001Good afternoon once again to all of you. It is now uh 5:54 and we'll go ahead and begin our board workshop. I want to thank Dr. Vera, Mr. Pena, Mr. Solis, and Mrs. Garcia for being here today. Thank you. Uh Miss Gonzalez, do we have any items on uh public comments on agenda items? Thank you, ma'am. We'll move straight into item 4 A, finance report. Item 4, A1, report on tax collections for the month of January 2026. Good evening. The tax office collections uh report for the month of January is attached for your review. The report provides collections for the current month as well as on a year-to-ate basis. In January of 2026, the district had collections in M and I ins,416, $56,844 delinquent, and $61,920 for penalty and interest, and other collections were $135,64.
002The grand total for January was $8,344,846. Okay, at this time I'm going to go ahead and jump to item 4E. Consider and take possible action on acceptance of annual financial audit for the year ending June 30th, 2025. The district's annual financial audit for the fiscal year ended June 30, 2025 in compliance with the Texas Education Agency requirements was conducted by Raul Ernnandez and company PC. And he's here to present on the results. Everyone has a copy of the audit report in front of them. Yes. Okay. Like to begin on page uh 17 and 18 of the auto report. Uh as you turn to page 17 and 18 just for the record. Uh the auditor's opinion is unmodified and that translates into a clean opinion. Again, page 17 and 18. Okay, this is the statement of
003revenues, expenditures, and changes in fund balances for your governmental funds uh for the year ended June 30, 2025. Uh I'm going to cover only the first column. This is your general fund uh simply because this is your primary operating fund. Now I'll guide you with the account numbers to the left beginning with account 5020. These were total revenues 117,776,099. Further down account 6030 total expenditures were 124 million451,969 which means your expenditures exceeded your revenues by 6675,870. Further down under account 7080, you have an uh other increase of 2,967,910. Thereafter, we have some uh special items and an extraordinary item with accounts in 8912 and 8913. First one being a negative or a reduction of $673,135 an additional decrease of $18,000. So under account 1,200 this is your net change for the operating year. It's a
004decrease of 4 million 399,95. Now you be you began with a fund balance of 38,833,838. Hereafter there's an adjustment under account300. This will increase your fund balance by 2,51,33. Uh so this will restate your beginning fund balance at 40,885,41. and you're you're ending with a fund balance of 36,486,46. So essentially you had a decrease of about $4 million to your fund balance. There any questions? Understand that this was planned. you planned this at the beginning of the year and and actually what you originally planned uh the end result is the actual result is a lot better and I'll show you on page 56 you'll turn to page 56 this is exhibit G1 in particular the column to the far right hand side you'll note uh these are your variances uh by function And you'll note
005that every item is not in brackets, which means it's a positive. Beginning with account 5020, again, you'll note that you exceeded your anticipated revenues by 6,318,98989. Further down to account 6030, the expenditures came under by 5,59,536. So in total you have a positive variance of 11,378,525. Understand that originally you had planned to have a deficiency or more expenditures uh than revenues by $18 million. In reality, it is the 6.6. So, while it still reduces your fund balance, you certainly did very well to control your expenditures and certainly exceed your anticipated revenues. Any questions? Okay. Lastly, if you will, uh let's go backwards to uh page 12 and 13. So currently I've been discussing financial statements under what is called modified acral accounting and modified acral accounting is close to cash accounting but now we're talking
006about full acral accounting on page 12 and 13 and these financial statements are comparable to a forprofit financial statement where uh commercially they report their financial statements. This is the same basis, page 12 and 13. In particular, at the bottom of both pages, you're going to see that they both have 60,874,544. So, in in the layman's terms or in a business sense, this is your net equity. This is your net worth to the district. $61 million. Any questions? Uh the district is uh very liquid. Uh it's still considerably, you know, strong. Uh even though your overall fund balance could go decrease by 4 million, you have a strong fund balance to the general. In total, your governmental funds went down $10 million, but uh I think six million of that was your capital project. So
007again, it goes back to the $4 million decrease. So, uh, but again, you're you're a very liquid, uh, school district. Uh, I think your debt is, you know, moderate. It's not you're not overburdened with debt. So, moving forward, certainly you have to exercise caution as far as your spending. I understand that, you know, you did very well. So, when you come again through your budgeting process, certainly u be cautious. Any questions? The remainder of the report uh is consistent as it's been in the past. I have no plans to cover that in detail. If there are no questions, that is the presentation. >> Thank you. Thank you. Okay, thank you. Thank you. >> I got a long trip back. I'll be happy to speak around >> that. You can reach me through uh Ghana >>
008and uh call me. I always give my cell phone. >> I'll do that in my head. Very well. Thank you. >> Thank you. >> Okay, we'll go back to item 4 A2, report on budget balances for the month of January 2026. >> The report, the report shows the budget balances as of January 2026 sorted by function. And the first one we have is the shell nutrition program. Um actual revenues of $5,374,79. Total expenditures $5,376,462 with a deficiency of $2384. Next we have the general fund with total revenues of 75,462,782 total expenditures of 53,49,560 in excess for those uh of revenues over expenditures of 22,413,000. And we also have a total of other resources of 2.5 million and 150,000. For the debt service, we have total revenues of 10,19,492, total expenditures of 9,860,38, and right now
009we do have in excess of revenues over expenditures of 249,000. If there are no questions, we'll move on to item 43, report on monthly check register for the month of January 2026. The check registers are presented as a report item to you and any questions that cannot be addressed here in the meeting regarding a check will be researched and the answer will be provided to you uh after the meeting or at the next board meeting. We'll move on to item 484, report on district staff data for the month of January 2026. The reports you will find here provides uh provide a summary of the total number of permanent staff employed across all campuses and departments within the school district as of the end of the prior month along with a breakdown of overtime payments issued
010during the same period. The purpose of this report is to inform you of any notable trends or variances in staffing level levels and overtime utilization that may have budgetary or operational implications. You want to I guess talk a little bit about it, Mr. Robas. Right there when we're talking about our our >> employ. The first one on the employee count comparison from previous fiscal years. uh back in 2025 in January we had 1,876 uh employees and this year we have in January we had 1,766 employees and so that is a decrease of 110 uh employees. If there are no questions, we'll move on to item 4 A5, report on budget workshop 2027. Mr. Can we please uh put up the record? Thank you. We will get started with a 2026 2027 budget workshop. And the
011first slide that we will be seeing here is or what we will be seeing throughout these workshops is how we are planning the budget for next year. And in this uh first workshop we will be setting the stage. And so first uh we want to have an overview of the current finances. And I just want to mention that the fund balance that the auditor presented under the general fund included the shell nutrition program uh for accountability purposes uh for reporting purposes uh through pins uh food service and general fund go hand in hand and however the numbers that I'm presenting in this slide are only for the general fund itself. So general fund uh uh balance as of June 30th 2025 is 34,874,190. We uh did have a very uh good result in the fund
012balance. We did see an increase in al in our state aid of $2,373,520 and that increase was due after line barker submitted the appeal uh to the Texas state controllers's office for the school district property values. Uh remember how we have been mentioning uh that the state says that our local property values have to be at a certain value and so we've always had the issue where our local properties values are below what they say. And so because of that we receive less funding because the state values are higher. That's what you get we get funded on. But our local property values that's what we collect taxes on. And so we're always losing money. And so linear does this for us and they do appeal the values that the state sets for us. And so
013in that we uh ended up seeing uh that 2.3 million increase in funding. Then we also had prior year adjustments and payments uh totaling uh almost u more than $2 million and so that helped too. So just in there, that's a $4 million increase or I guess a better impact on our fund balance. Then uh the next item that we have there is the budgeted general fund balance that uh we have budgeted for uh through the end of the year. And so that will be $25 million, $328,000. And that is after we pay out of the expenditures that we have in the whole year, the full year of $9,141,362 uh deficit. However, I do want to mention that in that deficit, we have uh one-time expenditures totaling $1,322,975. And that includes the Sheiler at the
014Rio high school and also the lease payments for the school buses that uh that we just got. Also, I just want to remind you that our ADA that we use to budget for this year, it's at 8,300 uh students or the average daily attendance. So, basically uh we have a beginning fund balance of 36.3 million. That's what we started and it decreased by almost $1.5 million which ended up at 34,874,000 and the recurring deficit without that one-time um expenditures it's 7.8 million. The next uh slide we have a comparison of the general fund balance and the expenditures compared to enrollment. And so the first column that you're going to see there are the years from 2020 to 2026. Just want to remind you 2020 that's when COVID hit. And the second column will be showing
015you or is showing is reflecting the enrollment. And you will see there how we started in 2020 with 10,194 and through this year we have 9,164. So it's almost $1,000 1,000 uh student difference there in six seven years. Then we have the general fund expenditures and the following column is expenditures that were covered through ESSE during those years or the last amount which was used from the repurposed bonds that we used to cover the gener the GUA middle school which would otherwise have been covered by the general fund. So basically if you look at the general fund expenditures column and that other column that follows it if you add those two columns that's the total expenses that we have come out out of general fund if we wouldn't have had esther funds available or the
016repurposed bonds uh funds. So then the following column is what the general fund balance would be without the esther or repurpose bonds and the last column is our actual or their actual our actual general fund balances for those years. So the first year it would stay the same and then in we did have to cover $4.1 million in salaries. So, if we wouldn't have those funds available, our fund balance would have been $35.7 million. The year 2022, $16.3 million. That was Esser 2 that covered those salaries. Again, if those ESER funds wouldn't have been available, our fund balance would have decreased to $19 million. Then in 2024, we also had ESER fund or cover some salaries from the general fund at 7.3 million and this was through ESRE 3 and our general fund balance by
017then would have been $8.4 million. So then we have 2025 which was last year and again we do have a number under that column and that was the repurposed bonds that we had uh that covered the GUA middle school deficiency that we had of $8.6 million. So this year we would have struggled to pay $1.6 million. We would have zero right now. I think that at this point I would uh we would be struggling with the cash flows uh coming in. And so this is where we stand. And so what would the general fund balance be without those ESER funds or the bond projects uh to cover the Korea Middle School? At this year, we would be at the end of the year, we would be looking at a deficiency of 11.2 million. we would
018probably have to be looking for loans or I don't know what else we would be doing. So our estimated fund balance for this year is 25,328,828. Of course, it is not set in concrete because again uh all of these uh funding is based on property values which are not set or are not concluded uh by the state controller until almost uh the end of the fiscal year and also ADA. So if you make the addition there, uh we covered or we were very fortunate to have $36 million available in extra funding to cover uh those years. So, I just wanted to for you to get an idea of what we've been uh going through, the struggles that we've had with the finances and u just so that you can take consideration whenever we are working
019on on on this budget. >> Yes. And like he said, we are doing very good again, but if you dig into the audit reports for every single year, you will find those numbers in the respective columns. So uh yes, we're doing very good, but it was thank to the ESRE funds and to the repurposed uh funds for the Gura Middle School. >> Miss Yenna, so I have a question. >> Yes, sir. When I'm looking at your proposed annual budget that is presented online, you have your estimated uh revenues at 125 million and your appropriations here is set at 133. That only shows a deficit of 7.8. And then on the summary one that was published for the district, your grand total for expenditures proposed budget was 121 million. So, I'm confused in terms of the
020120 that's there versus the 121 on the summary versus the 133 on the uh annual budget. >> Well, the summary that's the one that we publish whenever we publish the notice, but then we make uh amendments as we present. And so, that is the difference. >> And so, in that budget compared to the year before, the district had a savings of $4.5 million. Is that correct? >> Yes. And so then what is the difference for example between the last year's 7.2 or 7.8 versus what you're expecting right now in terms of dipping into the fund balance. >> What is the difference? >> Yeah. Like right now how much are you expecting? You you mentioned the deficit of 9 million. >> Yes. 9 million but it would be 7.8 if we look at a recurrent uh
021deficit. remember that uh we decided to or we needed to purchase that Schiller at Rio High School. So all of that and the buses uh will be giving us a deficit this year of 9 um $9.1 million. At the beginning of the year, we did not have the issue with the shooter. So that's why we present amendments. Yes. >> And the following slide, this is the graph. Uh the bars uh represent the expenditures. The blue one is what was paid through the general fund and the ones in purple, those pieces are what was covered either through Ezer or the repurposed funds those years. On the right hand side you will see enrollment and that teal line will show you how enrollment has changed throughout those years. How it drastically went down in 2022 and then
022it went up the following year but then we have been losing students. Uh then the green line shows the general fund balance that is what we have right now and what we are projecting to be uh this year and that other orange line in the very bottom that is where we would have been without ESER and the repurposed bonds. So a good question to ask is where the following slide is where would RGC GISD stand financially in the absence of ESER funding and the repurposed fund funds. If you can change the slide please. And there is where we would be this year. We would be at a minus $11 million. The following slide again we're just looking at the effect of local and state property values. And the first column will be the tax year.
023Then we have the certified local uh values which are in blue. And then we have the controller certified values. And the last column will show you the shortfall in funding that we've had every single year. And last year uh this was the only year that I've seen this where local values have been below what the state said. And again, that was uh thanks to the appeal submitted by Line Barker, which gave us uh this year a positive um of $199,000, $344 more than what we should have received. So again, uh property values do have an effect on our funding. And now we're moving on to defining uh the our budget goals for this coming year. And the priority again are the students. And so it's the first goal is a student centered funding. We want
024to ensure that we have equitable allocations based based on enrollment for each campus. We are considering a 10% increase above the regular ed program funding. We want to prioritize programs that directly impact student achievement. But more importantly, we want to avoid expenditures and non-essential uh purchases. We want to focus only on what is truly needed. Um then we have a staff uh support and retention. We have uh support. We want support staffing needs aligned with enrollment and we want to maintain a competitive uh pay however we want it within our financial capacity. We also want to reduce our recurring deficit of $7 million that was mentioned earlier. And we want stronger internal controls in order to implement uh standardized procedures, manuals to strengthen accountability and consistency. We also want to improve transparency and oversight. So
025basically those are our budget goals for this year. And I also just want to leave you with uh some uh questions for you to consider. And what the first one would be, what level of deficit, if any, aligns with a district long-term financial plan? The second one, how should the district prioritize and phase in increases to campus funding and other operational needs? And last one, what tradeoffs are necessary in order to maintain or to keep our goals? And that concludes my presentation. I don't know if there are any other comments or questions. All right. Thank you, Mr. Rob. We'll move on to item 4 B. Consider and take possible action on donations to Real Grand City Guri ISD. The following donations have been received by the school district and the donors were Rosario Venavidal L
026Group Edel Vera X Oil Field Services, Coronado Rental and Services, Line Barer, Rammon Galvan, and River Winds Incorporated. Item 4 C, considering take possible action on tax refunds for the month of January 2026. Presented is a request of approval for tax refunds for January 2026. Uh refunds total 140 $104,65026. Uh we recommend approval for the tax re uh refunds. Move on to item 4D. Consider take possible action on budget amendment 2026-4. Attached you will find uh the budget amendment uh for this month and the amendment is prepared to revise the current budget. Revisions to expenditures and or revenues are presented for your review and approval. The first page you will see the requests from campuses and departments. And then the second page you will uh find uh the request generated at the tax at the
027business office. None of these substantially increases our expenditures in the in the budget. uh the very last one that is for the ATC expenditures and revenues and so basically whatever expenditures we're adding we are predicting that the money will be coming in and even more but I just wanted to be conservative and just keep it um balanced move on to item 4 E considering take possible action on acceptance of annual financial audit for the year ending June 30th, 2025. We've already done that. I'm sorry. Let's move on to item 4 F. Consider and take possible action on proposed 2026 summer school programs. The summer school program will address diverse student needs through a comprehensive learning experience that includes high school accelerated programs, credit recovery, and TSA TSA IA2 preparation for college readiness. The specialized support
028services will also include the special education unit through ARD extended year services, the bilingual program for preK through kindergarten and the migrant program services across all grade levels. In addition, we will also have the early college high school summer bridge initiative uh that will be offered. We do have the program being offered at the following sites. Uh General Sanchez, Rogera, Dr. Ramirez, Alto Bonito, Gya Middle School, Regal Middle School, Gria High School, and Rio High School. Um, the program will begin June the 1st and end on June the 19th. And the rates have been updated with the approved EDC uh summer rates that had been approved at the prior uh board meeting. Uh we are looking at a budget of $1.1 million. Uh however, they will be funded from title one. Title One Part C,
029Title Three Part A, State Bilingual, and the general fund. Move on to item 4 G. consider and take possible action on waiver for low attendance days January 26. >> The district experienced significantly uh reduced student attendance on Monday, January the 26 due to inclement weather conditions that affected travel and uh posed safety concerns for students and staff. However, districts may request a low attendance day waiver when circumstances beyond the district's control result in low attendance. Granting this waiver would allow the district to exclude these instructional days from average daily attendance calculations without negatively impacting district funding funding. We respectfully request the approval of the waiver. Move on to item 4. Consider and take possible action on waiver for low attendance days on January 27th. So, this one is the same as uh the day before,
030but this one's for Tuesday, January the 27th. Item four, I consider and take possible action on RGCGISC attendance procedures manual. TEA through the student attendance accounting handbook requires each school district to maintain a locally adopted attendance procedures manual that outlines detailed processes for attendance accounting documentation and reporting. The manual must address how attendance is taken, recorded, audited, and retained to ensure compliance with state law and to safeguard the foundation school program funding. The district has developed the procedures manual for the 2526 school year to meet this state requirements and we are recommending approval of this as presented. There no questions. We'll move on to item 4 J. Consider and take possible action on contract management procedures manual. The contract management procedures manual was developed in accordance with guidance from the Texas Association of School Business
031Officials or TASBO and following completion of the state and federal grants manual template course. TASBO provides ongoing completed updates to the manual which incorporate recent changes in state and federal procurement laws with and uh TEA guidance. These procedures establish and standardize processes for contract development, review, execution, monitoring, and close out to ensure compliance with applicable state and federal laws. Board policy and TEA guidance. Adoption of these procedures will strengthen internal controls, promote accountability and transparency, mitigate risk, and support effective oversight of contractual obligations across the district. Move on to item 4K. Can someone take possible action on vendor management procedures manual? >> Again, the vendor management procedures manuals uh was developed with a guidance from TASBO again with the uh after completion of that course with the federal grants manual. Uh the purpose of the
032vendor management procedures manual is to establish consistent compliant and transparent procedures for vendor onboarding, approval and monitoring. Adoption of this manual strength internal controls, ensures compliance with applicable laws and regulation, promotes ethical fiscal practices and supports efficient purchasing operations across the school district. Item 4 L consider and take possible action on purchasing procedures manual. Go ahead. >> The purchasing procedures manual was also developed in accordance with the guidance from TASBO and following the completion of the state and federal grants manual template. Uh TASBO is providing ongoing and completed updates uh to our manuals and approval of this manual will establish the standardized compliant and transparent purchasing procedures that we were looking for. It will strengthen internal controls. It will ensure compliance with applicable applicable state and federal requirements and it will promote ethical fiscal practices
033and support efficient and accountable purchasing operations across the school district. Item 4 M consider and take possible action on accounts payable procedures manual. Again, the accounts payable procedures manual was developed in accordance with the guidance from TASBO uh and after the completion of the federal grants manual uh template course. And this one will also establish processes for the timely and accurate processing of invoices, payment and financial obligations in compliance with applicable state and federal laws. Uh board policy and TA guidance. Adoption of the accounts payable procedures manual will streng internal controls, promote fiscal accountability and transparency. It will mitigate risk and support efficient financial operations across the district. So, we're hoping that with this uh procedures, we will see less and less um invoices uh being submitted um after many years. Item 4N, consider take
034possible action on requisitions for 5,000 and over. >> The attached uh requisitions um exceed the $5,000 uh threshold and administration is requesting approval of these requisitions after your review. There are no questions. We'll move on to item 4. consider and take possible action on requisitions under taskb policy ch local purchasing and acquisition. These requisitions fall under ch local or the uh schoolboard policy menu. This local policy refers to responsibility of debts and states uh persons making unauthorized purchases shall assume full responsibility for all such debts. Uh for reasons beyond the purchasing department control staff making these purchases did not submit a requisition in a timely manner and we're asking administration to wave uh this uh policy in order and to pay these invoices. So I think what I've heard is people employees are taking a
035little bit of a time um understanding what the procedures are and how to go about right um so I guess it's just a lot of education a lot of communication with everyone explaining to them because things were done a certain way before um doesn't mean it's right and doesn't mean we're going to continue to do and some people nothing like well why not just you know what's wrong with it's just not the recommendation that we're getting from um people you know from your office from our attorney um so so I think that we just needed to keep educating them first of all um making sure that they do the way that they you know rules change or or now rules are established and they're being you know uh follow they should follow so so I
036think that's important I I I kind of feel bad for the employees that sometimes maybe making it a bit harder for them, but it's because we have to do things the right way. >> But I have to agree that it's been getting a lot better. >> The list getting shorter. >> Yes. >> Thank you, Mr. Robles. Um item 5A consider take possible action on request from county of star voter registration office for the use of good elementary school for the primary election. >> Yes. So basically this is for March the 3rd of 2026. Item 5B. consider and take possible action on request from Texas Department of State Health Services Region 11 to use Veterans Middle School for Operations Border Health Preparedness Exercise. Yes, this event will take uh place on Friday, July the 17th uh
0372026 from 8:00 a.m. to 5:00 pm and on Monday, July 20, 2026 through Thursday, July 23rd, 2026 from 6:30 a.m. to 7:00 p.m. We're requesting approval uh for this request. >> Thank you, Miss Robles. We move on to Office of Human Resources item 6A. consider take possible action on Senate Bill 11 prayer slash reading period. >> Madame President, members of the board, superintendent of schools, Miss Garcia, Senate Bill 11 requires a board record vote. Uh so just for the record, this item cannot be placed on consent for Wednesday's board meeting. It'll sit on his own. Uh but we did want to put it on committee to give the public chance to to prepare for Wednesday to have comment. Uh, also Senate Bill 11 basically is asking for a for a uh a vote by the
038board to approve a resolution or not to approve a resolution. And the resolution would be a prescribed resolution detailing a daily prayer period. Administration recommends that we do not approve the prescribed resolution. The reason that we're recommending this is that currently the kiddos and staff have opportunities. We have, you know, meet at the pole activities. Uh we have fellowship Christian athletes. There's uh student clubs. A prescribed resolution could possibly limit, you know, opportunities for this. So, we are recommending not to approve a prescribed resolution under Senate Bill 11. >> Will this suffice the Senate Bill 11 with us having those different activities go on throughout the year or >> So, that's a good question. Uh Mr. Mr. Penn, if you look at the handout that I gave you, one of the common asked questions that
039they asked was what is the benefit of the prescribed resolution? Uh, this is obviously statute and our GC can can correct me if I'm wrong. So, the attorney general would back us up if there was an incident. If you follow the protocol and the protocol for the prescribed resolution would be you would have to have parent consent. Anyone outside the consent, you could not participate in the daily per period. So the way we've operated for many many years and this is across the state. You've seen the the trend happening across the state. Boards have unanimously not approve a resolution a prescribed resolution and continue the activities that that we currently have in place. So just for the record, the recommendation for for Wednesday's meeting is not to approve a prescribed resolution for daily prayer activity
040under Senate Bill 11. >> I my question is Chiligo. What do you think about this? Do you agree with Mr. Dr. So, we're recommending not to opt into it. And the reason for that is because the when when they say prayer prayer period, they mean you actually have to create a period in your master schedule for prayer >> and then take those kids that don't I guess the problem is that cuz it'd be awesome to have prayer, you know, set into their schedules, but the problem comes when some kids their parents, you know, they don't have consent, so you have to pull those kids out and that's what makes it a little >> That's correct. So for example on a fivem minute prayer period you'd be carving out 15 additional minutes of your schedule because
041you need passing period in order to allow the students who are not opting in to opt to be removed from the classroom and move out. Now you run into a supervision issue who's going to take care of the kids who are outside the classroom because the kids who opted in have to stay in the classroom with their teacher. And so now you don't you have to the supervision issue of the other kids who are not going to be part of that that have to be segregated from the group and from the classrooms. And so for example, if you have a classroom of 15 kids or 20 kids and only two kids opt in, you have to leave two kids in the classroom and remove 18 kids from the classroom during the prayer period. And then
042you have to give the passing period before and the passing period after for them to move from the holding room out into the other period. So, >> okay, I got it. But like you said, they can continue doing the other things that they're already doing. >> That's correct. Yes, ma'am. >> We'll move on. Titan 6B, considering take possible action on power school applicant tracking. >> Thank you, ma'am. So, our office has a power school applicant tracking system that we renew every year. This item is budgeted through our through our department is $9,549. again a component of parchool or applicant tracking for all our applications. We recommend we continue. >> Thank you. There are no questions. We'll move on to item 6 C. Consider and take >> I'm sorry, Mr. S. Did you have a question?
043>> Okay. Item 6 C, consider and take possible action on 2025 2026 compensation plan amendment. Uh this amendment, members of the board, is a slight adjustment from the compensation plan uh presented to begin this fiscal year. Uh do want to point out this is budget neutral to 199. So at no cost to our budget 199, we're recommending approval. Move on to item 6D. consider take possible action on TWWC purchasing policy and procedures. >> We'd like to uh running parallel to Mrs. Robless's presentation on her handbooks that she's bringing a great initiative. We'd like to have a policy in place or an administrative guideline approved by the board in case we receive funds from the Texas Workers Force Commission. We had received grants in the past. The workforce commission does require us to have an administrative
044guideline and attach this is our recommendation in case currently we're not operating any workforce commission uh grants but if we do then we'd have a a local guideline in place and really and truly this is state law so there's that's something we have to follow. Item 6E, consent take possible action on integrated data dashboard. >> One of our superintendent's initiatives that that she requested from from our administration was to have a dashboard where she could analyze data and this is for all administration to analyze data to bring it all together. So what you have you have several hubs out there flooded with great data for employees scores DMAC you have DMAC you have um power school you have our our system that we use between payroll and and and and HR which is link so
045we're pretty much exactly what the title says we're integrating all this information which will also help reporting procedures in the future and at any time that we'd like to run reports for whatever sequence we're looking for it makes it that much easier And there's initiatives that have come to u the district with, you know, from TIA, expanded TIA, uh, strategic compensation, strategic staffing, RDA reports. You're looking at a lot of information that's out there. It's just bringing it all together at a cost of $47,000, which this will be from $199. We do feel that we'll have a large return in investment once we make this this this purchase. What other what districts what other districts are using this platform? Uh Dr. Have you looked into it? >> So I have not specifically but I know
046uh Miss Benitz and her team have and I know I attended one training about a year and a half ago. It was the Algo ISD who who and Harling ISD also who brought in their their systems together. And I do want to point out that our programmers have done a good job. they've attempted to to look at it carefully. And when we first looked at this about a year and a half ago, if I'm not mistaken, it was over $100,000 to to get this initiative going. Um, what I was impressed by, at least from what I do, is you can see trends and and and staff that may be retiring soon. So, you might have a dip in certified math teachers at the secondary level that have reached the I don't know the 30-year mark.
047So, that's that's good data to know, you know, so where we where we need to focus on. Then you have the CNI team working with the superintendent saying, "Hey, these are the things we need to look at with special education accountability, that kind of thing." So other districts do have this dashboard, Mr. Pena, because now with TIA, as you know, um and we're we're proud to say uh our teachers, another set of teachers were uh awarded the TIA uh were validated through TIA. So all that data keeps growing and with that data, you have financial situations that are growing. Um, last year we had uh through our superintendent we had our position control system that we have now for for for uh for our budget and that's going to help us track that also. >>
048And I did I think when I came in about a year ago I did uh you know look into it as well and it was over 125,000. It was it was exactly what I wanted to see but at that price we just couldn't afford it at that time. So, when they brought this at 447,000, I thought that it was something reasonable, something that we could definitely move into to be able to see all that uh information that's much needed. Thank you, Mr. Salenas. Item 7A, regular board meeting minutes for January 21st, 2026. Item eight, public comments, Miss Gonzalez, on non-aggenda items. Thank you, ma'am. And I do not have any announcements at this time. I just want to thank everyone for being here tonight. Thank you and have a great evening. Thank you.
