Good evening. I now call this meeting of the Cleveland ISD Board of Trustees to order. Today is Monday, October 20th. The time is 6:00 p.m. Welcome to tonight's regular board meeting held here in the CID administration boardroom. Thank you all for being here for your continued service and support for our district and students. To begin our meeting, please join us as Pastor Clifton Rage is going to lead us in the open remarks. Thank you. Thank all. We all know the You say we have touch. >> Amen. Amen. >> Next, we are honored to have the North Side Student Council to lead us in the pledges. of allegiance. >> Now it's time to do the pledge of >> allegiance to the flag of the United States of America and to the republic for which it stands.

One nation under God, indivisible, with liberty and justice for all. >> Now it's time for the Texas flag. >> Texas flag. I als At this time, we will open the floor for public comments. Speakers are reminded to limit their comments to three minutes. Please remember that the board cannot deliberate or take action on matters not on the agenda, but we will carefully listen and take concerns under invest advisement. First we have Chuck Thompson. Members, thank you Tanya. Um want to take time to introduce myself to you all. Um I am a new board member and also the newly elected president of the community education foundation. Wanted to take the time to go through some of our agenda items. But first, let me tell you I am from a long line of educators. Unfortunately, I am

not one of them. I spent my entire career in corporate finance as an investment banker. One of the goals is to try to raise the awareness of the foundation, not only in the community, but more importantly in the business community. I'm not sure where we stand at that point in time since my learning curve is literally straight up and down at the moment. Um, one of the other things I want to try to bring awareness to is the Texas Education Foundation Network, which we are a member. I'm hopefully act going to become more active in that where we can leverage that relationship to our benefit. Also, I'm aware of some other community foundations around us. I'd hopefully like to be able to engage with them and maybe work with them in a collaborative effort. the

main fundraising or the community education is literally responsible for fundraising to support our teachers and the students. So fundraising is obviously important. Um to that end, one of our new board members uh has quite a bit of experience in um organizing golf tournaments. So hopefully early next year, maybe the March, April time frame, we're going to be having a golf tournament as a fundraiser. I'm also aware of a recent event called men uh men that cook or men with cooking. Not sure on the details. Hopefully we can come up with that. Um also I want to try to build some partnerships across the business community here. See if we can leverage that relationship. I'm also aware of some grant opportunities. I don't know if they've been explored in the past, but the ones that I'm

thinking of will probably apply for before the end of the year. Um along those lines, I've had casual conversations with Dr. Barnes about what the expectations of this foundation may be going forward. Um he and I have discussed a couple of items. We're going to sit down and try to come up with more agenda items and some better >> some better solidified expectations. I would also encourage the board members to reach out to me. I'm very anxious about your thoughts and concerns about what we're doing. Maybe not your concerns, but anyway, your thoughts and ideas. To that end, Jennifer Judy is our board secretary and she has she's also an employee of the district and she has all of my contact information. With all of that said, I will say thank you for your time

and attention tonight and wish you all a good night. >> Thank you, Mr. Thompson. Next we have a Steven Ward. >> You're just fine. You're fine here. I'll I'll share I'm not a speaker, but my name is Steven Ward Singer. And what you're looking at is a United States patent. And I want you to read that very first sentence in that abstract. It says it all. Basically, what I want to do is see if there's some kind of way that I can show this to the students and explain to them how I'm able to discover the secrets of the universe. Because what I'm doing, we're talking about energy from magnets. They've been teaching 300 years. That's impossible. That's what I patented. But I also had to prove it wasn't perpetual motion. So, we're talking about

an invisible thing, the magnetic field. And this invisible thing has invisible parts. Now, how you find something nobody's ever seen. You can't you can't touch it. You don't even know what it is. You're not even looking for it. It's impossible. You have to know what you're looking for. And I could tell you the story, but I can't do it in two minutes. But I'd like to tell the students my story. And hopefully, I hope and pray one will be inspired and discover something much greater than energy from magnets cuz I have. Hey, I know they can, too. Uh, just so you know, that patent there is obsolete. I filed another patent that makes that one obsolete. Energy from magnets is obsolete. I don't know any parent that that would not want their child to see

this. Please set aside a time soon so I can show it to the kids because my book is filling up fast. Other schools I'm going to other school boards I'm going to cuz I said, you know, I don't know any parents that don't want to their kids to see this and learn how I'm doing it. Thank you. Most of all, I need a workforce. I can't do everything by myself. build everything, install everything. Uh, I'd be happy to give y'all one of my cards, too. Reach out to me. Uh, I know there's got to be a way to get this these kids. There's got to be. Thank you. Have a good day. >> Thank you. Thank you. >> Thank you to all who spoke tonight. We appreciate your valuable feedback. We will now move into

the presentations. We will begin with the magic of North Side presentation by North Side Student Council. Good evening everyone. I um am thrilled to have the opportunity to introduce y'all to our uh student council at North Side Elementary. My name is Janie Snyder. I am the principal at North Side. Couldn't be prouder. Um, and so I'm going to turn this over to them, but first I want to introduce Miss Sheila Dawson Borie now. Um, she is our student council sponsor. This is the first time that we've had a student council, so it's a big deal for us. And so they're just going to share a little bit of information with you guys. You ready? You got it. >> Purpose. We will work together with campus leader leadership and and community members to promote leadership. Promote

good senship citizenship. Serve our community and help our schools to be a safe place. Our officers, President Mountain Devil, Vice President Javanni Pacina, secretary Elas Remains, historians Aquisiki and Ben Rodus. What we do, celebrate, decorate for and host veteran veterinarians for veterinarians day. Help with announcements and pledges at our daily celebration. Yeah. How we do it? The student council helps share students ideas interest >> and concerns with teachers and school principles. help raise funds and awareness for school activities >> wide activities including >> including social events >> humanities projects and helping people in need. to say thank you for the service we plan to decorate and host and celebrations for all of our veterans on our campus. This will include writing letters of thanks classes to make posters and giving a small token of appreciation

to each veteran. to we will host a canned >> canned food drive around Thanksgiving to donate to a local shelter. We will bring back our campus safety patrol to prevent promote >> promote safety. Um al host special events um forest >> kind >> what >> kindness >> and this was our north side elementary um student council. We're very excited to get started this year and maybe we can do some positive things for y'all in the community. Thank you. >> Thank you. Thank you, North Side Student Council. Next, we'll be engaging in cultural presentation celebrating his Hispanic Historic Heritage Month featuring a traditional fork four for performance by students from Santa Fe Elementary. >> Good evening, board members and distinguished guests. My name is Nelly Orelles. I'm the proud principal of Santa Fe Elementary. And so

it is with great pre pleasure to present our this is our first year that Santa Fe has the four cleric team. And so they have been working very hard. And so um today they're going to be presenting it's called El Toro Mambbo. It's a vibrant dance uh representing the beautiful state of Sinaloa, Mexico. And so I also want to extend u gratitude and thanks to our counselors Miss Bower and Miss Rodriguez. They have been um providing the and guiding the students and extend a thank you to the parents because without their support this could not be possible and so they have been an instrumental in bringing this team together. And so if you can please uh give a warm round of applause as we welcome our Santa Fe Elementary for chloric team. Thank you, Santa

Fe Elementary. Next, we'll have our annual bilingual ESL program evaluation presentation by Katherine Anderson. Good evening board. Um, spoiler alert, my presentation will not be near as entertaining as the last. Um, but we do have to do our program evaluation for October 2025 as per chapter 89. Um, so let's go ahead and get started. Whoops. So, let's take a look at where we are at with our emergent bilingual population. Um, as you can see, we have dropped just slightly. Uh, but this is typical at this time of the school year. We typically see a slight drop and then by the end of the school year, we go up ever so slightly and usually um surpass that number from last year. So one of the key pieces for this presentation is to talk about our exceptions

and our waiverss. So to understand how we or why we file for exceptions and waiverss, we need to understand our our actual um programs that we have in our district. Um when we look at our one-way dual language program, this is in preK through five. In preK, our um students are typically served by one teacher who is bilingual certified and they receive most of their instruction in Spanish with a small portion um to learn English under an ESL umbrella. In K through five, we have that one-way 50/50 dual language. Um, this can be done by one bilingual certified teacher who teaches all the subjects, half in Spanish and half in English or we typically will have teachers that will team and there will be a bilingual certified teacher paired with an ESL certified teacher and

those uh that bilingual certified teacher teaches language arts and social studies in Spanish with English the ESL certified teacher teaching math and science and English. If at any point in any of the configurations we do not have a teacher that is certified teaching these very specific subjects and these pieces of the dual language program, then we must ask the state for an exception. Our ESL program is um in grades preK through 12. And for most of our students, we have the pull out program, which simply means that typically our reading or English teachers are ESL certified. That's the bare minimum required by the state. If we do not have that teacher certified, um, then we do have to ask for what's called a waiver from the state. And so, here is our bilingual exceptions and

ESL waiverss for the last several years. And we have some very good news this school year. This is the first school year that not only did we not increase the number of exceptions and waivers, but we actually decreased the number of exceptions and waiverss that we're going to ask for from the state. Um, and so we've actually has seen a 17% um decrease in our exceptions and an 11% uh decrease in our waiverss. Um, this impacts 25,59 students for bilingual exceptions and 5,926 students for our ESL waiverss. So, let's take a look at some of our data. When we look at our TEPASS data, um, it largely remained um, unchanged from last year to this year. Um when we look at listening, speaking, reading, and writing. Taking a look at our star scores. And so

when we take a look at elementary, our scores largely remained unchanged. Um but we did uh see that in math um we actually had um some scores that took a drop. Um this is a looking at grade three, grade four, and grade five. Um and that is indicative of what we saw districtwide. So, it's not just emergent bilingual students that we saw take a drop, but also district-wide. Science essentially remained unchanged. Looking at middle school, our scores again largely remained unchanged other than our grade 8 reading where we actually saw some gains across the board. Math remained unchanged, but then we also saw some gains in science in grade 8. Looking at our EOCC's, English one was largely the same. We did see a drop from last year to this year in our English 2

EOCC's. But we also saw increases from last year to this year when we look at our algebra scores and our biology scores. Some more really great news, our reclassification data. So, when we say that an EB student has reclassified, this means that they are no longer considered to be an emergent bilingual student. Um, if they are in um 6th through 12th grade, that means they actually exit and are and no longer in ESL classrooms. if they are in dual language. However, parents are given the option to keep their students in until the end of fifth grade so that we can continue to work on that by uh lingualism and biiteracy um and get our kids where we want them to be as far as the uh dual language program. What we did have seen is

that last year and this year we saw huge numbers of students who reclassified. In fact, this year we had more students reclassify in one year than we did from 2017 all the way to 2023. Also looking at professional development, a key piece of exceptions and waiverss when we request those exceptions and waiverss from the state is that we're saying that we have to provide all of those teachers who do not have bilingual and ESL certification with the training that they need to still be able to provide our students with the services that a certified teacher would be able to provide. And so these are some of the professional development opportunities that we provide specifically for those teachers who are not uh bilingual or ESL certified. And so if you look at blocks, blocks stands for

building language opportunities for Cleveland students. Um we have created um leveled foundational courses. Right now we have three years of foundational courses. All of our teachers have gone through these courses at this point. Um, from here on out, as teachers enter, they'll go to Foundation One in their first year in Cleveland, foundation two second, foundation 3 year three. And so you can see there that we had a large number of teachers attend this summer in blocks um days 1 through 5. These were teachers who attended foundation 1 and foundation 3 courses. our foundation two courses that were provided um last year once a month. You'll see that we have smaller numbers of those teachers, but that's because two years ago we trained the entire district on CBLI. So, this only accounts for those teachers who

have joined us since then and are in their second year. And then because we want to get our bilingual and ESL teachers certified, we are also providing um reviews to get them prepared for those certification exams. We have an ESL certification test review, a bilingual certification test review, as well as a review to for the Spanish proficiency test that our bilingual teachers must pass in order to become bilingual certified. And so with that, that takes us to the end of the presentation. And so it's very important that with 60% right now of our population being emergent bilingual um that we really ensure that we're giving our kids all the services that they need and deserve. Um because with 60% of our population being EB, our sex success as a district really depends on their success.

Okay, go ahead and conclude there. And if you have any questions, just let me know. Thank you. >> Thank you, Miss Anderson. >> Next, we'll pass it on to Dr. Bores for the superintendent reports. >> Uh, thank you everyone for being out this evening. Uh, we want to start off the superintendent reports with some recognition. Uh October is uh National Principles Month and I just want to let you know that our principles are work very hard every day and we want to give them a little something to let them know we're thinking about them. I try to share on Monday some words of encouragement because I will tell you how the principles go is how our district will go. And so uh we're investing a lot in them because we want to support them. We

want them to be successful in their journeys because when they're successful our kids are successful. So, principles, I have a little something for you. I'm going to call you up and we will get it out to you. So, over the break, I was handmaking these glass items. I found some sand at the beach and I took that sand home and I heated it and melted it and I mean it was a lot of work. Uh but we're going to start off uh with Dr. Thomas. Dr. Thomas is our high school principal at Cleveland High School. Come on. Right. The next certificate is for Miss Brandy Smith, Mr. Joshua McDonald Miss Kazy Luke. Mr. Mark Rodriguez, Dr. Jamie Bates, Miss Deborah Rivera, Miss Nelly Ornelas, Miss Erica Lewis Miss Jenna Richmond. Dr. Janie Snyder, Miss Heather

Barrett. She's She's not here. All right. Thanks again our principles and for the work you do each and every day to support the campuses where our students are striving to be the very best they can for our school community. Uh and with that I want to share our student enrollment data for the month. We are at 12,653 students. That is a slight decrease from last month. I think about 12 students. Uh so we're going to keep our eye on that. Our attendance is at 92.93%. also uh little under our goal of 93 and our real goal of 95. Uh but we're still working on that as well. We just returned from our fall break October 30 13th to the 20th. Uh just a time to uh reset ourselves and get ready for the second nine

weeks. Uh we have Red Ribbon Week coming up October 27th through the 31st. Uh we have homecoming. It's going to be uh parade is October the 30th. Want you guys to all be in attendance. Our homecoming game is on the 31st and you're not I don't think we got any students in here, so I'm not going to invite the rest of you guys to the dance. Uh except for the administrators on duty. Be sure you're there. Our Texas School Safety Center uh did a notice of intruder audits. Uh these are random audits where they come out to the schools to check our safety procedures. Uh it's unexpected. It's not announced. It's not somebody saying, "I'll be there today." Um to be sure we're doing the right things all the time. And I want to say

there are no findings at our campuses that they have come to over the past month. Uh and lastly, board uh you've received a written report of personnel hired under the superintendent's delegated uh hiring authority. >> Thank you, Dr. Barnes. Next, we'll have our financial reports by CFO Karen Bellley. >> Are there any questions? You guys have the financial reports. Good. And then you guys also have access to our campus and departmental report shared by the principles. Are there any questions? Anything for any campus principles? Uh thank you board.
