love us, that we know you and can know you. We thank you, God, for your hand on our teachers, our staff, our administrators, the decisions that are made in this place. Father, we pray that they would be led by the Holy Spirit, that they would be for the good of our community and for our students. We pray for protection over our teachers and staff, that you keep them safe and well, that you bless them financially, that you bless their families, you multiply back the time that they sew into our students. We pray over our students that you'd grow them into the men and women that you've called them to be and that you would allow us the opportunity to see them do that. We thank you for all these things. We praise you for who

you are. We thank you that we're fearfully and wonderfully made in Jesus name. Amen. >> Amen. >> Thank you very much. >> You'll do the pledge with me. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Honor the flag. I aliance to thee, Texas. One state under God, one and indivisible. >> Thank you. Right. Is Miss Wendy here for our recognition? >> We have them. So, we do have some 22 26 awards tonight and those will be from West Columbia Elementary. So, Principal Bolton. >> Thank you so much. I appreciate the opportunity to recognize some of my brightest and best. Um, good evening everyone. Tonight, I have the privilege of recognizing someone

who truly embodies what it means to go the extra mile for students and for our school community. Miss Rebecca Holly, please come on down. Miss Holly serves as our English learner interventionist, our EV interventionist, and year after year, she demonstrates exceptional skill and dedication in preparing our students for the TEP pass exam. The growth her students consistently show including on the STAR test is direct reflection of her expertise, her commitment, and her belief in every child's ability to succeed. However, what makes Miss Holly especially deserving of recognition tonight is not only the excellence that she brings to her role, but the countless ways she has stepped up beyond it this year. With a strong background in mental health, she has taken on the responsibility of serving as our on call counselor, meeting the immediate social

and emotional needs of our students with compassion and care. She coordinates our lessons with our special teachers each week, and she thoughtfully prepares seven mindset lessons for our classroom teachers to use on Fridays. ensuring that those important skills are reinforced and carried into everyday classroom experiences. In addition, she has supported our campus by collecting and coord coordinating GT nominations, completing GT testing, contributing to our behavior response team and threat assessment team, and helping lead our MTSS meetings. In every space that she enters, Miss Holly brings professionalism, heart, and a willingness to serve. She is always a the definition of a true team player. She's always ready to step in, always ready to help, and always focused on ensuring that no child is left unserved. Miss Holly, your impact on our campus is profound, and your

dedication does not go unnoticed, and we're incredibly grateful to you. Thank you. All right. And then I have two more. Tonight, I'm honored to recognize two outstanding educators who have not only gone the extra mile, but have helped lead a movement that continues to transform teaching and learning across our campus. Miss Jennifer Chrisell and Miss Cheyenne Rody. Thank you, ladies. Three years ago, during our start a movement theme at West Columbia Elementary School, these two ladies joined me in launching a cohort of teachers committed to learning and implementing the universal design for learning practices in their classroom and just as importantly spreading that learning across our campus. Fast forward three years, that movement is still making waves, stronger than ever, thanks to the leadership of Mrs. Chrisell and Miss Rody, who now serve as our

UDL cohort leaders. In this role, they have led 21 hours of professional development on our campus while also committing themselves to 24 hours of training through region 4 to deepen their own expertise. They have facilitated a year-long book study for our UDL cohort, led two rounds of schoolwide peer-to-peer walkthroughs that included meaningful coaching conversations, and have spent countless hours celebrating and highlighting the UDL wins happening across our campus, both in lesson planning and through social media. Their impact is not felt just within our walls. On April 1st, they will be representing WCE at region 4 by presenting our UDL showcase, sharing the powerful outcomes of their work and the progress of our campus with others across the region. Their commitment to making learning accessible, engaging, and meaningful for every student speaks volumes about their dedication

not only to their craft, but to the success of all students. Miss Chrisell and Miss Rody, thank you for your leadership, your passion, and your unwavering commitment to ensure that every child has high access to high quality learning experiences. Mrs. RIGHT. >> NO, with Barrow as normal. >> Oh, sorry. Co was distracting me. is my >> right after the board meeting in February, we had our lunch with loved ones event u where they got to invite any loved one from their family or friends group to come eat with them and we had a great turnout. So I just wanted to highlight some of those families that came out. Next are bomb diggity Derek hands. We have had so many. Last week we had at least 15 and that was just in one week coming back

from spring break. Um, this is just some of those to highlight some of those faces. Uh, and then I don't want y'all to think we only have fun. So, just a little bit of learning going on in the classrooms at Barrow. There is, um, some fifth graders in there, second graders just working in partner groups on the floor. And then, um, we do a lot of incentives weekly, monthly, all of the things. But on top of that, and I talk so much about layering and layering and layering supports um to help students be successful, and you'll see students on the right hand side um having Coke floats um for getting their AR points that um month. So, we've been working hard on pushing all the different um programs that we have to help our students

on campus. So, just a little of that. Um and then we have been blessed for the past few years and again this year by the community foundation of Missouri County um with a donation to Barrow. This just helps us provide extras that enrich our learning and create opportunities that we wouldn't have without the additional money. So I wanted to highlight them because they do do a lot for us year after year. Uh, first up, we had 30 plus students take a trip to Texas A&M for PowerUp. It used to be WIT with women in technology. They've expanded PowerUp, so it's still focused on careers in STEM, science, technology, engineering, and math, but they were able to go up to Texas A&M, participate in nuclear engineering, science center tours, and get to explore careers in the

STEM techn in the STEM areas. Um, so that was a great experience for a lot of our kids. Uh, next we had our speech and debate team and again Jordan Williams who qualified for nationals last year qualified again this year. So, she's doing a great job. We also had two freshmen that placed. So, it's great to see the younger students get involved in fourth place and hopefully they'll they'll build on that throughout their career. So, wanted to focus on that. Wanted to draw attention to them. Um, next basketball announcements came out for all district teams. So, I just wanted to make sure we took a minute a minute to um know who that was and congratulate them if you see them. So, we always like to see the all academic as well. And then we've

got both soccer teams are playing in playoffs tonight. The the boys are in Navasota, the girls are in Wharton. So, they started right about the time we started. So, hopefully we'll get some updates. We'll know how they're doing throughout the night. If I get anything, I'll let y'all know. But, we want to cheer them on from a distance. So, good luck to both of those teams. And just a quick recap of all the spring sports we've got going on. We've got softball, baseball, spring tennis, uh, boys and girls golf, track, they're all having great success, track, you can see at the Vanlec relays, JB boys and girls and varsity boys and girls all won. So they swept that track meet which is pretty impressive. Um, just got word today that the boys won the bowling

invitational for golf. Uh, Grayson Nent shot at 79 for first place. Um, both of our softball and baseball teams are doing well. Uh, softball has an overall 135-1 record. Boys are 13 and five as well. District softball is five and one. So, they're off to a good start. Baseball, we're two and two. They've run into a couple couple tough teams. Hopefully, they'll start putting together a winning streak in district now. Um, wanted to highlight our students of the month, teacher of the month. So, just wanted to give them a shout out for their academic successes. And then just wanted to share some save the dates coming up. It's that time of year where we're going to have to start preparing for graduation. So, I just wanted to share that with y'all. Put that on your

radar. >> So, uh, assistant principal Massie, you're gonna talk tonight, >> I guess. So, >> I'm here. I seen seven slides. So, I'm going to make a real >> Miss Ariel's at soccer. >> So, on our first slide, that was our GT night project showcase. So, we did it for all grade levels, and they parents came in, was able to see the students work that they worked on all year. Um, our next slide was our fifth grade meetings. Um, this is with Barrow and West Columbia Elementary. So, this is going to be our future sixth graders coming in to West Pres. Here they come. >> This these are the next few slides. This is three through five will be classrooms at a glance. So, I'm just going to run through it. Um, the first one

is Miss Finch Lewis. So, she uses uh rock papers and scissors to determine roles on which kids when they do assignments. The next one should be eighth grade reading. Miss Keane, she uses STEM sentences to create short constructive responses. Our next one would be STEM. She has but seven steps and eighth grade science, Mr. Brown. And they use stations to apply their learning. Then our next one is our beautiful seven brew delivery of goodies to us. They came to us twice because we're so needy. >> And then our slide seven shows West junior high, our esports team. So, this is our first year to compete and our team has some great placements. So, like Donnie was 46 in the world. >> Thank you. >> Good job. >> All right, our first slide. I have several

pictures, but we're going to go through them quickly. The first one I just wanted to show. We celebrated Go Texan Day this year. Had a good time with the kids dressing up. Actually, Miss Rody that was here. She's the one that helped us organize that. Then also on the next slide, we celebrated um Dr. Susan's birthday and read across America and we have March marathon reading competitions going on um on campus right now. Another fun dress up day. And then on the next slide, I wanted to highlight that that the CHS FFA officers did an impromptu pet zoo for us during our specials um before spring break. They brought over their animals and their officers uh taught the kids about the animals during the specials. They all get to got to go see all the

animals and pet them. They had the best time ever. We so appreciated that. And then on the next slide, I wanted to highlight that we had our fourth grade Texas program and open house. We kind of do those on the same night. I don't know if you can tell from the hallways that it was super crowded. I stood at that door for a good 15 solid minutes just greeting people as they walked in the door. My face was killing me from smiling so hard. It was just amazing how many people showed up for us that night. The next slide just shows more pictures of that event and the amazing work and the great conversations that teachers were having with parents. It was a really wonderful night. That same night um as a part of open

house on the next slide is our fourth graders. They do a wax museum um and they line the hallway dressed up as the famous Texans in history and they have little speeches that they prepared about the person that they researched and they dress up and you step on their little button and then they tell you about themselves. Um so it's really fun and the kids learn a lot from it as well. And then on the next slide, I just wanted to show you that at WCE, attendance really does count. In the center, you can see um a classroom that won the best attendance for the third nine weeks, and they are celebrating their extra recess. On either side, you can see CHS students delivering candygrams to our students because we had a monthly competition where

one uh grade level, excuse me, one home room from each grade level, whoever has the highest attendance for the month gets a prize. And this past month it was the CHS students delivering candygrams. Then on the next slide you can see that our drawing for the third nine weeks also attendance incentive um was trip to the museum pass for their family and then some gift cards. And then on the next slide you can see on the left our students when they fill up their attendance tracker. So if everybody's a present that day they get some a cookie on the tracker and when the whole tracker is filled they get a cookie party. So that's another class getting a cookie party for filling up their perfect attendance tracker as a class. And then this next fourth

nine weeks um we are doing drawings every other week for students to receive uh tickets to the Space Cowboys baseball game. So at WC attendance matters. All right. So we are starting with a picture of just some outdoor learning. We have our pog zone that is out outside um in a separate area from our our playgrounds and so you can see the flower beds. Um they're not in the hammocks because they were riding, but we already have things growing and it's just fun. This is um our some of our first and kindergarteners. Then we had our careers on wheels which if you remember is just like touch a truck. And so we have a bunch of big trucks that come. Betail comes and they bring their lift and they show the kids how high they

can go. Um, GF Coast Rescue comes and they bring an airboat. Um, they let the kids get in the boat and then get off. The kids get to hear how loud it is. Um, someone comes from the Brazora County Barn um, from road and uh, transportation, the railroad department, the new building off 288. They come and they bring a huge vehicle. So, the kids just get to come. They let them toot the horns. They let them push. They let them do everything. So the constables come, they let them sit in, do the sirens, and it's just a good time for everybody. Other thing is we had our attendance incentive. We had a glow party. So these are just some of the pictures from our glow party that we had for our um students who hit

our attendance goal. The way we try to work things at Wild Peach is all the students get to attend. They just may get something extra. So, everyone gets to attend the glow party, but some of the kids earned the beaded necklaces, some of them earned beaded necklace and the glow necklace, and then some of them earned beaded necklace, go glow necklace and glow bracelets. And so, it is a fun, it's a fun time. And then um we started AR at Wild Peach this year and just trying to get our younger students um invested in reading and just trying to foster a love of reading in all of them and just finding ways. So I will tell you I was pleasantly surprised that we had over 50 students hit that first AR goal and students were

able to have we had ice cream sundaes and so we they got to pick chocolate or vanilla. We scooped the ice cream if they wanted sprinkles. We put sprinkles, ready uh what's it called? Ready whip. >> Ready whip. And then uh chocolate syrup on top or cherry. So they got to tell us everything they wanted and it was a fun mess. >> Thank y'all. >> Very good. It's fun to see what's going on on the campus since we don't get there very often. So next is citizens to be heard. I have two ladies that would like to come. Miss Horton or Miss Head. Y'all are welcome to come and speak for five minutes. Um we won't be able to take any action on anything that you might talk to us about or any of your

concerns, but we're here to listen and we're here to direct, you know, uh Mr. Galloway to do what he can to help us. So, if you'd like to come, you can stand there or you can come forward. Whatever you'd like to do. This is Miss Head. And this is her daughter, Maddie. Maddie, you're in the band? >> What instrument do you play? >> I play out. >> Well, good luck. >> I'll go ahead and get started while she's still passing those out. Um, good evening everyone. If I haven't had the pleasure to meet you yet, my name is Melissa Hed and I'm the mom of a sophomore band student and a former band student and CHS graduate as well as the band booster president. As a booster, I want to invest our money into the

band so that they can be successful in competing and performing as well as helping them have a well-rounded education like students in so many other schools in Texas. The band is not being supported by the school to be competitive like so many other competitive groups are being supported within our district. This is why I'm here tonight. If you look at the first paper I handed out, you will see a list of 19 school districts in the area, including ours. We currently have three band directors and 427 students in band from sixth grade to 12th grade. That is a student director ratio of 143 to1. Next year, enrollment will be at approximately 500, which is a ratio of 166 to one with our current three directors. To be comparable to schools in our area, we would

need five directors, which would be a ratio of 100 to1. That isn't even the state average, which is 60 to1. Currently, Celo ISD is the only district in the area with a higher student director ratio than ours. Our district has five performing bands and as a whole has over 40 performances a year between 6th and 12th grade. They travel by bus to many of these events throughout the year, including football games, contests, and parades. And we don't even have enough band directors for one director per bus. The band wants to compete and in order to do well, we need enough directors to be able to lead them to perform their best. Many of our students would like to have more opportunities, such as a jazz band, but there's no time in the schedule for three

directors to be able to have another band since they need to go to the junior high. Currently, the directors do not have enough time for what is in their schedule. To ensure the safety of our students and directors, we need more directors for the junior high and the high school. The boosters do not feel like our children are being supported like they should be with only three directors. Our directors are wonderful and we love them, but this isn't about them. If you look at the second paper I handed out, you will see that our band program has grown by almost 200 students since our directors started working here in 2018. It is definitely not a problem with the quality of our directors. It's a quantity issue. Any three directors could not handle the amount of

work that needs to be done to effectively prepare 500 students for football games, parades, concerts, contests, and the many other community events that our students are involved in. The bottom line is we need five directors. I know the budget might be an issue, but you will find the money for what is important, and I would hope the safety, well-being, and education of our children would be at the top of that list. >> Thank you. >> Very good. Thank you. >> Sorry. >> Good evening, y'all. My name is Kimberly Montgomery Horton. I am the mother of two. My oldest just transitioned out of the 18 plus into a curricome and my youngest is in the marching band which is why I'm here. His dedication to this is unreal. Like he was in powerlifting and I was

like you know if you make you know go to regional that you can't do a parade for band. He was all like well I'm going to skip the weight. I'm not going to skip it. and then I have a cruise scheduled and he was like, "Mom, that's in the middle of a try out for leadership for band. So, I don't know if I can go on the cruise." So, that's his strength. So, as a mom, I want to support him. And I am here also to speak about getting an additional band, but not to ask just how y'all can do it, but how can we as a community, as a group help to get this coming in? So I did some research and um I used Google and I asked them the benefits of team

marching bands in Texas. The very first sentence is in Texas team teaching is the foundation of high performing bands providing district advantages for both students and directors and that are often critical for success in the UIL competition which I've been to plenty of them and I it's it's amazing watching all the kids and our kids support the other kids. That's what This is what our brain told us. But like was spoken, you know, we have to provide a volunteer to make sure that our kids are safe on the buses in, you know, just wandering around because two is not going to watch all of those all those kids. And so and then I found online a book get my fingers uh called working together to sound better. And I found that by searching team teaching

um and it's showing me why having multiple directors is good. And it goes into you get the effective rehearsals, the individual attention, the uh different instructions and the varied expertise experiences learning from observation and lightning workload. And then it goes on to break down that you can do a rap which is like for instance director A notices that he thought that this band member stalls it measure two and but each band member or director is going to notice something different and then they can pull them out more together. And of course I didn't Google this but I'm assuming with more directors and more one-on-one time that there's going to be more scholarships available for our kids to go into bigger colleges. Um, okay. And one of the last things I found, um, that was very

interesting on searching up band directors is that they're normally at that job for 8 to 10 years and after they leave directing bands, after that long, they go into admin. They stay with the school district and they go into admin. So yes, I am here asking what we can do for our main director, but in the long term, it might be beneficial to the whole school district, to the whole city than just three. So that's all I have to say. Thank y'all for listening. >> Okay, it's time for reports. We have a maintenance report, Mr. Williams. >> How are y'all? >> Good. How are you? >> Just want to circle back uh one of the previous excuse me, previous uh meetings we discussed the remaining roofing projects that we have following the two new the

two recent junior high and West Columbia Elementary. Uh Dustin, let me if you'll stop. If you'll look in your maroon folder, you do have a copy. of the information Justin's going to talk about >> CB roofing CBIC roofing across the top. So with these slides, what we've done is we've identified the remaining low-rise roofing that we have throughout the district uh which we have already went out and confirmed uh eligibility for those re covers just as we did with the other two. Uh so for example on this first slide here barrel it's the yellow highlighted area the two red areas we've excluded those those two particular sections of roof uh arrow here where we still have warranty left on those for several years. So we kind of there's didn't really see any need to go

ahead and try to tack on those now when they're still in fair enough shape. So we've punted those for down the road. But with that these highlighted areas you have given some budgetary numbers in there kind of what we're looking at to uh put that together as well as the Cody if you want to go to the next one. So there's going to be two sections here at Wild Peach. This existing section this bottom highlighted in red that's the we call that reference the back annex. That is a metal roof. Uh there's really quite a bit of life on that. The next one could as well as this upper section. This is the current gymnasium. It's got the metal roof. There is no uh there's still plenty of life on that. Now, the only one

that does not reququalify but is still within these budgetary numbers is this upper highlighted section. Yeah. Right there. That is the the modular buildings. It is wood construction. Due to the wood construction, it would not support engineer wise the weight of the recover. So that will actually be a re- roof, but that is included in your budget numbers. And then uh jumping over to the high school, pretty much the same thing with the exception of the outline cafeteria and auditorium area. Those still had some warranty left on those. Okay. moving if we want to move forward with that. I mean, we've got budgetary numbers moving forward that we can get the specs rid up and go out and start doing proposals uh get those back and kind of fine-tuning that and from that point make

a decision on how we want to move forward. Now, budget-wise from from y'all, this is either do we do all of them, do we do a couple of campuses this year, come back and do a couple the other next, however that needs to look. We'll lean on y'all for that decision on what we can afford. >> What What order you think these would need to go in? >> It's in order. >> This is in order. >> High school, Barrow, and Wild Peach. That's the level of importance. priority again. >> So you if you add those up, you come to about 5.1. Of course, Jame James is here with Garland. And again, kind of following the same model, R. He brought you he the last time we did this, he brought you some numbers based on

facts. We went out for proposals and the cost was less than James had identified, right? So we won't know until actual proposal. So James here just listening tonight or if you have any questions? >> No, I'm just here to answer any questions that you might have. But, uh, what Julie and I can tell you is that, uh, you know, we're we're we're getting close to narrowing then that 22 bond down. It looks like we're going to have somewhere in the area of $5 million left based on everything you know right now. Maybe a little bit more depending on the close out of the high school, maybe a little bit less, but it's going to be very, very close to this $5 million. If you add this up, you're right at $5 million as well. So,

you know, the question is, do you want to move forward, right? because it's gonna it's going to take a while. This process takes a while, >> right? To write the specs to to have the walkthroughs for the for the groups to get the notices in the paper to get that uh to get the bid process out of the way, get it opened, settle on a price, and then to get started. So, it still takes a while to do that. So, anyway, we're bringing this to you tonight if you have thoughts about how how you would like to go. Again, you can go out for bids. You don't have to accept any of them. what you know time for us time is of the essence. This is you know the question is do you want to

spend a little money and get the formalities out of the way and by the time the formalities out of the way we should have a lot better idea of of where we're going to land financially with the bond. >> So this is the same material we've been putting on the other school. >> This is this would be the same roof. What what what they're proposing right now is the same re-roofing process and the same 30-year product. We don't have Do we have anything else left on our bond wish list that I can't remember? >> Well, um more we have like smaller things like uh the the the band uh >> Oh, yeah. >> the band tower just it's we could those are smaller items. There's no large ticket item. And if you can remember >>

this so you're talking about what's the wish list that major wish list we had. This is the last item. Yeah, >> that's there. >> Yeah, because if not, I mean, you're looking at a bond to do this kind of work. >> Well, we got it. I mean, >> we we have to spend the money by doing >> Well, you can carry it over. You know, the thing you were concerned about is is the uh uh >> arbitrage cost of which we've narrowed down. It's going to be around 250,000 is what we think. So, you're already going to be doing that. So, We got to protect the assets. >> Roof is critical to the assets. >> Yeah. It's kind of hard to go in here and build this new school and all that and say, "Oh,

yeah. We'll just leave this old roof on this part of >> it. Well, nothing's probably more important than this anyway. I think we probably should move forward." >> We've been talking about this >> absolutely >> since since seven years I've been on the board. So, and and we're to tell you, you're going to be real close. >> I mean, it's to me, however it fall, it's going to be so close that I mean, depending on what the numbers come back, it may cover it that may cover all of it. So, >> so will the pre-work the money on the pre-work, will that come out of the fact out of this? No. >> I'm going to I'm going to say the last time it cost us around 8,500 10,000 to to get to get things going.

So we've already uh in August done the engineering. So the engineer has already taken a look at this and approved the scope. All we have to do now is do the specs on the drawing. So that's it's a minimal cost. >> Okay. >> Move forward with that minimal cost out of at least so we start getting >> Well, and that's what I meant. So it all you got to do is verbally tell us, hey, let's start the process. We put the bids out. If you never accept a bid, nothing ever happens. >> So, I just This is kind of that same thing. Can we get the process started while the other money's getting cleared up so that we don't waste three or four months? >> I think we're in agreement to do that. >> Good

deal. >> Thank you. >> Well, that's all I have for you to try to make short. That's >> all I got. >> Thank you. >> All right. Thank you. See y'all soon. >> All right, safety and security. >> So, I'll borrow a little bit of Justin's time uh to do the safety and security report for Barrow Elementary this month. We've already done uh the high school and the junior high the last two uh couple months. So, we're will knock out Barrow Elementary tonight. uh in in board book in your attachments, there's a copy of the uh boardroom the board I'm sorry the the safety audit report. It's about 80 something pages, a little shorter this month. Um not as many things to review. So um starting on uh page one uh overview statement, safety and

security audit of Barrow Elementary was conducted uh February through March 2026. Um the first thing we looked at was the intruder assessment. As you know, a couple years ago, we did have a finding uh in the intruder assessment. Uh however, in the last two years, we have not had any findings. On January 7th this year, 2026, region 4, Adam Tanner from region 4 came out. They were unable to obtain entrance to the campus and we received no findings, which is good. Uh we held an entrance conference with the administrators where we always ask the same questions. says, "What is the most pressing safety need at this facility?" And much like a lot of the other campuses, their biggest need is more cameras need to be installed uh to help with blind spots. I think that's

a popular answer you're going to get from the other two campuses as well, just for future reference. Uh question number two, what safety activities does this facility do best? They feel that officer Selenus, their police officer, does a fabulous job with their routine door checks and access points. And they feel like their drills are smooth and the safety and admin, the safety admin team communicates well. What safety topics are the most important for training and staff development at your campus? Um they said that Barrow Elementary could always benefit benefit from additional and routine training on situational awareness, early identifications of concerns, behavioral threat awareness, and reporting protocols and emergency communication clarity. What safety activities does Barrow feel needs the most improvement? and they stated they would like uh additional training for CPR, choking situations to

stop the bleed and other emergency protocols such as seizures, seizures and diabetic emergencies. The barriers uh uh to safety and security at Barrow of course number one which will be the same for every campus would be money. uh they talked about having an older building with older infrastructure, infrastructure and difficulty mo modernizing technology to fit it. Types of problems that they're most likely to encounter at Barrow is deals with infrastructure and the mult uh uh the campus being old with the multiple entry points, older doors and hardware visibility limitations. Those are the biggest challenges. And then the types of situations that may cause students or staff members to be fearful at this facility are intruder or unknown persons on campus, real life lockdown emergencies, and social media rumors. For those of you that don't know,

Barrow Elementary, uh, looking at their data, has approximately 60 staff members, which includes child nutrition and custodial staff. Their average enrollment is 362 students, and of that, 2% of the students and staff have access or functional needs. Uh we then reviewed all the required documents. There's a list of about 20 documents that we renew or 24 documents that we review. We review at every audit. Uh we didn't have any findings. Everything uh was there. They had uh access to everything. Um so there was really nothing there uh to look at. Then we did our u our u our ground checks. We walked the campus and looked at different sections. Um nothing really no real big findings there. We just talked looked at different uh parts of the campus, talked about needs, talked about what you

have wish list type things and u like I said no big findings there. 23 different areas we looked at. Uh then you have the surveys in your packet. You have access to the surveys. uh for the school staff survey, you had we had 19 uh responses for the survey. Uh in the packet, I did include just highlights of some of the answers. Um however, in the back of it, if you want to see the actual surveys with the answers, they're there. Um just focusing on things that I thought you might want to hear. Training, safety training is always big with the staff staff. And in the in the survey some things that they talked about what safety training is needed for emergency response on your campus and they responded continually continue yearly refreshers uh talking

about standard response protocols, active shooter trainings and continued evacuation trainings. For the parent school surveys, we had 57 responses. uh some some comments that I pointed out in this little packet here just to bring to your attention suggest suggestions to make Barrow a safer place per the parents. Number one, this is usually a common theme for every campus and every parent or amongst the parents and is is more security cards, extra security guards. Um one parent said, I would suggest that parent IDs always be requested when checking a student out. We aren't always asked. That's interesting insight because when I'm up there and I see visitors come, I do see them ask for IDs. This parent feels like that they apparently don't ask her for an ID all the time or or him. So that's

important to know and something to share with with the administrative staff so they can have that conver have those conversations with their their office staff. Another thing which is you know uh uh that particularly at the elementary level students need more presentations on bullyings and respect for others. U so I thought that was pretty good. Again if you'd like to see all the findings or all the answers to the survey they're in in that in the big packet in board book. Uh some commendations um under intruder assessment of course I hate to bring it back up. We did have a finding two years ago, but two years now we haven't had a finding. We've had some act we put a corrective action plan in place and so far that it's been successful for us. U

I was very impressed with the uh as far as the entrance conference, the two principles at and the office staff and all the PE counselor and all the people and the nurse they're very a well very well aware of what they have on their campus and who they have and and um they're the culture is absolutely fantastic down there. Um very knowledgeable in the risk factors surrounding their area. they understand their campus well and and and and all the and all the problems safety wise that are associated with it. Some recommendations that we discussed. Um some of these I'll share with you. Some of these I really don't want to talk about in open session because that could cause problem. We don't really want to go there as far as confidentiality. Um just a common

one that I always bring up. We're very good on our campuses about doing drills, but you you know as well as I know that uh we do as as administrators, we do drills at times that are convenient to us and not at times when we should be doing them such as arrival, dismissal, lunch. So that's going to be on everything that I recommend be simply because it should be done because it co it poses problem. Um, and then the other thing is sometimes when I talk to child nutrition staff, uh, their ch their support staff very knowledgeable in what they were supposed to do. Kudos to their administrative staff. Uh, so that was that's not really a recommendation. That that's a a congratulations. Um, they're very electronic with their forms. Very electronic. They have everything

and it's electronic. But at the end of the day, when electricity is out, we need paper copies. So, that's a that is a recommendation. Um, they've had some issues with which it's really a conversation I need to have, but some on-site problems they've had with the with the soccer league and the games on the weekends is the amount of trash and concert band that's left on the campus grounds. So, that's a discussion that we're going to have to have. Um, and I'm glad they brought it to my attention because I was not aware of it. So, um, in summary, based on the things that we've talked about, u here's some recommendations. Number one, cameras that cover the entire campus. Uh, there was some problems. Not really problems, but there's some mill I can't say that

word. Millions on the exterior doors that they're old. They need to be replaced. They're a little loose. Not that they cause a safety problem. Uh, but they it's it's time for them to be replaced. Um again I talked about the cleaning issues with uh u renting the facilities. We have some blinds in classrooms that need to be replaced. Uh substitute access to the the silent panic alert technology. I know technology our technology department is working on that but that's something that needs to be addressed. Um just some smaller things. They don't do their their action meeting um after a drill. You're supposed to have action meetings. They do them. They don't do them on a camp on a district form which bothers me but they do it. So um provide training to student something small.

You may not think it's important but it's something that with the littles particularly training to students on the important of washing hands. Didn't see any handwashing posters or that's that stuff's important for the littles because they can get dirty pretty quickly. Uh, and then this is something again that I will bring up if it doesn't have it, which none of the other campuses have, is develop a campus safety committee. Um, that includes staff and parents. They do have campus safety committees, but it's usually staff. So, they're not getting the input from all stakeholders. So, those are their recommendations. And with that, that's all I have. If you have any questions for me, I would be myself, Miss Galloway would be more than happy to answer any questions that you have. Next month will be uh

West Columbia Elementary. We've already got the surveys out. Um and so I look forward to bringing that report to you in April April. Correct. Yes. >> Anybody have any questions? >> Right. Then we'll go to the instructional report. >> All right. The first thing we have for you um is release scores. So, Cody, could you pull that up? So, this is the uh the final document. We filled everything in. So, um do it this way. So, we finished our final release and so the only thing left is the real deal. So, There anything you wanted to point out to us or go over or >> Sam? Did you have anything? >> You want to brag on anybody? >> Is there any bragging? the same format that we've been seeing. And do we have any questions

about the format? Do I need to explain the approaches meets masters? No, we're good there. Okay. Um, we have some highs and we have some lows. And I think each campus principal can speak to that if you would like for them to speak to that. Um, we have some uh good scores that I look forward to seeing how they do. And we have some that they went to work and they made plans and and they've made some adjustments on their campuses. And I think everybody's working really hard. >> Y'all have any questions? >> I I got one. Is there anything out there that the board can do to help y'all out? >> It involves money. Well, if we don't know, well, if we don't have any ideas from y'all, then we'll never know. So, well,

we've we've been there and done that. They're going to ask you for math and reading teachers. They're going to ask you for interventionist. >> So, that you know that the answer to your question is it's been there. >> Okay. So, if you want to do it, they'd be more than happy to tell you where and who and how. >> But it's staff, right? >> It's staff. >> More staff. >> And kudos to Sam and Jennifer. They do a lot with what we have to provide us with what we need. Um, and I can tell you this Monday, I readjusted a planning day for two of my grade levels who needed additional support, and I had all three instructional coaches on campus. Um, and so I appreciate those kinds of things, and so do the teachers.

So, they make things happen for us behind the scenes. all the time. So, thank you very much. >> Good. >> I think what you hear is the resources are there, >> the things are there. It's it's the staff and the numbers and that kind of stuff, right? >> Can you remind me the star redesign? Is that when they went to the online thing? Is that the redesign? >> No, that's when they changed the test the way that it constructed responses. >> Okay. Okay. >> And drag and drop. >> Gotcha. Do I have any questions? >> All right, we've got the document. We can roll it over the test comes up. >> Questions, you can email. >> Yeah, >> we'll be happy to or reach out, call us, >> maybe one of us. >> Uh the

other the other thing I have for you during the instructional report also deals with staff. Um uh we finished you'll be voting on on on principal and assistant principal administration contract recommendations but we always talk about when they come in what are the needs what are you know how are things going and so there are there are three things that did come uh that I put in your board letter that you've seen uh and and again going all the way back to last year in budget cuts and and we made those cuts and we made them in a way that as staff resigned it was easier to cut that money than to go to someone else and tell them, right? So whether it's right or wrong, that's how we did it. Um, some things that

are that to highlight, number one is the the West Columbia Elementary counselor's position. There's a high need for uh a position that services students. All right, so that's number one. Number two is bringing back the West Braz's junior high assistant band director position. That's a numbers game there. Now you you heard the conversation. One of the things you have to think about is that when you get this information from the other districts, right? Some in other districts, sometimes the high school band director never leaves the high school. Sometimes the junior high band director never leaves the junior high. I'm telling you, we're okay because of what we did by moving to sixth grade there. So technically, our numbers are fine. But yes, would we like that fourth one? Yes. Would it happen? Would it help

the junior high in a sk in in the way they schedule? Yes. Uh because right now the way we do it at at some given points we have three or four band directors down there and you can't just teach everybody together all the time, right? And so if we were able to have another staff member they could schedule in a way, right, which maybe two at a time rather than three at one time. Scheduling wise, it helps. And then third, we have an opportunity that I I put in a couple board meetings about u the art position at the high school again with the passing of of God rest his so uh Mr. Greg um >> Robertson that um that we do have an opportunity now of someone that's a certified art uh uh teacher

in the state of Texas that also uh doing some other duties in the district right now has a full-time position that would be willing to help Columbia High School on a halftime basis which would allow us to uh to address those needs of those students that aren't being serviced right Now, uh they're being serviced, but not the best we can do. Uh we did look at being able to take the teacher that has been covering art at the high school of sending that teacher down to the junior high. We can increase the CTE offerings at the junior high, uh teaching professional communication, technically speech. That would be an additional uh offering at at the junior high that would that would solidify their schedule. but financially would also draw additional CTE money. So meaning the add

of the position would be covered financially. So I would really like you to to um consider th those three so that we can address and I know Julie's got financial report coming up and you know she can kind of talk to you a little bit more if you're concerned about next year's budget as well as far as instructional. That's what I have for you. >> All right, Miss Julie, you got financial report for us. >> So, y'all have a copy of the financial statements. Um, again, I went back and added in the TRS on behalf. We're about 61% um of the budget and we're 66% through the year. So, we're about 5% under budget. Thanks. Our revenue is coming in pretty much like we expected, like it did last year. Um, about it. The one

thing I do want to say, last week, I last month, I gave y'all, I think it was last month or the month before I gave you just a preliminary where I added in the SECO loan to just show where we would be based on cases projections of our property taxes and stuff last year. After the meeting, I was thinking about, you know, in the bond we paid for our Skyward and our phone systems for the next five years. The money that had been allocated to that um it's still in the budget. We didn't take it out. I mean, I didn't take any of that out. So, there was about I'm thinking it was about 100,000 that's in there that we won't use for the next five years, but in five years, you'll put it back.

So where I had that as a deficit of 400 some odd thousand, you still have that money in there. And I I want to say that the einance was like 65 and we know that's about 30,000 with Skyward coming back. So that's going to be a decrease in that as well. So there were things in there that you know I was just doing something quick just so you would have it. Um no position changes. you know, me leaving, Jennifer taking my plate. None of that's in there. It was just that. But those were two items I knew, the phone and the um finance software that are still in there that weren't we won't be using for the next five years. And then also on that note, I don't I didn't know kind of where y'all

wanted to go with the budget. If you wanted to since we don't have session open this year, legislative session, if we wanted to try to look at it, really get some solid more solid numbers um with the changes that we're talking about and the things Mr. always has has asked about adding if we want to try to get that earlier >> if we wanted to push to >> Yeah, we probably could just form our finance committee or our budget committee that we normally do. Go ahead and so we can have three people on it on the committee and I think in times past we also when we had new people we did like a budget workshop and posted it. So, what do y'all What would y'all like to do? >> We have a budget workshop

already on the on the calendar. Yeah. >> Yeah. I think >> kind of late, but we >> Yeah, I think if we had a committee before that, for sure. >> Yeah. >> So, are y'all more comfortable with everybody being there with the workshop then >> and just moving it up? >> Yeah, let's do that and then everybody >> we can have a committee after that. >> It's a really good learning experience. I've been on it a couple times and the insurance committee was very informative too. I think it is helpful if we if we want to just maybe do a workshop. >> Okay, we'll get we'll get you and offer some dates maybe and see when everybody can do it cuz summer's coming and I'm sure cruises and vacations are being do what? You >>

bet that could be our team building. >> Yeah, we're going on a cruise in Okay, very good. Does anybody have any questions for Julie about the budget on the finance report? >> No, but the lady next are up 200 at the half. >> The what? >> The Lady Necks are up 200 at the half. >> Oh, good. >> Boys are down two to one. >> Both games at halftime. >> Yeah. 200 meter relay. Got second. >> So, do we have the tax report? >> We do. Julie didn't receive it. >> Okay. He he talked last time I just come in once a year and I really dropped the ball because I should have emailed him earlier for him just to send us a where are we? And so I'll try to have that next next

board meeting. >> That's fine. I didn't see him. I just thought maybe it's all changed. All right. bond report >> uh on the the main part of the high school construction. We're really close and we're waiting on close out close out things, doing the asbuilt within the drawings and so forth. Uh all the paperwork that goes with that. Uh and then also the settle up, financial settle. So we're waiting on that very close. The other part is the a instructional facility. Again, if you haven't there that that's good. We have added to it. Uh so on the south end which if you were u if you were on 353 it's the other end of the building um that we're going to not close it in but from the roof down 12 ft high a panel

all the way across and so we have enough money in the um what was left in the allowances and contingency to cover to cover that. So that'll help with this the wind and the rain and stuff. So >> but you haven't driven by there. It looks beautiful. Oh. It's big. It's big. >> Well, I finally drove by yesterday. I went to my nephew's T-ball game and really got to see that front part and with Jason and Haley, too, and we were all just like in awe. I mean, it looks I just hadn't driven by there to seen it, but it looks very, very good. Very good. >> All right, then. Anything else to move on? Good. All right, we'll go into our action items. Our first uh item is to approve the engagement letter for

0712627 audit services. Somebody to make a motion that we >> motion and James a second. All right. Judy Julie, do you have anything on that? Is it um >> it the service fees are I mean their audit fees haven't gone up. They're they're very especially after we went out >> a few years ago. They're in line with everybody else. >> Does anybody have a question or concern you want to talk about? At this point, >> they've done well for us and they've passed and I think I'm good with it. >> I think we're pretty happy with their services. Okay, we have a a motion and a second. All in favor of uh accepting Kenor Master's um audit service um offer say I. >> I. >> Anybody opposed say I. >> It's unanimous. All right. Let's

approve the addition of an emergency response communications enhancement system to Columbia High School bond project. >> So, let's get some information on that before we decide. >> So, in the in the last safety report, we talked about the the dead spots in the new construction at the high school. This is the antenna piece of that that we discussed and y'all asked us to move forward with. And so we have uh you have the quote attached. We've started that process. So we're asking you tonight to approve uh this pricing uh that's there. It's what? $86,94259. And so we're asking to approve that project so that we can get started with that. >> Okay. Did anybody have any questions about it or anything? >> It's tied to the bond, right? >> Yes. That would be coming out

of bond proceed >> and it's accounted for in the the countdowns that I'm giving you. >> Okay. Would someone make a motion that we approve the system to add to the bond project? Jackie makes a motion. Do I have a second? >> Second. >> Greg is a second. All in favor? >> Say I. >> Any opposed? Say I. Unanimous. >> All right. We have the book list for West Columbia Elementary School. We've done this several times before. So, if somebody would like to make a motion, make a motion that we accept the West Columbia Elementary book list. >> All right, Vickiy's a motion and raise a second. Any questions about the book list? >> Okay, all in favor say I. I. And all opposed say I. >> That two is unanimous. Okay. So, speech and

debate tournament. We need to approve their outofstate trip for the national debate and we got information in our packet. Would someone make a motion like to make a motion that we approve the trip? They'll be driving and not flying. So >> that she's an alternate. If she doesn't make it, does she still go? >> She's an alternate in the second one. >> In the second one, >> there's two there's two different >> I saw that there were two different ones just in the >> She did in one, but she's an alternate for the second one. Meaning if somebody doesn't show, she may have competed. >> So if she doesn't have to, then they'll just cut the trip short and come home or would they still go? I guess. >> No, it's all >> the first

one she's qualified, >> right? >> But the second part of that that she's an alternate for the same competition. >> Somewhere else, isn't it? It's all at the same place. I thought it was somewhere else. >> It sounded like venues were different. >> Different still in Richmond, Virginia. Yes. which is why they wanted to drive. I think they have cars. >> I know. Gosh. >> Okay. Would someone like to make a motion that we approve the out of state trip for national? >> Approve it. >> Thank you. Jan, I made a motion. >> And Jackie is a second. All in favor say I. >> I. Any opposed say I. >> Unanimous. And then we're going to consider a job description for >> special needs. So, can we have some conversation first? >> Yes. Yeah, let's

do that. >> So, if you'll open your maroon folder, you'll find a blue sheet in there. We made this one since this was important for us, we make it easy for you to find. >> So, if you'll look at the side to the far left, it says chief academic officer. The middle section says special programs and then campus admin all the way to the right. So, this document is front and back. And this kind of explains to you our our redesign of of special education special programs. Okay. So, um what you have to the left is the new chief officer, chief academic officer position we approved. And so those are the job duties. This is not a job description. This is just our way of disseminating duties. >> All right. >> So, and then the

middle section is a special education program manager. So this in theory is kind of the new position we're talking about. It's not an added position. There may be a little added salary here, but this was going to be somebody that's with us assuming additional responsibilities. And then the other things kind of lay out u other organizations with that. So with this uh the special education program manager job description is what we're asking you to right to do that we need the job description approved so that uh Jennifer Samantha can can and Wendy can start having this process about who's going to fill that position and what it's going to look like. Right. So um with that Jennifer you want to take over? >> Sure. Um, so I I kind of laid out the all the

different kind of things that I did in all the different kind of areas and and if I if I'm not in this role anymore, who can assume some of those things and how can they all work together to um to make sure that all the things are covered, right? So um some things in the chief academic officer role are really high level things that that need to be um monitored and taken care of. Then your special your program manager are really more of those day-to-day operational things that are your um uh basic guidance. Um I don't know how to do this, how do I do that? What where what page do I go to do this? You know, those kinds of things. Um are you making sure you've got all your procedures ready? updating all

the manuals, making sure that just all those things are up to date, disseminated to staff and being that kind of district level support to staff. Um, in the last column, we really outlined um campus level um supports and expectations and how the camp the responsibilities of the campus to ensure the special ed program. So, campus administrators have things that they're responsible for. Um we're looking at creating um a campus coordinator or lead special ed teacher stipen. So our current staff adding a stipen to them to take more responsibility and overseeing um timelines supporting their other special ed teachers on their campus providing um day-to-day uh um coaching for those staff members on their campus. So those teachers that um could take that lead role would receive an additional stipen that we that they are not

having do not have at this point. Um some of the things that um so in addition to me leaving my role um I have a an admin assistant that is going to be retiring at the end of the year also. So her duties are also in here. She did a lot of things with Skyward with the PES data with making sure all the um AR paperwork was completed correctly and all the data that we sent to PES was correct. So some of those pieces I think very easily align with the campus PS clerks that are already putting other kinds of PES data in our system. We would just um provide them the information that they need to enter it into Skyward which is our system. Um, in addition, I we have what I call SIMS

clerks. Um, a few on selected campuses like we had uh we have one at WCE that supports the campus as well as our speech um speechonly students helps them schedule arts, helps them call parents, helps them um get that um you know just the paperwork footwork done. Um I would like to propose adding someone at each campus. So that you're you would really have a campus team that's responsible for all the things that happen on campus. You'd have your main um campus administrator that oversees sped as part of their responsibilities. You would have this lead teacher and then you would have this clerk that between the three of them can um make sure that we're meeting all of our timelines. Um support the sta new staff in teaching them the things that they need to

do to do their role. All of those kinds of things. So, I really feel like um that lays out it gives some more responsibility to the campus, but it also gives them some more personnel support to do that. And I feel like um that would be a good model for us in our district at the level of special ed students that we have because each campus really has different needs and different ways that they need to go about making sure that all of these things happen. and that gives them some autonomy to design um their campus specific procedures to meet the needs of the campus and the students at their campus. So that's really specialed things. Um on the flip side you'll see a couple of other um columns. The first one is other prof

I called it other professional needs, but it's things that are um covered by one of our district coordinators. Um so things that she would continue to have a higher stipen than the campus coordinators because of these extra duties that she uh provides for us. Um we do have a special programs coordinator stipen and we have someone that already fills that role. Um the things under this column are a few extra things that I think she's capable of taking on. Um she's already doing ELPAC things. I've just added uh more responsibility in the ELPAC world and the emergent bilingual world as well as um dyslexia because she is a dyslexia teacher the other half of her day. So being able to to be the main um lead for dyslexia teachers I think would be very easy

for her. The last column are some random other things that I kind of you know just do. And um so as an admin cabinet, we talked about who who else at central office could take on some of these roles. And so I've listed those off to the side. >> I have a question. >> Yes, ma'am. on each C you're talking about on each campus adding well this person or whatever staff member is going to be >> do they have to have any extra training >> or they are going to be covered under what they already have >> to the the campus coordinator lead teacher >> um so for the most part no they would need extra training I would the person that is the program manager would be their support system so she would be

the main contact with like >> she's going to be the Susan her rank model Okay. Gotcha. >> That helps you understand. >> Yeah. That's how old I am. >> That's gonna be the her. >> Yeah. Okay. I get it. All right. Perfect. >> I like that. Can we name it that? >> She did a great job here. And she didn't play. >> I have a question. >> Yes, ma'am. the campus pe if you're if we the PES person that's already at each >> campus if you're giving them then these a few you know a little bit broader >> um scope of what they're what they're doing then do they have who then will they who's going to be checking on them >> because that's a pretty important piece of data to like we don't >>

so that falls under the program manager at some point so um My my vision is we'll have a print out out of our special ed program. These are the 12 things I need you to data enter into Skyward. So they wouldn't be doing much more than really data entering things. >> Now the program manager has on here that her job is to verify P's data. >> So that's where that verification part piece of the data entry part. Okay. Yes. You kind of did a lot. This kind of stresses me out. >> Stress her. >> But but keep it keep in mind we're adding people. >> Oh yes. >> Okay. So keep in mind we're adding people here and that's that's the biggest thing >> is somebody to do something. Right. >> For sure. Right. and

stipens are set as >> and all of this is covered in special ed funding. So even even though Jennifer's asking to add, >> it's covered in sped funding. And you know, you'll just see you'll see these positions coming across, >> right? As of right now, none of these will be uh board approved positions because it seems clerks will be hourly. The special program coordinator will be somebody just assumes this kind of title, right? Does anybody else have any questions or questions? Okay. So, then we'll take a motion to consider this job description for special education programs manager. I'll make a motion. All righty. Becky makes a motion. Have a second. Second. >> James is a second. All in favor say I. I. >> And all opposed say I. >> Unanimous. Okay. So, we'll move to

our consent agenda. That's the minutes from our last regular meeting. Approve budget amendments and donations. Approve the workday calendar for uh 240day for personnel.
