Danielle Johnson, Shawnee District. - [Danielle Johnson] Good evening to the members of the Frederick County School Board. I stand here tonight to address serious concerns regarding special education services, student safety, and the importance of consistent compliance with Individualized Education Programs throughout Frederick County Public Schools. Every child deserves access to a

safe, supportive and appropriate educational environment. For students with disabilities, this is not simply a recommendation, it is a legal right protected under the Individuals with Disabilities Education Act. An IEP is a legally binding document designed to ensure students receive the accommodations, supports, services and protections necessary for their educational success and overall wellbeing. Unfortunately, families within our community continue to express concerns regarding inconsistencies in IEP implementation, communication barriers, lack of accountability and student safety issues impacting children with disabilities. When an IEP is not followed with accuracy, students are placed at risk academically, emotionally, behaviorally, and physically. Failures to properly implement accommodations, behavioral supports, transportation plans, supervision requirements or related services can directly impact a child's ability to access a free appropriate public education. Student safety must remain a top priority within every school building. Children with

disabilities are often among the most vulnerable students within the education system. Schools must ensure that staff are adequately trained to understand disabilities, deescalation strategies, behavioral interventions, emergency protocols, sensory needs and trauma-informed practices. Parents should never have to fear whether their child will be safe, supported, or properly accommodated during the school day, yet in this county they do, as I should know, my child lost their life. We respect respectfully urge Frederick County Public Schools to strengthen accountability measures to ensure all IEPs are implemented consistently and accurately. Improve communication and the collaboration between schools and families. Provide ongoing special education training for administrators, teachers, aides, transportation staff and support personnel. Prioritize student safety plans and behavioral supports for students with disabilities. Ensure transparency when concerns or incidents arise involving special education students. Foster a culture where parents

feel heard, respected, and included as equal members of the IEP team. Families should not have to fight continuously for legal required services or basic protections for their children. Advocacy becomes necessary when systems fail to provide what the law already requires. Our children deserve dignity, equity, protection, and access to an education- - Thank you. Time. - [Danielle Johnson] Where they can thrive safely and successfully. - Thank you, time. - [Danielle Johnson] Thank you. - Alright Dr. Hummer, you're up next with the Sup report. - Alright, Madam Chair, thank you very, very much. I just wanna start by saying, wow, our students and staff portion of our school board meetings continues to be absolutely fantastic thanks to our students, thanks to our staff, and thanks to our school board for allowing us to expand on recognizing the

great things that continue to happen in this exceptional school division and make this community so exceptional by allowing us time to recognize what matters most, which is our people. The performances are also a reminder that hard work pays off and leads to amazing outputs, such as what we saw this evening. We had an elementary school cohort that sounded just like a high school cohort and I'm so very, very proud of them. And our high schoolers sounded like professionals singing on MTV. I'm just so proud of them and all of the hard work that they do and we have a lot of work that fulfill our goals in keeping our students the main thing and we thank everyone for those efforts. On that note, I want to give a big shout out to our human resources

department, media and communications team, the Millbrook staff, as well as the James Wood High staff. For another successful year of end of year celebrations. We have honored over 40 retirees and our staff award recipients, whom you all met this evening. Not only do we have outstanding staff, we have staff that go above and beyond, regardless of how tumultuous this profession can be. This job is not easy yet we continue to chisel away creating the foundation our students need in order to be successful each and every year. So thank you to Mrs. Campbell and her team and thanks to all the retirees and reward recipients. Speaking of creating foundations for students, we have our high school graduations next week and this is by far the best time of year. Celebrating hard work, resilience and determination is

what we are all about. And I wanna offer a deep, deep congratulations to our graduating class of 2026. On Sunday, I had the honor as well as Mrs. Knight of handing out scholarships to our high school seniors and my message to them was receiving thanks from our future selves. We should always strive to be better every single day and our future selves thanks us for the hard work that we put in today. Now brace yourself for this one. You know 'em all about data and numbers. So last year we handed out $4 million worth of scholarships. This year we are over $8 million of scholarships. That is significant and we were very, very proud. It was a long day, but it was worth it for a long day on a Sunday and we are very,

very proud of our students, their hard work and the staff that supports them. That goes to show the dedication and commitment our students have. Earning a scholarship is not easy. They're not just handed out. There's a lot of hard work that goes into that over their high school careers as well as filling out the paperwork. If you've ever done that before, it is very, very tedious. So thank you again to all of our high school seniors and we are looking forward to seeing each and every one of you at all of our graduations next week to celebrate with us. Additionally, in a very short while, you all will be asked to approve our builder for the fourth high school. There was a lot of work that went into getting us to where we are today.

And I want to give a big shout out to our planning and construction team, our finance team, VLK and Mr. Ben Thompson, for their diligence and precision to not only get us $10 million below budget, I wanna say that again. $10 million below budget and we were able to get 1,600 seat capacity and we were able to get our turf field. So those are our two ed alternates that we were not sure we were able to get in. So thank you for your hard work. I see Mr. Kenny sitting back there, he was an integral part of that. This is a testament to our promise to take care of the taxpayer dollar while also ensuring that we are doing exactly what we need to do for our students and our community. We are looking forward

to receiving updates once we break ground in a couple weeks if you all approve this project this evening. And I also would be remiss if I didn't thank each of you as well as our board of supervisors for approving this fourth high school and doing what this community truly needs. So thank you all very, very much. Lastly, I want to end on mixed emotions. We are celebrating a new principal taking over Sherando High School and we know Mr. Shepherd is going to do a fantastic job. Additionally, I also want to give a big thank you to Mrs. Karen McCoy, who is retiring on June 30th. When we announced Mr. Shepherd today, he did get a wild, wild applause, and my team can attest to this, Mrs. McCoy got a standing ovation and that is a

true testament to her commitment to this community over 33 years. She was a teacher, she was a coach, and she was a huge influence on many individuals in this community, past, present, and future. We thank her for her dedication and we know that she will be back roaming our halls as a substitute, cheering on our players on the field. And I told her that she will get in for free and if anyone holds her back to let me know. And we are just very, very thankful for those educators that are in this amazing community. And like I said earlier, that is what makes Frederick County so fantastic, it's our people. So thank you Madam Chair, that is all I have for now. Thank you. - All right and next is the student rep report. -

Hi, good evening, members of the board. My name is Gavin Flynn and I'm your student representative from Shernado High School. And the other student representative, Isabelle Collegeman, was not able to make it today because she wasn't feeling well, so I'll be doing the whole presentation. And this presentation is on a recent survey we sent out to students asking for what we can do to improve their experience. So for the agenda we're gonna start with survey details and move on to questions at the end. So our survey was open from April to May and we distributed it through student email accounts where they were able to respond anonymously to help encourage them responding. Through this method of distribution, we were able to get over 900 responses across four schools representing every grade level. So the topics

that we considered in this survey, which students were able to rank from most important to least important, was afterschool transportation, so providing late routes for students to attend their extracurriculars, more tutoring opportunities, so peer led and faculty led academic support in subjects, career speakers and internships, so pathways to careers, career exploration promotion and trying to provide internships to students and opportunities to apply for internships and promoting project-based learning within the classroom. For our research conducted, we saw that across all surveys and all grade levels, students prioritize career-focused opportunities. And coming in second, project-based learning and afterschool transportation were close depending on which grade level you look at. And across all grade levels we saw that tutoring wasn't a priority for this year. We also had the option for students to leave custom feedback and we

saw in the custom feedback that many students asked for new school schedules to help them have less stress and balance their obligations and more extracurriculars. So the topics we need the research to know what to do with this information is first we need to figure out how to realistically expand career opportunities. We need to find what's currently in place with the counseling departments and then find why students ranked it as their number one priority in what they need and what's feasible to help them meet their needs. Second, we need to research is afterschool transportation feasible? This was a very ambitious goal that we had and we need to balance things like costs, scheduling and seeing if it's even in demand. So we're gonna need to need the research, comparable districts, interview our own staff and

see what they feel and also look at national data. And finally, we need to figure out how to advocate for students at the state level. We need to make sure we're representing students at every way possible. So we need to work with our board of supervisors, the state leadership, and everyone we can to make sure students get what they need. So what's next for us as a student representative team? First we need the research topics, as I said, to ensure the feasibility of our goals. Then we are going to prepare a report that we're going to present to the school board with all the data, research, interviews and knowledge we've obtained from our research. And then once we prepare this report, we're gonna allow this board to make the decision that they believe is best

from the students based on our data. And finally, we're gonna install new student representatives so they'll be able to take our plan, refine it, and keep working on the goals we have. That is all I have for the presentation. I'm glad to open it for any questions, feedback or suggestions. And here's a recap of what we talked about in this meeting. - Thank you, Gavin. - I really liked your data viz, the way you set it up, and very impressed with you advocating for representation at the state legislative level and being able to have the foresight to have a succession plan, which is sad, but thank you. That's all of the comments I had. - I'd be interested in the afterschool transportation piece especially. I think there is a need for it and anything that

I can do to assist, just let me know. I'd be happy to help with the research, help with the questions in the interviews. - Thank you, Mr. Bill. - You bet. - Is this the first year that this survey was sent out or has this been done in years prior? - Yes, this is the first year that this survey has been sent out. - So over 900 students. I think that's fantastic and I can only imagine the response in coming years. So thank you for engaging and thank you specifically to the students who felt strongly and responded. In the next steps something that I've learned in my own, you know, dealings and business and everything else, whatever suggestions may come from the student bodies or parents, whomever you talk with, making sure that everybody has

a seat at the table. You don't know what you don't know. And just making sure that interfacing with everyone could, you know, make a world of difference. But I'm certainly looking forward to working with students and everyone else to deliver on some of these. - Thank you. - Alright, thanks again, Gavin. Next is the safety and security end of your presentation. - Good evening chair, board, Dr. Hummer. Tough act to follow there with Gavin. Good work. Alright, so I've got a couple things to go over with you collectively this evening. Hopefully we can be relatively brief. Here's a highlight of the things that we'll overview. Mostly just achievements that have happened, several things that we've accomplished since I've been able to be in my role as well as things that the department has accomplished across

this whole school year. The first thing I wanna highlight is just some data in terms of standard response protocols. So these are the five emergency responses that we conduct as a division when we see fit based on circumstances that may arise in any one of our buildings. The data that's pictured here was pulled at the beginning of May, so some things have changed, but in total we're experiencing about a quarter of the emerge, or excuse me, one emergency for every four drills that we're running, There's a heavy focus on evacuate drills, which are associated with the fire code. So there's some state mandate there and some state mandate that lays out the framework for some of the drills. But it's a good glimpse to be able to see kind of what we experience most in

schools, which is by and large the utilization of secure and hold. So we heard mention of secure being utilized at James Wood middle, or excuse me, James Wood High School and Apple Pie earlier. After hours event safety has been a good achievement that we've had as we know across the community, we've implemented clear bag expectation for all events at all schools. This work is gonna continue to evolve to incorporate utilization of weapons detection at after hours events, as well as just a comprehensive standardization of the protocols that we follow for after hours security. So essentially we're working on the development of a tool that will help administrators make a quick standardized decision on what parameters they need based on certain factors such as the number of attendees that are at an event, the setting, whether

it's a sporting event or a school board meeting, or different things to that effect. Event Safe is something that we've added to our Raptor platform of services. It enhances our visitor management process. So this is essentially a technological upgrade that we're undertaking at each one of our schools. The transition that's going to take place is currently, if we have a visitor come into a building, they furnish their ID to administrative assistants in the office, they drop that ID into a reader, it runs a series of screens to make sure that that individual should be indeed on school property and then they're given a visitor badge and taken to the next position within the school whatever they may be there for. This will enhance that process by taking that workload off of administrative assistance. It's gonna

be a tablet driven solution that individuals will self navigate themselves through. We'll place those within vestibules. So we'll accomplish that screening with one more kind of gate enhancement in terms of people coming into the building. And then it's gonna support speed with entry into midday events. So currently, for example, we may have an award ceremony at one of our high schools where kids are getting recognized for something in the middle of the school day. During the middle of the school day we execute all of these screening processes. In our current structure, that takes a lot of time. It's a heavy burden on school staff. So this event safe component enhances the speed of that and provides some opportunity for people to pre-register so that that becomes more expedited. The last piece there is Raptor Passport,

which is kind of a neat feature. So that's what's photographed. Essentially members in our community can download this application and pre-compare their face through a photograph with their driver's license, government ID, and take care of a couple of those steps that need to take place each time they come to a school. What they will do then, once they've done this within the application, is just scan that QR code at the tablet and it'll get 'em in even more quickly. We still run an active screen when that happens, but just helping to kind of streamline some of those front end pieces. We've implemented a new training rhythm. This is something that we're very excited about. We haven't accomplished a ton of training yet because we obviously need to balance school staff time effectively with their demand

and what they're here to do, which is educate kids. But we're excited about this transition. We will be having quarterly in-person trainings for all safety stakeholders. So those are gonna kind of be open door to folks within the division that want to take a advantage of the opportunity to learn about what we do. And then we're gonna have additional biannual trainings that are a little more enhanced for our school security officers and our emergency response team. So right there there's a photograph from our first training that we conducted with school security officers that was done a few weeks ago. Took advantage of the special election day actually. We are implementing an enhancement to our school safety audit committee process. So Virginia Code requires that we conduct safety audits on each one of our schools every

three years. This is something that the division has been doing, but we've seen opportunity to where we can leverage that a little bit more. So we've opened up applications to members of the community to join in on this committee. We have named three parents, three teachers, one student representative who happens to be in the room right there and some public safety partners that will be joining that committee. What essentially will take place is every year we'll conduct audits on one third of our buildings. Those audits will take place over the summertime when the schools are empty so that we can be very comprehensive and evaluate against high set of criteria. Those results will be consolidated and shared in a sensible way with the community members. We wanna be sensitive about some of the details that

we have cuz those are intentionally privatized, but by and large a lot of the information is very good for community consumption so that they understand what we have in place. And then what we'll do there is we'll garner feedback from those folks and inform what we're doing based off of that. We see also that this is gonna help us accomplish this, a standard of what we need at each individual building. Some quick hitters on accomplishments. So not to take away from the accomplishment that it is, but we have weapons detectors in all of our buildings. That's a great security measure for all of our students and staff. We finalized our employee ID project, which was essentially ensuring that every employee has a FCPS ID much like the ones that we're all wearing and that it

dual purposes as a fob so they can utilize that at a key reader. We've distributed enhanced radios to our emergency response team, which helps with connectivity across the division. Conducted some training. We conducted a listening tour after I assumed my role. And we are doing work toward the Ignite 2030 strategic plan in reference to enhancing the School Safety Ambassador Program. The stuff that we've got on the horizon, we are beginning work on our division reunification plan. We are sourcing or working with vendors to hopefully acquire as many, consolidate as many of our security technologies into a single pane of glass as is referred to in the IT space that will essentially provide administrators one point of access to get at all of their technologies that help produce secure environments. We're building a safety and security

five-year plan that'll be aimed to be consumed by yourselves as well as the community. Wanna continue to enhance radios and ideally get transportation onto the same radio band frequency that our schools are on to promote interoperability. And then we will continue to train. Are there any questions? - I don't have a question, but I just wanna say again publicly that since taking this role, your impact has been both positive and observable, so thank you. - Thank you. - Alright. - Thank you. - You're welcome. - What they said. - Good? - Mm-hm. - Have a good evening. - Thank you. - All right, last but not least is the technology advisory committee report. - Good evening, everyone. It's good to be with you again. It's hard to follow all of that. I mean and truly

try to make it interesting, but I'll do my best if I can. It's an interesting side before I jump into my presentation though. There'll be a piece, I'll talk to you about budget and cost of technology in general for the organization because again, we're looking at it as a business model and that amount of money that you just heard about would be very hard to track in a line item. So you are spending an enormous amount of money on technology in the district that is not hard data, but soft cost. So I think one of the things that this committee that I am chairing will be able to help you do is to understand your enormous investment. Because right now, folks, as of the '25 audit, which was just completed, you are just to the

right of $13 million in hard cost. So very definable by a line item. What's not definable are your soft cost and that's the user groups. And I would say that if you were able to and wanted to spend the time and energy taking a look at the cost of the soft side of technology, you would double your commitment to probably into the high 20 millions, if not 30. So it's an interesting concept that we have when we talk about technology. So let's get started. I chose tonight to put up a classic Rube Goldberg visual. And the reason I did that is because that is the essence of technology what you see in that visual. It's complicated, it's complex, and for the most part it begs the question why, right? Why would it, why? And so

what I wanna share with you is that our technology committee, your staff in the tech department, we're going to be looking at the why of all that goes on in the district. Not just the fun aunt at the party. And the fun aunt at the party is the ed tech, right? Look at the printers, look at what we can do, look at the classroom, look at our learning. Oh my gosh, it's so much fun, right? That's just a pin prick of technology that goes on under the guise of FCPS. So that is why I started with that because I think it's a great way to set the tone. Now this piece I added because it's fun, but it's also a tongue in cheek nod, all right, to AI. And the fact is that we are

approaching the realization that although in the marketplace, the more creative AIs are running rampant, we in the school world have been able to hold them at bay, but eventually they are going to start to seep. And what we have to understand is that although our computers won't find us offensive today, there'll be a point somewhere in the future where in fact they will. And that is what we need to understand and work toward as we work with you to answer your why. One thing the committee can do, going back to my original piece, was that as you would ask, why do we want to spend money on tech? Why do we want this tech invited into our home? Those are the things that we will as the committee be able to help you as a

board understand because we will be looking at tech all around the district and not just in the classroom. The next piece is the recent, it talks to the fact that shelf life of the technology that you have in place today is probably shadowing out. And therefore the enormous expense of replacing that technology with a better correct technology is a very hard decision to make because it's robust. Every vendor out there has the answer to life. We know that. All you have to do is go to any workshop or any conference and there'll be line on line of people who are willing to give you the best of the best. In my day, we had book publishers do it. Today, we have tech folks do it, but it's the same sales pitch, it's just a little

flashier. So this I put up there just to remind, to let everyone understand we get it and we'll be working with you to make sure that as you reinvest, refresh and look at your technology and its use within the division, we'll be there to support you. So who are we? Who is this band of merry folk that get together and form the committee? So basically here, it just gives you a look at who we are, the number of people that we are currently five members, and if I can throw in a quick PSA, we would love to get a representative from the Red Bud District and the Stonewall District. So if you all know somebody who is interested in tech or anyone who might be watching tonight out there, you are more than welcome to

just reach out to the superintendent's office, if I may Dr. Hummer, and he will make sure that your name is passed in onto us. So we'd like to round out a representative from each of the voting districts so that every voice is heard at the table. And basically also this year I thought it was very interesting cuz this is the second year of the committee and only one of the members from the first year returned. The group that's gathered, the five that I mentioned, very, very positive group of people. They have a great deal of depth and instructional design, professional development, governance, finance, network architecture, cloud computing and cybersecurity. So the people at the table with this committee are really focused in the world of tech and understand it. And so it's very interesting. I

would invite each of you, Marina, I know you're our rep, but each of you are welcome to come anytime and sit in. It's very interesting conversations. So that we hope that we will be able to, as this slide indicates, serve you as a resource as you will be making your decisions. So what is it that we look at as a committee? And it is the security and safety. Well, you just had a great presentation on that, but we will be reviewing that as well because there are a lot of ins and outs and high level conversations and then functional conversations. So we will be having those, we will look at obviously your network infrastructure and functionality. We will be, as I mentioned before, keeping a sharp eye on the AI deployment. We are also looking

to really create a much more robust DRP and a business continuation plan because basically right now your DRP focuses on the cloud backups, which is great until somebody decides to unplug the cloud and then you have nothing. And also your business continuation plan is something you really want to look a little more in depth at and we will be doing that with you is to really understand what happens if the plug gets pulled, how many people can go on teaching without technology and how well will that happen? And these are the questions that we need to kind of look at for you and put a good plan in place. So we'll be doing that. The division's technology plan, we're looking to make that a little bit more robust. So it covers all aspects of technology

in the district and not just instructional and I understand that the wisdom of the State Department of Education back in '21 decided that you could envelope that into your strategic plan and it's really about how tech is used to educate, but if you look at what's going on, even in this room tonight, all of this tech is not necessarily educational, but it is tech. So we wanna understand how that works. We'll look at the administrative structure and operational technologies individually and then as a conglomerate, your technology budget and then most importantly, your technology department staffing and support commitments. Are we right sized? And this is a question I think we'll consider, you know, more deeply as we go along. And this one, I think it's time just to tout the good work that's being done

by the division under Mr. Grant who's here with us tonight's leadership. Here are a brief summary of accomplishments. I won't read them for you. By the way, you all got a more in depth report, I believe a written report from the committee. So these are just really a short capture of those. A lot has been accomplished and you will see a lot more coming up. We also have the looking forward big, big event coming up as a transition from Verizon communications model that you'll be doing. Hosting the Google for Education Forum is fantastic and a variety of the other improvements. So if you have questions on those, please feel free to reach out to Mr. Grant at any point in time and he'll be able to answer them for you. This slide I put in

here only because it's cute, it's fun, but more importantly it kind of echoes for us the depth that went behind these dancing monkeys and all the folks that work diligently every day so that technology just seems to happen. And for that, I'd like to give a nod again, Mr. Grant, Ms. Underwood and the whole technology team because they are that seamless energy that makes this microphone and all this beauty work. So thanks. And that is my curtain. So if I can answer any questions for you, perhaps not tonight, but certainly come to the meeting and join us because we have a really good agenda ahead of us for the rest of the year. So no questions, I'll let you get back to your work. Thank you. - Thank you. - All right and up next

All is in

favor signify by saying aye. - Aye. - Any opposed? Motion passes. All right and do we have any board member comments? - I have one comment I would like to make. Since Monday is Memorial Day, I've had many titles in my life and the title of veteran is one of the ones that I'm most proud of. Not that I did that much other than fight the battle of the beer hall in Germany on occasion. But when we opened, I don't know if any of you have looked at the museum items we've put in the hallway here, but if you'll look on the left side of the hallway as you're going down there as a roll of honor from the Steven City High School. And that high school was in operation from 1913 to 1950. And

on that role of honor is all the students, and I'm assuming some staff probably that served, and I don't know what capacity they served in, but I know quite a few of 'em were probably from World War II and since Monday is Veterans or Memorial Day and it's more than sales and barbecues, our countrymen laid down their lives so that we could have the fantastic nation that we have today many of my own family did so, but on that role of honor out there, when they were cleaning it up, Ms. DeSantis and the superintendent's secretary were cleaning that thing and restoring it. There are two gold star people on there and they were high school students from Stevens City High School and I just wanted to remember them on this Memorial Day cuz their names

have been forgotten over time I'm sure. The first one is Banks, Marvin Lore and he was in the United States Army and I couldn't find a whole lot of information on either one of them. But he was born August 12, 1922 and he was killed in action March 13th, 1945 at the age of 22. He's buried in Mount Pleasant Cemetery, Westmoreland County, Pennsylvania killed in action in Germany. The other name on there that's a gold star name is Paxton Wood Orndorff, United States Navy. I could not find a date of birth. He was a seamen second class and he was missing in action April 6th, 1945 in the Admiralty Islands of Papua New Guinea and he is memorialized at the tablets of the missing in Manila's American Cemetery in the Philippines. And I can't say

a hundred percent sure, but I think that is a picture of him that I found. Just wanted to bring those two names up of the many people who've served this great nation and paid the ultimate sacrifice so that we have the freedoms that we have today. And that's all I have. - All right, I do wish that everyone have a peaceful and restful Memorial Day in memory of those that have served and sacrificed. We have one announcement for tonight. Our next school board meeting will be on June 16th and do I have an motion for adjournment? - Madam Chair, I motion we adjourn the meeting. - Second. - Motion has been made and properly seconded. All those in favor signify by saying aye. - Aye. - Any opposed? Motion passes. (gavel clacks)
