001e anticipated by the chair to be discussed at the meeting not all agenda items May in fact be discussed and other items not listed may also be brought up for discussion to the extent committed by law so we'll call the meeting to order at 6:04 um and as always citizens participation um Mark we out for us today good day spring welcome to Spring by finally everything's okay here the house may be by myself and all but it's it's all normal I would like to thank the Board of Health for another winter to get through with all everything into the town itself and add with your with your uh um way of doing your things all the time every single second you're out there I just wanted this is make it real quick and um just

002say that we're all good spring ahead and we all won't look dead thank you go all right thanks Mark um number three up Medical Reserve Corps update with Michaela um Raj you want to make the introduction yes sir so uh we have Michaela we have Brenda U from from our middle folk uh uh MRC that this is our group now uh after we SP split the our MRC into three parts you know so I'll give it to Micha Brenda and I guess Mr David is also from MC he's here you know hi as I'm M thank you hi Michaela thanks for being here yeah and Brenda's here too she just um had surgery yesterday so she's gonna be off camera but she's my unit leader and I'm the unit coordinator for our unit um okay

003so I just wanted to come here and give background and updates um on the MRC so ashin is one of 10 towns in the middle folk unit the middle folk MRC unit um the other towns are Dover Framingham Holliston hackington Medfield Millis Norfolk Sherborne and R them so you guys are one of 10 um I currently have 90 volunteers right now active and Deployable um 14 of those are yours from Ashwin just as an FYI there um I do want to give just some history on the MRC just because some people might not know um so back when 911 happened um there was no real organized system for utilizing the medical and health professional volunteers that were willing to um participate and help their community in a disaster so in 2002 that's when the MRC

004was created and now today I think there's like 800 units and like 300,000 Volunteers in the country so it's grown um and you guys are part of it so that's good um as raj knows these volunteers are for the T for your town to use um and you can use any of the volunteers like you can use framingham's volunteers do what have you um and Raj knows to request these volunteers from me for parades fireworks road races vaccine clinics um and disasters obviously um and if you have health fairs or something too um and then so the update part is we had our meet and greet in Framingham um ashlin's meet and greets coming up on the 30th um and this is a good time to recruit because you guys only have 14 volunteers right

005now so anything I can do to help I can work with Laura Raj to get the word out there um and this meet and greet is when they can this is for them to sign up um get to understand what the mrsc is all about um usually the veteran volunteers come too so that's actually really helpful because then we can get everybody to mingle and get um advice and experiences um and there'll be a PowerPoint too there for any new people um so yeah I'm excited you guys are going to have your meet and greet April 30th so I'm excited for you guys question for you Michaela nice to meet you thanks for coming did you did you say you already had one meet meet and greet yep and Framingham okay so ours is April

00630th yep I mean anybody can come to it though I want like Framingham can show up everybody can show up but you're just to make it to get your volunteers there um and I'm trying to get everybody like right now my main focus is getting everybody's cories in and making them making sure they're Deployable their credentials are done everything because um because we need more people um so I'm hoping I can recruit more people at this meet and greet um and there is a flyer I think Laura has a flyer that um she created for this to get the word out okay so um would I contact you Michaela so there's an event and I don't know if Raj told you about it it's a h free medical clinic in August that we're trying to

007get some volunteers for um actually Dave Kinsman here is part of the um team that's recruiting would you be the person that we contact directly NOP so you would tell Raj and he would fill out a it's called a volunteer request form and he's email it to me and then I do the work from there so everything goes to Raj okay got it Raj you may have told me that sorry if I forgot no Dr J we'll work on that you know so but give me give me the numbers you know and then I'll put the question okay great thank you nice to meet you yeah yeah hi Michael how you doing um you had said that we have 14 volunteers you know in your opinion what would be our optimal number for many as

008possible there's no um I don't really I'm brand new so I don't really know like what other units have I would probably refer to Brenda on that one she's got more experience um but definitely as many think well I think you said what there's 190 in the 10 Towns so and there's 10 Towns so that it would average 19 so I guess we're a little low in that respect I don't know how many you know other towns have oh sorry there's nine zero so nine zero yeah we're we're above the average then yeah we're very small okay um okay most most towns um I started out as a member of the wle MRC before I took the public health nurse job in Medfield and Walpole probably has 110 volunteers Medfield has 20 I mean it's

009an up and growing thing you can never have too many and we can always use if you request 10 volunteers we're going to put the word out for 15 because as we all know five people get sick or can't come at the last minute and been a really good job with that so far okay all right thank you and we do tap in what people don't understand is if Ashen needs volunteers it goes out to all 10 Towns so people can help in in event of in a real emergency in ashin you're going to get volunteers from all 10 communities maybe not the parade but and in emercy well right okay all right anybody else any have any questions comments no okay Michaela thanks very much and um you know as well as um is

010it bar Barbara I'm sorry Brenda Brenda yeah thank you very much for your time you're certainly welcome to stay on you probably have better things to do on a Tuesday night we appreciate the the introduction and you know a little bit of history about you know the MRC and um we'll see you on the 30th yep I'm excited see you guys on the 30th all right yeah thank you excuse me David rosan I'll say goodbye to I'm a member of the MRC you gets anyway good see all right thanks Dave okay thanks Dave okay um so um L informed me I think before we started that um apparently we don't have the revised Board of Health fee schedule so I think Laur did you say you want to just share your screen and then Raj

011you or Raj can go over it okay yes I I can I can go you know do you see it okay it's coming oh there you go Mr we we actually have done three three changes in the fee schule uh right two two of them is for the swimming pool uh we have couple of requests you know uh we have a new swimming pool coming in town at 1900 Chestnut Street and uh the pool at the Jo Drive Chestnut uh Place Apartment need a major renovation so we didn't had u a item on the fee schedule to charge for these Services you know so we have put uh new pool construction at $150 and then a swimming pool renovation for at $100 fee for for the Department uh these are two items and we didn't

012had on the fee schedule is for any late applications you know when when early uh in Jan we process our new permits or end of end of year uh we didn't had a fees in in the schedule so we have put that uh $50 uh fee for The Late Late Late applications you know so these are these are the changes uh we are proposing for the fee schedule okay is that something we need to vote on that should that is correct sir yes okay all right and everything else is the same that is correct okay all right anybody like to make a motion to approve these updated fee schedules I I'll make a motion to approve appr the fee schedules as presented that's great any seconds I'll second okay great all in favor I hi

013hi hi hi Barbara how are you okay it looks like that pass is H five nothing thanks Raj thank sir thanks Laura okay um item five uh the uh mary mortensson public health award you know voting on the nominees um I know that somewhere I read that there were a few more you know potential nominations I know we have two letters you know of uh recommendation for Jay that you know we've had uh you know on the docket so uh one from Stephen Mitchell and one from you know Rob St Germain so you got glowing recommendations for them I know you had already been up for it I think we had one of the school nurses or Public Health nurses I think that Ed had said are there any other uh recommendations or nominations did

014did we get any nominations from the I know it was publicly disclosed right in Michael's newsletter um or am I mistaken but I I know that we were trying to get the uh public to think about that is correct Dr J so we we didn't I to what I'm aware we didn't had anything else you know besides your two and last time we we discussed you know as Mr bman nominated that School nurses we already gave them the award last year you know so to my knowledge we didn't had any any other nominations come through so yes we we went to social media we tried all the outre you know so and Mr chair that only two nominations are for Dr J you know okay all right can anybody start or or no anybody like

015you know like to you know make a nomination I you know I I I obviously there's nobody that isn't worthy that's you know putting their time into in the public health you know just from a personal stand point I think uh you know Jay is you know spearheaded the you know the remote access you know or Area Medical and is doing it again this year and I I certainly think that's you know a very time consuming Affair and I know you have a lot of help you know but certainly you know you were the you know the one that at least you know was the go-to guy and and thought about bringing it and I know Ed's obviously invaluable I know Ed Hart is and Steve Mitchell and everybody else who volunteers and Raj but

016you know I I certainly think you know that that's a a really you know worthy reason to have this not only to do it once but then to torture yourself and do it again you know is really all all the people that you helped you know at least what I I think you know one of the letters said at least 300 people you know you know 300 visits last year and there's going to be at least that many or more this year so um you know I I would certainly nominate you know Jay even though I obviously like I said whoever you know the the nurse that Ed um had nominated obviously is is worthy as well Hey Ron Ron can I say something yeah sure I tried last time with this to nominate myself

017but I'm not going to do it again this time so I'm not going to nominate myself but I'll I'll second whoever gets it even though I'm a citizen okay I second to whoever gets it I B up myself but I am on the astion democ town list committee that got about thousand votes so I'm blowing my own horn for that okay all right well yeah and you're always at the meeting so you definitely deserve to be commended for that that's for sure yeah Ed Dave Barbara anybody else Jay um I just uh one point that's worth bringing up is Laura had sent around a list of uh the previous recipients and um as I think we did mention at our last meeting the School nurses were included with the co Response Team um of the

018ashon fire department the police department the School nurses uh in I guess a couple of years ago um so U I personally um joined the Board of Health just before the um the whole uh the actual execution of the ram Clinic last year but uh from everything that I can tell it it was really uh Jay who who was the the impetus behind the whole event so I certainly second Jay's nomination okay anybody else any further discussion okay all right um but say we can vote on it um favor excuse sorry did somebody make the original nomination motion yeah I I I did if if that was if that counts for me to do it I know other times I have to ask for it but I thought with this I could do that so

019okay unless I have to I need to abstain from the vote Yes I think we have enough people here right yes yep right right I think one person would be enough you know but um anybody else have anything to say Barbara no I just um no okay all right all right you know all all in favor of recognizing Jay for this you know uh for this award I hi right hi yeah all right all right Jay that that's great congratulations you know thank you for the the hard work I look forward to you know giving you that award maybe we need to this R over but you know yeah you definitely good defitely are yeah yeah well thank you very much I do appreciate it all right now get to work you're up next so

020we are uh in we've submitted almost all of our funding applications there's one right now in progress for the Metro West Health Foundation it's a little bit larger it's not huge but it's a little bit larger than the the ones that we've done um before the other five which are for banks and other organizations so we got six applications in the works I think if we get uh funding from five of those we should be good um so I'm not worried about it at this point I don't know if I mentioned this before but we have secured Framingham State for the dorms for a second time for the second year and these yeah they're the dorms for Ram there's 30 uh RAM staff and volunteers that come in uh their core volunteers their team um

021or their what they call their subject matter expert so they'll they they need a place to stay so Framingham State did it last year and they have agreed to um to do it again this year um let's see what else and then I don't think I mentioned this before but um we need a dental license from um I believe it's the Massachusetts Dental Society um and I may be butchering that name is that right Ed do you know yeah so anyway that correct yeah thanks that license is in the works um and and that shouldn't be an issue we got the license last year so U that those are the three updates that's it it's it's we're moving forward okay all right that's great just just a question what what is you know what what

022are the um Financial requirements what are you looking for for you know for donations we're looking for 30,000 um that's the budget that's required to carry it um and so we put out um a a donation request form with different levels of donations and these would be like corporate or organizational donations and then for with each donation each level of funding um or sponsorship um they get um something related to advertising names on a t-shirt names on Flyers um any um you know any any public uh statements that we make we make sure that we we name these folks so yeah so that's what we're looking for and then if we come in under that 30,000 we will go out like we did last year and ask individuals to donate so these are smaller amounts

023and that's how we we put it all together last year so and ideally we have money by June um so that we can start yeah that's what I was going to ask when by June okay yeah so you have another few months to to get it together okay another few months and then also we we can't really make a large batch of flyers or uh promotion material certainly can't make the t-shirts until we know who is going to be sponsoring so I I think uh there's I don't want to I don't want to I can't remember exactly so I don't want to miss speak here but I think it's anything from $5,000 and upward you get your name on the back of the T-shirt so we can't make those 300 odd t-shirts until we know

024who's sponsoring so the sooner we get these funding applications submitted um and hear back the better okay yeah right great all right thanks anything to to add um Jay I think um when Raj does the application for the MRC I I if Raj maybe if you could be very specific when people from the MRC sign up to volunteer on the website um if they can identify if they are bilingual or trilingual so that we can use them in that capacity I really I will put that request so yes you know yeah definitely that's a good point and Raj um I was just I was going to send you an email but I might as well just ask so on April 30th when they MRC has its meet and greet I didn't catch this do you

025know what time and where that's going to be so Dr J this one is at in in at Ashland Town Hall right so this is going to be our event 6 to8 um at the select boards room okay last time we discussed remember that I guess you was traveling right when it was a firmingham event right so yes so I I guess it's going to be a good event you know and I mean that's why we we took this early so people enroll for it and we can get them into RAM Clinic you know so that's the rational you know hopefully hopefully people show up you know and sign up for for us you know yeah yeah excellent well I'll be there so well wait wait a minute now so 6 to 8 um yeah

026we don't have a board of health meeting on the last last week I'm sure I have something else but I can move things around because I'd like to make it yeah only thing is like if if if three or more board members are going to come then we we have to post this meeting you know so we I will I will talk to everybody you know just to make sure that in case everybody's coming we just post the meeting just just to cover ourself You Know M makes sense thank you y thanks all right okay moving on to uh the health director's agenda Raj thank you Mr chair so first thing we have some staff changes uh coming uh with the public health nursing uh Jessica who who's with us for almost over two years

027you know as a staff member or with the shared services she have actually put two weeks notice a two months notice you know she's actually getting her license uh to to practice uh um as as a nurse practitioner you know so she she's going to college she have full-time job at Newton Wesley you know so she she's not able to take the load so she she's she's going to be you know taking a leave from the clinic um brid who our new public health nurse with the shared services uh will be assisting US during during the time or during the Gap you know and then we have Kate Pander also who is our part-time Public Health Nur uh so that's the update on that uh we'll be presenting I'll be presenting uh before the Citizens

028Academy on the 27th uh along with conservation sustainability and Library this is on March 27th in the evening uh 628 again U I did get nominated uh for for the dph environmental health Advisory Group uh these are the new groups they are forming at the State uh I did send them the paperwork in I I feel like you know being a member or in Advisory Group we going to help Ashland as well you know for for me to know more stuff at the state level and you know make some contacts you know so hopefully I get that uh position in The Advisory Group easy convenience this is from the last time uh we have a ownership change going on here um the new owners was here today uh to get the applications for the food

029as well as the to back uh update on mil Pond uh they did submit addition of the equipment application to us on March 7th and we have approved it uh once once they are done with the work we'll go out for inspection with the housing cases U we did had the meeting uh uh last week you know uh with the chestnut Place Apartment owners uh they came to the town hall we discussed all the ISU ues that all the Departments are facing at the apartments uh including us building department uh and we had a good meeting uh only other thing uh they are changing the management company uh I guess they starting this Monday and I'll update the board about the new company will be managing the chestnut Place Apartments uh with the cus Apartments

030uh um Town manager have actually set up a meeting for next week uh we'll be meeting the management on site um there's a district manager director level person uh coming out to meet us again about the trash issue we have or the housing cases we have at cus apartment 137 Pawn Street uh I did had a call with the AG's office today we're making progress hopefully U uh the case will be filed in in front of the court you know soon 233 Trail side way I know I guess Dr J asked me last time so uh the occupant who have locked the complaint with us uh is evicted now and he evocated the residence uh so I got a email from from the owner that they'll be making their pairs uh before they put the

033it'll be cleared from the kitchen side that the kitchen will be updated to the code and hopefully you know we resolve the case with the bugs you know and hopefully when when the transition happen I I'm not sure when that is happening but like the new owners know about issue and you know work on work actively on resolving resolving the issues right yeah no I get the the mil Pond I was wondering more what the expectations were with the property at at Pond Street on on you know on pwn Street to 137 is that you know gonna be torn down and that'll be now Ashlin property or how does that work so sir um as you're aware I'm sorry I thought you're talking about the mil p pa street it's the the case right now

034is with the AG's office right so they working uh to my understanding how it works is once they file it in the court the court is going to uh grant us an what we call is as a receiver you know rece uh receiver of the property MH uh the receiver then make uh you know he's going to survey the property of what best outcome can be like you know first they work with us as a enforcing Authority or agency right like how we can resolve this right and they will come up with various options like you know what to do with the property either do repair or put a new building or if they s need to happen you know so all that stuff he he do a survey and then present it to in

035front of the judge and the judge make decision what's going to be happening with it moving forward you know only other thing the brother the younger brother was here you know last week you know upset about about the timelines or what's happening you know and he's in contact with the AG's office as well as I spoke with the Assistant Attorney General today you know she she updated me on that you know okay all right thank you for that anybody else Dave Barbara no Ed okay all right moving on to uh item eight the uh consent agenda review and approve the Board of Health draft meting meet it's for uh February 20th 24 and review and approved fiscal year 2024 year-to dat budget reports anybody like to make a motion to um approve those as presented
