001Good afternoon everybody. Thank you all for being here. Those of you that are with us today and those watching online, thank you for tuning in. I do want to acknowledge that we do have Trustee Sophia [clears throat] Pena on here as well virtually. Hello, Trustee Pena. It's great to see you. Uh thank you all for joining us for a regular meeting of the board of trustees. It is now 5:30 and I am going to call this meeting to order. This time we will do a moment of silence. I'll ask that you join me. [cough] >> Thank you. If you'll join me for the pledge of >> allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and

002justice for all. >> Think that was the fastest one that I heard. [laughter] >> Okay. Item number four, public comments. We do have four speakers today. We're going to play a short video and then we will call you up. >> Here are the public comment procedures. Number one, individuals who wish to participate during the portion of the meeting designated for public comment shall sign up at mcgllenisd.org at least one hour prior to the start of the scheduled meeting. Number two, an individual's comments to the board shall not exceed two minutes per meeting. Number three, the board shall not tolerate disruption of the meeting by members of the audience. Thank you. [clears throat] ISD. [cough and clears throat] All right. Our first speaker today is Mr. Hershel Patel. Welcome, Mr. Patel. [clears throat] I'm back. Good

003evening. Uh, my daughters are five, seven, and nine. They love their school. They love their teachers. They love their bus driver, and they love morning dessert time. I'm going to start with a short list of what children are actually being being served at our schools. Sweet blueberry muffins, sweet banana chocolate bars, cocoa puffs, Froot Loops, Lucky Charms, and other sugar cereals, sugary yogurts with sweet graham crackers, sweet cereal marshmallow bars, sweet buttery maple waffles, sugary smoothies with sweet graham crackers, pancake sausage bites, pancake and sausage on a stick, sugary fruit juices, high sugar flavored milk. Let's call it what it is. Dessert, not breakfast. Dessert. I'm here again speaking uh for myself and a growing number of parents asking for the immediate removal of these items from breakfast. Not reformulated, not reduced, removed. And I

004want and I want to be very clear. We're not asking for replacements today, just removal. We already know the facts. Highly processed foods, high sugar, and high starch intake are major contributors to chronic disease. That's not controversial. But this isn't just about long-term health. This is all also about learning right now. High sugar breakfasts cause sugar spikes and sugar crashes. Uh they affect focus, impulse control, mood, and classroom behavior. We are setting up kids to struggle and then acting surprised when they struggle. There is no good reason to keep these items on the menu. Cost is not a reason. Compliance is not a reason. And because we're the adults, participation rates are not a reason. We don't decide what to serve children based on what sells best. We base it on what's right. Desserts belong

005in the afternoon or in the evening once in a while, not before class every single day. Please make this a priority and follow up with administrators every day. It's that important. Thank you for your time. >> Thank you. >> Right. Our next speaker is Sebastian Quuevas. >> Good afternoon, Mr. Quas. You'll have two uninterrupted minutes. Thank you. Good evening everyone. My name is Sebastian Quvas. I'm an emergency physician here in the Rio Grande Valley. I'm also a parent uh of children in Macallen ISD. And I want to begin by saying first of all how grateful I am uh for this district and also for the dedicated educators and staff who work every day for our kids. I'm here tonight because I see a growing issue from two perspectives. uh both in the emergency department and

006also at home as a parent. The Rio Grande Valley consistently ranks among the highest regions in the nation for obesity and its consequences. Across Texas, more than one in five children ages 10 to 17 are classified as obese, a rate higher than the national average. And childhood obesity isn't just a statistic. It translates into real disease. I see children with type two diabetes, high blood pressure, asthma, joint pain, chronic constipation, and serious mental health challenges far earlier than anyone should. Many of these conditions are driven by factors we can influence. While families absolutely play a critical role, schools are powerful partners in shaping daily habits and long-term health. Um, I would respectfully encourage this board to consider a motion to review and strengthen criteria um, cafeteria offerings with the goal of reducing added sugars and

007highly processed foods and increasing whole nutrient-dense options. Neighboring districts such as Brownsville ISD have already taken meaningful steps in this direction, showing that this kind of change is both feasible and sustainable. Therefore, I'm here not to criticize, but to help, to partner, and to support solutions that give our kids not just longer lives, but also healthier ones. Let's do it together. Thank you. >> Thank you, Mr. President. Our next speaker is Lilana Rios. >> Good afternoon, [clears throat] Mr. Rios. >> Hi. Um, I'm Lanna Rios. I'm a physician. I'm a nephrologist. I mean a kidney specialist. And uh I'm here because also I am a parent for Macallen ISD. Um my daughter goes to Macallen ISD. Uh I've been in the valley working for 11 years almost 12 and as the time has gone by

008uh something is is getting my attention and is that um now we are diagnosing earlier and earlier uh things like fatty liver for example. Fil has become and is going to become a a really emergency and that is is not only in obese kids it's also in healthy sport kids like you you will think they will be free from that but they are not and all everything is based on the habits of what they eat or how or they are eating everything is still at home but they spend a lot of the time at school so that's why we are trying to make to to make this awareness and to see we can change for high ultrarocessed food. um um I don't know you are aware but once you have fatty liver and you don't

009change habits or the way you eat five year later you have cerosis 10 to 15 years later you have living cancer so I have seen people now that is 35 or 40 years old coming to me with diagnosis very very young with liver cancer and colorctal cancer they were mentioning about uh sausages and and only two sticks of sausages es a day if you eat it that increase 20% the risk of your kids having cancer when they're 20 or 40. So that's what we are facing. This is not far away. This is very happening now. I started happening and you will see an increasing. So uh as a parent and as a doctor I'm very very uh worry and we need to implement changes and need to start happening now. >> Thank you. Thank you.

010Okay. Our next speaker is Mr. Hershel Patel. I have you signed up twice. Okay. All right. All right. Thank you guys for signing up and for your comments, we will now move on to the consent agenda items. And unless there is an item a board member would like to pull out, I'll entertain a motion to take >> move to approve. Okay, second. >> I have a motion by trustee regal and second by trustee Hadad. All in favor? >> I. >> Any opposed? >> I >> All right. Motion passes 70. >> Okay, [clears throat] Mr. President, I move to reorganize the agenda. Okay. Um I would like to bring up um three items to the forefront in the following order. That would be 6 C5 followed by 6 A1 followed by 6 C1. 6C1. Okay, I

011have a motion. Is there a second? >> Second. >> I have a motion by Trusty Hadad and a second by Trusty Kdman. All in favor? >> I. >> Any opposed? Motion passes 70. We will now take up 6C5. [clears throat] Okay. Discussion and possible action on order calling a bond election to be held by the Macau Independent School District making provision for the conduct of a joint election and resolving other matters incident and related to such election. Dr. Guutier. >> Yes. Uh Mr. President and board of trustees. administration is presenting an order calling a bond election to be held by the Macallen Independent School District. The proposed order provides for a joint election with other participating political subdivision and sets forth the necessary provisions for conducting the election in accordance with Texas law. Approval of

012this order will allow the district to proceed with the required steps to place the bond proposition before the voters. Administration is recommending action on this item. Okay. Is there any discussion by the board? >> Sure. I would just like to make a comment. [clears throat] Well, first of all, I want I want to thank the administration u my fellow trustees as well as um the community. Um this has been a 10-monthlong process um of committee members, our principles, our administrators, uh teachers all weighing in on what the needs of our district are. It has been close to 20 years or a little over 20 years now since we last issued a bond bond. We have significant needs across the campus. Uh the work that has uh come to fruition. Um, we're pres I think we're

013going to present to the to the voters $335 million to make investments at every single campus [clears throat] across the district. Um, very much needed u maintenance uh improvements to fine arts, cafeterias, roofs, HVACs, um you name it. Um we're going to improve uh the learning environments for all the kids to ensure that we have equity across the district. So, >> thank you. Was there any other discussion by the board? >> Yeah, I'd just like to take a moment of personal privilege and share a appreciation for the folks in the room that have been with us on that journey um to help inform this process. Uh schools are nothing more than um a commitment of a community towards the future and the people that I saw show up and participate and contribute to our decision-m

014um is something that makes me proud. So thank you all for that. >> Thank you. Okay. Um no further discussion. I will ask for motion. So moved. I have a motion by trustee Hadad. Second. >> Second. >> Trusty KDman. All in favor? >> I. >> Any opposed? >> Motion passes 70. All right. I want to take this moment to acknowledge any members that were part of the facility forecast committee that we >> 6. Motion pass 6. Okay. >> She's trying to log. Uh should we >> I didn't >> wait for her to >> we completely decision. >> Can we do a motion to reopen the vote or how >> we can do a motion to reopen the vote down the road so that she could have her say so? But as of right now it's

015it's a six to nothing vote in favor. >> All right. >> Is there any members of our committee that are here tonight? If you're here, will you please stand up so we can acknowledge you guys? >> Thank you. [applause] Thank you. Uh just want to say a couple words. You guys that were [clears throat] there know this conversation as echoed by Trusty Hadad started last May. Um we brought the community together to talk about the long-term needs of the district. We identified those um with the community. There was tough questions asked. um guidance that you guys provided was invaluable and you know two years ago the voters approved the TR which helped us get to this point that we're at now. Um, it's an opportunity to bring a bond forward for our kids for their

016future with no tax rate increase. And I think it's an incredible job that has been done and responsible job that has been done by by the district and by the boards tonight and the boards before. So, I just once again just want to thank you guys uh for your participate for your participation and I look forward to continuing any conversation that you guys would like to have. Uh I say this every meeting, I'm going to say it again. The board is an open book. We have our phones available for every member of the community at all times and we have our emails. So, please please reach out. Thank you guys. And we now have six C. >> Well, I I just wanted to thank some of our um consultants that are here because they've been

017with us throughout the process. I'd like to recognize uh Fluger and architects. if you can please stand because uh you have been helping us instrumental a part of this bond along with our [applause] our financial adviserss if they're here from Estradin Hosa if they could please stand [applause] and also our bond legal council Mr. Matley is also here. Thank you all and and I also want to thank the board because uh having the full support of the board is a critical step in the process of of as we go out and uh inform the community about the needs and the improvements that we can make for Mckelanize the uh with this bond. So, uh, thank you board members, thank you trustees for, uh, for the full support and, uh, and greatly appreciate it as we

018go out there and now we start informing the community for the next eight weeks that we have is educate and inform the community of all the improvements that we need to make for Mckllen ISD. And so, we got u a lot of work ahead of us, but we're ready and we're prepared to to educate and inform everyone as much as possible. >> Thank you. Well, now we will move on to 6C 5 by no 61 >> 6 A1 sorry >> 6 it's the text collections >> no it's uh 6A1 is report regarding digital learning and library services Oh, Miss Bea, >> the other one's 61. >> Good evening, uh, board. I feel like I've been here just about every meeting, so I think a lot of this is redundant, but just for our our panel

019here and for everyone here, uh, my name is Anne Vega. I'm the director of digital learning and libraries. I've got a wonderful team. Uh you can see up there, uh I've got three specialists. Two of them have been with our team 25 years or more. I've got James that's been here since 2019. And I've got a wonderful secretary and bookkeeper. So, three goals that we have every single year. We focus first and foremost on our students and teachers. Uh for teachers, we support all of our teachers with um instructional technology support. And we uh work with our students in elementary and secondary with their reading accelerated reader and beanstack monitoring every I mean I I look at those numbers every week but we work with them um every every month to share how they're doing

020um with their reading. And then of course we support all of our students with afterchool activities um with the steam activities. Um one of our big events is technovate. This last year uh we had 867 teachers. Uh one of the wonderful things about this event is um is that we bring people down and we have even our own staff that um work with our teachers to prepare them for the upcoming year. But these 867 educators come off contract. So they they don't get paid. They come on their own. And so that says a lot about um their dedication to our students. Um oh, you can see right there, we we train teachers um after school. We train teachers one-on-one and we train teachers during lunch. So we and on Saturdays. So you'll see that um

021so far 2,27 trainings or teachers have been trained uh we field calls to help dot and to help our teachers who are having um say a prometheium board issue or something like that. And then we also had um hour of code that took place in uh December and we had uh close to 15,000 students participate. Um we have little esports that we offer in elementary, middle, and high school. We've got 242 students that participate in our little esports. Um they have two um major events. They do one in the fall, a challenge in the fall, and a challenge in the spring. And then we have 79 middle school students that participate and then 50 high school students. I'm so the S is down there, but it's our chest. So right now um chess we started

022I want to say maybe five or six years ago and it has um it has blown up into something incredible for all of our students. We have 233 um elementary students that participate. We have 56 uh middle school and 52 in high school. Um we had national champions last year with Achieve Early College and uh we had um some of our elementary kids that also placed nationally this last year. Uh we host tech wars um at the end of the year. Uh we have students that that work throughout the year with a teacher. Uh we um we do drone racing, we do battle bots. Uh this year is our last year or last year was our last year that we're doing the soap box derby. Uh and we are going to be adding um the

023regalia. So kids will get um cardboard and they have cardboard and um duct tape and they will have to create um something that will carry their their team across the pool um the fastest without sinking. So it'll be exciting to watch. Um, and then we've got libraries. There's uh our library team. Every single campus has a librarian supporting them this year. I know we had um we had a a vacancy for about three years and it really does take a toll on a whole campus when you don't have a librarian because they wear so many different hats. Um, again, I'm sorry because whenever you download that. Um, so this year alone we've had 18 literacy events. Uh, we've had over close to 9,000 literacy vi visitors and that would be parents, grandparents, and community members

024that come in. Uh, we average about 15,000 uh uh students that are seen in the libraries every single week. Uh, we've had about 160,000 books checked out to date. And this was back I did this presentation and I updated in January. So, those numbers have all increased. Um, close to we probably have over 200,000 AR points to date and probably close to three million uh words read by our middle school kiddos. Uh, we had district battle of the books that took place. Um, we have this already took place. So, in elementary junior um they will be going to regionals and our junior team was won by Wilson Elementary. Our elementary team is Gonzalez Elementary. Our high school team is a um Lamar Academy and our middle school was Delion which is first time which is

025awesome. And that's it for me. Any questions? >> No. >> Ma, I just want to thank you for everything that you and our librarians do. Um, a lot of people don't know all the extra, I guess, not just curricular, but extra activities that you all do to help our students learn, to help our teachers navigate. Um, I'm just want to ask you one quick question. Absolutely. Given that all librarians do >> um, you know, technobate and the tech wars and everything, where do you see librarians role in the future with respect to AI and teaching our students? Um well I mean one of the things that they've been charged with is um in compliance we have to do digital citizenship. So they have to turn in um a certificate to Judy every year uh ensuring

026that we have given our students some kind of instruction with digital citizenship and part of that of course is AI um will be you know we we do discuss AI. They are exposed to AI through some of the platforms that we use. So um they share a lot of that with their students as well. So that would be like Canva where they uh kids have access and um we have Adobe where they have access but nothing that kids can use directly. You have to be 13 or older to do that. Uh so anything like um what do we we use? Uh yeah Gemini. Um so those are that's only available for our um older students. >> Yes. >> Thank you. I appreciate that. Thank you very much. [clears throat] >> Believe the next item that

027was pulled forward is 61. >> 61. Yeah. >> Okay. Uh 61. Report regarding digital Oh, no. That's >> 61. Report regarding delinquent tax collection for the period of October 1st, 2025 to December 31st, 2025. Miss Kellis Salasar uh from the firm of Limeburger Goen Blair and Samson will present the delinquent tax collections report from October 1st, 2025 through December 31st of 2025. And this item is for information purposes only. Miss Alasar. >> Thank you Dr. Dutieres, President Rietta and honorable members of the board. Our delinquent tax collection program on behalf of Macallen ISD focuses on two basic premises. First is to collect from the individual taxpayer first and secondly use the tool of litigation only as a final option to collect. During this quarter we initiated two mailings mailing over 3200 [snorts] statements to delinquent

028taxpayers within the district. We made or received over 1300 phone calls. We knocked on 94 doors within the district educating and informing taxpayers of their delinquency person to person. And we had 192 individuals come into any one of our offices. Most con convenient to the district are our offices in Edinburg off of Freddy Gonzalez and 10th Street and our other office on McCall. We also have an additional uh new feature in our reports is digital outreach. We initiated over 1300 text messaging to delinquent taxpayers within the district. [clears throat] And it's a we find it's an easier tool especially for the the younger folks [clears throat] to click on it and there's access to to resolve their delinquency or make a payment through that digital outreach. Regarding litigation, we have filed 42 lawsuits, disposed of

02923 and we currently have 279 cases in litigation representing over $1.6 million owed in base penalty and interest. On the next slide, you'll see our summary of our tax sales and resales. We regularly conduct tax sales and resales on properties with little to no effort to pay. During this period, we placed four [clears throat] properties for sale and all of them paid in full prior to the tax sale. So, we're able to pull those properties from the sale. Regarding our collection highlights, you'll see our collections are up compared to last uh second quarter last year. We collected over $39,000 in base taxes, over $316 that we collected that was used to fund appraisal district refunds and over $163,000 in penalty and interest for total collections this reporting period of over $789,000. Looking forward, we will

030continue with our regular litigation activities as well as monitoring [clears throat] and advocating for the district on those accounts that are delinquent that are in the bankruptcy um filing courts and continue with all of our outreach programs to best represent the district. I'd be happy to answer any questions that you might have. >> Any questions? >> All right. Thank you. Have a good evening. Thank you. >> Thank you. >> Okay, we will go back to the regularly planned >> 682 >> 6 A2. All right. Discussion and possible action on approval of memorandum of understanding number 2026-198 college preparatory math and English. Dr. >> Yes. The memorandum of understanding establishes the terms and conditions for the use and implementation of college preparatory mathematics and English language arts instructional materials and related services for the 25 26

031school year. Dr. Rosalvado, our associate superintendent for instructional services, is available to answer any questions if needed and administration is recommending action on this item. >> Is there any disc discussion from the board? Move to approve the MOU. >> Second. >> I have a motion by trusty Hadad and a second by trustee Lopez. All in favor? >> I. Any opposed? >> Motion passes 60. >> And I think this is a two-part motion. >> Mr. President, I'd like to move to authorize the superintendent to execute theou. >> Second. >> Okay. I have a motion by trusty carone and a second by trustee. All in favor? I. >> Any opposed? >> Motion passes 6. >> Thank you guys. >> All right. Discussion and possible action of the 2026 2027 calendar. Dr. >> Yes. Uh tonight we bring

032the results and the selection of the 2627 school calendar for approval. Dr. Rosalva, our associate superintendent for instructional services and Mrs. Janette Nino, associate superintendent for instructional leadership will have more information. We are recommending action on this item. >> Thank you, Dr. Gutierrez and board. Um here we have our calendar for 2627. And what um leads us to really work on on the calendar is local goals and guidelines as well as state laws and and their guidelines. Um the calendar committee uh was composed of all campus representatives and also district representatives. Here we have the the list. Um also Mrs. Janette Nino and myself. We were in every of the meetings and uh we had like I said representatives from all campuses and and some from the district. We had principals, teachers, librarians, and other

033campus staff. And as well as our transportation director, athletics director, fine arts director, and our executive director for special education. Uh what we always look at when we're drafting calendars is several things such as adjusting the school start date. According to Texas Education Code, a school district may not begin instruction before the fourth Monday in August unless the school district operates a 11th month calendar. That's from August to June or is a district of innovation. Two, the teacher contracts. So, a contract between a school district and an educator must be for a minimum of 10 months service and an educator employed under a 10-month contract must provide a minimum of 187 days of service. Also, we must abide by the holiday requirement. Uh, a school district may not provide stu student instruction on Memorial Day.

034We are also required to look at the instructional minutes for each school year. Each school district must operate at least 75,600 minutes. We are also required to follow the requirement for the instructional days for additional day school year aotment which is a district provides a minimum number of operational minutes over at least 175 days of instruction and then also bad weather makeup days. we must provide a plan for two weather makeup days. So with that in mind, the committee drafted four drafts calendar draft A, B, C, and D. And we set the voting window from January 16 to January 30th. And the voting was available via an online Google form for staff and through Skyward for families. Each family uh student ID could vote only once. Uh in addition, we also had paper ballots where

035they were available at all the campuses and all the district divisions. Here we have the results for the online voting forum staff. We have, as you can see there, calendar A 248 votes, calendar B 799, calendar C 229 votes, calendar D 134 with a total of 1,410 votes for uh from our staff. These are the results from the parents through like I said through Skyward and they could the each uh family ID could only vote once. Calendar A 155 votes. Calendar B 418. Calendar C 233 votes. Calendar D 113 votes. A total of 919 votes. And then the paper ballots. This is a combination from parents and staff. We had two votes for calendar A, 13 for calendar B, zero for calendar C, one vote for calendar D. A total of 16 paper ballots. This

036is the combined voting results. Calendar A with 405 total votes. Calendar B with 1,230 votes. Calendar C with 462 votes. Calendar D 248 votes. A total of 2345 votes. So, calendar B uh was the one selected. And uh what's special about this calendar is that it includes more days for teachers to plan. Um, also it allows that we could schedule Technovate [snorts] within those professional learning days at the beginning of the school year. It also offers three weeks for winter break. And it also provides extra days at the start of the year to support students and families with beginning of the year preparations such as elementary meet the teacher, prekinder, kinder camp, and also schedule pickups for secondary schools. And so with that, we ask that you approve the selection and if there's any questions,

037we're here to answer any questions that you might have. >> Okay. Is there any discussion by the board? [clears throat] >> I have one question. Uh just I got asked by a parent that u regarding any for any students taking dual credit because it's a three-week in the Christmas. Does that interfere with any other schedules with the universities or how how does that >> students will still attend the dual enrollment if they are part of a let's say achieve or they also work uh with the professors if they if the professors were to come to the to the high schools and why do I say that is because most of our dual uh credit courses at the high school are taught by a mall ID teacher so there are some that for example at achieve

038early college high school. They are professors, but we always work with them. >> Okay. >> And they work with us. >> Thank you. Manny, if you're listening, you have your answer. Just kidding. Um, >> they still have to submit the homework. >> All right. Um, >> okay. I will entertain a motion. >> Mr. President, >> uh, I'd like to make a motion to approve the 26 2026 to 2027 school calendar. A motion by trustee Karion. >> Second. >> A second by trustee. Little. All in favor? >> I. >> Any opposed? Motion passes 6. I want to thank everybody who took time to vote on the calendar and also the people that work on the calendar, the committees for all [clears throat] your input. Thank you guys. Right now we are on report regarding 2026-208. No

039report regarding marketing and communications department. Dr. Gutierz. >> Yes. Uh this report provides an overview of the marketing and communications department's initiatives, projects and outreach efforts. Miss Felicia Variel, our director for marketing and communications will have more information. This item is forformational purposes only. Miss Ven. >> Sure. Good morning or good morning. Well, good evening. [laughter] Good evening. Uh board of trustees and superintendent Utier. First of all, I want to thank you for inviting us to present today. Um, in the history of our department, I don't think we've ever been invited to present to a board of trustees. So, it was quite a bit to collect our information and and convey to you what we what we do um on an annual basis. So, wanted to give you kind of recap of what we've done

040in this past year. Um, but before we get started, I do want to introduce the team. I myself am your director of marketing and communications. I'm Felicia Viel. I have our specialist Eric Eric Getto, sorry. I'm missing Mark May. He was unable to make it tonight. Um, but he is the legend. We all know Mr. Mark May. He was unable to be with us tonight. I have our MITV department and I know most of our board knows all three of them. Um, we have Mr. Joe Deagarza, Roy Gonzalez, and Tori Alvarado. So, I know they I pulled them out here. They are behind the scenes from every board meeting. So they are operating uh the cameras and the the broadcast the live broadcast the stream right now. So I pulled them away for this presentation.

041So if we have any questions you can we can rely on one another here. So first of all first of first and foremost our table of contents uh today I wanted to talk to you a little about the structure and the roles within the department. Um our scope and scale of work um our branding efforts the productions that we produce within the department. our media relations, our PR, and then our timeline and then any special projects that we have and a very special project we have coming up as of after today. So, the team I've introduced you uh right now we do have two vacancies. Our assistant director is open right now and we do have we had uh one of our videographers retire in December. Our scope and scale I've broken it out into

042four areas. our brand management, production, everything that our department produces, our our media relations and what that entails, and our public relations, what all that entails within our community. Our brand management, um, we manage our brand. Um, this has evolved in the last five years. Our brand, we know that our tagline and our logo has changed within the last year. Um, we've gone last October, I believe it was October 24 was when we changed our tagline and our logo, but prior to that, um, we did build our brand identity and any standards within the district. So, prior to that, we we weren't really having anything that was digital. So, our brand style book is is available to anybody online um to external and internal folks. We also use what we call McBuzz. It's a SharePoint.

043It's a it's a Microsoft uh tool that we use and we communicate graphics, logos, and any sort of presentation decks and templates across the district. So again, um encouraging the integrity of our brand is something that we take pride on um within the department. Our brand equity um we do try to stay top of mind and if you know our website, we update our website banner at least on a monthly basis. Um and our social we have a goal of of updating that daily. Our smart sheet smart sheet is another that is a software that we do invest in. [clears throat] This uh is produces a consistent resource for everybody that has access to it. Now this past year we've had local PTO's PTAs and booster clubs that have asked for access to that. So

044what we do is share um any sort of national days appreciation and any sort offormational um just a fun kind of notation is theformational pieces that we have on social media are the most liked and the most shared and have the highest traffic. When I sayformational that means any sort of weather alert any sort of early release that early release message that one gets shared we are able to track it and see the analytics on the back side. So what we've done is try to again keep the equity and the identity of our brand as consistent as possible. So with that said um we've created this software uh tool and have it have have it accessible to everybody across the board. And then we have our Markcom award. This is an incentive award. Every six

045weeks we identify the elementary, middle, high and department that do an amazing job um either analytic side. We we we check the analytic side but also the design and the communication out to our parents and to our community. We identify these top campuses and departments every six weeks. And then of course we have our brand communication. This is um all of it. We try to be consistent as you all know. Um our our marketing department manages any sort of communication internally, externally and any sort of crisis communications. Today alone, we had about 10 crisis communication messages that went out. And I'll talk to you a little bit about that layered communication and um the hands that touch that message before it goes out to the community. Our media relations, it's broken down into three areas.

046We have earned media. So, this is any free media that we have. We don't pay for any of this. Last year, the calendar year of 2025, we had 105 press releases that went out. Um we coordinated social media posts to go along with those press releases and any sort of public meetings like tonight we are ready with our press release on the bond. So that will go out here in the next hour. Owned media. So anything that is districtwide that we are able to control any district level social media platforms and web pages. So that also includes the 60 social media accounts of all our campuses and our departments. While we are not managing it on a daily basis, we are keeping an eye and we also produce those resources available. So any of the

047campuses that are putting out any of the communications regarding National Day of XYZ, it's all consistent and looks the same. And again, it's it's um keeping the integrity of our brand. And then of course our paid media. Um I had it linked, but I know with respect to our time um if you didn't see it, get on to our social media. Um, we did produce a commercial uh this past weekend and it was our first paid media in quite some time. Um, we injected some funds there in our uh Spanish audience um over on Spanish media over the Super Bowl uh Sunday and we also injected it on social media. We have not um we've not invested much in paid media for the past two years. Uh everything that we've grown has been organically. Um

048so I I'll talk to you a little bit about what social media looks like. I will say that our social media has evolved and I will uh commend all of our campuses. Five years ago, all our campuses did not have social media and were not communicating that way to our our families and now that is one of their their most relied on um forms of communication. [clears throat] Uh Facebook is king when it comes to our audience. Uh we have uh 41,000 followers. Uh last year we had a total of 19.9 million views. So Facebook again that is our most informative piece of media. Um we then have Instagram. We are growing that. Um we have this one is the views were were a little low last year but they were increasing and we have

0495.2 million um views for last year. We're a little under 11,000 followers on there and most of them are students. there are our our younger generation or our younger parents and we're able to see what what gains traction on that. And then we have our X. Our X is kind of a a dying uh social media platform, but we do still have it connected to our automated um social media platforms. And then lastly is our YouTube channel. Our YouTube channel and you have our production team right here. These three individuals right here uh really manage most of our YouTube. Um it comes out of our MITV. When I say YouTube production, all of this is live broadcast. So, I broke down the numbers on the side there. So, our department produces in-person events. We last

050year we produced 51 in-person events. Um, our live broadcasts that includes football games, well, any athletic uh games that you see broadcast on on uh YouTube, any graduations and all of our board meetings and special board meetings and recognitions. We had 85 last year. our collateral marketing. So, anything that that is uh produced to support any of these type of events or efforts was a total of 106 pieces last year. That was photos, videos, and any sort of collateral, print or digital. And then, of course, digital media I listed there um that supports any of the schools. Again, our views um we that is of course our measurement of success. It's increasing every year. Um, but this does set our our benchmark for the following year and of course how we want to maybe monetize

051and we'll talk a little bit about sponsorship availabilities here in a little while. >> Can I ask you a quick question? >> Yes, sir. >> I find it uh funny the 7030 split on Facebook, Instagram, but then on YouTube it's flipped. Is that live sports or what's Yes. What the >> live sports? Yes. And then uh so our our top views are of course football games. That is our our live views. Our biggest one last year was the final. It was a playoff game and yes, it is flipped. Um if you notice one, it's a it's a younger demographic and 72% of it is males. Totally flipped on the on the Facebook side of it all. Um but yes, we are all aware of that and we do try to capitalize on um the viewership

052when of course uh when we are on on live broadcast. Um, we have the beauty of everything that is not a playoff during athletic seasons. We're able to air any of our commercials during that time and we try to capitalize on that opportunity. Um, now when it is there's a certain process that we have to go through when we are in playoff season. We have to go through the UIL approval process. So public relations, I wanted to break this out for you. A lot of our public relations are either uh fundraising and fundraising. That's what I call it. It's fundraising, uh monetary, uh any type of So, the stadium scoreboard was brought to us about a decade ago. Um and we are finally at the end of our contracts with all of our sponsors. So,

053that is going to be a big project and I hope to come to you guys in the next couple of months with that uh proposal. Then we have our varsity football game day ads. This supports all of our booster clubs, our our football booster club, so our quarterback uh scholarships. That's where this funding goes to. And then our superintendent golf tournament. Um we've increased that slowly every year. We're hoping to. We're already past the halfway mark uh for this year's golf tournament. And I included Mallen Education Foundation because this was the golf I'm sorry the bowling tournament that we used to manage out of our office and it has slowly turned over to Macallen Education Foundation but we are an extension of Macallen Education Foundation and we do try to help them um with those

054teacher grants in the classroom. So gave you those totals and if you see that has slowly increased over the years. Um, I've included also any sort of community outreach this past year. Um, one of our largest on our social media platforms. One of our largest, um, hits was um, the Kurville project. Um, that was the highest actually was the highest day that we had any sort of traction on our social media was the day that we we collected over for Kurville. Crisis communication also comes out of our our office. Um any sort of preparation on on the back end and then we have layered communication. So uh structured communication protocol for engaging any sort of external um stakeholders and those include yourselves um staff and parents that's internal and then any sort of media and

055community. Um that is the layer that we try to to follow. That's the process we follow. Then um oh I'm sorry about that but it's incident command support. Uh this is the support that we provide within the incident command center. Um our department is vital when it comes to getting that information out. Last year we had the flooding. Um so of course we have that we identify the key players. If it's only one campus or if it's a region of the city um we identify who it is or if it's the district across the board. um we have somebody that's memorializing it, communicating in sequential order and creating and control uh the narrative. So between myself, uh Miss Erica and Mr. Mark May, we're in that um incident command center when that is happening. Um

056and then of course memorializing it and debriefing on that um collecting the best practices, case studies, and any um talking points. I myself um do serve as the public information officer for the district. So any sort of communication that goes out and up to region one comes through our office. Our campaign I came on board as your director in October. Um my campaigns hopefully will start in July. I came in mid year but uh just wanted to share with you what's coming up here in this quarter three for us. So we are going to be identifying registration and tailored education as our topics uh to focus on. We have our middle school, high school and elementary. And we will be identifying ourmies and special programs. Somies being uh middle school of course your new STEM

057anything that's coming out that is uh unique to Macallen ISD we will be identifying uh and creating these paid ads. We will be utilizing any of those times that like I said on YouTube we create these ads so we can run on there, we can run on our social media and then any sort of paid content. Um and then of course we end the year with accolades earned. So any sort of scholarship uh numbers scholarship dollars and um any sort of of CCMR supporting accolades. This is this is the time that we we get out and and promote toward the end of the year. Measurement and implementation. Um just so you know um we we do um measure it PR side, the enrollment side, social media side, positive promotion and increased support. Some of these

058have just started to be tracked. I will say that we are looking to invest in a software um that supports two two main areas. One of them being the positive promotion. I do want to uh put a value behind that. And lastly is um any sort of partners and sponsors that we have out there. Right now we are relying on our traditional Excel spreadsheets and uh those have have uh increased to to a variety of versions all out there. So I am looking for um a relationship management tool right now to support our efforts. We are serving as kind of a a miniature development uh department within the marketing department right now. Um so special projects. So our special projects um our department has overseen quite a few special projects but some higher uh pie

059in the sky type of projects are in 2015 we enhanced our department with that scoreboard. So we took on that effort um and went out and we campaigned and rallied to support that million-dollar scoreboard. Um and then in 2020, our department shifted all of the communications to hybrid and to digital. Um when CO 19 hit, we were an essential department for the district and now we have our bond and I know [clears throat] last week there was some marketing requests um for the bond. So I will say that since December our department has been in conversations with Fluger. We have up here I have a 17week um chart that we have been working against. Um if you do see we are in week four right now um where we do get board approved and our

060website will go will go live here in the next few hours and our social media will go live here next week. Um if you notice everything happens in a cadence. It's sequential on purpose. Um we do have presentations that are happening internally first and foremost and then we will go out externally and then we will go out further to our community. So this is available um this is the communication timeline that we are utilizing within our office to support um this special project this time around. This is what our website will look like. This is I I had it linked as well but I did not want to have this public until that bond was approved. So uh this again will go live here in a couple of hours and we have collateral materials ready

061to go that those will be turnkey and we also have a presentation schedule that will support our campuses our departments. So our campuses at um the staff level at your parent level and your community level. Then we'll also have our we have a schedule put together for any sort of community outreach type of efforts. Um, we have six teams right now that have been identified who will be going out, but prior to that, we will be training all of our staff with talking points on our bond and um, the improvements that the bond will bring. That concludes my presentation. Um, any questions? I hope did I stay within my 10 minutes? No, I'm sorry about that. >> It's okay. [laughter] It's good information. >> Thank you. Any questions? Um, no questions. But Miss Viel, I

062just want to thank you for the work that you have done um, since I have been back on the board. The marketing department has completely transformed um, for the better. And I'm so grate um, I'm so happy for the team that that you have and that you've put together and the work that y'all do. the comments that I get from our community about, you know, information shared. Um, it's just so valuable for parents, you know, especially parents that are working all day and you forget, oh my gosh, is this Friday early release? What time does middle school get out? And you know, you can look on one of the socials and find it right away. So, um, thank you so much to you and your team and we look forward to the next quarter, see

063what what we do. >> Yeah. Thank you. >> Thank you. >> I'll a few things. Uh yeah, just to echo Trusty Deagar Lopez, but I think of you guys as magicians. And people who don't know, we spend a lot of time with you guys. And what I mean by magicians is just you're everywhere all at once. And I can't even believe your department is this small to capture everything. And even when I attend an an event, even before I get in my car, there's like pictures posted already. And I'm just like, this is amazing. and I love the professionalism and the talent that you guys bring. So, thank you for that. Um, I think I know the answer to my own question, but why don't we do more paid media? >> So, you know, because

064we have had we've identified traditional media as again transitioning, right? Five years ago, we were doing a very different media mix. Now it's more digital media. Um and and measuring what that audience looks like. Um you know just just a year ago I would say the only traditional media or the only media we were purchasing was print media and that is not something that we see as effective. Uh so it's it's really just turning that cornerstone and that's where I'm I'm looking to do and inject a little bit more into digital media. >> Okay. >> Truly. Um, and then one more question is, do you guys I saw a little bit of this in your presentation, but what's the collaboration like with student outreach department? >> And you know what, shame on me. I wanted

065to to publicly thank all of the departments because we are one department as small as we are. We we try to support as many departments as we can, but they also support us. um whenever we say, "Hey, we need some some some stock footage of XYZ," [clears throat] they they make it happen for us. >> Um so we do collaborate closely with um student outreach. We also collaborate closely with our human resources department. So those are two two external facing departments. So a lot of them are internal facing and and we deal with uh directly with our associate superintendent. But with those two departments, it's more of community outreach. Any type of opportunities that we have, boots on the ground, grassroots style, that's more of the efforts that we have currently um with student outreach

066and human resources. >> Okay. >> Thank you. >> I just want to reiterate what uh Trusty KDman and Trusty Delegard said. I think you all do an amazing job. >> Thank you. Thank you so much. Thank you all for the opportunity. >> Thank you for working. >> Good job, Felicia. Thank you. >> Thank you, Felicia. >> Okay, we'll move on to the >> tr question real quick. >> Sure, >> Mr. Ball. >> They just finalized the bond website as trustees. Are we allow like what what's our role and can we share the website? >> Yeah. Yeah, we're going to go over that in a little bit with Mr. Madley. Okay. and u close for just [laughter] >> right. >> Okay, we will now move on to the apprenticeship program agreement. >> Yes. Uh this agreement

067outlines the responsibilities of the district and the apprentice candidates Dr. Canales as well as Miss Williams um will have u more information on this and answer any questions and this is for information purposes only. But Miss Williams go ahead. >> Thank you Dr. Dr. Gutierz and President Reetta and board of trustees. I am here to present to you tonight a report regarding our registered apprenticeship program. Here is our logo, our brand aka MAP Mallen ISD apprenticeship program. This is the road map to success for our 29 apprentices currently. Here is a sample of our apprenticeship program agreement which outlines the responsibilities of the district and each one of our apprentices. Here is our amazing signing that took place last Thursday at our kickoff for our 20 29 apprentices. We have eight that are currently seeking

068a degree with Reach University. Then nine that are with region one uh finishing their certification. Then we have seven that we are currently enrolling in 240 which is an online educator preparation program to complete their certification. One that is with or enrolling with ACT RGB. one that just needs their test preparation. So, we're encouraging her to finish with UTRGV and then three apprentices that we are hoping to enroll with WGU Western Governor's University in order to complete their Masters of Art and Teaching and get their certification. So, we're very pleased and happy with all of our 28 that showed up last last Thursday. And what a way to commemorate this amazing opportunity for each one of them. So our next steps, we had we did hold a Q&A session uh Friday, January 30th, uh 2026.

069Then our amazing kickoff last Thursday where we had Edwell, our partners, uh region one was also there. You see pictures of our our whole group, the apprentices. Thank you to our principles that uh were able to be in attendance, marketing department, everybody, the decorating committee, everybody. It was a definitely a a community event um to put this kickoff together for our apprentices. Dr. Gutier is there uh opening up our session and then our first of seven trainings for each one of the on-ramps. Uh we are delighted that Mr. South Florida's will be our success coach and he will kick off our first on-ramp training this Friday, February 13th, uh for our on-ramp apprentices that are in either in on-ramp 2, on-ramp three. Majority of our apprentices are in on-ramp 4, meaning that they're completing uh

070their certification and hopefully will be able to become a teacher of record for our district in the fall. That is in an internship. That is our hope. And at this time, I would like to invite Dr. Kamacho and Miss Mendes up to the podium. And we are all three here along with Dr. Canales to answer any questions that you may have about our apprenticeship program. >> If I question, yeah, I would just want to say I appreciate Dr. Kales, Miss Williams, the entire HR team. My understanding is this all came together relatively quickly and involves working across multiple institutions in service of growing our teacher workforce in Macallen ISD. That's always a good thing. But I think the thing that's so important about this is Macallen ISD is six months ahead of a major sea

071change in teacher preparation in the state of Texas where the 2025 legislature is now going to fund innovative teacher pipelines of this nature. and the fact that we're able to do it now at relatively no low to no cost to the district in a way that reduces the cost to certification for people that are already working in our schools with our kids. That 6 months head start I think is going to make a very big difference for us being able to fully generate the benefit of this $450 million investment across the state of Texas for our district and our kids. So, thank you all for moving so quickly on that and breaking through walls to make it happen. Thank you sir. And we actually what takes anywhere from six months to a year. We did

072it in 46 months or 46 months sorry 46 days. That's right. >> So um it it is an amazing opportunity again blessed to be able to work side Dr. C and Dr. Kamacho and Miss Mendes on this um groundbreaking accomplishment for our 29 apprentices. And with the Lasso4, we did just receive last week that um you know we we are getting our allotments. So now it's putting these 29 into a spreadsheet and figure out how the financial means will be coming back uh to the district return on investment once August rolls around and the enrollment does or the um the aotment does kick in. And like you said, we are grateful to Edwell to be able to help us jumpst start >> this whole program. So >> there is no cost to the to this

073uh to none of the applicants, right? They're they're all going to be they're all our employees. Uh they are working on their degree or working on their certification while they work with us while they're getting their hours and classes paid for by this grant. >> Correct. and so uh their own scholarship with and working with us and eventually we'll help them fulfill their dream of uh getting their bachelor's degree and getting certified in teaching and and having them in our classrooms as teachers one day. So uh thank you for doing this. Uh Dr. Canales, Miss Williams, Miss Mendes, Dr. Kamacho. Uh it just uh it's about growing our own employees and and making them better and and for them to be better off uh with us and we're giving them those opportunities. So, thank you

074for uh taking good care of our employees. >> Thank you. >> Great job. >> We will now have a report regarding the monthly financial and quarterly investment. [snorts] >> Miss Lorena Garcia, Deputy Superintendent for Business and Operations, will report on the taxes collected by the Adalgo County Tax Office on behalf of Mallan ISD for the quarter of October through December. >> What's the next one? >> The month. >> We already covered that. >> C2. C2. >> Next page. >> Say quarterly investments. >> I'm sorry, Dr. Conus. >> October, right? >> Okay. >> All right. So, >> Tuesday. It's Tuesday. >> So, this is for the quarter from October [snorts] through December. And this is for information purposes only. And I'll turn it over to Miss uh Garcia. Go ahead, Miss Garcia. >> Yes, sir. Let

075me just get it back on the screen. It went off. Okay. Uh so um we have um posted on the agenda the report uh regarding the quarterly taxes the collections. So we start off October 2025 with the uh original tax levy of 87 million uh collected to date for the month of October was 224,000. um that uh is a percentage of 26 um in comparison to 14 of the prior year. Um in in addition to that we are reporting on November uh November uh collected to date was 6.7 million and that is a percentage uh of 7.8 a little bit less than what was collected last year. Last year it was at 9.32 by that that same time uh this last year. Uh for December, we also uh are reporting uh collections to date. Uh

076these have increased significantly for the month of December at 32 32,733,000. And uh this brings us up to 37.88% in comparison to 42.33 last year. And that concludes the uh report on the collection of taxes. >> Thank you. Any discussion by the board? All right, that was for information purposes only. Thank you, Missy. And now we have discussion and possible action on the Macau ISD January budget amendment for fiscal year. >> Number three, >> it's a financial report. >> We go to number three. The fin. >> Oh, okay. I'm sorry. I'm lost now. >> It's Tuesday. All right. Number three, report regarding monthly financial. >> Yes. Uh, Miss Loren Garcia, our deputy superintendent for business and operations, will present the monthly financials and quarterly investment report from October through December of 2025. This is also

077an information item. Go ahead, Miss Garcia. >> Um, yes. Um, we have two parts to this report. The very first one is the comparison of budget to revenues, expenditures, and incumbrances for the month of December. Um, ending uh December 31st, 2025. This is a snapshot in time. Uh the first column of the report provides a comparison of the budget of that was approved in 2425 and then uh letter B uh column B is the year-to-ate actual and so we are at um revenues of 109 million uh so far that have been received and expenditures is at 100 million. Um the um approved budget for 2025 2026 uh is 265 million. Year-to- date actuals for for um 2025 is 122,565487 and our expenditures is uh at 110 million19,000. Um moving on to our investment report. Uh

078we are here to report that our investment earnings are on track as projected through our budget budgeting process. Um we've met with our consultants and um they have confirmed that we will be hitting our target but for uh this quarter that we are presenting on for uh we uh had investment income for the period of 1.7,900 90,531 and uh 10 cents and that concludes the this report. >> All right. Any discussion by the board? >> Okay. Thank you very much. >> Four. >> Number four. Yes. >> All right. Now we are on the January budget amendment item. >> Yes. Administration is recommending the approval of the January 2026 budget amendment. Actually, now it's February 2026 budget amendment for the 2526 fiscal year. Miss Lorena Garcia, deputy superintendent for business and operations will present details. Uh

079think we presented this item before at the last meeting and we are recommending action on this item. >> Say you move to approve. >> I have a motion by trustee Hadad. >> Second. >> I have a second by trustee. All in favor? I >> any oppose? Motion passes 6. Okay. We are on discussion and possible action of memorandum of understanding. Dr. >> Yes. This memorandum of understanding uh will assist with a critical incident response. Mr. Jonathan Ball, our staff attorney, is available to answer any questions. So, we are recommending action on this item. Discussion by the board. >> I move to approve the memorandum of understanding 2026-223 standard response protocol and standard reunification method with I love you guys foundation for a term of two years from the effective date. The district and the I

080love you guys foundation may agree to extend extend this agreement upon mutual written consent. >> Okay. I have a motion by second and a second by trustee had all in favor I. >> Any opposed? Motion passes 6-0. Okay. We move on to board of trustee items and we have nomination of candidate for Hidalgo County Appraisal District Board of Directors. Dr. >> Yes. Uh we received a letter from the Hidalgo County Appraisal Board. I I forwarded this letter about a week or two two weeks ago. This is for the board to consider a name uh to uh approve and then u send it to the appraisal district uh before March the 6 if I recall the date. >> Second. >> And so u this item is here for we still have this meeting and the next

081meeting uh for the board to consider a name to to vote on and submit to the appraisal district for consideration to fill one of their vacancies that they have on the board. So, it's open for discussion or and and if the board has a name to uh uh select, maybe write it or talk about it and and vote on it and then if there's a consensus of one name to turn into the appraisal district, they will consider that name to fill in that board vacancy they have. If it's not decided today, we we still have the next board meeting on February the 2 uh the 24th that we can bring this item back and and consider a name by that time and and then turn it into the appraisal district. >> Thank you. I think

082this was outlined in the letter, but I would also want to just confer a process. So I think this is maybe a John Ball question. So over the course of today or our next meeting, we determine a single name to nominate to the appraisal district, send it off there. They are collecting all of those nominations across all of the taxing entities in the county. >> Correct. >> And then they will send that list of all of the nominees from each taxing entity back to each individual entity for a vote. >> That's how I understand it. >> Okay. All right. Right. So, there's a sort of multi-step process involved here. Thank you, >> Trusty Cardone. I think I understood that the vote was going to be done by the members of the appraisal district. So, we

083nominate to them and then they back to us as well. >> They will vote on who the nominations are. >> Yeah. >> And our essentially who we nominate are recommendations, but they can they don't even have to consider any of the nominations from any of the tax entities the way I understand. >> Okay. On that note, um I would like uh to put forward a name for consideration, Mr. Mario Rea, Senior, uh prominent member of our community. Uh 23 years working with STC, 20 years in the Air Force. Um most recently, he's been heading the prosperity task force for Hadaw County for Judge Cortez. I think he's done a a good job. Um and I think he's a good community member. I'll put forward his name for our consideration. >> All right. Is there any

084more nominations from the board. >> I have one um nomination or recommendation for nomination, I guess we could say. Uh Oscar Casteda, also um local business owner, parent of a student here at Macallen ISD, resident of Macallen ISD. Um very very well respected amongst business community, uh amongst the financial institutions and uh hospitals. >> All right. Thank you. Uh any other nominations from I do have a question for Mr. Ball. Is there a way that u that we can jot down a vote and then have trustee Dr. KDman read out the tally for whoever wins? >> I just I see no reason you can't do it on by ballot, but if you guys want to do it and open it's it's really however you guys want to do it. >> Okay. >> But we don't

085have to do it today, right? >> Oh, no. Okay. Yeah, it doesn't have to >> March 10th, right? March I think the letter said March 2nd. >> February 24th, our next board meeting, then you can u vote on it. Uh what we can do is uh we can if these are the only two names and we can put it in a ballot, type it up, put it in a ballot and bring you that ballot for each one of you board members to vote on it and then uh Trusty Kman can read the the results after that. >> All right. Well, then I am good. >> Mr. And I'd like to make a motion to table item >> until our next uh scheduled regularly scheduled board meeting. >> Okay. >> Thank you. >> I'll second. >>

086I have a motion to table by trusty Kariona and second by trusty Hadad. All in favor? >> Any opposed? Motion passes 60. We'll take this up. >> So I was just going to ask Mr. Bald then I'll bringing those we bringing those two names in a ballot for the board to consider at the next meeting. >> Sure. If that's how they'd like to do it, you can do it that way. Obviously, if some if another name comes up and somebody wants to put forward another name, then they would still be allowed to, but at this time, those are the two names that we have. >> We'll put them in a valid form. >> Thank you guys. >> Okay.
