005the classroom we would like to introduce our first student of the month a fifth grader from jones elementary school hi i'm armani beltran and i'm student the month for january armani stands out as a leader even when others around him may not be the best example he follows through on all of his assignments and has a talent for art he hopes to be an artist someday i can draw and do stuff with my hands and stuff like that like be creative someday i would want to be an artist so i can draw mangoes and make anime and probably me and probably can be on tv shows and stuff like that his teacher recognizes his talent and his character armani is also not only an extremely talented artist but he's a really good kid and that's

006what we really value the most his talents are amazing but he has such a great heart and he loves to help others he loves to share his gift and really try and help others to discover their gifts as well our secondary student of the month is violet ortiz a seventh grader from three lakes middle school violet is kind-hearted and focused on helping others she has a particularly sweet and supportive friendship with a student needing extra help every day i go to pe and like i see rachel i got really happy because like i'd be able to talk to somebody that i know i can trust and i can i'd always really like to hug her because i really usually can't do that with most of my friends but usually i like spend equal amounts of

007all my friends and just being with her just makes me really happy her principle reinforces how bright violet is and how her positive attitude influences others from the moment she gets out of her car in the morning she has a smile on her face end of the day she's still smiling a wonderful student she has a servant's heart she's always willing to help anyone in need and it's joy to have her here at three lakes she's an awesome student we're so proud of her in tyler isd we are committed to graduating all students with the knowledge skills and habits necessary for success in college careers and life congratulations to these students for their hard work sponsored by texas bank and trust [Music] [Applause] we'll have the board now come in front as we invite our

011school miss beasley is dedicated to successful student outcomes she has great relationships with her students and partners with families to encourage her students to always do their best she has seamlessly implemented several of the campus incentives such as social emotional learning leader in me avid math workshop and kagan strategies to meet the needs of diverse learners she is a very data driven to ensure that her students meet district campus classroom and individual goals her current fifth graders have shown tremendous growth on campus and district assessment so far mrs beasley is a member of the organizational health index team and also the avid elementary team as well as serving as the sunshine committee chair where she works hard to build a great campus she's willing to help others in planning as she also taught kindergarten and

012first grade at jones she works hard to ensure that teachers are prepared for optimal teaching and learning every day miss beasley has definitely demonstrated campus leadership and we would like to invite her up here now so we can tell her congratulations [Applause] we've got one more photo op again congratulations to mrs beasley and this concludes our recognitions for this evening thank you board okay we are on to public participation it is uh actually school board appreciation month so i'm sure we have some speakers up here to show their appreciation for um we do have one speaker tonight be marion as people clear out you come on up good evening i'm b marion i'm here to address our questions that have questions about board changes character what is the definition of good character and what kind

013of character and values are we trying to pass down to our children what do you want tyler to be known for where is this education this curriculum going and what is the end result do you want generations of citizens who have been educated to be willing victims or predators themselves if you want that to be the future of tyler leave the current school board and superintendent untouched if however you are someone who would rather your children are taught to honor tyler values which they are historically known for then ask yourself what has been happening at tyler isd board meetings month after month citizens come before you to ask you to stop supporting grooming materials for pedophiles or as the board would say minor attracted persons you the tyler school board are in charge of overseeing

014the schools and yet you continually ignore this issue when will this behavior stop are all the pornographic books now out of the library it's a simple question can you answer it if you say you cannot answer that question tell us taxpayers why you can't answer that question your acting attorney andy told wade the head of the board at the last board meeting to not answer any of my questions on legal grounds what legal grounds do not allow you to answer questions during board meetings isn't the whole point of these public board meetings to give the tax paying public the opportunity to know what is going on in our school district and to take issue with the choices you made if we disagree with you what happened to transparency the last meeting wade the head of

015the board went on record that he did not know what materials are in the library isn't it your responsibility to know as the head of the board yet month after month citizens have come before you the board to tell you what is in the books and when taxpayers parents try to read the books out loud the board wade shuts them down and uses children in the room as a shield to hearing the truth about pornographically pornography and pornographic materials in the schools the truth that you already know and allow pornographic inappropriate books for children do you admit to being aware of what is in the books at this time if so what is your plan of action for identifying and get rid of all of the pornographic and inappropriate books what was the root cause

016of these books infiltrating our children's educational system what proof can you offer taxpayers to show it will not happen again moreover remembering you are the people who allowed the books and the library in the first place and then to die knowledge of their existence why should taxpayers trust you or your review processes how did you allow such a thing to happen in the first place and why she tracks taxpayers who trusted their children's care to you ever trust you or your word again furthermore why should an overpaid superintendent who's been in the system too long and never fixed it continue to be trusted with our children's care and education incidentally how many board members are eligible to become superintendent of tyler isd and secretly hope for the opportunity to have dr marty's over inflated superintendent

017salary of 250 000 or more a year all taxpayer funded are all the remaining board members involved in land ownership in the new development of tyler how naive do you think your constituents are and how long do you think they will endure your personal gain at the expense of allowing the corruption of our young people and ultimately our society and tyler you need to go each and every one of you especially wade washman head of the board who praised the school leadership marty crawford immediately after citizens complaints regarding marty allowing pornography into the schools tyler taxpayers have a choice to make do you want incompetent greedy people representing you in deciding what you want your children to learn remember what we what you teach your children now will be a part of your legacy the

018tyler legacy not just the high school bearing this legacy in mind go out and vote may 7th may 7th or consider running for office the last day to file is coming up quickly it's february 18th that's february 18th for people who want to run for board positions otherwise tyler faces being the next portland because we were asleep at the wheel these border members do not represent tyler wishes they represent their own agenda for their own gain it's plain and simple thank you thank you incidentally i think i had 15 seconds i think you have something about the open texas act put the issue if you don't want to answer it right now this you should be on the agenda to talk about tyler books because we've been coming before you with that issue month after

019month this isn't a daily operations issue it has popped up and you need to address it put it on the agenda thank you for your public comment i will i will remind everybody that first state law the board cannot respond to public comment we can ask clarifying questions just want everybody to know that so all right okay we'll move on to the approval of minutes approval of minutes for the workshop december 2nd and december 13th do i have a motion to uh approve those minutes i'll move we approve those minutes thank you mr burke and uh doctor nation all in favor say aye aye all opposed all right eyes have it the motion carries uh we do have an action item consider the approval of the annual audit for the 2020 and 2021 fiscal year

020y'all fire away okay great thank you how are y'all doing how are you my name is tom prothrow and i'm supervised this year's annual audits and with me is aj evans cpa he's a manager with our firm and i said audits plural as we perform both financial statement audits and federal audit each year for the district i'll discuss the financial statement audit briefly and mr evans will discuss the federal audit we've had the privilege of being your auditor since 2007 and this is an audit that our staff loves to be on it's one of their favorites and we certainly appreciate the efforts of miss bjork and miss russell they doing a truly outstanding job in their wonderful cpas the question i'll try to answer for you tonight is the following how did the audit go

021well i can tell you the audit went very very well the auditor's report that we issued is the highest level that we can issue we found no issues that we need to bring to the board's attention at this time there's a required communication letter that we provide to the board it discusses 10 areas surrounding the audit and whether we had any problems or difficulties and i'm pleased to report that we had no such problems or difficulties during the audits we met a couple of weeks weeks ago with your audit committee along with dr crawford miss bjork and miss russell and miss coker we answered questions and then met with privately with the audit committee we were very pleased with those discussions and i would like to personally thank miss coker for her hard work she

022was involved in the administration of our audits and was truly invaluable so i'll turn it over to mr evans at this time unless there any questions from the board [Music] thank you mr prothrow um and additionally thank you to the board um dr crawford miss bjork miss russell and miss coker as well just for their hard work during this audit um and then also thank you to the audit committee for the time you took to meet with us uh in detail to discuss the audit um and and how it went um and in the same vein as mr prothrow was describing a couple questions i'd like to answer was the district a good steward of its financial resources throughout the extensive work we did the short answer is yes the district spent 10.1 million less

023than it budgeted for fiscal year 21. additionally through our extensive work we're required to comment on the internal controls of the district and we're pleased to report no internal control deficiencies as well and in relation to the federal audit that we perform each and every year which is specifically looking at the federal monies that were spent by the district we're pleased to report that the district complied in all material respects with the compliance requirements of its federal monies which again is all really good news and then my second question i wanted to answer is at the end of the year is the district in good shape financially um again the short answer is yes uh in fiscal year 21 the district increased its net position by 17.8 million dollars again this is good due to

024proper stewardship of the funds uh that the district receives and completion of some very exciting uh construction projects as well um overall i would say that the audit couldn't have gone better and again we are very appreciative to be able to work with the board and work with the finance department each and every year on this audit and we'll be happy to field any questions that you all have but uh thank you guys for your time thank you does anybody on the board have any questions or comments for our auditors like to thank mr proto for the work that they've done for the district doing a very good audit i think it was very detailed you know i i think that you've worked with us long enough to know that we have an excellent staff

025in tisd uh from that perspective miss copper coker it's definitely dedicated to a work and then enjoys it even from that perspective an auditor you know usually that's kind of a boring job that you don't want to do but she loves it and and we appreciate her and even tasha and miss russell they're they're excellent and i don't know how we would ever replace them i think that they've done an excellent job for the district i don't think we could find anyone else better and with you coming in and saying that they're doing an excellent job even complements it even more so we do appreciate your report thank you very much ed with that in mind i move that we accept the audit report okay i have a motion do i have a second second

026okay all in favor say hi hi all right opposed eyes have it the motion carries thank you for your work thank you i really do appreciate it thank y'all okay we have a few updates uh coming up athletic and visual and performing arts and competitive academics uh m class middle year summary coming up so i think greg priest is here to give us our athletics update for fall semester okay well good evening board dr crawford uh thanks for letting me come before you tonight to present the fall update on on athletics as far as high school athletics this year i mean we've gotten off to to a pretty good start this year we've had a lot of success in our in our fall sports starting off with football both of our teams made the playoffs

027legacy again won the buy district championship and and lost an area we had a lot of superlatives and all district players on on those that were represented on all all district teams so so overall successful football season tyler high getting back in the playoffs uh finishing six and six so so that was good for us and so and also on the academic all-state team having some reputation representation there so that was good to see as far as volleyball both teams made uh qualify for the playoffs again um you know for legacy uh you know it's a pretty tough district and then as soon as you run into you know you run into the metroplex and and uh hit some some tough teams so uh you know overall a good season for them they played really

028well and then tyler high bouncing back it was a very young team that they had this year and for them to be able to make make by district was was something was really good and especially on our new coach cross country tyler legacy had another outstanding year trudy lamb was a district runner-up and then also insulter was able to give representation made it back to the uil state tournament so so that was good that's three years in a row that we've had or actually four years in a row that we've had representation down to state meet as far as team tennis tennis has been doing a really good job uh especially at tyler high and you know it's good to see them being able to to really compete over there they finished second this year

029came down to the very last match of the year with white house and unfortunately they clipped us this year so but uh coach coach q is doing a really good job over there and then at legacy uh you know the 6a they had a really good year so first they we finished runner-up this year rock wall was able to get us in the tournament and but they were able to go on and go on to the area championship so very good year for so far um and i think all of our all those sports are in you know really good shape for years to come uh participation numbers uh just kind of looking at those uh our numbers have been pretty consistent you know our main goal was to get our numbers up for for

030uh for football at tyler high that as you can see is you know we're definitely getting there uh we had 50 on the varsity uh our jv numbers were low but we also but if you look back at last year we had a very low freshman so but overall we had 128 compared to 106 last year uh volleyball numbers were right there at the same so that's our numbers uh for those two sports at legacy everything is pretty much the same uh did have a little bit you know we had 74 last year on the varsity 61 this year but overall we're you know our numbers are staying you know 209 in uh last year and 192 and then volleyball is the same at 51 so so i think our numbers are staying consistent like

031as i mentioned our main goal is to get those numbers up and get better participation at tyler high and i think we're moving in that direction middle school those numbers you know that has been another goal you know that we've had is trying to get those numbers and get that participation up at bolter uh and i think we're definitely on the right track of doing that as you can see our football numbers there 66 55 on the 7th and 8th grade so that was really good to see volleyball and those sports are always going to stay about the same tennis is increasing we've had a lot of interest in there in tennis so it's good to see that uh over at moore also the same thing we did have a drop in eighth grade but

032that was a kind of a uh you know i it's the the numbers there did drop but you know hopefully we were able to get those up that seventh grade number was up pretty good so we're at 48 so so i'm pleased overall with the direction that we're going in that um and then our as i said our volleyball numbers uh and cross country all those things are staying pretty steady hubbard those numbers have been pretty steady across the board there as well you know the the eighth grade at hubbard went up went up a little bit seventh grade did drop but not by a whole lot uh so they're pretty consistent if you look over at three lakes uh for football 85 we had 85 kids come out for the seventh grade and then

03361 so we're able to maintain some kids so so the future looks right there as far as being able to get you know having participation numbers and then this is just all across the board uh i think you know ever as you can see every every school boulter hubbard moore and three lakes and even at hog we had more participation so all those numbers increased uh so it's it's good to see we've got a lot of kids in pr you know participating in athletics and and uh so we seem to keep maintaining them and getting those those kids so they're prepared to go to high school just some upcoming events uh february 3rd is our district realignment you know so it's going to be interesting to see kind of what the what the uil has

034come up with and where you know we're staying at 6a for legacy and then tyler high will be at 5a still there'll be division one in football and then so it's going to be interesting to see where that's going to fall who they're going to place us with hopefully we stay with the rock wall schools uh i know north forney came down uh also roy city so it's gonna so it's gonna be interesting to see where the place is so and then as far as tyler high a couple of schools drop down so we may uh it's like i said it's going to be interesting uh it's a lot of anticipation on february 3rd to see where we land basketball season uh all of our uh legacies uh girls are in first place right now

035got a lot of big games coming up to play rock wall tomorrow and then they play horn so two really big games so if anybody if y'all get a chance to get out to see those they played really well had a great game against skyline last last friday so it was exciting to see that both of the boys and girls programs over at tyler high are competing for the championship they look very promising this year so it's good to see soccer programs you know it's as you can tell it's cold and rainy outside so it's soccer season and uh so um they are i know legacy's starting district they start tomorrow uh tyler high with it being a 16 district they'll start in a couple weeks but they both both schools boys and girls have

036really gotten off to a solid start and so i'm excited about that season our spring sports you know this is the one part of the year where uh you know baseball started last friday and every single sport is going now except for football and volleyball so we have that for about a month and so there's a lot of activity going on and and so it's going to be exciting to see our you know our tennis track golf baseball softball all those sports uh competing this this uh this spring and and then just this past saturday our the tyler legacy boys swim team won the district championship uh scott i mean uh sam eckert was a swimmer of the meet so they did a really good job that's the second year in a row that they've

037won the district championship so we had a lot of have a lot of swimmers advancing to the regional meet uh also the girls finished third and they've got some several girls several swimmers that are advancing and then tyler high had had five i think they had five members that swam this year in the 5a and we had one girl that advanced naomi moody advanced in the in in two events to regionals so great to see that you know hopefully we're going to be able to get more and more swimmers on that side of town uh that was one of our main goals that we had and so hopefully you know it's it's growing and then moving on our last deal i got you know this is our third year for our youth program we have

038basketball we have volleyball third year we've got a lot of kids involved i think there's 548 uh kids this year so it's been great of doing that and it takes a lot of people a lot of work but i've got a video and i just want to show that real quick and and kind of sure that we [Music] i've noticed how a lot of the kids want to get into middle school sports it's like they haven't played before and so for me it's a way for them to learn all of the skills and just look at the roles and you know how to be part of a team and just the basic things necessary to build a team and to play a sport union sport really but uh for basketball specifically [Music] most of the

039leagues around here that is as competitive as this one is it may be a little too much for the kids to learn so this is pretty good pretty good uh deal that tisd is doing it's gonna really help the middle school though it's running through asking for the ball the whole way going over there okay [Music] we learn plays and so i get to see who can think at the moment and if they can't we're going to work with them with their thinking like it's all it's all character building i get to do a lot of life lessons with them at this age stuff that wasn't done with me when i was there so it's all it all carries over into the character i really enjoy being part of it as a coach and a

040parent i see a lot of great life skills demonstrated on the court outside the court for the games after the games girls will learn a lot of things beyond all the skills of dribbling and passing and teamwork they're learning what it's like to rely on other people what it's like to be a good winner a good loser learn some great life skills to be able to be great women in the world i think it benefits the kids parents the community in a good way and it's very affordable it's very affordable and the kids uh they all enjoy it for me the reason why i joined it or it was you know basketball it does be a character you know and that's one thing that if you teach them young at a young age i think

041it can help with them as they grow and go into middle school ball and high school ball or even just as different aspects of the life you know i just think it's something that uh you know that you can when you're on a team and you're not really doing the individual sport you're forced to lean on others to help you see this so this year specifically we're doing something really cool where we are adding in a character development lesson each week um so like this week this is the first week we're doing it but this week we're doing attitude so we're talking about you know how important it is to have a good attitude and just how you know that can impact your your life and you know even just day to day and you

042know starting every day on the right foot with a good attitude can affect where you go in life [Music] well enough you know i think the so far it's been a success we're we're only in year three hebrew it is we've been able to accomplish a lot here in a short period of time and i think we're just going to be able to grow and grow it even further i know mr burgerfield had you know the little raiders and being able to start that in football and you've also had you know soccer but we just didn't have it for volleyball and basketball so we had a lot of kids coming into seventh grade that just didn't just did not they had never played and they were coming in and so you know you had some

043that had that were able to play they were fortunate to play but the majority were not so this is going to long-term effects this is gonna help us in the long run just being able to introduce kids to this to the to these two sports uh but i would say it is you know so being able to do this the ui open and opening that up for us to do it was really special for us and we took advantage of it uh you've seen other places white house has kind of taken advantage of it now and kind of sees the benefit uh but it but having 548 kids and then also in volleyball i think we're probably going to have right around 300 and so but it it is it's a huge undertaking and so

044i i want to thank my staff uh sam gillespie haley skinner donnie little and then just all the volunteers because we cannot do this without parents and volunteers uh so you know i really appreciate them but then most of all they couldn't be here tonight but those sponsors uh bob garrett randy roberts man being able to pony up what they did for this to be able to be a success because you know we charge 35 and uh so it is not you know we will make it very affordable and so so i i just want to be able to share that with you guys and i really want to thank all those people because you know this is going to pay off for us in the long run so that's the end of the athletic

045component i'd like to open it up for any questions you guys may have okay thank you coach priest anybody on the board have any questions or comments i think the the youth sports i think that regardless of what happens with the numbers and all that i think the the lessons to be learned by those kids in team sports is is going to make huge tremendous dividends for us in the classroom and everywhere else but i'm just curious as to whether participation in that is what's attributing to the rise in the participation levels in middle school or if you can even tell that yet uh you know i think it's it may be a little too early to tell i mean uh i think my the eighth graders right now uh were the first ones when

046we first started it uh but the numbers are up so i will say that the the people that you have coming in have a knowledge when they when they are coming in and the thing is you know as far as for volleyball and basketball you really can't grow a whole lot because just the amount of space and the amount of teams that you have uh you know we can basically kind of get it to uh you know you have about 50 you can probably max it out at about 15 on a team so you're looking about 45 kids that you can get unless we want to start getting deeper into you know d and e teams so we're always going to be around there but i think the big component of it is those kids

047being able to come in with a knowledge of the rules knowledge of the game and just you know and being more comfortable coming in i think it's great work you guys did awesome with that for sure thank you yeah i know i got a i got a boy that for the last three years is really look forward to every saturday and and practices during the week and you know i grew up playing you know church league basketball and have been around other other leagues kid leagues but this is probably the most efficient and professional run type of of kids league and i think that's why you're seeing the numbers grow i mean the facilities are amazing and and the referees you know in youth sports that's a big deal that you don't have a 11

048year old out there trying to ref a game so um and they're developing skills and building character and so i'm really thankful as a parent that that's available and i just love the time i get to spend with the kids and the coaching and helping out those are memories being made so the more memories for more kids that can be made it's a win in my book so to pick you up back halfway and said this is our first year to do tisd league with my daughter we switched over and it has been really really amazing y'all done a great job and kudos to you and your staff that put that on because that's a lot of kids a lot of gyms a lot of practices and everything you have to you know coordinate and

049it's been seamless and easy and and my daughter loves it well that's awesome just to comment you know one thing we've we've been benevolently blessed with is our taxpayers providing facilities for us and this is just another way that we can get into those facilities outside the school day and open up to as many kids that wanted to access it so very appreciative of our taxpayers to be able to provide these facilities for our kiddos to to participate with and let me say something about the character and building stuff you know i grew up in east texas and played youth sports all through similar programming that we have here and you know i had some godly men that that really instilled a lot of morals and ethics and character into me as i was coming

050through here so as we talk about the future of of what tyler is and what we're able to provide in there we've got some good people that are actually coaching our girls and i really appreciate the character development that y'all are putting in there this year coach priest but this is one thing this is going to be a sustainable thing for years to come that we just didn't have i agree thank you anybody else okay thank you for the update thank you thanks for having me sir okay i think we have a visual and performing arts update next are you ms newton good evening board president washburn dr crawford thank you for allowing me to give you this update this evening um it's been a busy semester so here we go which is good first

051off we started out with marching season with those beautiful brand new uniforms that were out on the field so thank you board for supporting those they looked fantastic and of course legacy high school band straight ones at marching contests for at least the 23rd consecutive year so great job guys we recognized braden pursinger this evening for earning a spot in the 6a all-state band on tuba fun fact his dad is the head band director at three lakes middle school also would like to congratulate or call attention to the percussion section of the legacy band won second place at the excuse me lone star classic competition that's the highest place and score that that ensemble that group has ever gotten in that composition another fun fact they'd hurry up they had to rush to get over

052to that competition and rescheduled her time because they were playing at a playoff game so they hurry up and they got over there and took home second place our dance and drill is also doing a fantastic job of course they had their joint performance at the rose city rivalry this year tyler high school is headed to the dance regional competition february 5th it's the first time for them in over 10 years to participate in a dance competition like that legacy is also headed to two competitions one february 12th in kilgore and one march 5th in san antonio proud to say we had six pieces of artwork that were selected from tyler isd to represent us at the tassie tasby convention hubbard caldwell tyler high school douglas legacy high school and jack all had pieces that

053were selected to be on display at that exhibit every one of our bands every one of our drill team ensembles and caldwell arts academy all participated in the rose festival parade this year it was a beautiful day and a beautiful event of course day of the dead the tyler museum of art is a very valued partner because they offer opportunities to our students here in tyler these kids can add to their resume they had artwork in an actual museum so middle school students from tyler isd participated in the day of the dead contest as well as caldwell always has their annual day of the dead celebration a fantastic event our choirs have things to brag about as well tyler high school has not had any students participate in the fall tmea all region contest we

054don't even know how long we tried to do the documentation and look back to see how many years it's been it's been a really long time so we don't know but not only did they participate but they made a mark they had nine kids that made the all region choir then they had three students that made it to pre area and then they had those same three students that made it to area there is nothing higher other than state so for not participating for an unknown number of years to have that presence is pretty impressive our middle school choirs also had 34 students that made the regional choir and legacy's high school choir had 12 12 students that were selected for the honors choir our orchestra programs are really thriving right now our middle school

055programs are growing legacy high school's choir pro or excuse me orchestra program had 13 students that were selected to the all-region orchestra and we also hosted the um honors excuse me the clinic in concert for region choir at legacy or region orchestra i need to slow down a little bit um we hosted that over there and we also have a really great partnership with the east texas youth orchestra so we have many students that participate in that strings players love what they do and so any opportunity they can participate in events even beyond what's happening in the schools it's great to have that partnership as well we had lots of veterans day programming many special events happening on many campuses it was really great to see those happen i i got to go to the

056caldwell performance my kids were in it and it was pretty fantastic always impressive and heart touching um theater let's talk theater tyler isd does theater so uh legacy high school put on two full-blown musicals just in the fall semester big ones they did mamma mia and little shop of both were fantastic um caldwell did matilda jr with their elementary crew and then they did full-length matilda with their middle school that's a big deal to have a middle school crew do a full length musical is quite an accomplishment so kudos to them we also had several other theater performances hubbard did tinkerbell tyler high school did cinderella waltz three lakes little mermaid junior hog did guys and dolls junior and rice elementary did annie for kids pretty cool speaking of theater we had the texas shakespeare

057festival come out and they performed at both of our high schools which was a joint experience for our english programs as well as our theater programs they performed as you like it at tyler high school and 12th night at legacy we had we had the opportunity to have our empty bowls event that benefits those students or those people in east texas who experience food insecurities through all of the proceeds going to the east texas food bank it was a very successful event we partnered with ut tyler they came out and did demonstrations on potter's wheels and allowed kids to participate tyler high school kids came out and face painted district honors choir came out and performed along with other performances i'm very excited for and i want to make sure i pronounce her name correctly

058if i don't i apologize kim kimia lemay her artwork was chosen to represent at the congressional art competition first place her artwork will hang in dc that's a very very very very very big deal another parade happened the christmas parade again every one of our bands our drill teams caldwell arts academy all participate in that as well as the honors choir saying at the tree lighting ken we also wanted to congratulate quinn squires who uh caldwell starr her artwork was chosen for the cover for the tyler isd christmas card and she was one of her ornament was one of 12 ornaments to be selected to be on the texas tree in dc many many many many holiday performances and they were spectacular the holiday presentation at raymie elementary was written and produced completely by their

059music teacher uh le patrick thomas and it was fantastic it was really good i keep using that word fantastic but i just i'm so proud so um and i am proud to say that our visual arts program i was going to bring all three of these in here because we're three peters now we are a district of distinction for the third consecutive year which puts us in the top four percent of all visual art programs in uh texas and then what's coming we've done so much but we have another spectacular semester ahead of us many uil competitions solo and ensemble concert sight reading one act play tyler isd hosts vase junior vase and team which are the uil equivalent for visual arts we will also host several uil events as well arts fest is coming

060up february 19th we'll have a jazz festival at bolter middle school which will feature our headliner is the stockton helping initiative which is i don't know if you've ever seen them perform but they're they're really cool they're cool cats um they um are they're a jazz ensemble from university of north texas and they come and they teach as they perform these different jazz pieces and we actually got a small grant to help offset some of the expenses with with him coming we also have dallas brass that's going to come and kick off their nationwide tour and work with our band programs at the middle schools and the high schools so that's about it for right now can i entertain any questions it would have been weird for you to put it on here and you

061could talk about yourself but weren't you identified honored with an award or recognition this year what what tell us about it i was now i'm going to blush [Music] um administrator of the year i was fine arts administrator of the year for texas yes there you go okay i have to thank you dr crawford because you there's a video a montage that was put together and um i am proud to be from tyler texas and i am proud to be from work for this district and when you got on the your part came on the video montage you should have heard the applause in the audience because there's a lot of folks that like each other they had a board meeting that day or something didn't they you did and i appreciate you doing that

062yeah so i appreciate that hey i'll tell you this you know we we love the arch and we love extracurriculars here i mean it's it's it's not just about friday night football here in tyler isd i think we compete very well and make sure that the the experience is is available for every kid that chooses to to access it so thank you for what you're doing thank you for all of our art our vpa and our band and our coral and our orchestra um all the staff i mean it's been a it's been a tough two years in education in texas period and for them to continue on with the same level of uh of outcomes has been uh fantastic is the word that you usually use so there you go thank you dr crawford

063well congratulations somebody else have any questions or comments i think that's fantastic thank you fantastic since you've been here it's been nothing but successes so just keep up the good work and we're proud of all the kiddos that are involved in extracurricular activities and visual and performing arts thank you thank you [Music] okay next we have a competitive academics update board in case you're wondering uh it's mid-year so there's not a whole lot to report from gary brown so he's kind of get through his presentation here since we had so much uh the athletics and the vpa was a bit meatier so mr brown your efficient presentation please yes um ford president washington dr crawford and trustees i do appreciate the opportunity uh extracurriculars certainly this is the academic side we've seen that seen athletics

064and the fine arts and it is very heavily weighted into the spring semester but i do want to highlight a couple of groups that have competed prior to our christmas break the regionals were held for state congress and this is a team of students from a legacy high school and i don't know if this has ever happened before we kind of look went back in time a little bit but all five of the legacy students swept places one through five at the regional state congress me so they all had an opportunity the three on the left metal gold silver and bronze and then the two alternates to the state competition and there at the state we had a kaiser jackson in the middle who actually went last year as well senior from legacy finished in

065the top 12 in the state meet and then we had the other two the silver and bronze medalist from regional finished in the top 40s to just an outstanding team all around this is uh once again we're in the spring our career and technical student organizations where our cte students get to compete outside of the school day in a variety of career-related events this is our first year to have deca we've started that chapter we've been wanting to a couple years last year they kind of took off because of the pandemic but we started this chapter up and this team in marketing management team decision making finish first at district six and they'll be going to state next month to compete in that competition so we hope that program is going to grow okay i

066missed it what does deca stand for it used to stand for distributive education clubs of america okay but they dropped that part and that's just they kept the acronym all right and it's basically business accounting and marketing right and that's what these students yes but several of these have dropped the name they kept the acronym because people are so weird so really mine is looking ahead of things that are happening so tomorrow we're going to start to tuesday night and thursday night at caldwell we have the tyler isd robotics competition first through third grade is tomorrow evening and then thursday evening will be the fourth fifth sixth i guess fourth through eighth grade will be on thursday at caldwell this month and next month as we mentioned we saw the one group in deca but

067very very heavy in competitions for our career technical student organization skills usa technology student association the health occupation student association they'll be competing for opportunities then to advance to state the next speech debate or our debate round uh will start this week as well so we've got 3a with early college high school 5a with tyler high school and 6a with legacy high school and those are going to be held two the three are going to be held here in tyler and so they'll have an opportunity to advance in cross-examination february 5th we're a few weeks a couple of weeks away for the uh from the uil elementary meet that's always a great event for those young students to compete in their academic and kind of a precursor for what they're going to see as they

068move to middle school high school that will be held at the ctc and at the end of the month in february it will be the middle school academic meet and we've made the decision to move that to the high schools to give these middle school students an opportunity to go and see and be inside the facilities so we're going to try to rotate that between tyler high school and title legacy high school that's at the end of february and then we have the state contest for the career and technical student organizations we hope to have a lot of students advance to that level and can bring you that information in the cumulative report the if we have the same success that we had in state congress the state contest for cross-examination will take place uh

069that's the la the weekend at the end of our spring break we have to have some students there and then comes the big the traditional what you're probably most familiar with the ui academic meets for 3a 5a and 6a tyler legacy is hosting for 6a and tyler high for 5a for the districts and that will be in march and that will stretch those students that advance out of district will have an opportunity to go to regional to compete the 3a is at the region 8 service center 5a is in prosper and 6a is at baylor university and then from there for those that do advance beyond that the academic portion of the meet at the state level in austin will be the first weekend in may and those that advance in the speech contest they'll

070go towards the end of may for they're so very very heavy and in as we get towards the end of this semester in austin not lavernia right not lavernia in austin texas yes so strange last year it was and that's that's my presentation board isn't it great to see kids be resilient and go to school and be successful don't get caught up in adult stuff but uh very very proud of our kiddos and our students that are fired up competing in academics and fired up competing in vpa and athletics so very proud of our students absolutely okay thank you mr brown thank you okay we got an m-class middle of the year summary so this is a middle-of-the-year summary for our early ed year and joining us at the presentation table are two doctors dr

071james cureton and newly doctored dr johnnida ward so dr ward dr curedon evening board president washington dr crawford we're here to present again the middle of your m-class data the students took this test were assessed on this test in december right before the break and we assessed kindergarten through second grade students the reading skills and they're assessed one-on-one with the teacher three times a year the middle of the year we really try to use this data to help gauge the progress so that we can make some instructional adjustments as needed so that we can have more of our students on or above grade benchmark by the end of the year so we're really looking at student growth and performance on the various reading skills so our first piece of data here is kindergarten students first

072grade and again second grade percent of students at the beginning of the year versus the middle of the year now while we did have several students that grew we're looking at the students in that that's in this data set that are at above benchmark at the middle and you can see that our kindergarten students we had about 11 of the increase in kindergarten first grade why there was not an increase it was not a significant decline and we're going to talk about our next steps later on in the presentation and then second grade we had a five percent increase when we look at the same data by grade level and demographics when we look at the all grades combined we had an increase across the demographics slight increase in kindergarten again we had more of

073a significant increase in kindergarten across each demographic we still saw that decline again in first grade not significant but that is something that we are concerned about and we're going to address as we continue progress monitoring these students to make sure that we're on bench more of our students are at our above benchmark by the end of the year and in the second grade um in the african-american it was not a decline but we did not see the increase that we were hoping for and we did have an increase in our other subgroups now the last slide that we're going to share with you is looking at it by reading skills so in kindergarten as you can see we have five skills that the students are assessed on and one thing i want two pieces

074of data i want to point out with kindergarten is in decoding and word reading and for those of you that are teachers you know that that is very important to be for students to be able to code and of course read words in order to be a fluent reader and so we are proud of those numbers at the beginning of the year in kindergarten we only nine percent of our kindergartners that were at above the benchmark according to m class and we're not 32 percent so that was a 23 percent gain and also we're word reading we have about 44 of our kindergartners that are at above grade level in comparison to 11 percent when they started the year in first grade they have um six skills that they also assessed on and there was

075five skills for kindergarten excuse me six skills they add reading accuracy and one thing i want to point out with the word reading as you can see in kindergarten again it was 44 we have about almost half of our first graders are at word reading so we had a significant increase with that as well and then in second grade they're assessed on six skills they're no longer assessed on letter names and phonemic awareness but now we add reading fluency and we know that reading comprehension is very important and as you can see with that reading accuracy we have about 55 of our second graders according to the middle of the year benchmark data that are at or above grade level and second grade so as we look at next steps because we know that we

076of course want to increase those numbers of percent of students that are at or above benchmarks so one thing we can do although the test is given in its entirety um three times a year teachers can progress monitor so if i'm a student and i'm really struggling struggling in kindergarten and letter names then that teacher can continue to work with me in small groups and they can progress monitor me and give me the assessment just in letter names to make sure that i'm meeting my mark so that i can be at or above benchmark so we're going to continue to identify those struggling students to make sure that we are progress monitoring them another thing that we've noticed because this is the second year that we've given this assessment so you know with giving a

077new assessment we always have to have training this test is very subjective it's not like the multiple choice test would start right or wrong answer so we realize we really need to continue to train our teachers to make sure that they are assessing the students correctly and that they are making sure that this they know exactly what the students need in order to get above um at grade level and james is going to speak to that a little bit more the plan for making sure teachers are trained appropriately good evening board we do provide training now but what we really want to do um because this assessment is so specific to reading skills which is obviously very important prior to star uh what we really want to do is kind of enhance the training and

078provide a little bit more hands-on with walking teachers through this assessment once they get data walking them through their data on a very small kind of a group and then walk them through the process of progress monitoring and then looking at their progress monitoring data with them to kind of make sure that along the way every step all of our elementaries know can read their data can utilize the data to the to the kind of maximum capacity that this assessment provides and so we're looking at how we can implement that without too many kind of hiccups as we go on from here [Music] any questions it's a comment real quick as y'all get your questions geared up i'm pumped up about the decoding because if you with a flashback to 2018 18 18 when we

079started the letters uh initiative with uh with the you know going back to the old school phonics that was one thing that we were really concerned about is how much decoding our students have to do considering the dialect that we all share here in east texas so we've really encouraged our teachers to be more articulate when they talk and make sure they pronounce their uh their words uh concisely instead of just rolling through them sometimes like i do um and i go back to manny mcdowell in carthage texas in 19 or excuse me in lindell texas in 1979 some of y'all know manny mcdowell in this room sweet little lady but she was a teaching demon about phonics and she made sure that she overcame her east texas dialect when she was instructing us and

080i i hope i hope that's a reason that we're that we're seeing some uh responses on the decoding end because kids are not able to get through it themselves without having the the either the teacher's dialect uh the the colloquialisms that we have here get in the way as well so because i know that's that was a huge problem the conference that i the the few conferences i've attended on uh reading proficiency and phonemic awareness that is an issue that we share in the south and in east texas more than other regions across the country we love the way we talk here but it does not help us in regard to reading instruction that sometimes okay does anybody on the board have any questions or comments about the m-class middle of the year summary i

081have a question i'm looking at the campuses that have improved do we have the data for per campus do we have the data about this for campus and can we have it to see what campuses are struggling and are we doing anything to help those campuses specifically to catch up second grade doesn't look that bad you know 17 improved out of 18 but 9 out of 18 for first graders are concerned and you know 13 campuses out of 18 is a concern so can we have the data per campus and see what we can do to alleviate some of that we'll send that to y'all tomorrow absolutely i know sometimes in reports we get and when we're measuring against some sort of bar some sort of benchmark and i get them mixed up but sometimes

082the benchmark is is where we want to be at the end of the year so at the beginning of the year it's low and we eventually get there are these benchmarks uh like that or they are okay yes sir so they adjust from beginning to middle to end of the year so this the standard gets raised yes i know in some other scenarios we measure against kind of the end of the year expectation in the beginning of the year correct so these benchmarks actually elevate throughout the year okay yes sir just making sure i'm tracking anybody else okay plenty to work on thank you uh for your presentation and that concludes all of our presentations for tonight well no not all of them that portion i should say okay uh business legal finance consent agenda

083um i know we're gonna we're gonna pull item b you know like we always do approval of gifts and donations um so unless anybody else has anything they want to pull i'll go ahead and entertain a motion on a through j with the exception of b so moved thank you to have a second second all right all in favor say aye hi all opposed guys have it the motion carries okay we'll move on to uh gifts and donations page 36 of your agenda book we've got two gifts and donations we would like to put in front of the board for consideration i'm very excited about the three lakes middle school pta and they're 9572 and 31 dollars and 31 cents that they're putting in front of the board tonight and i'm very appreciative of them

084as always we are with our our philanthropic philanthropic folks and booster clubs and ptas that go out there and raise money for our kiddos um here tonight um we do have members of the tyler isd foundation uh they they're they're troopers for sitting through tonight's meeting we appreciate y'all being here uh but we have ninety four thousand seven hundred forty two dollars that they were they provided to various schools and programs and i'm sure that they want to get a picture taken with you here tonight as well for the grants for great ideas that were distributed last week thank you all so much for that awesome always a great day in tyler isd to see the grant patrol roll up and uh deliver that good news to uh teachers and students across the district so

085do we have a little picture opportunity we want to there is a big check let's let's get down there and take a picture see john fry i just i just thought you were interested in local school district governance i didn't put two and two together while you're here right here thank you thank you motion to approve gifts and donations thank you mr martinez do i have a second second all in favor say aye aye all opposed eyes have it and motion carries okay we are moving on to our curriculum instruction and consent agenda we have a memorandum of understanding with tjc for early college high school and uh field experience agreement for the university of texas at tyler for adaptive pe students just just a little bit of a these are annual opportunities for the

086board to consider these mous very proud of a obviously with early college high school this is our annual articulation that we have with tyler junior college for our early college high school jennifer do you remember the numbers on that 82nd ranked high school in the state of texas according to u.s news and world report 532 out of 18 000 high schools nationwide that's their ranking they are the top-rated high school in east texas very proud of early college high school and what they're performing over there along with our partnership at tyler junior college it's very impressive go ahead and entertain a motion on those two items i move we approve items a and b of the curriculum instruction consent agenda second thank you all in favor say aye aye aye aye all opposed eyes have

087it motion carries uh moving on to a construction update mr loper tonight with us we have our facilities department or our most of our facility department three-fourths of them mr tim loper director of facilities would like to provide you all a construction update on our most recent projects thank you dr crawford and president washman and board of trustees this will be a construction update of the high schools and it will be the last construction update of the high schools but we'll be back i'd be remiss if i didn't tell you what an honor has been being involved in these high schools these legacy was the largest project i've ever done and then we threw in tyler high too at the same time so it's been very gratifying for me personally but also a milestone for

088us as a district because we've always had a board that has supported facilities a lot of you have been here for a long time and seen that over the past if mrs jones and mr baddington will come up to the table they're going to take you down memory lane a little bit and as i went back and we looked at photos and things i couldn't help but think about the things that i remember and challenges we had at the old legacy in old tyler high one of them the courtyard's flooding and students having to bring two pairs of shoes to school just to change class at times uh i know some of y'all the blinds the blinds i always got called about the blinds in the courtyard you know the the gymnasium was never at

089the right temperature tyler high was a two-pipe chiller system and i'd have to explain to the staff every year why we can't just turn the heat on on those burnings on spring days it takes 12 hours to dump the hot water into the chiller to cool it down why are you saying staff it's like an 8 o'clock phone call from the superintendent tim it's way too hot in here man i can't do anything about it 30 degrees this morning we got to 70 today so yeah so you know the thing about it is we a lot of it we've been through a lot of adversity these projects were long they were four years and it didn't go without you know our own challenges from snowvid to covid to supply chain issues to all that but

090we did it here yes dear we did have a deer just in peace randy yeah randy but but you know what um we couldn't have done it without your support and and and my gratitude for being a part of this and my gratitude to the taxpayers of this community to support us on both of these major major projects you know this year's freshmen have a new norm and that's not knowing what the old norm was and so we've provided some really really good facilities and at this time we're gonna see a couple of short videos and i think tyler highs up first and then we'll be here to answer any questions or they will a hard to recognize entrance 14 portable buildings past their prime dated finishes subpar athletic facilities and a challenging site security

091at tyler high school paved the way for the bond 2017 construction program that has transformed the campus into a state-of-the-art facility that provides a safe and modern learning environment construction began in november of 2017 and we were successfully able to transition the active campus through 12 construction phases the design and construction of tyler high school overcame many challenges such as subterranean construction site drainage challenges multiple phasing geopolitical changes extreme weather and of course material and labor challenges related to a global pandemic new and renovated academic spaces with a prominent campus entry improved site circulation and new spaces for fine arts and athletic programs were all made possible by almost 250 daily construction workers and 270 thousand dollars per day of activities at its peak tyler isd's facility services department is proud to report for the

092last time that the tyler high school construction program was greatly successful and within the bond 2017 budget [Music] [Applause] [Music] [Applause] [Music] [Applause] built in 1958 the structural still low sealing school with classrooms opening to the exterior presented many difficulties for faculty and students of taller legacy from heating ventilation and acoustical control issues to the ongoing canopy leaks with no real protection from exterior elements flooding courtyards to windows forming condensation ada issues and plumbing that was hard to manage with all the building additions it was time for a new high school facility to be built for the 21st century entire legacy opened its doors on schedule and within budget for the 2020 school year and completed phase 3 exterior sports october 2021. the new state-of-the-art facility features natural daylighting throughout energy efficient windows mechanical and

093electrical system that use less energy thermal comfort environmentally safe and secured and closed campus amazing athletic and fine arts facilities acoustical comfort and the best technology in all classrooms tyler legacy high school was designed and built to last and we owe it all to the taxpayers that have supported us over the years [Applause] [Music] [Applause] [Music] all right good evening board uh thank you again for this opportunity to provide you with one last construction update for our bond 2017 project and at this time we'll answer any questions you may have about both projects well i'd like to say that it's been exciting to be able to be a part of this um and i want to express my appreciation to y'all for being so much right on top of it and and doing such an

094absolutely wonderful job all the way through um is this video going to be posted anywhere sure i think it's good i think i think it should sounds it may not be the narration on top of it we'll certainly have some video okay yeah provided to the public on the website yeah thank you i just want to say great job to all three of y'all and everybody on your team the schools are beautiful the complaints were minimal um you know it was smooth and that's a credit to you guys so awesome job appreciate it thank you we hired the right people we agreed thank you we appreciate it y'all did a great job we'll say that uh i think they're pretty cool and calm and relaxed tonight um their jobs were pretty watching them over the

095last four years uh like a duck swimming on water and you know up top just kind of glided over the water but down low man they were fast and furious and uh there was there was a lot of stressors that weren't quite as public um as we needed there was deadlines and timelines and y'all kind of alluded to some of that in your video but i'm very very proud of you all to uh to pull this off and then maintain your your poise and your stoicism at the same time we just did not have a lot of issues i can't say that about when i first came here back in 15 i think when we were tying those things up we it was rough for a while there but you guys did great appreciate everything

096you all did yeah thank you sir 83-17 that was what the attack that was what that vote was won by at that time it was that year the uh biggest bond uh passage in the state you know tyler texas came out and they supported us and we're eternally grateful for that and the only question that i'll ask is were we on time and on budget i think we were that's great yeah so thank you for proven to us and the taxpayers that we can handle a project of that scale in a in a time as tumultuous as from 2017 to 2021 i mean materials labor the fluctuations were i mean pretty insane so thank you for doing all that you did and they look great tyler texas is proud of those facilities and i am

097too don't go anywhere all right thank you for your presentation thank you for all your hard work okay always fun time of year we have the district calendar for the 2022-2023 school year just a first reading so one of my favorite things to do is present the calendar to the public to the board here verbally from the dice and so we'll just kind of roll through that real quick the first day of school we are proposing is august 15th first day back for all staff will be august 8th we'll throw convocation in there about august 11th i think and then new teachers will actually start the first week of august september there you are with labor day on the 5th of september a pretty long month right there and then in october you get to

098october the 13th an early release day kind of a mini fall break right there on october 15th and now remember this is for everyone that's not 226 on contract so if you're a year-long contract you don't get that day off okay um make sure we stay that state that it's it's for campuses to be off that day unless you're a 226er november 2022 we've got a week there for uh thanksgiving that's nine days counting the weekends mr jones nine days the heck of a profession that we're able to to participate in with that that type of thanksgiving break then you get to december of 2022 we'll have an early release day to signify the the start of christmas break and that's right we call it christmas break here in tyler texas we will have an

099early release day that date for a 16 day excuse me 17 day christmas break because of when january 1 falls it falls on a sunday the same thing that it that it uh that christmas the same day that christmas falls on uh we're going to take an extra day they're hard to ask everybody to come back the day after new year's there are some districts that were splitting up christmas uh maybe not taking the full week before the week bef uh before christmas instead of maybe taking two or two days before actual christmas day and then maybe even taking that entire week off after january 1st we talked to our calendar committee we've put it out there we also know that it's a little tough sledding to but tradition sometimes here in tyler so we're

100going to go ahead and take the normal two two week block together instead of splitting that up february um is a we're all refresh excuse me we're in january now martin luther king day very important day for us we're off on that monday the 16th so there's actually two weeks two days off in january we get to february it's a fairly quick month there's no days off during that month march of 2023 we get all the way to march 10th and our spring break is aligned with all other school systems in smith county including tjc it really does help our dual credit students out to have their their breaks aligned with tyler junior college so we're off on the 10th for an early release day and then off for nine straight days uh incredible april

101you see that we have good friday scheduled to be off right there remember we don't mess around with good friday here in tyler texas we don't roll the dice like we did back in 2013 and before and just call it a bad weather day uh because that's who wants to be blamed for having to go to school on that day whenever you get a little snow of it happen to you we definitely would have had to go to school on that day last year but we take good friday off very proud to do that for a little three day weekend there notice those red boxes right there those are state testing days we cannot insert an early release day right there because that is a testing day the early release day that we typically are

102trying to do now before we have big breaks or even the small breaks so in case anyone's wondering why that box is not great it's because it's a testing week then we get to may of 2023 uh last day of school actually may 26th uh graduations are listed here over on the left again we alternate the the the comprehensive high school graduations every friday and saturday for those that might need to make some arrangements for that we have memorial day on the 29th and then some staff development days tagged onto the back of that so we're able to not start incredibly early in august i know sometimes we'd like to start maybe in the middle of september but we're actually going to finish before memorial day again a big thing for our for our students

103our parents and our student and our and our teachers that were able to wrap the school year up prior to memorial day and i completely agree with them hard to come back for a couple or three days after that memorial day weekend with students any questions about the calendar calendar committee helped us construct this we gave them a couple three proposals miss heinz thank you for leading that charge we will after tonight we will actually post this online for comments to be made and then bring this back to you all at a uh at a future board meeting okay i'm sure comments will be made and uh thank you for the calendar committee for putting that together um always fun so this is just the first reading and we'll come back and and approve uh

104the calendar at a later date comments will be made okay um future business february 10th board workshop and a february 21st regular meeting then on may 7th as it was stated earlier we have school trustee elections for single districts one three and six that's me um miss harrison and mrs atkins so i want to wish both of you all the best of luck this year and uh the next item on the agenda is adjournment um anybody move to adjourn oh i have a motion and i have a second okay all in favor say aye aye aye opposed eyes have it motion carries this meeting is adjourned is thank you uh
