004dominoes is is uh uh Chelsea droi uh being recommended to y'all as as the Director of get the title correct on this the director of purchasing and risk management uh she'll be replacing Linda Roman who actually dominoed up into to H Casey's slot there as the Executive Director of Finance uh Linda was already a director there she just went on up um so we're excited about Miss DHI uh coming on board here in Tyler her uh her resume is very impressive impressive and understand that she she effectively won the job uh not only just because of her resume but just because of her personality and her her Acumen to this point so there's your recommendation uh for for your consideration all right thank you do I have a motion on that item sure Mr wasman

006then my younger son Evan is starting third grade at Woods um you know we we're we're guests at Tyler ISD as transfer students and it has been an absolutely phenomenal experience for both of my kids um they're growing not only with their education but they're growing as people and becoming leaders um so we're we're so thankful to be with Tyler ISD and I'm I'm super excited thank you thank you we appreciate you okay we have now come to the part of our meeting for uh scheduled time for public comment usually where people come up and tell us how good of a job we're doing so um although I I do want to remind everybody if you've signed up that uh we can ask clarifying questions per policy but um we can't respond to any comments
007so we typically sit here and just let people talk and love on us so I will go ahead and start with uh Jessica mahary mahany mahary I'm sorry got my RS mixed up with NS oh and we'll uh I think there's six of you so 3 Minutes piece 20 minutes total maybe is thank you sorry it's okay so uh good evening um as a parent of a compassionate enthusiastic 8-year-old girl at b elementary and an adventurous crazy three-year-old little boy that will attend biny as well in the upcoming years I attended my first Schoolboard meeting on November 15th 20121 um where I was already passionate about school everything like that but it was ignited and went from there my son who was an infant became so used to attending board meetings and PTA meetings that
008he would sleep through them he became a little mascot um what happens in our school matters to me I wanted to address the school board Mee um regarding a vote that was held last month um obviously the title 9 bill was voted on my concern is po the per the TD policy that is currently in effect the student welfare freedom from discrimination harassment and retaliation that was adopted into policy June 21st 2022 discrimination based on sex includes discrimination on the basis of sexual orientation and gender identity which was confirmed by you two Mr Crawford and and Mr Washman during the meeting y'all both confirmed that that was an update in the title 9 it's not it's been in effect for two years now it has been part of our policy for two years now and
009if we as parents cannot trust y'all to uphold current laws how are we going to trust y'all to do what's best for our students like that it's Soul crushing to me the changes that are going into effect in August would actually require schools to require more supportive private way for students to be able to report harassment discrimination and and sexual assault it also would require our schools to have a sexual harassment um an assault response and education counselor which is a counselor to help students that have been been assaulted and it hurts me that this is something that y'all voted against because one in 10 students before they graduate are reported to have some type of sexual misconduct by some teachers and then for every one by a a school me by a teacher or
010member of of of I'm so sorry it's okay for everyone that is a an adult it's seven that is a child and all this did all this Title 9 update did was give students a way to report things like that without any type of retaliation without having to be in the same room as the person that assaulted them which was previously in law but now they can do it privately that's all this did and now our students that are constantly like being harassed tormented everything like that they don't have a private way to do it another thing is that it would give lactating parents regardless of of teacher or or students a way to be able to pump in in a private room that's that's the updates that it was and y'all voted against it
011our students deserve better not even counting the the the free lunch program that was taken away from all of this y'all voted against it knowing that our free lunch program would be affected that's over 11,000 students the the count is 11,000 students it's actually 4,656 students that's 4,000 sorry $ 14,656 a day y'all are expecting us to come up with that the the parents are the the Mr wasman you said you literally said verbatim hopefully the community will handle it that's what you said thank you your time's up okay next we have Aaron Bailey good evening every good evening um my name is Aaron Bailey I'm a mother of an 8-year-old going into third grade at T Rice Elementary this year I'm also a youth group leader for the queer Community alphabet Army I represent
012the queer community and their parents so I have kids I get to speak with every week and parents I get emails from and meet with every week who tell me about their kids' suicide attempts and how much my little small organization brings them hope their kids are smiling again but now their kids are scared to come back to school their kids are being bullied and harassed at schools because they chose to be their true authentic selves and this Title Nine you all voted against it and that's going to put our kids at risk again they don't want to go back to school anymore they are tired of getting bullied they have attempted suicide and that is not fair for any child straight or queer every child deserves a good chance at their life and a
013good education and the people believe in them and they need to trust their adults to actually take them in and take care of them it is not okay with what I'm sitting on so that was my personal statement I'm going to read you a statement from one of the parents that came into our organization the other night sorry okay dear members of the school board I am a TD parent and have a few future student on the way and I wanted to V voice my dismay about the recent vote not to comply with the title 9 recent changes and put in Jeopardy the funding for free reduced lunches for our students first I will say I will fully support students who wish to participate in sports and use bathrooms that align with their gender identity
014trans students who do not have supportive School environment are more likely to attempt and complete suicide I recently read a response from Mr Washman to another parent on this matter and it was I was appalled and the ignorance and the response as good as as good as our eighth grade male athletes may be to suggest that they compete with Olympian female athletes as laughable and offensive secondly I am horrified that the school board vote to jeopardize our students free reduced lunches when 80% of the students use that service common sense and multiple Studies have shown that students academics and mood suffer during the school day if they haven't had equate nutrition not to mention creating possible disturbances in the classroom and affecting other students who could afford during their lunches when a students are offered
015support in all areas it is good for all students and Mr watchman's response letter to the aforementioned parent he assured them that if free reduced meal funding was pulled the community would be able to support these students needs but he didn't say how tax would taxes be raised would it fall already on the over but burden and food banks to make this kind of decision without having a plan for supporting these students is reckless and irresponsible not to mention unfilling and tonee the June vote was also not properly announced in the same way other board meetings have been several parents I have spoken to complain to the tea for the lack of visibility I expected better from a group that supposedly cares about and represents the interest of all students sincerely Rebecca Smith TD parent
016and voter thank you that that time's up thank you okay Sarah Renfro hi I'll try to keep it brief it's okay thank you though U my name is Sarah Renfro um I have a child uh who's entering seventh grade at Caldwell um and I just want to say Miss Atkins I went to school with Paula and I have a kid at her age now and I'm I'm sorry for your Li um I wrote to the board about the title 9 issue uh the decision to denounce Title 9 is both shortsighted and I feel unethical the question I question the ethical implications of the board denouncing title 9 the board policy code of eth ethics states that I will base my decisions on fact rather than supposition opinion public favor the board chose to risk $17
017million in federal revenue at least that's what I saw on the line um they chose to gamble the nutritional needs of 11,000 children due to personal opinion and supposition rather than fact and evidence-based statistics and research under Integrity of character the code of ethics States quote I will consistently uphold all applicable laws rules policies and governance procedures under Equity of attitude it states I will encourage expressions of different opinions and listen with an open mind to others ideas Title 9 is a federal law whether or not you as individuals disagree TI D receives and judging from the non-stop fundraisers throughout the school year uh relies on the 12 17ish million dollar of this Federal funding by law TD must abide by Title 9 and it was created to protect our children from harassment and discrimination
018so let's talk some facts according to the Trevor Project suicide is the second leading cause of death among young people age 10 to 14 it does not discriminate if they're straight or gay while lgbtq young people are are not inherently prone to Suicide risk because of their sexual orientation or gender identity but rather place at a much higher risk because of how they are mistreated and stigmatized in society the Trevor Project also found that 75% of lgbtq Youth reported experiencing discrimination based on their sexual orientation or gender identity at least once in their lifetimes Title 9 helps keep these kids alive provide helps provide them safe places to exist as themselves there are parents in our community that will not get to see their kids grow up because their child feels that being dead is
019better off than being themselves according to the Tyler paper I believe it was this March um East Texas has more more people are hungry um and the new data number show one and four children are hungry overall East Texas has a higher rate of food insecurity than the rest of the country and our food banks are already barely keeping up with no child should ever go hungry no child should ever be harassed bullied made to feel unsafe at their school and it is the board's responsibility to act in the best interest of our community's children is in the best interest of 80% of your students to maintain our federal funding so they can have their basic human needs met food is in the best interest of all students for TD to create an inclusive learning
020environment free from harassment and discrimination and as I said in my letter I hope the board will work towards a more inclusive and compassionate approach to addressing the title 9 changes thank you thank you Sarah okay we have Larry Taylor coming on up good evening good evening Mr I'm Larry Taylor I'm a resident in Tyler Texas I come to speak to you about your uh denying as the protections of tile nine uh I kind of don't know what to say CU it seems like it's already a done deal and it's like I know the state attorney Ken Paxton has a a federal suit against the United States saying that the recent changes in Title 9 are unconstitutional and the governor of the state of Texas supports that point of view so I'm up against a
021bunch of ignorance as it seems and I ain't no brilliant guy uh I support what has been said before Title 9 is purpose is to protect girls without title n we wouldn't have women's sports without title n you wouldn't know the name Caitlyn Clark you wouldn't know Britney Griner there's a world's champion soccer team that you wouldn't know about if it wasn't for Title Nine for you guys to deny food for children because you're afraid that something sexual is going to happen is just ridiculous I've done some research and the numbers I find lead me to believe that you guys are hysterical the incidence of sexual violence in schools according to your own records you had two incidents of sexual harassment and sexual violence on the campus in the year 2022 so it's happens and
022when it happens it's awful so you should be making moves making it possible to protect people's dignity you shouldn't allow bullying to go on and it's not a threat to women it's a threat to society our own Congressman has the goal to say he's protecting women with this vote against this resolution while he himself endorses and supports denying Women Health Care care now that's protecting women I don't see how you can stand it okay thank you Mr Taylor we have um Chelsea Breen I believe sorry if I mispronounced it hello my name is Chesley Breen my father siblings and I attended and graduated from Legacy High School formerly known as Lee when I was 14 I was a freshman at Legacy I loved learning I was inquir and was a great student but behind it
023all I was also being sexually assaulted by an 18-year-old student I will not mention his name here this event and Future events like it led to my PTSD diagnosis I was a child and I was never taken seriously my friends made reports and yet still nothing I was ashamed and scared there were there was staff that knew what was happening it finally stopped after 4 months when my mother was contacted he never had any action taken against him I have seen him in public three times after that each which I cannot stop but un controlly I un controlly Sol I have been cat called call name and called names I will not repeat in shame for what I was wearing even when I was completely covered the sad truth is this is not one instance
024I have heard many stories from friends and colleagues in acquaintances one person even got suspending suspended for telling her story when I heard about the new tle 99 regulations I was extremely happy that maybe we could prevent all of this that even though we can't change what happened to me we could keep this from happening in the future Title 9 would let the victims be interviewed separately Title 9 would put in place a sexual assault counselor so if this did happen they could learn how to cope Title 9 would give protection to girls women's sa victims mothers boys everyone in that school whether you agree with sexual or orientation gender identity to be honest it doesn't matter people are people they can identify how they want to but whether you agree with something or not
025does not make it true or false it would also protect the GSA students I was the one club with from being filmed and harassed which we were I am someone who grew up with food insecurity and I can't imagine going to school and not being able to be to eat as someone who also has a lot of medical conditions this not only protects able-bodied students but disabled students who have things like pots like me fibromyalgia like me and who are 60 over 60% more likely to be sexually assaulted than an able-bodied person so I can't understand why whether you agree with something or not we have to look at the facts and understand that people can identify and view who they want to be okay thank you Chesley okay last uh we have Hannah Morris
026good afternoon my name is Hannah Morris I am a 2005 graduate of then known Robert E Lee High School and I was a gay kid through throughout my entire high school middle school and Elementary School career in fact I remember you miss Atkins I was the kid that would go to miss Davenport's class with my stepdad as my show and tell and I always wore suits and ties that my mother made as she rest today I'm bringing a message from a child that I met at our local queer youth group thank you Aaron and this child wrote this letter to you dear Tyler ISD School Board I am a trans masculine high school student and I am concerned by the decisions that you've made toward the queer Community before I moved to this town I
027grew up in a poor home and I got by with free lunches now hearing that you are willingly giving up this good thing just to keep dividing queer youth from other students you're letting kids starve to separate the trans and the Cy the gay and the straight this isn't fair to anyone you are harming my peers by refusing free lunch to kids who need it queer kids who need a safe space some queer kids don't even have a safe space at home plenty of queer kids especially those that don't have a safe space are at more risk of mental health issues and suicide I can speak from personal experience in the past year when I lived in an unsafe space I had harmed and attempted suicide several times I want to break to let you
028know this child's 15 back to the letter now I'm in a safe environment but I know tons of other queer kids who aren't you are not only risking starving children but also many lives of queer students are you really wanting to gamble the health of your students you want to protect children right so then protect these kids kids like me let them be fed let them be safe help these kids and not not just help them but let them survive please from Sage I came out of the closet when I was 14 years old my mother was the only saving grace that my friends had we opened up our home for years in fact those actions paved the grounds for the youth group that we have today because before that existed it was just on
029us to provide safe spaces within our own community and as Christians you all also understand that because you go to church every Sunday that's a safe space for you so I want to know what would Jesus do and I wrote that in my letter put a face to my letter three pages you're welcome but they he would feed them he would feed them so feed them okay thank you and that is the end of public comment we will move on uh down the agenda to the approval of minutes we have minutes to approve from the board Workshop June 6 and the June 17th meeting do I have a motion to approve those minutes Mo we approve the minutes thank you do I have a second second all in favor say I hi hi Mr wasman

031like we do a lot of other things in our school system go back and read that the feds are the ones that are saying that if you don't comply they're going to take away the resources the funding the revenue your tax dollars we don't like it any more than y'all like that we don't want to go through that I just want to make sure that the minutes are clarified would thank you do Crawford public participation has ended and we appreciate y'all speaking thank you any opposed all in favor say I I I all right motion passes uh we have a competitive academics update you know we compete in a lot of different things here Athletics just like I mentioned uh Fine Arts we compete there as well we have two outstanding sweep Stakes uh bands
032at both of our high schools not only on the marching side but in Solo and Ensemble as well very proud of them but we also compete uh in competitive academics um these academicians uh that's their thing whether B uh in in UIL academics as far as Math and Science goes we've got TSA that on the technology end of things and the CTE into things we have with us tonight Dr Kristen walls um our executive director of College and Career that's going to provide the board their update on competitive academics good evening good evening president wasman board trustees and Dr Crawford I'm very excited to be here tonight to give you the competitive academics update like to bring good news so let's get started so this year um we had many uh Elementary School students that
033participated in UIL kind of gives them that jump start especially um there's not as much uh Athletics and things of that nature at the elementary level so we had 445 total and the results we had first place overall this is just overall scores Owens Caldwell and then Douglas so very proud of them and all of the students that have participated look at Douglas Christy roach next we had our UIL middle school and we had 301 total participants um and overall scores again there were many students that had first place at all schools but the overall was more and second Three Lakes and then hubard came in third this year so again um we kind of changed things up a little bit with a new coordinator I'm looking at that and just a lot of passion
034went into this this year next we have high school so for early college high school there were 38 participants this year we had two Regional qualifiers and it was first place in current events it was Ashley Stone and fourth place in persas speaking and that was Kylie Sparrow oh next at Tyler high school there were 42 participants um we didn't have Regional qualifiers but we did have some place um 10th in Lincoln Douglas debate and then 14th in number sense number sense that's when they don't use a calculator so pretty good at math there then Tyler Legacy 34 participants they were a third in the speech team at the district and then also in the journalism team we had our 10 Regional qualifiers first in number sense Math and Science second place in science then
035third in copy editing informative speaking math and then overall there was top score in physics we had one state qualifier and I want to talk a little bit about s salvi now you recognized him at the meeting um recent and he received ninth in number sense and what's so special about him is every single year he's gone to state in one event in math so just a great job what they're doing over there mathlete mathlete yes then we move on to career and Tech um student organizations so where they participate in skills related to careers um we had the future Business Leaders of America and that is out of Tyler High we had a fifth place in computer problem solving we also had a Health occupation stud students of America Two that went to State
036and then we had one that actually qualified to go into Nationals skills USA we had first place in the Community Action project and then our TSA or technology students of America we had 22 students compete we had three in first place seven in second place and third place and some of the things that they do is like manufacturing um video editing just different things along those lines moving on to Nationals as we recognize these individuals as well so Aviana Souls she went for the second year in the road to Nationals and um in her speaking skills and then in skills USA you can see the picture of them this is Ethan Miller and Sarah fry and they on their Community Action Project received the silver medal nationally so really great job with the two of
037them this is just the competitive academics calendar um you can see the dates again we're going to be gearing up trying to recruit as many as we can so that they can compete um trying to make it really exciting for them and especially we've done very well over the years so looking forward to this next year does anybody have any questions anybody have any questions about competitive academics so numbers I mean I know just off the top of your head you may not be able to spout them off but does it feel like there's not as many for competing now our numbers growing I know at Early College we have finally started getting after you'd think that a school that's designed for exclusively an academic Pro we we've protected it kept the football and Friday
038nights out of there we we've kept the Athletics out of there even though folks have tried to get the best of both worlds do we how do we feel about our numbers at our at early college and our Comprehensive High Schools getting better early college but and I think Tyler High had more compete this year um Legacy I think we need to Beef It Up a bit more so a lot of times too it's the coaches getting individuals to spend time after school and and in the mornings and things to coach and then students are busy too so that's some some of the things but I know that there's many who are really excited about actually competing academically and some of them are actually athletes as well as mathletes so you have both um I
039think that there was a little bit of some changes with some of the coordinators and things so I'm looking forward to more robust year very good any questions or comments I'm always impressed I'm always excited for everything we offer um and just a chance for our kids to get to show out and and compete academically is great so thank you we appreciate it thank how did Legacy finish on in District this year believe they were third yeah third broke a streak of about Roy City I think is three or four consecutive years of winning District but Roy City stuck in I'm sure one of the rock walls did kind of snuck it I think with a little bit of the changes too being made yeah we lost some pretty good UIL academic coaches right over

042it's it's always a proud moment here at the board dies to be able to present this to the board to celebrate some of the philanthropic and benevolent benevolent people um that's that that surround our schools and do a lot of great things for kids uh and in support of outside um the normal budgets that that y'all approve tonight we have a an intriguing donation from Cavenders Boot City to the Legacy High School band um I'm not sure what that $7,000 is Mr Jones you may know I know that we we that we have a a trailer now that can be pulled by an eight it's an 18-wheeler correct okay but then the 7,000 they're wrapping it I guess as well okay [Music] so we have arrived the Legacy band's not going to be you hauling
043a lot of things up anymore um we're looking for that next donor for the Tyler High band as well but thanks to to Cavenders Boot City um for the uh for the donation and and getting us access to that 18-wheeler so I'm excited about that in case you're wondering Insurance wise you go and hire an actual truck to pull the 18 wither and you actually hire the driver with the truck correct okay so there's there's the insurance portion of that Tasha Miss bork as we go forward so yes we're excited about that the other one we're excited about is Andy Woods Elementary PTA they've already provided some funds I believe for playground Improvement enhancements and then here's a $60,000 um donation from The Andy Woods uh PTA trust me we've heard about it uh for
044the for the last four or five years seems like 10 years right Miss nework um we're excited to to be able to put that in front of you all for consideration tonight and hopefully you'll accept it um because it's a pretty big project wow any comments or questions regarding those donations um I will go ahead and entertain a motion to approve those donations I move we approve gifts and donations thank you do I have a second second all in favor say I I I all oppose the eyes have it and the motion carries so grateful to live where we do and uh serve such a benevolent Community um wake up and think that most days uh okay curriculum instruction and consent agenda U unless anybody has uh anything to say regarding any of these items

046do that I'm sure there was a legislator at one time that said oh my gosh these Co-op purchasing places are we're having to spend hundreds of thousands if not millions of dollars to be able to partner with these folks but that's just not the case and so we want to make sure that we we're transparent we P we publicize that um you have a list of about um nine or 10 uh purchasing co-ops like Allied States cooperatives uh the department of information resources edtech ESC region 11 um the tips Taps they don't require any fees at all um so we're very appreciative of that and then um then you have some various fees with uh like the Education Service Center region 7 uh that's just down the road almost about $110,000 that's about the highest
047that you'll see and then the Texas comp comp troller Public Accounts accounts $100 annual fee to be a part of their of their services so there's not a lot of money spent to be a part of these purchasing co-ops but they do save the school system which is taxpayer dollars um quite a bit of money whenever uh these things are already pre-bid for the most part they're very competitive again we kind of jump in there with the state um purchasing co-ops as well so there's your annual report uh for the Cooperative purchasing fees we are in compliance thank you for that riveting report anytime let me know the next time you'd like something um a few discussion items District of innovation plan Amendment we have some first readings here which you you know as always
048uh we will read these and and if we have any questions or uh concerns or whatever we will go to whoever we need to maybe Dr Crawford or somebody else on staff to clarify those but we have a district of innovation plan Amendment and a few local policies and um well more local policies on items a b and c anything Dr Crawford to add to that uh you know you're starting to get into that season again of before school starts the Texas Association of school boards uh releasing some of their updates to local policies you know legal uh there's a difference there's legal and legal is what their attorneys uh because they have a monopoly on the policy service for the State of Texas their attorneys are the ones that come up with the legal
049side of things local school systems have flexibility on the local excuse me the independent school districts have the flexibility on the local side of things to craft policies that are more more nuanced to your community um what may fly in Tyler Texas may not fly in Dallas and vice versa what may fly in Dallas may not fly in Tyler Texas and so in saying that uh feel free to go through there um it's it covers a lot of different things from Personnel to policing of our school system to um other things as far as the DOI goes uh you've got one Personnel item in there that that we're looking at it's a again we would be very uh judicious on how that Personnel um action would be conducted if you've got any questions on that
050call Mr Jones or myself and then on the uh the return of the shack The Shack is also another one that we had on there to where uh instead of trying to convene and trying to round up people that say they want to do it may not attend every meeting we have a built-in Shack already and that's our Texas our Tyler ISD Council of ptas that'll be a great resource for us to be able to utilize in regard to anything that comes up as far as Sha goes there's your update okay any other comments on on those discussion items before we uh move on to Future business future business uh we have Workshop School is cool and summer graduation all on August first um and then the 14th first day of school for students wow
