001All right, it's 6:01. So, we're going to call our meeting to order. If you'd stand, please. I'll have an invocation for us and we'll do the pledge of allegiance together. You please bow your head. Lord, we thank you for this day. We thank you for bringing us here healthy and safe. And Lord, I pray that you would be with us as we uh look at our district and our u issues that are before us tonight on our agenda. I pray Lord that we will be mindful that each thing that we talk about represents families and lives and teachers and Lord that we would be sensitive and we would make good decisions and wise choices for our children, always having them first in our mind. I pray that you would go with us, that we would

002have clarity of thought and understanding, that we would be patient with each other, and Lord, that even when we don't agree, we would be agreeable in Jesus name. Amen. >> Amen. [clears throat] >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Texas flag. I pledge algiance to thee, Texas. One state under God, one and indivisible. [snorts] >> Thank you. >> All right. So, our first thing we have is our recognitions. All right. Um, tonight for our 226, we have the Boutbots travel team. Miss Lucerio has eight students um that she wants to recognize. All right. So, I'm going to call them all down first and then we'll talk a little bit about

003them. So, first up, we have Mr. Ethan Kelly. He's an eighth grader at West Junior High. [applause] We have Boyd Hill who is also an eighth grader. [applause] Mr. Gavin Bailey Gavin, Hunter Forinberry, Connor Goodman, [applause] Trace Rody, AND Spencer Eulanfield. And then we also have Donnie Garcia Ariata who's an eighth grader, but he's competing at the track meet tonight in Needville and wasn't able to come. Okay. So, this is our travel robotics team. These are the students who have created this awesome robot over here. Um, this has been a a two-year process and so it's grown bigger and better each competition. So, we've done four competitions this year. Um, and every time we've taken a functioning robot to the competitions and then when they come back, they go back and recode and remodel and

004come up with a bigger and better robot to compete the next time. So, um, they're learning additional coding. They code all of the programming and, um, they stay after school. Um, so I just wanted to give them an opportunity so y'all could put faces with names. want to thank the education foundation for supporting them and the companies that have also sponsored them making this possible. Um, so if y'all could give them a BIG ROUND OF APPLAUSE, THEY DID A [applause] GREAT JOB. We also have Miss Phillips who does all the paperwork and planning and things and Mr. Wite who is the mastermind behind the coding and the robots. So we appreciate >> [laughter] >> Top >> people in the back. Top people in the back. >> All right. Awesome job, guys. [laughter] >> Thank you.

005>> [applause and cheering] >> WE'LL DO SOME CAMPUS COMMUNICATIONS. >> Starting out with Barrow >> once we're ready. Thank you very much. >> Thank you. Good job. >> Hey, no. >> I promise I they can hear me. I'm >> ready. Right. [laughter] >> I tried to put the fun things in here, but our student council sponsored a day full of fun for our 100th day of school. We had a nursing home activity schedule all day. We played bingo at 9:00 a.m. Well, we really started at 8:00 a.m. with fifth grade, so we had four rounds of bingo with each grade level. Um and then we that afternoon we had a senior prom and they were all encouraged to dress in their um you know old people attire. Um some chose to be fancy, some chose

006to be comfy, but all in all it was a great time and the kids in StuCo were the minds behind it all. Next is our students that participated in UIL this year and I have to say this is the most awards we have ever won. Um we had 21 awards won over the three different competitions, academics, speaking and writing. Um and that is second through fifth graders. Um so I just wanted to highlight them. The next one is just the writing. You see a lot of faces in each one of them. Each one some of the same faces because they participate in multiple events. Um the kids really got into it this year. We practiced every Friday during the school day and so they felt confident going into competition this year rather than um you

007know not prepared. So that was super exciting for them and I love to see their faces whenever they found out that they had won. Um and then we celebrated Valentine's Day in elementary school. That is a big thing. Um but they're more worried about spending time with their friends. So, um, we had our Valentine's Day little celebration during fun Friday this past Friday. So, just to highlight that. >> Um, I gave everybody this sheet. This is the results for the shooting team. >> And so, if you want to take a look at that, they did they did a great job. Um, the young man on the left, Hagen Weber, who's a freshman, he uh capped out his college scholarships at San Antonio already as a freshman was $20,000. It's the most he can get. Um,

008he was runner up HOA, which is highest overall achievement. He got the scholarship because the person who was first overall had already capped out on their scholarship. Um, but along with that, he got $1,000 cash, four belt buckles, and five boxes of ammo worth $425. Um, the young man on the right is Reagan Henry, who also did an amazing [snorts] job. He earned $2,000 and 12 boxes of ammo with with his results. Um, and you can see the rest of the team just had a great outing in San Antonio. um they built on their last outing and they're hoping to continue to build when they go on to their next outing. So, wanted to share those results with you. There's a lot of good results. I didn't want to have to read them all for

009you, but that's that's the the team that went and competed and did a great job. I'm going to let Miss Bailey talk about this next slide. You see her in the picture. She's the one that coordinates this. So, I'm going to let her talk a little bit. So, we had um a telephone call uh from the safety council uh in Freeport and they had Chevron Phillips who offered grant funds to provide um helper orientation training for up to 40 of our students. When we put the information out there to our CTE students, we actually had 47 students that wanted to participate. So we reached out to them and Chevron Phillips covered the expense for all of them to go. And so we had 47 students that were able to complete the helper orientation certification, which

010means that they actually get their badge and their credential that qualifies them to um be a helper, a construction helper in the plants. And it gets them their badge, their credential to get into the plants. And that also opens them up to uh complete other safety orientations through the Brazes port safety council. And so it was a really nice perk for us. >> So was that the same thing as last year? We had it wasn't >> we did we did have some that participated in that last year. >> He's talking about the PCBC signing part >> that that's coming up this next month. I just wanted to highlight our senior Abby who went to state again this year for swim. Um so this was her last trip there, but we definitely wanted to highlight her

011and her career. She had a wonderful swimming career here at Columbia High School. So we definitely want to take a minute and recognize her. Um we also then took some time out on the school day and recognized Chris Alvarez with five every time t-shirts. So you see the staff and the students that all wore shirts on February 5th to help support him. So just wanted to share that. um teacher and students of the month wanted to share those awards. Um Brian does a great job in the classroom cap trying to get the kids accelerated and graduated on time. And then the last slide was our band who uh participated in the UIL state and solo ensemble. We had 15 kids that will be moving on to the next round. So they had a great performance,

012the most they've had since at least 2020 that have moved on and will be competing in stage. Yeah, if I believe I'm right, I think the clarinet quartet is coming to the next board meeting to play for you. >> Great. >> And that's the group of young ladies in the bottom right. That that's the clarinet group. So nice. >> All right. So, I just wanted to kind of showcase what a classroom looks like at West Brazes Junior High. You see lots of collaborative work, teachers engaging with students. Um, we had the seven steps to a languagerich interactive classroom professional development as leaders over the summer and then at the beginning of the year we did it with all of our core teachers and then we were lucky enough to have them come back and do

013the training with all of our staff yesterday. And so they've been using this information to build more engaging classrooms and um yesterday kind of brought it full circle on the why of why we're looking for these. Um, so the first slide was uh the classroom. This is our teachers doing exactly the same things where they're interacting with each other. Lots of smiles and engagement and um sheltered instruction to help all of our students with academic vocabulary. We had our Valentine's dance royalty. Um we had our Valentine's dance on Valentine's Day and they vote for their royalty for each of their class. So you see here our eighth grade, our sixth grade, and our seventh grade. And then we wanted to give a big shout out to Miss Morris. Um it is scheduling season and so

014it was also counsel counselor's appreciation. Um she meets with groups of students every week. Um just trying to determine what they want to be when they grow up, what different pathways they can take. And it's also time next week to start going down to the fifth grade and talking to them and having those parent meetings. So it's definitely time to prep for next year. And our coffee cart has partnered with the Thrive Room and they have added things to their um order and so you see kalachis now um and they always bring smiles and they have added in the delivery um with the newspapers and so it's it's great to see them coming around and doing their sales pitches and all of the things. So um coding and animation in the principles of technology you

015see these students are adding in the coding and coming up with their own animations based on the input. Um Mr. Wad's done a great job with um expanding that learning with technology through our CTE. So wanted to give those kids a shout out. All right, West Columbia. Once again we were privileged uh thanks to St. Mary's Episcopal Church and the Kitty Nash Foundation to send two different groups these past two weeks to Camp Allen once again in Navasota. We had nearly 90 students attend and have the absolute time of their lives. You can see on the next slide um just a sampling of some of the things that they get to do. I just can't emphasize enough how much this is really an educational experience for them. Learning archery, orientering, going on Texas history walks,

016learning about famous Texans, and so on. Um, again, it's just an experience that is unparalleled and we're so grateful and fortunate that we're able to do that again this year thanks to St. Mary's. In our next slide, we just wanted to highlight that we continue to work on our attendance. We've added yet another incentive to help our students um want to come to school on Feelgood Fridays and now we have a monthly competition going where the classroom at each grade level that has the highest rate of attendance will get an a reward. And this past month it was music at lunch with one of their administrators. So, you can see Miss Howard jamming with the kids at lunch this past week for her group. Um, but we have another we're going to have CHA pals,

017uh, CHS pals deliver candygrams to the classrooms in February that have the highest rate of attendance. So, they're working hard on that. On the next slide, um, I wanted to really showcase my second grade teachers because they have shown so much initiative. We we've been doing the goodie cart for growth for our students for the third through fifth grade for the past few years to help emphasize the importance of just getting better. It's not necessarily about achievement, but continue to grow and improve. And our second grade teacher said, "Well, we want our kids to be able to get a goodie cart for growth as well." So, they made their own goodie cart and for MAPS testing after midyear results came in. Uh their students got to go to a goodie cart based on how much

018of a goal if they'd met it or if they had exceeded it as well. So just want to give them kudos for following suit and rewarding their students for the growth. And then just to highlight some really wonderful things that are happening in classrooms in kindergarten. They've been learning about communities and community helpers. And Miss Cantrell say they literally created West Colombia, the whole city and the pet clinic and restaurants and everything. Um it was a very collaborative experience and wanted to showcase that. I thought that was pretty fabulous. And then on the last slide, we have some things like our hundth day that we celebrated. And then again in second grade, we have our students learning about body systems where they literally put all of the organs in their skeletons, so to speak, and

019had them on display. Just lots of fun and learning going on at WC. All right. So, we had our Valentine's parties on Friday and I like wanted to include these pictures because we had over a hundred parents attend our Valentine's party. Um, [laughter] when they come they they help they work in the classrooms. They they do all kinds of things to help make sure that everything runs smooth while they are in the classrooms with our students. [clears throat] Um, so working on attendance as well. Uh last week we had the challenge where any class that had perfect attendance that I bought them pizza for the day. And so we had 11 classrooms that had perfect attendance. And so I think I ended up buying 20 about 30 pizzas for [laughter] the kids. And we of

020course it's a pizza snack because it's after lunch. So we as a pizza snack. But um prek prek last week had the highest attendance which has never happened for us at Wild Beach. >> One of the incentives that we have this year is um now to March 5th um students if we maintain a 95% attendance average that they three students will get to pie the principal and that students who have perfect attendance their names will be the ones that go into the drawing per grade level. And then of course, I shared this last year, we finished our winter unit and our students um bring their I call them stuffies or snugglies. They bring their snugglies. They put them in a cave that the teachers have made in the classroom and they hibernate for the entire

021week. And so on Friday, they um their Snuggly comes out of hibernation and they have a teddy bear picnic. [clears throat] And then showcase Miss Hogan. Miss Hogan does so much for Wild Peach Elementary and for the district. So, we took a entire school picture. You have you kind of have to zoom in, but the kids are making hearts and with their hands to show that they love Miss Hogan. and she is such a tremendous resource to our campus and just the love that she gives every single student from her them greeting them when they're getting off the bus and then students requesting for her to eat lunch with them when she is when she has the time. It's just amazing. Um the kids absolutely adore her and she does so much for us. >>

022Thank y'all. It's It's always fun to see what's going on in your campus. We appreciate y'all taking the time to put that together. Um I understand we do have a citizen to be heard. >> Chief, did we that did they withdraw their request? >> Yes, sir. >> Oh, okay. All right. No citizens to be heard. So, we'll start with our business items and reports. We have the maintenance report. >> Uh Mr. >> Williams is not here tonight. I I was going to call him Mr. Justin, but [laughter] Justin's not here tonight. He got a call today. He's having a uh state pesticide application permit visit. And so they're sitting in office going through all of his records uh at the moment. So he's not here. Maintenance-wise, I don't think we really have anything new for

023you unless you've got any specific questions. I think everything's >> No, I think uh last time he said the water well was going good and I think it's it's in. Right. Correct. >> Yeah. >> I know the pipes in. >> Yeah. >> And I was going to say the pipe's in, but I think we went if I remember it was 600 ft. >> We had to go deeper than what >> 550 or 590 and 605. And uh I can't remember um after the last after the freeze we did a transformer on the pole blew >> and uh it blew the current pump and so they had we were able to get felder out and they were able it was 200 feet down >> holiday they came and did it and and they stayed late got

024it done so that we could have school the next day. So, we did have to replace that. But given the fact that it's going to service, we're going to keep it in service as a backup to the campus and also service the new I've been asked to call it agriculture instructional facility >> because they're like a barn don't sound good enough. We've been doing this for too long. Call it a barn. So, agriculture instructional facility. I said that's a big sign now. But [laughter] anyway, I think you know that'll be nice for that. All right. Safety and security. >> So, in your inboard book, so this month we're doing the West Junior High U 2023 to 26 uh safety and security audit report that's in there in your inboard book. I believe this one's only

02580 something pages long as opposed to the high school. So, I'll I'll there for you to read. There is some confidential information regarding safety. So, I'm not going to go through uh all of it, but I'm just going to just touch on some things. So, a safety and security audit of West Brazes Junior High was conducted January in February of 226 or 2026 by the members of the audit team that are listed on the cover of this document. Um during the entrance conference was the opportunity we get to interview the administrators [snorts] who were asked what is the most press in their opinion what is the most pressing safety need this facility and they felt like strengthening communication protocols with stakeholders was the was the was was the biggest need and they're going to continue

026to work to prior prioritize uh communication through the through thrillshare software training on reporting procedures and recognizing credible threats versus the rumors which tends to be a That happens quite there. What safety activities do you do best? Implementing consistent daily routines such as door checks, staff positioning, and building relationships. Safety topics that are most important to for staff development, continued training and standard response protocols, mental health crisis recognition and intervention, and procedures for uh students with disabilities during emergency situations. uh they felt that expanding covered uh camera coverage in the hallways and com common areas to eliminate blind spots would be uh the activity that they felt needed the most improvement. Some barriers that to improve safety and security at West Bris Junire had to do with the two separate buildings and the transitioning between

027the buildings um which which uh poses external threats. um types of problems they most likely encounter is just delayed administrative response times due to the the facility layout. um what types of situations may cause students or staff members to be fe fearful and they said the primary source of fear at West Brides Junior High stems from rapid rumor spread amplified by social [clears throat] um documents that were reviewed uh aerial photographs they had aerial photographs they're up to date present them to you all every year at the beginning of the year uh so you should be familiar with them they did have afteraction uh reviews on f on on on file. Um they did have previous audit cycle results on on file. They did have their bomb threat procedures that were on on file and

028got to use them here pretty recently as well. Um building maps, they were all up to date. Uh their their campus discipline data is located in Skyward. They can pull it any time and they do discipline data reviews every nine weeks. They have a copy of their facility plan plan on campus if someone wants to come in and see it. Their site plan's up to date. Their uh behavioral threat assessment team is is uh certified and they do input their data into Sentinel as required by state law. [clears throat] They do have emergency response plans available on campus as well as go kits in the event of reunification. Uh the emergency operation plan is located on campus and online. Um the drill document was reviewed. Um they do need to make up a shelter in

029place from the first semester. Um just other things, everything else was pretty much on task and positive. Sta uh staff and student ID policy. Staffs are required to carry IDs. Students IDs are not required. Um they did say that in the event they had a plan in the event of uh for reunification they will use e-haul pass for students that were not in the room because they require them to use a hall pass. Uh everything else was okay. Um you'll see the on-site observations if you read through those are just findings as as we walked around and looked at different facilities uh things that we have to identify and talk about. There's quite a few of them there. I'm not going to go into detail as after that is just a sum a summation of

030surveys and interviews. The full surveys and interviews are located at the back of that package if you'd like to go through and look at all the findings how they played out uh the open-ended responses. Those are always fun to read uh just to see uh staff survey results. Out [clears throat] of the staff survey, 32 members of the staff responded. Um there's some there's some some data there just a summarization I didn't put the number of students that responded or remember what it was off the top of my head >> you remember Lee off the top of your head >> I don't off the top >> 71 parents responded to the the parent survey um listed commenations uh intruder assessment they have always been on task uh or with their the TA intruder they have

031not had theirs this year but the last one was done last March and every year subsequent to that they have been on task. Uh they're great. Everything that I asked for when I went to meet with them, they had copies of and were prepared. Uh very it was very evident that safety is important on their campus. U their on-site uh observations number one was just the campus culture. It's good to see people out conversing with kids having conversations. Kids were smiling. Um, and I I guarantee it wasn't because I was there. So, uh, you had to think that good things were going on. There was some interviews of the office staff, nursing staff, counseling staff. Those have also been included on the back if you'd like to look over those. At the end of the

032day, we come up with our list of recommendations. Um the list of recommendations on the last pay and summary based on the recommendations listed above. I'm sorry not the recommendations but the well yes the list of recommendations. Number one uh main entrance and security gate. Don't know what the solution is to that but uh the fact that it that it is an external threat is a concern for for them. Number two update and repost evacuation routes. There were some areas that where they weren't posted. uh camera access in the pods because of the blind spots come to find out or they they they let it be known that they did not have camera access for the car rider lines in the parking lot or for the bus lane. [snorts] Um [clears throat] the bull horns

033and the uh in the main gym and the auxiliary gym are not functioning. That information has been relayed to Josh and we'll be um he's already got them coming out to look at it. Students and staff required to wear identification, parking tags to identify staff vehicles, formation of campus safety council with student representation. That way the students have an opportunity to provide feedback for their safety needs. Athletic gate near the back of the gym that stays open from time to time so athletes can transition from the back of the fieldhouse to the back gym. That gate needs to be locked. Um something simple. We are required by law to have steroid laws posted in the gyms. They weren't there. And then uh scheduling for flushing, eyewash, and emergency showers uh in the science labs. And

034that's all I have. If you have any questions, I'd be happy to try to answer any of them for you. If not, next week we'll plan on doing an arrows report uh for y'all. >> I have one question. Is not all staff trained in CPR? >> No. >> Okay. Not all staff are trained. They're trained in stop the bleed, but not CPR. >> They're not all trained on the AED machine either. >> Not all of them. No. >> Isn't there something coming up for students to be able to do stop the bleed? No. >> 7 through 12. Optional training required. [clears throat] We're required by the state to offer it to to students in 7 through 12. >> So, I believe the junior high today sent the the notification out to parents. >> So, what

035teachers how do you get chosen to do CPR? coaches, special needs, some administrators, mainly the ones that are that are um >> generally it it's staff that may find themselves not in an instructional campus setting with kids somewhere else. >> Okay. >> You could call the you can't have you're going on a trip, you're going here, and you can't call the school nurse, too. >> Gotcha. Okay. Because a trainer is noise with us. Any other questions? >> Yeah. So on the uh comm all the communication equipment as far as on all campuses, does it get tested weekly? Like >> it doesn't get tested weekly. No, >> it's up to the administrators. We So for example, we had them come out, we had company, this has been an ongoing and at the beginning of the year

036things were working. Since then, um the the bull horns in the main gym [clears throat] haven't been working. However, when I asked, there hadn't been a tech request put in, meaning technology was not aware that they were down. So, um >> is that something we ought to implement? You know, test and safety system. >> Well, that's a that's a campus decision. The campuses should be the one checking that to make sure that it's >> So, what happens is, you know, let's just say most of the time it's the announcements. Hopefully everybody's in the classroom >> and nobody's in that common area, right? And so sometimes it's kind of hard to know when it's not working, right? >> But the, you know, the fact of the matter is we do this to catch those things. >>

037Yeah. >> The idea the idea of it is just like anything else. There's classrooms in that gym. There's people in there when they know there should be bells and announcements. teachers are required or supposed to report that information. If it's not working, right? >> When it's reported, then a tech request goes in and then it gets fixed and then if it's not fixed in a timely manner, they get a hold of me and then I put the added leverage to get it fixed and that hasn't happened. So, >> until [snorts] now >> until now, which in their coming out >> how many disaster drills do we do a semester or a year? What do we do? >> We have a set schedule. >> To give it to you off the top of my head, I

038can't do that. didn't have enough time. >> Fire drill. >> By law, we're required four fire drills. Uh, >> help me out, principles. Two >> fire drill for every month that we're in school more than half. >> That's changed. It's four state [snorts] lockowns, two shelter in place, a lockout, and a secure lockout. >> Yeah. >> Plenty. >> So, let me take you back to last month when Mr. Miller did the high school one. Sir, >> one of the things you heard was uh much like we practiced a couple of weeks ago when we did have the call-in bond threat is that at some given time we need to be able to our CBISD police need to be able to communicate countywide with all other agencies. Okay. So when uh doing this report, one of

039the things that we found was that in the new buildings construction, if you're in the hallway, they have limited not sometimes it works, sometimes it doesn't. Meaning coverage and so when they come out to test, it was spotty there. If you get out of the hallway and you go into a classroom, it's better, right? And and if you get and of course it's outside. So what had happened is we do have an area we know that's limited, right? So one of the things that we need to know is that is that something you want to us to fix, right? So you know it's let's just say it it's 100t wide, right? The hallway, the building, the whole campus, the the wing is 100t wide. You've got 40 feet of classroom, 40 feet of classroom, and

040then 15 feet of hallway. So, it's not like you can't have you can't do something to communicate. But there is one situation which could be an active shooter situation where everybody's locked down, doors are closed, barricaded. You could have a law enforcement official in a hallway that could have spotty communication. And I think we all agree that's a bad thing. >> Okay. So given that the fix is $87,000 and what it it it involves is interior antennas in the building that uh two it' be two on the top floor, two on the bottom floor and there'll be a roof penetration with a main antenna on top of the building. So that's what it takes to fix this. Um again, you know, this is a it's a safety requirement. You want to have it. um um

041when it's a known safety requirement, you know, my thought process is that um you know, we are wrapping up the bond. There's there's available funds. So, I could see this being an adequate use of those funds to fix that problem. We have received two different bids at this point. One was over 150,000. uh the others I think what eight right at 87,000 and that company has actually done the same work in two local districts this past school year doing the same thing. So um if if everybody's just ahead not agreeable to that then we'll we'll start moving on that give you an update on that to next in next month. >> That's just a junior high campus. >> No, that's the high school building. >> Just the high school brick walls that you know >>

042the new high school building. in a in a and so when when we've done that test or the group that we've brought in to do the test it it's only in the hallways in the first and second floor of the new construction seat building's fine cafeteria is fine works in the gym works in the a bar I mean excuse me a shop right it's just it's just in the hallways and it has something to do with the brick and the construction and and the roofing right >> yeah I say go with it >> I mean as for the Therefore, >> yeah, >> instructional report >> uh instructional report. Last month, we gave you the month before we gave a little update on our our uh TIA, which is our teacher incentive a lotment. Uh we

043kind of laid the plan out there and told you what might kind of happen. And so tonight, Jennifer is going to tell you what is going to happen. So you do have a handout in your in your maroon folder. It looks like this. Says TIA update on it. Has a maroon band at the top. So we are very excited to announce that our um local designation system has been approved by TEA. So we um all of our data looks good and our validation worked out and the statistics looked great and so they have blessed our system. Uh we have a couple of next steps but we are in celebration mode over that. We're so excited. Um we did put forth um 13 teachers to receive a designation, but there are a couple steps um yet

044to happen. >> Before we go too far, >> just so everybody knows, these names are double secret right now. >> Okay, we will be releasing those names to the administrators at our advant council on Thursday. >> Okay, so just so nobody blurts a name out while we're here because that the teachers don't know. Okay. >> So, um the last part of the uh the whole designation process is uh uh the last Friday in February is our class winter roster snapshot. Uh those teachers that are reported on the class winter roster uh will be el that are still employed with us will be eligible for their TIA designation this year. So on the list of stu of teachers that we've put forth um there's one last step that has to be done and that's tea verifying

045their eligibility that they're still employed with us and verifying which campus they're employed at because those um the amounts are different based on campus um ecodis numbers basically. So uh so we [clears throat] have put all our things in place. We're verifying our uh PEM submission. It is due uh March 26 that will go to the state. So in early April, we will get the official notification from TEA that yes, these teachers will indeed be generating an aotment for you. >> How [clears throat] much? >> And how much? Yes. So, we are just over the moon that we are going to have some teachers be able to have that opportunity and we are um already hard at work on revising and adding people for next year. So, good news. >> All right. Is that it

046for the instructor? >> All right. Financial report. >> Okay. Y'all should have three three different >> Yeah. In your in your maroon folder, you have a um a two two separate packets. One at the top is the CBISD 2526 budget and behind it a 2627 budget. And then you have the same you have a second uh packet that has the same things 25 26 26 27. >> [snorts] >> And so just on our regular monthly statement, um we're at 58% through the year, we're looking at our expenditures being about 53%. So we're about 5% under budget there. Um but on the what I did on the 2526, I kind of gave y'all the same package you would get when we were getting ready to approve the budget. And this has just been updated. All the

047green numbers have been updated to show you where we're at on these numbers. And those are ones that have increased. Um the state funds increased due to our attendance being, you know, our attendance was projected at 2,600, but we're um I think the last numbers I looked at total for the year were like 2680. >> So you used you used the third six weeks. So that when you we're at 2704 right now taking all three six week submissions and so what you've done is you've used the the last six weeks what we >> heard the 2680 right is what >> so we're still a little bit higher than that but you're still being conservative that's a good thing [snorts] >> anyway so um on the miscellaneous revenue so including that's the 313 plus we also

048had received some um Texas New Mexico rebates that we had not been expecting. So that was increased. Our bid building rental was at 20,000 and so far this year we're we've already done [clears throat] 37,000. And so I just kind of updated mostly just in the general fund the 199 just to kind of show you where we were at. I highlighted the gate receipts on athletics. It's It's trending a little down from what this number is, but we still have a lot of sporting events to happen, but we're running about 10,000 lower than we were this time. >> If you remember that we played seven home football games last year. >> Yes. >> And this year we played four with one real low attendance based on the the people we played. So you budgeted the

049199 and then >> and it's coming in it's a little lower than it was >> but all the rest of them are significantly higher >> that totally make up that difference. >> And then if you look on the second page these are our expenditures and these are actual budget numbers what we budgeted. We're not over budget in any fund or function. Um, and we pretty much have all of our encumbrances in there for the till the end of the year, the most significant ones. And so what I did on function 81, if y'all remember, I put all of our excess additional funds to make us have a balanced budget. Last year, I put it in there. And so I just kind of took it out to show you that bottom number, the 1.6 6 million.

050That's that includes our additional like attendance that we're getting, the uh disaster pennies that we adopted. That's kind of showing right now [clears throat] what would go into fund balance should our budget stay on track and where we're at. So, I kind of moved down there just so you could see what it would be because I think the disaster pennies was almost a million dollars and then our attendance increase has been five 600,000. So, that's kind of we're to the good about that much as long as nothing drastic happens. >> So, it is a March. So, what when does the three pennies come off? >> It's coming now. now. So >> the payments from TEA >> now [clears throat] so what I did is if you look at >> June uh well August well July

051one for us budget year >> for our budget year July one um we we will still I think they have until August is when they have >> what I was going to say yeah two things for our budget year it's going to be June 30th but for tea payments it could even go into September and that's that's where that's why that October financial report audit is that's the settle up that you get right in there because I calculate that in >> and so I also at the same time talked to Mo Casey about the 26 27 year just to give us a starting point. This by no means is a here's a budget ready to be adopted. It is it is just using what they have. Since we're not in legislative session, we I did

052the projection on 2680 attendance since our attendance has been higher this year instead of 2600. And they projected a slight increase in property value. So you won't see a big decrease in your tax revenue because values will go up, which will help the loss of the pennies that we're not going to have. And so the 26 27 budget, I just kind of put that on there. I didn't change a lot on the expenses. I rounded up everything. Um, we really haven't gone over budget in maintenance or transportation. The only thing are the buses and we'll get some of that money back. So this is a the expenditures are pretty good. you know, once we know closer we see teachers in and out all the changes that way that will change a little bit, but our

053expenditures shouldn't change much next year either. And so I put all that in there along with the Mo Casey's projected revenue and it shows us at a deficit of of 580. Like I said, this is by no means this is just a >> Yes. just to have something so when you start going into talking about changes that we're going to have, none of those changes are in here. This is just how it is today with a little increase in expenditures and not much. It also includes, if you notice on function 71, I put in the SECO loan payment. And so, but not included in here is any projected savings that we will have on the electric bill. We don't know what that's going to be. So, you know, is who just is working on establishing

054baselines for that now. >> And so, you know, it's like I said, this is very preliminary. I just wanted y'all wanted it a little early this year. I just wanted to kind of have something in your hands so you can look at to see that, you know, but we're in a good position. >> Yeah, exactly. So, that that 583 should I mean that's 1.3 of the budget, right? 1.3% of the budget. So, I mean, long story short, we're in that cone where everybody should feel comfortable, >> right? you should feel very comfortable. One of the added I wanted to add one thing is that Jennifer will stay on top of this and that is special ed funding. If you remember special ed funding is changing the structure. Right now it's on a resource setting. So

055like whether they're in a a life skills room or whether they're they're pulled once or twice a day or whether you know depending upon what setting they're in that's how they're fun that's how special ed is funded. special ed next year is going to an intensity of services funding regardless of what room they're in because some kids could be in the same room and one kid gets way more uh outside PT OT type type things and so they'll be funded on intensity of services which based on our numbers our special ed funding will increase based on on that. So, what's going to happen is the state's going to ask is asking us to budget the way we budgeted this year. During the school year next year, if this makes you feel good, during the school

056year next year, there will be a switch at the state level from intensity well from instructional setting to intensity of services. And then when they recalculate that number, then there'll be a setup in our summary of finance template. >> All right. So, >> it's going to be crazy. >> It It's going to increase. I'm telling you, it's going to increase. And so, long story short, whatever we tell you the number is, it's going to be more than the number, right? As far as income and revenue. >> The same thing with the miscellaneous revenue. >> I just put it at 600,000 because it's been the 313's been decreasing, but it just depends what happens there. I just put it a little lower, but it could come come in the same as we had this year. It

057just depends on property values. Yeah. >> Thank you, J. >> Appreciate that. Look ahead. It's good. in the car >> if you want to do. I don't really have anything for bond report other than acting. >> No, that's an action item. >> That's action item under number two. Maybe we should discuss it. You want to go ahead and discuss this insurance? >> Yeah, let's do that. >> Okay. We should have another packet that looks paper clip together and it's it starts out with the um insurance renewal that we were given by McGriff there >> last month. to look over. Um, and nothing on it has changed. We still have the same renewal options one, two, and three. Um, but at the end of the [snorts] middle of last week, I got a call from um

058an email from Insurica who it used to be North American who was our carrier prior to McGriff. uh just asking if how things were going, could they talk to us about our insurance and and so we had I had a call with um Lauren with Insurica and we just kind of went over where we were at, where our property values were, uh the new construction that we've had since they had us as at insurance insurance and she just asked if they were able to get a quote would would would I be willing to bring it to the board? And so I kind of center over our schedule of values and they provided, you'll see the second sheet that they provided us a a new quote on it. And so I wanted to present that to

059you. Um, which also shows 20 million, 25 million, and 30 million worth of coverages. um the same as the McGriff, but then they also, if you look down at the deductibles, their their deductibles are about half of what McGriffs are. Um we're it was 500,000 minimum, theirs is 250,000 minimum. So there's some change in there um on just about all of them. Um the other perils 25,000 is the same as Mc McGriff's um other perils. that's the same, but you if you look at the premiums, you can see they're significantly lower. Um, I asked her to send me a copy of the companies where she was able to get bids from. Did I give y'all one of these sheets? Okay, just to show the companies that that they quoted it through and got coverage for

060is Lloyds of London, which I'm sure y'all have all heard of. All the companies that they provided for us are A+ a to A+ companies. So they're um really good insurance companies um and significantly lower in premium and that's just due to a softening market. They had more companies that'll come that have come up this year that want to um write insurance and rotten in tier one and tier two. And so I felt like, you know, to be fiscally responsible, I needed to show you the new quote. Uh the difference in the quotes. >> This is This is coming due when? >> March 1st is our renewal. >> March 1st. >> Yes. >> We need to do something tonight. Yes sir. >> In order to sir >> that schedule another meeting. [snorts] >> So they're

06130 million. >> 40,000 less. >> Wow. >> I'm glad she called him. I mean that's more coverage. >> Yeah, it is more coverage for >> less money. >> Deductible is what half the price >> was killed me with the [clears throat] our other bill. >> Also, this is a blanket coverage. Let me throw that. So, we we do have a schedule, but our and I I think I put a copy of that I wanted y'all to also look at. When I started looking after our board meeting, I started last month, I was looking at what was actually on our schedule of value and it was not something I went back over with McGriff this year, but um I talked to the CFO at Galveastston and he was telling me talking to me about how they

062got their premiums down. And so, um I have you a list here that's got red. So what I did was when I looked at McGriff, I realized that the new high school was still just just had phase two. It didn't have the final phase on it, like the final cost of the new building. And so I started looking so I knew the value would go up, the total value. So I started looking and going over this with Justin and and Mr. Galloway on things that are on here that really shouldn't be on here. This is more our schedule of assets when these things were built. And so everything that we that's in red, we kind of took off and put that value down and to bring the high school up to value. And that's what

063the second page is. And on the second page, a shorter list. This pretty much is our administration building, all of our school buildings, and the new >> agricultural facility. >> And and and we went ahead and put that on here, too. Um, so this would be what we would be insuring. I didn't I didn't want to make the decision that we're insuring that things like that were on the other ones like our mechanical room or press boxes and things like that would really even be under our deductible should something happen to those. And so, you know, that's what the CFO and Galvvis was saying that's what they had to do. They had to go in and just ensure their buildings. >> Yes. I told you I sit and talked with that guy. >> Yes. He's

064like, "You're insuring light poles. That cost you nothing that that the insurance company hits you hard on." >> And so all that it ended up moving it down to the high school and the new construction. And you can see I wasn't sure about this um building value, but it's approximate. I mean, but it's one of those things that once I saw this, I knew we had to take some of it off. And so I did this new one, but I just wanted y'all's approval on it as well, so that you understand what we really have insured. And it's not me just, you know, when I'm gone and something happens to the mechanical room, you don't say, "Well, Julie just took that off the list." [laughter] I just wanted to to show, you know, what you

065had. And so the second page, the one that um actually was the ad barn at the the very bottom one, uh we put that on there because I really wanted I didn't want them to come back and say, "Oh, it's an additional $20,000 to put this on." And so I wanted the value on there when we got our renewal. And it actually is about 9,500 to do the cost of that um was what Laura was telling me is about 9500. We can [clears throat] wait and put it on in June when we take possession of it. So it won't be the total 9500 will be prrated for the rest of the year. But I just wanted that on our list so it didn't get looked over. They didn't know about it. We didn't know about

066it and we don't get a big bill like we did >> last time when we added the high school. um on there. >> So, are they here or are people here? >> Lauren is here if you have any questions. Warren and she's with Insurika. Um and if you have any questions about their carriers, their any of her bids, she's she can answer any questions you might have. >> My questions were to my >> Did they ever come out and do what they promised and assess everything? >> Come out and do [clears throat] building inspections. They did. Um >> what about paying on the fire? Didn't we have a claim with them? >> That that has not been paid. We we have paid a big portion of it to Belelfford because I didn't want, as I

067told Stephen, I didn't want a claim to happen. And then, you know, they were they were here within a few hours >> and I I wanted to make sure they got paid. And so actually until something came up until she asked me about the claim, I actually went in there and started looking and realized that it's not finished. They had not even paid. And so I called the adjuster and and it's actually amest is questioning 13,000 of Force's bill. So they haven't paid anything. Not even on the um rebuild has not even been paid. And so I'm waiting to hear back from them about what we will get reimbursed because we have paid bill for probably 75% of what we owe them just because I want I didn't want us to have another claim and

068them say well we don't want to come out there because you don't pay your bill and so we we have paid them. We're just waiting for our reimbursement on it. >> So we don't he's not here to ask if that's customary and usual for it to take that long. I I emailed him yesterday to tell them we had got another quote because I wanted them to know it wasn't something we went out looking for. Um, in fact, I even called an a risk manager to make sure that we could present this, you know, as far as bid laws or all that and they said we can because they're through PCAT, which is an interlocal agreement. So, we were fine to be able to present their quote and um it was just I mean it's it's

06940,000 less and you get 20,000 I mean 20 million >> 10 million more coverage. Yeah. >> So, and they also once we I if we choose to go with them, they also they can look at what the cost is because the the difference between the 20 and the 30. You can see that price is about 67. The first the first 5 million cost about 40ome and the next 5 million was 20ome. So as you add value that price go is going down to add 5 million more with the coverage. So it's not something that we can always go back and because [clears throat] they will come in will come and they will actually do a valuation on all of our buildings and so we will have that now. So where I'm trying to figure out

070Pete's really worth this much they will tell us that well this this is what we originally paid for these things to be added. These were added every time something was done. They're added to our [clears throat] list of assets. And so they will actually come out and do a valuation on our building. So we will have, you know, pictures and we'll have values that we know. But but the difference in this and McGriff too is McGriff is is a value. Whatever's on our list, that's what they will, you know, that's what the coverage is for. With them, it's a blanket coverage. So if one building needs more than the other, [snorts] it's just moved over and that building is what's covered. So if you had an a if we had a hurricane and Barrow and

071this school was damaged, then they're not going to say, "Well, it's just this much for this school and this much for Barrow. It's whatever you need of this this total value of whatever you choose for your >> not realize that wasn't the way it was griff." >> Yeah. their original presentation. >> I I love the blanket idea. I mean, >> this is our district is so big. >> You know, I mean, if a tornado or something comes through, you know, tears off, you know, >> I think it happened one place. Yeah. >> Does anybody have any questions for Julie or Miss Lauren in the back? All right. We'll talk about this again in a minute. >> All right, we'll move to our action items. We need to set a date uh to canvas the trustee

072election returns. >> Correct. Uh we do need um looking our board meeting is always set for the third Tuesday in May. However, you have to canvas I think within 11 days after the vote. And so we actually if we want to keep it on a Tuesday, we need to move it up a week and and do it and move our May regular meeting to May the 12th unless you want to have a special record. >> So without an election, do we canvas votes that didn't happen? Well, I guess our names will be on the ballot anyway. You have to verify that. But yeah, >> this be the May >> meeting. Uhhuh. >> So to to do that, we now granted that's one simple thing. I [clears throat] mean, we could have a lunch meeting on

073May the 12th, get it done and be fine or a different date. I was just saying if you only want to have one meeting, we need to move it up. So, we just need to make a decision. >> What's the latest we can do it or >> the 12th? >> The 12. I think it's actually the 13th, but not sure how they count days. I would I feel safe doing it. >> The 12th. Yeah, >> the 12th. >> And our meeting's on the 19th. So, we have to do it before that. >> It's up to everybody. I mean, if if the 19th works better for everybody else, I don't mind doing a quick lunch meeting, >> you know, to run up here and and do that, that's not a problem. Uh, I mean, we need

074what, four people? >> Mhm. >> So, if we want to keep the meeting the way it is, I don't care if we do special. >> We could I mean, yeah, you know, given, you know, they say that you're supposed to do you're supposed to do them out board meetings now outside of work hours, but you're not really you're not taking any action on anything. It's a, you know, there's not money involved. There's not it's a I think you would be fine doing that. We could just do four o'clock or whatever. >> Yeah, fine, too. We could even do four o'clock at >> just do four o'clock if four people could make it in canvas selection. And then you could keep the 19th as a regular meeting. It's y'all's choice. >> You can do noon. I'm

075better. Four o'clock. I'm not. >> Okay. >> I'd be out at four o'clock on Tuesdays. I can't make it on a Tuesday at 4. >> I mean, if it was like Monday, >> I can do Monday at 4. >> The 10th. [snorts] Yeah. >> I'm pretty openable. So, did we allow lunch at >> Monday? I can do anytime. Tuesdays is my designated office day, so it's hard for me to >> get out. >> Monday, >> could you do lunch on a Monday or can you not leave it? >> No, I can do anything except on a Tuesday. It's hard for me to leave at lunch because I have to go back. >> Good at lunch time then. I think we've done it before. I think like that. Yep. We have >> You want You want

076to do like a lunch meeting on the 11th? Monday the 11th. >> Somebody make a motion to >> I'll make set the date >> for uh May 11th at >> You'll have to take the time. Yeah. >> Okay. Ry makes a motion. Would someone like to second it? >> Becky. All in favor of >> I may say I. Any opposed? >> Nobody. All right. Good. >> Fantastic. [clears throat] >> So, we're leaving it then. Is the 19th the regular meeting? Is the 19th? >> 19th will stay the regular meeting. >> Yes. >> Yeah. It's just plan on noon and I'll I mean, I'll have a sandwich here for you and you can knock, you know, Yeah, honestly. Yeah, [laughter] >> it's a Sonic drink and we're happy. >> We can do Sonic drink. We can

077do that. We can do Sonic drinks. >> Cheddar peppers or something. >> All right. So, we talked about the insurance. Would someone like to make a motion? >> Make a motion. >> All right. Right. [laughter] >> What? You have to tell us what the motion is. What are we going to go with here? >> Oh, I made the motion that >> that we go with insurance come with 30 million. >> All right. Right. Makes a motion. Would someone like to second it? >> Seconded by James. Smart move and lots of money saved. All in favor say I. >> I. >> Anybody opposed? I did try to persuade you with that. [laughter] Sorry about >> All right, moving on. >> You want to give Lauren a chance to speak? >> Yes. Lauren, would you like to

078>> address yourself? So, I'm Lauren with Shurica and it's nice to meet you all. Thank you for having me and thank you for answering my email. >> Um, I think we got this quote turned around in record time, but we're very excited to be able to bring so much savings to the district. I know that you will put the money to good use and we will take very good care of you as far as um communicating. We will meet and budget for the next year. There won't be any surprises and we will take care of the risk management side of things as well. Um somebody will reach out within 30 to 60 days to come out and schedule that on-site property valuation. So you'll get pictures, you'll get measurements, um all that good stuff. They'll

079do some security walkthroughs and and stuff like that. So, I appreciate y'all. >> We appreciate you saving us some money and [clears throat] reaching out. Thank you very much. >> This I love this part of my job >> so much. Appreciate it. >> Thank you. >> Where y'all located at? Where you like where you >> I live in Tombbo. >> Tombbo. >> Yeah. neighborhood. Sorry. >> Okay. So, we're going to move to item number three. Consider a resolution regarding Senate Bill 11, a period of prayer and reading of the Bible or other religious texts. >> I think we probably need to talk about this before we we haven't really >> visited it this put it out. I don't know if you I forward you a few articles just so you can kind of stay to

080know. Um, at least one local district has that that I know of that county district has voted. Uh, and I think they they worded the motion where we totally understand where you're coming from, but we think the kids and the students already have that right. And so we're going to uh we're going to decline your offer and not approve the resolution. Again, again, like I said, I don't know all the particulars until you get into it. If you approve the resolution, then you have to you have to go we have to go through a process with TASBY of looking at what that would look like. So, at the end of the day, just making it aware even if you approve the resolution, it's not a done deal. >> You actually have to go through and

081establish a board policy. I can tell you one of the things we're scared of is right now the student does have the right there is a protection for staff and students right now with if a student does that on campus. The fear is once you put this in their requirements is is that you now staff have legal requirements about who's in what happens and it I mean it I'm just saying the the unintended consequences of what people are scared of because the question is can a student do this right now? The answer is yes they can. >> Now I don't know how everybody else runs their districts. I'm just telling you CBISD that student has that right right now. So my opinion, not my opinion. My thought is >> I don't want any more disruption.

082>> So >> yeah, >> I I think if they have more clarity on where this was going, >> then we can make a better decision. But I don't think that we can adopt it >> and create more chaos or anything like that. And you know, >> current wording, >> right? I give an example. On Thursday, we have our balaric planning meeting with with all of our local pastors. Not one of those pastors has called and asked me to put this in, right? Because I think they understand with the relationship uh our youth pastors come on campus at all of our campuses there and watch to visit with kids. >> I mean, it's a it's it's an open concept and we're fine. So, >> well, I did read over it quite a bit and it's not

083what it appears to be. >> First of all, second of all, there's so many waiverss that uh parents, teachers, and students have to sign saying they're giving up this to get that. And one of those things is we can't make announce public announcements or give them that minute of silence. That'll be taken away. And for me personally, I think that's that's a private way to do it. We're offering that students are not denied that and in their own way if they want to be quiet, if they want to pray, if they want to stare off and that's that's their moment of silence to do whatever they want to and that would be taken away with what I was reading and what I understood. So it's not at all what it appears to be. And so

084it does we're the Lord is not saying that's not important to us. We're saying we don't think what we are doing is broken. So we're not going to work to fix it. >> Correct. >> Boundaries. >> Yeah. >> So we just will make a motion or just move on. Do >> we have to have >> given the fact that states ask you to put it on a board vote? I would ask that you if you're going to do that >> that we basically in the motion we don't want to adopt the resolution. >> You you vote to deny the resolution. >> Okay. Madam President, I move that we do not adopt the resolution of SB >> 11. >> I have a motion by Greg. >> Second by Ray. All in favor to not adopt the

085resolution of SB11 say I. I. >> You ready? That's unanimous. Okay. So, we have our district of innovation and board teacher certification plan. You want to go over that with us? >> Yeah. Again, u Cody, can you pull that up in the document? And of course, Wendy's here. She can talk to you about it. What we did is, if you remember, we just went back into our DOI plan and added some language that says that between now and the 2930 school year, we will be fully compliant in the DOI pro in the DOIs in what's called the foundation curriculum, which was kindergarten through uh 12th grade math, science, English, and social studies. Right? You can still have DOIs in the other subjects outside of that like welding and business and so forth. But we will

086we will work uh things that we're going to do. We're going to leave a general posting if we have like if we have elementary teachers that are in this foundation subjects DOI, we're going to leave an elementary posting up static. Same thing at the secondary level, meaning we're always looking for new applicants that might fill that need, right? And so all of our DOIs in that process, we're going to work with them to get them certified through a process and we're going to try to get that number lower every year. Uh, as an example, those DOIs already know they're on quote a like a probationary, they're on a non-chapter 21 contract, meaning they don't have all the appellet rights. they know that we may take action at contract time. If they're not fulfilling their duties,

087we're going to kind of put them on a schedule to to push them along to do that. But the goal would be uh to whittle that number down uh and have all fully certified in those areas by the 2930 year 2930 school year as required. >> How much does the testing cost? Is each subject matter different or is it all pretty blanket across? >> It's different. They they some subjects like if you want to do EC through six you have to take three different tests. So each test is >> so one of one of the things as we talked the last couple of times we do have a couple situations where we have certified teachers that are just teaching outside >> of their subject. And so that would be one of the things to do

088is to to get those people moved over the years back in. If they're not going to take a new test and stay in that, then we have to move them back into something they're fully certified in, right? And so we'll we'll we'll work on that as well. That'll be a part of the process. >> And math in high school is algebra, geometry. I mean, they throw it all in one slump test. I would not do well. I'm just gonna be honest with you. >> It's not that bad. >> Yeah. >> And it's all at the cost of the employee. >> In some s if there's a high need situation, there have been times when the district has >> Yeah. Right. But it's it it's going to be it's going to be on a need basis.

089Right. If we've got if we've been looking for five years for something, we haven't found it, that's high need. If we've got 25 applications every year for something that's different, right? It'll be one of those things that Wendy will handle through her office. >> Do I have any questions about that? We have a chance to look over that plan. >> The only changes are the ones that are highlighted. [snorts] >> And so part of this process is it's it's more or less you just approving a plan. You're just saying you know about it is really what you're doing. And then Wendy, if this is approved, then Wendy will go in to TEA and make the notifications to TEA. And so what will happen is is that eventually if it's approved, we'll have on our web

090page, we'll have to put that we have a plan approved of that by 29:30 we're going to take care of this and it has to be it's kind of like our DOI plan has to be posted and active on the website. So under the board minutes from >> well and the board minutes of when you you know if you approved it >> and so when it hits 2930 will there be such a thing as DOI anymore? >> Yes. >> Okay. But it not within the as of right now there'll still be DOIs but like right now our DOI plan if you're it doesn't include federal certifications like special ed bilingual. You can't you we can't DOI into those areas. It doesn't cover that. So what'll happen is by 2930 it'll just encompass math, science, English,

091and social studies as well. >> But we've talked if when you go to an elementary campus that's the majority of you teachers. When you go to the high school, it's only one/4 of you teachers, right? Just there's a whole lot of other stuff. >> Would anybody like to make a motion to approve the district of innovation and uh teacher certification plan? >> I'll make the motion. Thank you. Makes the motion. I have a second. >> I'll second. >> Say Janna. >> Yes. >> Janna seconds. All in favor say I. >> Any opposed? Okay, that passes unanimously. [snorts] All right. Approve certification of provision of instructional materials survey 26 27. >> This is what you do yearly if you'll remember. So meaning that in the next year out of our instructional instructional materials a lotment money

092you're certifying that every every penny we spend or resources on that will comply with state regulations. >> Anybody have a question about that? >> All right. I need a motion. >> I'll make a motion to approve the certification of provisional instructional materials survey. >> Jack makes a motion. Jackie makes a motion. Motion. Hello. Motion. [clears throat] And Greg seconds it. All in favor say I. I. >> Anybody oppose. Very good. All right. Another Senate bill 546 about seat belts. We point seat belts. >> Yeah. So I I >> is laughing. >> Yeah. I get unfunded mandate. Here we go. So, there was legislation that said, right, that starting effectively, every school bus, right, had to have the three-point seat belt on it. And so, all of our new ones do. Then there's legislation says that

093they want the legislation wants you to go back and retrofit all your other buses. >> Okay. >> Right. So, what what we have for you is attached is a cost estimate for all of our buses that to retrofit. I can tell you that's not in the budget. So if you vote this down, you're saying that we do not have money in the budget to comply with this. And what will happen is we will turn around and Mr. Miller will submit this to the state. Part of the legislative action also is to capture that number so that the next legislature can consider the cost to school districts to do that and if they're going to include that in their new school funding. >> Easy vote. >> Yeah. So I I I don't really think it's ever

094going to come to fruition, but it's an exercise, right? Again, it it you know, it's a hot it's a school safety thing. the legislators made you take a vote on it and you're having to take a vote that you're not going to do something for school safety because it's not in the butt. I'm just saying it >> that you got to watch that needle there, right? So >> this look like the bad guy but then again it's funding. >> Yeah. >> How much is it director? >> 1.3 page. >> Well, this is not the first time we've seen but Seat belts [snorts] requirements for seat belts. >> How many buses do we have? >> So how many how many buses total? >> And then and then some of them are more than others because you

095have to you have to pull the flooring up because the sub the flooring >> 44 buses. >> Yeah. I mean how many buses is it? >> Four buses on this spreadsheet. >> I take 22 of them don't have it. >> 44 on this spreadsheet. How much is the bus stop nowadays? >> 15ish. >> You can almost replace half of our bus. >> Half the 22 you could replace for what it's going to cost to put seat belts in. The buses we purchased, they come with >> every bus we've bought since 2017 has >> they should have red they should have did it where you had like a certain year to have those out. Not >> X amount of years. That way when you replace buses, you phase them out >> again. It, you know, it

096makes it every year something I discuss and then the number comes out. Oh wow. >> Yeah. So they're going to take it to legislature this next round probably. >> That's the idea is that when if you deny it, they will Yeah. They're giving the adoption not to deny. >> Would somebody make a motion? >> I'll make a motion that we don't approve Senate Bill 5463 seat belt budget request. >> Second. >> All right. Becky makes a motion and Greg seconds it. All in favor say I. No, I'm just kidding. [laughter] [laughter] >> There's that fence right there, baby. You got both legs on side. [laughter] >> All right. Our consent agenda consists of minutes from January 20th, a regular meeting, a bud approve the budget amendments and donations. to read three revise job descriptions and

097approve a memorandum of understanding concerning communication and coordination between CBISD Police Department and the Brisia P. Approve the 2627 instructional calendar and approve countywide joint election agreement and contract with Broria County for May 26 election services. Would anybody like any of that pulled? >> M. I'd like to pull the job three job descriptions out for further discussion. >> Okay. >> I can do it at a later date or tonight or whatever. >> Okay. Let's um we're going to pull that item for now and so I'll need a motion for the remainder of the consent agenda. Someone would like to make that motion. >> Motion. >> All right. Ray will make the motion. James will second it. All in favor say I. >> I. >> Any opposed? >> Okay. >> Um, so on the approved revised

098job descriptions, I would like for us to address this after closed if y'all if that's okay with >> we can make a motion to postpone it until after closed. I'll make that motion if somebody would second it. Second. All in favor postponing this till after close say I. >> Any opposed? Any Okay, we will [snorts] discuss that and vote on that later. Okay, kids. We're going to close session. We're going to adjourn >> pursuant to Texas Government Code, the Open View Act section 551.
