Okay, it's 6:00. We're going to go ahead. >> The bell ranga back to class. >> We're not doing anything financial report from life. If >> I can have your attention, we're going to go ahead and start now. So, first thing we're going to do is our >> Now that I've got your attention, I will turn it back over to Miss going to have our first report about our financial accountability and rating. So, Miss Julie's gonna give us that report. >> Okay. So the law requires every school year for the district to prepare an annual financial accountability report. The primary goal of the first report is to improve the management of school districts financial resources and the primary objective of the rating system is to assess the quality of the financial management of Texas public schools.
A secondary objective is to measure and report the extent to which financial resources in the Texas public schools assure maximum allocation possible for direct instructional purposes. Uh what I'm going to do is just go through there's 20 21 indicators and I'll go through the indicators and just tell you how we scored on each one. Um if you have any questions just let me know. So the first indicator was that the complete let me back up real quick. This is based even though we're giving it now it's based off the 23 24 school year. It takes them that long to so we're kind of running a year behind. So um indicator one was the complete annual financial report and the data submitted to TEA was done within 30 days of November 27th for our fiscal year
in June 30th. Our report was ended June 30th 2024 and we u reported it by the deadline in November. So we passed that indicator. Indicator two was that a modified opinion in the annual financial report on the financial statements as a whole and we received um an unmodified opinion which means it was a clean audit. So we passed that Indicator three uh was the school district in compliance with payment terms of all debt agreements at fiscal year end. CBISD had no instances of default on bond obligations. So we passed that Indicator four was did the school district make timely payments to TRS, TWWC, IRS, and other government agencies. CBISD made timely payments to all listed government agencies. Indicator five was a total net position in the government activity column of the statement of net position
greater than zero. Ours was CBISD passed. Indicator six, was the average change in unassigned and assigned fund balance over three years less than a 25% decrease or did the current year assigned and unassigned fund balance exceed 75 days? um CBISD did we passed our our coverage at that time was 100.5 days. Indicator 7 was the number of days of cash on hand and current investments in the general fund for the school district sufficient to cover operating expenditures. CBSD had enough to cover uh over 100 days earning 10 points. Indicator eight, was the measure of current assets to current liability ratio for the school district sufficient to cover short-term debt? The district's current assets have to be three times greater than the current liabilities. Our ratio was 5.5 times greater, earning 10 points. Indicator nine, did
the school district's general fund revenue equal or exceed expenditures? Again, ours exceeded we had um more than 60 days of cash on hand. Um, indicator 10 is not being evaluated. Indicator 11, was the ratio of long-term debt to total assets for the school district sufficient to support long-term solveny? Our district's ratio was 694, which earned our district eight points. The ma the maximum you can get on here is 10 points. This indicator and the one below it, because we passed our bond, the $79 million, it makes our liabilities a little more. So, we lost two points there, but that's just because of our long-term debt. What's the correlation between future debt requirements and the district's assessed value? And our district's ratio was 4.08, which earned us eight points. Indicator 13, was the school district administrative
cost ratio equal to or less than the threshold? And our district's ratio was 0.0946, which earned us 10 points. Did the school district not have a 15% decline in student to staff ratio over three years? And so I've listed um for 2122 our total enrollment was 2915. For 2023 to 2024, total enrollment was on snapshot date. So our enrollment didn't decrease from those two years. So we passed that indicator. Indicator 15 was a school district ADA within the allotted range for the district's pupil projections submitted to TEA. Um our projected ratio was 2700 and our actual was 2662. So we we were within 20 and we received all five points. Indicator 16 did the comparison of public education information management well did PE's data um the comparison of the PE's data to the information in
our annual audit report result in a total variance of less than 3%. We didn't have a variance between the two so we passed that indicator. Indicator 17. Did the external independent auditor report that the annual financial report was free of any instances of material weaknesses and internal controls over financial reporting and compliance for local, state, and federal? We received a clean audit. So, we passed that Indicator 18. Did the external independent auditors indicate that annual financial report was free of any instances of material non-compliance for grant contracts and laws related to local, state, and federal funds? And CBISD's report was free of any material non-compliance, earning the district 10 points. Indicator 19. Did the school district post the required financial information to the website in accordance with the government code, local government code, Texas education
code, and Texas administration codes. And we did post it within the allotted time. So, we earned five points. Indicator 20. Did the school board members discuss the district's property value at a board meeting within 120 days of adopting its budget? And we did. We talked about it um within the the allotted time frame. In indicator 21, did the school district receive an adjusted repayment schedule for more than one fiscal year for the overallocation of um foundation school programs because of financial hardship. We didn't have a financial hardship, so we didn't receive anything. And then we're also required, y'all have the packet, if you go to page 13, we're required to show a 12 month um 12-month period. Now, this is period ending June 30, 2024. And so, for each person, we show you know for
meals, lodging, transportation, mileage, and um conference. Go one more um to show what we spent on each person. And so you can see everybody's um amounts there. And then the outside compensation or fees for the superintendent for the past 12 months ending June 30, 2024. Uh Mr. Galloway didn't receive any, nor did we have any board members who received any gifts. And then on page 16, you'll see the only board member who had any kind of business transactions with the school district was uh Mr. Champagne, and it was with Champagne's appliance um for $1,135. And then we are required to attach the current uh superintendent contract, which you'll find attached to that report as well. >> All right. Does anybody have any questions? Anybody from the public have any questions? Okay. And we'll close that
meeting and move to our regularly scheduled meeting. If you'll stand with me, I will invitation then we'll do the pledge. We want to remember the Jensen family and the loss of our employee and good friend. Um so we'll have a moment of silence and then I'll lead us in a prayer. Our most gracious heavenly father, we thank you for this day. We thank you for those gathered here who have interest in our district and in the students um who attend our district. I thank you for being with us. I thank you for a time of remembrance for Miss Jensen and all that she's offered to our children and in their growth. And we pray that you'd be with her family as they mourn her loss during this time and our students as well who um
are also sad and some of them not even understanding. But Lord, we just pray that you would just um be with them and calm their little tender hearts. We thank you for this board and the business before us. We pray that we would make wise decisions, that we would stay focused, and that we would act in a way that would be pleasing to you, and that we would be agreeable even when we don't agree in Jesus name. Amen. >> Amen. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Honor the Texas flag. I pledge allegiance to thee, Texas. One state under God, one and indivisible. >> We got recognitions. >> You do.
Miss Galloway has a few recognitions tonight. Don't want to do it without crying hopefully. But um I didn't do campus communication. So it takes me longer. I'm saving time there. Okay. First and foremost, I want to say that every single person that I'm introducing and we're honoring tonight has been in and out of Miss Jensen's classroom during her absence. There's absolutely no way that the routines and structure that are in that structured learning classroom could continue without all of them. Um, so first, Mrs. Hoffwood and Miss BOUNDS to come up here so you can get this. In the midst of loss and change, they've done the incredibly hard work of keeping the structure and routines and consistency in place for our kids. That matters more than people realize. and especially right now. The care, intention,
and steadiness they've shown made a difference every single day. They haven't missed a beat, and the work that they do is truly incredible. Very thankful for both of you. >> And then we have Miss Jones and Miss Doran. These two are the very definition of yes people. It doesn't matter what I come to them asking. I could ask them to drive a million miles and both of them would say yes. Tell me what you need. They mean it. And most of the time I don't even ask them. I just volunteer. You're in charge. Plan it. We need money. Enter the PO. All of the things. All of that is done, ready to go. come from communicating with families, planning the Christmas party, entering purchase orders. They went shopping at Walmart today to make sure we
had everything we needed for the party, and checking in on the classroom daily. They did not hesitate. They just jumped in. I'm truly honored to present them for our CBISD 226 award in a season that has asked so much. They went above and beyond in every possible way, making sure our students continue to feel safe, supported, and deeply loved during an incredibly diff difficult time. They didn't just step in when things were hard. They stepped up. Always keeping kids at the very center of every decision. I'm grateful for each of you and everything that you bring to Barrow. This is what showing up for kids and for each other looks like. And because of you, our students continue to feel safe, supported, and loved. So, thank you. >> All right. star guest turn and smile.
>> All right, we'll have our campus communications. >> She did not have anything. We are going to start with Columbia High School >> and we'll start with a picture of the courtyard. Um, almost near completion. Couple papers to put in, but here we've got Coach Carr has the kids out there golf practice already. So, they've been putting, chipping. Um, he loves having that there. He said he's got a lot of kids that will not be able to get themselves down to the golf course. So, this will allow him at least once a week to have practice chipping and putting with those kids. So, courtyard is opening up. We are using it for lunch as well and in the mornings. So, it's great to have that space back. Football team has received a lot of accolades.
We had 18 different players receive accolades. Uh, coaching staff of the year and then we have the three highest accolades, utility player of the year, defensive player of the year, and MVP uh came out. So, very proud of the football team and the things they accomplished as well as the coaches. This year, we had two uh signing day. We had two participants on signing day. So, we had Adrien Henry Hernandez who is going to um be a dust devil and we have Dossi who is going to be a cougar. So, it was a great ceremony that we had there for them. And then this just last week we had the band performed their Christmas concert and you can see there was a lot of Christmas cheer with one of the pictures there. We had the
Grinch playing along with the reindeer and a Christmas tree. So, that was fun stuff. The choir, the Christmas choir concert is tonight. So, didn't have pictures of that because it hadn't occurred yet. U and then just some recognizing of students, our November uh students of the month culinary fed our staff today and it was delicious. They had chili and chicken and dumplings as well as lot lot of Christmas treats. And there she has her kids building uh gingerbread houses as an activity for culinary. So I just wanted to share some of those things as well. >> All right. At West Roses, we had our December family night where students came out and had some milk and cookies and hot cocoa and got to play games. So, you can see some of our sixth graders over
there playing the cup game. Um, open gym turned out to be quite the fun as they switched over to that. But, it was a lot of fun and we were glad our families came out. also uh recognizing our teachers. We've been playing games over the announcements and hiding things around campus to kind of keep the festivities going and the climate high and happy. Um and so our teachers looked for elves and all around hidden all around campus and um got rewards when they brought them down and they are very competitive, very competitive. Um and then we also had Miss Schuli be our teacher of the month uh nominated by her student. So that was a great thing. Our um a department has uh every year they do their floral design piece and they bring in
all of the Christmas flowers and our students do such a great job. They're so creative and the whole hallway smells like Christmas and they're excited to give these gifts to their parents and bring them to their teachers around campus. So, um we're very proud of them. the parades. We put out a thing for our students to sign up to go for to walk with the WBJ flag and we had over 50 participants come out. We offered Minga points which I'll talk about a little bit later, but those are our PVIS rewards and our students were excited to come out and be part of their school on a Saturday. So, um, and represent our town. So, we were really excited to give them a shout out as well. and we have been giving we've switched over
from tickets to a token economy online. Um, and it has been wonderful because they are able to use their account as they wish. They have a menu and they can they get their points by attending outside of school extracurricular things. They also give points in class. Uh teachers use it for classroom management. And um we came up with a student uh feedback form of all the things that they would like to exchange. And on Thursdays they get to exchange for their coupons. And then on Mondays after lunch they get to come up and get their exchange their coupons for their treats. So um they can buy for friends, they can um use them how they want, but it's their some are really saving and some are spending every point they get. So, just wanted to
showcase some of our kids and um their excitement with ice cream sundaes are the most popular. So, and popsicles. >> All right. First, I just wanted to share that our life skills students were able to visit in Missouri with Santa again and have a movie. It was joyful time for all as usual. Also, we were um honored to have our third grade Christmas program again this year. My favorite picture is the picture on the right of the audience because um we literally had dads pulling out extra 200 chairs just to get people um a place to sit because it was so well attended. We were very proud of how well the students performed and sang as well and it definitely got us in the Christmas spirit. Also, we are very blessed at WCE. Our PTO
has been uh spoiling us and treating us well. They cater a lunch for us again this year from honores and honor actually donated the entre and two desserts um for our staff as well. So we we appreciated that. Want to give them a little shout out. And then we just wanted to share with you some of the fun uh Christmas dress up days that we've had at WCE. The hairs for Cindy Lulu and the Grinch has been a lot of fun and again gotten us all in the Christmas spirit. Made it fun to come to school. There you go. >> All right. So, uh, after the Thanksgiving break, we kicked off with our family literacy night. We had our milk and bookies. And I always tell the kids that my boss is going to come
to Milk and Bookies because it's Christmas and Santa is my boss. And I talk to him every night to talk to him about who's on the naughty and nice list. But, um, the two pictures in the top the corners, bottom, uh, top left, bottom right, are Mr. Mr. Raymond and Santa. Mr. Raymond came and tried to argue that he was Santa, so we had them take a picture together. And then let's see the next one. We had the Grinch come to school. Um the Grinch has come to my the at least the last two years I've been at Wild Peach Elementary and he takes a picture with every single student that will sit beside him. And so he um is a trooper and absolutely enjoys it and he works well with all of the students
to make them feel comfortable when they come to take the picture. And then this these are some more pictures from our Milk and Bookies night. Um families, they come, they play literacy games. Um it's just a good time for everyone. It's free hot chocolate cookies. The photograph with Santa is free. Um and so they they truly have a good time. And then if you come to Wild Peach, we have um Christmas lights everywhere. So at that night, we turn all the lights off in the school. Like you can kind of tell the hallways dark. We have trees everywhere. And it's just really cool to see with the lights out. >> Very good. Thank you very much. >> Do we have any citizens to be heard? Was any Did anybody sign up? Okay. Very good. Go
to business items and start with reports. >> Do we have the maintenance report? >> Yep. >> See, I'm back here. >> Sorry. Hide now. >> Uh I want to piggy back off what Mr. Kenny said, uh referencing the the high school project, uh that is wrapping up. Matter of fact, this Thursday, uh Mr. K and I are going to walk and do punch list items with them for the things that he spotted and the things that I spotted just to kind of put a ribbon on that thing and you know put it out for Christmas. Uh following that or addition to that uh we're wrapping up the E3 project with all the mechanical and lighting and stuff. Uh over the Thanksgiving break we or just prior to we had the last of the chillers installed
out at the junior high. Uh we're wrapping up the building automation systems where we're able to communicate and control with all the new pieces of equipment districtwide in relation to that project. Uh and I have started compiling a utilities report so that we can do a cost comparison of what we were spending prior to this upgrade versus now. So we could actually see in black and white what our savings are. >> Uh the water well is drilled. Uh we are waiting for the the water tank to be fabricated. Once that's completed, that will be installed along with the two little houses that uh that contain and house the electrical and uh pouring pumps and will all be kind of integrated in with the a barn that's uh which they have broke ground on. If you
driven past there, you see all the dirt work going on. They're doing lime stabilization and stuff today. So everything's looking pretty promising on that provided we get good weather. Um, and otherwise we're just trying to prepare for the coming break so that we can shut everything down and everybody can go home and relax and not have to worry about what's going on up here. >> Uh, other than that, I don't know of anything unless you have any specific questions. >> So, the E3 people are out >> for the most part. I mean their their their main contact is he comes down pretty regularly just to help finish up a few things or or hey I'm having issue with this he will come down and facilitate the right subcontractors to get that straightened out but for
the most part we're finished we're substantially complete >> anyway okay anybody have any questions >> thank you good evening >> safety and security. >> All right. So, you have a handout in the binder just goes over what I'm going to tell you. So, just a few things to go over. So, we were notified and I touched on this in the last board meeting, but we have details now that we've been able to contact with TA. We have been selected for a district v vulnerability audit. Um, something that we it's pretty new. You got to do one every four years and I believe I think we're in the third or the first fourth year criteria we've been selected. So, what does that mean? TA will be coming out on April 20th and 21st to do walkthroughs
of our of our campus to check our uh uh security features. Um, additionally, I'm in the process of uploading a huge list of safety documents and procedures in the Sentinel uh that they will bring with them. Um, if you would like me to send you the rubric so you can see the things that they're looking for, I can I can do that. that they're very good about at least providing us with the things that we're required to have. Um the purpose of the audits to sure that we have the safety documents and the procedures that we're supposed to have is required by law. And then it's not a gotcha. It's not there's not a penalty. If you don't have things, it's just a what'll happen is Mr. G anything that we're not compliance with, Mr.
Galloway will get a report. We'll have a timeline which we need to get into compliance. So actually looking forward to it. Say all the time audit's not a bad thing. It's a good thing. tells us what we're doing wrong. When it comes to safety, um we we we want them to tell us if we're doing anything that we need that we aren't where we aren't doing. Um safety audit cycle. Just so you know, when you when you come to the board table next month, I'll have a the safety audit report for Columbia High School and then you will get a safety audit report for every campus after that. Uh some things that we've done for the high school, um there's been safety questionnaires that have been sent out. um kids started with the students uh
in the BIMS classes or in computer classes. We asked them to do safety uh it's a safety questionnaire and then um we did a staff one and then we also sent one out to parents. So in that report I'll send I'll have some results for you to be able to look over that to see what their responses were. It's very similar to the ones that we've done in the past in the last threeear cycle for those of you that were on the board before. um done walkthroughs and we're in in the process of um completing safety templates that were required by Texas School Safety Centers. Um and again, we'll provide that report. I usually will just I'll do a couple little things simply because of the nature of it and the findings. It's not something
that we really talk about in open session. So, there'll be commendations, there'll be recommendations. Um, so just so you understand what's going to be coming to you in the next however many board meetings. And then lastly, um, we had our safety and security committee meeting. If you've never been to one, you need to come. It's great to see all the first responders, uh, that come out here, people that have that live here, that went to school here, that are working for DPS, police department, and really, uh, interested in providing safe schools and communities for for our people. Uh, our next one's going to be on 13th. Just to give you an idea of what we talked about, I included the agenda from the previous meeting. Our next meeting will be on May 13th. We're required
to do one in the fall, one in the spring, one in the summer. And as a matter of fact, one of the things they'll be asking in the audit is for agendas and minutes from those meetings, which we have. So, it's not a problem. Um, if you have any questions, I'd be more than happy to answer them. All right. Thank you. Instructional update. >> All right. Couple things for you. The first one in your maroon folder, you have a a stapled handout that has TEA on the front of it. And so, um, we glanced over it at the time after the the legislative session, but, uh, as we get closer to contract season, teacher contracts, administrative contracts, this is one of the things that that we need to address and get a board direction. You're
not asking, we're not asking for direction tonight. Um, we have until the February board meeting to solve this, but uh, what it is is House Bill Routt Two. uh that was passed requires uh it's a there's a teacher certification requirement meaning that um for the 2627 school year, House Bill 2 requires all kinder through fifth grade English language arts and math teachers to have state official certification through ESP. Then for the 2728 school year, it requires all ELA, math, science, and social studies teachers to have official certification. Okay. Um, we like many other districts have a current district innovation innovation plan in place. Uh and what House Bill two does is it makes that piece of the plan nonfunctionable when those years get here. So um we have to have a choice. Number one is
to follow House Bill 2 as it is. As of right now for 2728 we have nine teachers that as of today would not be certified. So, we would be uh officially non-renewing those teachers, letting them know that they don't have a position in CBISD, unless they could fit somewhere else, right? If we have a spot, then for 2728, you're looking at about another 15 to 20 more. So plan two is that we could put together a plan uh approved by the board that says that we're going to shoot for full compliance beginning the 2930 school year. And so this explains to you how you go about that. And one of the things you have to have in that plan is that you have to have somebody working with you towards that certification. Well, you know
that we have a an internship program, a practicum uh already in place and so we have the pieces of the puzzle to do that. So, just wanted to to to bring that to you. My recommendation would be that we would put a plan together, meaning we would try, meaning if we have somebody that's non-certified and we have an opportunity to fill one of those positions with a certified position, we would do that. We would do that. we put the plan together to get there. So, as an example, if you'll remember it, let's say we don't do a plan and we follow the state guidance, right? We still have to have an adult in the classroom. What does that look like? If we followed the state plan and we were not able to find a certified
person, we would just hire a substitute and we would put the substitute in the class. And when we went after the 45 days or 30 days or 60 days, we would notify the parents that we don't have a certified person in the class. And at the end of the day, if we couldn't find somebody, you would have a substitute very degree of education to do to do that. As of today, in our DOI plan, when we have a situation where we can't find a certified teacher, we use our DOI plan, which our plan guarantees that that person has at least a bachelor's degree. maybe not the state certification but has a bachelor's degree right so the DOI part of it does have some protections in place right and one of the things that we do
is we work with those people in that DOI process to try to get certifications right so at the end of the day wanted to introduce this to you what would happen is if we did a plan. Basically, we would continue to follow our DOI, but we would add things like the internship program that we have going on right now and we try that. That's a big piece of the puzzle that we're trying to internally work together to find certified teachers. So, with that, uh just wanted to introduce the topic to you tonight so you can think about it, uh because it would uh it would affect over the next couple of years a good number of people. Now, explaining some of these situations, we may have somebody teaching uh algebra 1 who has a four
through eight math certification. Okay? If they taught algebra 1 at the eighth grade, they would be covered. But if they teach algebra one at the ninth grade, they're not covered. Right? So, not out of I mean, I'm not Some of these are very close, right? Sometimes we have somebody teaching third grade ELA that's certified in grades four through eight ELA. Uh we may have a teacher teaching fifth grade math who is looking to pass the composite certification and maybe has passed math, ELA, social studies but not the science. And so they don't have the total certification. So some of these are very close, right? Some of them are not. Uh some of them could be uh a person who worked at Dow Chemical as a chemist but just hasn't passed the chemistry test. Right? So
some of these are very very close. uh you know is if we were to put something uh put a plan together, we would continue to follow the DOI. Meaning anytime we bring somebody to you, we hire somebody or we extend somebody, we would we would continue that DOI. This person's a DOI. Here's why we're bringing them to you. They don't have the certification, but here's what they do have. And if you'll remember, one of those main things is they must have a bachelor's degree to get a DOI. Period. They don't they don't get that. So, um, again, in our hiring, we have we have some that are on internships that are not completed in the process complain. We have uh again, when that happens, they get the one-year probationary for state to get the thing.
So, it's a multitude of things. Not everybody's in this bucket, just some of the people are in that bucket. So, um any uh thoughts or questions? Again, this would be important because u if we were going to apply uh for that, we would need to put the plan together and it would have to be board approved uh no later than the February board meeting. So would that curb the hiring of the internships or >> you cannot you would not be able to if we did not approve it you would not be able to place one that does not have a certification in a teaching role. But once they're certified they could be even an intern we can put them in a teaching role >> for a year. >> Even our current internships can get certified.
>> Yeah. So if they're if they're going through an ACP program, then that first year they they take their content test and sometimes there's additional tests that go into it. They can get an a one-year intern certification and that is cover that covers them for that year. While they're teaching that year, they have to take their pedigogy or their profession like their classroom management type test and then they can apply for standard search after they complete that intern year. So that does cover them. It's just honestly it's all on an individual basis >> depending on what they're certifying >> gonna pursue it >> in this nine that you said are they close or >> some are some not. >> Okay. >> The 15 is way farther out. I mean they're probably not >> 15 would
be the that would be the next year because you would be bringing um >> at the elementary you're bringing science and social studies in but then you're bringing it to the junior high high school level. Okay. >> And I'm assuming the ones that don't have certifications, do they want to be certified? >> Most of them are in >> I mean, I know that sounds dumb, but like if I'm a DA employee and I'm a chemist, do I even want to be certified? >> As an example, >> Yeah. >> So, as an example, what Wendy talked about, once you get the internship certificate, you have a year to get it done. >> Yeah. Well, those people obviously I'm just like, >> we have some that maybe it's taken more than a year. So right now they're
covered by our IDI and we're working with them to try in different maybe a different avenue to get that. If if we don't approve a plan and do it then we would not have that option. The only option we would have would be state certification. Now I just want you to remember that the DOI saved us >> by having qu what we can consider somebody with at least a bachelor's degree in the classroom. If you take that away, I'm just telling you, >> yeah, >> we're going to work, but you're going to have you're you're understand you may have somebody with a high school diploma being the substitute that winds up substitutes all year long. >> So, I get it. And that's that's the part of this legislation. It doesn't solve the problem if you
can find them. I mean you some of you I mean we talked about special ed tonight with Barrow but we've had other specialed openings bilingual openings that that have been posted for two years and we still haven't hired them. >> So it doesn't solve the problem. So >> and we had like the conversation these teachers sometimes don't look at legislation. >> Yes. We had the conversation at the beginning here with the principles that hey, you need to tell these people, then get on the stick. If you if you want to take your lives in somebody else's hands, right? Because if we don't have the plan, >> there's no choice. And so, um, again, obviously, we want to follow state rules. And so if we've have somebody um that that is taking more time, we obviously
need to try to fill those spots, >> right? I mean, there's a there's a time when look, you're you're past your you've exceeded your time. We've given you enough time, but before we have those conversations, we really need to know how this works. Whether it's just it it creates difficulties because we're going to have to be real if you know but if if somebody's not going to have a job we need to really tell them as soon as we can >> what's the time frame to get certified >> at least a year depending on where they're at like >> now as an example third grade teacher who's who's a has a four through eight certification that teach in third Once they have a certification, they can go test >> to get that to get that
and it doesn't take to your test. So, everybody has a >> and it's not there's not a one-sizefits all of this. to just for us to put our hat around it because we've been to the DOI for what eight years now because that you have to understand our our web's grown and then it got you know shovel scoop underneath you got took away the foundation and so we got to know how that foundation is going to play out. Now, if if you pay attention to board meeting agendas, there's been several districts that have opted to do a plan for the for the 2930 year school year because if you're being honest, like I'm going to be honest with you, we're not going to have if we take away the DOI possibilities, we're not going to
have every job in this district fill with a certified state certified teacher. I'm telling it won't happen. because it wasn't happening before we went to the DOI, right? And that was and we had that discussion at the tables that, you know, we might have been scared of it, but once we explain bachelor's degree, >> high school diploma, once you understand, oh, that that allows that to happen. Yes. Because that's part of the the second and the third options down the road in how you cover it, right? And what we do is that um do use the DOI process to be able to have that bachelor's degree certification in the classroom in those and we look for that. And so we DOI them as soon as we can if that's something they choose to do. And
you said we have till the February board meeting to >> we have to it's like a March 6 deadline for us to submit and so without having a special meeting would just be the February meeting. >> So the plan just extends the ability to have those people employed. Right. >> A open-ended extension or is it a limited amount of time? Well, it's any position 2930, but part of our plan, we would have to identify how we're going to fill. Meaning, we would need to say if we have a if we have somebody that's DOI, we're going to post that position and try to fill it, right? So, >> for certified >> for a certified spot. So, one of the things that changed if you went back to legislation, if you'll remember on our teacher certification
scale, we have a state certified amount and we have a DOI amount. Okay. One of the things that happens also, and when I say posted position, meaning once we hire them for a year, they get a year contract. But somebody that's a DOI gets what's called a non-chapter 21 contract. Long story short, that means that if we come back the next year and say they don't have a job, the only appellet they h only appalent right they have is to come to the board of trustees. Somebody that has if you have state certified contract, you have chapter 21 rights, which means now you have you can you come to the board, you can go to TEA, you can go to ESPEC, you you have the ability to to take a step further. Long story short,
a DOI contract is like being probationary. >> We don't really have to have a we just have to say in the best interest of CBISD, right? And so, yes, we would have to identify our process, meaning anytime we have a DOI, we're going to post that. We're still going to post those positions. that if we can't find, you know, by a certain deadline, if we can't find a state certified person or if the DOI person is better, we're going to do that until until that timeline runs out. We're going to try to reduce it. But obviously, we don't want to just fill it. We got one state certified person and maybe somebody from Dow Chemical that wants to teach science that'll take the test later. You know, I I we hate to be put in
a position where we have to do that, right? We want to do what's best for our kids, and it's really the DOI has really paid benefits to us. So, anyway, like again said again, I I I would like to bring this back to the table in in the January board meeting, give you time to to look at it. Um um one of the things that we could do in executive session is actually bring you the list of employees of >> of of of where you're at. Right. >> and the positions and where they're at. Right. >> Yes. How far they're off from Target. Okay. >> Are most of them within that program or there? >> No. >> And is the cost of them getting certified if they're outside of the >> on >> program? It's
on the floor. >> Okay. Okay. >> Okay. >> Some are just like lacking those final testings, aren't they? >> Some are close. Yeah. We have some that are close. We have some that, you know, like I said, it's various. >> Yeah. >> But one of the things we do, we we have to light a fire >> at the end at the end of the day. But again, just to understand how those things go, those contracts uh go to the principles. The principles are one that that that recommend it. So at the end of the day, it's a campus level decision, administrative decision on those things unless it's not allowed. >> Right. So that's the way our DOI process is that if we do a DOI that the campus level presents the information that says they're
qualified, they have the experience, they'll be successful in this assignment. And so we need to give the campus level some, you know, again, uh, one of the things we've prided ourselves on uh, for a long time is that nothing's a surprise, right? It's not a surprise. We we've sat around the table and said we we expect our campus principles to make sure it's not a surprise. So if something we we got to decide what it's going to be, right? Unless you have any other questions, that's all I have for you. The second part is that um we do have an administrator's meeting on on Thursday morning. Um one of the things I've asked is the the draft instructional calendar that I gave to you the last board meeting. uh um asking for the campuses and
the department to bring feedback based on that and depend depending on if there's any edits or modifications I'll let you know but the plan is to put the 2627 instructional calendar on the January board meeting agenda if that's okay with that's all I have for instruction >> all right thank you financial report. >> Okay. It should have a copy attached, but um we're about 41% through the school year and right now our budget is sitting at about 41%. I know the the paper you have shows like 36% but that doesn't include your TRS on behalf and so we're right at 41% so we're on budget. And then our um the revenue it's it's coming in January, February. You'll see it jump just because property taxes are being paid in December and January. So that number
should come up by next month. Anybody have any questions? >> Okay, thank you for that bond report. >> Okay. Um, pretty simple. Justin kind of explained it. When we come back from Christmas holidays, more or less, the high school is finished. All the security, the gates, uh, uh, the painting, repainting of the, uh, band, practice area, parking lot in the back, all those final touch-ups will be done by the time we get back from Christmas. So, we'll, the dramala trailer will be gone. Uh, the only Drramala thing you'll see will be at W So other than that, at some given point, we we still do have some remaining money and we've identified Roose. So, um I I would suggest that at at some point that we get Justin in here and ask him to provide
a uh kind of a a picking order, if you want to call it that, most important. >> What do you think we should do first, second, third? And then we work to identify how we're going to handle that that that group of So with the E3 project, don't backtracking. When will our first payment be due? Because we made some adjustments. >> We want to actually close the loan. >> Okay. >> Our first payment from what I read is three months after. So if we don't close the loan until January, we'll make a payment um April. So, we'll just have one payment, which we have budgeted for that one payment. >> Okay. So, I think it got finished a little earlier than maybe we thought. >> Yeah, we were thinking February. >> Well, well, they're they're
not done. They're not done yet. So, >> like on the HVA system, some of the programs aren't running. Maybe the units running. Oh, >> okay. >> But that's when he was talking about some of the some of the programming is not, meaning it's not we're not stopping and starting. as an example, um, uh, during the roofing, uh, issue at at at West Columbia Elementary, uh, in one of the rooms, the heater kicked on on one side of the room and the air conditioner kicked on the other side of the room because the controls are not working. This one forced the room to get so cold that the heater kicked on on this one, right? And so those two are fighting against one another to try to get the climate right in the classroom. So those
kind of things they're meaning Justin is not going to sign off that we're done until all of those things are taken care of. So I I see this uh taking a little bit more time to get solved backing up a little bit with the high school and uh drum all in fixing to pull out. What is kind of like a hope will they come back and fix anything? What's that timeline look like when for them to come back? >> So, yeah, there's already a punch list going that's that's being addressed like one year, 18 months. How long will they give us, you know, for workmanship? >> Oh, depending upon So, most most warranties are anywhere, you know, general warranties are mostly a year. >> Yeah. >> I was just curious what theirs was. >> Yeah.
Everything generally is is mostly a year. Now when it comes to you know the other technical we bought the chillers >> 10 to 15 whatever it may be but it's you know what will happen is is you know dramala like when we built the sixth grade building anything we have because of the business relationship we have with them they help us navigate that that channel. >> So is that I guess that hard date has that been set yet? No, >> no. Okay, >> because again until we wrap up and so you know one of the things they have to turn all the product manuals and stuff you know those kind of things haven't happened. Some of the trainings have happened, some of them haven't. >> Okay. >> Meaning we can't do like if the HBAC's
not we can't do the HVAC training because it's not working properly yet, right? And so yeah, we don't have hard dates on all those things. But a lot of times, as an example, on an HVAC unit, if that if that system was put in place and turned on, even though it's not working properly, the general workmanship warranty on it started the day they turned it on. Right. >> Like the roof, right? >> Yeah. >> You know, I'm just saying it it it had there's no clear blanket policy for everything. It's depending upon what it is. I mean usually you know in blimp world I mean we we pass it only when it hits a certain criteria >> right uh but you know in this because we had phase one phase two phase three we took
I mean we took occupancy of phase one was demolition phase two was demo rebuild but when we took when we took uh possession if you want to call it the gyms and the egg shop area that I mean it that was that was that hard day because we we got into that a year early That was part of the process because if we didn't do it, we wouldn't been able to. >> Oh, you have several hard. >> Correct. Depending upon where it's at and what piece it is. Yeah. And so we had to add phase two to the insurance. Do you remember Julie talking about property windstorm insurance when we did that? >> So yeah, it's not this. >> There's several different dates. Yeah. >> You keep it >> best I can. But I will
say this, we are everything is is is on paper and structured and we know where it's at versus, you know, not being able to find plans from something years ago. So, yeah, we have that. So, everything's in a binder. We've got a roofing binder. We've got HBAC binder, right? Those kind of things. >> Anybody else have any questions? All right, thank you for that bond report. We'll go into our action items. We need to consider the approval of the financial report and the audit for the year ending June 30th, 2025. >> So Jenna, you know, she came last month and presented and so everything finally was passed when the government opened. So there's been no change to the audit report and so we'll just be pass in it as presented last month. >> Okay. With
no changes. Would somebody like to make a motion to approve the financial report and audit for the year ending June 30th, 2025? >> I'll make a I'll make a motion we approve it. >> Motion by Janna and the second >> by James. Does anybody have any questions? Anybody remember those reports? We've had them twice now. All right. All in favor say I. >> I. >> Any opposed. Okay, that's passes unanimously. And then we've got the Barrow book list coming up. We've done this twice with the other schools. So, nothing new. >> Sam, would we follow the same process? >> Yes. >> Okay. Some would like to make a motion that we uh approve the book list for Barrow Elementary. >> Make a motion treatment, please. >> All right. Motion by James, second by Janna. All
in favor say I. We've got our consent agenda with the minutes from the regular meeting, December budget amendments and the mileage for extracurricular uh travel. Anybody want to pull anything, discuss it? Any questions? Okay. Then we'll entertain a motion for to approve the consent agenda. makes a motion to approve the consent agenda. >> Jackie makes a motion. >> Greg makes a second. All in favor say I. >> Any oppose? None. Passes unanimously. All right, that's it for our open session. We will go into close session to pursuant to the Texas Governmental Code, the Open Meetings Act to consider the employment of professional personnel, discuss the resignation and retirement of professional personnel, discuss the performance of personnel,
