001Thank you, Dr. Vara, Mr. Pñena, Miss Mr. Solis, and Miss Garcia for being here tonight. We'll move on to item three. Any public comments on agenda items? Miss Gonzalez. Thank you, ma'am. Item four, uh, report 4A, I'm sorry, report on strategic compensation initiative introduction. >> Thank you, ma'am. Madame board president, members of the board, superintendent of schools, Miss Garca. Uh tonight we're excited to it's a work in progress, still a work in progress, but we want to give you an introduction to the strategic compensation, the RGCGISD strategic compensation. And the objective tonight is just to give you a brief introduction of the work in progress, where we're at, where we're headed, and what's expected. So before we begin, there's a lot of information. I' I'd like everyone to approach this this information with a clear
002mind, and this is a total paradigm shift of what we've done since the district's been around. you have a compensation schedule based on years of experience depending on the pay grade you're at and years of experience as a teacher. So every compensation uh value is based on years of experience. So I asked tonight to have an open mind of where we're headed with that. So there's two things that we're going to focus on. The first one is we're moving from years of experience pay to performance-based pay and with a huge huge understanding the superintendent has been very clear once this initiative done budget neutral meaning it will not cost anything. So that's that's a heavy task to handle and uh hopefully we can accomplish that tonight. Well at least to introduce the ideas that we
003have and first of all before I begin I'd like to thank the district committee. These individuals have a full load during the day yet to take time to come in on schedule meetings with education agency. We have meetings with with uh with other associates that are helping us through the process. So I want to thank them very much. So the first the first slide here what I want you to look at there's three things that stand out at least in my mind that state aotment funds. That means these are funds coming in from the state. As you know HB2 the TR brought in over $5 million to teachers 0 to three years as x amount of dollars. I think it was a,000. Three uh four five was I mean three and four was I think
004it was 2500 and five and above was 5,000 that came down from the state for our teachers. So there's a lotments coming in that I'll refer to as TRA. Last night as you may know we several teachers hundreds of teachers were given their designations. That's a TIA aotment. So we have these monies aotments that are coming in from the state that we'd like to redesign, recapture, turn it into a performancebased pay, a competitive performance-based pay for our principles, assistant principles and teachers. And your teachers are already showing signs of that with our TIA initiatives. Okay, so that's similar to what they're doing. And this performance-based pay, not only to be competitive and to compensate our campus leaders as we should, as they deserve, but also with outcomes that we desire as a district for our
005students. On the next slide, what is strategic compensation? So, this is a theory of action. I'm not going to read it all, but a theory of action means if you do this, this is what's going to happen. And what you have in front of you is if you increase compensation, then retention rates go up. People want to stay. Personnel that has shown good performance gets compensated accordingly and will want to stay in the educational role that they're in. Educator satisfaction meaning I performed at X amount of level. I deserve this compensation. That's what I deserve. Student performance increases which is probably the most important thing why we signed up for this profession. So this theory of action here says we do this and this will happen. proud to say that uh RGCGISD is one of
006four in the region with strategic compensation and one of 28 in the state of Texas. So that's something to be proud about. Now some definitions that we're going to see throughout the presentation. We have strategic compensation. This is performance-based pay. Again, for years we've used X amount of years. This is what you pay. Now we're moving to a paradigm shift to where your performance will determine the pay. enhanced TEIA on the right side. Enhanced TIA, the application by the district will be coming out soon. But we're happy to say and I'd like to thank our campus leaders that are here today. They took part in the in the ambassador program which allowed us to apply for enhanced TIA. And why is enhanced TIA important? The TIA funds that we receive. Okay? And I think right
007now we're at 4.5 million. Then the state, if you're an enhanced TIA district, will give you an additional 10%. Okay? So, that's important. And we want to thank our principles for going in the ambassador program. We know it was a rough start and and there's a lot of ideas going back and forth, but hopefully it'll make sense tonight on why we did what we did. So, again, enhanced TIA is the objective here. And in order to apply for enhanced TIA to receive that extra 10%, we needed to have a strategic compensation in place. And as the board approved in July, I believe it was the ambassador program. So, thank you board and thank you to our principles. Here's where we're going. So, on the first two, you see how do we move towards paying for
008how you perform versus the years of experience. Okay. So, you see the first two slides, develop an administrative valuation system, TESS, it's in place. Develop and adopt a TIA compliant teacher evaluation, TE test, it's in place. So, we look forward to what's coming. And here we focus on today is having a traditional system of years experience gone and bringing in performance base which again it talks about funds like TIA TR this is the HB2 I talked about the the the state sent over $5 million to the state and it'll all make sense in a minute and we focus on other funds on how we can remanage those and relook at it to put it into a system of if you do this as a per as a performance this is what you will be paid.
009So what components should a camp I'm going to focus on the principal effectiveness as the committee I showed you earlier back and forth with with associates that we're working with the agency 50% is student outcomes 35% instructional leadership and 15% is campus cultures and operation. Now this is the rubric that we brought to the board that was developed as your high school, middle school and elementary principles. It's going to be used to determine the ambassador pay for this year. However, this instrument as a campus principal, as a campus assistant principal, you see it firsthand on what we're expecting a couple years down the road to be able to qualify for the highest performance-based pay. So, we're using that instrument now to pay the ambassador program. It was budget neutral to eventually use it to where
010we want to be. So, what does strategic compensation look like? So, here's a little timeline and I just want to point out some important dates here. And in the interim, I just want to I do want to let everyone know that in the interim, we do have the ambassador program. We're looking at strategic uh maybe stipens or pay rates for critical area needs that we'll be presenting to the board as part of our compensation plan in the near future. But I want you to see here is that we have a pilot of the campus performant base pay in 2627. Okay? Okay, we have a full implementation in 2728. So, as you can tell, we're a couple of years out. However, we do want to emphasize that in the interim, the district will be bringing in
011incentives or performance-based pay on our own until we receive the full throttle uh plan that we have in place. And teachers, if you look on the bottom, teachers, we're looking at 2627, a design system. And I do want to I do want to make it clear to not only our educational community community but to the entire community. There's a lot of rumors out there that TIA funds for teachers will be recaptured or removed or taken or moved to this system. That is not true. It's not true at all. Reason might being that some of this information got disseminated is because this plan's in the works and it's only a plan. So teachers last night so many happy faces, so many proud teachers. Welld deserved. Nothing's being taken from you. So that want to make that
012clear to everyone. Okay. So the implementation for teachers, we're looking at August 28th, the pay out the 2829 school year. Okay. So putting all that information aside, this is a big picture here. So currently at the top, I've mentioned it over and over, years of experience, compensation. Look at the bottom, the vision where we want to be. We want to go to performance-based pay. So in the middle you have a base salary. everything around it are a lotments or funds that can be repurposed, redesigned to get you that performance-based pay that we want, the competitive base pay that we're looking for. So again, I'm going to reiterate the currently the years of experience compensations where we're at where we want to be is performance-based pay and the total compensation package we're going to take. How
013does that work? And I'll give you an example. If I'm a teacher at RI B Reg City Gree ISD and I have a $50,000 base pay, the state send five years or more experience received a $5,000 increase. So this year I'm servicing the kids at a $55,000 rate. So I have a base pay, a raise at 55. Okay. What this does is we're looking at those $5 million and possibly repurposing not that teachers are losing raises. We're not saying that. Nobody's losing anything. And we want to repurpose that into a system where their performance will determine their pay. Very competitive. And we'll show you models in a minute. I just want you to understand the concept of taking TRA funds and repurposing them into a competitive proposal. Now, state law says that you can only
014do this if you're a expanded TIA district, which we're expected to be there thanks to the ambassador program. If you look at the teacher incentive aotment, okay, that allotment, the district's allowed to use 10% for expenditures. These funds are closely being looked at. You have spending plans. We have the enhanced TIA, it's an additional 10% that we're looking at. And of course, other stipens. For example, if I'm a special ed teacher, X amount, which is a,000. If I'm bilingual, a,000. You can redesign those systems and say, "Hey, if I'm bilingual, then you're going to be at the performancebased pay X. If I'm bilingual, performance B so and so." Okay? So redesigning these mentalities is and that's in the in the in the HR system that's called layering your pay. I make 50. If I'm bilingual,
015it's a thousand. Well, we need to get away from that and say we're going to go based on performance. If you're high performing bilingual teacher, you're going to be here. If you're a high performing special ed teacher, you're going to be here. Okay. So this is just a visual to show you how we want to reach the vision of a performance-based pay for teachers and administrators and what monies because remember the goal that the superintendent very clear has to be budget neutral. So what does it look like? If you can click on that Mr. Lenise please. This is just a a sample model. I want to make that clear. It's a sample model. If you go to tab number one Mr. Please, if you look at what are this is our current system for compensation
016for principles, assistant principles and teachers and this is where we want to be. If you look at the you can stay right there, sir. Thank you. If you look at the total compensation, what it cost us to fund principal, assistant principal and teachers currently, it's at 44 million 064599. Okay. And that's total compensation for this fiscal year. If you look at where we want to be, you notice that that in increases to 48,656. Okay? So you have a delta of 5,676. Again, we want to be budget neutral. So that's where that visuals that I told you guys. You have your TRA funds, your expanded TIA, the redesign of that 10% of TIA stipens, all that comes into making this program budget neutral. If you can slide over, Mr. Over all the way to the right.
017Okay. You look at the difference in funding just with this model. Now, I'm sorry, Mr. Go back to your to your right. Thank you. This is what makes it go TRA funds, TIA funds, and if you're in enhanced TIA, that's what it grows to. Instead of here, you're here. Okay? So these funds are the ones that the district can use to repurpose, redesign, reshift, whatever the term is to get to that performance-based pay and keep it budget neutral. Okay, Mr. Alanise, can you go to model principle 2A, please? All right. Again, I want to make it clear to everyone. This is just a model based on the numbers that you saw in that previous graph. Okay. We're using the full TIA aotment, the enhanced TIA and the TRA with a redesign where want to make
018it clear. Nobody loses what they've have. Okay, want to make that clear. So TIA teachers, I know a lot of questions last night. Nobody's losing anything. Okay, so we have what I showed you on the first total compensation 1.4. Now this is a whole presentation itself. These are the levels. If you shift to your right, Mr. Lane, thank you sir. This is for a principal. Okay, keep going. We'll stop right there. These are the effective levels. This is your performance. Okay, the distri I'm not going to get into the mathematics of it, but the distribution, this is where we expect the plots to land. Okay, so you have one at unsatisfactory, one at progressing, and two at proficient, so on so forth. A total of 10. Now, the base pays at $90,000. Okay, that's performance
019base. Now, if I am the elementary principal, I'm still in the same pay grade as my as my as my counterparts, my colleagues, but if I'm at proficient two, then it's that. Okay. So, that's how we're talking about making performance-based pay versus years of experience. If you keep sliding over to the right, sir, you see the middle school. Okay? You see the base pay and the increments depending on the levels and of course high school same concept. Okay, this is make it clear to everyone especially your admin here today. This is dependent on how you structure your TRA your TIA and your enhanced TIA. That's where kind of the rumor surface. You're taking money from No, we're not taking money from anybody. This is just a design to get to this system. Okay. Without hurting
020anybody. Okay. All right. Mr. Alins, can you go back to the PowerPoint, sir? Now, on this slide, this business rules, I'm I'm not going to I'm not going to go over the business rules, but business rules, they're they're there's several of them here. These are just the parameters on how we're going to develop the system, how we're going to use data. Is it two years of data? what happens if I go from proficient back to unsatisfactory to my salary, that kind of thing. Those have been developed, but they're still a draft. It's it's a work in progress. I don't want to get to that today, but they're they're in there. And if you want board, I can definitely we can definitely share those with you because the ladies there did put a lot of work
021into these. They're there. I'm just going to I wanted to share the concept of performance-based pay. And again, which I think the slide that says it all using state aotment funds. Teachers not taking anything from you. Welld deserve what you have. We want competitive performance-based pay. Even if you're in the same scale, the performance will determine where you're at. And why? Because we want to retain you. We want to keep you. And we want the desired outcomes for our children. Any questions? Really quick, doc, on your performance levels. Do we already have the what do you call it? uh the different criteria that principles have to meet in order to get that base that that pay. >> Mr. Alanise, can you click on that one more time, sir? >> It's a great question, Mr. Pñena.
022>> And that'll be on tab one um 28 28 and Mr. Pena's question was do we have the criteria for this >> to meet like the factory progressing profession one provision? What do they have to meet? >> In other words, what's their benchmark based on? >> And that's a great question, Mr. Pñena. right now that is also a work in progress but you're going to see your TESS you're going to see TZ the evaluation systems and we're also the the I'm sure you heard about the rubric that's currently in play for the ambassador program that rubric drives a lot of this year so it hasn't been finished because this year that rubric is driving the ambassador pay and that's going to determine a lot of these proficient levels >> are are and my question is
023are principles going to have an input on this uh uh what do you call them the proficiency levels that they're what they're going to be looking at or is it just based on directors and you know >> I think principles need to be aware of what they're looking at and something that has to be you know >> that they have input on their >> and and thank you for bringing that up sir one of the one of the systems that that Miss Garc brought was she want transparency and trust in the system so Miss Benitas and her team have had focus groups consisting of some principles I was not at the meeting so I can't tell you what principles were there but the input was was given um so it it it is being shared
024with with focus groups >> and the only concern is that if if if you know as a principal I would say like are are are these is this rubric that you're presenting to me as a principal are are are they reachable are they real you know can I actually reach them you know and that's something that I would question as a princip principal, you know. So, that's why I'm saying that you need to have input from the principles. Uh something that's that's, you know, attainable, you know, not something that's out there that you're going to put the steak in front of them and never be able to eat it, you know. >> Uh so my my deal would be to have input from the principles and be realistic about what goes on in the campuses
025because aides from, you know, reaching this proficiency levels, they've got many other things to take care of as well other than this, you know. So I think just to be fair uh that they do have some input and make it you know something real something that's attainable. >> And if I may say something yes Mr. any um you know it we've been we've taken it to them I know several times and there were there were some concerns and one of them was and you know I I myself uh am not perfect like no one else is right and uh we we do take all these recommendations into consideration and uh when we were discussing as a as a district team up here one of them for example was attendance and uh right away because there's
026something that we as a district want to reach where we need to be at so immediately my my take on it was a 95%. So that's what we stuck with and then when we was presented to principles uh we know that that we're having uh an issue right now with enrollment and it's tough. Um, nonetheless, I don't want to lose that high expectation, but at the same time, we have to understand what we have and it was brought in. I opened up my eyes and I had, you know, several directors immediately look into uh, you know what, I didn't think about that when when I was sitting there. I just thought about the goal where I wanted our district to be, but I did not take the time to look at where are we as
027a region and where are we as a state. Um, and we did see that I might have been maybe a point or two, a little bit too high. Uh, so we adjust that. But again, it's going back and listening, you know, to our principles that that's the number one thing. And like Mr. Dr. Selena said, um, this is not set in stone yet. It is something that we're still working with right now. What's the ambassador pay that we have before we move into this, we're going to make sure that our principles um, you know, have a say in it as well. Because I'm I'm I'm thinking, you know, and as as I process, I'm thinking there's some things that are under our control and there are some things that we can't control. And unfortunately, attendance
028is something that we can't control, you know, that that I mean, unfortunately, that begins at home, you know, and and it's something that that we need to push, you know, we need to educate the parent how important it is for students to be uh at school, not only because they're missing out on their education, correct? >> Uh but they're staying behind, you know, they're staying behind. every time they miss a day of school, it's like missing a week of school. The way things run right now, uh you go back a day after two and you're lost. And I see it because uh I have my grandson that doesn't like attending school and I have my granddaughter that loves school and she says I can't I can't fall behind because if I miss a day or
029two, I'll be lost the next day. So those are some things that are under our control as parents. >> Correct. >> And others it's not under the principal's control. So that's something that that we have to look at. If I may make a comment, one thing that's real powerful, Mr. P and members of the board is that we're shifting the mind from if I'm at six, seven, eight years, I'll be here versus if me and my team hit these benchmarks, then we're going to do this. And I think that's powerful. I think it's a shift in the way we we were thinking, the way, you know, and again, it's all geared towards student output. That that's it. It's all geared towards that and trying to keep it as budget neutral as we can. But I
030appreciate that input. But I think that that mentality is, you know, from if I'm 10 years, I can be here versus if me and my team can get here, which is I'm sure very difficult to do. >> No. No. And I look at the numbers. I mean, I wish I had the opportunity to earn that kind of money as an elementary principle. You know, 110, 115, that's that's awesome as an elementary principle. The only thing is that we have to be realistic with our percentages that we're putting out there that are attainable, not something that is going to be there just for show and never accomplish it. So, let's be real, you know. >> Yes, sir. Yes, sir. Another meeting. Yes. >> I was just, you know, making sure that it's not going to be
031affected. Their base pay still stays what it is. But, >> you know, if they don't perform, if their school doesn't perform, then they don't get that like the next year that they're expecting their raise, they they won't get that increase. Great. >> So, that's where it can raise. >> Great question, M. In the in the business rules that we talked about, it talks about if I'm at proficient two and I next year's data shows that I'm dropping, what happens? We've talked about intervention years, not touching your pay, go through the system, get this pod, this is what you need to work on, and then boom, you might be right back up. And also, if you jump step one to step five, you know, how does that impact our budget? Well, we need to be careful
032with that. Maybe we go two steps at a time versus one to five. So all those things are being discussed because it has an impact and we want our people at the highest level but we also need to look at the impact of going from an unsatisfactory to master within one year and it and it kind of it's skewed and I do want to make a point about the ambassador and even I was at fault on this year's program and even with this and TIA has taught us a lot that it's not meant for everyone to get it at one time. Correct. This is meant you have your your data. The data >> comes out just like it does with the kids scores. It it's it's it's it's to a system that matches the rigor
033of where you're headed. >> Who sets up percentages uh Dr. Henas like that distribution of percentage points? Is it the state or is it a local uh locally developed percentage? >> So our district committee, Mr. Pena has been working and alongside the superintendent has been working with with the agency and some consultants that we have as a district and they created these distribution points. Um how what data they use I'm not sure that's a great question. I can get you the answer sir but I know these distributions I'm thinking is it's it's maybe a curve they use from from data from other districts. Um again we're we're excited that we're one out of four in region one and one out of 18 in the state. So, we're excited about that cuz our, you know, our
034people, they, like you all mentioned earlier, they they they work really hard and and and our kids deserve >> those outcomes because >> because the percentages seem fair. What I want to see is what's embedded behind those percentages that the principles have to accomplish in order to meet that criteria. >> Yes, that's what I would that's what I'd be interested in. See, >> is it evidence-based? Is those numbers evidence-based where you can That's >> versus arbitrary. >> Yeah. And that's a great question and I would say they have to be arbitrary for the reason is data has not been submitted as far as the tools we're using because those are being >> but then we're still it's a it's a yes >> it's a clay that you're trying to >> stay See, this thing went
035to sleep. Give me a second here. >> Thank you, Dr. Salinas and principles. You all may be excused. Thank you all so much. Get some rest tonight and uh so we can go hard tomorrow morning again. Thank you. >> Item 51, report on tax collections for the month of March 2026. Good evening. The tax office collections report for the month of March is attached for your review. The report provides collections for the current month as well as on a year-to-ate basis. The district had collections M and I ins of $532,537 current, $117,65 delinquent, and $134,439 for penalties and interest. Other collections were $42,383 for a grand total of $826,964. Thank you. Item uh 582, report on budget balances for the month of March 2026. The budget balances for the child nutrition program, we had actual
036revenues of 7,676,973. total expenditures of 7,327 $327,527 for an excess of revenues over expenditures of $349,396. For the general fund, we had total revenues of $91,967,000, expenditures of 70,812,000 in excess right now of revenues over expenditures of $21 million. We also had other resources and right now we have a net change in the fund balance of $23,99,000 for the debt service fund. Total revenues $12,39,000. Total expenditures $9,863,000. Right now we have an excess of $2.1 million. >> Item 583, a report on monthly check register for the month of March 2026. The check registers for the month of March has been attached for your review. Any questions uh that you have will be addressed after the meeting or um provided to you uh the following day. Item 583, report on monthly check register for the month
037of March 2026. Is that the one I just said? Item 584, report on district staff data for the month of March 2026. This report provides a summary of the total number of permanent staff employed across all campuses and departments in the school district in the prior month along with a breakdown of overtime payments issued during the same period. The purpose of this report is to inform you of any notable transervarances in staffing levels and overtime utilization. And as you can see on the employee count, uh we are down to 1,741 employees uh for the month of March and then we have the overtime reports. So just to clarify because it's something that goes around saying that we fired people but then we hired new people. that has not happened. Um, you know, people with a
038rift, you know, they were the the positions were closed down and we have not hired uh new people >> to replace those. That is correct. There no other questions. We'll move on to item 4 A5, report on quarterly investments. This report is uh for the quarter ending March 31st, 2026 and this includes all the investments that we have and we started with a carrying value of 22,448,000 and right now um we do have interest earnings uh totaling $181,694. And so our ending uh carrying value for that quarter is at 22,637 630,000. Thank you. Item 5 A4 report on budget workshop. This is the budget workshop number three for our budget uh for the school year or the fiscal year 2627. And so we're going to get started. >> Power. >> Okay. If you look at
039your agenda, it's >> you have the PowerPoint for that. Correct. >> Yes. Okay. >> Well, the slide. Yes. No, that's not it. Not the PowerPoint. Click on the attachments. Board. >> Board book. >> Right there where it says budget workshop. Yes. Yes. Sec. The second page. We can just scroll down to the second page. >> Scroll down and the first slide will be uh setting the stage overview of the current budget and I just wanted to give you an update. uh right now through the end of uh March we are at 58% of our uh budgeted we spent 58% and we have payroll cost where we've uh spent 57.5 million out of the $98 million that we budgeted for professional and contracted services. We spent $6.6 6 million out of the $10.5 million that we
040budgeted for supplies and materials. We are at $1.8 million uh versus the budgeted amount of $4.8 million. For other operating expenses, we spent $3.4 million versus the budgeted amount of 4.6. debt service, $873,000 spent against $1.5 million budgeted. And finally, we have the capital outlay or uh fixed assets. We spent $376,000, which is 12% of the budgeted amount of $3.1 million. So, um again, we saw a slight increase uh from the prior month. And of course it was been said well POS uh were we were behind on that but uh we're current and so we can see an increase there on this slide. Members of the board we do want to give you an example. Uh Miss Rob just mentioned that we're at 59%. We've closed out month eight. So that's way past the 59%
041mark. So we're proud of that. And just to give you a snapshot, these are these positions FTEES were were budgeted for in this year's compensation plan. So teachers minus 19 and admin admin support those are your administrators, counselors, uh principles, assistant principles, facilitators, we're at minus 25, auxiliary minus 44, pair professionals - 18, total of 106. We're one short of what the report has on the previous slide. Of course, this is uh uh I want I want the board to understand one thing is that this is these numbers are for a full year salary. For example, if I retire in December, then we've already encumbered half of my salary. So, that's not indicative of the true number there. Um we did have people retire um some positions were not filled that those those things some
042people resign in, you know, maybe 3 months in. So, this is a fullear salary. Another thing that you need to keep in mind is that we want to see the true impact in 199. That's your general fund because some of these positions might be block grants, might be title one, title three, so on and so forth. So those numbers will be refined for you. But we just wanted to give you a snapshot of where we're at. Of course, the positions on the column with the minus have not been filled, but not at the expense of the children, okay? We we keep that and of course of safety. So that total saving is 3.7 again with a full FTE for the full fiscal year and considering that it's a 199 position. Um, also we've already began
043with the superintendent planning for next year on what of these positions are needed for next school year. Okay, so that's also taken into account of the 106. How many of these do we need next year to to to get to where we want to be? Okay, so that's already started. Also, of course, the more we can tap into that 3.7, you know, the better. Okay, so we just wanted to give you a picture of that. And there's a full breakdown for you members of the board on pages four through 20. Didn't want to put that up there, but on your pass out from pages four through 20, it's by pay grade for teacher admin, admin support, pair professional, and auxiliary. It gives you the full breakdown of what paygrades have positions that we've saved. Um,
044you know, in discussions with superintendent, some of these we didn't want to put them up here because, you know, there's there's maybe personnel matters or maybe there's safety issues that we don't want to put up there. But just for your review, they've been included on pages 4 through 20. If you have any questions, feel free to ask me. >> And then finally, we have the last uh slide here, and we're looking at student enrollment and data trends. And for next year, if you well, if you look at that chart, we've seen a decrease in student enrollment and of course uh in ADA as well. And that's how we get funded. So for next year we are planning of course this is not set in stone uh but we are foreseeing that we will be losing
045uh some students as well uh as the trend has been showing. So we are projecting 9,14 student enrollment within 8100 uh ADA. >> So we will be basing our budget on this. Really quick question. If we're seeing this trend, Miss Gar, the >> the ADA, the average daily attendance, uh it would be wise to look into strategically finding ways to help in this area. Uh I think this is crucial uh to the district's uh moving forward financially. So that would be an area that I would highly consider, you know, uh moving on uh for next year. >> Most definitely, Mr. Pña. And we also meet as superintendants you know with region one uh and this is a big issue across uh you know the region. So uh but we also do discuss you know things
046that we can do to try to uh protect our you know our ADA and and bring in enrollment. So we'll definitely be looking into that. Thank you. Any other comments or questions? Thank you. Well done. Thank you. Item 5B, consider and take possible action on donations to Rogy City Gurua ISD. The following donations have been received by the school district uh from these donors. JB data settling, Lisa Gonzalez, Border Enterprise, Care One, Gracelet Insurance Agency, New Image, Barber Beauty Salon, Parafra. Okay. Embodies number two and Badis Grocery, Javier Lee Perez, Anna Gar Insurance Agency, DNA Health Providers, Green Raven Incorporated, Help Enhance Primary Home Care, and Optas Healthcare. Thank you. And thank you to all the people that donated. Item 5 C, consider and take possible action on tax refunds for the month of March
0472026. We are requesting uh total tax refunds totaling $2,89.81. Item 5D, consider take possible action on budget amendment 2026-5. This amendment is prepared to revise the current budget. Revisions to expenditures and to revenues are presented for your review and approval. And basically these are just um a request from uh the shell nutrition program and some campuses that are moving funds uh within their budgets >> and they have the proper funding to move to move this monies around. Okay. >> Okay. >> Item 5e consider and take possible action on list of bids of agreements coming up for renewal. This list provides uh the bids of an agreements that are coming up for renewals or extensions. And we do have the CSP 2615, the parking lot striping. Uh we are recommending approval for that um agreement that
048has that was already awarded in the past uh board meeting. And the RFPs or BS that are coming up are for office and instructional supplies, office furniture, classroom furniture, and copy paper. Um we these are annual contracts and we have the option to renew. If not, we will be advertising and um soliciting the bids. >> I guess the question would be are we happy with the vendors that we have now and have they been >> competitive or the options. >> Okay, we can do that. >> So, what so what are we saying that we'll keep what we have where we're going to go continue to go out? >> Miss board member Pat Garcia is recommended that we advertise and we we will certainly do that. >> Okay. >> Thank you. Item 5F, consider and take
049possible action on requisitions of 5,000 and over. This list recaps the requisitions that exceed the $5,000 limit and administration is requesting approval of these requisitions. So just a a brief uh explanation. Guya High School fullbought uniforms. We have stuff for our Wrangled Middle School, Guya High School, Guula School. Um we have fuel. Uh we also have some building repairs damages that I imagine were done >> these past uh weeks, months >> with the storms. >> Um maintenance supplies, a lot of maintenance supplies >> and more fuel, food. So good things, everything needed. >> Very good. Any other comments? If not, we'll move on to item 5G. Consider and take possible action on requisitions under taskby policy CH local purchasing and acquisition. We are respectfully uh requesting the waving of the policy CH local and these
050are uh requisitions that have invoices with them. Are some of these dedules due to the fact that they were behind on their POS or is it just that uh it was an emergency >> like the one for the payroll department for those forms or checks? there was a mishap with a PO that was already in place and we thought that it was for that same order but uh it was not and then we also have the athletic department and of course as you know we're going through a transition there and so um we've been trying to help the athletic department as much as we can. So yeah, >> I know they're in they're in deer need of help there at the athletic department. I believe Mr. Garcia by himself right now. Coach Garcia by himself
051there. Um, just something to consider that, you know, there's stuff like this that's going to come up not because they're negligent about their job, but because they're short-handed there at the department. >> Mhm. >> And I think a lot of the reasons that these are coming up is due to that that that he short-handed there. Uh, so it may be uh reasonable to consider, you know, sending some help out there, Miss Gara, just to to alleviate some of the the >> Yeah. And I think we had actually just discussed that already and Dr. Salas had something in place with sending him help. >> Yes. Yes, sir. We we've sent help from our office and I thank the business office also. They've been very very helpful to us. >> Thank you. >> Most definitely. But thank
052you. Item 5H, consider and take possible action on CSP number 26-17, campus pavilions at Gura Middle School and Veterans Middle School. We received uh three proposals uh from three different companies and we are awarding or we're making the recommendation to award the CSP of the campus pavilions for Gria Middle School and Veterans Middle School for Mata Construction Incorporated. Move on to item 5J. Consider and take possible action on RFP number 26-18 concrete for 26-20 building maintenance supplies or concrete. We one no 5J >> it's the concrete one it's going to be RP 2618 yes 2618 concrete we received two proposals from two different uh companies of course and our recommendation is to award them to both of There are no questions. We'll move on to item 5J. Considering take possible action on RFP number 26-20,
053building maintenance supplies and construction materials. for RFP 2620 building mi maintenance supplies. We received one proposal from Central Plumbing and Electrical Corporation and right now our recommendation is to reject the proposal in order to uh and rebid so that we can get more uh proposals. Item 5K, consider and take possible action on RFP number 26-21, surveillance equipment/repair catalog. For RFP 2621, we received four proposals and we are respectfully requesting approval to award them all. >> And this is for surveillance at the different campuses or >> Yes, districtwide. >> Districtwide. Okay. I thought Okay. One thing that uh I've noticed at least with the with the surveillance now that we have the lighting, I don't know if you all seen the new lighting at Gria High School. Uh it looks beautiful at night. I mean, it's
054it wasn't it wasn't pitch dark as it used to be. >> And I would like an update. Uh Mr. Lopez, if you have an update on Guya High and when will they start at Rio High with the lighting? >> Okay. Madame President, members of the board, Miss Garca, superintendent of schools, uh we've gotten a lot of feedback, a lot of positive feedback uh from the community in Guya. Uh most of the feedback that we've gotten has been from our uh fine arts parents, our band, uh especially our our band parents. I know uh I spoke to our fine arts director, Mr. Alex Rodriguez and he is waiting uh to when we are done with the Rio High uh lighting that he wants to come up in front of the board and again thank you on
055behalf of the parents. I know in talking to Alex and some of the parents have been have been calling me directly again something that has been you know a long time coming. Uh so we are almost done there and they're going to go straight to uh Rio High School as soon as they're done. And uh that is just the beginning. When we're done with Rio High, we will continue with the uh middle schools and keep going from there. Um as as you can see uh here, everything is is where the students are at. We're looking at lighting. Uh we're looking, we have a another item, I don't want to jump the gun, another item that's coming up also that is long overdue at the campuses. Um the roofing, HVAC, everything that that is where the
056students are at. So again, thank to thanks to this board and Miss Gara here leading the way. everything with with funds, with bond money, grant money, everything is is being redirected to where the students are at. So again, thank you, Mr. Pena, for for noticing that. Again, it's hard to notice anybody that's passing by Guya High School at night. You know, it's it's uh again, it looks like a new campus. Like we have now two new campuses right next to each other. That's how much uh lighting stands out. So uh yes th this is just the beginning with the lighting projects. Once we are done with both high schools we will continue with the other campuses. >> And of course Miss Gara, Mr. Lopez, Mr. Ko and Diana. You know thank you on behalf of
057the community of Lagria. We know that we've noticed it. You know I've been out there at Gura Middle School and now that we've opened up to the community go out there and walk and enjoy the the the middle school. We've gotten I mean close to 60 people on an evening and that's one thing that they noticed that that uh we're doing for the east side for our community now. Uh they're very grateful for the softball pitching machine they got. They're very grateful for the for the pitchers protective gear also. Uh so on behalf of uh the East Site Guya Lacita you know Garcia we appreciate you all support in this. >> Thank you. Item 5L, consider and take possible action on the plan of finance for Rio Grand City Gria Independent School District Maintenance Tax
058Note series 2026. The plan of finance presenting by the district's financial advisor, Estra NoSa, outlines the structure, timing, and anticipated use of proceeds for the issuance of the Rio Grande City ISD maintenance text notes series 2026. Approval of this item will authorize the district to move forward with the proposed financing in order to address identified needs, support ongoing projects, and ensure the efficient management of district resources for the Ringled for the Fort Ringold Auditorium and the Ramro Viegas for Wrestling Center and also uh the bus barn at the old pain uh building. If the cell doesn't go through the smell. >> Oh, >> it's the sound. >> The second. >> Click on the second one. >> Correct. Or the PowerPoint. >> Oh, >> yeah. >> Okay. >> We have >> They have a PowerPoint. >>
059It's the same. >> Do you want the PowerPoint? You prefer the PowerPoint. >> Good evening, Madam President. >> Yes. uh trustees uh superintendent GarcA and members of the audience. Anel Marayanes with no division of TRB. With me is Jose Silva and also part of our team is Dr. Miguel Los Santos and Bobby Vial. Um so one of the things that we wanted to discuss with you today is the option of a maintenance tax note. And so just want to start off with the first slide on the options that the school district has to finance major projects. And so I just want to compare that to our own home, right? Uh when we buy a home, we take out a mortgage. So that's a that's a major note and that's something that that's voter approved here
060for a school district. It's similar like a bond. Um so that's that's a long-term uh note, a debt that that the school district has and that's what the district has utilized in the past to try to address address major needs or build new facilities. Uh and then with that home, you know, some some things do fail. you know, HVAC unit, the roof, and so those are some major expenses that sometimes you need to look at. Um, and when it gets a little heavier than what your your your slush fund has, what your savings account has, you know, you want to take out a a small a small loan in order to address those needs. And that's the equivalent to a maintenance tax notes here. Um, so this is something that the district will it's it's
061not voter approved, but it's something that the district could approve to move forward with a short-term loan in order to address these needs and repair what you need to what you have here at the district. U and this will be something that you'll have to budget out of your M uh budget currently. And then finally, your fund balance, what you mentioned, that's your savings account. your savings account, you kind of want to leave it as it is, keep it healthy, and you really want to just use that as a major major emergency down the road. So, as we mentioned, you do have uh multiple bonds that that have been previously approved by the community um to support different types of projects. um that those bonds run through 2052 with currently an outstanding amount of about
062115 million that's paid through a different uh funding source interest and syncing that has its own sole uh tax fund. Um so that those funds are only solely used to pay off debt. So that does not dive into any of the other uh budget concerns or any of your budgets uh for teacher salaries and other infrastructure operational needs. >> Next and then you have your M debt, your maintenance and operation debt. So this this is u notes that have been taken out in the past to address uh multiple items uh throughout the district. Um so currently on the M side um you do budget for approximately about a million dollars um each year to make debt payment and you have an outstanding amount there of about six 6.2 million and you that debt runs through
0632033. So looking at what your current uh debt profile looks like as we as you saw those bars um they're on the left column you have the existing debt service running for about approximately a million dollars through 2030 then drops down to to about 800,000 and then finally in 2034 um all debt is paid with what you currently have from the previous uh maintenance tax notes that were issued. And so we we want to mold any type of new debt onto this existing debt and try to put at least the least amount of pressure um to this current existing debt service. At looking at that, uh this is a scenario with $8 million. Uh we utilized a a 5% interest rate. That's just indicative. Uh we have been seeing rates actually come lower than that.
064So that's just being conservative when we go out and bid with banks. So, we're hopeful that that it will be below that 5%. Um, hopefully, again, that's just also pending on everything that happens around the world with Iran. Um, so those those rates could could fluctuate as well. But just looking looking at this scenario, $8 million at a 5% interest rate, looking at again trying to ease the the payments into what you currently have. Uh we see at the right hand uh the total amount uh ranging from uh 300,000 to 1.1 million and essentially going from your current debt service of about 1 million to 1.3 million next year 1.4 million the following year then maintaining around that 1.4 million through 2033 and and then the debt service runs comes down after that. Um, and
065this will be a 15-year amateur station. And next, in order to proceed forward, um, this is just the first presentation on it. U next week, the the district will have the option of of moving forward with an amount and dictating, you know, is it the 8 million or a different amount that the district would like to for us to proceed forward with. Uh we will then go out and then um solicit different banks through our a bid process um throughout the nation. Um we will give them a couple of weeks to respond to that bid and then it'll have to come back to the board again to then officially approve a bidder a bank with the lowest interest rate and that's most beneficial for the for the district. At that point in time, the district
066could say yes or no. um you know if it if it doesn't make sense for for the district if they see you know hey our plans changed you do not have to move forward. So this will you would approve it next week just to move forward with the process but it would have to come back again to the district for final approval uh to move forward with the bank. A bank would only hold a bid for 24 hours. So that that day we we would need to know if the district will want to proceed forward. Once we get the okay we'll proceed forward and have closing in 30 days after that. Um, so right now if we if we project this preliminary timeline, let's say we come back at the next meeting on May 20th,
067we could have funds by by June 17th to the district and I'll entertain any questions. >> That number that 8 million is projected >> that was decided upon how like that that's the percentage that you were looking at 20% of the >> the 8 million total project amount. >> Mhm. that that was with the administration on the projects that that they have identified and what what they had looked at. So yes. >> Okay. So it's already been there's some thought process there. >> Correct. >> Verified muscle. Yeah. We we have an estimate of what we think of. Of course we wish we could go a lot higher, right? So we could provide even better facilities for for our students. Unfortunately, we also have to be realistic as to the amount that we can actually afford
068to pay back. So we know what we can afford uh in order to continue to get this uh tax note uh to to provide or to what is it uh remodel those uh buildings that we're wanting those existing buildings that we have. Uh so that is something an estimate that we have for again the fort wringle right here the auditorium what would be Ramovie's gym for the wrestling center and uh depending on the cell however it goes with what we called over here at the we call it the back cave but what's the real name it's the one over here at >> the old pain right or next to pain I'm sorry uh depending on that then uh we're considering possibly uh because I know at one point when the bonds were passed that We
069were supposed to have a uh bus barn as well for our buses. So, if this doesn't go through and we see that we have the funds that we need to be able to remodel that, we'll do that at the same uh to have the bus barn as well. So, right now, we're looking at two solid projects with the possibility of bringing that third one. >> Have we looked at projected costs at each building more or less as to what it's going to cost? And will 8 million cover it? >> 8 million will have to cover it, Mr. at this point. But have we looked? >> Well, I don't want it I don't want for the way the way it happened with the bond. They under project it and then they get anything done. >> The
070thing right now, we need to make sure that what we're going for is going to cover at least the majority. >> Two of them, >> two out of the three definitely. >> The 8 million is what we can afford to pay back. Yeah, that's what she's saying. Correct. It was awesome, but it's not realistic for us to pay. >> That's what I mean. that that we not promise more than what we can afford. >> Correct. >> As I mentioned, we're going to build this or remodel this this and that and then not have the money to be able to finish the project. >> We will remodel to the best that we can with the 8 million that we have. We'll we'll look at of course our priority if you you know and I think we
071discussed this. We go into our auditorium and I think you said if everyone gets up at the same time it'll probably be a musical event where you're here all the chairs you know it's the carpet our carpets our kids are not cannot practice here. they have to go to Roma actually to practice because we don't have the proper lighting. So, we're looking at those things that can make a huge difference >> uh when we when >> I guess my question would be Miss Rolis, are we comfortable with this amount and the cost that we're going to incur? >> Yes, sir. After meeting with cabinet u and discussing of course budgeted positions and of course uh what uh positions have not been replaced or filled uh we feel comfortable that we can share uh that comment.
072>> All right. If I may make if I may make a comment, Miss Garca, that like Miss Robles mentioned in cabinet, we just discussed and we asked to ask bound council, can these funds pay the expertise of a of an engineer come and say this is what's going to be to remodel this? How much to remodel this? So the answer was yes. So that gives you more of a scope. >> Yes. >> Where you're at. >> That's correct. Any other questions or comments? Okay, if not, we'll move on to item 5M. Consider and take possible action on a reimbursement resolution authorizing the district to immediately proceed with expenditures regarding the projects for which the real Grandandy City Goody Independent School District maintenance tax note series 2026 will be issued for. This reimbursement resolution for the
073RGCGISD maintenance tax notes uh series 20 2026 will authorize the district to proceed with expenditures related to the designated projects that we discussed and get reimbursed if we decide to start earlier than uh whenever we issue out those tax notes. >> All right, if there no questions, we'll move on to the next item. Thank you, sir. >> Thank you. Good evening. >> You too. >> Item 6A, consider and take possible action on request to use facilities from real granny city to use Joe Sanchez stadium for 911 memorial stair climb event. The city of Randy City has formally requested a partnership with our district to host a community 911 memorial stair climb event at Jo Sanchez Stadium. Uh this event is proposed for Saturday, September the 5th, 2026 during the morning hours. Thank you. Item 6B,
074consider and take possible action on request to use facilities from Pinnacle Sports Foundation to use Joe R. Sanchez Stadium for youth track and meet. >> Thank you, ma'am. We're excited to announce the Pinnacle Sports Foundation partnered up with the city of River Grand City, specifically our park and rec department to have a track meet for our youth on May 9th, 2026. They're requesting the use of Jar Sanchez Stadium. And as you can see in the proposal, it aligns outlines who's responsible for what the majority if not all from Pinnacle Sports and the city are handling this and we're excited about that and they are providing uh liability insurance. So we recommend approval. >> Thank you. Item 6 C, consider and take possible action on request to use facilities from real Grandandy City Parks and Recreation
075Department to use various campuses for their department 2026 basketball season. The facilities requested are the gy gymnasiums at Kuruya Middle School, Veterans Middle School and Bringing Middle School. Uh they have provided the certificate of liability insurance also. >> And it doesn't inter interfere with any of our kids uh students activities. >> Right. These would be after school because it says >> yes >> April, correct? Okay. Item 6D, consider and take possible action on request use facilities from Vaketto 4 club to use the MPC for their 4 meeting. >> This request is for the MPC uh for Sunday, May the 3rd of 2026 from 5 to 7:00 p.m. We are respectfully uh asking to wave the rental fees of $225. Okay. Yes, sir. Item 6, consider and take possible action on request to use of facilities
076from Stark County Memorial Hospital for the maintenance co-op. >> Yes. And uh I don't think we're going to need this anymore since the locations were changed. So, we will not be uh recommending this anymore. Thank you. Item 7A, consider and take possible action on compensation plan amendment. >> Madam President, members of the board, Miss Garcia attached, do you have a recommendation for an amendment to the compensation plan? This position was not allocated for and it is no cost to our general fund 199. This is a title one clerk at our lead center. We've we've focused we we determined that we do need the help currently and again it's title one the impact we have a full-time sub but we it's grown to a system where it's going to be the lead center/curriculum and it'll be
077a total cost of $6,735 that is a difference from a from FD to the full-time sub and again this is title one at no cost to 199 Item 7B, considering take possible action on teacher time equivalency program guidelines. >> We're excited to bring back the time equivalency program. This is specifically for teachers. And just to give an overview of the time equivalency program, our teachers will have two a total of six-hour sessions to an exchange for two days in November, the week of Thanksgiving. This is for teachers. The reason that drove this decision and meeting with the superintendent and she met with her CNI team, we feel that there is more specific PODS that need to go out to our teachers which will impact our children and this is a perfect program to do this.
078Our teachers will have two six-hour sessions in exchange for two days in Thanksgiving the Thanksgiving week that Monday and Tuesday. So the entire week is is a vacation and again it's strategic for PODS for teachers to come back and and and and of course to increase achievement for our kiddos and this just outlines all the all the the the requisites that are required from them and how when where who so uh we definitely recommend approval of this program. >> Thank you. 7 C consider and take possible action on 2025 2026 summer work schedule and calendar >> attached you find the recommended summer work schedule and calendar as you can see the uh dates are June 1st Monday through Thursday the July 30th to 2026 Monday through Thursday and the end of that summer work schedule
079would come to an end on August 2nd and that's you know a couple of weeks right before when our kids come back to school so uh this is a an initiative that we have longer days, but we do shut down and try to save that that energy on Friday for the weekends. But, um, you know, they're productive days. So, we're recommending approval of the summer work calendar and schedule for this summer. >> There are no questions. We'll move on to item 7D. Consider and take possible action on survey for child nutrition warehouse, which was the old tractor supply. on the old tractor supply. U staff recommends administration recommends approval for us to go out for a survey. There is no formal survey for the tractor supply. And what's driving this decision? Obviously, it's good to
080have a survey, but number two, we are getting requests from some community members stating that that road that runs right west of our facility is a public road. And these individuals do have property right north of our facility and they're asking for access. We don't want to go either way. We just want to make do things right and figure out what it is, how it is, and when it is so we can make that decision >> and that's something that should have been done when we initially bought that. But again, it wasn't done. >> Yes, ma'am. >> Thank you. Item 8A, consider and take possible action on Guri Elementary Robotics World's World Finals Travel request. Participation in the robotics world finals provides students with a valuable opportunity to apply for STEM skills in a competitive
081real world environment. Students will engage in problem solving, engineering, design, and collaboration with teams from around the world, aligning with the district's focus on innovation and college and career readiness. So, we're just um and I know we brought them up this last board meeting to to recognize our kids as well. Item 5B, consider and take possible action on Odyssey of the Mind World finals travel request. We have two of our teams uh that will be going to and I don't have the place here. I know it's out of state, but which one is it? >> Iowa. Okay. To Iowa. So, we're all also requesting um permission for them to travel as well. We're recognizing them at the board meeting, this coming board meeting. Yes, sir. And now that I'm on this uh uh these two
082items, I just want to make this very very clear. um both for our robotics world finals travel request and the Odyssey world's final travel request which is the three teams you as a board have or will be approving um 100% of of their trip being financed by the district and I just want to make that very very clear if you do hear that they're fundraising because they are fundraising these are for personal things if they want to buy uh you know a sweater they want to buy pins when they go to the Odyssey of the competition. These are just for the extras, but as a district, we will be providing them 100% funding. >> Yeah. And I think it's it's important that we notify the parents about this because I know they're they're concerned. Uh
083I know they're they're fundraising. I hear of uh chicken plate sales going on and and you know, and I understand it's for their extra if they want to buy something personal. Uh but yeah, I'm glad that we're fully funding this this two uh projects and and uh kids deserve uh that experience any any time. >> So yeah, just make sure that the coaches, you know, let the parents know so that they >> Yes, ma'am. >> Thank you. Item 9A considering take possible action onou between RGCGISD and beyond border mental health. Good evening Miss Gara Vadalupe Gara superintendent and board members present this evening. Uh this is anou that uh we are recommending for approval. This is uh more no cost to the district. This is a agency that is willing to come in and service
084our students at our campuses free of charge and it's accounting social services. It is an agreement and provides comprehensive and mental health services to students and also counseling and afterchool activities for our families and so on. So this is no no cost to the district and uh we are recommending for you to allow us to have uh our border mental health center PLLC be part of our district and work along our parents and families and students. >> Who's the agency providing these services? >> The borders uh mental health uh center PLLC. >> Are they local or are they from out? >> Uh they they are local. They come from Macallen and they reside local. Okay. >> Yes. So, they're opening free services. Uh we will be guiding them. We will be uh speaking with the
085principles before they transition. Everything will be guided through us. And I know >> I guess notify the parents just for in case any students are being provided with services that they realize that they're free of service. It's a free of service and that that's going to be provided for them. >> Is it a change from what we've been doing or it's just a new initiative? >> It's a additional assistance. It's like a scan that we they're out there in the >> but it's in addition to We already have more more uh >> yeah good >> more people coming in and resources that are out there and >> so yes this this is an addition to what we already have. Yeah bringing in extra efforts. So thank you. Okay item 10A consider and take possible action
086on annual subscription to Raptor Technologies accountability and reunification software. And that was the one you all said that it was better that you all did need to use it. That's the one >> correct message. Yes, ma'am. That's the one that we currently have. Uh the one that >> that sends messages to all the >> correct. When we have any type of emergency, usually you'll hear the phones go off. You know, that's a raptor alert. >> Yes, ma'am. Item 10B, consider and take possible action on school audio intercon. Madame President, members of the board, Miss Garca, superintendent of schools. Uh again, this is when when Mr. Pñena asked that question earlier about our lighting, this is the one that I was also thinking about. Uh we are in dire need of of intercom systems at our
087campuses. Again uh our focus with with this if if you all approve is to start with both high schools, Rio High School and Guya High School. Uh from there the plan is to continue with three elementaryaries and again keep going from there. Um we are looking at I know we get questioned in terms of uh the bond money uh what is being done with the bond money. I mean we we've we've bought buses we have looked at uh pavilions the lighting uh again this intercom system if approved uh roofing everything again that we were talking earlier about where the students are at. So again, if if if with your approval, uh this is just the beginning again with with what we're looking at uh for the uh intercom systems at the campuses. >> Somehow our
088high schools or a real high school especially has been um >> you know up and running without this. You know this it just didn't happen overnight. So, this is something that, you know, as a as a cabinet, we did look into and when, like Mr. Lopez said, when we're thinking about repurposing our bond monies, we we we are very picky with that. We're not just using money for anything. We make sure that it goes back to again where our students are at. And um so th this is very important that again it's going to be coming out of our bond monies to do these two um campuses that we're requesting at this time, these two high schools. And then from there on we'll take it on to the to the most that are in need
089right now are elementaryaries. The three top >> last years it's been a complaint I've had from a lot of parents that go pick up their kids. I always get messages um DMs saying, you know, that they that that it's not possible that we don't have intercoms, you know. >> Well, and and more than that, when when parents go pick up students, you know, to get their students in, but aside from that, in case of an emergency where there's a a a you know, intruder or anything like that, that's the way they communicate to the classrooms. So, without that, you have nothing. Uh one concern that I do have, and I don't know if they've addressed it or not, Mr. Lopez, is the phone uh their actual cell phones. like if we're going to have Raptor,
090I know Gria Middle and Gria High has very limited services on their phone. Uh I don't know if there's something that we can do about that. >> That's a good question. Sam, do you have uh I know I've talked to Sam about it. Uh but that is a concern because when we do go and visit that campus, we we lose complete service. >> The reception at Guru is awful. So that could be something that we can look into. may be uh some type of repeater that would help the phone signal so we can look into it. >> Mr. Riggz, I know you were uh you know you had stood up. I thought for some reason we already working we had something in place at the new Gria Middle School which was something similar to what
091we had done at Gura High School. No. Okay. All right. Go ahead, Mr. Rides. I'm sorry. Thank you. >> Good evening, Madam President, board members, superintendent, Miss Garan. So we do have a repeater but that is for and correct me if I'm wrong but it's more for the the network on the network side. So it's not uh an increase of mobile the mobile capability. So we did reach out and there is boosters that are available >> and they would go ahead and place them in multiple areas of the campus uh very expensive equipment you know extremely. So one recommendation that they did give is maybe some individuals can reach out to their phone company and they do have an an opportunity to get boosters in that in that manner but as a district we would
092have to reach out uh there is mobile relays that we reached one of the companies that we reached out to and like I said it's uh just for one campus alone the the expectation is roughly 50,000 so it's it's expensive equipment >> but the intercom will replace will kind of take care of >> that problem >> at least assist in some in some way. >> The only thing when when your raptor messages come in, but they don't come into your phone immediately. >> They come into through the phone. >> You have to wait till the intercom >> after after the fact. >> So, I'm wondering is there a reason why uh is it the buildings how they're built? >> To me, to me it's the building. >> It's the building how they're built or >>
093just take into consideration that we do have the phones connected to the network. They will be able to use some apps. uh like for example WhatsApp and stuff like that. So that's what help Raptor >> if it's through the app it should be able to connect. >> Yeah. Make sure >> we do have some concerns in three separate campuses >> and we can find some other avenues that the Raptor does connect to their phone that way. I mean I know that WhatsApp usually works. >> Yes. >> So does the Raptor work with WhatsApp to send a message there? >> We do have some concerns in some of the in some campuses with Raptor >> communicating with Raptor. >> I think Dr. You're saying they also they have that app on their laptop as well. They
094could get it through their laptop. It just has to be open. Correct. >> Yes. I know we addressed that concern by every teacher has a laptop and a desktop with a is it Ethernet? >> Yes, >> Ethernet. So that that app is on that computer >> to address that concern. >> Yeah. Not to mention that they do have a classroom phone where they can be reached as well. >> All right. >> Thank you, Mr. Lissa. Mr. Ramirez. Thank you. Item 10 C, consider and take possible action on playground fence for Avance. And so with the an agreement that we have with Avance is we already have the playground already set up. Uh so one of the one of the agreements that we had was to build a fence around the playground. And so that's where
095we're going to go ahead and proceed. So we did reach out and we are recommending uh Monre construction service. >> No questions. >> Thank you, sir. We'll move on to item 11 A. Consider take possible action on proposal for Gria High School softball canopy. >> Basically, what we did here for Rio Grande City softball uh program, we're doing the exact same thing for the Guya High School softball program. The exact same type of canopy. >> Once again, thank you. I mean, I I I I know they're going to be excited because they didn't know about this or they don't know about this. So once they find out they're getting additional know and I don't call them perks but you know I we see them as perks because we've never seen them before you know it's
096a first time for them. So uh thank you for considering uh doing this uh for the kids at Gria High School. >> You're welcome. >> And again Mr. Pena we got to call it how it is. Again, you all as a board made it very clear to us uh your expectations that if we were doing something like this for Rio High, uh you wanted us to go and look at re at Gurua High and uh Miss Gara and myself, we went the the very next day. So, we we did see the facilities. We saw that it the the need was there. So again, at the direction of the board, uh again, we went out there and it was an easy call. So thank you all. >> Thank you. >> In the past, we've been receiving
097a lot of complaints, you know, that that things have not been fair. And what I tell parents is that it was, you know, a different board and what happened happened. but to give this board a chance to prove to all our Gurua community, all the parents, all the kids out there that that we're going to be equal, that we're going to, you know, what we do for one, we're going to do for the other. And I think parents have been, you know, more at ease. They've been more open to, you know, communicate to us, you know, that they're happy thanking us for for the changes that we've done. Um, so it's a good thing. But but I continue to tell everybody to have patience. Uh, little by little, they're going to start seeing the the
098difference. and and and I do understand and I I we accept that it was neglected for for a long time but from here on hopefully we're able as best as we can because I do tell parents you know as much as we would love to give our students you know everything uh we're our hands are also a little tight but whatever we can work with and and do for them uh we will try our best to do it. >> Yes ma'am thank you. Item 11B, consider and take possible action on auction contract with Galindo Auctions LLC. >> If you all want a little bit more details on this, I will call up Miss Pñena. And I think at the last board meeting, you had provided us with a list of all the items that would
099be going up for auction. So, this is basically I did uh speak to legal. This is just the auction agreement between us and >> do you have a tentative date for the auction? >> May second. I think you've already told us. Okay. >> May >> and it's on the newspaper and did we already put it? >> They are the ones that >> where will this where will this be happening? >> When does it happen? Okay, we're good. I think >> y'all are good. >> I mean, >> okay. Just want to make sure. >> And this is just a tentative date, correct? We're we're still not set on the date. Just making sure. Thank you, ma'am. >> Thank you, Mr. Lopez. Item 12A, uh I guess it's the reschedule regular board meeting minutes for March 23,
1002026. Those are there for your review. Item 13, any items on public uh comments on non-aggenda items? Ma'am, thank you. All right. And to end this, I mean, we have a lot going on as you all know. We have testing going on, like I said, for the next couple of months. It's not a couple of months, it's a few weeks. It's just so much testing. Um, our kids are doing great. We've been, you know, walking the campuses and, uh, everything seems to be, you know, running smoothly and, uh, we'll just wait and see. But, um, our principles and our, you know, our teachers, I think everyone has, uh, taken care of business throughout the school year and our kids are are trying their best and that's what's good. Um, this, if I'm not mistaken, correct
101me if I'm wrong, Thursday, we have our GT showcase night. Number is it tomorrow? Thursday. Tomorrow. Uh, and that's going to be again at the Little Lions Gym just the way that we did uh for semester uh one. And uh that should be it. Thank y'all so much and we'll see y'all tomorrow. Thank you.
