Good afternoon. Thank you for being here this afternoon. Uh notice of this public hearing meeting of the board of education grant city Gurua Independent School District. Notice was hereby given that there will be a public hearing meeting of the board of education of the Riverrand City Gria Independent School District on Wednesday, February 25th, 2026 at 5:15 p.m. at the multi-purpose center main hall located at 1 South Fort Ringold Grand City, Texas for the purpose of the Texas Texas Academic Performance Report for year 2425. I call this meeting to order. We will start by presenting our taper report with Miss Clarissa Ibanz presenting this afternoon. >> Good afternoon everyone. We have a great audience. That's wonderful that everyone will be here to listen to our taper report as required by the agency. We have our Texas

academic performance report for 2024 2025. This is the agenda that we're going to follow the different uh requirements from the agency. Okay. This is a report compiled by the agency for every district and campus. They use the PE's data and all of student assessment data. Okay. And it is published as a PDF. It is on the page of the Texas Education Agency and I will provide the link for it. So, we're going to begin with our accountability score for 2025, which was a letter rating of a B, a letter grade of a B for the real Grandandy City GUA ISD. And I have been asked to summarize our uh scores for the sake of time. So, um you here have a summary of all grades, star, ELA, and reading. And as Miss GarcA has asked

us to aim for more meats and masters. I just want to reiterate that approaches is passing but it requires passing with support. Meets does ensure that our students are performing at grade level and are likely to succeed at the next grade level. So that is where we're aiming for all of our students to perform at meets uh or masters. So here you see a comparison from 2024 to 2025. And I did include the state average, the region average, and the district average. So this is a combined um report for ELA in reading all grades of the school district. As you can see, we're very comparable to um what we did the past year, but there is some improvement and we are working hard to get that higher. Here we have math. You see a significant

improvement in math from one year. Again, these are all grades. >> In science, we had a major uh improvement here which we are working on and we do tackle it. As you well know, uh science is introduced as a tested area in the fifth grade. >> Here we have social studies. >> Let me know if I'm going too fast, Miss Garcia. I'm good. >> You're good. >> Okay. So, here we have social studies. You have a copy of it. and for the public, for our parents, for our community. Uh we will have it on our website and right now if you want to look for it today, you can find it on the TA page, but we will have it posted as required by the agency on our website after today's meeting. Here we have

our school progress, our annual growth in ELA and math. Again, our comparison with the state, region, and district. And again I am targeting or are presenting the meats percentages not approaches. The next slide has our attendance graduation and dropout rates and I do want to let uh public know that the agency does track and we are required to report our attendance and it is a year uh before. So we have the 2223 school year as compared to the 2324 and there was a slight improvement and again I included the state and region percentages so that you can see as compared to them as well as the dropout rate. Okay, we did very well there uh as well as our graduation rate there was an increase as well. The next slide indicates our college career and

military readiness percentages. We did have a slight increase as well there. Then we have our college ready, our annual graduates. How many are ready? This means how many are ready to uh not take remedial courses in college. ACT, SAT, uh TSI ready. Okay. We did have a big improvement from 23 to 24. And then we have our uh career military ready which are ready to go into the workforce or into the military. We uh did have a little dip there but we are uh working on that. We are aware and we have implemented uh plans that we need to address and uh implement so that we can bring that up for this next year's uh report. Here we have the CCMR related indicators. RTSI annual graduates we improved there as well. We have the completed

and received credit for our college prep courses and our AP percentages of the students passing. We also had improvement. We had improvement in all of these areas. If we don't have any questions, we'll continue with the CCMR related indicators. These are the SAT SAT results. And again, this is for our graduates. And I did some um research here and conferring with our colleagues here in the CNI department. Our CCMR director did indicate to me how we're going to a change. The CCMR is changing because I was like, wait a minute, we have a dip there, but we are the different requirements are changing. So we should see a big difference next year because we have implemented a different uh platform that we are being more specific and targeting some indicators there. Here we have the

other post-secondary indicators and as you see I pointed out we did have improvement in science and social studies. These are how our students did in the advanced and dual credit courses. We al are also required by the agency to present to the public our financial actual reports and I did go through Miss Oasis on this and they the link is provided there at the bottom for anyone that does want to see it and they are available by the district and the campus data. You have revenues, expenditures, dispersements, tax rates and fund balance. It's all public and they can follow that link anyone can to see the actual reports. Our next slide that we're required to present is the accredititation status for our school district. This is not the same as A throughF. Okay, it's a

separate status that the agency assigns to every district. It's based on performance, compliance, financial integrity, and governance. Okay, and we were accredited. There's four possible statuses, and we are accredited, the highest possible one. The next item we're required to present is on our camp campus performance objectives which brings in our campus improvement plans. Each campus has developed a plan as required by education code and they do include our performance objectives which are approved by the school board. Uh each campus periodically measures the progress. All of our updated CIPs are available on the district and campus web page. And if you do want a hard copy, you can let us know and we will provide you one. We are required to let the public know our special education determination status. It was uh rated as needing

assistance. Basically, what this means is that our uh that particular department that we're servicing remains below comparisons as to the state. We are working hard. The taper indicates that our students in that program continue to perform below the state averages. Particularly, I want to stress this on the meets and masters level. While there is some academic growth, we're still working on the progress to close those achievement gaps. Do know that as a district, we're prioritizing improved access to grade level instruction. We are strengthening our tier one supports and we are targeting progress monitoring to accelerate outcomes for students receiving special education services. We are also required to report on violent or criminal incidents. Uh we do have the report. The annual report uh includes the number, rate and type of uh criminal or violent incidents

that occurred on each campus to the extent permitted by FURPA. Okay. their descriptions of the prevention and violence intervention policies and procedures that we have in place to protect our students. Uh findings if any, okay, from the safe and drug-free school and community act. And again, we do have that report available for review at our central office and at each campus if anyone uh would uh want a copy of it. Student performance in postsecary institutions. The Texas Education Code requires each district to publish as part of its annual report a report on our student performance in post-secary institutions during the first year enrolled after graduation from high school. And this data we gather from the Texas higher education coordinating board. The most current report that we have is from 2223. And that is also I

provided the website where you can find it. Basically, the student performance is measured by GPA earned by our 22 23 high school graduates who attended a public four-year and two-year institutions of higher education in the 2024 fiscal year. For each student, the grade points and college level semester credit hours earned by the student in fall 23, spring 24, and summer 24 are added together and averaged to determine the GPA. The report is posted at this particular website and I have provided here the side by side what is on that website what we got and we have the total of uh 726 students that attended a college or university in the fall of 23 and in the fall of 24 717 and I do want to note that this is all of our three high schools.

Another requirement of the taper is the progress toward meeting House Bill three goals. Just a little bit of background on House Bill three. It is the bill that was passed before COVID. I want to say it was 2019. Many things were on that house bill, but one specifically was to increase our early childhood literacy and mathematics. Okay. So, our goal uh for third grade students was that they perform on meats or above on star reading from a 48% to a 50% Um, for that particular school year, we had them scoring at a 48% and we had a great improvement to a 57%. So, congrats to our early childhood uh department and all of our teachers for working hard on that. The that serve the uh reading in mathematics. Our goal was having our third grade

students performing at meets um from a 51% to a 53 and we actually went from a I'm sorry, it was vice versa on the other one. And here too, we had a 51 and then we went to a 50. So that's House Bill three. The college and career readiness. Under House Bill 3 goals, our goal as a district was to have the percent of graduates that meet or exceed the criterion for college, career, and military readiness performance status increasing from a 93.6 in 24 to a 98.5 by June of 25. So in um 23 we had at 98.5 and we went slightly higher in um 24 and you can see that we surpassed the state and the region percentages. So we're very proud of that. So again congratulations to everyone working on that as well.

We are required to let the public know if they want to know what are you talking about? What was each of those points that you u addressed? The agency just provided taper glossery and it is on the TA page. I provided the link as well and they also provided in Spanish. It provides definitions. It describes the methodologies how we reach that to that particular data and it lists the sources for each data point in the taper report. So to sum it up basically, you know, uh, Miss Gassa said, you know, tell me how it is. Okay, so here we're going to give you some highlights for elementary grades three to five. Our reading performance improved at meets and masters levels. Our math performance is steady with some growth. Our early literacy still remains our district

strength. So we're very proud of that. In middle school for our grades six through eight, some highlights. Our reading growth is evident across all grades. We're working on our math. We're not where we want to be. It's still below the state average. And we've highlighted or identified our grades six and seven math as our highest priority. And we are very aware of that and we're working hard on that. For our high school and EOCC highlights, we have very strong biology and US history performance. Algebra 1 has showed some gains at meets and mast's levels which is again like I told you at the beginning what we're aiming for. English one and two remain our focus of areas for acceleration and we are working across the board uh to get those scores higher for when our

kids do get to the high school student group performance. Our EB students show some growth but they do lag at meets and masters. We are aware and we are working on that. But they I do want to point out that they are continuously enrolled students outperform their peers compared to the state and the region. So that is important to to note. So to summarize, overall our district performance did improve from 2024 to 2025. We had gains at meets and masters across ELA, math, and science. Our district is narrowing gaps with our state and region one. We're very proud of that. Middle school math and special education do remain our priorities and we're very aware of that as well. So, you might ask, what are you doing about it? What are your next steps? Working together

with Miss Gara and our different departments. We are working hard and planning to strengthen our tier one instruction in middle school math, expand accelerated learning for our EB students, and we want to align all campus improvement plans to directly improve the the taper trends so that we can see improvement across the board. So, we're revisiting those as well. And I am required to let you know that what I presented tonight is a summary of the data from the 2425. what was required from the agency. The complete official taper is published by the Texas Education Agency and must be viewed in its original PDF format. Like I said, the full report is available uh on the district website and on the TA portal. This summary was provided forformational and public discussion purposes only. Disclaimer, the district's

paper will be posted. Like I said, we will provide you a paper copy if you do want one. If you have any questions or need any more information, you can contact me. I am the director of student assessment or any one of my colleagues will be happy to help you out or answer any questions. You can reach me at the office at 7166739 and I provided my email as well. >> Does anybody have any questions? >> Thank you. Thank you. >> At this time, we call adjournment to this hearing uh this afternoon. We'll break for a little bit and then we'll start with our regular board meeting.
