The school district tax office is proposing an agreement with appraisal and collection technologies LLC for a computer system license and maintenance agreement needed for collection of taxes. The contract is from December 1st, 2025 to November 30th, 2026 for a total of 21,000 which is u the same amount as the prior year. This will be covered through the general fund. Okay, there are no questions. We'll move on to item 4E. Consider and take possible action on powers school enrollment. Power school enrollment is a software application needed to provide our parents and guardians the means to access our district websites to allow the registration of new students and returning students via the web for 2026 2027 school year. The license application

is renewable annually and the contract is essential for continued support and maintenance of the site. The total cost is $28,172.79 and the funding source is through the general fund through the department's budget. Thank you. Item 4F, consider and take possible action on requisitions of TASBY policy CH local purchasing and acquisition. >> This report recaps requisitions that fall under CH local of the local board policy. This policy refers to the responsibility of debt and states that persons making unauthorized purchases shall assume full responsibility for all such debts for reasons beyond the purchasing department's control. staff making these purchases did not submit a requisition in a timely manner. The administration is requesting approval of these requisitions. This was from region one, Jenna. Uh, it's from 2024, June 13th. Um, it just came up or did they just

bill us for it recently or? >> Yes, they are billing us. What happens is that whenever we register for a workshop or a conference, the invoice is sent through the employees emails whoever registered. And so that uh invoice was not ported to us until of course region one now is reaching out to us uh stating that we have not paid those >> they did attend that that those workshop they were attended. >> Okay. >> J is there is there a I mean I don't is it possible for us to reach where one day we don't see these purchases? I mean what I mean, unless unless the unless the campuses, you know, um take responsibility for and and and not submit it for >> for cuz I mean, we're hurting at the at the district level.

We're hurting and I know some of these things, you know, could be taken care of. Uh >> well, that one wasn't a campus that was like central. >> No, but but overall >> whenever we see them from the >> Yeah, overall uh there's some departments also >> uh that is there a possibility that it can come down to zero or not? Like be honest. Has it ever been in history where they come down to zero? >> Well, no. But I am more than sure since this has been addressed in schoolboard meetings in front of the public, I think that now uh many employees and staff will be more responsible as to I guess they would be embarrassed to have their names mentioned here. So, or their department or campus. So I I do feel hopeful

that it will be less and less and we will be at that point where we will be current with everyone. Um I think the list have been getting smaller >> as time passes. >> Most most definitely. They've done a lot of improvement on that but I was hoping I mean that we'd see a blank >> sheet one day. >> I guess well whenever that happens we will not have that item. >> Thank you. Yes. >> Thank you. Item 4G, consider and take possible action on requisitions for 5,000 and over. >> The attached report uh recaps requisitions that exceed the $5,000 uh local limit. The administration is requesting approval of these requisitions. M gota most of the purchases for gateway because I know it keeps coming up and uh most of the purchases are from grant

right their grant uh >> yes >> that uh curriculum that needs to be implemented at the campus level >> correct that is correct >> so yeah so that the public knows uh most 90% of this is all instructional >> um material >> which is good. No broken down this time. No broken down air conditions, right? >> Um I did not see one in there. I see something for the maintenance department for Gria High School service, but this is also um Shundra Elevator Corporation for Gri High School. >> This is the yearly building for the elevators but nothing broken down. All right. Item 4, considering take possible action on list of bids/aggreements up for renewal. Administration is providing a list of bids and or agreements uh that will be bid out. All of these expire on

March 31st of 2026. And these are all requests for proposals for concrete janitorial supplies, building maintenance supplies and construction materials and surveillance equipment and installation repair catalog. Mr. Just for clarification, when we say that these bids agreements are up for renewal, uh we're allowing the board to decide whether we want to renew them or go out for more bids. Correct. >> This all of these did not have an option to renew. So, we are doing them on a yearly basis. So, we are just letting you know that this will be bit out in the following weeks. Very good. Thank you. a little bit on the surveillance equipment. Is that to renew? I don't know if it's under technology or is it through uh the police department? >> Let me let me verify that. >> Sur

equipment installation and repair catalog. Was your question answered, Mr. P? >> Is it is it is it possible? Is is this coming from surveillance like security? >> I think it's any type of surveillance equipment or installation or any type of repairs that we need for uh our surveillance like cameras or technology or anything that we need. Okay. Yes. That's just the catalog. Okay. Do we have any other uh questions? Okay. Item 4 I consider and take possible action on RFP number 26-16 regarding advertising and soliciting for vehicles for Rio Grand and the city Gura ISD transportation department. The district is requesting a discussion to consider and take possible action on request for proposals of uh 26-16 regarding the advertising uh for vehicles for uh the school district and the contract delivery method will be a

request for proposal. We will be soliciting uh for two full-size SUVs, three single cap pickup trucks, two double cap pickup trucks, and one service trucks. The service uh the departments that will be um using uh these vehicles are transportation, maintenance, and technology. What what funding source are we using for >> general funds? General funds. >> Yes, sir. >> And it's already been budgeted for this. Yes. >> And just to give you a little idea, for example, technology. I know that I asked, you know, uh, you know, the truck that they needed and the ones that they do have are back from 2003. So, you're talking about 23 year olds, uh, vehicles already that are not in very good condition that we need to start replacing slowly as we go. This would just be for transport.

For transportation, >> one of them, >> one of >> one for technology. >> I think that what we're really hurting is maintenance. I think >> One technology >> and then the rest are transportation >> And maintenance. The service repair. >> We're hurting in maintenance. I think that I mean it's sad to see the vehicles on rolling down. And >> it is it is embarrassing. Yeah. >> But slowly but surely we'll get there. >> Any other questions or comments? And we have been working on the ones that we have right Miss Miss Pñena. Uh we've been working on trying to you know bring them you know up a little on on the maintenance of them like tires and you know making sure that everything the oil changes and everything is up to date. Uh because I

know that that's been a concern that I've had people uh reach out to me telling me that they're >> um they're in bad condition. So, we're trying and then little by little we'll start having to replace them as >> as possible. >> Thank you. >> Okay. Item 5A, consider and take possible action on request to use Old Gurya Middle School from RGCGISD Police Department. >> That's training. >> Correct. >> Have we heard anything about the school being was uh being um reached for the by the >> not reached out to me. I know they had uh >> they had asked you know at one point but they never reached back out to me that one time only. Yes, ma'am. Only that one conversation >> that that's a conversation that's in in that's been taking place

and I really don't think that it's going to happen with the city of Lagua. Uh I'm I'm a member of the city of Lagua and I see them going out uh with along with the county for for a Boys and Girls Club. >> Okay. >> City and but uh I mean something to consider and uh I didn't want to bring it up today but something to consider is to provide our community there in Lagua uh just like they have here in Rio Grande the open gym for our kids. Maybe we can do the open gym for our kids over there at the at the at Gurua Middle and use it. We're paying electricity, electricity, we're paying water, we're paying everything and it's not being used. So, might as well open it up to the community

so we can be able. The only thing is that we would need to go through the proper channels to see how feasible it is to be able to open. So to see if we can what what what do we need to do like as far as insuranceances and things liabilities uh to open it up for the public the one that's not being >> uh we had spoken to some some commissioners uh I think during Halloween and we offered >> you know we said 100% support from RGCD uh from Mr. Pñena and myself uh that we met that we we sat um met with him but um I didn't know if anything else happened after that because we did offer we said we're willing to work with Laguya we're willing to work something out so that

the kids can have use it you know uh come to an agreement but well that would have to be them reaching out to us and now I think that they're reaching out to the county and so then it leaves us you know without >> I don't know I don't know I know that I know that Rio the city of Rio used to have a boys and girls club here Kieran Rio at one point. I don't know, Miss Garcia, if you can reach out to Mr. Milan to see if we could take it back off of that that license uh to take it to Lagua and maybe open up something there at at Gurua Middle School. I mean, something to consider, something to think about. >> Okay. >> Yeah, there's something going on with that Boys

and Girls Club. I know I' I've overheard talking about it, but I know he did say that they're still offering all the like a lot of the programs just not with the title of Boys and Girls Club. But yeah, for sure something that we can work a conversation with last figure out what is it that's going on that they haven't been able to get it going. >> Okay. >> All right. And then the gym to see if there's anything that we can do. >> And then we also need to figure out what we're going to do with um with the the whole building like we asked how much of electricity. >> We did at one point. I know I asked Mr. Roles, you know how much we were paying because that was y'all the board

requested that and the number was was high. Uh but uh Miss Pñena and Mr. Lopez did take care of that. We went out there and we ensured that you know our facilities were not where they where they were at that point. I want to say uh the the AC was some of them were at 68 degrees, some of them at were so we went back in there because we don't want to shut it off completely, but we went back in there and we adjusted the temperature to make sure that the bills would come out less than what they were coming out. >> So, we still need to go back and check and see how much now that we've adjusted it and see if it's going to be something that we're going to continue doing for

years and years. Like, what is what are we going to do with that build with a building, you know, besides from the gym? >> But right now for this training, it should be planned. >> Well, yeah, for the training. Sorry, we went off track. But your training is it's good. >> Good afternoon, Madame President, school board uh members uh Superintendent Gara and members of the audience. Uh it's basically going to be a 16- hour course. It's a force on force. Uh basically what we do is we train officers a little bit more of of in case of an active shooter. Uh we have to divide the classes. So that's why uh it's going to be on Monday and Tuesday. It's one class and then another one Wednesday and Thursday and then the following week. Uh

it'll be the same dates but it'll be different officers. It's a little bit over 125 officers already registered. Uh this is going to be paid by a grant uh to them already. So we're already getting the supplies that we need in order for us to have the training. Uh we got it through UPS this morning. Uh so we already have all that uh equipment. Uh and I want to share a little bit of I just want to thank the principles first and foremost. Uh I ran some some data information on stats on on cases that we have had from last year from this time or from the school year began to this time. and also this year from August to January and we have seen a decrease on cases. It's a little bit overund and

I believe it was 110 cases uh a drop and we saw that drop mostly at the Gria High School and Rio High School and the elementaryaries and middle schools also. Uh we do have officers at the elementaryaries. We picked up on that. Uh so that's that's helping out a lot. But I do want to commend the principles from those campuses uh for doing a great job because we have seen a decrease on on cases. >> But I think on another note on on the officers uh I know that we lost some officers at the high school. Am I correct, Mr. I heard over >> we did lose some good officers to uh we can't we can't compete with ICE. eyes right now is is a government uh uh branch uh and they're paying a little

bit over 70,000 with a $50,000 uh stipen or not stipen, we call it a sign in bonus. >> So they already know about it. All the officers already know about it, ma'am. Uh so we did lose three officers to that. I had been making contact with Dr. Selena's and and Superintendent Miss Gara in reference to that. uh you know but in in a way uh I feel and I I spoke to her how I felt earlier to Miss Gara uh in reference to uh you know having a quality instead of quantity. I have great officers right now. We have good security guards also uh you know they're doing a great job uh and opening the positions. We're not the only ones hurting. Uh I did do a I did speak to different chiefs from different

uh uh cities and uh counties in the school district. uh different school districts in the area and they're also hurting. Uh so uh there is a there's a demand for law enforcement right now. I know that the city is uh about to start a new academy, a police academy. I'm trying to get some sponsors in order for us. It won't they won't charge a school. They give them like a half 50% off if we sponsor. So I'm trying to get members from the community. I know I posted it on Facebook uh saying, you know, we are willing to go uh you it's nothing committed. is you go, but we help out and and uh they get a a discount, 50% discount, you know, and there's no commitment that when they finish the academy, we have

to hire them. None of that stuff. It's just help out the community, help out people from our community, you know. I know that there's a there's a demand for it. So, if any way we can help, you know, the community on providing those services to the academy and it's not coming out of our pocket, nothing. We don't have to pay anything. Uh but they still get that discount. Uh, so I I know I spoke to Miss GarcA also about the overtime. Uh, we did see an increase of $8,000, but $7,000 were for that grant money that we got. So, actually, we're down $6,000 of overtime um on that on that aspect. Uh, we just applied for it this year. Again, we got it. It was 15,000. So, I hope uh I can talk to Mr.

which I have great communication with and we can start doing the same thing and and trying to get the truency courts and helping them out in any way we can or the officers can help at any time and basically what it is is uh the overtime going back it's on a rotation basis it's mandatory for the all the officers it's in policy uh all the officers get the overtime if they can't make it it's their responsibility to find somebody okay so I don't know uh if you all look at the data I have some officers that have a little bit more because it's given to them it's not because uh I'm we're assigning it. We spread it all across. Uh everybody gets your opportunity to work and if they can't make it, they have to

find somebody. And if they don't find somebody, they got to do it themselves. >> So, I don't know if you'all have any more questions for me. We're good. >> And this one, you did it last year also, right? This active shooter training. >> I'm sorry. >> You all did this training last year, too? >> Yes, ma'am. It's a it's a mandated by the law by the state. uh our our license from Austin uh mandates for us to have 16 hours. Uh last year we did about 84 hours on the officers. Uh we usually do them in summer or early on the vacations on on November, December when we have time uh that we don't have any students in schools. Now that we have uh old Gurua Middle School that's not being occupied by students, uh

I took advantage of it and said, you know, why why don't we have one right now? Uh just, you know, just to get the training in. Uh it's very hard to get all the officers together at one point because we have uh we have they have to be at their schools. So I have to uh divide the officers in order for them to have get the training to get but it's a mandated uh training and we have federal, state, local, county, school uh attending those uh those uh trainings. >> All right. Thank you. >> That's it. >> Thank you, Mr. Yes, sir. Thank you. >> Thank you. Have a good day. >> Thank you, Mr. Robles. We'll move on to Office of Human Resources now. Item 6A. consider and take possible action on compensation plan

amendment for 2025 2026. >> Good evening madam president, members of the board, superintendent of schools, Miss Garasa, we respectfully requesting a supplemental stipen duty for web page for the district webpage and different department maintaining and keeping up with this with this web page. This this stipen the amount of $3,000 was not in the original uh compensation plan. We like to amend that tonight. would respectfully ask approval to amend that and make it to our consent agenda. >> Okay, thank you. We'll move on to item 6B. Consider and take possible action for memorandum of understanding with K12 coalition. >> Item 6B and 6C, members of the board are tied together. As you recall the last board meeting, we did ask permission to the board to apply uh for a I guess the state's calling a delay

in teacher certification requirements. HB2, that's where our district innovation teachers or DOI teachers are not certified that are comply with the law by going through our DOI program. HB2 is is bringing in a timeline next year where any teacher K5 teaching math and reading will not be able to be uh under the DOI program with with the permission that we have from last board meeting. And item 6 C, we're that's the application that we'd like to submit to TEA. And one of the five requisites that they're asking for is to have a memorandum of understanding with a education educator preparation program. And on your pass out, you do see we would like to uh team up with I teach. It doesn't mean that our our future teachers cannot get wherever they want. That that's their

call. But we like to have a program with I teach. And at the last meeting, Madame President, you did ask what kind of support we had for our for our future teachers. And I did find out one of our directors came up to me and and did let me know that we have a program called Ingenuity. Ingenuity is for our kiddos who are are behind on credits. Well, that program that we have does have a composite program for any teacher, whether it be a core area or whether it be a elementary or if you're chemistry, bio, whatever it may be that you're you're lacking for the education education program, then that program is available to them. It'll be available for free. So, we did send out letters to every candidate so they can know that

that's available. We're also signing up uh some of our future teachers for preparation program for the for the u for the pedigogy part the PPR. So we're doing that for our for our candidates. So this item here 6B is just basically saying uh we want to team up with I teach at no cost to the district and that's one of the five requisites for the application to TA. >> Okay, we have no questions. We'll move on to item 6 C. consider take possible action on application for delay of teacher certification. >> Thank you ma'am. This this is the actual application that we'd like to submit to the agency and as you can see the breakdown it ask you to uh identify the teachers grade level subject areas. We've done that. On the second part it

tells you how are you looking to bring these numbers down and on like on a five-year plan. We've mentioned our interventions on how we plan to do that. uh just as we got back from the from the winter break, we did have two teachers reach out to us that they've been fully certified. So, we're excited about that. Uh so, they're they're getting after it and each they've been notified of the law. They've been notified of what we're doing to to help them out. So, uh we're excited about bringing these numbers down. Obviously, we have to comply with the law, but we still would like to submit this application and push back that deadline to 2028, 2029. Okay. Item 6D, considering take possible action on additional day school year, also known as the ATSI program. Is

there anything? Good evening um board uh board president, superintendent, board members and community. So yes, um we're very excited that we are starting uh we as approved before by the board, we have the ATSI calendar which adds additional days, instructional days to to our calendar. So now we uh worked on a program. We're calling it ATSI program, but we gave it a twist to gave it a little bit more enticement for the community. We replaced the ATSI acronym which is additional days uh school year. We made it to mean uh achieve, discover, succeed year long. So that's the message that we want to show um to send our community. This program will begin in the spring and will run all the way to the summer. Um it is um u focused on reading and math

and steam. And so we are um it's open to all students who want to attend. Not only those students that are recommended for academic uh intervention, but for all students who want to attend >> prek through 8th grade. However, this proposal also includes the high school program which is for credit recovery >> and it services special ed students, bilingual students. um pretty much all populations also >> and the proper funding is in place for >> Yes, we are use we are using several funding sources. We are using title one, title five um and then the ATC which is the extra revenue that is coming to our district because of the extra days that we um extended the year. >> Any questions? Thank you, Miss Williams. >> Thank you. >> Item 7A, regular board meeting, December

, 2025. Those are the minutes. I'm sorry. No questions. We move on to item 7B, the minutes for a special board meeting on December the 18th, 2025. Okay. And at this time, we don't have an executive session. Miss Gonzalez, any public comments on non-aggenda items? Ma'am? Thank you. Well, that is um it for tonight's workshop. Thank you all so much for attending and uh we'll see y'all soon. Thank you.
