block on your calendars October 6th through October 8th will be the TPCA Texas Public Charter School Associations uh annual state conference. Uh a lot of good information there opportunities for the board to be able to get their um office their uh required uh governance training as well as uh directors and above in the district to be able to get their required governance training as well. uh that is going to be in Houston. Uh Jennifer is making reservations and booking rooms. Jennifer, do you have any comments on that? Uh or anything that you would need from the board to

prepare for that conference in October? >> No, I've already um registered and made reservations and we can edit as needed. Um I just need to get with the board and that will be a separate um issue, but I don't need to get with the board and confirm um their availability and if they want to attend. um or if we need to make other arrangements. So yeah, I I will u reach out to the board directly. >> Okay. And then uh also um you know we just uh gave um on page 24 there was the uh chart of our summer school participation uh by campus um for this past school year to just uh allow you all to uh know uh that we will that we did run summer school to give students an opportunity uh

to um gain credit and um get get caught up um this summer. Uh also um I wanted Carrie to just speak briefly about the summer enrollment initiatives um that um we uh have going for the district at this current time. Um please note that there was some transition on the website. We uh that slowed us down a little bit, but we did get that corrected and it is at full swing uh now. So, um, Carrie, I'll turn it over to you just to give us a quick update. >> Okay. Good morning, uh, school board. In order to increase enrollment over the summer, um, we are implementing Mr. Marquez's recruitment schedule and timeline. We've also developed a new website that's been rolled out. We will have the app um that's going to be launched right right

about the time um that school starts to increase our visibility and availability to current and prospective students. Um we've I've sent press releases to all the local news outlets for each campus um focused on um the different things that we offer through the district. Um we've updated enrollment and recruitment flyers and packets for every campus individually. uh principles are making connections with community contacts and local school administration um and they're getting that done um by today. We've created and implemented social media and Google Analytics online promotions. Um we're also following up on our district 98s which is the list of the withdrawn students for last school year. Uh we have 875 for the school district. Um and then we have a district tracking of in progress uh applications with weekly reports sent to principles and

registars. Um as of this week we have ordered um 5 foot by twoft banners for each campus that say enrolling grades 9 through 12 and they're going to be drop shipped to each campus within the next week or so so they can place those outside. Um, and then we're also going to work on a strategy for campuses to mail out postcards to local community members. And that sums up uh all of the initiatives that we're currently working on. Thank you, Carrie. Any questions or suggestions from the board? Okay. And if not, um, we had our summer executive retreat, uh, two, a day and a half in San Antonio. Uh, we had an opportunity to meet with CSS and discuss the, uh, transition, um, into great depth and detail. Um, a lot was uncovered there. Um,

and then, uh, House Bill 2, Christina gave us an update, uh, on House Bill Two. um that um uh about how the teachers and how the monies would have to be used. Um and again, it's a teacher with four plus uh years and the plus is the key. Um you can't be starting your fourth year. You have to be finished with your fourth year, actually starting on your fifth year in order to get the the uh monies um paid to you. And so we're working on that and um and and getting all of that information put together. U again it's a hefty bill. There are certain monies that if you don't spend 100% of it, you have to pay it back, you know. So it's a lot of caveats in this House bill, too. So

we're still cleaning going through that. Um we also uh looked at student enrollment procedures. Uh you know, Miss Thompson has been around a long time. she remembers that back in the old days, we used to sit down with the student and interview them and uh before we enrolled them and and uh so we're we're working because we believe that that um conversation with the principal uh versus just having them submit packets, come in, get the registar, get them in the system, get them in a seat. Uh we we we we looked back and thought that that that was a big piece of of retention. uh having that conver students having that conversation with the parents and and really going back to that in interview uh you know initial interview process uh to see where the

kid was and you know as far as their in their mindset their space things of that nature. Um so uh we we we looked at that and some other things and then the other thing we talked about was climate and culture. Um and uh this year uh uh Dr. Given and and and Carl and I u we're going to do um some cl culture roundts this year as we uh travel uh to the campuses where we visit with teachers um and we hear um you know ways we can make our the culture and the climate better for RMA and uh we're going to do a deep dive at the principal retreat uh on the climate and culture survey in which Dr. Bgeoa presented uh back at the annual meeting. So that's pretty much where we

are. >> Questions, comments? >> Um, June 25 year to date financials. Uh, Tammy. >> Yes. Uh, so the first two charts in the presentation um are included on page 28 and 29. Um but since we had no school days in June, they just replicate the data uh from the end of the school year. So on page 30, this chart represents our foundation school payment revenue that we received versus the amount that we budgeted. And since we budgeted 15.434 million on the fall PES data, that is the gauge that TEA uses to compare our actual FSP revenue. uh we ended the year um with revenue uh showing there for for June uh close to 14 million. Um this may reduce um TEA may release additional summary of finance reports uh before the audit and they will

continue to release updated information through the middle of the 2526 school year. And on the following page is our days cash on hand. Um, as you can see from this chart, we have 105 days as of the end of June. And on page 32, we can see through the month of June that we have $16.3 million in revenue and $16.4 million in expenses. Um, this uh equation includes the analysis um of all uh funds. And on the following page 33, we are looking at our administrative cost ratio whereas comparing uh function 21 and 41 um which are considered our administrative cost to our overall district cost. Uh the results for uh this indicator would be 6 out of 10 points. On page 34 here you could see our estimated charter first rating which is 78

out of 100. Uh this is um considered a meets standard rating in the chart at the bottom left of the page. On the following page is our income statement which reflects a loss of $567,000 for the um 2425 school year. As you can see, we are within 10% of each of our budgeted functional expenses on this page. And on the following page is our balance sheet which reflects our assets and liabilities. Our net assets is reflected at the very bottom of the page with $14.9 million which represents 365 days of current operating expenditures. And the final page is the summary of finance report which is dated June the 16th. There any questions? Questions, comments? >> Thank you, Tammy. S's update. Uh, Carl. >> Okay. Um let's see we'll go to the next slide please and

most of this we covered in um and one more please we covered in executive session so I'll just give a a recap uh we have finished with Amarillo's uh renegotiating the lease extension for our current property and have completed refinancing our interestonly construction loans with Frost Bank. The property has been listed with CBRE and we'll which we discussed um at at length and in closed session. Um go ahead down to the next one. Our Fort Worth uh basically the same thing. We have finalized renegotiating our lease extensions for our current property and have completed refinancing our interestonly construction loans with Frost Bank. Uh the property has been listed with CBRE and once again this was covered in closed session. I did have a an additional item I wanted to to add. Um Dr. Stacy Weaver's

three-year safety and security audit was presented at yesterday's summer uh safety and security committee meeting. The complete completed reporting tool created um using Dr. Weaver's audit response was emailed to both the committee and the board for review. Um once the board members and Dr. Anderson have reviewed it, Miss Ortiz uh is authorized to sign digitally uh following the report to um allowing the report to be submitted uh by the September 15th, 2025 deadline. And the items that were sent to you guys are items that couldn't couldn't be covered in open session. So, we just wanted to make sure you had a copy of those before we submitted. And I think that's it. Questions, comments? Next item on the agenda is the u we're down to action items now. Board approval ratification of district contracts. Dr.

Anderson. >> All right. All right. As you can see um we have uh Imagine Learning which provides us the academic uh uh tool that we use for credit recovery which is egenuity. um I was able to negotiate them down from 566 to 503. So for three years we paid last year 561,000 and so this year we were able to get them down. Um and so um I have not approved that contract but I am waiting for the board to give me the authority to approve that particular one. And then in exhibit two um we have uh the contracts above. Uh the Hilton Houston North is for the principal retreat next week. Um and so that that um has been uh approved. And then Xerox um uh business solution. This is for maintenance. We did not

buy new copers. We uh we were able to buy the copers out for a dollar and so we own all of our copers and we just took out a maintenance contract on the copers. Uh saved us what Carl several hundred,000. Is that correct? >> Yes. Right at $100,000. >> Yeah. So we went this way to just keep the the uh copers and um and to do a maintenance contract which is $43,000 uh for 24 months. But that's uh divided by the 43 is what is it called? Divided by 24. Um >> it's right I recall 18 $1,800 a month. >> Yeah. So $1,800 a month for 24 months uh for maintenance contracts on the copers we have. Um and then Xerox uh we had the onetime u fee uh with them for $4,500. And then

the fourth one is the K9's. You know, each year we have drug dogs to do the detections at our schools. They come usually uh uh uh you know, as needed uh by the campus if they feel that the drug, you know, situation is is rapid or otherwise once in the fall or once in the spring. And so uh we extended the contract uh with that company to be able to to do that. Are there any others down there, Jennifer? And then of course the board approved the Jingo contract. uh we were able to get uh the concessions and get Jingo down to 652,000 from 680 something,000 last year. Uh so we did get some savings there and the board did approve that contract and um so we are asking you to ratify that as well.

questions for me. >> Jeno contract is a one-year contract. >> Yes, the the two-year you you all requested a two-year with uh three one-year extensions. Um and so, yes, it's a two-year contract. Mhm. And >> we we also received increases on the um amounts for um HVAC, plumbing, um electrical and um those services. So our our out of pocket uh is less going forward. >> Other questions? And um the uh CSS contract is still being vetted by Joe Hoffford. And so Dan and I have been in in conversation, but we still have the uh we're still contracted for services e either way uh with the old one. So just kind of a filler until, but uh we'll be bringing that contract, which is a one-year contract uh from July to July. We'll bring that to

you guys u uh at the next board meeting. So Joe was working on kind of helping them clean that up. >> We we do have a contract to approve today. The first one on the list. >> Say again. Yeah. The the one that I'm asking you all to approve is the the um egeneuity. So approve that one and then ratify the others. Yes. Do >> we have a uh Motion for the approve the uh what contract is it? I'm sorry. >> Ingenuity contract. >> Yes, the egenuity contract. >> I move the board approves the contracts listed in exhibit one and ratify the contracts listed under exhibit two. We have a second. Second that. Uh, Rose Thompson. M. >> Thompson second motion. We have a motion to second vote. Uh, Mr. Bon, >> I vote yes.

>> Uh, Miss Thompson. >> Yes. >> Miss Pearson isn't on the she uh is not on the call. >> We Robert Clems. Yes. Motion carries. Uh, next item on the agenda is review and discussion of the RMA Educational Foundation contract renewal with Mrs. Adriana Dar. Dr. Anderson. >> All right. Well, um, as as the board, um, requested, we went back and, uh, Miss Armenarez has agreed to, um, allow the compensation, uh, for her services from the school side to remain what it was last school year, um, which was the, um, uh, 2,000 uh, a month. And then we reimburseed for travel expenses. And so we've basically kept the same contract. Uh the remaining piece she will be working with the foundation uh to see u how they desire to move forward with that part of

it. So we did come to an agreement and so I am ready to present the contract to the board. Um uh Miss Aandarez uh would like to share. Uh do you would you like to I wanted this to be a separate piece uh just in case questions or anything. And Miss Mandaris, do you have anything that you would like to share with the board regarding u this particular um year moving forward? >> Sure. Hi everybody. It is great to be with you all today. Um we are excited for a second year. Um just in my experience, it does take at least the first three years to really get a newly formed nonprofit off the ground. And so in an effort to really, you know, in one year, I would really want to get close to

making a budget that's at least could prepare for two years of a budget. So we could um really move into more of a formal organization, have all the structures set in place. Um so the the board the education foundation board is ready and engaged and on board to make that happen. Um and then I just wanted to share personally for me um through V in Texas I do host a teen event. Uh this will be my fourth year to host a teen event and I just want to let everybody know I am hosting that this year at um at the RMA Corpus Christi campus. It's for teenagers. It's an expo. It's everything under the sun for teenagers. Coastal Bank College as well as the Goodwill as well as a local teen nonprofit. They're all sharing

the marketing and getting the RMA name out there, which I think will be tremendous. And then the other thing, you know, even though that one to three years is the standard norm, I think having the good name of RMA to bring donors in is going to really help us meet those goals and objectives. So, um I'm really excited for moving into year two. Some things have already happened um that are that are going well. Uh we August 1st there is a grant that opens up for $20,000 for operating expenses. So, I'll be seeking out that grant opportunity in addition to our other uh development plans. And then um moving into the fall school year. Oh, I'm sorry. I thought I had it pulled up. So, our board has already with the very little budget that

we do have um the foundation board has already approved several things that will be impacting the campuses um this fall. And so I will be presenting everything at the principal's retreat to let them know that we have approved a um $250 student emergency fund for every campus for the fall. We will replenish that in the spring and we do hope to be able to do more in the spring so we can help some of those students even more with caps and gowns. So we will be fundraising for that throughout the year. And then um our scholarship program did get approved as well. We will kick that off in the spring for students. Um we will be doing two awards for trade school, two awards for junior college, and one award for un students going to

university. And then all students of RMA will be eligible to apply. So we'll roll that out as well. And then um our teacher grants will be opening up this fall. Uh we're going to be doing $500 per campus or two awards of $250 per campus for a total of $4,500. And um I'll be rolling out the exact process and steps to all the principles very very soon. It's a little bit to get started, but we want to let the all the teachers know we're here. we're trying to be a partner and help support um all the initiatives and so whether that is you know whatever we want them to be innovative whatever the teachers need we want to see their solutions and how we can help support them and then um let's see we're also

just had a meeting we're building out our co our corporate donors program so we're really working on that as well and so um we want to make sure that there are some deliverables we can give to donors. Um we don't have a lot that we can give in exchange but Dr. Anderson has already approved that we can have like an ad and all the graduation programs. So any donors we do get we can have a page dedicated to the foundation and all the donors. And I think that would be very nice um that you know businesses will be in nine different cities so to speak um at graduation time. So those are some of the things that have been in development. Our website will be going live uh by the beginning of August. And so

um I do look forward to any feedback. We really are trying to work handinhand with the district to and tell a story to engage donors. Um we're we already set up the portion where we can collect donations online. Um, and then so any um introductions that if you have corporations you'd like to introduce me to, I would be happy to hop on a call. Um, my calendar is is your calendar. I want to meet who you know who we can potentially build a partnership with. Um, and then I can help f figure out are they more passionate about scholarships, about teacher development, about campus improvements. um we can help figure that out together. Or, you know, are they just more passionate about graduations, um helping with caps and gowns, helping students in crisis for the

student emergency fund? Um that that will be where I do step in and help figure that out. But overall, the agreement looks pretty much very similar. Um the duties this year will be much more different, but um we will continue to grow and the foundation board is ready to figure that out together in terms of um you know they understand that we're going to have to build from the ground up to really get a established salary so to speak even though it's a contractor position at this time but we do want to grow into a full operating foundation and we are laying down a good foundation to do that. I believe uh open I'm open to questions. >> I just want to say I appreciate the momentum that you are building with the education foundation.

Thank you. >> Well, thank you and again uh at some point your board's going to meet with our board and we need to uh maybe at the next uh board meeting or something we can set some some time for that to just uh yes introduction. Okay, good. Perfect. >> Right. Then unless there if there are no other questions, we certainly thank Mr. Arandarez and I would ask Mr. Clemens to call for a motion and a vote to accept the contract. You're muted, Mr. Clemens. You're still muted. Okay, we have a motion. Rose Thompson. I move that the board approve the one-year contract renewal and authorize the superintendent or his designate to sign a memorandum of understanding between the RMA Education Foundations and Miss Ariana for the 202526 school year. Okay, >> I second the motion.

We have a motion second. Uh vote Mr. Bayon >> I vote yes. >> Uh Miss Thompson >> yes. >> Miss Pearson votes yes. Motion carries. >> Uh communic partnership review contract. Dr. Anderson. >> All right. Well, as you all know that um we um have often worked with the SCCL's um for uh school school community leaison. Um but uh the district has realized that CIS communities and school they have a lot of resources that are already vetted and in place uh in most of the cities in fact all the cities that we serve. Um, however, we do honor our SCCL's and and um and um and so some of the sites uh did not will not be participating in the communities and schools, but the contracts that are uh listed um that I'll talk about

here shortly are going to become participants. um the the CIS program has agreed to absorb um some of the uh SCL's into their program uh so that we can make it work. Um and others we had vacant positions in which we would be implementing CIS. And so as you can see there's some national uh outcomes that 97% of uh communities in school case uh managed students remained in school. 96% of the students in grades K through 11 were promoted to the next grade. 91% of the seniors served by CIS graduated or received a GD. Uh over 170,000 uh Texas students receive CIS services across the state. Uh 9 uh 8% of them stay in school. 96% of seniors graduate. Um, and they did they've had improved student attendance and behavior across most of their partner

campuses and statistically uh significant in outcomes for Hispanic, black, and lowincome students in urban, suburban, and rural settings. And so we are uh as part of the services, they would be placing site coordinators uh in our at the Colleen campus, the Pasadena campus, Odessa, Love, Amarillo, and Fort Worth sites. Um they will also um provide um uh individualized student supports, coordinate wraparound services such as mentoring uh health services, family engagement. They'll also facilitate case management of students and data tracking and they'll align their services with the district strategic goals uh to do what's best for kids. And so um uh each of these have been negotiated. You'll notice that there are different prices um for the campuses in LVC and am Amarillo. Uh the district got a great uh rate um in which we would

be paying uh in the partnership. The grant covers uh half uh of of the uh positions at those two sites. And then of course um Colleen uh was was a pretty good deal. And so, uh, next year we would get discounts, um, at all of the other, uh, sites that we have listed here because, uh, we'll be able to be included in their grants, uh, going forward. And so, I'm excited to try, uh, this program, uh, in partnership with RMA. And so I'm asking the board to allow us to move forward with signing these contracts so that we can uh move forward with these partnerships with the communities and schools at the um campus listed above. >> Motion Can you scroll to the recommendation motion? Thank you. [Music] >> Yeah. I move the board approve

the proposed partnership contracts with communities and schools for the 20 uh 2025 2026 academic year. >> Second. >> Rose Thompson. Second. >> We have a motion to second vote. Uh Mr. I vote yes. >> Miss Thompson, >> yes. >> Robert Clemens, I vote yes. Motion carries. >> We have any public comments or any comments before we adjourn? >> Uh, no public comments, sir. >> We have any comments, questions? Um, I would um like to um again remind the board just to let Jennifer know if you're interested in addressing uh the um staff on August 4th so that we can um make sure that we have that. You're also welcome to do a recorded message if you so desire, however you would like to do that. But we would like to see all of your faces

in the place on uh August 4th. All the comments meeting adjourned. See you next month. >> Thank you all. >> Thank you. >> Bye everyone. Bye. Bye. >> Thank you.
