001all right good evening ladies and gentlemen I called this meeting of the pearland Independent School District Board of Trustees to order on December 17th 2019 at 5:07 p.m. let her record let the record show that a quorum of board members is present that this meeting has been duly called and that notice of this meeting has been posted in accordance with the Texas Open Meetings Act Texas government code chapter 5 5 1 let the record show that trustees carbone Murphy Decker Gooden botkin Floyd and Barry are present we would go directly into our public comment portion of the meeting this is the portion of the board meeting where the board receives input from patrons each person who addresses the board will have three minutes to speak on his or her issue pictures addressing items excuse me

002because of topic posting requirements of the Open Meetings Act board members will not ask questions of a patron and will not answer any questions posed to the board by the patron no action can be taken on any issue present during this patron comment segment of the board meeting patrons addressing the board will be notified when they are approaching the last 30 seconds of their allotted time to speak all right we have 15 and possibly 16 speakers signed up today so we're not gonna make any cuts we're gonna have everyone speak first to speak is mr. Robert Wilson three minutes yes okay thank you okay miss Armand Jackson good evening I know I'd be the first one oh I guess I should have planned something all right so my name is Arwen Jackson and really the

003reason I'm here is to be a voice in support of not only the school board but of our district as a whole unfortunately I think that some people are trying to paint our district as one that is a a district that's racist that doesn't deal with the issues of racism RISM that they see that's not inclusive that is not caring about mental health I am just telling you from my experience and talking to many other students that I do not believe that that is the case I am very involved with kids all the time so I have spent the last 20 years of my life raising kids and I always thought I'd go back to work but I didn't and during the last 20 years I've taken every volunteer job that I could scoop up

004I've served on many boards I've helped out on many booster clubs and during that time I built relationships I know that some people here in the audience would look at me as the enemy that I'm against what they are speaking for and I want to assure them that is not the truth I've lived my life always to be in support of LGBTQ rights to be inclusive and to care about mental health my two oldest children have been very open about the fact that they have had mental health issues issues they were both hospitalized and had suicide attempts it is something I care about a lot I care about it enough that I have not gone back to work so that I could stay around kids and work with them I greeted most people here in

005this room because I've built those relationships over years not because somehow I'm on the right side or the left side of some issue but because I've gotten to know them as people who serve this community and care every single one of them about the kids in the district and for anybody to suggest otherwise is not okay with me I also would like to say that I believe due to the fact that for popular demand there is a once-a-year open town-hall meeting can all remind me of the date of that I'm sorry you can't talk to me I know it's coming up because I put it on my calendar at one point so I encourage anybody who comes to these meetings and knows that you cannot have a back-and-forth that there is going to be an

006opportunity to have you guys talk I went last year and I enjoyed it very much so hopefully the people who come here to talk to you will take that opportunity to come to that as well thank you thank you mrs. Jackson mr. Kevin Wagner W A G N E R good afternoon everyone my name is Kevin Devon Wagner the second a fourth grader of Pearland ISD who attends Silverlake Elementary under the stellar leadership of our principal mrs. McGrew and our assistant principal mrs. Brown I came today to express my appreciation of the greatness and kindness of PISD teachers since it has come to my attention that some people are labeling our district racist now back when I was a really young child an incoming kindergarten kid my mom and I had the talk that many

007mothers of color had with their sons she mentioned the startling statistics not only did she explain segregation and integration she set expectations they're pretty high she told me that like Aggies we all bleed maroon and not saying around anybody who did not like black people or said mean things about white people or any people additionally she told me that in my lifetime I might encounter a teacher who does not like me because of the color of my skin or mistreats kids of any race due to the color of their skin she said never to expect it but always to expose it by coming home and telling her and my dad I am pleased to report that I have never witnessed discriminatory behavior but I have on the other hand seen children of all colors disrespect

008teachers as I know they deserve a 100% raise I can also admit that I was into the office once for behavior that I will not discuss publicly but Ms Brown gave me a second chance in closing I am ecstatic about being a member of the no place for hate committee since no district is perfect I repeat no district is perfect Pearland might have some bad pears but it does not deserve such bad press I asked to come today because the students perspectives should matter most thank you for your time and have a merry merry Christmas thank you Mr. Wagner next miss Mrs. Shanedria Wagner good afternoon fake cheerleader newest black friend on the right-wing payroll liar pitiful these are words I was called by individuals who did not like what I had to say at

009the November board meeting they claim that their incessant demand for resolution is not politically motivated however their actions their hateful behavior and their own words speak to the contrary I said it before and I'll say it again the Justice forum held at Silverlake Church in October advertised as an opportunity for people to share their stories of discrimination did not reveal any new allegations of racism in this district most of the speakers brought up the resolution they confronted pressured and even heckled our board president who was called a ventriloquist for white supremacy and an embarrassment to the black race I beg to differ Mr. Floyd in addition to your affiliation with the likes of Robert Williams who had threatened to a march on pearland are you kidding me is the way that the resolution was initially

010worded and posted on social media I consulted with a friend and a colleague Earl Rickman Detroit Michigan who is a past president of the National School Boards Association he's an african-american male with his finger on the pulse of all things race related he gave me confirmation mr. Floyd that I am NOT wrong for being outraged by as he put it the attempted bullying of this board bad press is a very bad practice for those who claim to want to work with the district I hate racism but I also hate race baiting in boxing black people who have no children in this district to request our presence at this meeting by Donna Kim Murphy it's unacceptable I do not know if you're ever going to write a resolution that they do not bend do not be

011bullied by a handful of people who think they speak the majority for the majority of people in this town who are not white but it's ridiculous we need a culture change in our whole country celebrating ethnic cultures is one thing but also our culture needs to change I've been tutoring kids in this town for 10 years they told me that kids set each other go kill yourself that's a common expression we've got to change our culture in general and if white supremacy is an issue that we're gonna raise we to also raise anti white sentiment because everybody has feelings too I do not like the assumption of prejudice I do not like the assumption of privilege based on somebody's skin color so I please I beg you mr. Floyd I voted for you I will

012not be voting for you again but I really think it's time that Fitz race-baiting and this media coverage stops because we are overall very pleased with our district and we're gonna work with each other not name call and sum and humiliate and I'm just concerned about white people's I am black people and I'm not feeling the love from people that you're with associating yourself with thank you next to speak Mrs. Perez is Lena Perez I think it's Lena Lena L E N A thank you have to follow her my name is Lina Perez and I am a mother a single mother of two and of just two children in Pearland high school I also attended Pearland high school and finished in 1992 and have a mother who attended Pearland high school so were longtime Pearlanders

013as far as our school district I'm very proud of my school district I'm very proud of the schools that my children attend our teachers have been very attentive to my children have not had any problems my children are Hispanic females so we are a statistic we are also a statistic mr. Floyd but never have we in ourselves experienced racism in Pearland you are an elected official to represent a whole a whole community and you do not represent myself nor my children the majority here do because they are working for the children and not working towards an agenda I appreciate everything that y'all have done I'm not a good public and I appreciate y'all keeping on task which is keeping in mind the children as a whole our district can do things better I didn't like

014the fact that we changed the math curriculum without speaking to the parents first but sorry but as in general the board has worked for our children has worked well with the parents and I disagree with everything that you're doing and with the people that you're associating with they do not represent me nor the rest of the majority of the community and again I appreciate y'all's time on a very good public speaker but thank you and I hope y'all have a Merry Christmas thank you mam okay next Colleen Schoellkopf yes sir C O L L E E N Colleen I love our school district and I'm proud of so many things about it I recognize the hard work that you all do to keep our district running smoothly I'm so appreciative of the amazing teachers that

015have taught my children and the phenomenal teachers that have had that I've had the pleasure of working with in this district we have so many students that have rich histories and stories to share and I'm grateful to get to experience that by interacting with them on a weekly basis because no school district can be perfect the best ones are constantly striving to be better as soon as you decide your district is perfect with nothing more to work on you're already starting to fail over Thanksgiving I read one of your holiday new late-- newsletters and when she talked about being grateful for the diverse district we were gifted with in Pearland you then went on to accuse a few as people who only want to exacerbate our differences it was like saying if you complain about

016the government you must be unpatriotic that is just a way to deflect without addressing the concerns we bring up and intimidate people to remain silent we also know that the opposite is actually true people who show up and speak up care the most about their communities apathy apathy is the root cause of why so many things fail so I'm grateful to be part of a community that cares enough to actually show up and make suggestions that unite us good leaders listen and take what is said into serious consideration others dismissed the interested and concern so they don't have to deal with any problems by simply pretending there aren't any because I care and appreciate about my school district and the people in it I strive to make it better saying that pearland ISD will not

017tolerate hate in any form emphasizes that we really do appreciate our diverse district having a district that looks diverse is not actually diverse unless all of the people represented are allowed a seat at the table we can't just look the part we have to act it as well that means having zero tolerance against hate of any kind under any circumstances it means allowing your lgbtq+ students to use their preferred names and pronouns and skywars it means learning about all of our history even the parts that make us uncomfortable it means calling out and taking action when anyone makes insensitive stereotypical or racist remarks or actions no matter who they are diversity of thought is real diversity it does no good to have a diverse district if we only recognized and listened to a select few

018so instead of trying to divide our district by ignoring us take into account our concerns and do something that will truly unite us taking action against hate is one of the easiest nonpartisan ways I can think of to show everyone that we truly are a diverse community that seeks to unite and not divide we can show everyone that Pearland ISD is a district that leads by example and that is something we can all be proud of thank you very much mam Ellison Schoellkopf Ellison yes sir good evening my name is Ellison Schoellkopf I've spoken once before and I'm glad to have the opportunity to opportunity to be speaking again I want to start by thanking everyone for coming out here tonight I am a firm believer in making change and I know that the first

019step is just showing up being involved in your local community is a unique opportunity many of us take for granted I also wanted to mention something else I feel is important many of us have a rather toxic mentality when it comes to talking about change in activism this idea of if you don't like it leave I strongly disagree with this sentiment I believe if you care about something you want to improve it I don't work to change Pearland ISD out of hatred but rather out of love this stitch district is young and offers a lot of potential but with any living breathing organization there's room for growth I want to help better this district not for me but for generations to come I want future children to feel safe to express themselves and empowered every

020day they show up at a Pearland ISD school unfortunately I don't believe that this is the current status quo Pearland ISD does not encourage activism among among students meetings are never announced in schools and students are not encouraged to attend these meetings instead meetings are oftentimes held at inconvenient times many act as though teenagers simply do not care about current issues the reality is they are not included in places where decisions are made a love of change must be encouraged early on this is something many of us this is something many underestimate the importance of apathy is the true enemy of any movement my goal is not to divide us but rather unite us through positive change I intend to plant the seeds of activism and foster empowerment and a thirst for equality I want

021each and every young person to believe that they are capable of changing the world I only hope that Pearland ISD has the same desire to help their youth I hope that they will work to encourage students to become leaders in their schools and community and be involved in order to take a stand for issues that matter to them thank you thank you very much Hannah Schoellkopf Hannah yes sir hello I'd like to first start by introducing myself my name is Hannah Schoellkopf and I am a current resident of Pearland a student at Sam Houston State University I graduated from Dawson's class of 2019 so I feel that I offer an important perspective on the culture of PISD schools I am the daughter of Colleen and David Schoellkopf both of whom are active in the community

022and my sibling is Ellison Schoellkopf who as many of you may know is a transgender student who is a freshman at Dawson High School for the most part I would say that I generally enjoyed my time at Dawson I had some really wonderful teachers and took really interesting classes but I recognize that the enjoyment and success that I experience were almost certainly contingent upon my place of privilege as a white straight cisgender girl I recognize that for many people of color and members of the lgbtq+ community their experiences and high score very different and it makes me uncomfortable to think that my sibling has to endure harassment homophobic slurs embarrassment and social isolation because they are transgender and it makes me uncomfortable to think that an African American or Asian student should feel that they

023have to work twice as hard to dispel stereotypes held by teachers and other classmates regarding the intelligence of their racial groups and it makes me especially uncomfortable to think that even a fraction of the success I have today might be because I am white and straight and that another student may have lost out on an opportunity because of their race or sexuality due to my preferential treatment but is because these things make me so uncomfortable and I am so determined to confront them because in that discomfort is truth ugly and unfair as it may be in this day and age it is not enough to simply avoid saying or doing things perceived as racist or homophobic if you are not actively working to dismantle the institutional systems that have oppressed people of color and members

024of the lgbtq+ community you are remaining comfortable but also complicit and their continual mistreatment so I am challenging each of you to examine the biases of your friends neighbors employees and even yourself I know that it will be uncomfortable but it is because of this discomfort that this task is so critical and as you examine these biases I urge you to adopt a resolution condemning white supremacy and hatred towards minorities I feel that this will be a positive step towards a brighter future for all students in Pearland ISD thank you man Natalie I'm gonna say Yeats I'm sorry Yealts Natalie Yealts hello my name is Natalie Yealts I'm a freshman at Dawson and I'm also bisexual now the last part I usually wouldn't add on because I'm only out to people that I trust at

025school and the reason for that would be that I don't feel safe just going out and saying I'll walk by groups in the hallways and they'll just be throwing out homophobic slurs transphobic slurs racist slurs sometimes and I just think to myself okay I'm gonna walk a little faster now so when you have an environment that has less punishment than it should for when someone says something that is hateful towards other groups then it basically just condones that when you only get a warning for a slur and told that you might get sent to the principal's office next time as long as you say it quietly it doesn't matter so what I'm requesting is more punishment and accountability for these kids who say slurs because these children are almost adults they should act like it

026occasionally in places like this that could be counted as a hate crime they could get fines jail time not to mention the fact that I'm pretty sure some of these kids might actually hold these beliefs as true like these children are not like us they are outsiders and ultimately through the people that you hire you do have some degree of control over these environments you know their morals their ethics if you've interviewed them you know them personally perhaps so if children don't feel safe in these schools what is happening in this district thank you for your time thank you mam Donna Murphy cede my time to okay another person and I'd like to cede my time to Julianne Carruthers a senior at Dawson high school hello my name is Joanne Carruthers I'm a she explained

027it um so I've been in the Pearland ISD School District for uh for like twelve years I'm a senior and so I'm with the I moved to Pearland in like 2003 and so I'm like very Pearland and so um and so um I've been I've been all through every single grade in Pearland except for pre-k and I've noticed that like there's a problem with people not treating kids that look like me as like I would say a human or that I have feelings because I underst I understand like kids getting in trouble but on the other hand I've seen kids do the exact same thing with me that like I've done and still not get in the same trouble and so growing up that makes you kind of feel like you're different or like this

028supposed to happen to you and there's like a lot of things that have gone through with me that like don't make any sense to me and like other people have called out before and so I don't really think that a lot of problems stem from like higher up but they come from lower down with teachers and stuff like that because I've had teachers address everybody in the classroom as hey how you doing how you doing and get to me and say stuff like what's up dog or I had a principal asked me did a person say girl at the end of a racial slur or did they say good at the end of a racial slur and I honestly don't think that that matters somebody called me the n-word and that's very disrespectful and just

029that they treat kids like black kids in a spending case another case like that like they're different from everybody else even in how they like talk and how they teach because I've been in preview classes and I've been in regular classes and I'll notice the difference in teaching because sometimes in regular classes even though some kids are less motivated to talk less they're um they're treated way differently then you go to a pre AP class and it's a whole different teacher and you're like in a whole different school district whole different school and so I think that's a big problem but I feel like the main problem is not treating kids fairly on all levels and like they have feelings Thank you sir okay Winnie shank - you're seeding your time - dr. Murphy so

030yeah thank you guys for having or for listening to all of the testimonies of especially the students who have come tonight also the adults I think there is this continual misperception that somehow I'm orchestrating people in the district to come out and to misrepresent what is happening in the district the reason I have organized around this issue is because when I ran for school board we spoke to 10,000 unique voters in this district with 26,000 touches right we've communicated with each of those voters multiple times I did not know that race was an issue in this district until I spoke to those voters the reason I started to talk about it so vehemently is because I was appalled by what I heard I met multiple African American families who had moved their children out of

031this district who continued to live in houses that are zoned to our schools in Pearland ISD who chose to take their students or their children to other schools to private schools and/or to charter schools and this is a huge problem one of those people was Rahel Selassie who is a physician at Baylor College of Medicine I have organized a group of physicians from Baylor College of Medicine one of whom is a psychiatrist all of us have multiple concerns about how many issues that are I think very much interconnected are handled by this district and we have attempted to meet with you all and we have been railroaded stone walls whatever you want to call it and doctoral Health Selassie's story is actually on my facebook community page it's at Donna Kim Murphy MD ph.d it's

032publicly available for for viewing she had two children in the district she's african-american ostensibly she actually her family immigrated here from Africa and she has two daughters one of them had narcolepsy I'm a neurologist this is a neurological diagnosis it's a pretty rare condition and they faced a tremendous amount of discrimination by this district they actually filed a Department of Education Office of Civil Rights report because they were so discriminated against and her daughter also faced multiple instances of racism that she witnessed and that she felt also was in some cases directed towards her and this was the reason that these children are now at Lutheran South okay we are losing people to other schools because there is real racism in our district that is disproportionate to what is happening in other districts if you

033look at the data from the Office of Civil Rights from the Department of Education we are doing worse than some of the neighboring districts now we're doing better than some you know but but we're doing worse than others and I think we can do better than that we are a very diverse district and diversity of strength you know you bring us together and especially dissenting voices you have to have us at the table we're here to make this better you know in my family we have conflict to resolve things so please take everything into account that we've said tonight thank you thank you Dr. Murphy Travis boldt good evening my name's Travis boldts I am running to represent this community in the state legislature and I think that the issues being discussed here are one

034that's very important both at a local and a state level I am disappointed in the fact that this board has failed to act on these issues I'm also disappointed in the political nature in which some members of the community are describing this issue I don't think anybody here has personally accused anybody on the board of being personally racist I don't think anybody is accusing any of the systems within the school system of being personally racist what we are saying is that as a society we need to take a stand against white nationalism against racism and against hate these things should not be political issues these things do not go away because we do not personally experience racism or haven't seen individual instances of racism the community brought together several forums to discuss these sorts of

035issues members of this school board failed to attend that's part of the problem that people were not willing to engage in the dialogue to talk about these issues I moved to this community specifically because it was a diverse multicultural community as I felt it was a place that I could raise my children and that they would be inoculated against some of these ideas since I moved here I've seen the adults in our society being very very poor role models as far as this is concerned I have seen political campaigns that have decried reaching across racial or religious lines and made this a central issue as to why somebody should not be elected we need to do a better job of decrying national white nationalism hate and racism and that's what this instance is about hate

036is not something that can be decried too often or too loudly it is something that thrive and what Dr. King calls the appalling silence of good men it is those of us that sit idly by and choose not to act when we see families and communities present these issues to us even if as others have said that there was no racism in Pearland ISD which we know to be false but even if that was the case this would not be a reason to not denounce it this would be the reason to join together to rise up and to say in one voice that this is not acceptable in our society and that we do not want a society that finds it acceptable the issues that we have found with these issues cannot be specific to

037the way that you want to deal with them because you haven't even voted to talk about them so it can't be nitpicky well we don't want to do X Y or Z solution it can't be political because if we wanted to shut this down politically the quickest way would have been to vote unanimously in support of something that supposedly we all agree on so please this needs to be something that is taken up at both the local and state level thank you sir Yoonee Park I apologize in advance my children run up here and cause a scene now they're kind of playing over there right now hi my name is Yoonhee Park and I'm here today as a future PISD a parent first off I want to thank Donna for shedding light on this opportunity

038to speak to you all today truthfully I would not normally feel obliged to do something like this speak publicly but in light of some recent events that have happened in PISD that I felt were a bit disturbing and disheartening I felt compelled and obliged to speak today my family and I moved to Pearland early this year from Houston we came here with the intent to really put our roots down and raise our children here we were fortunate enough to choose the school districts school district in schools that our children would be attending and we chose PISD for its outstanding academic record and also for its rather diverse student population it was important for us to be part of a community that was diverse however I could I didn't consider how that diversity was being met

039inside the schools the stories of Jule's trees Hadiya Henderson and Alice Murphy made me feel extremely sad angry and uncomfortable had either one of my children been put in that same situation I as a parent would have been livid to be honest one story that is not so recent is the one of Kimberly Shapley and her transgender daughter Kai Shapley I stand here today wondering what thoughts and feelings she as a mother must have been experiencing as she once stood here asking the PISD board to help make sure her child would feel safe at school Kai was about to embark on her first year of elementary school as a kindergartner that alone can be such a frightening and emotionally charged moment and Kimberly was doing everything she could to try to make her daughter's transition

040easier and better my daughter will also be going to into kindergarten next year at Silverlake Elementary I deeply wish I could have been here that day to support Kimberly and Kai but I wasn't so I'm here today PA PISD needs to do better updating the dress code to include religious and cultural exceptions is not enough it's a superficial fix in my opinion creating it creating an environment of inclusivity respect and this takes much stronger measures we as adults need to show our children that we are here for them all of them loud and clear so how can we achieve this for starters adopt the policies suggested by the end date and NAACP to ensure the safety and well-being of all students second implementing diversity and sensitivity training for all teachers and administrative staff at all

041levels third have a diversity and inclusion council that actually reflects and represents the student body for example Asian American and LGBTQ representation and also make Council minutes readily available to the public as a show of earnestness and to keep an open line of communication and last but not least to publicly denounce white nationalism PISD has a great opportunity to rise up right now it's okay to be a work in progress it's actually a very noble place to be so I urge PISD to take the necessary active and meaningful steps towards progress let's show our children that we are working towards a better kinder and more inclusive community thank you thank you ma'am mr. board president yes sir my mic on Don pursuant to section five five one of the Texas Open Meetings Act I move

042that the aforementioned NAACP resolution be placed on the agenda for next month for consideration we do have more speakers yes okay thank you sir yes yes we have more speakers but Mr. Floyd made his request is there a second thank you okay Thank You Sandy Tassin hello thank you so much for having me today really appreciate the opportunity to speak to you all I came here to share one experience I had during my school years I grew up in bel-air which is a very nice community much like parylene I walk to school is a safe environment but unfortunately I encountered a cross guard who was very prejudiced and I was very young I had no idea why he was picking on me he teased me everyday name called based on my race and culture he

043referenced me as that Mexican girl go back to your country made fun of my skin color bel-air wasn't very diverse back then so our family stood out there was three Hispanic families in the community so how did I handle this problem at such a young age I avoided him and I took the very long way home it took me almost an hour to get home instead of 10 minutes a walk Bissonnette New Castle to Beach Street for those of you familiar with bel-air it's a dangerous high-traffic area the ridicule and shame stayed with me for years as a child I can tell you and even as an adult I've experienced other issues and if you haven't at some point in your life you will unfortunately so I became afraid to stand up for myself I

044became a people pleaser I was anxious a lot I never looked like it on the outside but inside I felt like I was slapped like I had to defend myself but I wouldn't so as an adult now that I have a son at Dawson high school I was relieved when federal legislation implemented no bullying zones in high school zero tolerance policies on firearms David's law on cyber bullying you see how all of these policies can lead to safety for all not just one school or one state or one race and I was relieved because I have family and friends I care about that have children in the school area so why is any form of prejudice or racial slurs allowed in our schools why why today I grew up the 70s and now I'm looking

045at this new millennial and it's still taking place what are the repercussions for adults there aren't that many and I looked up in psychology articles why won't people speak up there's four reasons and then I'll wrap it up there's fear of retaliation there's sometimes it's subtle you can't recognize it there's shame maybe I did something to deserve it and what's the point no one's gonna do anything about it anyway we've tried this before so I have potential solutions go to the government websites update policies with training seminars surveys there's PDFs you don't even have to do the work you just have to look at the policies put your name a date and the goal our values morals and ethics we teach our students will be carried into the real world after they graduate and we

046need a culture of mutual respect for all thank you so much I had a mom who helped me when I experienced this and now I want to be able to help others so thank you thank you Ms. Tassin Jennifer Hendrix hi I'm here today in support of the school board I just want to say that I have three kids in the district my oldest is dyslexic has been an IEP and 504 I've had a lot of experience with a lot of the school administrators and principals because I attend every single one of his IEP meetings so I can tell you that I've I've gotten to meet a lot of people in the school I have never seen or experienced an administrator a teacher another student of any type of racist event whatsoever now I know

047I'm not speaking for a hundred percent of everyone in the district but I've never seen it I have three kids in the school and this year I just want to say that somehow you guys have done some inclusion training because I see it every single day in the teachings of my kids at Massey Ranch Elementary and I know that this is part of the program so I really appreciate you guys teaching the teachers or you know having the the I guess the trainings to be more inclusive of a district I think you guys have done a great job at changing the dress code policy was definitely one of the strictest and I really appreciate that change I am however a little bit disturbed that we have a school board member who is associated with bringing

048about you know I guess meetings where those meetings are advertised that they have financial backing a civil litigation I'm concerned that there is going to be promotion of people in this organization to try to sue our school district teachers I'm concerned about our teachers I don't want our teachers to feel that they need to leave I've not I know our teachers are tired they have to deal with a lot of different kids a whole variety of learning disabilities they're stressed they have bad days sometimes they make mistakes but I can truly say that I don't think that our teachers are racist I've never seen that they're tired yes yes they they get frustrated with kids with you know learning disabilities I've seen that but I understand the process and I just want to say Mr.

049Gooden and I'm sorry about some of the attacks that have been made against you personally I do not think that you were this terrible person they made you to be I think you're done incredible job at representing our district thank you and to the rest of you school board members I appreciate your volunteer in this hard effort and I don't think a resolution is needed I just think we need just to continue on the pathway of training and educating our young students from a young age on how to treat other students and I have seen that my kids have friends of all races all religions all genders they love each other I just I can't speak for Dawson or what's going on at Dawson but I can tell you that I think our school our

050school districts one of the top in the state Thank You Mr. Howard Eugene Howard followed by Alexis Reyes and then Xavier Downs and then we'll be done good evening again I'm Eugene Howard I am the president of the National Association for the Advancement of Colored People so I've come to the last couple of school board meetings we of course as so forth mentioned had a justice for education Town Hall so I kind of want to know I want to publicly address the board on an official capacity I feel like members of the community or board members alike may be trying to take the narrative of what our town hall was supposed to be about this is not a political ploy we are not in bed with a Democrat nor Republican we have not spoken with

051Mike Floyd we have not communicated with miss Donna this has been issues that parents have brought up now I keep hearing people say well I have an experience I haven't experienced well all you have to do is turn on the news I'm we brought up these issues we've had an issue that that's very much public that the district is in a lawsuit right now that happened at Berry Miller junior high now last time I checked no one should ever have their hair colored in and ironically it was a black child colored in with a black permanent marker and his haircut now if you can figure out the logistics of that please explain that to me and also we are aware that the Pearland ISD school district has already back in 2011 went into ORC which

052in is the Office of Civil Rights agreement to resolve to protect minority children that was supposed to last for three years now this is 2019 so obviously we might need to revisit those setting issues because we're having the same issues that the district agreed to have the resolvement about so again the NAACP of Brazoria County and also we have pastor Devon who was here of Silverlake where the the town hall was held and he stands in agreement and support to let you all know this is no political agenda here we will vividly stand up to protect the educational experience of all children period I know some of you personally and I do not feel like any of you are racist I will say that this is not about that this is not about personal relationships

053this is about what our children deserve and like Dr. King said the time is always right to do what is right thank you thank you Mr. Howard Ms. Reyes Alexis Reyes good evening everyone my name is Alexis Reyes and I'm currently a junior at Glenda dawson high school I'm your typical overworked junior trying to balance my AP classes and studying for the SATs have seemed to make this dark circles underneath my eyes permanent as I constantly burn the midnight oil every night not only me but many of my friends his entire world solely revolves around a good academic record a high class ranking and acceptance into a respected University however I have learned that there is much more to this toxic AP bubble that I've spent so much of my life trapped in a few

054months ago I had a discussion with a relative of mine who teaches on level English at seniors at a different high school as I watched her struggle to grade their essays she noted how many of her students did not understand the difference between a noun and a verb or other basic grammatical rules interestingly she also mentioned how there are only a handful of Asians in her on level class while the rest of the class constituted of mostly black and Hispanic students it wasn't only her school I soon realized as I looked around my own classroom that Dawson seemed to be a mirror reflection of this racial disparity the AP classes of Dawson are filled with Asians and white students a quick peek into a normal AP classroom one would guess they would make up around

05570% however Hispanics and blacks are sparse and barely even make themed with the minority in these classrooms the multiple on level classes at Dawson seemed to the exact opposite with Hispanics and blacks creating the majority not only is there an obvious racial gap between the two types of courses but also an extreme difference in the level of difficulty between on level and AP classes within the AP bubble I've seen an experienced horror stories of students bloodshot eyes barely open as they struggle to pay attention to the rigorous courses at 7 a.m. after getting an hour of sleep students spending hours on end writing essays and cramming for critical thinking tests just for a single test grade and the cycle repeats on the other hand people have told me their first-hand experiences of how on level

056English is merely another art class a simple worksheet for the day only to be rewarded but for being on their phones for the rest of class parents may not be able to see this difference they are trapped in their own separate sphere but to the students the contrast is astounding think about it even if a Hispanic or black student wanted to advance to a more challenging class but took regular classes their whole high school career they would feel discouraged to even attempt to change their courses the sudden difficulty would keep them in a chokehold unable to breathe or even get used to the rigorous schedule AP students must discipline themselves with plus the alienation of being one of the few of their own race is enough to steer clear of changing their courses and the

057cycle repeats again it is vital that PISD addresses the prevalent disparities between AP and on level classes by bridging the gap with courses that serve as a middle ground students must do their best to schools must do their best to alleviate these racial gaps and set the expectation that a broad range of students can succeed in advanced courses thank you thank you ma'am Mr. Downs Xavier Downs take your time I was just repeating you for them Thank You Mr. president as well as the board thank you for your time I come to you today I guess I have and now I definitely have a heavy heart after listening to some of the students speak however I came to be with one specific topic that's the Student Code of Conduct I would like to request that

058the school district put together Advisory Committee to really address a student code of conduct in a comprehensive way as well as an inclusive way that includes student voice as well as a community voice I think it's very important that we understand that you know this isn't a principal school that's not a superintendent schools to community school okay it's a student school as well so let's be sure that we if we can inclusively deal with the Student Code of Conduct issue because we know that there's a lot of very borderline issues going on where civil liberties are being attacked such as students being held at a class for wearing sweats and we have some very dynamic issues that I hear now that I actually going on in the district just what's really weighs on my heart

059very heavily however I would look in hope in the future that the district reaches out to the community and really formulates some sort of Advisory Committee to actually get the voice of parents as well as students on every campus to create a comprehensive Student Code of Conduct that actually is representative of the students and enriches the student environment in the academic environment for every student on campus we want our students to go to school and have joy okay we shouldn't have to we definitely don't want to hear some of the things that we're hearing is going one now okay so again that is a challenge Dr. Kelly as well as for you I know that would be something that we really have to take a hold of and really step up to the plate and

060address because we have some dynamic issues that we really have to solve now and that's all I have thank you for your time thank you board and I hope to hear from you all soon with some type of establishment of some sort of Advisory Committee that's inclusive thank you thank you mr. downs okay as noted Mr. Downs was our last speaker and so the board will now convene into a closed meeting to discuss the following items posted on our agenda this evening as allowed by title 5 chapter 5 5 1 Texas government code and/or the Education Code the superintendent will present for the board's consideration or discussion of the following matters sections 5 5 1 .071 072 074 076 and 082 no voting will take place in the closed meeting any action the board wishes

066congratulations again to all of our students that concludes our recognition all right let's get open let's keep moving all right I see we have a Boy Scout Troop in the back which troop is that at twenty four six? forty six forty forty six forty all right welcome to the meeting all right let's uh if y'all wouldn't mind please standing with me and let's go through the pledges thank you all very much I'm up for opening comments and if you will just stand with me please and just let's have a brief moment of silence and then we'll jump right into the agenda thank you very much all right all right we will begin with item eight on gender which is a required hearing and action with regard to private pre-k service providers dr. Kelly yes mr.

067president members of the board part of the new requirements from the last legislative session is that as we prepare for full-day pre-k we are also to determine if there are private entities that might be able to do this for us as you've heard us say previously we're gearing up to be ready to do this in the fall and so the only remaining question was would this be possible by a vendor or a school private school for the spring semester in your packet you received one package but without going into great detail it is not equipped to provide the level of service that we would expect for pre-k and so we are fulfilling their the mandate that we at least bring this to the board's attention show that we have sought proposals but as you see

068in my recommendation below we do not believe that that program could absorb these students or provide the level of education that the state is requiring so our recommendation is that we not go down that Avenue and continue to work towards full implementation in the fall all right the motion would be to apply for an exemption corrector okay yes sir is there a required hearing for that that is so let's open a project public hearing at 6:47 p.m. all right and inside that hearing we just heard from the superintendent about his recommendation to I apply for an exemption from full-day pre-k for the 2019 2020 school year is there anyone than anyone in the audience who would like to speak on that item seeing none we'll close the public hearing at 6:48 is there a motion

069or further discussion mr. president I move that the district applies for an exemption they pre-kindergarten requirements pursuant to Texas Education Code section 29 1 5 3 for the 2019 2020 school year second motion Floyd's second Decker is there any further discussion hearing none let's vote all in favor motion carries 7 0 thank you very much item 9 is our board member committee update what I will say briefly is that I do owe you minutes from the November safety and security committee meeting but things are moving along very well in that in that committee I will send you notes is there anyone else who has a brief update any action okay we'll go on to that we have one NBC and February we're gonna have a business roundtable at Gulf crest before the NBC a no

070one there was our accounting education alliance okay thank you very much sir all right we'll move on to we'll move on to new business of the consent agenda is presented as items one through five is there any member is there any item that anyone would like to pull for further discussion we approve agenda items one through five on the consent agenda as presented second motion Murphy second Decker is there any further discussion hearing none let's vote all in favor motion carries 7-0 we'll move to item B consideration to approve purchase of portable buildings for the full-day pre-k kindergarten program and discuss funding source yes sir the as I previously told you in months past in order for us to be ready for pre-k we do have to add some classrooms now we want to make

071it clear that we would not be putting pre-k students in those classrooms but we might be moving we will be moving older grade levels into those classes I so we are recommending at this point five portable buildings I also do want to keep in mind that I we still have an unmet need at Magnolia for a bathroom portable to serve those portables out there and so that would be forthcoming to you at a future meeting but it's our recommendation that we purchase these five oh one other thing in the past the board has rightly you know talked about please give us the full cost of implementation what we're giving you here is only the original cost of the buildings themselves we will come back to you with the additional amount that it takes any decks

072or any of the other equipment that is needed for those portables but we we're in a time crunch and we need to move forward on at least the purchase of the portables mr. president I move that the board of trustees approves the recommended purchase from Palomar modular buildings LLC in the amount of three hundred forty three thousand six hundred ninety five dollars and determined funding source all right motion fluid is there a second second Barry is there any further discussion all right hearing none let's vote all in favor motion carries six zero with trustee Carbone temporary out of the meeting yes I'm mr. president I did neglect to say that part of our motion there is Michael Redd it was to determine the funding source you may remember Jeff in particular brought up in the

073past you know we've established this capital projects fund and there's the reserve fund and then there's a general fund we are just getting our act together on how to use the capital projects fund so in terms of where you'd like to see this come your discretion the fund balance the capital projects fund that we just established with the ten million or as a as a amendment to the current year's budget I would refer to George aney but wouldn't I mean we would kind of see this as a capital improvement to our facility correct but I mean I would ask for your recommendation but I would I would kind of see this as a capital improvement do that we're doing to our facility but do you have a recommendation whether it comes from general fund or

074the capital improvement fund thank you we have about 20 million plus of needs in the capital renewal plan and we have 10 million for them we're still planning to bring it to the board of course so we can prioritize if we do it from the general fund all its requires an amendment to the general fund in that amount for function 81 it is a major purchase it's it is more than five thousand so it could come out of the capital renewal plan the capital renewal plan my interpretation was that's more for our maintenance needs right our bigger maintenance needs that we can't so I was thinking that it would be more appropriate to come out of fund balance but that's just my I think if we make set of precedents that the capital improvement fund

075starts to that we start to use it for these kinds of things then we're setting a precedent that we'll always use it for that kind right and so I'd rather not but I mean what's the definition of a capital improvement that's really what it's for right in my vision of you know fund balance capital improvement whatever it might be you know ultimately the funds go from our operating account I guess you would say to this Capital Improvement Fund or to the general fund right basically we're designating it to go to the capital improvement yeah project so so that we can fix roofs age fax all that replace equipment replace vehicles buses major items right and so I kind of see I kind of see it as coming from the capital improvement as because it is

076property feature function of the district you know classroom functionality we're extending classroom functionality it has a tangible footprint to it this can yeah I mean I completely understand but we've got a we've got a list of things that we know it repairs and long-term and things that need to be brought in this is being a new asset I just I just saw it as more appropriate to come out of the general operating fund but I mean it's 350 either way you cut it so just which was pot of money do you want to use what one thing that Georgiana suggested Jef that may help here is that she suggested putting together a committee that kind of fleshes out how we might use that capital projects fund and then bringing that back to y'all at the

077board and I would like to preserve that if there are smaller projects under 75,000 that we would be authorized as long as they're coherent with what is developed and approved by the board all right it's a great idea that committee would not be a one-time committee but a reoccurring committee that continues to look maybe twice a year or quarterly or something like that to look at that fund and to look at the up to the new needs and then to talk about the financial structure like how to replenish that fun yeah and that's exactly the plan meet at least every every six months ones during budget time so we can you know see how it's going to tie in with the budget as well and then once after once we know more or less how

078we're going to end the fiscal year so we can inject some more money and start working on some of the projects that need to be worked on maybe even in core maybe more more of a granular discussion on that because maybe you would integrate items that want to get added to that list you know the capital improvement capital improvement plan or something like that mr. burger I guess these portal buildings they're of course brand-new correct this is the purchase of brand-new portable buildings it's a misnomer to call it a portable building because they're difficult to move they're really temporary buildings but the district has temporary buildings that have been as for 20-plus years so it we resuscitate them often but do if if these need to be moved at some point do we have the

079capability of moving them or we contract out with cherry house movers they move all of our portables and relocate them for us and we've done it annually quite often and it also lands I think older portables tend to become less unless crucial functions they can become storehouses or other things that are not classrooms as they age not too long ago there were several portables that we moved to the back of the natatorium there was there was one portable that was moved to the back of the night aureum and there was originally supposed to be two but the city elected they do not want portables at the back of the natatorium so they are now dealing with that portable and relocating it for their purposes you don't want to on these new temporary buildings as you

080so call them correct yes sir thank you you know I haven't seen it in a while but like advances as far as how they're built and everything is there higher by a better one or well actually this Texas state government just passed new standards for portable buildings for safety and efficiency and so all of these meet those standards so yes sir compared to portable buildings we bought 20 years ago these are an upgrade they meet all the safety requirements that Governor Abbott and the Senate passed and they're pretty good buildings we bought them from Palomar they were the lowest bid but they are also very good buildings and are these to get all over the electronics and things like that they're all going through all the conduit and all that stuff that we're good yes

081sir all that so we talk to Bart a yes sir we have a process we this is just for the building itself the shell and then we'll come back in and do all the electrical all the PA system all the fire all the safety of the infrastructure you know right now right that's coming it is coming okay how long do you think we'll need these the portable buildings yeah if we continue to have full-day pre-k and enrollment stays the same we will use them until we have a plan to expand those campuses yes sir or population shift you know pre-k it may be a fluid and maybe need to one campus with for a few years and then another campus depends on development what's the idea well the idea behind this is that we are

082prepared for as many as five hundred pre-k students whether we get that many or not hard to say we'll see one of the chief roles of our new early nomination director is going to be to try to get a better handle it's very difficult to predict pre-k enrollment and so we'll be doing that over the next few months I mean it's a tough thing that you want the program but the list of schools there some of them were just expanded and we got rid of portables right but it's you know you want the program so you got to have a place to put the kids so that doesn't sound like it's a program that will come and then go it's gonna come and then stay freako ultimately we will need to figure out how to

083fold fold that into our structural campus bonds or whatever it might be and it's probably a good idea we start talking about those futuristic ideas because I don't see it going away that we just won't have to expand in some way so what I'll do is is there any other discussion on just on the portables or anything around that what I'll do is propose a motion that the portables be purchased through the general operating fund function one function eighty one function eighty one I see okay function eighty-one by what's function anyone here facilities and portable was one of the portables fit in okay no it's a separate motion okay separate motion does not make the motion that we approve the funding function eighty one to increase the budget and take the spinach errs where the

084portables out of the general fund to give you what you need yes okay second motion Murphy second good and is there any further discussion yes and we voted on we voted to approve the purchase in this motion is you set the funding source so the funding source as mr. Murphy noted is the general operating fund and will be increasing function 81 yes that's just that's just technical like which line item which bucket of money it comes out of all right any further discussion other questions was I don't think it should come out of that but okay okay all right hearing none let's vote all in favor at six all opposed motion carries six one trustee Barry voting against thank you sir all right that completes the portable buildings so we have all right item two

085underneath the regular agenda is a report and action on the newly developed district strategic plan mr. president members of the board the work on this began with your work in June so it's been seven months since we started this process after your work on developing the initial four areas for us along with the vision and and the expectations of the district we divided into four groups corresponding to the four areas you identified in June and they've been working on it ever since we have reports from each of the four areas mr. president in the interest of efficiency of time I would just suggest that the board hold off questions for each individual speaker until we get to the end because we really want to hit all four areas pretty pretty well can you I'll pull

086that off because every time I ask y'all not to ask questions you start asking questions all right dr. Kelly says y'all don't do it okay okay okay yes if we would try to hold questions it feels really late but it's only seven o'clock but yeah let's get started let's get started that's fine and the leader of our leaders has been dr. Watson she has really helped all of us put this together into into one coherent whole dr. Watson thank you for everybody dr. Kelly kind of filled you in on where we are and how we started as you all know in the summer we had that committee that uh sorry I just assumed technology was doing that for me we just we we are calling the committee that you were in this summer the world

087class and goals committee we're trying to establish a term so that we could all find a common ground and how and how we went forward so as you know that committee met this summer and you heard dr. Kelly talk about the four areas and so when we when dr. Kelly divided that among all of us he chose committee chairs and we broke into groups and started going through the process we had over a hundred people participate in this process throughout the school year the fortune the four committee chairs had established committees they had teachers parents community members all participate so tonight you're going to hear the plan established by us and for us this is not a plan created by strategic planning company that we paid $100,000 for this is a this is a district

088plan it kind of came together at a good time for us we had been working on finding a new platform to house district documents we found through through the last year so we need to communicate better the district improvement plan the campus Improvement Plan and we need to link those things so that they're transparent for our community members our parents and other people that are interested in our school districts so we kept exploring ways to go forward so Donna Tate our person for for strategic planning it kind of led it she ended up leading the software charge and Donna does our federal programs compliance so she brought forward some different software's a committee chose the new plan for learning software the plan for learning software is going to house strategic plan the district improvement plan

089the campus improvement plans and the Caplan's so eventually knowing that we're in year one of this software you will see that plan for learning become a guided house for us you will be able to link through through the web pages for the district to the campus the principles we had for type four principles pilot their cap plans in this software this fall so we're going to see a linking and a finer process than we've seen before so the strategic plan timeline fit into that very efficiently so as you'll see tonight the format looks the same if you saw the district improvement plan you'll see the strategic plan today you'll see some samples in the plan document that comes from this software so I think you're going to be excited and happy with what you see

090it is not a perfect plan but no plan is but you're going to see a sample of the work of people here doing the work we have lots of community people in it we have lots of parents and teachers in it so I think you'll be pleased overall with what you're seeing you saw the sample you saw the information it will all eventually come together in this plan for learning we'll have links on the web pages and you'll be able to see how fluid it is we will monitor and assess I know that's a concern for all of you just like it is for us because that's how we measure student achievement in the end at the end of the day we will monitor and assess through this software so it's come it's kind of

091like it was in the Stars for us all to do at the same time so you've all seen the goals in this belief statements you've seen how the committee's performed so tonight you're going to see the plan for learning throughout the conversation you're going to see how all the pieces fit together you'll hear the belief statements and the strategic plans that other committees have put together so the CNI people the directors of edge of elementary ed Don let's see the director of secondary ed bonny shite are going to present the parts about the vision the parts about instruction the components that a deal with student achievement excellence but you saw the parts that dr. Kelly mentioned the mission the vision and the belief statements that you develop this summer so I think you're going to

092see the linking of all those parts tonight so we'll start you want you don't want me to read them all do you dr. Kelly so they're matter of open record the tree is a common theme okay so we'll talk a little bit about the process of how we came up with performance objectives and I'm gonna go back a little bit and kind of give you some vocabulary on some of the verbage that you're gonna hear throughout the presentations this evening so the strategic plan goals and what that is is what do we want to achieve so that's the most broad okay and that's what we received from y'all's Planning Committee for goals under those goals we had planning committees that came together we branched out we shared those goals sorry I'm losing my voice by

093the way so y'all are gonna have to forgive me we came up with performance objectives and what those performance objectives are what targets what structures how can we get there okay and then beneath that we came up with strategies or an action plan for to meet each one of those performance objectives so when you hear performance objectives and strategies that's what we're looking at okay so the first one academic excellence we received from y'all's board planning committee from this summer the first one that dealt with academic excellence will continue to make student academic performance its top priority through the use of data technology and differentiated instruction so from that we built one committee and we took the descriptors and actually the sticky notes that y'all had from your meeting and we grouped them and we

094came up with four different categories those categories dealt with basically student growth retaining teachers good quality teachers and staff and then continuing to prepare students for the future after graduation so college career and readiness or military readiness and then also building relationships those four pieces are what we decided we needed to have academic excellence in our district from that point we developed our committee and it was community members administration teachers directors we all came together and we came up with these four performance objectives I'm not going to read them all to you I'm gonna go ahead and from that point we shared those out with campuses with stakeholders and we came up with an action plan to meet each one of these performance objectives and I'm gonna let Don talk a little bit about the

095action steps excuse me as she stated for each of these performance objectives we knew that the most important part is determining how are we going to get there what are the action items that we need to do what are the strategies that need to be in place so what we have been so fortunate to do is in the curriculum instruction department we have utilized what we like to call our five area plan and that utilizes our staff developments our curriculum resources assessments district initiatives and coaching so what we wanted to do is we wanted to make sure that we stopped and really thought carefully and and say how do we utilize this five area plan to make sure we meet these goals because our ultimate goal is to make sure that every child here in

096Pearland is successful that every child shows that growth and that is an expectation that we have is that every child shows a minimum of a year's growth in that school year that they're here so one of our strategies was to make sure that the resources are being provided to teachers to administrators to everyone who's working with students that they have the resources that are needed to instructionally meet the needs of all the students in the classroom in just some examples of some things that are being provided is the staff developments that's being provided to teachers to make sure that they're successful in the classroom there are scopes and sequences provided resources lesson plans content rich text high-quality questioning happening in the classroom there is an opportunity for teachers to make sure that they purposefully plan

097because we know that in every single classroom there's a wide variety of needs which means the teachers need those tools they need those resources to address those needs so that was one of the strategies to look at and evaluate what's being provided and to make sure that they have what's needed to meet the needs of all students we know that the best resource for any child is the classroom teacher and we know that we want to retain those teachers so one of the most critical things that's done is having that opportunity for job-embedded coaching so for teachers in the classroom not only are they receiving the curriculum resources that are needed not only are they receiving the staff developments in order to figure out how do I reach the needs of my kids there's coaching

098happening in the classroom to be able to one-on-one work with classroom teachers to problem-solve and work through what needs to be done there's common assessments that teachers are given that are district-wide ensuring that no matter what class a student is in they have that depth and rigor that every child deserves to have that opportunity to work with that data is analyzed it's discussed and it's really we work with teachers to stop and think based on this data what do our next steps need to be and then another thing we know the value of relationships between a teacher and students so that was another one of our action items is to make sure that we are continuing to monitor and look at the PBIS which is our positive behavior instructional supports at our kada four and

099then look at how do we want to continue that the vertical alignment through 5th through 12 through restorative practices in PBIS the next steps will be that we make sure we are continuously monitoring each one of these strategies throughout the year so that we can make sure we determine where do we need to make revisions where do we need to make sure we are going to the next steps of depth and rigor so the progress monitoring doesn't just happen at the end of the year the data is analyzed all throughout the year to make sure that the steps are being taken to reach our goal of academic excellence so our next speaker is actually will be talking about mental and physical health I have backup singers okay so go to is mental and physical and

100physical health of our students and of course we will support the physical and mental health of all of our students as you can see our committee members included parents and community members and it's important for us we recognize that it takes a village we recognize that we know our students well but sodas are sort of our parents and so do our community members so we wanted to make sure they were included and we we met with them and they were included in the committee so we we developed the objectives together we share them with the stakeholders and they were part of developing the action steps we actually sat in a room for a while developing the actions action steps and there's our goal to has four main steps and they chose which ones they wanted

101to be involved in but we allowed them to pick which ones they had experience with and we made sure that we had at least one parent or community member in each one of them it was important to us to include them thank you this one is really the physical social and emotional needs of the students Shen de Mork can speak the most about this one but basically these are the highlights there's more object strategies than these presented so our goal here is to meet the physical social emotional needs of all of our students and you can see we analyze current programs and develop aligned social-emotional health curriculum and mrs. Morris involved in that every single day in multiple facets multiple ways that she does this we we go our goal is to increase the availability

102of staff for developmental counseling and mental health support for all students at all levels we want our counselors and our mental health staff whether they're internally or we contract with them we want them to be with the students we want them to be spending time with the students not doing paperwork yes there's always requirement for some paperwork but we want the bulk of their work to be with the students again providing social and emotional curriculum lessons activities at all campuses to meet the needs of the students integrates so suicide awareness lessons activities and as you will know we have lots of activities related to making our students aware making our teachers aware how to recognize the need for our students mental well-being every high school has suicide every high school campus has suicide prevention student-led

103groups and that's really critical and important to us our counselors have been trained in multiple programs to recognize student social and emotional needs time and if I switch into Spanish please forgive me we all will also want to continue our current community counseling partnerships and we have multiple partnerships we just added a strong partnership with pakoda there will be working mostly with the middle schools so 5th through 8th grade helping our students recognize the dangers of vaping drug abuse presenting to the parents the youth prevention specialists also are working very closely with them see I got backup singers support the next strategy or objective is to support the safe and conducive learning environment and enhance the culture of responsive discipline Lisa was a big part of this dr. Nixon was a big part of this

104as was the CNI group again it's all of us working together we want to continue implementation of positive behavior intervention and support grades K through 4th we want to continue our developer district we are developing and and you heard that presentation a few weeks ago district framework for positive behavior intervention and restorative practice as grades 5 through 12 and this committee has been working very actively for the past eight months and also the district behavior leadership team is incorporating with the culturally responsive Council you heard their presentation last month and so we're working together to make sure that we're developing responsive disciplinary practices for all of our students really exploiting this one okay facilities safety as you will know we've been working very very much in this on this goal for a long time and

105thank you dr. Kelly for all those plans that you've helped us with especially the community came out and voted for the bond to make our schools safer of course we have been monitoring bullying cyber bullying we we have anonymous reporting at the campus level at the district level technology I'm sorry communication technology we've just added see something say something reporting at the campus websites and at the district web sites we've developed a reunification plan mr. Berger has been working with us as access technology again it's all of us threat assessment teams at every campus and a district assessment committee and many of you are part of that and as a matter of fact this just today five of our district staff went to region four to get more Rainie - the threat for a threat

106assessment team to bring back to us required statewide we monitor physical safety measures and schedule safety drills at all campuses on a regular basis and we've been doing this for many many years and we're just getting better at it and our last objective under this goal is to provide training for staff parents and community members to address student physical social and emotional health again both of these ladies can speak very well to those we have a comprehensive program to train teachers counselors and administrators on the social and emotional needs of students we offer these at a regular basis new employees get trained with what we've trained all our employees with and then there's always refreshment always getting everybody caught up with what we're doing we have increased parent education of social-emotional needs through parent information

107sessions district-wide at the campus level our counselors are involved in many programs whether it's Donuts coffee with counselors whether it's before school after school in the middle of the day lots of communication with our parents our parents our student support counselors are very involved with this there's a newsletter that we our cultural responsive council will continue to facilitate training for district and campus staff and now goal 3 Thank You mr. Ragno we're all getting sick passing it around to each other I think so with the summer training the goal for communication was to provide a transparent communication system that fosters trust and enhances unity across the district and so what we did is a similar process we had a committee of about 20 and you can see all of them there on the right a

108lot of community members district campus staff we did a similar process that Si and I did we had those performance objectives and then we had those communicated to our stakeholders and then we have our strategies and action plans and we also are gonna then monitor it one thing we did we had two meetings with our committee to develop the action items are the goals excuse me strategies and when we developed those objectives each of them were so passionate about it and I can't thank them enough in fact my backup singer I will say is over here Lexi couldn't see some had to go home all of us are in the office sick so our backup singers are here as well and then a member of our committee Kelly is here as well Burke and poss

109and what we did is one step that we added that I did not add to the slide is once we developed the performance objectives the communication team then as the content specialists looked at how can we achieve those and so what we did is we developed all of the action items but then we had a focus group and that focus group consisted of some department heads auxilary departments some campus principals one from every level and then also our staff to make sure that we could meet those action items at the campus and at the district level and so that was very important to us and then from that focus group we made some revisions to those action steps and so from our committee we developed three performance objectives the first was to build and promote

110that authentic identity and you'll hear me say that a lot authentic identity who we really are reflects the mission and the vision that we came up with you guys came up with this summer also to develop meaningful partnerships which we engage and collaborate across our diverse community because we want to make sure that that benefits every student and then also to utilize a comprehensive and effective communication systems to inform educate and connect there's three parts to it inform our constituents and our stakeholders to educate them on what's going on and then to make connections relationships we know are important this is an overview of some of this action items and strategies that were developed the first two bullet points up there come from the very first objective what we're looking at you guys I talked

111to several of you this summer about a rebrand we're in that process of working with purchasing to do we already have an RFP that's out there presentations are being done and so our hope is and our strategy is to launch that with the new school year at convocation we're very excited dr. Kelly I got to speak with him about it he likes to say that we won him over I'll say I already told him that we're gonna have a fun workshop in January or February on rebranding yes it's exciting you'll see the passion of myself and my team about this because most people including dr. Kelly heavens soul does this the other day most people think a rebrand is a logo change or update and color changes and it's a lot more than that it's

112how do we have that brand value and that impact the second item appears to intentionally tell stories we want to focus on storytelling and when I mentioned that to some of the principals they're like well I mean we have stories yeah but we don't have those big earth-shattering stories and what we explain to them is they don't have to be the big earth shattering stories every day stories are the ones that are the most impactful and so we're gonna work on doing some workshops with our principals with our district and campus leaders to and even some of our teachers to educate them and help them how to identify our students and staff that we can highlight the next one that third bullet point to collaborate with the families and community to create awareness for opportunities

113we want to make sure our parents know how they can connect with the district and that's important to us and so you know we have the parent Knights we advertise and you know for kids partners in education we have so many campus committees and district committees what we're looking at and evaluating is would it be beneficial to have a one-stop shop on our website possibly to house all that so parents can see you know I really want to get plugged in let me look and see where it best fits me in my schedule and so that's what we're looking at and then those last two fit objective three we actually worked with spoken word our crisis communications consultants to redevelop and implement a crisis communication plan that is for internal and external stakeholders and it

114is very well done and comprehensive we are also looking to engage with those internal stakeholders a little more with that crisis communication plan we met with perineum Police Department we saw that sometimes you know sergeant beavers would let us know something but then maybe the police would say something or push something out and then we would push it out or we would push it out then they wouldn't know what like the right hand didn't know what the left hand was saying all the time so we met with the paralympics Department excellent meeting I have to say to make sure that we're pushing out so the last time we had something that came up we both knew what each other's messages were we both knew exactly what was gonna be pushed out and we were in

115community constant communication of when are you hitting the button button to go and so that partnership is there so we're excited about that with the enhancing the communication for our internal stakeholders you may not know this but we haven't an employee intranet where employees can go for documents for different things we're looking to retool that is one way we want to meet that need and then also when talking with MS Simpson and mr. Berger we want to make sure we're hitting our spanish-speaking employees a little better and so you know our district Christmas card or invitation that went out for our party it was in Spanish as well so we're making sure we engage are all of our staff and then I'm gonna probably turn it over to I would think the most important because

116all three of us who've already spoken can't do it without the next one the finance will strategically maximize financial assets to provide resources to meet student needs in partnership with families in the greater community so the process that we took we try to take several of our community members that I thought were gonna be quite knowledgeable in the topic of finances and so we invited quite a few we had four community members who are also some of them parents as well as we had a representation from elementary and from secondary principals and teachers as well as other department members that have a very good input input whenever we're doing a budget or discussing finances of course HR being key in this and of course you all know more than 85% of our budget is salaries

117right so very important so we had about 22 members and the way we went about it we had two meetings the first one was really to discuss district finances to enlighten everyone on how the school finance works right everybody had their own idea but there was a lot of us and whose about it and I was crucial for them to assist us in developing or performance objectives so in the second meeting that's what we did we we developed the performance objectives breaking down into groups and these are the three that we came up with the first one is maximize funding to design a budget that ensures a strong financial position educate our community to advocate for optimal resources to achieve overall student success very important we can't do the first one without the community support

118and the third one is provide financial support for capital needs contingencies and a competitive employment compensation plan the strategies that we that we develop and these are just some of them and we did this post those two meetings with the different areas that are directly directly impacted by them so number one research the need for a tax ratification election as you all know with HB 3 some of the rulings have changed and we're still pending to hear more about what what it's all in entails and if we need one and should an election be required develop a good communication strategy to successfully pass it the next one is maximize funding to achieve the most effective use of taxpayer dollars and that's whether we are more aggressive with our investments taking opportunity of all the grants

119are available out there so that we can maximize funding communicate with and educate all stakeholders regarding the financial system of public education and sustain effective communication with legislators on all issues affecting the district and that is of course to have so they can have more understanding of our districts stands and how any decisions they make affect our district right and then ensure pay raises are related more to HR ensure pay rates are competitive and that employee salaries are within market value we want to make sure that we that we keep our our teachers or staff here with in the district that we don't lose them because of our pay increase the district's contribution towards medical insurance premiums and this is something that we've already started doing working towards establish a capital renewal plan committee and

120prioritize funding for ongoing facility and equipment repairs and upgrades not having to rely on a bond or what-have-you but being more proactive with those items that need to be repaired or replaced maintain a fund balance within established policy and evaluate campuses and department funding allocations and methodologies and now I am gonna turn it to Donna Tate who is going to discuss the overall strategic plan plan for learning good evening so my role in this process was sort of taking all of the different components and bring it all together into one unified strategic plan as dr. Watson referred to earlier we did identify the plan for learning software which is by Otis 806 technologies sort of that warehouse for not just a strategic plan because once we had the strategic plan in place we used that

121to become the backbone of the district improvement plan and I don't know if you remember but in the past the district improvement plan stood separate from the strategic plan but now they're all aligned into one unified document and so the strategic plan is there as well as the district improvement plan and that I train the principals for their campus improvement plans to be there as well and so their campus improvement plans are all aligned to the district strategic plan again it's following that same framework of the overarching strategic plan goals with performance objectives and in the most specific strategies and the campus Improvement Plan structure follows the exact exact same framework this is actually a screenshot from within the software and so you can see the district goal at the top that's the academic performance

122goal at the top and then there's the performance objective on our end we can list there the data sources that we're going to be using to evaluate as we go through the year or are we meeting that performance objective it within the strategy we can list who's monitoring it so I know that there's been that way we know that there are the people who are supposed to be checking on the progress and then what is the impact that's expected to happen at the end of the year you'll see in those far right-hand columns on the bottom right months where we can set as a district at these months we want you to have a monitoring statement in we will need to be able to see that you've looked at it and not just looked at

123it but where are you do you need to revise Stephen to me that may need to make some changes as we continue to move forward so all of that is housed within the software so it's not it's also a documentation trail but it becomes a very interactive way for us to communicate with each other of what's going on and what are we looking at so as we move forward the campus improvement plans will come to you in January we had to get the district improvement plan approved you guys did that tonight on the consent agenda and so you'll be able to see this parallel alignment and structure of the work that you guys have done with our new strategic plan and how it's really driving all of us towards the same the same goals so

124will the I'll turn it back over to dr. Watson okay guys I know that's fast and furious but we just wanted to you to see where we were and see get the framework for what we're doing we've taken your goals we've elaborated them we put them in place we put the action plans in place for them and we're ready for you to ask us questions so we can see where you are with it thank you very much it's Oliver Oliver everybody who put in like tons of work we really appreciate you thank you thank you very much okay let's open it up for questions take it away let's a matter of fact let's let's go we'll go one by one until everybody I'll have the floor and you know ask your questions and then we'll

125move on we'll just go from left to right trusty Carbone thank you guys all so much for your time and effort in some instances I really wish I could have been a fly on the wall in these meetings because I think and somewhat regards there was so much more discussion than probably what is reflected in these documents now and I really dig that kind of conversation so I'm a little jealous that I didn't get to participate so I'm I have some concerns and I'm gonna share those concerns and then we can have kind of a dialogue about them and I hate that I'm starting first because I'm not usually the one to like be the debbie downer but in in this instance I feel like there's two big gaps that we missed that I'd like

126to discuss a little further so the strategic plan when I walked away from that meeting in talking about developing these goals it was really I mean I felt just so excited about the way that we were stretching ourselves and moving ourselves forward and some of the discussion and the important topics and the important words that we brought up and one of those was technology we implemented the word technology within strategic goal one because it was the fifth goal to be included in the topic but not something that we could only choose for and so technology was embedded in this goal in an effort to force us to address those concerns and one of those things as I go on our campus luncheons and hear from teachers and really get their feedback one of the things

127that they repeatedly say is that we have access to the technology better and it's more it's the internet speeds quicker the computers are improving but the software changes happen and they don't feel equipped or the iPad carts maybe one out of thirty iPads work on a card at any given time and so we talked a lot about that in the summer and I thought that maybe I would see a goal here that addresses the the unique needs of our technology and software needs really more than anything last week I was at one of the elementary schools and they talked about office 365 being implemented and how they knew it was coming but they didn't feel necessarily equipped and then the change happened and then they're like where do I find all the history of emails

128that I was just looking for and like just having the knowledge base and I don't know how that works and I think technology does do training it's just that I don't know that it's being received in the language that the teachers are speaking maybe so technology for me is a big one that I feel like we need a goal to address where we see ourselves in the future and what we want our students in product to look like in regards to technology so that's the piece there that I feel like is missing and then in strategical - I think it's very well rounded and it talks a lot about mental health from a variety of aspects and outreach but the key component we missed here is the last two words and stuff and there's not

129a single goal right so the the goal is written to where perryland ISD will support the physical and mental health of students and staff but the strategies are all student driven and there's not much discussion or talk that I saw in how our teachers are more stressed than they've ever been and they're for a variety of reasons I mean we hold them to excellence because they hold their students to excellence and that's what we believe in in this district and that's great and how do we support the ongoing mental health needs of our teachers who are enduring the burdens of all the stresses that their students are bringing to the classroom and I'd like to see us have a and unique goal and/or performance objective built around how do we better support our staff and

130their mental health needs and again that's one of those things that we had a lot of discussion about every single word when we created these schools and we've really spent emphasis on adding that staff piece to that so it'd be really nice to have that performance objective affiliated with that similarly with communication I love the work that we're doing there and I love the idea of rebranding and all of those pieces and I think that there's a piece this is the place that I see it the most kind of move towards but the Fosters trust and enhances unity I don't I don't even know what that looks like and so it's hard for me to give direction about how what that strategy would look like but the group felt very passionately about those words there

131and so having some performance objective tied to community integration or that piece of unity and fostering trust would be helpful in my opinion so that's the feedback I have let me just respond briefly I guess crystal yes you know we're always struggling with time yeah and we're struggling on staff development days have we get out everything we have to share how do we keep teachers abreast of the latest information we can provide and so sometimes we do get caught up in the world of the immediate need and the technology part we always approach technology as it supports the instruction the straightening out it we don't we don't support the technology Bart it supports the instruction part so sometimes we're linking those pieces together and it's not always obvious to teachers and some teachers do different

132things I mean Elementary they do a different kind of instruction you know that versus high school so in in January we're having two days devoted specifically to technology that we haven't had days devoted to only that area so we're having a day for elementary and middle and a day for junior high in high school because we actually have that extra day in there so we're trying to address some of those but it's difficult if you don't if you're not using office 365 every day and you're an elementary teacher it's overwhelming for you I think the high school people use it a little more because it fits into their way they teach with a so fairness we hear both sides sure and we are trying to address it but it is a time factor and a

133way to embed it in what we're doing so that we're not taking the the need for teachers in front of kids away from them somewhere so we don't want to we want to find the happy medium in both sure but that is something we can go back and put in and that's the beauty of the software and the planning and the evaluation throughout the year as we go forward we can we can identify some other areas it's a work in progress it's not gonna be perfect and like I said if we hired a hundred thousand dollar consultant that came from one day we'd still be in the same place without a doubt and I think that my point is not necessarily I think we all have ambition in that area without a doubt I think

134when we put it as a strategy or an objective under the goal it makes us have a greater focus and helps us to shine a spotlight there no doubt so that we are held accountable over the next coming years of changing that dynamic and do we want to be a district where we see kids holding more computers more often if we want that then we could build and start talking about the finances to support that and so all of those things I think just having a there will cause discussion that may not otherwise be attended to if the objective isn't written okay good points well-taken it is something that we're constantly working on and we need to we need to go deeper no doubt that is an area where we need to grow I'll agree

135with that and what about the staff piece do you see any concerns and adding the objective about no I think that Moody we've talked about some of that a little bit so I yeah sure he he he's addressed some of that we've had some conversations let him talk a little bit about that more than me actually I'm actually I think I've had the same discussion with you guys in closed session before so some of the things that you were talking about tonight in terms of just the concerns that we have from a personnel point-of-view incidents that take place in the district that are unrelated to kids but are just related to personal stress in life I've shared some of these concern with dr. Kelly so we have amongst the many things and many wants that

136we have in the district from a personnel point of view this is something that I've shared it possibly if we can get to a point where we have personnel that is strategic for just our teacher base our employee base you know we have so many people that can step in and take care of our students and student needs we don't have that person we use our counselors we use our administrators we use our principals when these things happen those are the people that go to those situations and support as much as they can but we don't have that one personnel or maybe two depending on what we can do down the road with in terms of personnel additional personnel we don't have that person and so it is something we've talked about we've discussed it

137in cabinet I think you know discussing with dr. Kelly so it's it is on a radar well let me be clear that it's not just about for me it's not just about what's happening kind of to the teachers and their personal life or what their their personal needs are as much although that's important the thing that I'm most concerned about is we're seeing more and more children with traumatic things coming into the classroom a whole various amount of needs whether socio-economic or family state situation and when those kids bring those things to the classroom that teacher is dealing with the fallout of them and when the teacher is dealing with a fallout of that for one kid or five kids in their classroom and being asked to teach at the same time and be held

138to a standard that keeps our districts moving forward academically there there's worth really good discussion to get together and have some solid discussion on it and unfortunately I can't sit here and say that we have an answer to that I would absolutely agree with you that I think all of our principals would sit here and say they agree with you that you know we keep you know this is this is who we are as a district we keep raising the bar on the expectation level right and they get who they get that's coming in and the concerns they have from home that they bring into the classroom and our teachers are doing the very best they can do you see that that is a huge stress it's just that idea of if we expect them

139to care for others we really need to care for their agree and so like the technology piece I feel like if we don't have an objective there then we won't it may fall by the sidelines and if we put the objective there then we're forced to kind of be held accountable for what are we doing in that area and so that's something because the board agrees that I'd like to see all right thank you thank you with the fostering trust and enhancing unity I that'll be initially addressed in the rebrand so our hope would that is a rebrand like I said it's more than a logo it's more than color changes it is doing a deep dive into who we are and not changing who we are at all because we we are making tweaks

140with our strategic plan and driving off that strategic plan but uncovering the nuggets that we may not be communicating well so that'll start with the strategic plan by having surveys and have a lot of research goes into the front end of developing a rebrand and so that will start to address that okay thank you okay thank you thank you damn story I don't know that's I don't have any questions I do I just want to say thank you for all the hard work y'all did and I would like to see you know maybe in six months from now I'm really intrigued to see if we are utilizing the the 8:06 technology software and how that kind of measures up to what these performance objectives and things are so I don't know if we need a

141whole report on the future but I'd like to kind of just I'm real curious about that 806 to see if we are fully utilizing that's exciting it really is and we can certainly do and show you even if we just do a report do an administrative report and show you some pieces of it as we go through and how we're going to monitor it and check for progress we can certainly do that we're excited about it I think you're gonna love it once you see it and once we get it going we had four principals who volunteered to do their cap plan in it and it's a whole different format for them and a whole different way of doing things but it was great and we had Kelly Holt who did a big campus CJ

142Harris did a smaller campus and they were great I mean really were we were excited about what they were doing the work they were doing so it's gonna be fun for you to see it publicly when is it Google I we get to an approval place from you and they will be posted okay and the campus improve and then campus improvement plan - yes yeah as far as the the mental health I think you know we talked - I mean I know that that's one of our biggest concerns as we as we keep going forward and there was brought up and there the conversation continues to happen about mental health screening and where we are with that as and how does that go into this I mean you know here we have teachers that are

143dealing with all of these these issues may but if we have a simple screening and when do what age should we started at I mean where are you having kids and you know elementary schools that are you know crying out so I'd really like to see us moving that forward I mean we keep talking about it but we're not hearing it being implemented so and on that I also want to know like we have all these counselors outside counseling groups and whatnot are they providing counseling services on campus okay and who I mean I guess it's our support counselors that are referring them how does that that work services and counseling connections for change and they're both grant funded right and I recently met with Don Wallace counseling connections for change see she's the CEO

144she's having to cut back a little bit because her grant funding was based on Hurricane Harvey so we're now in the middle of the third year so Dow and United Way or kind of backing off yep because they're low on funds as well so we're kind of renegotiating that particular partnership youth and family however is funded by the Department of Family and Protective Services so we will continue okay in terms of referrals that can be done by a professional school counselor or student support counselor it's not just the student support counselor that can refer all of them have the ability to do that in terms of connecting with those two agencies currently we also have the support through a mckinney-vento grant of a grief specialist and Tate and I and levander malboro met this afternoon

145in terms of shifting some funds within that grant because we've utilized susana Morel so well because she provides grief group support and so she sends us a bill when she meets with the students in small groups and that's been working out really well she has really good data that she sends us as she meets with students she has a pre group survey and she has a post group survey it's phenomenal what the students are saying about the six sessions they have with her and she also meets with parents after she meets with them so there's definitely a need for grief support our students are experiencing a lot of losses and a lot of those losses come just from family issues really we have a lot of families who are grieving and especially now during the

146holidays to jinda but I think specifically she was asking about because I know you've talked about this and research did you know a particular instrument for mental health screening and I've presented you know coupled to you I would love with your approval I would love to send one that I'm really looking at it's a the Wellness screener we can start with one campus and just kind of do a run-through with that one campus and do a screener so there's there are several different ways to do a screener we can obtain a screener whether it's free or purchased and we can have counselors only screen individual students that they have concerns about which is really doesn't cover really great they're already concerned about them so they're already working so the point of a screener is to

147screen all students so I would love to be able to present to you a screener that I've shared with you that is research-based is used in different states it is expensive so I will need to talk with miss Carter back here but they'll give us a deal if we can start with one campus and what they'll do is they will screen the whole student body they will screen staff right because that's a concern as well so they will do a staff screening a student screening and they will evaluate they will actually come to the campus and spend the day with the campus administrators and if there are certain students that they are concerned about with parent permission they'll meet with those students and go from there now the biggest concern about a universal type of

148screener is how do we support right well that's that's the question right what we find out okay there's a lot of kids now they are on our radar how do we support them right and that's always the biggest concern when you start giving a universal screener and that's why I would suggest maybe start with one campus and see how that goes maybe a junior high campus was when I've brought up before and I've talked to principals and I do have a principal who would agree if we have the funds to to proceed I would really like to proceed this next semester with a particular campus I could certainly write a special budget request but I don't want to move further than then what would I need to but that is definitely and has been on

149my radar and and dr. Kelly is aware of that we've we've shared some thoughts about how to proceed with that but I agree with you we do we want to make sure that we are working with every student because we know that there are students out there who are just being silent and really everything we do whether it's the the peer-to-peer relationships and having peers support one another everything we do right now is to encourage students to come forward and to let them know that they're not alone so this the universal type of screener will bring forward students we may not know about just yet or have not said anything just yet and the district behavior leadership team who is that thank you right depression that developed at so bonnie and i right now are

150kind of leading the charge we're working with administrators from each of our campuses and or most of our campuses five to twelve with the principals we also have some district staff so we have for example our special ed high school junior high we've got our behavior specialists so that it's we've got chenda more that's part of our committee mr. Ragno miss Weimer so that's kind of the team that's put together the action plan that you saw part of when we presented that so we've met since then to kind of add more detail to that so we'll be continuing to plan for a roll out in August so those school-wide expectations and the restorative practices will will roll out it back to school I appreciate the work that went into this Thank You mr. Floyd you

151had a question about the universal screenings and I don't want to put Miss Moore in spot but do you know about how much that would cost I know it differs probably by campus size so you know for eight I don't have my quotes here with me but it could be you know five to ten thousand dollars for you know like a small campus so it is reasonable it's just that we just need to make sure that that's what we want to do right potential potential vendors that we could use for that so we can help you look at a timeline and help you identify campus that would be open maybe to doing that maybe a grade level where that would be applicable so I think the conversation needs to be once we find them adding

152that in this place okay right we can help you kind of manipulative or that okay we can do that on our and see and I can help you do that okay the there are several things as we go through there are things that I think the board is saying they want to see added right and is where you're standing now is that something that you want to see added prior to final approval or do you want to do you want to ask for this to come back maybe next month with some additions let's just think about that as we go along this evening mrs. Moore I'm sorry I have one other question or two other questions for you thank you just particularly about the mental health screening I've always had this question does that require

153do the parents have to sign off on us giving their kid that screening well there's one of two ways yes we definitely would inform the parent so in a universal type of situation we would inform the parent and parents can opt out okay okay and then my other thing is if you like if you're looking at a specific product if you would send to dr. Kelly and maybe he could send out to us I'm just really interested in how effective they are and actually identifying kids or having problems and like how honest our kids are the questions and all that kind of stuff I know it's I'd love to see that thank you so much okay mr. Bokka oh he'll go ahead I start with a mission in the vision you know when I continually

154read that over and over and over and over and over again it's kind of like your your your the guide to how you're gonna raise your kids and your family and so on and so forth right well it's pretty nice he prepares all on us to achieve their highest potential okay okay how do they okay apparently I see willpower inspire and develop courageous confident individuals who excel in the global society okay self-esteem self-awareness interpersonal skills are all part of this process and how do you build a courageous kid I'm not saying I love her vision I'm just looking at the action plans and things were putting in place to to get to that point so you know I I continually go back to a story I was told in 2002 when I was working at

155parallel in ISD I mean Pasadena ISD the guy came to us and onstage and he brings up a cell phone a flip phone and a bomb pilot asked the audience to give us all that stuff put it on stage and took out a back his back pocket and said there's duct tape wraps it all together with a pager and there are three things and this is gonna be a smart phone and it's gonna be here shortly and what are y'all gonna do about it and so I constantly think about that story in educators are the world's not the world's worst but I can them a few others but we're very trying to fix things now and not looking for what's down the road so my first thing on this whole process is I would love

156to see somewhere in here innovative programs where do we go next how do we I how do you build global learners if we don't know where we're gonna be I mean if you're not studying what's fixing to happen 10 to 15 years or 20 years from now this is very difficult to do so I think its side of our action plan or somewhere inside of the strategic plan we got to take the next level and keep looking at what's the best way for our kids to learn because desks in a row industrial style learning is not the best right now right so you see agile learning you see that model coming very popular with the groups of people that that learn so I'd like to see something in there about that and I'm just spitballing

157things because my monitor went off and I didn't get to and maybe in her somewhere but I'm just pointing out some stuff so social medias gives you comes the fact social medias been around about ten years snapchats been around seven years Twitter's been around about thirteen but only been on the phones it's about nine years so those are those things are we have to address with our kids and how to deal with that stuff be a good digital citizen at a young age because it's not going away it's getting you know progressively worse so I also look at the best education system for our community what that looks like you know talk to dr. Kelly a couple of times about and that's a it's a nasty word I like modified block scheduling for that for

158the high schools because I think that fits right in the House bill five but I want to see what that looks like you know if that fits in a strategic plan finances wise I keep going back to that I know we have it at Turner high school it's very successful over there I just have so many I me back up I'm so excited to see this number one I just I'm just extremely excited so my my passion comes to I want to I want to because I'm a fast mover I like to things move fast right and so I just got to slow down a little bit and but I greatly appreciate all the work there buddy's done and yes we're moving in the right direction and I've got to say that first its I'm

159very very excited and I'm very passionate about um you know I did see any where it says support teachers crystal talked about it but not teachers staff employees if we're gonna be a village we're gonna raise kids let's be a village and let's be a team let's all be in it together let's keep that in mind too a lot I'm very excited about it I think a lot can be tweaked and ongoing but I am very interested very interested it's seen something about you know we have a lot of innovative programs and our in our in our district that a lot of people don't know about and I know that Kim min-seok out and I have talked about you know to neurone Arne and we're going to do that through the strategic flame which I

160think one of the best things come now for communication we have a lot of innovative programs and I just like to see more and what does that look like you know what I don't know so I mean you don't have to address any of that I don't need any rebuttal or if you want to you can but I just want is that you in this big document that you receive there's more information okay on page 12 there's a section on digital citizenship good I think it's addressing some of your concerns oh and it's in the it's in the some of the campus improvement plan you'll see parts of it so we know some we need to address some of it deeper and better and some of it is there but thank you we will certainly

161remind each other and talk about it in a deeper level as we go forward we don't have a road map we don't have right now and in the future then maybe the wrong road but at least whatever Matt seriously thank you okay all right I'm not gonna say a lot because I you know we've a lot of people touched on the things I wanted to hit staff being included in that goal I think is important I agree with trustee Carbone is that require us to come back to this next month I don't know or would it require an amendment tonight I don't know what that looks like but definitely that I think on the whole everyone has done a stellar job of incorporating what we did in the summer into this document I look at

162it and I'm also excited there's a lot of good stuff in here there was one thing I wanted to mention regarding communications because I know that Kim pitched the idea early early about the rollout of the rebranding we weren't sure if that was gonna happen and that it is happening I'm really excited about it I don't know what what it looks like I don't know if anyone does know that right now okay but potential vendors so our hope is to bring that to you hopefully we'll do a workshop with you in January is what I talked to dr. Kelly about and then we'll bring that to you for approval of one of the vendors if necessary in February and we will begin the process of February I did talk to all of them about a

163expedited approach so that we go from as soon as if it's a press to be approved at the February 11th meeting that we would start pretty quick after that okay and then be ready to roll it out in August yeah and that's that's really exciting because I don't know when the last time every branding was done I was talking to mr. moody he's been here 20 years never I mean and for those who've been here longer I don't know you know that it's ever been done so it's pretty exciting and so we hope to share with you some really good information at a January workshop about it right and I'm really excited about that and I'm glad that this whole report was done in-house instead of going out and buying because I think that we

164have just the greatest Talon here in our upper departments and so I want to thank you you guys I think did a fantastic job this is a wonderful first step in this in this process I know it's it's gonna consistently be a work in progress and this is a you know I'm looking at the presentation here and this one-page recap I mean this is a huge undertaking you know when you're talking about you know changing or reimaging a district of this size and getting all the pieces and the cogs in the wheel to move in the right direction and get the messaging not just for the the parents and students but for the teachers administrators everybody has to be on board know and I kind of see this as a big giant pep rally when

165this branding comes out it's gonna be it should be fun it should be exciting and I know that another Kim and that group will do a do a great job a few things that you know we talked a little bit about technology and I totally agree with crystal if if we don't have a plan for our technology it's great that we have the coolest latest and greatest software but if it's not practicable practical and usable in the classroom or wherever it's intended to be used it's really just the waste and regardless of whether or not you have a large organization or small organization time to training isn't is important you know you know not necessarily expert use or you know because hey I can use Excel but I'm by no stretch of the imagination and

166expert okay and I've used it for as long as it's been out that kind of stuff you know even word I mean we all type in it right same thing but the features in power you know the power of those software tools that we use in everyday business and all of us use those tools you know if you if you wanted to become an expert takes years and years to be good and okay so just those things are important to keep our kids and our teachers on the right track you know focus on the highlights what's practical and usable the mental health and we start talking about screeners I think it's great I like the idea it's fearful for me because you know being on the risk management world as soon as we know it's

167our baby you know we have an obligation to take action and that can become a ball of wax that we may not want to or a hill that we can't necessarily climb it could be it's a huge concern for me but I do like the idea because you know if if these kids just if no one takes the time to uncover with you know look what to see what's under the sheets you'll never know you know and the sooner we figure it out and the sooner the parents and and we understand what we're dealing with as far as emotional needs and things of that sort I think it's hugely important and so once again I know you guys will you know we'll make the right decision and how we do that and how we approach

168that but I think it's something well worth taking a look at as far as communication I think I kind of mentioned that you know the communication piece I think it's imperative that we we continue to make sure that the message that we're sending to our parents and students teachers administrators whomever is consistent like Kim mentioned it's a it's a big deal you know because it eliminates a cookie factor for everyone on all levels but also to when we start talking about the stories and things of that sort that Ken mentioned I think we need to do on a regular basis you know I think that the parents just don't really understand what it is we do on a day to day basis and unfortunately you know we don't like to brag you know I'm not

169one of those guys that wants to go around and say hey look at what I did you know but I think we're at a time that we need to start doing that and it's not necessarily to brag to pat ourselves on the back but let's just brag to put it out there the things that we're doing doesn't have to be a recession but it has to be like hey you know some important fun facts for everybody to know or or this plan I think this would be a great press release or something along those lines you know peril and ice-t is undertaking a new strategic plan whatever and it lists out the four items or whatnot I think it's great information for public to know that we take everything on this plan seriously and then

170of course finance I'm not gonna belabor that issue but I really would like to see the capital and the capital improvement plan that you guys work so hard on earlier this year I would like to see it as part of a growing document or opportunity within the software program so at any given time in our monthly meetings y'all could give us a report on what our progress is towards our capital improvement plan what funds we have set aside for that capital improvement plan hopefully it's more than zero but it may not be a lot but I mean at least we have progress towards so that's really that's really all I have thanks for all your hard work I appreciate it I'm just mention one more thing before you jump in Murphy mentioned an administrative report

171on the status of this I always want to do that we want to show you where we are thank you later in the year after we've had a semester of playing with it and working through the campuses with it and linking everything together we want to come back and show you I think I said I think you're gonna be excited about it it's a good track for us to go in yes I'd like to make some comments both as receptive to what the board has said and also just in some ways maybe some clarification or some urging I think the way that we've designed this is to allow it to be a living breathing document that we can add to so there are several good things tonight that I didn't really think of that y'all

172did so that helps me for example I think one of the things that that occurred to me and I think several of you said it is maybe there's not enough emphasis on the staff side of things in other words taking care of our people as much as you know we as Lance pointed out our beliefs we begin with we believe students come first and he's pointing out what about embedding some of the ideas about the staff or what makes students come first and so on so I I think we can add in some of those ideas neither made a very crucial point about this technology question crystal if we were to have our technology people here this is what they would say we are offering workshops out the Gazoo and the problem is we are

173competing for a very limited amount of the teachers time if you do it during the summer then can they come if you do it on the staff development days well there's about 15 mandates that you have to have for staff training and then there's so there is a difficulty there with with technology it's an ongoing I have a group called the innovators group we talked about this pretty regularly and try to bring technology from best ideas out into general practice not an easy thing I had already intended to do semiannual updates to the board they may just be written updates unless the board wants to elevate that but there are some things that are missing and partly the reason they're missing is that I was in Africa at the end of this cycle of putting

174this whole thing together and that is that we still have work to do on and I think Charles pointed this out in an email to me about timelines just putting in you know what are we going to accomplish the first year second year third year fourth year we're not quite there yet and more specificity on formative and summative evaluations the system is set up to to do that but it's not just specifically prescribed now in some areas it is if you remember mr. Palumbo's report on the cap program last year you can't get more specific than the campus objectives for all kinds of test related things but there are other areas where we've got to have some specificity I want to say this is a minor point because I'm sort of out of my league

175on this but the hesitancy we've had Rebecca on the mental screening thing is that there is no magic bullet and several of y'all have sent me for example I think is crystal sent me something about a colorado school that did those things but in that particular case the problem was they were monitoring things that we already monitor that weren't really the types of things we're trying to get at and so I think with gender there's been some hesitancy about a universal screening instrument I'm glad to see us moving in that direction but I also caution that it's not a magic bullet and we we've kind of taken almost a reverse approach which is developed a threat assessment teams and then look at students who somebody has identified as having an issue and then these concentrating

176resources and people on that situation that's insufficient but that's some of the dilemma that we've had on this so I would I would recommend to you that you approve I'm sorry yeah I just thought there that kind of Rebecca and I were talking about offline but then sitting here listening to the conversation and I don't know that we've explored an avenue that is a partnership with an academic unit I could think of my career before babies and LS SP was in the research room and I think we've talked about this a little bit before in that two people that I'm Ryan Smith who's come to us and done several presentations and then there's a Carla Sharpe who has done as she's at University of Houston and was with Menninger clinic in Houston and has done

177extensive research in a school-based environment and these what's unique about those kinds of teams is that they have screeners set up and they also bring a team with them so that if there's a red flag or something that comes out like Ryan Smith for example has a 6-4 2-6 unit online based system that a kid can just sign into their an Eagle hour or whatever and use that system and it's a counseling system that's online so then it's no cost to us because it's a part of his research program we may have he may ask for some like access to the data so that he can then do research papers and that kind of thing in response to it but then that builds grant funding which allows us to expand the program or anything so

178we have there's so many opportunities in our disposal that would be little cost to us and that would be much more expansive and be able to service the students is the main point right I think I know that we're screening them but I want to be able to provide the service you know because once you once we know like Jess said it's ok endorse box we don't know what we do I think you can have faith in us that if you approve the document tonight it is not at all finished and that virtually everything I took notes pretty extensive notes and everything that was said tonight I didn't see anything that was particularly difficult to not put in there and not in fact the only thing that I thought was was not taking away from

179June but adding to June is I think Lance is some good ideas he put on paper about how we sort of left out staff in our beliefs in our in our vision so maybe we can wordsmith that a little bit ok actually have to be approved or the support plan has to be approved right if we remember our discussion last week in our team building this strategic plan these goals the vision all of this needs to be formally approved by the Board of Trustees but just yeah can't be added to you oh yeah it's definitely going to change yeah we'll prove it tonight and then it's not like that's going to get locked off in some folder where you can't read right it is gonna be well keep moving just a couple things about instruction

180dr. Watson I was a guy dr. Kelly mentioned my when I read through the the strategies it felt like there was I know that there's gonna be a whole lot of tasks that go in and go on right but and I didn't see like what those tasks were and what the timelines were and this specifically where that stood out was when we talked about developing the curriculum so can you give me just a little bit about you know he was challenging curriculum and so forth and so on with okay we have we have district made curriculum some people by curriculum you remember the cscope stuff from a couple of years ago and it didn't really fit districts we've had our own curriculum probably 20 years we have we house ours in an online system and

181we take that curriculum every summer and we have teams of lead teachers come in with the instructional specialist and we tweak where we are we examine our data from the year before we examine student learning trends and we update the scope and sequence which tells us how long we need to teach each part the depth the depth of complexity of what we need to teach and win where we also attach resources for teachers we don't do what we call cookie cutter curriculum where everybody does the same thing every day we have measurements and we have anchor lessons built in so but by anchor lessons I mean we have some key lessons that every teacher teaches and we have some we have common assessments built in so that we know teachers are within the timeline of

182where they need to be in the classroom but we also believe that teachers have autonomy and they should own their classrooms so we have some of that system built in to allow teachers some flexibility but also some accountability so we've built that and we continue to tweak that every year we have teacher teams come in to write final exams to write common assessments and build build things throughout the year and in the summer we pay for that out of federal money mostly out of our out of our stuff some of our other pots of money that we have but we have extensive teams of people in the month of June you'll see here we also do some pull outs during the year where we get subs and have people come in and do some work

183but that's ongoing and constant it we say curriculum do we mean every single thing that we teach or is that just is it math science math science English social studies we have some in CTE that's pretty prescribed because they have state standards and federal standards they have to meet for funding Fine Arts it's different because it's performance but the other areas and athletics or performance-based more or less but we have pretty strong curriculum in all the areas okay well I know we do math science English social studies I can tell you right now do we have it in some of the others that is that we have scope and sequence we have some things but not to the depth but I don't have instructional specialist in my office for those we don't have those kind

184of people coaching those contents the areas where we have them I can testify how good the curriculum is all day long because that's why we have student scores we have in student performance levels and we didn't have that Foundation and we would not have that okay and and so that's embedded into what you do every every day our teachers do common planning our specialists go over they do planning lessons weeks weekly with teachers they make lesson plans teachers review this is what I'm teaching this week this is what I have this is what I have and they just they sit at tables and discuss it they come up with deeper ways to do it they share we have a system in place for that as well okay and so my metrics just as if we're

185you know we're as we're monitoring progress all of us would monitor progress as we're going along specifically on the academics is our metrics are our metrics going to be centered around the campus performance objectives and how well the students grow every year or are there going to be other things that are going to come out of the the report that we need to be more concerned about well okay you know star is always a dirty word right it's always a dirty word when he's talking about state testing yeah however you have to remember that a state test is testing state curriculum no matter where you go and every student in Texas is measured on it same curriculum so we're performing at that high level so we know we're doing things right right I mean we

186may not we don't have it all right every kid's not that level but we're looking for that growth and right now have a solid system where the state of Texas measure student growth from year to year for the first time ever we have that that student growth measure in there in reading and math that we've never had before and it's very concrete so we are we are making adjustments the cap plan makes them the intervention plans of the campus make them you'll see campus is a start intervention in September and they're addressing kids that are falling short early on okay so that will be one of our metrics yes we're all the time you know my child maybe we're not articulating it well but we're doing it all the time and so one other thing

187I noticed that we do you know we do benchmarks as we write we go along and so all that information is coming tonight right now that might be a little bit too much data because we do benchmarks during the they're coming irregular you know interval right but what is a good time frame for us you said semiannual is what do what you're looking at well know just to gauge our performance you know really it's an annual thing Charles I really don't see it in terms of similar turns the record day for okay academics no that's where I thought you were going with academics because for example we all expect different growth curves according to what kind of campus demographics are there and so for example when we compare in December I now just sent me

188a huge amount of that stuff today or I received it today I'm looking at it but I'm realizing that districts that have the campuses that have more challenging demographics are not going to show the growth during the first five months that the others are and it's gonna it's a longer curve they'll get to the finish line but it's going to take them longer to get there so my point being is I've just learned over time to just pay attention on student achievement growth mm-hm at the end of the year that's great these guys in the meantime are monitoring and saying coming to me and saying this school looks like it's not making enough progress and stuff but that's not really board-level usefulness but we know that you know it's good for us to know that

189that's what the process is right and it's throughout the year you've seen that making adjustments in you know we're doing common assessments which means that we're giving many tests many assessments teachers are giving samples like they may give 10 questions that everybody is giving like in high school we call them common 10 so if a teacher is giving a biology test she'll have 10 questions that she made and 10 questions that every kid in the district is getting so we can look and see how those 10 questions are being answered by students we can identify areas of weakness but those are content critical so we will have those throughout the grading period the final exam for the grading period is a it's a culmination of all those throughout the year so we have common finals

190we have common assessments throughout the year we have ways to measure that all across the district thank you and on the on the rest of the goals right so academics our major points are going to be every year okay but on the rest of the goals you're talking about the reports that can come out are we looking at well that well that still can't be well yearly are we looking at well you're going to also see the star data report in the fall you're gonna see the taper report in February so you have other measures that show us how we're doing I think as well it's not right but as we move to the non-academic things like rebranding and the PBIS okay Charles a lot of what I saw in there is going to turn

191out to be a yes/no on completion either for implementation or for review and so what I think will emerge as we put in our evaluation measures our yes/no completions in some cases and whether or not we have measures of progress from doing that completion so I think the easiest way I can answer that in terms of board level scrutiny is six months from now you'd see an update to the strategic plan and you'd see a bunch of completions what's incomplete and what measures you've used to to get to that point and in between there you mentioned it that you're gonna add some more detail on timelines for things to be implemented right there's no reason why we can't farm that outs from what Donna describes that's an easy what's the word distillation from the larger

192thing that we could as we had those things perfect our hope is that principals will use it and their CEO I see committees they'll use it in their team leader meetings that principals will eventually be able to get up and their faculty meetings for back to school and pull up plan for learning and say here's how we did last year this is what we need to do next year so they're gonna have this as a tool as well and it's just a matter of training and educating them on how they can use this new tool and they all did their their campus improvement plans in the software for the Fall and that was a big step okay they didn't do it in the old template they plugged it in yeah it aligned it with the

193goals that came out of the strategic planning session this summer right is aligned yes ma'am and what Lance is saying is that we we did a board self evaluation during our team building and you know we have yeah we have this yeah yeah we have this incredible school district right then we're doing we have you know we've got all these results we looked at the evaluations like well there's a lot of stuff that we as a board you know need to be doing all right one of the things is that the vision statement needs to be up where everybody can see it alright and this is just something that yeah and so we we really don't mean for this to be just some time you spent you know and just going through and checking the

194box we really want to use it to be able to chart you know how will we're doing as a district and understand okay so is there anything else we could look at a downward expansion if I will ask into the schools and junior High's yes he was like it's been a very successful thing in the high schools but I think the younger adolescents really need that same support I agree with you I've started that conversation with our junior high student support counselors so yes that has been my middle schools that'd be great I I just need some staff support definitely I know the needs are there sponsors maybe there might be a teacher sponsor on one of those campuses that might like to leave that up I don't know question yeah well we'll continue pursuing

195that but yes that has been on my radar thank you dr. Kelly I'd like to second the motion of talking about block scheduling and diving into and at some point in the near future how well I just I've been there and my two previous districts the problem with it is is very expensive because you have to add a I did a calculation on this some time back I don't know if I was working with David or who but the number of teachers is pretty incredible to go to to a modified block so it's like there are definite advantages to it but it would have weight greater financing I would say look at the price I already I had somebody look at it about six months ago yeah you'll get sticker shock when you see it

196it's very big Turner you know we also have ACC teaching a lot of classes so it's easier to do at Turner because we fall off the college schedule and we have college teachers that come in and the kids are paying tuition to those teachers so we're we aren't covering the payroll for that I think the motive behind that request is I remember asking about that as well is that if we're consistently so worried about the amount of time kids spend doing homework afterwards and you know everything that they have to do any basis I thought it's kind of like if you break that up and you don't see every teacher every day right then you've got some flexibility and are you you've got a lighter load longer class periods is more right then let's go

197to online classes and stuff like that I mean where does it end I mean why do we even have classes why don't we just let kids easily go through the whole entire K through 12 or through their bachelor's degree at their own pace right that way our teachers can actually look at and spend more time with the kids that need more assistance whereas the other kids that are just going to blow through a class algebra one for example they're going to get that done in three months six months one semester the test out of the next one and move on you know the point you know yeah we got our well served by that for example kids who need help in math they need to mean every day it's been our experience over the years

198prior to coming here and then other classes like AP classes that are science labs boy they love the 90-minute class size in order to do lab so its pluses - but what I promise to do for you is I will give you a figure on how much it would cost to go to our two remaining high schools - to modify block a 90 we did the PHS back in the day we did it and it was wonderful for people who had lab classes and other things but it was tedious for people who had a 90 minute English class or a 90 minute social studies class because some teachers were teaching right and so the kids struggle with 90 minutes you know the attention span is hard for a 50 14 year old just one second

199sir what I'll just sum up and saying the things I've heard multiple times or adding a performance goal about performance objective about technology and how we implement that and underneath the strategic go to adding a performance adding something about staff health and then going into our goals and whatnot and figuring out how we include our staffs well-being in there so those are the things that I heard multiple times right the mental health screenings I think is a is a something that we're interested in doing I don't know if it goes into the plan or not it's but that's something that the board was clearly interested in doing and then dr. Kelly's gonna tell us how much he's gonna give a sticker shock but we will explore that I'll Gillian will explore what we think we

200heard you saying come back thank you so much I'd still have two more questions oh so I didn't realize you I'm sorry yeah the student-teacher ratio that you know I've been harping on forever I don't know if there's if there's even in any room for that but if there is I'd like to set a goal of a number that we because the increases to some classes it just the teacher stress and I feel like that's where I'm coming at it from the teacher stress piece so I don't know what the question is there except that can we set a goal for what we want that number to be we have in the past in the years I've been here the district of innovation plan allowed us to not have to pay attention to state quotas

201on that meaning that the state required us to send a report saying this is how many classes are over 22 to 1 in grades k-3 forever but again crystal it's very similar the modified block question it is trying to fit the budget you know david has been extremely frugal about trying to make sure that we can expand where we need services for example y'all's big initiative on mental health counselors you know that also required that we keep tight on student-teacher ratios and not let them fall so it I can give you a sticker shock on that one too but it's significant to change student-teacher ratios better absolutely our better hope actually is is that enrollment continues to remain flat and and we adjust very slowly to to better class sizes ok yeah I'd like to

202see the number there if you don't mind and then the final question I have reading through the tasbeeh Board updates talking about threat assessment that you mentioned a minute ago there talked about a report that would be given back once a year regarding like how many threat assessments there were what kind they were will that start at the end of this school year or I it's too early for me to answer that this is DEA has put in Senate bill 11 established these things and then we took the initial training on it a whole bunch of us and then and I think what gender somebody was saying here tonight which I realize Sonya that today was the day we were allowed to send X number of people to five two district level training that's all

203we're allowed to do then they come back to us and tell us what our next steps the TA and this Texas Safety Center says so so maybe in the next year before we really start getting feedback you know it's one of those way those law as ahead of what they're telling us they need to tell us before we can implement it okay understood thank you that's all Thank You mr. Murphy would you like to make a motion sir go for it sure I'll make a motion we approve the strategic plan as presented is there a second motion Murphy second Decker any further discussion hearing none let's vote all in favor motion carries 7 0 we have a plan thank you all very much all right next our update on maintenance and facilities work in Pearland

204ISD mr. burger good evening sir we need to talk about a few other things we start when I when I asked about when I had the idea to ask about this report that maintenance is something that your board should hear about I noticed that the track around Carlston was replaced but there was more gravel and dirt going on out there and it just hit me that y'all are y'all got a lot going on yes sir and that we should be we should know you know which is which your you know plans are which challenges are because it's a critical part of what we do you want to give me some insight on what you wanted it may have helped me so this may not answer your question well definitely this is great so we'll just

205get into it something that the district does not do curriculum wise is death by PowerPoint but that's what you're going to have here continuing from the strategic plan lots of work is going into it first I want to start with peril honesty maintenance and operations talked about background singers up here a little bit ago I have a background Orchestra and some of the members are here and I just want to recognize Matt Klein Bhalla and red Manuel Vasquez Frank Farris and Olivia Angel these are my support personnel that make this happen they emphasize our model of we circus with success that is a two-prong attack of our goal and mission statement meaning that everything we do we want to do successfully we want to have all of our work orders all of our cleaning all

206of our events successfully served also it's a mindset of our department that we are part of this school and that every academic every athletic every fine art every student success we are a part of and we serve that success and that's what we try to do every day just going over some of the terms you've read this you can look at it operations is our janitorial custodial functions maintenance is obviously our HVAC our engineers our plumbers our carpenters our warehouse person our grounds people we work to repair first and foremost because that is the most budget saving if we can't repair it we replacement take place we also have alterations in the district with our renovations office built outs and anything that campuses ask us to do we have a preventative maintenance mindset we want

207to follow a monthly pattern of keeping on top of keeping the equipment running making sure that we get the longest life expectancy that we can out of the equipment and there are times that we can't afford the preventative maintenance and we can't afford the repairs and therefore we have to do deferred maintenance and that's where you get that capital improvement plan that you have in front of you that mr. berry has asked for for the next ten years Department overview of current staffing our maintenance departments there are 20 ground crew members 43 maintenance crew members for supervisors with an assistant director and 3 paraprofessionals you have a wonderful snapshot of our GQ grounds committee right there at a training session we focus on training to make sure we have the most way to get what

208needs to be done in the district our operations department we have 185 custodians with three supervisors and assistant director and one pair of professional and there are the smiling faces that are waiting in line for one of our food events that we have on the campus they are the maroon army if you need something moved if you need something clean if you need something set up they take care of it they there they are amazing our department overview we cover approximately 3.7 million gross square feet of interior space we take care of approximately a thousand acres of mowing and trimming we have six baseball fields and softball fields two turf fields and 15 sports fields along with 11 playgrounds that we are responsible for we have 20 hardwoods rim floors and now we have seven

209new rubber plastic gym floors that we are responsible for taking care of and maintaining we closed over 16,000 work orders a year that's not including projects or when you walk on campus and it's not a work order they say hey we need you to take care of this we are constantly working and moving and going we take care of every event and rental setup in the district if it happens under a PISD roof our maintenance and operations department is there taking care of it we handle the safety audits the access control and the fire inspections and of course any emergency response event that comes up in the district this is not encapsulate everything that we do but it definitely gives you an overview of our workload and what we take care of in the district

210looking at our staffing from a perspective of standards the association of physical plant administrators the APPA standards I believe this is what tasbeeh uses when they look at any survey they do on a campus with HR so this is just our maintenance if you look at our general maintenance positions our HVAC plumbers electricians carpenters those are our current staffing numbers if you compare it with the APA standards on gross square footage or acreage and that's what they recommend that the staffing numbers should be and then if you look at the difference if you go to the bottom you would think I'm up here asking for twenty point five positions that is not what I'm doing we have a very good working relationship with HR with mr. moody when we need something and he truly knows

211we need it we go to him he's fights for since the applies it so I am NOT asking for additional staffing I'm reeling using this as a humble brag to say we should have 20 more employees to take care of the things we're taking care of but we're getting it done because of the people that are behind me making it happen Pearland ist annual budget for us is around 1.9 million dollars in that budget there's a lot of non-negotiables stuff that's gonna come right off the top just like when you pay your bills you've got your you know your house payment you got your electrical and you got your gas bills we have the same things I made a yearly budget of non-negotiable chart for you to look at some of the things that come

212right off the top it equates to about 1.2 million dollars of our annual budget therefore it leaves us with six hundred and thirty-five thousand dollars of operating capital this does not include any district contingency funds and I'll talk about that in a future slide like right now if you compare our operating budget and the district contingency and you look over the last seven years you can see that in 2014 our budget was about two million dollars and in 2020 our budget is about 1.8 million dollars where we have grown in gross square footage and we've had life expectancy increase on many of the equipment our budget has gone down if you look at our actual expenditures and our total expenditures you can see it far outweighs our operating capital or our original budget that's where

213the district steps in miss Carter and her department will look at what we need and use contingency funds from the district wide and support us with what may happen if a chiller goes down or we have a motor we can't take care of or if there's an expenditure that cannot be taking place in our original budget we used to come with special requests and now we are looking at the capital improvement plan to help take care of those things all of the yellow is really the operating expenditures then if you look in the green on the far side is the capital budget that's another way the district helps us out they a lot money for us if we have capital expenditures that need to take place and then in kind of the pink peach you

214have the extra duty pay that is the overtime hours that's accumulated for any of the events or overtime that we can't take care of during the normal day if you look from 2017 down to 2019 we have actually reduced that I will attribute it mostly to mr. Vasquez and mr. Saros and Olivia angel for working with the operations department and maximizing the coverage and not abusing the overtime hours Larry one other thing that maybe comment on is that you get help to a certain extent temporarily or up till now from the bond that is one thing if you look at a 20-18 and this is a touchscreen if you look at 2018 where our original budget was 2.1 million dollars and our actual expenditures were 2.1 million dollars that is directly related to the bond

215and the support that they gave us my point is that that money won't be there forever and no sir that some of the you know things that jeff has talked about in terms of planning for how we're going to use that capital projects fund and things like that are going to become crucial because that bond money sort of yes sir Windows that Golden Goose will die yeah so when you talk about the bond you talk about the gross square footage and what's been at it some people look at that and say it's new stuff you don't have to worry about taking care of that well there's some unintended cost associated with a new stuff for example there's more floor space with more for space comes more cleaning supplies more material that we need hva Center

216see renovations we have anywhere from fifty five hundred to ten thousand dollars a year in filters and belts that need to be purchased the access controls right now the bond Department is taking care of that but each call out is about a $700 cost when the bond is gone and we have to take care of that and maintenance and operations we absorb that so new ceiling tiles new lights new restrooms all of those things are additional costs that come on us with that new stuff also there's unintended workloads as I mentioned we have the new pool astok floor plastic floor is very nice it's a nice gym in those new gyms if you have a chance to go see them the bond office has done an excellent job in designing those new gyms but those

217new floors have a specific cleaning method and a specific chemical that has to be purchased we have to purchase that chemical and then it takes about an hour to actually clean that floor so you are adding an hour of cleaning time to a custodial staff that has already stretched then so that creates the stress of workload that we talked about with the teachers we also have a filtration system at the AG barn that has a new p.m. scheduled to prevent clogs and then you look at the type of spaces we added a culinary space a science lab with CTE lab the gyms they all have different methods of cleaning that take a little longer than just a normal classroom or an office so even though it's new stuff and it's beautiful stuff there are cost

218and workloads that are put onto us looking at internal adjustments that we have made we have made several of them going through these if you do not know J Murphy he is our MEP supervisor he has been a wizard in working our budget and working with the vendors and bringing in-house work that we can take care of to reduce our cost from 2017 with the simplex fire inspections we went from 83 thousand to 67 thousand and 2018 with the chiller contract he went from a hundred and forty thousand to fifty three thousand this was done by switching vendors and also by him training his employees to do the work that we used to contract out Buckeye custodial once again mr. Vasquez and mr. serous worked through this we went from one hundred and seventy-five thousand

219dollars in expenditures to one hundred and twelve and the chemical supplies in the paper goods we went from six hundred and fifty seven to six hundred fourteen every dollar helps us and we continue to review all of our contracts and all of our purchases we want to eliminate the cost of dust-mop services so mr. Vasquez and mr. saris created an in-house laundry service so we eliminate that cost totally we used to rent it out we used to pay a monthly fee we no longer pay that we have a combination of price negotiation and in-house works and that's what we do to prioritize our budget when we can't cover things with the operating budget of you have seen we fall short every year for the last seven years and for the history of maintenance and operations

220our operating budget has never been able to cover the expenditures so we try to prioritize when events happen this is where we're talking about the capital renewal plan mr. berry where we're all going to sit down at the table with Miss Carter and have these sessions to where myself and technology and transportation and anybody that has a piece of that pie that they want where we sit down and discuss who gets the priority well in the maintenance and operations this is how we determine what's a priority our level one if it deals with life safety or legal compliance it's a priority one if further damned of that equipment or facility could lead to the loss of that equipment or facility that's a priority one if we're throwing good money after a bad thing if we

221keep replacing motors if we keep replacing compressors of a unit we need to replace that unit and not waste money of giving it parts and the other thing if it has an impact on student learning all those are level one priorities level two is anything that affects the faculty and staff productivity or morale or anything that was deferred from level one and then level three we look at economic savings like energy savings LED replacement of light bulbs that would be great to do but that's not a priority one that's a priority three anything that's aesthetic or historical maintenance and anything that's in terms with the strategic plan or district projects there are several district projects I don't want to call them pet projects because that makes them seem unimportant but there's a lot of projects

222out there do not fall into a level one or level two but it'd be real nice if they were done so looking at the capital renewal plan if you've ever looked at the the ten-year scope it's based on every year what's due that fiscal year or that school year these are our priority level ones I broke it down by the year that they are in the plan some of them have been moved up because they are a level one priority we are replacing parts on chillers on a routine basis that shouldn't be replaced so we are macing wasting budgeted funds so these are our level one so we sit down with Miss Carter these are the ones we'll say this is the top of our list if we got a piece of the pie this

223is where we're looking to shop level one for us here is not facilities it's our equipment we have mowers and tractors and vehicles we actually have 43 vehicles that are past the replacement dates but these are the critical ones I really focus on the trucks when I say seven trucks I'm talking about the grounds department the grounds Department and the history of our department have always gotten the leftovers so if the Carpenter has got a new van their old van was passed down to the grounds Department so that van may already be ten years old that van was equipped to be a maintenance van so we did not have seats for four people it had seats for two people and we either put buckets in the back or we took old bus seats and stapled

224them in the back so it's not the safest vehicle our grounds Department would be driving around in also the van is not made to be hauling the equipment they're hauling on those trailers so there's a personnel safety issue and there's equipment safety issue so we'd really like to get them some trucks that help do the job they need to do so this is our priority level one when we sit down once again to talk about these are the equipment's and issues that we need party level two these are the items on the capital renewal plan they only focus on nineteen twenty and twenty and twenty one as priority level 2 because 1920 is almost over and then again priority level two for our equipment and then the last priority are those projects that I talked

225about this is just a small list of some of the projects that are out there but these are the projects that would be great if they were done but again they are not rising to the level of one or two there are level 3 and I didn't give you five minutes but I did the best I could any questions comments or issues thank you very much anybody wanna jump in of your staff do you get back when the facilities are rented and using the staff to clean house that were talking about that like if somebody rents of gymnasium there's a turret whatever yes right and the custodial staff goes in there there's a great job is there all day cleaning or whatever and they closed it up that how much do you that money from

226the rental fee no sir my my belief is that the rental fee goes back to the general fund that pays for the overtime hours that is employing that staff okay yeah you know the problem there at Lansing it's an age-old problem is that you know from a taxpayer point of view you're you're sort of balancing you want to make your facilities available to the public because they think as taxpayers that they're entitled to that when we're not quote using them but on the other hand the cost is the cost to Larry and others is greater than the amount we're charging but if we charge the full amount that it really costs we would have very upset taxpayers saying nobody can afford to rent our facilities that's one of the things that is in the strategic

227plan to review every single revenue contract we have so that at least we break even and I noticed the hours on the 20-point positions that you were the staffing for the maintenance I'd don't need you're doing more with less and I see that yes sir you know often stroke thought about you know with our our athletic facilities like baseball softball fields you know turf in those like a lot of districts are doing around because I also thought about I think about the time spent on that the the maintenance the equipment and not just the maintenance on there but the time away from doing other projects in the district yes and they also the fertilizer the material the dirt doing that thank you be doing other projects in the district correct yeah so I you know

228I don't know what the cost what that looks like I know that uh district you're going to it that's very fast I know that Bhim Pardo is worked on pricing on that I don't know the number offhand we've had that discussion the baseball prefers to play on natural grass but the turf field is a long-term cost savings thank you yes sir thank you I just want to say I've been on the board again going on five years and this is the I really appreciate this work is the first time I've ever had a deep dive into what maintenance does and what those expenditures are I think we always kind of see a line item in the budget and the budget workshop or a chart or pie chart but this is the first time we've ever

229seen dove seen exactly where where that money goes so thank you I appreciate you guys know he does have a Twitter page and I follow it it's fairly nice d-amino Twitter and they do tweet things out about great things that are going on the district thank you mr. Burfoot plug so check it out and we're starting a podcast soon no blog anyone else I have one quick question I thought I was not gonna have any for you but the staff under age is 20 employees ish and extra duty pay is gone down its last year but we still have extra duty pay but we will always have extra duty pay no matter if you had those extras no man you if you gave me 30 employees we would still have extra duty pay the reason

230is is we have all these events after hours unless you start running a very if you have enough staff to where you're running a cycle of shift work to where you work in a you know Wednesday through Sunday shift correct when you have all the athletic events the churches the the fairs the facilities everything that I mean we can say there's school hours but school never closes if you've been to the high school I know you have it doesn't close yeah but we work we work very hard miss Carter has given me incentive to lower that because it is a drain on the budget but it will always be there we work very hard to limit that every overtime outside of an event that has been booked has to go through mr. Partin I have

231to send him the rationale for it and he approves or denies it based on that rationale thank you so your staff did what is there what does their day look like right are we talking to cause I know folks are there late and so the the time they spend on just a Monday right from open to closed yes sir is any of that in the extra duty pay or is that or not sometimes say for example of let's talk about you can both sides maintenance or operations the same maintenance it's three o'clock and the plumber gets off at 4:00 and we get a phone call that there's a line break at lon well they will have to work over and that'll be extra duty pay or if you have on the operation side you have

232the day custodian who is working and there is a excessive absences at night from the night custodians that day custodian will stay over to help cover the shortage and that will be extra duty okay so we have day and night because okay yes okay even though you're there at 3 o'clock the morning and salary employees do not get extra duty pay so therefore therefore we also have all of our soured employees all of the supervisors are on call they they take a week and they alternate and they're on call 24/7 so if an emergency happens they're going out with you know salaried employees that's most of the employees are getting what looks like a salary of 40 hour workweek is it perfect hourly yeah yes sir but they're not you know you know how you

233should say regular not supervisor all salary and Slow salary no sir why not just curious why not why not because they're there at will hourly employees they're not they don't reach that professional status to receive that and then if we work them all the overtime that they would do that I think they would complain heavily like if you ask mr. Klein or it's actually lancets more or less set by federal laws there's only certain qualifications of employee you can't you can't make them salary because it would be we would abuse them so tell me what plans are you putting in place with the with finance with with miss Carter's group to to get these level 1 items done well where we are is where are we we have looked at the Capitol renewal plan we've

234helped create the captain renewal plan and they will sit down in a meeting with everybody that's going to take from that pot and my assumption is that we will then get on the board and go this is what we determined is the right priority and this is where the monies are gonna go it may be mine it may be technology may be transportation that needs buses but do you have like a timeline like like a Microsoft Project portfolio for the capital improvement plan that says by 2021 we're gonna have these projects done we're gonna allocate X amount of dollars we're gonna let level 1 take press you know which level ones go first so last month the $10,000,000 were approved to be moved and so that's basically kicking off the living document this was a

235great opportunity to see his level one and two priorities and that's the same thing that I'm gonna do with the rest of the departments that have a major play in the in the capital plans such as athletics technology even Fine Arts transportation so the major big-ticket expense departments and so what I'm planning on doing is that next month I'm gonna meet with I've already met with him and I'm gonna meet with the rest of them individually we know what's coming to you on what year we've done that homework but then from there just like you saw that there was some needs so really did not come to the life expectancy didn't come due until maybe two years from now but they're crucial now so that's what we look at things that were coming to it

236their life expectancy this year can they be delayed and what needs to be brought forward right and so then we're gonna present that to you so you can be aware of what it all entails and approve a plan moving forward and then as the projects begin to I guess we need to complete the projects we're gonna bring it to you for approval so you know so the items have lifespans life cycles right and sometimes they last longer and sometimes they don't last so long right that's why it's imperative that we kind of maintain that 25-year roof life cycle or whatever it might be so I would really like to see that monthly that report monthly on the capital improvement plan kind of what are we doing what kind of anticipated project timelines we have for

237these major projects because of me ways it weighs heavily on on our budget and finance and how we plan that out for us in the future right okay a monthly report on the capital improvement prior it's a living document that's not a month not like they have to go off and do a ton of work on it yeah I'm not understand what the practicality of that would be so if we're actor girl you know if we're getting if we're hitting if we're getting there's you're gonna set a capital improvement plan I just keep thinking that the question has already been answered right you kind of have an idea what you want to do over the next few years right well that that was in the first document that we got right or am I am

238I looking at something different you maybe have a misunderstanding of what a capital improvement plan really is no works I'm in that industry so I totally understand capital treatment programs right but what I'm trying to understand is what you're asking for and like I don't understand how that would become a I just I'm just help me understand what a monthly report on the CIP would mean to you that's just enough just updates on what it looks like when we go into but we're we're constantly talking about budgetary items right so we have vehicles and so on whatever it might be so throughout any given year month in month out we're thrown these items where we're amending our budget right I mean you've been here longer than I have you know so we see these items

239where we're amending the budget so it's really nice it would be really nice to see okay well we have all these we have all these things that we need to accomplish you know and as a board we prioritize certain things to alright so through dr. Kelly those things get prioritized from all these guys and then they get thrown up to us and then all of a sudden we have to make a decision on whether or not that it you know it's something that we want to do right I just ask it for a regular report we don't get a regular report on that right now we don't even get a regular budget report we don't see our budget monthly we you know we could get it if we asked for it but we don't see

240any of that stuff we should see that at least no less than quarterly yeah I I get okay now I understand the more how's the posturing when was the yarn and then I underst okay so we used to get that with Don when you're on nap shop yeah okay I get it but where I am is I'm really trying to focus on like we're gonna talk about the dollars and we're gonna have our mental reports and we're gonna understand what it is that we're trying to replace and do and build and all that kind of good stuff mm-hmm but I'm trying to prevent us from having a what I think is an undue focus on trying to see every month what what dollars are doing and if we're gonna have that kind of oversight I'd

241be much more interested in seeing what students are doing what you know and we already understand that that's too much of a you can't get a monthly update on what every benchmark is doing all that kind of good stuff right but I'm just trying I'm just I know that's critical to you I am unchanging we're having it we're having a conversation we can have it another time right so but at any rate I may not be that important to you okay so I have a cat we did have this information before we approved the expanded press box right but that got approved many of these items could have been taken care of they're level ones today is that is that friendly-fire what your your department there's so many great things and they kind of are

242I don't know I appreciate everybody appreciates it was there some of the board could do for your department to show our appreciation for that department I mean I guess I'm asking and maybe tell dr. Kelly or something maybe bring us we want to I mean just like we do for our teachers we go around to the each campus and we do different things for them and we go see you know it's a great department and they need to be recognized so maybe they get something out you know we definitely give us some thought we have some in-house things that we do like we do a golden pear Award for which campus meets the cleanest and meets all the budget requirements we have an employee of the month dr. Kelly sent an email out to the

243see staff today praising our custodial staff and asking them for support for that custodians to have to recognize them during custodial Appreciation Week the each campus did something very special at Christmas time they give them presents and baskets so they they get appreciation okay but without a doubt we will definitely if we have anything can come up we'll give it to dr. Kelly and let him know but to the board I'm standing is there any other any other disk with any other actual questions about the report nothing there all right mr. Klein says if you're hungry on January 3rd we have our Christmas luncheon an Alexander feel free to come by a good deal yeah we are having honorees honorees well thank you very much thank you mr. Berger and thanks for all these folks

244who'd stayed behind for the whole day all right with that said there is a bond financial update that is in your packet unless any questions on it all right that's there for your reading pleasure dr. Kelly are we it appears to me that we are complete with the agenda was anything else let's see the last thing is as the at the end of the team-building I asked you each for your big three items and we didn't actually get to that Jeff you already sent me yours if you always send your big three right we've got our strategic plan here right signore big three things that you think maybe should be for board goals please sent that to dr. Kelly and we'll you know figure out how we move forward on that right okay at 9:15

245p.m. we will stand adjourned
