We have our own policy for McKinney-Vento, but it also needs to be added to the fee waiver policy. And then um updated fee schedules. They changed slightly from what was presented at um the work session. The biggest one being the middle school added the National Honor Society fee. And um took off Did you have the science lab fee
007on there at that time? Maybe took off the science fee. We cannot charge a fee for science lab. And then What's that? The high schools changed. The yearbook. I don't know. What's the number on that? What should we do What do we do about that? Oh, we took off the yearbook fees on the high schools. And the middle school schedules. Why is that? Because anything that's on the fee schedule is fee waiver. Oh. Oh. And so um so the if if a fee is on the fee schedule, then um it is subject to if if the student qualifies to be a fee waiver. Mhm. So, um So, there's no fee, so the yearbook is just optional optional to purchase. You can purchase a yearbook, but it's not required. So, it's not on the fee schedule.
008Um It's kind of the way to look at it. If it's optional or um a core class, it's um not on the fee schedule. So, those were the two big changes. Um all of that is actually looking really good with all of the stuff um having been taken out and they're starting to pack dirt in there and grade and things like that. So, very excited about that. I attended the uh Utah School Superintendents Association annual meetings last week. Um there's some things to be very excited about and there are some things to be cautiously optimistic about and there are some things that we'll continue to struggle um as as as we implement legislation. So I think it's um quite possible. I don't know how quickly [clears throat] we'll see that. Um this legislative session or the next, but quite possible that will be a big push. I think we're posed in a great position um to actually kind of be part and hopefully lead out on that depending on how it comes down the pike with um the addition of the CQOE online in enrollment and expanding our Cato
025Center, which is now Apex grant. Um and and really we're in great shape to execute on that. Uh I do I can't say that as of right now, knock on wood, for the time being we're completely staffed um with certified staff. We were able to find the next science teacher and a couple of elementary teachers, so that's exciting. Um yeah, I can't believe how quickly we are preparing for the beginning of next year. Do we need more money for, you know, instruction? Do we need, you know, to rearrange resources? What where you come in with, you know, your your standards and your policy resources and then we'll be reviewing that and interlining that. So, having that uh overreaching kind of plan that then administrators can align where they need to go with their individual buildings to is the is the plan and the first step of that is really fine-tuning our strategic plan as a board. Um in that, therefore, we know what is the board's drawing. You know, um what are the board's guidelines and what are the board's guardrails? Uh

042so for this one, this is the final revision for the school year 2025-2026 budget. Um, we just did the mid-years at the end of April, so there are not a lot of changes, but there are some changes. So, if we scroll down to the second page, um, again, like all of the budget presentations, the that first page of actual budget is a summary of fund 10, so we will come back to this this page. And then, let's go to the second page. The second page is the revenues. Um, the biggest thing to point out here, can you hit the plus and make that a little bit bigger? Awesome. Okay. Perfect. Okay, so we are going to be looking in the blue column, which is the budget revision for, um, for the end of year. Uh,
043the biggest thing that probably that jumped out to me when I did them that, um, is the local revenues, the property tax revenues, they are up just shy of 200,000. Um, honestly, the biggest part of that is the redemptions from Grant County came in much higher than anticipated. Lots of back taxes, um, were collected and paid. Um, all of my redemptions are over 100% of what they had anticipated or estimated them to be. So, the biggest jump out there was >> [clears throat] >> the biggest change there is redemptions um that have now been realized. And then if you cruise down to the next one, the state sources, there weren't any mid-year or after the mid-year updates, there weren't any final updates that changed. Those are kind of the above the line funding sources um
044from the state. None of those um changed. So, nothing new there to discuss. Moving down to kind of the below the line, it's up a tiny bit than than mid-year, but not a lot. The biggest change again there is the state PILT and the mineral lease funds from the county got a little bit more than um had been anticipated um but not I mean it's up $6,000 a little bit here and there through a couple of programs, but nothing really significant. So, if you cruise down to the second page, and you can pause and ask me a question anytime you have to. Um, so if you cruise down to the next page of the revenues, this is the federal sources of funding. There's two two in there um that will jump out at you. The
045first one is the federal forest funding 66 or 76.99. We had $9,150 at mid-year, and it's actually 21,159. We typically only get one round of federal forest funding around 9 to $10,000. We got a second round in late May for $11,000. So, that big surprise, unexpected. It was about It was just shy of 12. Um, so bonus there. And then the other one you'll see is program. I think I gave it 7802 right under title one. It says title one {dash} CSI for 55,000. That's the additional funding that we're receiving from the state for um HM K um in the CSI status. Again, not huge changes here, a little bit. You'll notice there in the introduction. Um the staff the salary costs are down a little bit. Honestly, the biggest part of that is uh staff changes throughout the year now, which is chewing up the numbers. Uh you'll notice that the substitute teachers, not as many substitutes the last couple of months of the year versus what we had originally budgeted, so that's down quite a bit. Uh Aides are down just a little bit, not a lot, just that's just a function of We've had a couple of them leave that
050we didn't rehire till once the end of this school year. They are certainly uh are looking to be replaced in the next couple of months in the next school year, but as we finish out this year. So no big surprises there. Um nothing really out of the ordinary. The only other big one that will probably jump out is if you cruise down to purchased services under line item number 700 equipment and tech equipment. I increased that budget to almost 115,000. A big part of that is some of the new smart TVs that the campuses purchased for um some teachers that wanted them. Couple of them for the new preschool and a big chunk of that is the Chromebooks going into next school year. Um so no no big changes there. Um The next section, student
051services, um don't really have any big changes there. Nothing nothing stands out. I mean, the paras are down just a little bit. Again, had a couple of them leave spring break time, weren't replaced by the end of the year. They're um will be hired if they're not already or next school year, so um staff staff services, again, no big changes in any of these. That one's almost exactly the same. I mean, a couple hundred bucks off, so you cruise down to the next page. We'll go into the district administration, school administration, and business services. Um no big changes here. I made the changes in the business services where in midyear the budget was quite high. I re- reduced it back down. Uh just had a couple of people that were in the wrong accounting code,
052and so moved those around. Um So it brought that budget back in line with where it where it should be. So no change no big no big changes there. Um cruise down. You can questions certainly if you have them. Not a lot of big changes cuz we just did this in April. So, unless the funding source significantly changed, um, not too many changes happened along through the through the last 6 weeks of the school year. Again, uh, operational and maintenance, not a huge change there. Um, purchased and property services are down just a little bit. Part of that's just timing. Um, timing on some of the upgrades and things that the maintenance department is going to do are not going to happen until July, so they're not going to be they'll be expensed next year,
053not this year. Um, utilities were down [clears throat] just a little bit on the natural gas side, but uh, that's probably due to the mild winter more than anything. So, um, utility bills are up a lot this month, so we'll see how that plays out. Same, scroll down. No changes there under student transportation. Um, we had already budgeted fairly high on fuel costs just because they were high last year at this point in time. Kept them the same, so there's no big surprises there. Uh, you can cruise down to the next page. This is the community uh, this is the mentoring and beacon program. Um, had a couple of changes there. Mostly just in the employee benefits side. They had hired a couple of folks throughout the year that uh, took more benefits or had
054a higher medical maybe insurance premium than they had originally budgeted. So, no big changes there. So, overall looking at um, approximately ending the year with about $27.5 million in expenditures. Um, we'll go back to the summary sheet in a minute. Can I just cruise down to the next funds real quick? And you want to go back to the summary sheet. Nope. Okay, go on. So, cruising down to the next one, which is fund 121. This one I I took a pretty big in-depth look at it when I did the preliminary budget, so they're tracking with right where we were on mid-year, so there are no changes to the um this is the funds at the school. This is the individual school accounts. Um no big changes there. They were tracking pretty close to uh what
055we had estimated at mid-year. Um So, there are no changes in this fund if you want to cruise to the next one. The next one, this is the pass-through fund for the charter. You'll see um this one did change. This was a change on our final legislative um revisions. So, originally we were budgeted at 159. When they do all of their tax calculations and whatever the formula is, our our portion of that move for this fiscal year was 229,000. That's just passed through, so that budget reflection is um shown there. I don't have that secret formula, so um don't ask me how to figure it out. I don't know. I'm just given that. So, if you'll cruise down to the next section, this is the debt levy. Not any um significant The thing that you'll
056notice there again, just like in fund 10, is the redemptions were up. I did adjust the interest um on our investments down just a little bit. The last couple of months we're not earning uh quite as high as interest rate as we had the first part of the year. Uh the rates have fallen just a little bit, so I did adjust that down by $10,000 um just because of that's where they kind of been they've been tracking a little bit lower. Um again, you'll see that because of the redemptions we're not eating into the fund balance quite as much as we had anticipated mid-year, um but still this was on track with with the goal um having, you know, using up some of the debt fund balance about 5 to 600,000 as we move as
057this debt moves into sunsetting over the next couple of years, we need to spend down as much of that fund balance as we can. So, uh we'll be spending about 500,000 of it moving closing it out the year. Scroll down just a little bit. So, showing you that we'll have a fund balance approximately about 1.5 million in the debt moving into next year. Um there are 2 years left on this, so we'll be spending a little each of the next couple of years. So, cruising down to the next one is the capital fund. Um Again, we're looking at the blue columns at the moment. Uh capital again, like the others, redemptions were high, so uh revenues have increased a little over 100,000 from what we had anticipated. I did not reduce the earnings on investments
058in the capital fund. They have remained fairly flat the last couple of months because there's not a ton of money left in this fund balance. Um as we've paid for the track H&K remodels and all of those things with cash instead of seeking new debt. So, if you'll scroll down just a little bit, you'll notice um Purchase services is up just a little bit. These are some of the um and then the some of the remodeling going on at high school, the flooring, and um some of those are factored into that. Um all the pretty flat. So, if you cruise down just a little bit, you'll see that um Keep going. I mean, we're using up You'll see that the deficiency of of $3 million. That was planned expenditures with the HMK remodel, but I
059guess the the big thing that I want to point out because of the redemptions, refunding of the bond last November, we had anticipated having about $800,000 in the fund balance for capital at the end of this fiscal year. It's going to be closer to 1.5 million, which is amazing. It's double kind of what we were anticipating. Because of why? >> Did it go >> The big thing is the refunding and then the second was the collection of the redemptions. So, um between those two, um That's a >> That's a good jumpstart for >> Yeah, that's that's a good to like having an ongoing capital fund moving into the future. 060trending. So, not a lot of changes um in the revenues there. So, scroll down just a little bit. They're up slightly. Um But, if you look at if we'll look at expenditures, there's a couple of things there. A, salaries are down just a little bit. Part of that is we were just kind of short-staffed through the year. Moving into being fully staffed as we move into next year. We have one more position to hire and then all the kitchens will be uh considered fully staffed. Um Showing that we were anticipating transferring out about $600,000 from the general fund to cover the nutrition program. Uh at the way that this is currently trending about 475 to 500, I'm happy we'll probably be transferring less than 600,000 into the nutrition program, which is trending in the right
061direction. Um So, anyway, that's that's a positive on that line. So, we'll if goes all the way back up to the uh second page, the first page of the budget, it's kind of a summary. So, you'll see that I I've left the 600,000 in there just I mean, I'm optimistic that it's going to be 500, but this is a budget and so um I need to make sure that we're covered and do it conservatively. But, you'll see that um 28. I'm going to just call it 0.6 for discussion purposes in revenues. Again, the biggest jump is from redemptions. Um 27.5 million in expenses. So, we're looking at an overall um increase in the fund balance of
062about 1.1 million. Transfer 600,000 of that out to the nutrition program. Anticipating still an overall fund balance increase of about $500,000 at the end of this fiscal year. 065discussion now. So, this is as we move into fiscal year 27 and we go we discuss the preliminary budget. Um, that hasn't changed and I'll explain why in just a second. But, this is an updated property impact statement based off of the tax rates that I have gotten in the last week and a half. So, I just updated this um, for your general discussion. So, if you'll notice it says under current fiscal year, so this is to continue the capital campaign of increasing uh, proposing a tax increase in the capital levy. So, current fiscal year with what's on the certified tax rate website today from the Utah State Tax Commission, our capital levy was going to be .001312. Because we cannot count inflation. We count new growth, we cannot count inflation. So, I changed that
066number. We in the previous property impact statement, it was what our rate was this current year. I've changed it to what the Tax Commission said it would be next year if we choose not to pursue or you choose not to pursue truth truth in taxation. We If you do choose to pursue truth in taxation, uh, messing with the numbers a little bit, getting close to the 475 that was proposed. This is at 450. Um, the tax rate is a lot is is significantly less. Before it was going to be .001469, now it's .001425. Um, but still looking at an increased revenues in the capital fund of about $450,000. Um, the biggest reason for that is uh, we cannot recapture the inflation of the property taxes, but we can recapture new growth. Um, Grand County had
067a huge unanticipated new growth in their property taxes. Um, the highest new growth in 10 years. So, Chris Pat and I had estimated about 3 to 4%. Chris had estimated about 4%. Um, it came in much higher than that. Um, kind of took all of us by surprise of how high the new growth came in. So, that's a reflection of that. >> You guys understand >> new growth? >> Not that I was guessing in my head what it is, but >> So, >> On on property taxes, we cannot how the tax rates are set up is we cannot gain revenues from the inflationary factor. So, the state automatically reduces our tax rate like the 1. on that capital levy, instead of being the 2.001344 that it was this year, they have dropped it to the

069to increase. The two factors making that increase are inflation of property value and then and then new actual value of property. So, we can't capture the inflation piece or that growth. We can only capture or that increase we can only capture the growth piece. So, we're trying to use some >> So, the Yeah, the inflation would be if your assessed valuation goes higher next year than it is this year, that's the inflation. >> we get affected by deflation? >> We don't. >> When is that a >> We don't want to be in that realm. >> I mean, I know, but you never know. >> And and I believe I believe but I don't is is January 1 and so when you see, you know, there's still stuff being built out there that might have come

So, what you'll notice is on the previous statement, um it was going to be the the increase for the capital levy was going to be about 31 $32 $31.96. Because of the unanticipated new growth, we're actually only looking at increasing the property taxes a total of $28.97 on a primary residence and then $160 versus $182 on the commercial. So, having unanticipated new growth is you know,
072a savings to the taxpayers. So, then if you cruise down to the second page, um the biggest thing to point out here is because of the unanticipated new growth, we're collecting less on the debt levy than we had proposed. The voted and board levies have gone down a little bit. That again is the inflationary factor, but overall on the property income impact statement, we we I've talked about it before. The taxpayer will actually see a tax decrease because of the reduction in the basic levy, the voted board, and debt levy. Those collectively The reductions in those collectively do not are more than what we're seeing what we're proposing the capital to be. So, like for instance, the overall savings to a primary residence on a on a taxable average value of $260,000 will be $26.09
073for a commercial business, you're looking at about $136 overall tax savings. So, Unless you're reassessed. >> No, that's on my end. >> All right. That's fine. Um So, anyway, that So, you're over We're over We're looking overall at a tax savings moving into next year because of the anticipated growth. So, but with that being said, let's cruise into the budget discussion and I will um caveat this by saying the preliminary budget that was presented to you at the end of May has not changed from this um tentative budget for this evening. We're going to be looking at the far right column, the pink. The
074reason that it hasn't changed is because I now have the tax numbers, but the state, in order to meet all of the deadlines, this budget has to be posted 10 days prior to this meeting. I don't even get I didn't even get the tax rates until last Wednesday, and I didn't get the final state basic rate until Monday at 3:30. So, because I cannot meet the posting deadlines with um with those when they post those rates for me, this doesn't reflect that. Um I can tell you that um the local and state sources, I can't say for the federal, I did my own little tax summary for you just for way of comparison. We Up there, those are about um 26 million. I don't know. Boy, seven. 27. Well, you got to take off and
075the state is kind of So, let's just look at the local. So, that's showing um 16 million. We're going to be looking at about 22 million in increased revenue for the local sources. Um because the state sources are Huh? >> It's going to go from 16 to 22 approximately. It was the local sources. >> But part of that will include the state basic levy. 080the fund balance in the geo bond payments next year. We're looking at a rate of 0.000470. The state puts the maximum numbers allowed by law right there. It's sufficient to cover our debt payment. Capital levy, because of inflation, next year was slated to be the auditor's rate is 0.001314. If you choose to go through truth truth and taxation, that proposed rate right there is 0.0011425. The far right column shows the anticipated budget revenues from those sources. So, those are going to be the anticipated revenues. Again, the voted levy is uh None of the other levies were raised. So, it drops slightly from point the 86 Well, it was 882 this year. Next year, it's going to be 862. Again, it's all inflationary. And then uh The charter levy stays the same. And those are calculated

103maybe there's a potential bill that they're running for dyslexia. Um, apparently it's a two-part bill. 1.5 million dollars is to go to the University of Utah to develop a screener for dyslexia to be used. So it's a three-year pilot program to maybe I think train literally literary literacy specialists to identify um, students with dyslexia. And LEAs can participate somehow with this first part of the bill. And then the second part of the bill was then they would take these interventions and into the into the different districts. >> Are they supporting that? >> That's one of their priorities. >> So that's part of this special education priority. They want and it says in recognition of increasing enrollment for students with disabilities especially because of anticipated qualification due to the screening. So if we're going to be
104screening all these kids for dyslexia, we're going to have an increase in our special education student body and so we need to make sure that we fund this. >> So this is a new type of screening cuz I mean I know that we cuz we we already know >> dyslexia screening here. We don't do the screening. We if we It's right. It's a psychologist that does a diagnosis. Right. So because of this big I think push with reading, right? That the the state is really pushing early literacy and reading. I think maybe this is part of it is that we're going to be identifying students with dyslexia. So, anyway, so we're anticipating there's going to be an increase in the number of students with dyslexia. So, there's going to need to be funding associated with
105that. Um The other thing the other priority would be continue to fulfill prior commitment to increase funding for at-risk students. Um which would be students who score below proficient on one of the approved assessments. Um or limited English proficiency students who receive a score of 1 to 4 on the English language. Um So, that's another commitment or another Yeah, another priority. Um Another priority provide ongoing funding to support early literacy. And lastly, continue collaboration on public education funding mechanisms, which is very vague. So, um Yeah, so there was a lot of talk about reading and literacy and special education.
