001I'd like to call to order the May 18th regular scheduled Board of Trustees meeting. Uh everybody's present with the two new members. We got Morgan Yes, ma'am. Uh Derek, do you mind giving the invocation? >> Yep. Let's pray. Lord, thank you for this day, for your blessings, uh for this this school year that's wrapped up, God, for your guidance and direction throughout. And uh God, we thank you that we have this community, its uh leaders, its families. God, we're so blessed in so many ways. We thank you for for that, most of all for being our our Lord and Savior. Tonight, we we just ask for your guidance uh throughout this meeting. We pray for wisdom, direction in our thoughts, in our words. We pray that you lead us and guide us uh as your
002will be done, Lord. And we pray for a for a special relaxing summer for everyone uh to get refreshed, batteries recharged, ready to go again, Lord. And uh and prepare us for for the next school year in your in your name. Amen. Please rise for the Pledge of Allegiance. I pledge allegiance >> to the flag of the United States of America, and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Yes. Thank you. You want to have them do the formal swearing in? >> Absolutely. >> Thank you. Absolutely. >> It is my absolute privilege to introduce Elena Bennett. Elena is a two-time All-Stater on the marimba. She had to memorize an 8-minute long uh four-mallet marimba piece. I'm going to let her introduce what the
003piece is. And she Last year she did one qualify for All-State, and this is her second year in a row, and she's only a junior, so we get her back in another year. So even bigger, better, stronger things to come. For this but it's 8-minute long solo, and I've asked her to prepare about a minute and a half to 2 minutes to give you an example of what she's playing. >> And And Bella is on your team, though? >> Yes. >> But she unfortunately can't come tonight because she's in Austin competing in choir today. >> And that could make you all All-State, so. >> I'm going to switch this chair over just a little bit. Would you tell them what your solo is? >> Uh I'm playing Soccer by Mark Ford. >> All right. >>
004Yeah, impressive. >> When will you compete? >> When is your next one? I need to listen to the answer. >> I >> When will you compete? >> Uh this Saturday. >> Good luck. >> Alaina, thank you. >> Yeah. >> Thank you. >> Judge, do you want to swear the Castle and Kyle Vance as the new members? >> All right. >> New members will stand. Each of you raise your right hand and I will say I and then I'll say repeat >> your name and then what you Don't say repeat your name. >> And that will be the first time you're sworn at as a as a new member of the board and it probably won't be the last. That's the way it goes. Good luck to you. Each of you raise your right hand. I
005Say your name. >> Castle. >> Do you solemnly swear >> that I will faithfully execute the duties >> that I will faithfully execute the duties >> of the office of >> school board trustees >> school trustee for the Dilley Independent School District. >> For the Dilley Independent School District. >> Of the state of Texas. >> And will to the best of my ability. >> Preserve, protect, and defend. >> The constitution and laws, excuse me, the constitution and laws. >> Constitution and laws. >> Of the Of the United States and of this state. >> Of the United States and of this state. >> So help me God. >> Just working on my sign. >> You really put that in there, but >> It wouldn't have hurt. >> Well, it's kind of like uh one of my
006friends said one time we had a judge that was uh I just got to tell this story cuz it's a good story. My good friend Jim Parker was putting this guy in there and pled him and they put him on probation and walked out and he said the judge was never did speak very plainly and he said, "My client doesn't know whether he was just been put on probation or whether he'd made a 32nd degree Mason." In In In Parker's inimitable way. Yeah, y'all need to sign. Each of you need to sign one and I will uh see to that. >> Are you ready to get a good picture of them all together so far away? >> Well, >> I mean you can come up and define it. >> How about How about they get
007in the middle and >> Y'all come around and >> Come on over. Come on over. >> And you take a good one that way. >> Let me swear. >> You got to stand up. I'll get a good picture of this. >> You won't get >> Well, put your hands up like you're swearing so. >> Okay. >> Put your arms around me. >> You can get a picture of them swearing, John. >> Ready? One, two, three. Okay. >> And when y'all said it was 1988, it reminded me of 15 years ago today I was sworn in as an attorney. >> Wow. 15 years. >> I graduated high school 42 years ago. >> He almost signed one and all of >> Esther, did you sign it? >> Yes, ma'am. >> Did you use your sign again? >>
008Thank you, sir. >> Yes, sir. >> Finish signing. Yes, sir. >> Yes, sir. >> All right, little chaos. >> Thank you. >> Yes, sir. >> Now, we're going to go into reorganizing the board officers. Uh nominations for president. >> I nominate Heath Massengill. >> Any other nominations? Okay. Uh Thank you. Wait, wait, wait. >> We can just do them all at the same time. >> That's fine. Uh nominations for vice president. >> I nominate Daryl Cobb. >> Any other nominations? Okay. >> I'll let Daryl. >> Nominations for secretary. >> I'm going to nominate Daryl Cobb. >> If you weren't up at the school, she is wonderful. I'll just say it. So nice. >> I'm just right over there. >> She just accomplished so much. She's so nice. >> Okay. >> Yes. I do. I nominate
009Judge Stover. He said he doesn't have to, but I asked him to swear all of us in, so yeah. >> Will each of you raise your right hand? Do you and each of you do solemnly swear that you have not directly or indirectly paid, offered, promised to pay, directed, promised to contribute any money or anything of value, or promised any public office or employment for giving or withholding your a at the election which you were elected or as a reward to secure your appointment or confirmation, whichever the case may be, so help me God. And you say I will. >> I do. >> You may be seated. You may be seated. All right. >> Can you please Judge Mr. Farris Do you need to sign this one, Judge? >> I can. Thank you all for
010signing and may you all get on with your business. >> Judge >> Actually, I don't have to sign it. >> You don't have to >> No, ma'am. >> Okay. >> All right. >> Thank you. Thank you. >> Thank you, Judge. Appreciate >> It's It's acceptable for the next meeting. >> What? >> Share table with church. Thank you, ma'am. >> I think that's right. >> No, maybe there will be leftovers. >> Okay. Thank you. I hope so. But I thought it would probably work all right. But it is different, so Thank you. >> Thank you. So they Somebody will For For this is records. >> I need a motion for the vote sign. >> I'll make the motion. I like him. Josh can. >> Yeah. >> The votes are in for >> Yeah. >> I'll make
011a motion to vote >> Approve by acclamation. >> Yeah, approve by acclamation for the uh nominee. >> I'll second. >> Okay. There we go. >> Uh all four? >> How can we say it? >> I'll vote on you. >> Well, I didn't even vote on the I don't know. Since you got more you got to tell a little story I'll tell a little story. My very first board meeting I really did vote the first time. They said They said I held my hand up and I went Ooh, I don't think I can do that. So sometimes you should do those things. >> Uh in front of all of this there's a conflict of interest and release of information ethics of board of board meetings. >> I mean start it. Uh start it right down there
012just sign on that line and >> Okay. >> Everybody needs to sign this statement. Yeah. There's a packet right here and there's everywhere where it says employee's signature sign here, okay. Okay. Thank you. >> It's a small town. >> It makes the world go round. >> Exactly. >> Yeah. >> That was the That was the conflict of interest and I asked for it. >> I think you should just leave this aside and I'll sign it. >> Yeah. Because nothing you can say can change that. If there's no conflict in this statement then just get it back to me. Yes. Thank you. It's not always this much paperwork. It's just the first one. I can't still look at them. I don't blame you. You got to write everything down. It might be ownership of that sweet
013baby. >> Did everybody have a chance and I know Kyle and Cash had the problem. Y'all read the previous minutes or had the opportunity to. Probably know if there was any mistakes. Tell me at least it does. >> 8.2 >> Uh I didn't find any major issues. I didn't look at grammar. >> I caught it when I started doing this year. >> Punctuation error. Did anybody else see any anything that needs to be changed? Uh okay. Comparison of revenue to budget. >> Well, since we're halfway through the year uh it's at the end of October we're at 56.6% and I apologize for my voice tonight. But at the year that's extended we have we spent 68% and we received 62% of our revenue. So we're we're right in line. We're not uh I always like
014for it to be a little plus, but it's not this time. But remember the teachers all accrue their salaries all the way through the year, so they can get paid for the three summer months. So the teacher salaries have been accrued. Now that will that will be paid at the end of this month. So that's one of the reasons that it's likely we're at the end have a little bit more money than we have during the daytime, but we're in good shape. Uh tax collections >> Well, since the last board meeting we collected $40,798.92 in taxes. Uh we're getting very close to uh getting them all in. >> I'll make a motion to approve the consent agenda. >> Okay. >> Second. >> I guess Cash and Calvin do y'all have any questions or concerns or
015okay. >> No, I don't. >> Okay. Well, I know this is >> How long does it take for that revenue to come in? Is that over like a few months process or when they start? >> It will be all year. >> It's spread throughout the year. >> It will be all year. >> Is there a kind of a >> It's heavy up front. It's heavy at the front. >> We've just passed the heavy part. >> Typically, January through April is pretty heavy and then it just kind of >> And then in some of the delayed taxes we're collecting, we'll have to come every month. >> Okay. A motion by Josh, second by Derek to approve the consent agenda. All four. Pass seven to zero. Uh campus reports. >> I put ratings on everyone's So we're
016going to talk a little bit about how our year ended up and then we'll get a little bit of math growth. On this report, keep in mind this is a norm-referenced test. It is comparing your students nationally, not just to your particular campus or necessarily even schools in Texas. It is norm-referenced. So if you look at the very top and I highlighted each subject on each page, the different subject. We're starting out with reading. So this first little section is just talking about our school overall. It is a all grade levels levels combined. So the first is talking about the growth that they made there in the 67th percentile as far as growth. And if you look at the bottom two where it says achievement, this is they were in the 64th percentile at the
017beginning of the year and we ended the year there as far as compared to other schools, they're in the 73rd percentile in their achievement in reading. So if you look down there, it's broken down into each grade level, have the same thing. So if you look at kindergarten, you can see they're at the 61st first percentile as far as growth throughout the year and then you have the comparison to where they were in the fall compared to where they were in the spring. Um and you can go down there and compare each of those. Um in looking, you can kind of tell as you go down, fifth grade was one that if you look overall, um reading was uh reading was not as great as far as compared, although they're doing great. I mean, if
018you look at where they compared, um as far as the achievement, they are high achievers and that is part of the problem. They are very, very high achievers. >> That's the problem. >> And yes, it is. They are very high achievers and getting to those higher levels at fifth grade is a really difficult and something that I know that Katrina was working on trying to keep with them and trying to hold them, but it's hard when you're really doing two things. You have those who are struggling, but then you have a lot of students that are really high. Um and we have a lot of talented teachers before them that helped them get there. But by the time they get to fifth grade, that is very challenging, but they still perform very well. Um and
019it just keeps going on. The next page is math. I tried to highlight all those in orange cuz it was very small so that you could see what um we are comparing. Um again, we do exceptionally well. I'm so proud of the teachers and the growth that they uh get from the very beginning of the year to the end is astounding um how much that they push them. On the back page is science. Obviously, science there is only one as far as um the achievement overall. Um you have one grade level there, so that is fifth grade. Uh the reason is because there are so many tests. If we tested them all, we'd be testing all day long. So, um since fifth grade is star tested in science. That's why we do that. The other
020grades are on the back and they are doing the language arts portion. So, they do the writing part. So, we leave that off in 5th grade just because they would be taking a lot of tests. So, it's just very time-consuming. But, other than this, I I think we had a very strong ending to the school year. I'm very proud of our teachers, very proud of our students. They worked extremely hard. We are now hard into tearing down the old and in with the new and next will be us to grow learning next year. So, that's what the teachers have been doing today is getting ready for that. So, >> Are you fully staffed? >> Yes, we are. >> Teacher wise? >> Yes. Yes, I think we we are good. I had three interviews for parents
021today. So, Um mine is in the yellow folder. So, math is new to me. This is just my second year. All my years of being a principal, that we used it. So, training comes a little by asking somebody what do you use and how do you know So, the way I presented it to y'all is I gave an overview letter of what we've all done. And then in your folder, I have grouped it by grade levels. And and so, you have a scatter plot. And on the scatter plot, what we aim to be for is in this top green quadrant up here. So, that's where we want to go. And so, as you're looking through those by the grade levels and the content levels, you can see that as we get to 8th grade, some
022grades are very strong, too. But, I'm I'm extremely proud of our 8th grade in the science with a from beginning of the year to the end of the year with a 97.3% growth. So, it it's very hard for those students who have off strong, but those students also have an opportunity to continue to push it up, to still continue to show growth because they keep going as long as the test keeps asking the questions. So, um I did not provide y'all with the student information because that is confidential, but um I think that what you'll see last year was what I provided you is is just this quadrant here. Uh I think that shows it all because it shows you on the scatter plot where we have our Sometimes we are in those areas of
023um where we're high achievement and low growth, and um but that's that's still on the right side of the quadrant. But we really like to be in that high achievement and high growth part of it there. Uh we really hope that um our STAR scores are a reflection of this. There's no guarantee that they will be there. They're two different tests. Um by the time we get to the MAP score, and maybe the kids are like 2 years old. So, we're always really impressed when we see that much growth because this is the last test that we give them on the junior high campus. So, for us to get this quality of data, I hope that it is a reflection over across the board as well. Uh our our teachers we we work hard. Um
024your kids that are on our campus, you know that it's I think their biggest thing is that of our sixth and seventh graders, they get to have their own computer each year. So, they will be very happy to have that. Um some of those that go into eighth grade, they were going to get that anyway, but I mean, our endeavors to save money, I think we we spent more money with the computer cards because we could not hold anybody accountable. Our computers broke, and so my just being patient with this, going back to that. So, that's um one of the other big things that are changing on the campus. Uh the third big thing changing is that I'm leaving, and Dr. Duck is right back there as the new person replacing me. So, um at
025this point, I'd like to tell you all thank you very much for trusting me 2 years with your with your community, your children, and being a part of here. It's been an amazing opportunity, and I will treasure this. So, I'm going to exit, and I'm going to let her just be herself. So, thank you all very much. >> Thank you. Thank you. >> Thank you very much. >> Okay. >> Thank you. >> I'm going to do my best. >> And not as thorough. And I didn't do them as uh freshman, sophomore, junior, senior cuz some of our classes are diverse, where we mix the juniors with sophomores or something like that. And you know, that was a little above my thinking knowledge at that point in time. >> So, I worked on the >> class
026English. And so, I did English 1, English 2, English 3 with Miss Dyson, my guard, and Tibo. And I counted the amount of students who showed growth. Um that shows you student that give them a projected growth, and those are the student 32 of the 39 students met that growth. And that averaged out to 82.1% growth. So, I did that all the way through um each thing. The only ones that I could not do that for was uh Coach Doyle's. Uh he was really struggling, but he had 19 of his 20 students show growth. The the report that I got from him was not the same report as everybody else. And so, I didn't get to him fast enough before he left campus today to get the one that showed what I needed. But, I
027did go back and just counted his. He said 19 of 21, but some of them went from like to 20. So, they had like just a small growth and some of them showed large growth. So, he did have growth of 19 of 20 students, which is really good because he does our independent studies, our Ag math, and our math labs. So, he doesn't really do a content star testing subject. So, he gets the ones that are struggling and really need a lot of help and he he worked hard with those kids. Um so, we have Algebra 1 and Geometry and Algebra 2 all did very well. Um when we go to the science right there, I want to highlight Jeff Branich. Um he only had eight of 33 met their projected growth. Jeff Branich took
028one for the team and I hate to say it like that, but he we did our maps the last 3 weeks of school and we had our big finished star, we were going to TSI, too, and then all the freshmen went English maps, and then they went Geometry maps, and then he gave his and they were done. They were spent. And they just did not at all try for him and and he was >> So, this is really not reflective >> It's not reflective of his classroom teaching. He is amazing in that classroom. He is really, really good and he is just sick to his stomach and so am I. And it was the last 2 weeks of school when the kids were on vacation already. They had checked out and and I don't know
029how to get it back and he and I spent about an hour talking about how can we fix this for next year so we don't have this again. And so, he and I sat down and we were just planning and then tomorrow I'm going to have my faculty meeting. We're going to put some of the ideas that he and I came up with to the staff about testing next year and how we can make it better. And so, so, that's really our our biggest goal for that. And then there's chemistry and then on the back we have Mr. Roberts US History. Uh and then Spanish is a new one for us this This Mr. Velasquez. Uh and 34 39 showed growth, but again, it was a more of an edge-of-your-seat type of thing, not a
030map, so the data was kind of skewed. They They did real good in the Spanish. The growth was a lot. They If you start knowing absolutely nothing and then take a Spanish test, then there should be a lot of growth there. So, they did really well there. Um if you Those of you who remember maps in high school last year, uh Maddie the band director was on there, um but she chose not to do it this year, but she's going to come back with us next year. And we're also talking about bringing our ag department, all three teachers, in there. And Miss Autumn Shines, so we can have five extra teachers on this next year. >> And the reason that's important that makes those teachers eligible for the teacher incentive allotment. >> Yes. And Maddie
031deserved to be eligible. The reason she had just gotten married is she honestly thought she was moving with her husband. Her husband moved up here, so she's right back here. >> I think that's a good thing. >> Goodness. >> Yes, and well, pray that he's getting a job that he's looking at right now. And And And because So, so she's going to come back in full force with us next year. So, we'll have five other teachers on this next year. That'll be spectacular to get them some extra because they're all amazing. >> Thank you. >> You bet, sir. >> Uh Wesley, do you have anything? >> Oh, um left a little report for y'all on the programs if y'all see. Uh we uh they just uh released the uh ESSER consolidated funds for the year.
032They're very similar to the ones that the figures that we received last year for the Title I, the Title I Part C, Title II, Title III. Some of these amounts, like the migrant, especially, flows through to the service center. That entire $13,000 flows through, which is fine because it's a lot of work. They meet with the migrant families, and so they're doing it anyway. It's It's just best that it does flow through to them. A percentage of these programs also flows through to the service center, which allows us access to if we need technical advice or anything like that as part of the program. But normally we don't, but some of it does flow through to them. The Title V for the rural and low income, that hasn't come out yet. That'll come out later
033in the year, and it's usually around 20 to $20,000. Something like that. All of this money that comes in is allocated to the campuses. It's allocated by the number of students and the eco disadvantaged students cuz you can see the breakout of the allocations. So 60% of the funds go to the elementary school. 12, almost 13% to the middle school, and then the other 20% to the high school. It all depends. They Elementary has the most students, and usually they're um higher percentage of the eco disadvantaged students, so that's why they get so much money. >> And And this woman doesn't have a problem spending it? >> She's very good at it. >> Well, really are. If you see that number, 620, about 3 or 4 years ago it was 720. >> How many students?
034>> Mhm. I'm just now Um the the next part is a is a report of the teacher incentive allotment, the TIA. We will be receiving almost $500,000 to pay out to teachers. we had eight master teachers, which they average 23 500 for their uh pay. Recognized, we had 20 teachers around 12,700. Recognized, exemplary. Oh, yeah, exemplary. Sorry, I skipped a line. >> I think you need to go get your glasses. >> Okay, 20. Uh and then we had our recognized, we had uh eight teachers there, which will be around six 6,000. So really most of our teachers are on the incentive allotment. 10% stays with the district. Uh we will pull out 10% of that because um as you know, uh teacher retirement and things like that, that it comes out of the teachers' pay,
035but also the school district is responsible for paying a certain percentage into uh the state on taxes and everything like that. So it kind of that 10% covers that and a couple of little extra things, not much, but it helps us out on what we had to pay on top of what they send in. So that that's a lot of money going to our teachers there. >> Into into our community. >> Into our homes. And the most of the work, other than the reporting, which is the thinker, but uh the teach the principals they they put a lot of work into the PS for our teachers getting it set up. Athletics through them. Yes. Um and as Mr. uh Miller was saying uh on my modification application this past spring, we did put include all
036the rest of the CTE teachers that they will have access, you know, availability to uh to be able to get the TIA. So. Uh and I haven't heard back, so that's a good sign. Um as you can see on our rural pathway, which is our RPAP, um Terrell sits on the committee for us for the RPAP, and the first uh semester on the summary of finance, it shows 70 around $73,000 that uh will go into the RPAP this year, and part of this will pay for our teacher salary, uh it'll pay for different things we need. It's just it's a it's a really good good source of income, uh and it is great for our children. Uh on our P-Tech this year, we for our nursing science, our education, and our welding, we received over
037$32,000 worth of equipment. So, we're excited about that. Uh we were also a part of the Texas Regional Pathway Grant with Gorman, where they decided to pull out of the construction thing with us, but that's another story. Uh they um the service center uh gave us part of that, and we received 20, almost $25,000 in equipment and supplies to support our construction program that we've got going. That is the program that Nicky Don is teaching for us and he's doing an excellent job. And so I hope, you know, and we're going to continue it. We'll continue the pathway, so hopefully we can get the construction going. We can be part of the RPAC with that, too. I talked to Vicky about that the other day. She will be here next month to report to y'all
038about the different things going on. Um we turned in in March for a dual credit welding grant with 85,000 in for new welders cuz it's been about 10 to 15 years since we've had some new welders. And uh we had a little notification today. I'm not even really supposed to say anything, but they moved us to the next step on that grant, so that's exciting. Almost. Almost. So, I know. Um on the CTE certification that we turned in that y'all approved a month or so ago, uh TEA received it. They have now opened the EMAT back up, so I can turn in for some reimbursements on some of the programs and the textbooks that we've done. So, that's all I've got to say. I know. >> That's all right. >> I know. It all has
039to be once. >> Uh so you >> I just I'm sorry. >> Okay. Uh facilities projects >> That'd be me. So, that'd be David. >> That'd be me. Okay, so Dr. Marable wanted me to come and tell you all what we did last summer. Some of our projects work for the summer. And some of my contracted projects. So, the main thing that we were trying to get accomplished this summer is getting all of the HVAC systems cleaned. They They require maintenance on the inside and the outside. Since I've been the HVAC school, I've realized how much we need to catch ourselves up on the HVAC cleaning. It It causes the equipment not to last very long whenever you don't keep the maintenance up in it. And it will also help the indoor air quality also
040as well in cleaning the indoor air coils, too. So, the steps that we're going to cover is we're going to clean the inside coils, the outside coils. We're going to check belts cuz most of them are belt-driven motors. We're going to check capacitors. And then we're going to go ahead and check compressors. So, we can check amp draws on compressors and kind of get an idea of what the health is of it. If it's on its As that As the units get older, they draw more amps. And so, that also costs us a lot a lot more money, too, in our expenses. Um we still have to finish Lori was generous enough to let us work on her spouse's bedroom during the school year. We like a door and changing a door lock cylinder out
041cuz we got TVs, some multiple boards, and all that on that. So, this summer we'll contact work on getting that door installed in the bathroom so that I'll have bathroom access for that. Um we still got service on buses. We got oil changes, brake checks, etc. Um I was actually uh approached from Mr. Whitaker about a project. And I talked to Mr. Thompson, and he gave me the green light to go ahead and do it. Um It's something that's needed to be done for a while. The press box needs to be kind of updated. The outside of it needs to be repainted. The better way to do it is to reskin it. The windows that are in it are single pane windows. They're residential style windows, so when you're looking out the windows, depending on
042your height, you're looking right at a bar. So, you either have to look under or look over it. So, I worked with a contractor and got proposals together. We're going to put storefront windows in the front of it. So, one side will have a pane of window and the other side will have a pane of window. If it works out like we kind of got it mapped out. If not, they may need four windows across there, but they're going to be big picture windows, but they will not raise up and down. We have that building air conditioned, so there's really no reason for them to open and out. In the midst of changing the windows out, hence us reskinning the building because we're going to have to tear into it to make the windows fit.
043So, that's one of our projects for this summer. >> Thank you. Do you think that maybe you could do a little bit to the guest the visitor side, too? It's junky. Just paint it. Or something. >> We'll see. >> Okay. >> Home field advantage? >> Yeah. >> Well, they don't do anything nice to us, so I don't know why we should do >> Well, good luck. >> Get the walls fixed up. >> Okay. We will take care of Um on the contractor side, um I started a middle school carpet job, um recarpeting the whole school. Um first floor has been done. They're going to actually be here on June 8th to start the installs on that. And Kathy's not here, but she's had her teachers going through purging classrooms and getting personal effects and stuff
044out of there so that the contractors can just come in and remove the asbestos and get done. So, that's going to work out pretty good. Um I'm going to run a purchase order through the high school fire sprinkler system. I had it checked the other day cuz it was time for the system to be checked and we found some problems with it. We've got some corroded heads, some gauges need to be replaced and stuff. So, I'm going to run a purchase order through for that and get that taken care of. Um we have to do a backflow water test every year, so we'll have that done this summer. In our newer buildings that we've done, we have a backflow preventer in there. The older ones don't have it cuz they're grandfathered in. Um I'll have
045to do the fire extinguisher inspections just like we do every summer. Um I've got to have the gas prep gas pressure test in the livestock building. When we did that pressure test last year, we missed that building for some reason. So, it's due before school starts. So, we'll get that done. Um the gym floor is going to be refinished the first week in July. And probably next week, I will be picking up that activity bus for the bike shop. I took it today. They said they would have it ready Friday and I said, "Well, what Friday?" And they said, "Come get it next week." So, that's pretty fast turnaround time for a bus. This is I was impressed with that. So, >> Y'all are going to learn the same thing we had to learn the
046hard >> I understand. Okay. >> Chuck, do you have a safety update? >> I do. It was This summer, we'll be tasked to upgrade the emergency operations plan. We do that every single summer. So, we It's a live breathing document. We just update every every year. Um and we have to create a reunification annex. Uh these are mandated by the Texas School Safety Center. Um and every year, they give us an annex to join the emergency operation plans. Uh this year we're up for a district vulnerability assessment. There'll be two steps to that. Step one, they're actually going to send someone out in June to walk with us and say this is what you need to fix. This is what you need to fix X, Y, Z. That's about it and they'll walk around and
047then they'll send someone to do the district vulnerability when after that person has been able to set that day up. Uh that's a new new one that's come out. >> Have you scheduled it? >> Yes. >> When? >> We've already scheduled the >> The the the free one. >> The free one is June 22nd. Is that what I read this today? >> I thought it was 17th. >> I thought it was 17th. >> 17th? >> Okay. >> In June. >> Yes. >> 17th. >> I got to get them down on the calendar. >> And and then um we're up for a three-year actual safety audit as well. So, sometime next year Region 4 people will just show up and pretend they're UPS and see if they can get in our buildings and poke around and
048and do their audit as well. So, we'll be doing two audits next year uh for safety. And uh in July we'll have our summer uh our summer our school safety committee meeting again. Just wanted to invite you guys to that. Uh July 29th. Um and what we'll do on that one is the same day we'll have a our school safety meeting. Um and then I've asked Sheriff Pounds and uh Earl Colburn to invite all the local officers and fire department and they walk the campus with us. And I'll walk them through high school and then I'll take them to the middle school and elementary and they were very interested in going to the ag facility this year. We we haven't really been in the building. We've gone by it, talked about it, but they want
049to go in and look at the welders, auxiliary rigs, things that will blow up. So, that's one of the things we want to make sure we get into and do that when we're there. >> What time on the 29th? >> Uh the 29th, uh we'll have a meeting at 4:00 and the safety audit uh the safety walk will be at 6:00. And if >> Okay. What training I sent you all recording watch that call me out. Yep, that'll get you an hour of credit. It's pretty informative. Uh and it's pretty easy to listen to. I will watch another one tomorrow. It's an hour and a half. And I'll send that out to you so you get that hour and a half. The next board meeting we'll have our regular board meeting at 6:00. And then
050we we'll have it 6:30, we'll have we'll go into board training. And at that meeting we're all present we'll get team of eight training, which is 3 hours. And we'll get EISO and please do not ask me what EISO stands for. Do you remember? It's something. It's something that we all have to do every other year. Every board in the state of Texas is supposed to go through this every other year. Congratulations, you got here just in time. So, we'll but we'll do it here. We will we will serve a light meal or we'll serve sandwiches. I don't know if that's light meal or not. We'll have sandwiches that night so it won't be so drastic, but it is 3 hours. Um I don't know if if this will be true, but in the past
051several that that these trainers have done, TEA has literally watched it and then they've put it on video and watched them make sure they go through three hours. So, anyway It's one of those things we have to do and we'll get through it and we'll make it as comfortable as we can for you. And then it'll be done for the year. And I'll need to schedule about an hour or so for you guys two of you guys to come in. I'd love for you to come in together so maybe y'all just get together and tell me when you when I have my voice back that you'll come in and we'll sit down and we'll go through I have a book prepared for you with everything you ever wanted to know about serving on the board.
052So, think about that one. So, y'all get together and decide when y'all can come in at your convenience. Just let me know. Okay. We need to do that within the next couple of weeks. >> Okay. Donations uh let's move to the action items. Donations and gifts to the district. >> Okay. Once again I'll say we live in a very generous community. Uh that you've read about our scholarship award. It was the best ever with our kids walking around and giving them the money. Uh Farmers and Merchants Bank this month donated us $2,000. James and Dorothy Doss Foundation $2,000. The class of 19 69 $500. ATPE $250. And the Daily Emerald Club donated $2,080. As you know the Daily Emerald Club had disbanded. Uh We just membership just dwindled but we still have had a little
053money. So, they will continue to work and help us with the flag program. So, National Honor Society is taking it over. So, this is the This is from the flag program for this past year. >> And we can meet with them or something. >> And so, our kids have already been putting the flags out, but they're going to really take it over next year. And so, it'll be a good money raiser for National Honor Society and some great community involvement for our students. It really really is. So, we're grateful to Lions Club for helping us and setting the pattern. That's it. I would ask you to do that for them. >> I'll make a motion to approve the donation gifts. >> Yes. >> I'll second. Uh Turtle made a motion, MJ second. All four. Passes
0547 to 0. >> It used to be 7 to 0. >> Uh David, I think you're back up. >> We're going to begin. >> Uh renovation renovations of the ag barn. >> So, I've done some number crunching and added some things to it and still came out cheaper than what y'all had. >> Oh, good for you. >> There you go. >> So, it was cheaper. >> Um I couldn't remember what I paid or not, so that's why I snuck all them in there. Okay. >> So, as y'all know, that we have a pavilion over there basically that has been gated for a long time. And it uh They used it for outside projects and stuff. I think when they started the straight there Was it 2 years ago we started the big long gooseneck trailer?
055Um they had to start it out there because they didn't have any room inside the shop. So, Nikki has actually taken over that construction area now and these classes he doesn't have any room to work anymore. So, that's kind of posed a little bit of a problem whenever we get into our weather. You know, when it gets cold or rainy or I'm not going to say hot because I'm not going to interrupt this meeting right now, but we will be able to heat it and stuff like that. So, what this plan is here is um I went out to Prime Metals and got a metal kit from them. So, that's the whole complete kit to put it together plus the garage doors. And then I talked to CF Supply. They make heavy duty metal doors.
056We just changed the front door out on the field house. The doors that come with the metal kits they're okay, but they don't handle the opening and closing that we use up here at the school district. So, I had to put a security bar on it so that it has egress, exits, and stuff like that. So, I needed an upgraded door that would handle them hitting that panic bar all the time. So, that's why that's added on there. The garage doors, I originally had a quote at 28,000. Was it? >> Yeah, it was. >> 28,000. Um when Mr. Thompson said, "Yeah, go ahead and let's we can do this. Let's get it going." I went ahead and started trying to get other quotes on that because it was above our threshold. Well, I found a
057guy in Dublin that came up a lot cheaper. So, more than likely if y'all approve it, that's that's who's going to get the deal on that. >> How many doors is it? >> Six. There's five across the front and one in the back. The one in the back is going to be in the middle. So, in the summertime they could raise the garage doors and get a draft going through from north to south. >> Yep. >> So, I'm not so worried about air conditioning as much as when the winter time comes around. What we're doing, Tom McNair has given me a price on installing the metal kit. Okay? So, that's what's listed on there. This labor to cut in door pockets, when they re-poured that slab, back when the ag facility was built, they built
058the ag facility and then they built this building on the original high school slab. They just poured the aprons on there cuz we didn't know exactly what we were going to do with it. They have to go in and cut pockets out so that when those garage doors go down, water and dirt stuff won't go up underneath it. So, they'll have 1 and 1/2 to 2 inch drop in there just to keep the moisture and stuff cuz those those five doors are going to be door-facing doors. So, they're going to get a lot of weather. The doors are more expensive because I went ahead and had them insulated. And they're going to be the panel. They're not going to be the roll-up ones like what we put in the field house when it was first
059installed. Last year we put insulated doors in the field house. They're going to be that style door, but they're 14 by 14. So, they'll have access to move ball kind of stuff in and out of there. Um >> The manual chain pull, no? >> Yes, there's no automatic ones. I mean, there's no really no need for that really, I don't think. You know, operate I mean, it would be nice, but that's something else to break in in the long term. Um I have the schematics of the building as it sits. If you all are looking at the profile, it doesn't actually have a garage door on it. But, this is the profile of the building and it was already kind of pre-built in a way that we could go back and add garage doors onto
060it. >> Okay. >> So, >> That was the annex of the high school. >> Yes. This would be the building in between the ag welding shop, I'm going to call it, and the old gym. Okay. So, now where y'all can kind of see the top part up here, the reason the labor is a little higher is because he's got to remove that top part to go ahead I I said, "Can we just leave them there?" And he said, "We can, but it's not going to match." And so, if we're already spending that much money to do it, we might as well do it right and have it all match. The gutters will come off, and then the gutters will go back on. So, it's out there for y'all's approval for it. Like I said, it's
061going to be an educational facility. This is going to be once we approve this, do this, this is going to get us weathered in. And then next year, we can look at possibly doing some spray foam in there, trying to insulate the rest of the building. Um I would like to come in after they've got the spray foam installed done and the all the electrical that Mickey needs. It's pretty much already pre-wired for electrical. On each drop, there's a spot, so I don't think we'll have to add a whole lot of electrical to it. Most of his tools that were given to him were all cordless tools. For the reason same here, so I don't think we're going to have to do a whole lot that way, but I would like to go in in
062the welding shop, y'all have probably been in there at some point. It has a ladder that won't hang inside. And it just kind of finishes that building out so that dirt and grunge and just especially in sawdust and stuff like that, it's going to make it be able to be cleaned up real easy. But, we'll work on that stage next school year. This will just get him where he has a place out of the weather to work. So, there you go. Any questions? >> The gates The gates in there they're >> They're just going to cut them off. We'll like we'll we'll cycle this money. We reuse lots of stuff around here. >> Yeah. >> I still have the garage doors that came off the old house. >> Oh. No. That's true. Is there not
063a way to fix them so that I mean you know if if I roll them up we'll have to have one of those slide >> Right. It It will more than likely just because all that sheet metal's got to go on the outside of that column where all that stuff is lined up because the red iron and everything is going to attach on the outside of those buildings where those gates are. >> But we got we bought for the other side. >> We can get those accordion gates to go across if we need to. >> They're not real expensive. >> No. Uh I think we bought them Granger and they weren't real expensive. They're not real high quality anyway, but it would it would deter somebody. >> Yeah. >> So. But more than likely most
064of the time >> It's not a concern. >> It's going to be closed. >> It's just one of those things that Yeah. >> Oh, yeah. But the kids built those gates um and what the plan was was just to cut them off and and save them somewhere cuz they may make them pins or something else with them later on cuz they're good panels. They really are. >> I'm assuming this is going to come out of facility maintenance >> We've got the money. >> Yeah, there is. >> It's going to come out of the 81 function. >> 81? >> Mhm. They're 125 >> 125,000? >> Yeah. >> Well, okay. >> So, it'll leave a little money back in there too. rather than emergency ones. >> Discussion. Thoughts? >> I just think that the the programs that
065it helps are growing so much. It's I mean, if you choose not to do this now, it's not going to go away. >> Correct. >> It's a problem to be addressed. Those programs are doing way more than I thought they would be. >> I just want to thank Taylor Moore. Thank you. >> They're reaching a lot of kids. >> They are. >> They're reaching a lot of kids. >> And they're such a pride of them. >> And I think I would make a motion to approve this one, too. >> I'll second. >> Thank you. >> Motion by Josh, second by Derek to approve renovations to the annex building. Uh all four. Passes 7 to 0. >> Thank you. >> Uh Approval of budget calendar for next year. >> This is just bookkeeping calendar stuff. What
066are the things we have to do every year? >> For the budget calendar. >> So, this is just What is the general calendar? How What is my budget calendar for this year? >> I'll make a motion to approve 1.3. >> I'll second. >> Motion by MJ, second by Carol to approve the budget calendar for 2026-2027 school year. All four. Passes 7 to 0. Teacher calendar. >> I want to be correct. Something on the teacher evaluation calendar says 26 25 26. I'll correct that. It is the 26 27 school year evaluation calendar. Well, we have to tell our teachers when we'll be coming in to do the formal evaluations. I'll make a motion to approve lot 2.4. >> I'll second. >> Motion by Josh Motion by Terrell, second by Josh to approve the 26 27 teacher
067evaluation calendar. All for? Motion passes 7-0. Uh Teacher stipend. >> Okay. For the past 2 years, we have had a teacher incentive stipend or retention of who came back the next year. I believe last year it was 500. This year it was 750. It was awarded in November. Just a minute. It was awarded in November. And it's for all staff. Um you don't have to approve it tonight, but it is in the working budget, Mr. Thompson. He came last Wednesday. He's coming back next Wednesday. So, we're beginning to drop start putting dollars in. So, uh if we're going to do it, uh we kind of wanted to know if we plan to do that. It's It is very nice. Uh for all all the teachers I know, it's a true incentive for the teachers. And
068uh that's all. I did that last time. >> You're all going to vote for that. >> We're trying to >> You have to you have to explain returning. >> You've been here a while, haven't you? >> And you keep saying teachers, but they don't want boys also. So, that's minus seven and everybody calls it >> It's totally different. >> Yes. >> Everybody. >> As long as we can afford to do that, we should do it. >> I did too. >> Why wouldn't >> I make a motion. >> Sure. >> I will make a motion to approve 11.5. >> I'll second it. >> Motion by Josh. Second by Caleb. >> Yeah. >> No, it's James. >> No, MJ. I'm sorry. >> It was all the way over there. >> No, I was trying to >> Well,
069I heard him second it. I just I didn't get looked up quick enough. Uh by MJ to approve the teacher retention staffing. All four. I'm going to abstain. Because conflict of interest. Uh public notice of Title 1 Part A. >> This is just a notice that will be posted for our meeting we need I'm mandated to have and um I needed your approval and it'll be posted on the bulletin board and in various other places. Just letting people know that if they wanted to participate, they have the right to come and do that. >> I'll make a motion to approve 11.6. >> I'll second. >> Motion by MJ and second by Josh to approve the posting of public notice concerning the Title 1 Part A. All four? Passes 7 to 0. Authorizes superintendent to approve
070contracts for the summer period. >> I guess we anticipate >> Pardon? >> How many do you anticipate? >> Not very many. We're We're close to being staffed, but you need to get You need to strike while the iron's hot. Look what happened in the summertime. We've had a couple resign in the last year or two. Yeah, we didn't hire anybody, so uh in fact, not even 10 in 10 days ago. We just hired somebody the other day. The one that we just hired. >> Good job. >> And uh But anyway, we're We're already advertising and uh in fact, Lori sent me a recommendation for one today. It might have been 10 days ago or so. Otherwise, she would have to wait a month to get her contract. >> Yeah. >> But We appreciate it. >>
071for many years. >> Many years, yeah. >> Now, I'd like to make a motion. >> For 11 to 7. >> I'll second. >> I believe we're fully staffed. >> Except for the high school >> I think we hired that one once. That one we had I don't know if I made that motion >> I got it. >> Should be taken. >> Josh seconds. >> Motion by Derek. >> Seconded by Josh. >> To re-authorize superintendent to approve contracts for May 18th through August 31st. >> Yeah. Motion passes 7-0. Yes, go ahead. >> I I would like to recommend we hire Dawson Hearn for middle school science / coach. Dawson comes um certified in middle school math. And I I think he has his video. >> I I don't know if he has his video, but he
072is a outstanding young man. Very very intelligent. His wife is a wonderful person. They're great people. I've known him for about the last 4 or 5 years. >> Okay, thank you for that testimony. I'll make a motion to offer a contract to Dawson Hearn. >> I'll second. >> Yes. >> The second one is Brad Couch is here. We've talked about this a couple of board meetings about the benefits of having a safety officer. And we advertised and Brad has applied. We visited. Um I'm in regular contact with him for things. He's already scheduled to come for our safety. >> I'll move for the pre-on it. >> Um I would ask that you approve this um Well, but it's time. Um we're just blessed. Randy, do you want to say anything? >> Just I was looking
073forward to the opportunity serving the Ohio City. I'm vested, of course, both my boys are personal I want to see all the children in the birthdays. I mean, I love these kids and it's a changing world and I I think unfortunately it's a necessary thing that we need. And uh it's I'm at that point in my life where I'm I'm ready to get off the road. I've been with Highway Patrol for 25-plus years now. I've got tons of training and this is something that's near and dear to me. The Texas Department of Public Safety, the governor, I mean, this is something we take extremely serious. So, my training is is well done and uh you know, if if given the opportunity, I will be here every day and you know, my number one job is
074to make sure that all staff, all children make it home safely every day from outside threats. And I will put myself in between any threat that comes into contact with our staff and children to protect them. Without a doubt. I mean, I won't hesitate. I guarantee >> I want to say that Randy has really been helping with this for a long time and I was paying him anything. >> Yeah, this comes with the territory. You don't have to worry about that. You don't have I understand. >> Thank you, Randy. >> And so last thing you got I'm I'm on the contracts. We had we advertised for a middle school principal and we interviewed last week, and um this young woman came and interviewed. First one came and we thought, "Well, you know, pretty good." And
075then Dr. Delca came in and we interviewed her. And um after she left, we all just looked at each other, and the teacher that was on the committee said, "We've got to hire her. She's she's who we need in the middle school." Um and so Dr. Taylor Delca is here this evening. She came last Friday uh and met the kids that are graduating and the kids that are graduating and whatever and whatever from middle school. She brought treats for the teachers and flowers for the outgoing principal. Uh she really knows how it's done. And so tell them what you'd like to talk a little bit. >> Um I'm Dr. Taylor Delca, and I live in Tolar, which I do know is kind of a long distance. Moved my family from the Metroplex, and I've been
076there for about 8 years working there in school districts that are pretty large, but I went back to my roots at Three Way ISD before I came here. And um Three Way is 1A, and it's 199 students strong. So, pre-K through 12 principal for the last 2 years. I've loved every minute of it. I've learned a lot. Um I'm secondary at heart, to be fair though, and uh I love teachers strongly. I love students. Still hold them accountable, but I I love them, and I make sure that parent partnerships are strong, and that I've heard their voices, and all stakeholders are involved in every decision that we make. I make sure that it's well rounded, and it's supported by all of you as well. And so, um just know that I'm very passionate, and I
077love public education. I love serving students, and it's it's my heart, and it's my desire. I have three children. Two I easily have convinced to come this way. Uh but I have a high schooler that she thought she'd get the high school tour tonight. I told her there's probably not time. So, we'll go try it out in a couple weeks, but good kids, got a good husband, 15 years married, and we love this community of Stephenville area, Erath County, just all the surrounding schools and 1A's, 2A's are our heart and soul, and so I'm just here to serve, and I just want you to see that over and over again in my actions. >> I'm just thinking about the high school. Going back to the high school. I'm glad you brought her. >> Oh, is
078she ready for high school? >> Is she here? Is she here? >> She's not here tonight. I convinced them that maybe an hour and a half long board meeting is not the fun thing to do with them. They're still in school for a few more days. So. >> I'll make that motion. >> Call all three. >> 12-1, 12-2, 12-3. >> Yes. >> I'll second. >> And Carol? >> All three? >> Josh second. >> And James second. >> All three. >> Uh to hire all three new contracts. >> All four? >> Motion passes 7-0. >> Thank you very much, Cathy. I think it's going to be a blessing. Sitting here tonight, you're one of the big blessings, and I already had testimony that the third one is too, so I think it's really, really good. Something
079like that for you. I wanted to let you know that too. Okay, other thing I was going to just tell you that we did have We replaced our already big cabinet designation coming here. I was just letting you know that. We acknowledge that. We've known that for a while. >> Do we Do we go into a brief closed session? >> Okay. You need to say what it addresses. >> Um >> Personnel. >> Okay. >> All right. All right. Welcome and the time. We'll each be comfortable.
