All right, we're going to call this special called meeting to order at 5:00 p.m. on April 27th, 2026. It's great to have everyone here today. We do have uh Mr. Smith is here uh for citizens comments and he'd like to talk to us about the athletic department. I'll go first. Uh you're yeah, you you get to go first. Um athletic department, we came before you all a year ago, same spot, nearly same day, said what was going to happen. So, the one thing I want to say is is we're school boards, so we understand definitions and dictionaries. So, ignorance is lack of knowledge. Stupidity, or criminal stupidity as it is, stupidity is knowing something and then still not acting on it and then saying that you don't know. So, last year I explained that with

the with the school board's decision to bring on new people, that we were going to be downgrading the feminine department, the female athletic department. I said this is what's going to happen, this is what you're about to do, this is what you've already done. And then I had somebody from this board and the director say, "Hey, this isn't going to happen. I don't know anything about this. I'm telling you, I'm going to shake your hand and tell you I have to accept a resignation if it's tendered, but no one's told me anything yet." Yet, already in your charters was the dismissal of these people because the new person was already hired. You didn't want to announce it until June. But you already dismissed the person. It was already in the making, already knew about it,

they already told the kids. All right, and I came before the board and tried to bring that up. And everybody, even in their elections, says, "Hey, there's a proper way to handle these things, there's a proper way to do these things." And please go through the process. Well, I did. I talked to the coaches, I talked to the ADs, and said, "Hey, you're all about to make a decision to lower the female program." You know, the past year I kept quiet. But what have we done? We've added 200K to the boys' department to get four additional wins. More employees, more staff. And then you take the female coaches and put them over on the football. I see them every morning. I drive them in. I purposely and unpurposely purposely have been keeping a tab and

a book out of that book. Every day I drive in and I see which coaches are out there. And I keep a tab on how many times the girls get to practice. 72% of their time 72% of their time that they're allowed to practice, they are not on the soccer field. They are not in sports gear. Your volleyball team has lowered their record. Your women's basketball team has lowered their record. And the women's soccer team, or football in Mexico as we call it, has lowered their record. You all chose this path. And you're saying, "No, no, no." Well, actions are truthful. If every female program, even the softball team, they're through to the playoffs and happy for them. But their record is lower than last year. But we we all praise the football team and

the money we stuck in the football. I know some of y'all are going to benefit from this new thing by walking the track cuz that's what you want. But the girls, even for their tryouts, had three injuries because we don't care about their program. We don't care about their field. And then you have the coaches tell them, "Please don't go see the doctor. Don't go to the doctor night. Don't go to the doctor night." With grade two tears. Okay, I'm not going to take that. I spent over $1,500 taking her hyperbaric chamber and everything else. But you all tell me that this is the coaching staff that we need. That doesn't stop them from drinking. That keeps them locked in like cages. Even today, I text. I said, "When can I pick you up?" Cuz

she's at school at 3:54. She goes, "It's whenever. You can pick me up at this location." Okay, what Why aren't you on the soccer field? "Oh, we have another day where we're just sitting out doing nothing." Two periods. Sitting out doing nothing again. No weight room, no yoga, no training, nothing. But this is what you're all saying is the standard and good for our female athletes. So when you all "Oh, we support them." What does support mean? That I'm going to show up and eat their food at their banquet? Are you there holding their hands when they get injured because you don't have the right facilities? Are you there watching them not get trained? Are you there supporting them when their friends are holding them down and forcing them to drink alcohol at a soccer

game? Are you there when they're forcing them into to keep quiet and not say these things? It's that support from this board, from the AD, from the everything. And to say that you don't know when they go to a crossroads, you know these things have happened. You know that they're getting sold drugs and everything else that they're smoking in the locker rooms cuz they have nothing else to do cuz they can't even go outside cuz they don't have coaches cuz they're over at the football fields. But, this is what I said was going to happen. It's worse than what I've ever imagined. And then we're What do we do? We switch the board meetings to say it's a different night. Some more people there cuz we got to schedule it different ways. We're still having

them on the same night. It's supposed to be online for the big group meetings. So, if that's the case, I'm just saying I'm going to keep it on it until something happens where we are caring about the girls enough. We don't. We downgraded the girls department. And why? For the benefit of four wins next season or for this past season. What's that going to get you next season? Do we got to invest $250,000 of staff every year to get an additional four wins? It's your board's decision. I know that's not 2 minutes. I will bless you, sir. Thank you. >> I wish we could talk. No, I know we can't. I'm glad for it. >> wish we could ask questions and tell you a little bit about what the board really does. Um but but

there are a lot of things that you mentioned that we we know nothing about. Okay. I don't know what to do. I'll explain what he was talking about. Um we have one item on the agenda tonight. It's an item exceeding $50,000 and it's consideration to approve the asphalt repair to track at Bulldog Stadium and this is Region 7 co-op contract number GRND 2527 and BS BCS 2527. So, yeah. Um you know, when when we approved the track, um um resurfacing and everything, it's all pulled up now. Uh courtesy of you, Cliff, over there. Um the asphalt repairs was a little more substantive than what I had thought. Uh just because I did not realize the track was as old as it is. It is uh appears to me, and I I talked to Miss Mann

about it that it one time it was a 440 track and it was uh converted to a a 400-m track. Nonetheless, um when this project is through, it's going to be a very beautiful facility and a very good tool for our students. Um but at at this, and I and I the those of you who talked with me about it, I've told you that whenever the next surface is pulled up, we probably need to let folks know that to expect that there will be uh more money spent because the next time it comes up, just like a gym floor, it won't you know, so there comes a point with a gym floor where you have to replace the floor. And so, this this facility will have to go down to the subsoil. The sub base

at that time. But nonetheless, here you can see this is on the visitor side, and where that dot dot dot is around there, that's where there is a low area in that. And as well here, and this this facility has been patched before. Uh and and it's been patched multiple times because uh some of it was patched with just sand and glue cuz that's the cheaper way to do that. Uh and then some of it was patched with concrete, which is the most expensive way to do that. So, you had a you had a variance in the way that it was addressed. Go to the next one there, Curtis. You There's There's lots of cracks in the surface. And as a matter of fact, on that back stretch over there, which used to be the

home, which is now the visitors', it's pretty spider-webbed uh through there. Um so, go to the the next one, Curtis. And but the but the main thing that we knew before we ever pulled it up was that it had rolled up along the side of that curve. That's fairly common with tracks. Um and I'm not saying that it should happen. Uh but what what happens is when they when they put the surface down, uh a lot of time the track crew will run that compactor along that concrete, and so the inside curve of your track never gets full compaction. And so, then at over time, it's not fully compacted, so it starts to roll up. Conversely, when it rolls up, your surface rolls up. And so, we knew that. And on the left there, there's

some more uh uh cracks along the side of that thing as well. Is that the last one? Uh in your packet is is two options there. One of them will fix it. Um I I personally think that it's a short-term fix. And and when I when I say uh the next time the surface comes up, it needs to go down to the to the to the sub base, that's very expensive to do. This isn't nothing on those lines. That first option there will get it, but I'm thinking maybe 3 to 5 years there'll be issues with that facility again. And so at that point, then in 5 years you would have to go to the subsurface. The second option on there is to mill it uh to pull it back down and to put a

new coat on the top of hot mix. Uh that that I'm thinking maybe uh 15 years in that in that respect. So, for the difference in those two, I would recommend going with the second option there, but because of the longevity of it. When you look at a $100,000 over A 10-year >> 10-year difference, then to me it makes a lot of sense money-wise to do that. And I also think that sometimes you fix things for the long term, you know, I think a lot of times we get caught up in well, if I fix it, you know, 5 years from now it's somebody else's problem or something along those lines, but I don't think that's the way to look at it. If it was my personal personal facility, then I would go with that

second option. So, that's what I would recommend to you. Questions? It's it's uh saying that it hardly even guarantees or even warrants any type of warranty regardless what option you're going with. I mean what would happen if if something did happen regardless of what option we made? Is there like any type of fix that they would do towards it? >> the company that's >> on us? >> Yeah, no, the company that's there had they will I I've used them before and I have watched them bust up over 200 m of curb at no cost to the district. And so the job itself they'll guarantee. They just can't guarantee shifting of ground and things like that. >> Got you. So, you know, as far as that that facility when it's done it'll be done in the

way that they say it would and they'll stand behind that. Um but as far as you know, shifting of grounds and things like that you know, yeah. Well, whoever's doing it is I mean, we know we know who's doing it. I mean, they're very diligent, right? Very careful. Well, after a couple of days >> all the time. I see them all the time in the morning. >> Well, just watching them roll up the old matting, I guess that's what it's called or the rubber surface. One is impressive. And whoever's leading that that Well, it's all gone now, of course. It's been gone for about a week or so or or better than that. I mean, they were very very careful of getting into the underlayment, right? I mean, that supervisor was talking to the gentleman

continuously. Yeah. Um and of course you could see as soon as that that that mat was pulled up, you could see the underlayment and all the scarring, right? The repairs from before. So, millions only. Yeah, I I I think that's the the you know, I mean, that he he calls me and he says, "Hey, we can do this, but I'm just telling you I don't if that was mine, I wouldn't do that." So, that's kind of the way you tell people to do. So, 10 years, 10 15 years, yeah. That's They'll be the same company that's doing SUE as well or we're going to run into a problem with that or we already know? Oh, I'm sure. Or we already know that that that track is shot. Yeah, that you know, that track is not

as old as the one at Bullock Stadium. To my knowledge, it's you know, been done before. But you don't know what I mean like, I didn't know I I was amazed by the amount of patching that had been on that that track when it pulled up cuz I didn't expect that. Did I expect that that curve to look like that? Absolutely. That's what I expected. So, yeah, there'll there'll there'll probably be some asphalt work at least two. I don't think it will be this substantial, but Other questions? Concerns? Does anyone have a motion then? Madam President, I make motion to accept the second option. Second. >> Second. Lots of seconds. Okay. Yeah. Second of the second. We have a motion by Mrs. Coughlin, a second by Mr. Gallon. We'll start with Tim. Yes. Yes. Yes.

Yes. Yes. Yes. Yes. That motion carries. All right. If there's nothing else, we'll adjourn our meeting at 5:14 p.m.
