001test one two test one two like to call this July 11th 2022 meeting of the Rockham County School Board to order um thank you all for being here this evening on what has been at least on the East End of the county a beautiful day I trust it has been throughout the county um but we thank you for being here I'd like to expend extend a special thank you to sheriff Hutchinson for being here with us tonight taking time out of his busy schedule to talk about an important topic later on in our agenda um a couple of items of housekeeping before we move on um I would like to on behalf of the entire board uh send our condolences to Dr Shel and his family Dr shyo was uh in Austria with his mother

002uh visiting when she fell ill and passed and U we're just thankful that he was able to be there with her and we um remember him tonight as well as his entire family also Mr Cross is not with us tonight as he is chaperoning an event for one of his children and and um so with with that and Dr alterer graciously sitting in for Dr shyo we will proceed right along we do have need to approve our agenda and I will entertain a motion in that regard thank you Mr folk is there a second second thank you Miss lore any questions or additions to tonight's agenda hearing none all those in favor please say I I any opposed that is for 4 thank you very much at this point I would ask everyone who is

004I would like to begin this evening by asking Mr Michael stample to come to the podium oh there we go I'm live now thank you thank the board for comments or letting me to comment today I should like to comment on the name change policy I've spoken before about it I'll just I just wanted to repeat myself I I oppose the policy that's been proposed by Mr Cross to inform parents of the name change I want to support uh the trans students in I'm from Broadway Virginia I had three kids who go who went through the public school system in Broadway and very they had a very good experience there but I want to support the trans youth who say that it could be potentially harmful to them if they're they're forcibly outed to to

005their parents by this policy could potentially do that so I I'm I'm opposed to that and that's that's all I have to say about that I'm here to support the the students of Rockingham County thank you sir next Patrick Fritz thank you Mr chair board um I also am here uh first I'm going to say yes I absolutely oppose vehemently um Matthews um stupid policy proposal for name changes um but beyond that um I'm actually here um really um as always to advocate for funding for the Fine Arts programs in Rockingham County Schools um as a a band booster a Broadway High School and I I've seen it at the other schools as well uh one of the biggest issues that uh we have every year is finding a vehicle a a parent with a

006a truck big enough to pull the trailers full of these these instruments um we couldn't do it without the parent volunteers that'll that come in and do that um but that is a that is a huge responsibility to ask for a parent to give up every Saturday from you know September to to November to to go out and pull that trailer um I understand that money is tied understand that you know every year budgets are what budgets are um but I would I would ask the board to consider as we move forward um perhaps some sort of way where uh maybe the county can buy U even a use truck or or something along those lines to pull these trailers for the students because it's it really is a lot to ask for parents to

007come and do that it's it's incredibly expensive just gas wear and tear oil change breaks I mean we're we're going to you know uh just outside of Richmond uh we're going to Charlottesville we're going up into Northern Virginia sometimes and that that really takes a toll on people's personal vehicles um so again I would just you know implore the board um as we're we move forward and into the budget Cycles uh to to perhaps find some way to provide a vehicle to the to the County high school so that they can get the trailers pulled to and from thank you thank you sir Christine Jones hello thank you board for allowing me to speak today uh I am here to share uh there is an annual survey that's done every year by an organization called

008the Trevor Project um and they have released their the results of their fourth annual ual survey and I wanted to share those tonight um as Educators I think that we should uh be very interested in any new data that comes to light that we can um Enlighten ourselves about uh uh information that's out there and as Educators we should care about that data so I wanted to share that with you today I am an educator myself and I always go and look at this survey uh it is one of uh the largest and most diverse surveys of lgbtq Youth that is uh conducted today um 34,000 lgbtq youth from ages 13 to 24 participated in this survey 45% of lgbtq Youth seriously considered attempting suicide in the past year lgbtq youth who felt high social

009support from their family reported attempting suicide at less than half the rate of those who felt low or moderate social support fewer than one in three transgender and nonbinary youth found their home to be gender affirming lgbtq youth who found their school to be lgbtq affirming reported lower L rates of attempting suicide 60% of LGBT Q youth who wanted mental health care in the past year were not able to get it lgbtq youth who live in a community that is accepting of lgbtq people reported significantly lower rates of attempting suicide than those who did not 14% of lgbtq Youth attempted suicide in the past year and nearly one in five attempted suicide um that are ident ify as transgender uh 33% of LGB or excuse me 73% of lgbtq Youth reported experiencing symptoms of anxiety

01058% of lgbtq Youth reported experiencing symptoms of depression including nearly 2third of transgender and non-binary youth among all lgbtq youth 82% wanted Mental Health healthare I'm sharing this because uh supporting lgbtq youth is suicide prevention the data Bears this out um opinion is not really a factor in this particular issue thank you thank you ma'am Joan Hughes good evening my name is Joan Hughes I am a resident of Rockingham County and I have three beautiful grandchildren that attend the schools I became aware today that the high schools or at least some of them are having virtual learning summer school this greatly Disturbed and upset me if the last two years didn't teach us anything it did teach us that this was an absolute failure for kids and learning and who attends summer school for the

011majority of the students attending they are ones who need extra help virtual learning is not the way to get them that extra help one of my my granddaughters does have problems with processing things virtual school just completely crashed her so I want to ask y'all why you are reverting backwards and going back to this way of teaching students in summer school thank you thank you ma'am that uh concludes those who had signed up for tonight's comments thank you all uh for sharing your thoughts um I will um missuse your specific question I will try to have someone reach out to you with the more specific answers then we can give here right now but thank you all for for speaking now we will move to Highlights by board members and I will start Mr folk

012thank you Dr moken thank you Mr Breeden on in Friday's DNR there was a picture on the second page of two young ladies from Elton Middle School their names are Breeland Williams and Avery Hilbert and they were the national winners uh at an an an FCA conference and that stands for family and career and Community leaders of America the conference was in San Diego and they were the very first in the in the nation and and we want to give them a shout out that is absolutely spectacular and at the same conference there were uh three people from ta who also um were awarded and that was uh Addison Hutton and Briana Hernandez they came in and juon silver and Grayson long and she came in third and won Gold so that is spectacular for

013our school system and thank you thank you Miss lur oh my uh I had probably the highlight of my life in the last uh since the last school board meeting and that was going back to Virginia Tech for to celebrate um the FFA hey now um to celebrate the uh FFA convention the 96th I believe it was FFA convention um I might get a little teary because my son was FFA vice president super proud my moment here um but also I had a family of a thousand or more FFA members there I was able to chaperone 18 Middle School girls which boy if that doesn't make an experience uh and it was so great to see the kids and realized that these kids had not been had not experienced overnight trips like this before so

014their excitement was contagious and then one of the little girls won Top in the state um Maggie schwager I want to congratulate her in the state for poultry judging um and her team from J Frank Hillard placed first in the State uh the team from for junior poultry the team from Broadway placed second the te and then in the senior poultry Broadway placed first and um Spotswood placed uh second so uh Rockingham County represented in poultry judging so that was that was awesome and then yeah y oh wait it gets back better um I'm going to read what Broadway High School posted on Facebook they had 33 members 10 competing teams five State degrees two State proficiency winners one retiring vice president and one newly elected State president the state pres the State president selected

015is Emily Jenkins from Broadway High School so we're super proud of her that's quite an accomplishment um and then I was able to help with uh the food science team team and they had the top three uh individuals in the state that was Erica wood Thomas lore yes that Thomas lore um uh and Jessica Dove was third place and they play their team as a team they were second place and then we also had Thomas lore won his um a science fair in uh environmental and natural resources and Audrey Garrison huge shout out to her she placed first in a science fair um social Serv social systems I believe it's the name of that one and then MTC had a um Rachel kraw was awarded the state state star farmer that's out of all of

016the kids in the state who got their state degrees she was the top farmer so definitely let's give her a big round of applause but as my son Jackson as he he he so the officers bring up all their their a teachers during the week and congrat and thank them for their their service and as my son Jackson said that he had an army of a teachers and we have an army of teachers and Volunteers in Rockingham County doing great things for all of our students and I just would like to thank all of them tonight so thank you guys for indulging me on my proud mom moment and that that was my highlight of the year so thank you thank you Dr aler yes I do have a couple of highlights um as Miss

017Laura was talking about our great teachers which we do have fantastic teachers in our school division um but we also have some fantastic principles uh one of the pleasures of my job is to be able to work with our 25 principles and during the month of June I had the opportunity to meet with each of them uh just to talk about the year and uh their takeaways from that and almost to a person they talked about how was their most challenging year and many of them have been doing this for a a really long time um but understandably it was really tough but they also talked about how toward the end of the year how things started to really get better for them and how much they really kind of were starting to see the

018joy of their their job again and uh that was really encouraging to me sometimes at the end of the year people feel really discouraged right or they're they're tired at the end of the year and I'm just so impressed by the resiliency of that group of of leaders in our school division um we could not do what we do without without them so I want to I want to thank them publicly um I would also like to recognize Uh Kevin Perkins so Kevin this will be his last meeting with us uh Kevin has been with us for I don't know how many years how many is it Kevin 24 years and he's going to be uh taking a similar position for Harrisonburg city schools uh next week I believe is when he starts there so

019they were kind enough to do a little give him a couple of weeks to kind of finish some things up here for us and to come to this board meeting and to help us but um I just want to thank Kevin for everything he's done for the School Division and also for us here all the tech support he provides to these meetings um just we appreciate everything you've done thank you Kevin my colleagues have pretty well covered a lot of the highlights that went on on our division so I'll take my time if I may since uh several of you spoke with regards to policy to kind of give you the process moving forward on on how this plays out um there are multiple ways that policy can be proposed uh we and most every

020School Division in the Commonwealth uh subscribe to the Virginia school boards association's policy service because they have just a a wealth of knowledge and folks working on what the state and federal laws and whatnot are so that's one way and they can be generated um internally as this policy has been proposed uh internally what happens once a policy is proposed from either of those sources is that it goes to a division review and a legal review to see how that policy and the legal review is not to tell us you can or can't do it it just tells you uh what what conflicts there may potentially be with existing laws and statutes and that sort of thing um legal council never tells the board how to vote they just give us the information and say

021just want you to have that information it was the intent tonight to have that legal review tonight um however when Mr Cross notified me this weekend that he was not going to be here tonight I thought in all fairness to him since he had proposed the policy that we should postpone that legal review so that he could be in attendance uh to hear what was said now had we had that legal review tonight provided that there were no I mean there would be an opportunity for um changes to be made to a policy whether it's vsba policy or or a policy that's um generated locally so it could either stay as it was proposed or it could through compromise and negotiation come out looking like something else and then that finished product has to be

022advertised in other words we would have to have a reading of it at a public meeting before acting upon it so I can tell all of those who are concerned about this policy on either side um the fact that we had to postpone tonight's legal review is going to delay that process by at least one meeting but I felt like that it was the right thing to do to have the person who had proposed the policy be here during the during the the legal review of that so as you as you think about what's going moving forward that's the timeline that we'll be dealing with on this U on this discussion I do anticipate that it will come to a vote at some point but uh the eyes have to be dot in the te

024the Super super assistant superintendent's recommendation that we do so we will act I was just about to leave you out Dr aler this my 15 seconds of Fame come on yeah um we do make I do make the recommendation that we approve the uh June 20 2022 um bill of uh bills please thank you Dr alifer is there a motion in that regard I move that we approve the bills and mileages presented and and recommended by Dr thank you Dr mcquilkin is there a second second thank you Miss lore any questions or comments hearing none I mean hearing none there all in favor say I I any opposed and that is 40 as well next we will move to policy revisions and I would ask Marcy Williams if you would to come forward I do

025recommend that you approve the proposed policy revisions as presented in your packet thank you Dr alifer do I hear a motion and support I move we follow the assistant superintendent's recommendation to approve the proposed policy revisions thank you Miss L there a second second thank you Mr folk any questions or comments and again these policy manuals are in several public all the libraries and in public places where you can access them and also online so you can take a look at the policies um there okay thank you Miss Williams um no we did them both and both the same time yeah we approved them both the question here was whether we had approved U the minutes for both of the meetings and I understood the motion to be for July 13th and I mean June

02613th and July 1 is that okay good thank you all right no we have not we've not voted on the policy revisions but whoever asked the question thank you because that's not Beyond me I can promise you that okay we have a u recommendation by the assistant superintendent based on the policy revisions we received in the last meeting uh for for public reading all those in favor please say I I I any opposed that is 40 world geography textbook adoption Mr Bo Dickinson good evening chair Breeden Dr aler members of the board approval was given at the May 23rd 2022 school board meeting to establish a textbook adoption committee to review and evaluate a new text for 9th grade World Geography I am requesting board action to approve the recommended textbook this evening the committee

027is recommending World cultures and geography by National Geographic and S gagee learning the committee reviewed there are only two textbooks available to us from the state approved adoption list by the vdoe uh the Virginia Department of Education of course and we chose the SAG text because our committee feels for two reasons that the written content is the most engaging and accessible to nth graders uh we also believe that the association with National Geographic of course uh has quite a reputation in the world of geography and Geographic learning uh in the particular discipline that we're examining the the other text was geography the human physical world from mcra hill we found that book acceptable we just felt that this was our preference we had a number of teachers one from each high school that teaches this

028course along with a number of parents and students from across the division including myself on the committee uh and this is our selection for this evening um happy to answer any questions you may have thank you I do recommend that I do recommend that we adopt the world cultures and geography by National Geographic in Sage learning as the world geography textbook okay thank you Dr alifer let's get a motion on the floor and then if we have questions for Mr Dickson we can certainly do that do I hear a motion in support So moved thank you Mr Faulk is there a second second thank you Mrs lore okay comments or questions for 2023 uh we have to explore that with the with the particular company that we're working with we believe that they they will

029um if the print textbooks would not be available digital ones would be instantly accessible okay okay thank you other questions again in the selection of these U books as these textbooks as Mr Dickinson has pointed out it is a review process that involves not only Educators but members of the community parents and students are involved in the selection of each and every textbook uh that we select so thank you for their work on that okay all in favor please say I I any opposed that is 40 thank you sir thank you all right we have a resolution authorizing the superintendent to reassign personnel and that is an annual um resolution and uh that that we passed that allows the superintendent to reassign Personnel on an as needed basis around the division and I will entertain

030a motion or whoever makes the motion if you would read the resolution uh prior to to making that I move to adopt the resolution authorizing the superintend to reassign Personnel pursuant to Virginia code section 2 or 22.1 through 297 thank you m lore there a second second thank you Dr mcquilkin any any questions this authorizes as I said earlier the superintendent to reassign uh Personnel throughout the division reassignment within individual buildings is the domain of the school administrator so if there was U someone who was being moved simply within the building to one classroom to another that's the that's the school principal but within outside the building it then falls to the superintendent all those in favor of the resolution please say I I any opposed and that is 40 thank you vssb annual convention

031delegate and Alternate delegate selection uh it has has been uh pretty much tradition that the chair and vice chair be those delegates I would be very happy if someone would like to take that role um as the delegate or the alternate delegate whichever the case may be so I would like to nominate Dr mcquilkin be the delegate is that acceptable it's acceptable andan I could serve as the and you'll be the alternate alternate very good boy that was easy I was thinking that might turn into something but that was easy okay so we have a nomination SL motion on the floor to to appoint Dr mcquilkin to be our delegate to the annual vsba um delegate assembly and for Miss lore to be our alternate I'm glad to second that thank you Mr folk all

032those in favor please say I I I any opposed I didn't want to allow too much discussion on that one it might have come back around to me yeah right yeah next we're going to move to information items and again I just I want to can't say enough how much I appreciate Sheriff Hutchinson for agreeing to take time out of his busy schedule to come out tonight and talk with us and present some information so Sheriff Hinson the floor is yours absolutely and I appreciate y'all inviting me to come talk and uh just provide a little bit of a brief overview about where we're at with the SRO program but certainly let me start by saying um it doesn't take a meeting if there's any questions anytime whether it's from the board or from just

033the citizens as a whole um to call the office or or send us an email or anything if something should Arise at any point we talk with the with the folks up at Mount Clinton Pike regularly they're great to work with and so again anytime there's questions or concerns don't be bashful to reach out to us and that's for y'all as well as just any any members of the community um and you'll see in the handout there we'll start with a overview that's a brief overview of where our program is right now but um a couple things before I get started on that we are in the process of re-evaluating our mou Dr shy and and myself and I know Dr aler has looked at it as well um just trying to make sure we

034keep that as current and as effective as it can possibly be of a document I think a few that we've looked at I felt like were too lengthy you see some M us that are 14 15 18 pages and it's just too cumbersome a document I think the one we're operating under right now is maybe a little too brief you know a couple three pages so we're going to meet in the middle we have a couple drafts that we've been working on I know we'll come up with a good solid document that's you know concise and effective so that that's underway another little tidbit I'll touch on is last Wednesday we did training out at MTC and at ra all of our SRO all of our SWAT teams some traditional Patrol folks as well as

035fire and rescue Rockingham County School administrators participated in that all day training and that was geared towards active shooter type of training we always do that every summer when the schools are empty it's it's obviously more convenient we try to do the training year round as we're able but we always try to plan at least one big one each summer which we did last week I think it went well uh kudos to all the uh the teachers that participated in that as well as again fire and rescue and us it was a a well-coordinated event I think a lot was gained from so that was that was something recent um that we did and again we're going to continue on with but right here to go to this document um this is this is where

036our program is right now so if you kind of glance at that that's an overview of of right now at the president we have the supervisor and then the the breakdown of the assignments and right there at the top so the assistant supervisor is assigned to MTC and then you you see you have a deputy assigned to to ra well you'll also notice well there's two other schools well Pleasant Valley is right there so just for practical Common Sense purposes the two of those handle Pleasant Valley and then the reason what do you say well why is Lacy Spring right there that does seem to stand out when you have the three well it's not there and the reason for that is right below it you see the the Broadway SRO already has six schools

037which is more than anyone else and if he had Lacy which is a feeder for Broadway Broadway High School that would be seven so we kind of picked Lacy some time ago with with the two that are already down here they could get on Route 11 get on 81 and get to Lacy pretty quick they both float and fill in to get up to Lacy and then that that keeps the Broadway SRO that a little bit more minimum with six which is still the the most of any you'll see the ones all the all the feeder schools for the high schools or what he covers and then likewise the other high schools they're assigned to the high school but they cover the feeder schools and so it leaves all the other SRO with five schools

038total that you can see and so we refer to those sro's by the East Rock SRO is here with us tonight was in the lobby there he is there's that's the East Rock SRO uh Deputy Warwood so that's that's where he's assigned but then he also covers the feeder schools he's got four other schools so he's got five total that he covers but he's referred to as the eastrock SRO so that that's kind of currently how that that's what we're staffed and that's the way we have it laid out by Design it's worked out pretty well for us I think organizationally and operationally too what we've talked about I think y'all have probably heard there's a a grant that had been applied for that's been I guess we put in for it some time ago

039I say we that being uh the schools the Sheriff's Office and the county collectively put in for you know eligibility for funding from that Grant we'll see how that goes I don't like to you know jump and make conclusions and assume that we're going to get it the way I understand that Grant is going to work it's the deadline is Friday so the deadline to file for it hasn't even come yet again we we got our stuff in several weeks ago so we've we've been in there but I think it closes this Friday and they're supposed to have the decisions Maybe by August one if if I'm understand but nothing's been decided yet we're in there we got the application in and we'll see how that goes I think it'll be interes and I certainly

040think based on the criteria from the grant that we we should stand a pretty good chance because what they're saying in the Grant from Richmond is well uh new sro's get priority as well as uh for middle schools they would get priority so I think we meet both of those because as we have talked if we were to do something well you look well there's four uh middle schools that you know we could really benefit from having an SRO at so I think we meet both of those um criteria I think our chances are good but again don't make conclusions as to how the outcome is going to go I guess we'll just hope hope for the best a couple of things that I wanted to point out about that is and if you look

041at um spotswood's a great one right there in the middle so say if we were to get four sro's okay well they would be and I think the grant requires them to be assigned to the middle schools well we would do that so we would assign an SRO to monov videoo middle middle school and we all already have an SRO assigned to Spotswood but really what that does for us is it makes it a team approach so you would have the high school and the middle school sros they would be working together to cover those five schools so instead of one covering five hey we would get somebody to Elon middle to help Deputy Warwood so you would have two covering five schools primarily assigned to the high school to the middle school but yet

042you still cover the feeder schools but it doubles the coverage that you would have so there's a huge benefit in that I just don't want what I hesitate when I hear it kind of makes me cringe a a little bit well that Deputy is assigned to monov videoo middle school and that that kind of makes you infer that that deput is at mon videoo middle school and my feet are locked in place I don't go to Peak View I don't go to m well yeah you go to whatever School are in there you're going to go well Cub runs right there but South South River and Peak View they also cover those schools too so and it's much like when when yall added the spot for ra okay well they're assigned to ra but then

043you also go to Pleasant Valley if the the uh assistant supervisor who covers MTC is sick has training any number of things could happen with that and he's not there well then we still cover MTC so it's a team approach rather than like a set endstone assignment there's still a lot of schools to cover if we were to get the grant of course this would help us a lot in doing so and I think um the middle schools these days is where you start that's where if you say well this is your current um assignment sheet what's missing well it it it doesn't take I mean any body can probably see that what's missing is the middle schools because the middle schools these days are what the high schools used to be years ago like

044everybody know by the time they get to high school they've already been exposed to whatever's out there that's good and maybe that's not so good the middle school is that trial ground or that basis of the unknown that gets encountered by by Young Young Folks of that age group so the middle schools there's there's the glaring Gap in our coverage is to have additional coverage at those four middle schools it would be a great benefit to do it if possible we'll see how it goes um you know I'm optimistic and and um excited about the opportunity I think it' be a good thing the other thing that I would throw in about that without rambling too much is um if that were to happen I think gradual implementation is a key you don't say say

045if just take the number say four well we got four we're going to hire four sign to the middle school and it's like that it doesn't that's not practical so for us doing anything in like ones and twos going back to last year where we got and we assigned to R ra there was even some growing pains with that as Dr aler and I had a couple and it's just natural there's not just a perfect world where you say boom boom it's done there's there's some there's some adjustments in growing pains with just one so say if we did four my suggestion would be do one or two at a time figure that out deal with the growing pains get the right things in place it's going as it should and then do another one

046or two don't try to do four or more if you if that being the case but but trying to do too much too soon I think the the the a lot of pitfalls can come along that make it really more of a of a bad thing at first than it should be it should be a benefit but we got to have the time to find the person get the right person in there the right way to make it work so implementation is the second part of it doing gradually we're going to do the best we can with it but it's just not an instantaneous solution so those are a couple thoughts I had if if the board has any questions I'll certainly answer them but that's a quick overview yeah thank you for that it's

047very helpful um I appreciate you mentioning the grant we had as a board discussed during budget times that um we had gotten when that there might be some some grant money out there and as soon as we got definitive word that that was there as you said we jumped right on it to to get our names on the on the Queue to try to get those I guess uh Sheriff what I'm ask going to ask is if we got four given the current hiring environment how how do you feel about the prospect of being able to get four applicants within that time frame you're talking about no that's a good question and it goes kind of like what I was saying that's yet one of the reasons for the gradual imp implementation instead of trying

048to just get four good ones all at once to do one or two at a time so doing it that way I feel good about the prospects one or two at a time and then again depending on how the grant comes to if they say there's a timeline we would try to work with that the best we could but whether you say we'll do one or two this year one or two next year one or two this fall one or two in the spring something other than trying to do really in my mind more than two at the same time yeah one or two get it in get it implemented and you could find people and fill the spots you know in the right way I think I think that's right along what you're asking

049right right questions one or two or three I I think that the chances are decent again and looking at the grant when we when we submitted it the three of us got it all together and got it in I think the criteria the way you read it I don't see how that we get entirely overlooked I really don't I think it's a decent bit of money from Richmond that's been allocated towards that purpose and and the qualifications and and everything for us I believe is there so at a minimum okay say we don't get the they say you can't get four get one or two yeah I would be very optimistic about that to the point of probably being like shocked if they said nothing I mean youall qualify for zero and and um it'd

050be very disappointing but I I'm going to be more optimistic than that and think that if we don't get say everything we asked for which is as much as hopefully we would be able to get in additional money for equipment and training and anything like that but if we don't then maybe whether it's one or two or let you know say three something would be um you know anything that we would get I would hope we would and um anything would be better than nothing thank you and as with all grants the money has an end time right so we have to and I know we have been sort of keep the Board of Supervisors in in on this discussion because um as the grant runs out the need's not going to probably and unfortunately

051um but I think it's is it two years on this Grant and I think it's actually might be four okay good it's two or four I think four kind of rings the bell 48 months but I think so I think there's a gradual uh accumulation of responsibility for local dollars so I think the first year may be 100% or is it half I think it seems like it's full and then maybe full first year then goes to half and it may decrease over that the four years I'll also just uh comment too about the asset that our school resource officers are um they're different than what the public may think of as a a security officer and that's not really what they are right they're in the schools they're building relationships sh with kids they're

052working with staff they're getting into classrooms so they're not there just to try to enforce things they're they're trying to build and be a liaison with kids in law enforcement so um they do a great job with that they they want to they apply for that position and they're motivated to do it right so they want to be in that setting and working with kids in that way and they do a great job so thank you and we got a good example right back here l yeah it's uh they they do a lot of a lot of good work there other than just patrolling patrolling the the property and whatnot um I I I don't want to I guess I feel like I should have mentioned this to you before I put it to you

053here in front of the cameras and the crowd shff but you know there are different School Division juval Texas comes to mind where they had a the school had its own Force as I understand it separate from the county law enforcement there has been some discussion here in Rockingham County about a safety officer do you have any thoughts that you would want to share with us about how that may or may help you or may hinder you in your work with the SRO and that has been discussed I think I've discussed it with a number of board members as well as uh administrators over the years and I think um you know it's all just a matter of what your what your goals are to be what what is it that you want it to

054be for us if um you know and like you say we're we're not enforcement driven in the program it's safety security and and all about the the kids is what you're talking about when you're talking about schools so that's what our focus is um and so doing anything outside of that uh my thing well among numerous things but one thing that's been discussed is someone else safety whatever you want to call them under whose authority are they doing so and if if they're not if they're not a part of the Sheriff's Office well then whoever can have the liability or have you know the responsibility for hiring managing supervising leading doing all that for those folks I think um you can't it couldn't be um it couldn't I don't think it would work well as

055two separate entities there would be some natural uh conflict I don't want to say conflict it would just not be a a flowing stream of the way things operate and so to have I think when it was mentioned there's going to be a school safety officer well for for operations that probably wouldn't work for policy and things like that at the board level we certainly reviewing the school safety Audits and things like that it' be a great thing and see maybe recommendations to you all but for operationally you know whoever's given the the orders has a responsibility and so like like some one else whether they're they're under you or the schools or the county then they would be answering for themselves versus right now it's the sheriff's office we do what we do we

056try to do it the best way we know how to do it we go out great people you know doing what they do every day so bringing in an outside element of that who who's responsible for them who's are they doing the same thing that we're doing or they doing something different I don't know it would be again I don't want to say conflict it would just be maybe not organized it would be disorganized to have an outside person and again who do they give orders to who are they respons for who's responsible for them right now with the Sheriff's Office it's pretty streamlined I think I I work with the you know with Mount Clinton Pike and then we have our SRO and we work I think efficiently in the way that works so

057I'm not you know not saying I'm opposed to it I think there's an element of an outside agency or whoever then how does that work how is it organized and really who's responsible someone told me once and I'm certainly not in La enforcement that that when you're doing an investigation you get one good interview and you you know my concern might have been if we had somebody that was in the process before the trained professionals not that they wouldn't be right trained professionals but it's important for you guys I think to get the initial absolutely and Oscar and I have talked about that you know in the past in different context about how important that is for us again if we're going to be the ones handling it then we need to be the ones

058involved and you know again the more layers to it you have really the more confusion it might bring other questions for the sheriff it takes a very special person to be an SRO I think we kind of covered that and thank you uh Deputy War Warwood I'll get it right eventually Warwood thank you to you and all your colleagues because it does it takes a very special person and finding those people to cover every school is probably not realistic but I feel like you as a as a department cover all of Rockingham very well and every time I drive to PLS Elementary where my kids went to uh elementary school I go right past Walmart which is another Target of shootings in the past um and I feel like you guys need a presence everywhere

059can you speak and then also I think about Bridgewater and the shooting there and the amazing response you all had um and how how you performed in that and I thank you for your service with that but can you speak more to how we can protect our community as a whole right well in using that example with with Timberville so um and we're fortunate in this you can I you don't need to tell me which school I don't you don't need me to tell you which schools but there's a number of schools on the list that are within the town limits and so you have like Timberville is a good example you'll have the Timberville you know officer that's on duty that will go through there and do some supplemental Patrols in the morning in

060the afternoon really even lunchtime when any anytime throughout the day and likewise for the other towns where there's schools um they're no different Bridgewaters the same way they they're very good about providing supplemental coverage uh State Police is good about it too they'll have patrols and they will go through there a lot of them have kids in public schools no different than the towns and and in my office so you have like what I call supplemental patrol coverage where you have people on patrol stopping by driving by and being Alert in those areas so it's that combination of that as well as the SRO in place that that hopefully works as best as it possibly can be for the the safety of the kids and thank you so much for all of your service absolutely

061everybody in your department thank you thank you now just this just occurred to me to ask because if if there is a a dust up in Elton and the SRO is at East Rock he could be called out to assist with that trouble that's correct I mean cor that's not even related to the school it could be that the right somebody wants to rob the convenience store for instance yeah yeah right like over the week yeah or we just hey the pictures on Facebook if you seen that guy call yeah right um but um yeah so likewise if something were to be an emergency in town and and Deputy Warwood was close by or you know saos was was close they would go and and so um same type of thing we've said about mass

062and nutton we have we covered Mass nutton we try to have somebody up there but they're not going to stay at mass and nutton if something's going on in pen L they would go to Spotswood High School so it's kind of it's coverage and then everybody's going to go to where if it's a dust dependent on the severity that will get there as quickly as yeah I think sometimes as you mentioned about feet being planted there's a notion that all they can do is school stuff and that's not the case exactly that would be the main thing with these if you say well there's going to be middle school sros that is true but that midd that that Deputy is not going to be at monov videoo unconditionally there's the the feeder schools that are

063on there so it's really a two it's a two Deputy approach to managing those five schools together their primary assignment would be the high school and the middle school respectively but they would also be combined effort it would be a team approach not a not an island other questions to follow on to what uh Miss lure said about the um the SRO being a kind of a unique person and a unique personality what what are the criteria and characteristics you look for in someone when you are looking for an SRO really it's those very things the the the ones that have that desire a lot of it's a desire to teach they like law enforcement but then they also maybe you know not quite enough to teach teach but they like law enforcement and they

064like teaching and then they also like the interacting uh with the children of the different ages so you kind of have to have a little bit above um be be all three a little bit teacher maybe a little bit administrator a little bit um you law enforcement officer and for the best interest of of of the kids more so than any of those singular interests might be not just law enforcement not just teaching not just you know the administering the the actual day-to-day activities within the school but a combined just just really sense of caring and a desire to want to help at that uh that level of the community involvement is a key part that we see the folks that have that desire that um that want to do it and and can do

065a good job at it again Sheriff Hutchinson thank you so much for your valuable time and for your Insight and for the what I think is the excellent working relationship between the school system and the sheriff's department absolutely that's something we brought ourselves on I think right we talk regularly and something right right thank you stay safe okay we have a community eligibility provision Jennifer Williams hi am I good now okay I'm happy to be here this evening um I am going to present on community eligibility provision or C participation in six of our elementary schools uh in the upcoming school year um so first off uh what is C so the community eligibility provision or C is an alternate claiming method of the national school lunch program that allows schools or School divisions to

066provide uh a free breakfast and lunch meal um to all enrolled students at no cost uh in order to qualify a school or division must have at least 40% of the enrolled students automatically eligible for free meals by means other than a free and red uced application so this is students who qualify for free meals through um snap food stamps um foster care services for example so under the national school lunch program uh food and nutrition services we receive different reimbursement mounts amounts uh based on if that meal is claimed as free reduced price or fully paid and so um in C in order to get our reimbursements um to fund our meals uh the school or division claims a total number of meals uh served and receives a federal free imbursement rate uh based

067on that ISP so those students who qualify for free meals not by application um times a 1.6 multiplier um and then the remainder is reimbursed at a paid rate um and so the um the application to participate in C it is uh for four consecutive year participation uh and there was legislation that was patched passed in March of 2021 um requiring all schools who qualify for c um to apply with an application uh and then participation may be ended by the school district at any time but must go through a waiver process with bdoe so the six um elementary schools that we have that qualify are Plains Elementary Riverbend Elementary Elon Elementary udbine FK run and Pleasant Valley Elementary School so um our application is still pending at vooe um but however once it is

068approved all these students will be eligible for free breakfast and lunch um next year and will not have to um complete free and reduced application forms okay so um why pursue uh C so um it is a requirement now to apply however there are many benefits for the individual schools and the districts uh over overall so uh the benefit for students families and schools um no application needs to be filled out um no out-of pocket meal costs for families in the schools uh stigma is reduced around free and reduced price School meals um C has been around for almost 10 years now and there is research coming out that shows uh there is potential positive educational results um such as improved test scores when C is implemented um also um C does not negatively impact

069District Title One allocations um the title one allocations they can be determined using C and ISP data um and then benefits for um our school nutrition program there's a reduced administrative burden um so you know after the past two years we haven't had to process applications um it's freed up a lot more time to for us to to focus on um food production um menu development and those sorts of things so by um without having applications to process um cont contacting parents um for meal charges um that frees up time in our office a good bit um also another benefit is an increase in student meal participation um leading to increased revenue for our program so C schools traditionally see an increase in student participation um within the first several years of um participation and

070so with um our program having free meals over the past two years we've gotten a glimpse of what that participation could look like um so comparing our May 2019 meals um so right before the pandemic with our May 2022 meals we've seen overall we've seen a 5% increase in breakfast served and an 8% increase in lunches served um and it does kind of vary vary by school a little bit but that's the average overall um so with C we would think that we would continue to see this uh in those C schools uh so then just a little rundown of the uh application process for c um so we um every month the food and nutrition services office um we complete what's called direct certification um with information we receive um from Virginia Social Services

071that's how we determine the um ISP so those students who qualify without application um and on our C application we use our numbers as of April 1st so those were those numbers that you saw for those six um elementary schools uh and then on our application we have to I have to complete a financial analysis worksheet um and that compares what our Revenue looks like with traditional national school lunch program versus the C program um because we you know we have to we're you know kind of a business we have to make make our money to fund our meals so um as mentioned earlier um eligible schools are required to submit an application and once approved the application is in effect for 4 years um and then um once our C application is approved it's

072approved annually along with our national school lunch program um paperwork and application once it's approved then we send out um notification to families and we're hoping that for any day now so um so then uh our C analysis so this is just the breakdown um based on the ISP numbers of those schools um so the percentage um of those who qualify for free and reduce without application um you can see kind of the financial breakdown um so for planes for example um you know if we serve 100 meals 66 of those those meals they'll be reimbursed to us at the free meals rate um whereas the 34 students they'll be reimbursed at the paid rate to us um and then um this is the uh worksheet that is the results of the financial worksheet that

073is part of the application so this compares the normal program Revenue versus C program Revenue um and so you'll notice down in the bottom the difference in annual revenue you know it shows a possible $57,000 loss however this is um this financial tool we haven't had normal operations in the past couple years um since 1920 and so this tool that we have to use this Federal Tool it's a little outdated um so it doesn't really factor in those participation changes um that we've that we've seen over the past couple years um it also doesn't factor into um as far as next year um you know we think we hope that families have really you know been helped by the free meals these past few years and we hope that they're going to take advantage next

074year um of these free meals um also something else that's not factored in here is um the keep kids fed act that was passed at the end of June which provides um additional reimbursement to National School Lunch programs um then there has also been additional Federal funding this past year um as far as um food commodity funding and um funds sent to divisions to be used for local um food P purchasing um and then also um just from my experience interacting with other directors who have implemented C in their schools um not a single one has said that it's not worth it um that by having those free meals you see the benefits um if not the first year over the um next several years um as far as partic participation and revenue increasing um

075and then I think the Statewide participation speaks for itself as well um with the increase in C participation Statewide um so even so even that's less than 10 years um there's been a big jump in participation across the state and this was even before it was um legislated that we had to apply um and then yeah so once again the benefits of c um they're going to be very important and impactful for these six elementary schools uh moving forward and if C does prove to be successful it's possible to include other schools down the road which is what um is called grouping schools um so therefore providing the benefit to other schools in our district as well um so next steps um our application is is still under review but we expect that to be

076um processed or um approved um in the next week or so um once accepted uh then the food and nutrition services offices office will send out notification um and then um once it comes into effect we'll continue to monitor um and see see how it goes so um the next slide is just links for more information and um that is it so I'll take any questions there are any any questions it's an excellent report thank you yeah sounds like good work thought Dr M can have one um what's the ISP for the district as a total do you know I want to say 32% I should have looked at that today so it's not really that close to the right right okay um because it's usually it's lower in the high schools so that kind

077of brings it down with the elementary schools and then what happens if the ISP if you're enrolled for four years and the ISP drops below 40 do you get kicked out of the program or you locked in for the 4 so you're locked in for that four years but if your ISP goes higher you can lock in for that higher ISP and get more funding okay or higher reimbursement so it's kind of a flex rate with a with a floor awesome thank you y okay next we have policy revisions uh that will be for information to be voted on later Miss Williams yes thank you um Mr Breeden and Dr otter school board members I'm here again this evening to speak with you about policy uh Mr Breeden did an excellent job earlier explaining how

078that works we uh in the spring vsba did adopt or and Revis several policies so you have before you this evening 14 six of which were were revised this past Spring by vsba the other eight are policies that we are constantly revising as we look at our five-year review so um that's why you'll be seeing several over the next month or so August there will be another review by BBA and we are continuing to revise our policies each five years as well so if you have any questions um I do farm these out to each of the directors of these programs if I can't answer your questions this evening I will certainly make sure that a director of the program gets back with you thank you any questions and these policies will also be posted
