Um we met earlier in close session and so now we're be ready to begin um our meeting with a moment of silence. Thank you. Next on our list is the pledge of allegiance. And we do have one um public comment from Tad Williams. 002a city resident, but I'm a 94 Broadway High School graduate. Um, so I'm here to speak about Mass Technical Center. I sent everyone on the board back in February, I think it was, an email regarding sort of the what seems to be sort of constrained um and some issues with Mass Technical Center between the city and the county. And at that time I expressed my um my real concern that the the county was considering leaving that agreement with the city um to govern Masnog Technical Center. And my my main reason is personal because my son who will be attending Harrisburg City High School next year um wants to attend Mass Technical Center. Um, and I think it would be a real disservice for um, whatever issues the county and the city have, whether it's about

003um, number of students from the county or city and who's paying how much into the to to fund it or a new facility or whatever the ongoing issues are um, between the city and county. Um, I think I think there's a way forward beyond just, you know, what appeared to be a my way or highway approach to to publicly discussing these issues. Um, and I'll just close by saying I think our current president, President Trump, has given us a way forward here. About a month ago, he said it was my way or the highway when it come to terrorists with the Chinese government. And as he learned today, it isn't my way or the highway. It takes dialogue. It takes compromise communication with any party you're having disagreements with and to resolve those disagreements and

004not to have politics or trying to make pay out of whatever you know issue you may have otherwise. So, I would strongly advocate that the the county work with the city to resolve whatever differences it may have so that MTC can continue as it is as a joint effort between the city and county um and can continue to um be a shining star, which all of our elected officials continue to say it is in this community and provide vocational opportunities and educational opportunities for city and county students together, not separately. Uh the first up is the bid copier a bid recommendation for the copier replacement at various schools and by various we mean a lot of those schools and I am looking for my I have notes there's somebody from central office coming to present. I'm here to represent Steve Reid in the presentation of the uh copy bid results. Um the bid went out. We sent out notices to 10 different firms. We got response

006back from two. And what we are recommending is kind of a split of four four of the copers going to Reicho and um five of the copers being bought by Canon. The total purchase price is $98,859. Thank you, Dr. Shifflet. I recommend to award the bid for copy replacements to the lowest 5-year cost vendor as presented by Mark Kluginsky, facil maintenance facilitator. Thank you, Dr. Shifflet. 007reason why? Basically, we took bids per school copier. Okay. And some of them worked out. One, and this is a combination of the copier cost plus five-year maintenance plan. and those combined made, you know, made the decision as to who got which copier. Okay? Right now, the cost you're being presented with is just for the copers. The cost of the five-year agreement will be split over the next five years. Miss Cave, did you have a question? Okay. Um, my my question is just looking at Cuban's 5-year maintenance. So, we buy the copier out outright and then we have a contract for five-year maintenance and that's based on number of copies that each school. Yes, ma'am. Okay. Because I was trying to find a a comparable looking at Cub Runs um versus Turner Ashby's, but I

008would anticipate that elementary is going to run more copies than probably high school maybe would explain the difference. So, that's all okay. I just wanted to make sure I understood. Okay. All right. Good evening, Chair Hurst, Dr. Shifflet, members of the board. Um this evening I bring to you uh our approval for next year's vendor for student accident insurance. So once a year

009we go out and get quotes for student accident insurance and basically this is insurance that parents can uh purchase for their student their child so that they can participate in VHSL activities because you have to be insured to participate. So we go out and we we get quotes and then this will be a link to our website where parents can go out and purchase the insurance on behalf of their students. So we we don't pay any costs for this. We're just providing a service to the families that need it. Um and this year the the low um bid was from the um young group and so we're recommending them for approval. Thank you Mr. Moyers. Dr. Shifflip, I recommend approval of the plan for voluntary student accident insurance as submitted by Young Group for the

So now we just have two there are two left on there and the reason for removal is the board wanted more time to review and so those will come up at that book will come back up at our next when we get to the next round of books. Um so the next two are um Dr. Shifflet's going to present one is on perfect and one is on tweak. Chair Hurst, before we move on to that, I just wanted to add to say that we did do that in open meeting. We did. Yes. Yep. That was done all at the approval of our meeting before we went into closed. Um, I would just add normally for public knowledge I list the um, page numbers in the books that have the sexually explicit content on them. This particular book had a lot. And so um, in the interest of saving time, I'll just say that there's 53 different pages that have instances, some um, very graphic, egregious, long um, detailed descriptions of sexual content.

013So, I'm not going to go through all those individual page numbers. I do have them for the public um upon request, but um 53 pages worth of sexual content. Thank you, Miss Cave. 015and instructional technology committee update by Dr. Shifflet. Thank you, Chair Hurst and board members. Uh the board had recently asked me to um do an investigation into our current use of uh technology in Rockingham County Public Schools. And so I wanted to share uh with the board where we are in that process and what our steps are moving forward. So uh just thinking about um you know, we're basically for all intents and purposes a one to one division uh K12. So in the first stage of this process uh I have spent time collecting information from various stakeholders. So I asked each principal to uh find a teacher representative and a parent representative uh from each of their schools uh to come together and have conversations with me regarding the use of technology and learning in

016Rockingham County. And so on April 15th um at 7 o'clock at Mountain View Library at Mountain View Elementary School's library, we had our first meeting. We also uh replicated that meeting at MTC a couple of days later. So parents and teachers, administrators could choose if it it suited them better to meet at 7:00 at night or if it suited them to to meet at 3:30. So it so we had different audiences each time. And then with all of our administrators, principles, assistant principles and such, um, support staff, we had a virtual meeting on um, April 30th. And, and so we kind of, um, in a second, you'll see the process that we walk through. So, we did the same thing with this group. And then again, um, on May 6, we did that with our

017instructional leaders. So when we came together the April 15th, April 17th meeting, I did a quick review with our uh family so that they would understand our process with digital conversion and how we arrived at where we are today. And we walked through just the highlights of that. But I did go back and find some slides from previous presentations that we had used during that uh initiative, right? And so some of uh the reasons why we were wanting to get uh students access uh with Chromebooks or iPads is we wanted them to have access whenever resources were needed. Uh up until that point if you know you wanted to do an activity that required computers or the internet you would have to reserve a computer lab. uh and in some cases uh when I was

018a teacher at Pence Middle School, there were not really many available for use by other than the computer teachers, right? So, social studies teacher just couldn't go in and sign up for the computer lab for a week and do a research project. They were they were booked looking to get greater student engagement. We talked about the five C's and talking about that ecosystem where the teachers and technology work together and uh it was not intended to replace teachers, right? And I've said then I say now if if a computer can replace you then maybe it should if that's if that's all you're bringing to the table. So, uh, and then to help improve instruction, it has to be the right tool for the task and meet the students where they live because they they're definitely

019involved in the digital world. So, kind of went through the timeline with our with our folks and then I asked the folks to who are in tenants to to be reflective and think about their uh perspective of a onetoone initiative, right? And whether it's parent, teacher, principal, perhaps you could be in a couple of those camps, right? You could be a teacher who's also a parent, right? Or a principal who's a parent. And I asked them to list the benefits that they see in our students having access to a Chromebook or an iPad, right? I asked them to do it individually, just kind of a reflective moment. And then I put them into groups. And then in the group, we began to share. And we put all of this on chart paper, right? We we

020went old school, so to speak, papers and pencils and markers. And then after the groups had some time to collaborate, we shared, I think in each time we had five or six groups, we shared, you know, with everyone in in the room what we thought were the benefits of our students having access. Okay? We had a list of all those things. And then we changed gears and we said, "Okay, we know there's some benefits. Now, what are your concerns when you think about students having access uh to an iPad or a Chromebook? What what con what concerns do you have?" And we did the same procedures. We asked them to reflect quietly by themselves. Then we got together in our groups and then we shared, you know, with the entire audience um the the things

021that were on our minds. And so we took all of that information from those four different sessions and I have shared that with you in your folder, right? All the benefits and the concerns and and we didn't go through and try to get out duplicates. We just put it all there for you to see. But you'll notice as you look through your sheets at the end of each group, we do highlight sort of a summary of concerns and benefits, right? So, so if you want to read each one and study it, that's okay. But we try to kind of eliminate some of that for you and say, "Here's kind of a summary of what was shared from this particular group in terms of benefits, in terms of concerns." And then we also took it a

022step further. In the last few pages, we um try to highlight uh these concerns and benefits and connect them to our um strategic plan, our six, you know, our five-year strategic plan. And so we use those six pillars to connect them there. Okay. So that is just a little FYI for for you for information here kind of the thoughts of our our teachers, our our administrators, division level leaders, and our parents. what they're perceiving to be benefits and concerns. So, our next step will be um sharing this with all of those participants, right? They're going to get to see the entire list. Obviously, you know, the folks who were there, you know, at the April whatever 15th meeting, they know kind of what they shared, but they didn't get a chance to hear what other

023folks had to say. So, we're going to share all of that information with the entire group and then we're going to meet again on May 27th. Uh we're going to do the same thing, 7:00 for some folks, 3:30 for others, and we're going to start having conversations as to how do we develop guidelines or parameters to help us address the concerns that's been brought to our attention without giving up the benefits. Right? So, that's sort of the next step. And you know in one of our last meetings uh you know we went through this process I described earlier and one of the participants said I need a third sheet so I can start kind of listing ways to address some of the problems we've identified and I said well that's the next step right so

024just be patient. So again, gathered lots of input from folks um provided that for you to review. They'll be digesting this as well. And then we're going to come back together and probably do something somewhat similar. Talk about what does you know individuals think, what do groups thinks, what's what's the whole group think about guidelines and procedures, parameters to address concerns without losing benefits. So that's kind of where we are in the process. Um, questions for me about the process or what's next? Board members, feel free to jump in if you have questions. Uh, May 20 was 27 and May 28. So, trying to give people a couple of weeks to digest and look through some of this. Hopefully, the summaries will help uh kind of narrow the the focus. I I feel like in

025many cases, I gave an example of of the last meeting, the very first meeting, I had a parent said, "Well, here's a suggestion." I said, "Uh-uh, no, no, wait. Suggestions we'll take later." But because I wanted people just to really just get it all out, what's worrying you? What's bothering you? And then we'll come back and try to address it. And and there will be some things that I mean, complete transparency. I've said to the group when they talk about, you know, students finding out workarounds and those things with the network. I mean, Gregory can attest. It's hard that's a full-time job keeping up with how do we how do we keep kids in places keep them out of places we don't want them to be, right? And they find their workarounds and and those

026things. So, that's an ongoing problem. We we're we're we're constantly addressing it, but I don't know that we're going to come back and say, "Here's a solution." Uh, but I I think for certain we'll have some some ideas moving forward to to address the concerns. it you you may may attend. I think probably would limit it to two of you. Uh but my goal would be to come back to the board in June or July and bring you back you know what the the group collectively have has offered as some parameters or guidelines. Yeah, it was great conversations all four meetings. Absolutely terrific. Great. Just terrific conversations last minute. How old would you do? So I had asked each principal to identify a parent to participate and then I and I also forgot to mention

027this. I invited I have a superintendent's parent advisory. I invited all of those members as well. So, we had uh what 20 40 some invitations that went out to parents and some of them couldn't. I mean, they had conflicts and so some of them emailed and said, "I can't be there, but keep me informed. I want to be involved." And so, as we hopefully, you know, send this out to them and we'll get more uh more people at the table when we meet next time. But May May is a busy month. So trying to squeeze this in was a little bit tricky for me on my calendar. Right. Anything else from board members? Thank you, Dr. Shifflet, for pulling this together. I know this is something that is of great interest to not just board

028members, but community members and parents and teachers and so yeah, we need a game plan. No, absolutely. And I will say um I I when I was asked to do this, I I was very thoughtful about it and I said I do not want to delegate or ask someone else to lead this because I was a part of digital conversion, right? And so I wanted to to be involved and I can tell you it was very refreshing for me as superintendent to be involved in conversations about teaching and learning, right, and not other things. And so that was that was really refreshing for me. I was like I found myself reading the book about instruction. I'm like what what am I doing? I can't I oh my gosh I'm I'm thinking about teaching and learning.

029What what world am I in? Uh you know instead of budgets and those types of things. So it was good. I enjoyed it. I'm enjoying it. Thank you Dr. Shifflet. Board members. The other information item is in your folder. It's the finance department staff report for May 12th. The next thing on our agenda is item number eight, committee reports. Is there anything from our committee committees that need reporting at this time? Uh the only thing I would say is that the governor school senior recognition is this week on the 15th. I didn't write the time on my planner, but where is that at? Is that at St. Jackson High School? Yeah. Thank you, Miss Cave. Is there anything else from committees? The next item on our agenda um is superintendent comments. Thank you, Chair Hurst. U just reminder in case you haven't been looking at your calendar, the year is closing quickly. I think there are two more Mondays left in the in the school year because we have off Memorial Day. So, u as I mentioned earlier, May is um a full busy month, but it's it's all good things. Saturday, uh, I had an opportunity to attend the, uh, Riffy scholarship ceremony and watch many students, uh, who received scholarship money to continue on in their education. And then so far, I have attended three FFA banquetss and I believe I think it's five

031more to go on my calendar, but it's uh, yeah, so it'll be busy down the stretch, but again, it's all good stuff. Just not enough hours in the day, it seems like. Thank you, Thank you, Dr. Shifflet. Moving on to other business, we have school board highlights, questions, and comments. And we'll start with Miss Cave tonight. Um, it is at 9:00, the governor's school, senior recognition, 9:00. Um, just wanted to thank Miss Dowry for welcoming her or welcoming me into her school last Monday for the SMEL sale. My kids were super excited with the 12 Smizzls that I brought home to them. And um I'm going to be moving a lot of my um just activities and things uh that I do throughout the week as far as attending schools and stuff to my social

032media page. Um, and just trying to keep this time maybe more to questions and comments because a lot of times it's it's hard for me and I'm not speaking for you all, but it's hard for me to move from all the exciting things that we do at the schools and field trips and different things to something that's like more serious and I have comments or questions or, you know, directives for our superintendent on. So, I'm going to um just still inform you by using social media page, which makes sense to me um to report those kinds of things that I'm involved in and things that I go to um and just trying to keep this to business. So, if you see that I'm not saying much, it's not because I'm not working. Um but anyway,

033so having said all that, I don't have any questions or comments tonight. Thank you, Miss Cave. Miss Lure. Um yes. Yeah, I don't think I have any questions or comments either. Um, so I am going to go ahead and highlight uh that I'm working hard with a science fair. So I'm in lots of the schools um and working with the kids and your um presentation on digital technology was really great and timely for me, Dr. Shifflet, because um yeah, I see the benefit of everybody having a Chromebook and me being able just to like shoot them a quick email and say, "Hey, work on this thing." And we're all on the same platform. and that really helps out a lot. U I'm looking forward to hearing back what um what you want to do about

034some of the challenges there. Um but yes, it's also banquet season and I'm busy driving sports and field trips different places and I'm I was I'm really looking forward to going to Spots taking Broadway to Spotswood uh and seeing uh Mr. Cross's teams tomorrow, but I'm thinking we're going to get rained out. So I'm really praying for the rain. I'd love to see you tomorrow night, but I'd love to see the rain more. So, uh, that's all I have. Thank you. Miss Burggoy, I just have highlights. Um, well, I do want to say first of all,

035my daughter took her first so third grade first so last week. Um, and so that was a big deal for us and I know it's a big deal for a lot of kids right now. So, just I mean it it was uh she was relieved when she got home. So, just my thoughts and prayers for all those kids that are going through it, especially for the first time. I think she knew she knew in her head what to expect and then when she got there she's like this is not what what I thought it was going to be. So, um, she told me it was the longest 38 questions that she's ever gone through. Um, but I'm glad she's got a really supportive teacher and awesome staff. So, um, the other highlight is today, I

036think it was this morning, uh, WHSV, I want to thank them because they did a a story on the crochet club at my daughter's school. And I know there's a lot of crochet clubs in Rocketham County, which I would have never thought to bring crochet into elementary kids, but they are like on the playground crocheting, walking the track crocheting. I mean, it has spread like wildfire. If you go into Lynville Elementary, everyone is crocheting. And if you're not in crochet club, there are kids who have extra crochet hooks and uh my daughter's taking like bags of yarn in and they're just it's such an awesome experience. But it was brought on by um one of our kindergarten teachers, Mrs. Acres and um her mother uh lost her eyesight many many years ago. Um and so

037she to keep herself busy started crocheting and she would make scarves for all of the kindergarteners that came through Lynville. And so we got um a a picture of a bunch of kids who had gone through kindergarten there who are now in fourth and fifth grade wearing their scarves which I thought was just really neat. And her mother has since passed away um last year and so this year is the first year of crochet club. So I thought that was a really cool thing to keep her memory going. And um while the kids are not getting their scarves this year, the entire school has just been taken over by crochet club. So it's just it's a really cool thing. If you're around Lynville, stop in because I guarantee you my daughter will teach you a

038thing or two. Um, and I also wanted to talk about Mother's Day yesterday. The best things that I got from my kids were things they made at school and that was really like heartwarming for me. My boys did they filled out one of those sheets that said, "How old is your mom?" Um, and what does your mom say? One of my boys said, "Stop it." So, I'm gonna have to work on that. Uh, he's my wild man. But I was just looking at these things and they're so these are things I'm going to keep forever and are so special to me and it was all because a teacher cared and I know there are moms probably all across Rockingham County who thousands of moms who got really cool gifts yesterday from um from their kids

039from school and so I just I loved those and it was very very special for me. So I just thank you to the teachers who who put so much time and effort into the these little projects. So that's all. Thank you, Miss Burggoyne. Mr. Cross have someone here tonight crocheting on the front row that could probably help you out. She's knitting so the difference in these things, too. I by my calculation, it was crochet. So, thank you for the correction. You know, I've got a lot of good feedback from uh the community in district three and district five on the principles that were um swapped around for next coming year. Uh Mr. Danzy that's going to Cub Run. I've got a lot of good feedback from there and he's excited. I had a chance to

040go to Spotswood and and talk with him. He's sad to be leaving at the same time. It is a lot of work uh being a high school principal these days. And um so I'm I at least work maybe 10, 12, 14 hours a day. uh and for him to be able to be home with his wife in the evening times and um he's put 10 years in at Spotswood High School, the longest serving principal in Spotswood uh high school's history, which was opened in 1980. Uh so the average principal up there was about four years. And if you go up there in the hallway and look at the principal's pictures on the wall, you'll see about every four years there was a new principal. And RAD lasted 10 years. So congratulations, Mr. Danzy, to uh

041his tenure at Spotswood High School. He really brought community back to Spotswood that needed a community um around them. You know, Spotswood sits in Pin Lair, which you don't have a town like East Rock does and uh Bridgewater or Turner Ashby or Broadway High School that has a town around it. And so he had to create that sense of community. And um the kids call him Rad Dad for a reason. He's he's always uh he's in their life. He's doing a lot of good things for these kids. Um, and I I just appreciate him um being up there for my son who went through and then um my second son uh as a freshman this year. So, thank you, Mr. Danzy. And I know he's going to do a wonderful job at Cub Run and

042he's been a elementary principal before, so it's not it's nothing to be new to him and the size of the school is not going to scare him when he walks in and the amount of teachers and all that. So, Rad's a great fit there. And I've also heard a lot of great things. Talked with Mr. Johnson who's going down to Elton Middle and he's already been down in the community getting to know people, going around and checking out Beldor and uh Neck Creek and Sandy Bottom and all the places he's going to need to know about when he gets down there. And so Dr. Johnson's going to do a fabulous job and he's excited to be being able to go down to Elton Middle School. So I just want to encourage the parents at and

043at Elton Middle School, my uh families there in Groatos to reach out to him, get to know him. He's going to be a great principal coming down there. And also at the Peak View community, I've had a lot of great feedback from Mrs. Holloway or Dr. Holloway that's going there as well. And she brings a lot of a great experience that's going to be coming back. I believe she started her career uh in elementary ed as assistant principal at South River. Is that correct? Uh yeah, she taught at South River Elementary School for two years while I was the principal during my tenure there. Correct. And this was a move that we saw for a very very long time. 044there as well. So, district three, district five, you're we're getting some really good uh qualified principles. And I forget to mention at Spotswood High School, Miss Brandy Strickler that's worked so hard at uh East Rock. I think well, she's there for 13 years as assistant is 11 11. Well, we'll go with 13. A little higher. and um she's she did a great job working under Mr. Baylor uh and had an opportunity to work with her and she's she is just going to do a great job. She's coming back to Spotswood actually. She taught there and was a cheer coach and so she's coming back to the wood and I'm couldn't be happier with that choice as well. And I want to thank the executive team with all the interviews that you guys sat through and

045uh and Dr. Shifflet for all you've done as well for district 3 and district 5. think we've got some great people going into those positions. So, that's my highlights tonight. Thank you, Mr. Cross. Um, for my highlights tonight, I just want to share um a couple of things, some some business, one highlight really. Um, one is about school board member inservices. Um we do have a policy BHB um which states that we will participate annually in highquality professional development activities um at state, local and national levels on governance including but not limited to personnel policies and practices evaluation of personnel curriculum and instruction use of data in planning and decision-m and current issues in education as part of our service on the board. And so if you attended our board retreat in March, that's one

046that would count as um your annual training in in services um because we we did discuss um governance and the use of data for decision- making um with SPMA who came and did the inservice training. Um but I also want to offer another opportunity um you don't have to just stop at one time. That's I I like um I like inservices and training and um anyway, there's one um coming up in Cincinnati, Ohio, which I'm unable to make, but I thought I would pass it along to you all in case any of you are are interested. It is by school boards for academic excellence um June 25 through 27 um in Cincinnati. And some of the topics are science of reading, science of math, superintendent management, teacher-led instruction, and student safety. And I, you know,

047they have a lot this what are you laughing at over here? Superintendent management. We need that. They've they've that's not those are not the only topics, but they um they also have podcasts and new newsletters and um just lots of things um to to keep you informed about what's going on at a state, local, and national level in education. So, I thought I would um share that as an option. If you want more information about that, I'll be happy to forward you the email that came to me. Um the other business or reminder is that our next um board meeting, our next business meeting, usually we're second and fourth Mondays. Um but this month um fourth Monday is Memorial Day weekend. And so we agreed a couple months ago that we would move that to

048Thursday, May 29th. That is the same night of the um retiree reception that we're having at Broadway High School. That's at 5:30, I believe. Correct, Dr. Shifflet. Yes. That Okay. And then we'll have our board meeting to follow that at 7 p.m. So, um just reminder that that is a little different than what we usually do. Um and I just wanted to make sure I highlighted that for you. And then my um final thing for tonight is a highlight. Um today um I went to the Rotary code of ethics awards program and I so enjoyed that program last year went again this year with Dr. Shifflet and for those of you that um don't know anything about Rotary because I for somehow for some reason I wasn't really even aware of I knew they existed.

049I didn't know what they did until I became a board member. Um but they they have a code of ethics program and that honors um students in elementary through high school in Harrisonenburgg Rockingham County that meet the high ideals of the Rotary International and Rotary Club of Harrisonburg and we it's very similar to Character Counts, but they have the um they have a really cool four-way test that they use about, you know, information Um but I I was looking for in the program these are the criteria for students for selection. So it was two from every elementary, middle and high school and these are the um criteria that they used for these awards and they were given a nice plaque and um lovely things were read about these students of high character. Um so the

050criteria um for this award were truthfulness, fairness, consistency, dependability, integrity, service to and concern for others, friendliness, depth of commitments, and reverence. And I thought that was a really um it was a great program and my special thank you to Rotary Club of Harrisonburg for putting that on. Um, I think it's a great thing anytime we can recognize good kids for doing great things and for um sharing or showing good character at all times.
